Two Boundary landowners have sent notifications of their intent to apply for a federal medicinal marijuana production license to the Regional District of Kootenay Boundary (RDKB). One application is for a production facility in Area D, on

Willow Road, and the other in Area E, along Highway 33 just north of Rock Creek.

Notifications of intent are required by the federal Marijuana for Medical Purposes Regulations (MMPR) in order to ensure that local zoning bylaws are being obeyed. By April 1, 2014, all production of marijuana will fall under the

The new regulations require production on a large, agricultural scale, something that, according to acting Area D Director Roly Russell, a majority of residents in Area D are not opposed to.

Changes set for Dog Sled Classics race JIM HOLTZ

Dog sled racing in the Boundary is about to undergo a change.

In the past the Boundary Dog Sled Association (BDSA) has conducted mid-distance 100- and 200mile, two-day races that took teams from one end of Boundary country to the other.

This race season, on Jan. 25-26 the BDSA is hosting the Boundary Dog Sled Classics, a twoday event made up of short sprint races, all taking place in the area around Jewel Lake, five minutes east of Greenwood and 30 minutes west of Grand Forks.

According to BDSA president and race organizer Ruth Sims, the races will have a combined start-finish line and consist of individual loops of varying length.

“There are five classes this year,” Sims said. “A three-dog team, four-dog team, six-dog team, a purebred four-dog team and a two-dog skijoring team, which consists of a cross country skier attached to a team of two dogs.”

The sprint race format is very spectator friendly. Since the race course is relatively short, from three miles to six miles depending on the race class, there will be ongoing action in and around the staging area all day.

IN BRIEF Grizzlies gain new Selkirk friend The Nature Conservancy of Canada has added over 370 acres (150 hectares) to the Frog Bear Conservation Corridor that runs through the Creston Valley and creates a safe passage for grizzlies travelling between the Selkirk and Purcell mountains.

Connecting the threatened South Selkirk grizzly bears with the more abundant grizzly population to the east is considered critical to the long term prospects for this species in this corner of the province.

Biologists have identified the lands being conserved as key areas used by bears as they move through the valley.

One parcel is a 162-acre (65-hectare) forested property on the western edge of the valley that serves as a gateway for bears moving down from the mountains. An additional 211 acres (85 hectares) has been protected through a conservation covenant that will prevent the subdivision of the valley-bottom land.

The total cost of conserving these two parcels is $1.14 million.

Fees set for smart meter opt out Following the BC Utilities Commission’s approval of FortisBC’s Advanced Metering Infrastructure (AMI) project, FortisBC filed an application at the end of August outlining a proposed radio-off option.

The BCUC has approved the company’s radio-off application, with changes to the proposed fees.

Approved fees are: • Per-premise set-up fee of $60 for those who choose a radio-off AMI meter before meter upgrades begin in their region.

• Per-premise set-up fee of $88 for those who choose a radio-off meter after meter upgrades begin in their region.

• Bi-monthly per-read fee of $18.

According to Fortis, approved fees recover only the cost of providing customers with the radio-off option, and they do not provide the company with additional revenue.

FortisBC expects to upgrade the first electric meter in the summer of 2014, upgrading meters by region, with work expected to be complete in 2015.

When a community’s top seat of government burns it tends to gather some attention.

So when the venerable Grand Forks City Hall caught fire Sept. 19 it created headlines in the city, as well as across the province and the nation.

What made it even more newsworthy was why it was burned: fire investiga-

a very public way of expressing that displeasure.

It is a story that is still unfolding, now in the federal justic system, and people in the city will wait to find out why it was done, and when they will have their historic City Hall back in operation.

The other stories were newsworthy in their own right, with all four of them pressure points in narratives that have been ongoing in the community for some time.

“The feedback I have had so far,” he said, “is generally supportive of the idea that we could potentially bring a significant amount of value-added agriculture to the area via these medical marijuana facilities.”

A recent survey of Area D residents indicated a strong support of agriculture, Russell said.

“It could be an interesting landscape going forward since we don’t know how many of these operations might be licensed,” he added.

The future of the proposed production enterprises is far from clear, however.

According to Grand Forks Mayor Brian Taylor, there is reluctance on the part of government at all levels to be proactive.

The burning of City Hall in late September was the top story of 2013. The fire was believed to be arson and one man is standing trial in connection with the fire.

“The federal government has been proposing these changes for a year and nobody wants to talk about it,” Taylor said.

“All of a sudden changes are happening all around us and now they have all these questions.”

Among the questions being raised are those that anticipate future legislation at the federal level.

According to Taylor, many proponents of the industry believe that if the Liberals win the next election, marijuana will be legalized.

If that is the case, then those currently applying for licenses to grow medical marijuana will be in a position to expand their business into the production of

a variety of marijuana related products.

“There are apparently 190 applications for producers, yet there are only 40,000 patients and of that 40,000 only about 10,000 are likely to consider licensed producer pot,” Taylor said.

“There are many, many who say they are on the verge of being approved, but they’re not posted on the (official) web(site). If these are approved, we’ll have a potential legalized system sitting there ready to go.”

Regional and local government are hard pressed to make zoning decisions without a clear understanding of future regulation.

“We’re talking about large scale indoor production that we

would see moving forward,” Russell said.

“The bigger issue by the proponents of these operations is whether it gets classified as an agricultural or an industrial enterprise.”

He said by virtue of the production of the raw materials, the operations were clearly agricultural enterprises.

“As soon as you switch over into the pharmaceutical product, derivative of the raw product, that’s when the conversation gets much more difficult as to whether the product gets classified as a commercial, industrial enterprise rather than agricultural,” Russell said.

Taylor believed that change in the way marijuana was regulated

was inevitable. “(Potential producers) are all looking at the fact that even though now they would be limited to dry, processed marijuana, the actual future for them in their business plan includes a lot more forward thinking to other kinds of production,” he said, and acknowledged that the city is taking future change into its zoning considerations.

“I know that from the Grand Forks city perspective, the zoning we are looking at for marijuana grow operations in the city limits would be light industry.”

Russell indicated that decisions at the regional district level would probably not be made until a review was complete in the spring.

Charting a new year

I

t’s the start of a new year and time to take aim at New Year’s resolutions.

Even if you don’t succumb to the annual process of life deconstruction and reordering, sitting on the cusp of a new year is a good time to spend a moment pondering life as it was known in the year preceeding.

January is always a time of reflection on the successes and challenges of the past year—and on our hopes for the ensuing 12 months.

It might be worth looking at the nature of a resolution—simply a wish or desire for change—and making one or two.

While it’s human nature to lose focus and fall into old habits, experts say it takes at least three weeks to change behaviour and new patterns must replace the old.

Some tricks to re-charge the brain include finding others with similar goals and working with them, removing temptation, replacing old behaviours with new ones or using aversion techniques, such as associating negative feelings with those old habits. If, after a few weeks of trying, you simply give up, no worries, there’s always next year.

recent study has indicated that children world-wide are in poorer physical condition than their parents.

The study was led by Grant Tomkinson at the University of South Australia.

Researchers analyzed 50 studies on running fitness involving 25 million children ages nine to 17 in 28 countries from 1964 to 2010.

What a surprise. Drive down any subdivision street lined with single family homes and what do you see?

No children.

You might spy hockey nets, bicycles, trampolines and wading pools littering the yards because parents

love to shower their kids with goodies, but there won’t be any actual kids.

Their reality has long since become virtual and so the many concrete objects given them for recreation in the real world lie unused while the kiddies remain inside exploring Lalaland on their XBox. Of course, part of the reason that boys and girls remain indoors is that their parents won’t let them go outside out of fear that something dreadful will happen to them.

The perpetual fear that grips our neighbours to the south, causing them to arm themselves to the teeth and enact laws permitting them to carry pistols and blast away at anything they think might possibly be a threat, that same fear has seeped across the border.

Now an Amber Alert in Nova Scotia has every parent in B.C. herding their children

into the panic room or gripping their little hands in the morning as they walk them to school, releasing them only when they are safely inside their classrooms.

On second thought, they do that even without an Amber Alert. Teachers do their best to provide some activity for their students, but a few minutes a day just doesn’t help much.

And concern with student safety discourages any game that might lead to bumping, falling, or being struck by a dangerous object, like a ball.

By the time children are in high school the pattern is set.

A relatively small percentage enjoy and are good at sports and so play on teams.

The decline and extinction of species

To the Editor: Re: Ministry of Environment fails to release FOI documents I have never felt more strongly that, unless the people of B.C. and all concerned Canadians demand that environmental and wildlife issues not be subject to corporate agendas and government control, we will lose what is so special about this province and country: wilderness.

Just yesterday a CBC report stated that the Department of Federal Fisheries and Oceans have come to an understanding regarding pipelines for oil and gas.

Additional information was not forthcoming, however, you can bet your bottom dollar it has something to do with the higher-ups in the federal government wanting to soften the public’s opinion on transport-

ing fuels across highly sensitive environments.

The Ministry of Forests should in no way be the overseers of fish and wildlife.

Case in point, and this is written into the B.C. forest legislation: measures to protect the environment and wildlife cannot “unduly reduce the supply of timber from British Columbia’s forests.”

That simple statement pretty much puts the brakes on any meaningful fish and wildlife protection within the province of B.C. Nothing, not even our unique and irreplaceable coastal waters, are safe from resource exploitation and government approval, as witnessed earlier.

The Joint Review Panel tasked with making a decision on whether to approve a pipeline through some of B.C.’s

most sensitive wilderness, has given its approval for the development of the controversial Gateway pipeline.

Although there are some 209 recommendations that must be addressed, industry has already taken this decision as a sign that B.C. is “open for business.”

An environmental representative for the National Energy Board stated the following: “The potential impacts to grizzly and woodland caribou are justified,” in other words, their loss to the people of B.C. is acceptable.

These actions strongly support my opinion that as long as we allow government to adjudicate and decide on the fate of fish and wildlife, the ongoing decline and extinction of species will prevail.

Hepworth a prime example of shill To the Editor: This is an open letter to Lorne Hepworth, whom let it be known is the president of CropLife Canada. He states that he is representing the plant science industry.

I take offence to this statement but, above all, his letter in Dec. 18 Gazette. Lorne claims that the Genetically Engineered Foods and Human Health CrossCanada speaker’s tour is doing a great disservice to “consumers.” Really Lorne?

Why? Because they are presenting the public with the other side of the genetic engineering coin?

Seems to me you would be very content to have us all as ignorant as possible! You talk about the “level of paranoia that underpins the anti-

technology movement.” What a ridiculous statement! Is it paranoid to want to know what is in our food? What we feed our children? Then you can call me paranoid anytime.

He states that “Gary Smith was basically muzzled,” which is complete and utter rubbish! As the title of the tour states, this is a cross-Canada speaker’s tour.

If you don’t agree with what they are speaking about, don’t go. Simple as that Lorne.

If anything, companies like Crop Sciences Canada are afraid of open dialogue. You state incorrectly that “people spreading lies and misinformation that were discredited long ago,” when was that, Lorne? What exactly

has been discredited?

How about less insecticide use on glyphosate resistant G.E. crops—discredited.

How about larger yields with G.E. crops—discredited.

How about feeding the Third World with G.E. crops—discredited.

Anyone with any knowledge of this industry has witnessed the outright lies presented as truth by the G.E. industry, this is just another lie in a long line, Lorne, and we’re not falling for it anymore.

The only acceptable way to introduce G.M.O.’s to the consumer is by third party, long-term testing and that has not been forthcoming as many are aware.

A three-month, company-financed study is not accept-

able and will never be. It speaks volumes to me that Lorne Hepworth takes issue with a speaking tour facilitated by two people who both have extensive knowledge and experience with the food industry as a whole.

Dr. Thierry Vrain (30 years with Agriculture Canada) and Dr. Shiv Chopra (a former Health Canada scientific advisor) have a combined knowledge that easily eclipses Mr. (notice no Dr.) Hepworth’s one-sided diatribe.

If you’re not sure what the term shill means, I would recommend people looking it up. Lorne Hepworth is a prime example.

Wrongheaded thinking Raising people’s hopes with a promise that geo-engineering is the way to deal with global warming is midleading.

I

They propose the use of management technologies called geo-engineering.

Geo-engineering is not a new idea. In 1965, climate scientists suggested the idea to President Lyndon B. Johnson because the volume of greenhouse gases (GHG) in the atmosphere was on the increase. The term recently appeared in the 2012 report published by the Intergovernmental Panel on Climate Change (IPCC) but the panel gave it only a single paragraph.

Reducing the effects of anthropogenic (human caused) climate change with geo-engineering is seen as a deliberate positive intervention.

In 2010, the Oxford English dictionary defined geo-engineering as “the modification of the global environment or the climate in order to counter or ameliorate climate change.”

Geo-engineering is also referred to as climate modification, climate engineering, Earth system engineering and climate remediation.

Some would argue that climate change as it is now happening is geo-engineering of a different sort with unknown consequences.

Central to the discussions are the procedures and mechanisms needed to keep the temperature of Earth below two degrees Celsius, and by doing so, controlling and moderating the crazy weather patterns that have begun to occur worldwide with greater frequency as a result of even a slight increase in temperature.

There are two fields of geo-engineering that are being seriously considered: (1) the removal of vast quantities of CO2 from the atmosphere, and (2), the management of solar radiation by deflecting sunlight back into space.

Reducing the absorption of heat from the sun is important for offsetting the increase in temperature caused by buildups of CO2 and methane, the greenhouse gases that make up the heat-trapping blanket in the atmosphere.

It is thought that reflecting just two per cent of the sun’s light and heat from the right places on Earth would be enough to counteract the warming effect of the doubling of the volume of CO2 in the atmosphere.

The safe level for CO2 in the atmosphere has been established as 350 parts per million (350 ppm) but it has now climbed to four hundred parts per million and is slowly increasing.

The range of ideas that have been considered in the field of geoengineering is a wide one.

Examples include growing artificial trees that can absorb large quantities of CO2, firing silver iodide into clouds to produce rain, genetically altering plants so their leaves are paler green to reflect sunlight rather than absorb it, fertilizing the ocean with iron nanoparticles to increase the growth of phytoplankton and thus the absorption of CO2, blasting sulphate-based aerosols into the stratosphere to deflect sunlight, covering the desert with white plastic, painting roads white; and installing white roofs on houses and commercial buildings.

Why would anyone give consideration to such cockamamie ideas with the exception of making roofs reflective when they know that most of them would have to be of such magnitude that they would be next to impossible to manage?

Raising people’s hopes with a promise that geo-engineering is the way to deal with global warming is to mislead them when the problem can only be solved by addressing it at its source. The over-consumption of fossil fuels must stop.

There are two options available to solve the problem. Let the engineers and scientists carry out their high risk experiments or drastically reduce the consumption of the fossil fuels that produce the problem gases.

There is really only one option.

The sport of skijoring will be introduced during the 2014 Boundary Dog Sled Classics this January. This photo was taken at last year’s “practice” sprint races in Christina Lake.

A man is driving down the road, when he passes a farmer standing in the middle of a huge field. He pulls the car over and watches the farmer doing absolutely nothing. The man walks over to the farmer and asks him, “Excuse me sir, but what are you doing?”

The farmer replies, “I’m trying to win a Nobel Prize.”

“How?” Asks the man puzzled.

“Well I heard the give the prize to people who are outstanding in their field.”

There will be a concession stand and lots of time to visit with the mushers and dogs as well as skating on the lake or cross country skiing. Jewel Lake is freezing over nicely, Sims noted.

“All race courses cross the lake so that is good news to us,” he said.

The snow is starting to pile up and there is a small, dedicated trail crew out packing the trail base and keeping up with trail clearing as needed.

“It is going to be a fun weekend,” Sims predicted.

The races will start at 10:30 a.m. on both Saturday and Sunday, with a new race class starting every 45 minutes. The musher with the combined fastest time for both days in each race class will be the winner.

Grand Forks goes to the birds

count ‘em: Local volunteers in region join in with 114th Christmas bird count SUBMITTED

Until Jan. 4 hawk-eyed volunteers across the continent and in Grand Forks will brave various weather conditions to count birds during the annual Christmas Bird Count.

Birders and nature enthusiasts in the city will take part in this tradition, many rising before dawn to participate in the longest running wildlife census on the planet (114 years).

Each year, Bird Studies Canada and the National Audubon Society mobilize over 70,000 volunteer bird counters in more than 2,300 locations across the Western Hemisphere. The Christmas Bird Count utilizes the power of volunteers to track the health of bird populations at a scale that professional scientists could never accomplish alone.

Data compiled in Grand

Forks will record every individual bird and bird species seen in a specified area, contributing to a vast citizen science network that continues a tradition stretching back more than 100 years.

“This is not just about having fun and counting birds—although that’s an important part of it,” said Dick Cannings, the Bird Studies Canada Christmas Bird Count coordinator. “Data from the Christmas Count are at the heart of hundreds of peer-reviewed scientific studies and inform decisions by government agencies throughout North America and, increasingly, the Western Hemisphere.”

During last year’s count, about 60 million birds were tallied in 2,369 locations by over 71,000 volunteers, the number of both locations and observers a record level of participation.

In Canada, over 13,000 participants in 418 counts found 3.7

million birds.

The Christmas Bird Count began over a century ago when 27 conservationists in 25 locales, led by scientist and writer Frank Chapman, changed the course of ornithological history.

On Christmas Day in 1900, the small group posed an alternative to the “side hunt,” a Christmas day activity in which teams competed to see who could shoot the most birds and small mammals.

Instead, Chapman proposed that they identify, count, and record all the birds they saw, founding what is now considered to be the world’s most significant citizen-based conservation effort—and a more than century-old institution.

Co-op takes step toward to sustainability SUBMITTED

The Boundary Country Livestock Co-op (BCLC) is going to need folks to get the mobile slaughter unit servicing the many farmers in the region, and the first chance to be part of it comes this Wednesday, Jan. 8.

The BCLC will be hosting a meeting (Selkirk College, room 8) at 7 p.m. with plans to take the mobile slaughter unit idea forward.

“The benefits are many for the region and the future of agriculture in Grand Forks,” said Doug Zorn, a member of the BCLC in a press release.

He pointed to an article in Country Life mentioning the opportunities the government was working on in regard to meat production.

“The government is working with the B.C. Association of Cattle Feeders and Marketplace IGA to develop a B.C. certified beef brand. It is part of a two year pilot program to keep Class A—B abattoirs busy supplying inspected meat to local markets,” the April 2013 Country Life article read.

This was brought forward at the last meeting of the BCLC board and represents a large market possibility for producers, similar to the Kooteny

Co-op in Nelson and Ferraro’s Foods interest in local meat products for their local markets.

“Our meat producers could benefit greatly by having a local unit that would slaughter and inspect their animals,” said Zorn.

The BCLC will lease the mobile slaughter unit from the Grand Forks and Boundary Agricultural Society and establish a docking station for all producers to use.

The docking station could develop into a full cut-and-wrap facility, to add value for locally produced meat products. An effective marketing plan, increasing profits for local producers, will also be developed.

How to get farming profitable is going to be the question asked at every meeting, said Zorn.

“Will the Boundary Country Livestock Coop increase the farmer’s profit?” he said. “The founding members are doing everything they can to ensure that what the co-op does will help the farmers bottom line.”

If people feel they could commit to this they are asked to come to the Wednesday, Jan. 8 meeting at Selkirk, room 8 (7 p.m.). The meeting will also be the annual general meeting, and elections of officers must take place to move forward.

year in review July 3 A ranch in Grand Forks is in the spotlight again over conditions and allegations of animal cruelty, particularly treatment of horses.

A group of citizens is expressing concern over the LaFond Ranch on Almond Gardens Road East, a place that has seen a number of complaints over a number of years.

Kim McLean said she has spoken to people who can’t look when they drive by the ranch anymore but she said it’s time to raise awareness about the situation.

“I call upon people to bear witness!

Drive by, write the letters, call the Regional District of Kootenay Boundary (RDKB) Area D representative. Call the animal abuse hot line. These animals have no voice; give them one,” she said.

McLean said she has contacted RDKB alternate director Roly Russell as well as the SPCA. Grand Forks will have new signs welcoming visitors to the city. Council gave final approval to the design of the new signs and voted to spend up to $20,000 on lighting the signs with both solar and wind power.

The design includes a line that reads “Settle down.”

At the June 24 council meeting, Grand Forks city council continued the process of streamlining city bylaws by tentatively approving changes to eight of them and adopting a Municipal Ticketing Bylaw (No. 1957) that establishes

a system of fines.

Mayor Brian Taylor said many residents and taxpayers had been asking for this type of change.

“It’s basically a graduated ticketing bylaw that is common in British Columbia,” Taylor said.

“We’re not the only municipality that has it or is working on it. Basically what it is, is just a change to allow us to enforce our bylaws.”

An example, Taylor said would be that the bylaw enforcement officer could say, “We’ve asked you to clean up your premises three times and if you don’t comply we will fine you $50 a week until it’s cleaned up.”

When asked if there had been negative reaction to the fine system, Taylor said, “Up until now, people have seemed to be more concerned that we can make all the rules we want, but we haven’t been able to enforce them.”

July 10 Tasha Brown of Grand Forks, who went missing off the coast of Honduras, was found alive, suffering only from a mild case of dehydration.

Brown, 20, was one of eight who set out June 29 on a boat destined for Roatan, which is considered the largest of Honduras’ Bay Islands, and was stranded at sea for about four days after the boat ran out of gas.

“Work to upgrade the Gladstone Forestry Road began (Thursday, July 11),” Shane Bowden, BCTS timber sales manager for the Kootenay business region said in an interview Friday.

July 24 A cougar attack near Greenwood had some residents concerned. The cougar in question went onto the Mathison property on July 4 and attacked a foal.

The young horse survived but owner Ingrid Mathison said all the horses on the property are scared to venture too far away from the house.

July 31 A driver headed northbound on Highway 3 on the morning of July 23 was lucky not to have sustained major injuries after she collided with a moose.

“It happened at about 7:15 a.m. and she came around the corner by Phoenix Road and there was a moose standing there on the side, on the shoulder (of the road),” explained RCMP Const. Renee Thomson.

“When she approached, it walked right in front of her and she wasn’t able to stop. She hit it right on.”

Thomson said there was extensive damage to the 2000 White Mazda Protege but the driver suffered only minor injuries and was transported to Boundary Hospital as a precautionary measure.

year in review Aug. 7 Grand Forks and the surrounding area will soon have a new company to enforce an animal control bylaw.

The Commissionaires have been hired by the Regional District of the Kootenay Boundary (RDKB) to provide animal control bylaw enforcement for Areas C (Christina Lake), Grand Forks (city), Area D (rural Grand Forks) and Greenwood.

The Commissionaires, who will begin a one-year contract on Sept.

1, were voted in on July 25 at the RDKB board meeting in Grand Forks. The Commissionaires are a Canadian-wide company primarily offering security services.

The actions of three individuals prevented a forest fire at the scene of an accident on Highway 3 yesterday (Aug. 1) according to Grand Forks RCMP. The truck rollover accident and subsequent fire occurred near the Wilgress Lake rest area, between Grand Forks and Greenwood, and Grand Forks Fire Rescue was dispatched but Const. Neal Kalnin said passersby assisted greatly in containing the fire.

“The fire travelled up the hill and three people took the time to stop and put out the fire that was travelling up the embankment and I believe due to their actions, we did not have a forest fire,” Kalnin said.

Grand Forks Fire Rescue arrived at the scene and according to Grand Forks Fire Rescue assistant chief Kevin McKinnon, the fire was put out completely.

“There was a fire, so we sent fire trucks out there and it did spread slightly into the wild lands so we had to get that contained as well,” McKinnon said.

As for the truck and its driver, no injuries were sustained.

“It (the truck) had rolled over onto its driver’s side and continued across the eastbound lane of traffic and resided in the ditch, at which point it caught fire and was fully engulfed – the driver exited without any injuries. He had been wearing a seatbelt and was able to get out without any injury due to the fire or the accident,” explained Kalnin.

The RCMP constable also wanted to bring to light the actions of the three people.

While there won’t be a Grand Forks International baseball tournament (GFI) in 2013, the organizing committee confirmed it will return in 2014.

However, recent tournaments took place on Labour Day long weekend but the 2014 GFI will run between June 25 and 30 inclusive.

GFI Baseball Society President Bud Alcock said that reaction to the change of dates has been positive – withdrawal of a pair of teams for 2013 Canadian Nationals was cited as one of the reasons for the cancellation of this year’s tournament.

“There’s a variety of reasons for the change, one of the main ones is the demographics of the area,” Alcock said.

He also said that there was a possibility that there would be local representation at the 2014 GFI. Aug. 14 The project that will allow free wireless Internet in Grand Forks’ downtown core was operational, although some finishing touches are still being made.

Brian Junnila, president of Peachland’s Rotary Club, worked on a similar project in Peachland, B.C. and played a large role in the Wi-Fi (wireless fidelity, a technology that allows an electronic device to exchange data wirelessly) project.

He said the free coverage area is currently the largest in the province.

Aug. 21 An anticipated funding shortfall put the Boundary Emergency and Transition Housing Society’s (BETHS) cold weather shelter plans in jeopardy.

The society, which relies on yearly funding from BC Housing, received full funding last year, and BETHS chair Jim Harrison said the funding decrease is due to numbers and finances.

BC Housing said it reviewed occupancy rates at the shelter and the beds were rarely full—it said BETHS shelter was never at capacity during the 151 nights it was open and overall occupancy for the winter was just over eight per cent.

Aug. 28 A large section of Riverside Drive in Grand Forks was closed for most of Wednesday after RCMP learned of a person attempting to transport sticks of dynamite in a truck.

Grand Forks Fire Rescue were also on the scene. Eventually, the bomb squad from Vancouver was called to the area to properly dispose of the dynamite.

Dale Heriot, fire chief and manager of emergency services for Grand Forks Fire Rescue said the hazardous material was 35 sticks of dynamite.

“Subsequently, we had to cordone off the whole area and wait for the bomb squad to arrive,” he said.

Heriot said the suspect contacted the fire department initially asking for help with the material.

There were five new lightning-caused fires in the Boundary area, but all have been extinguished. In all, there were 21 new lightning-caused fires in the entire Southeast fire centre.

“It was a moderate weekend, I would say,” said Jordan Turner, fire information officer for the Southeast Fire Centre (SEBC). “It wasn’t too busy or too slow.

Fairly average.”

Turner says the fire danger rating for the SEBC is moderate to high. Near Grand Forks, the fire danger rating is extremely high due to the dry conditions.

A fire that broke out in Grand Forks City Hall Thursday morning and caused extensive damage is now being considered arson.

Grand Forks RCMP have apprehended one “person of interest” in the matter, and arson investigators have been on the scene in an effort to determine how the fire was caused.

Although there wre no cost estimates on the damage, there were no injuries reported.

“There was nobody in the building at the time,” said Boundary Regional Detachment RCMP Staff Sgt. Jim Harrison.

He said the fire was not caused by a bomb and that there was no link to the two hotel fires from 2012.

“At this point, we’re advising that we have no reason to believe that public safety is at danger,” said Harrison.

Charged in connection with the arson is Andre Robert Conn, 31, of Grand Forks, who was apprehended close to the scene of the fire. Harrsion said it was a “targeted incident” and that’s how police investigators were treating it.

Conn was remanded into custody and was scheduled to appear in Nelson Court on Tuesday, Sept. 24 to answer to charges of break and enter, arson, possession of incendiary materials and possession of break-in instruments.

Members of Kootenay Boundary Regional Detachment general investigation team were also on site helping with the investigation, said Harrison.

by Boundary-Similkameen MLA Linda Larson as Mayor Brian Taylor cut the ribbon at a ceremony Thursday celebrating the improvements to the downtown core.

“It’s the initiative here that has set the tone for the change of attitude that we’re seeing and the enthusiasm that we’re seeing,” said Taylor.

“The aesthetics of the community are really important. Most of the changes we’ve done haven’t been really expensive but have really showed off the attractiveness of this particular downtown street.”

Taylor said the seating areas and bicycle racks have proven popular.

“People want to come down and wander from store to store,” he said.

“Before, there was nowhere for them to sit.

“Bicycle racks are another simple thing that’s made it easy for people to come down and park their bikes.”

year in review Oct. 2 Christopher Cusack, the man accused of burning down both the Grand Forks and Winnipeg hotels back in 2012, appeared in Grand Forks Court on Tuesday. Cusack was charged with of two counts of arson in relation to an inhabited property.

Ken Wyllie, representing Cusack, once again pleaded not guilty on behalf of his client, but did submit an admission of facts.

In the admission, Cusack admitted to setting the two fires on March 7, 2012.

The first fire was at the Grand Forks Hotel, destroying the building and causing $1 million in damage.

The second fire was set on a motorcycle which was under a staircase at the Winnipeg Hotel. The fire spread causing more than $10,000 worth of damage.

At the regular board meeting for the Regional District of Central Kootenay (RDCK), the board of directors approved, in principal, the undertaking of the Bylaw Notice Dispute Adjudication system as a means of bylaw enforcement.

Bylaw adjudication is an alternative to the court-based model currently in place to enforce bylaw violations.

Through the Local Government Bylaw Notice Enforcement Act, bylaw adjudication provides a framework for a nonjudicial system for local governments to deal with bylaw enforcement disputes.

Oct. 9 Andre Conn, the 31-year-old Grand Forks man charged in connection to a fire that burned City Hall Sept. 19, was expected to remain in custody after his first court appearance Sept. 24 in Nelson. Conn’s next court appearance was Tuesday, Oct. 8 in Nelson.

He is being charged with break and enter, arson, possession of incendiary materials, and possession of break-in instruments.

The fire Sept. 19 in City Hall Thursday caused extensive damage and was classed by police as arson.

The Grand Forks and district recreation commission unanimously approved the re-naming of the Grand Forks Arena to the Jack Goddard Memorial Arena pending approval of the RDKB board.

Jack Goddard was mayor of Grand Forks for eight years and alderman for six years.

He was integral to the completion of several important local projects including the relocation of the airport to its present site, the construction of the Boundary Mall, the building of the arena and the start of Babe Ruth baseball.

City council received notification that Grand Forks has been selected to participate in the Head Start for Girls and Young Women program.

The program is an initiative of the Federation of Canadian Municipalities (FCM).

Grand Forks is set to become one of only seven municipalities across Canada to deliver the project.

“That’s an exciting program,” said Mayor Brian Taylor.

“As one of those parents of girls, as much as you prepare your daughter to enter into public life and take a role in a number of areas, they are limited by society. I think this is a really progressive program.

Reality shows are all the rage these days from Survivor to Big Brother to Duck Dynasty. Well, Grand Forks now has one of their own soon to be appearing on a reality show.

Professional gold hunter Dave Varabioff, who was born and raised in Grand Forks, will be one of the stars of Meltdown: Bite the Bullet, which goes to air Halloween night at 10 p.m. on the National Geographic channel.

Varabioff now lives in Spokane, Wash., and operates Goldbay, a store which sells different kinds of gold and other metals.

“It’s really exciting,” he told the Gazette in an interview from Spokane.

“It’s the first of any reality show to be shot in Spokane. So it’s huge here in Spokane, let alone Grand Forks.

Students will be riding in style in one of the three new school buses coming to the Boundary School District, but not until next year.

The province has bequeathed the local district with $416,974 in cash to purchase three new school buses as part of its annual fleet renewal program, but the new school buses won’t be delivered until next spring.

The Boundary School District will purchase three buses that can transport more than 80 students.

Using the province’s standard offer pricing model—through the Association of School Transportation Ser­ vices of B.C.—the school district will be able to take advantage of low pricing and save up to 15 per cent each year in cost, as well as significant administrative and staff time.

A plan for a comprehensive water meter program for the city was unanimously given early budget approval by city council last week.

In 2014 the city will begin the process of universal water metering as a way to optimize water system services, reduce energy requirements and sizing infrastructure for reasonable water consumption rates. The city has received gas tax rebates to the tune of $1.3 million, so it has set aside that amount for the water metering project, said acting mayor Cher Wyers.

“We want to fast pace it to the next level,” she said. “But it’s going to be an open process with the public. We have received concerns and we’re addressing those concerns.“

Nov. 13 The fiscal prudence of the people of the Boundary does not extend to its municipal governments.

In a recent report released by the Canadian Federation of Independent Business, the cities of Grand Forks and Greenwood were shown to be more free spending than its neigbours in the Thompson Okanagan region—and did not fare much better against the entire breadth of the municipalities across the province.

In the BC Municipal Spending Watch 2013, Grand Forks was in the bottom 20 per cent of fiscally responsible communities in the province, ranking 33 out of 153 (the lower the number being a worse ranking) communities.

The city dropped down from their 52nd ranking from last year as its municipal spending per capita from 2010-2011 rose by nine per cent.

Whispers of Hope has opened up at their new location in the Multi-Agency Accommodation Project (MAAP) building on Riverside Drive.

Located in the rear of the building, Whispers operates a soup kitchen with a thrift store up front which sells used clothing and other items with the proceeds helping to run the community kitchen.

“The proceeds from the thrift store help run the kitchen,” said Andre Boruck, coordinator for Whispers of Hope.

“Everything in the store has been donated by the public.”

The kitchen, which feeds between 20 and 25 people per day, opened on Nov. 1, while the thrift store opened Thursday, Nov. 7.

For people who like to feed deer in Grand Forks, soon it will cost you.

That is, if council passes final reading in Dec. 16 on a new deer feeding bylaw.

At the Nov. 25 Grand Forks regular city council meeting, council voted 5-1 to pass first, second and third reading on repealing Bylaw 1884 (current deer bylaw).

Council also voted by the same number to adopt the first three readings of Bylaw No. 1967, also known as the deer feeding bylaw, which would replace Bylaw 1884.

The Christmas season is a time for giving and receiving gifts.

But for many people in othe community, getting three meals a day for them and their families is a difficult enough task. Fortunately, there is the Boundary Food Bank, which provides food for those in the region who need it.

But the number of food bank users has increased while the number of donations remains steady. Food bank manager Larry Dickerson says they should have enough food to cover the shortfall in Grand Forks, but it will be tight.

“When I started here five years ago we were providing food for 1112 meals per month per person,” said Dickerson. “Were up now to about 16 meals per month per person.”

Water meters will save the city a considerable amount of money, but not so much for its citizens, according to the latest insight on the looming water meter installation program.

During city council question period on Nov. 25 before its regular meeting, Grand Forks resident Bob Smith asked council about the upcoming water meter program.

“I’ve talked to a lot of people in town and they’re very upset about water meters coming in,” he told council.

“Have you verified this as positive or negative, so far?”

Mayor Brian Taylor said the feedback council has received on the upcoming program has been mostly positive, but there were some misconceptions of what the program would cost taxpayers.

The Grand Forks Seniors’ Centre was the host for a seminar on genetically engineered (GE) foods and human health—a cross-Canada speakers tour on Dec. 5.

The seminar featured speakers Dr. Thierry Vrain and Dr. Shiv Chopra speaking about the risks of GE foods from a scientific point of view.

“It was very informative,” said Sheila Dobie, president of the Grand Forks and Boundary Regional Agricultural Society.

“There was lots of stuff to be learned by the community. I think it was an excellent event.”

After the speakers were finished, members of the audience were invited to ask questions. One of those asking questions was councillor Gary Smith, who operates a pest management business in the region. He was also the only councillor opposed to the recent vote to have Grand Forks be known as a “GE free city.”

On Nov. 25, Grand Forks city council received as information an updated report from Wayne Kopan, manager of building inspection and bylaw services, regarding the cleanup of the property on Highway 3 near Jolly Jacks.

Kopan told council in his report that he had granted the property owner and his tenant additional time to complete the work due to progress being made.

“We are working toward a solution,” said Doug Allin, Grand Forks city administrative officer. “This is part of council working with the community when there is a bit of challenge.”

Charges are pending against a Grand Forks area rancher after two horses in critical distress were euthanized and eight others were seized from the ranch last weekend by the SPCA in the wake of receiving several complaints about the emaciated state of the animals.

Marcie Moriarty, chief prevention and enforcement officer for the B.C. SPCA, said the organization had been at the ranch located just outside of Grand Forks on Nov. 30 and Dec. 1 and “executed a warrant on a prop-

erty in the Grand Forks area.”

She would not confirm the name of the rancher nor the address as it was an ongoing investigation.

“As a result of attending on the property with a veterinarian, two horses were identified and were found to be in what is described as critical distress and were euthanized on site,” she said.

Any decisions regarding the animals were made at the scene, Moriarty added. Eight other horses were surrendered by the owner and they were removed from the property. She confirmed that charges may be forthcoming against the rancher.

“We’re waiting for the vet’s report and depending on what’s contained we may be recommending animal cruelty charges to Crown counsel,” said Moriarty.

The Regional District of Kootenay Boundary (RDKB) has recently approved a motion to provide $130,000 to begin the process of expanding their waste management program to include the separation and collection of organic waste.

Tim Dueck, solid waste management coordinator for the RDKB, said that the new program should be in place some time in 2015.

“We would complete our Solid Waste Management Plan in 2014,” he said.

“And when we have that strategic plan to move forward with, and then we could start rolling this thing out into the 2015 period,” he added.

But the RDKB wants to do this very carefully and clearly so everyone understands what the options are, Dueck noted.

Alan Stanley of the RDKB said that there would be public meetings in February and March.

At the regular council meeting on Dec. 16, council passed final reading to repeal bylaw 1884 (old deer feeding bylaw) and replace it with bylaw 1967, which is the new bylaw to prohibit the feeding of deer within the municipal boundary of Grand Forks.

Council also passed an amendment to bylaw 1957, the municipal ticketing bylaw.

Coun. Michael Wirischagin was the lone dissenter on repealing bylaw 1884, stating it hadn’t been given a proper chance.

“I believe that bylaw should have stayed in place,” said Wirischagin. “That was the original deer feeding bylaw that we as a city never gave a fighting chance to. We never got to see if it worked. I was perfectly satisfied with that bylaw.”

Both Wirschagin and coun. Patrick O’Doherty voted against bylaw 1967, but the pair were outvoted 4-2. Coun. Cher Wyers was absent.

“Not only are we not going to be aggressive with the ticketing,” said Mayor Brian Taylor, “we’re not even implementing the punitive sections of it.”

The city is implementing the educational program, the discussions and notifications, he explained.

“We’re trying to get into this without running headlong into those people who are feeling passionate about starving deer and want to be out there feeding them,” Taylor said. “It doesn’t
