FORMER CITY planner

Akonyu Akolo pleads guilty to breach of trust by a public officer for defrauding the City of Surrey. Akolo was fired by the city in 2010 after working for the city for 17 years. He faces jail time, and is expected to be sentenced on Jan. 17.

TOM GODWIN, a local

icon in the environmental movement, dies of an undetermined neurological condition. He was 75.

FIVE MEMBERS of a Newton family – a woman, her two kids, her sister and mother – are killed in a horrific crash on 32 Avenue and 176 Street when their van and another vehicle collide. The driver of the second vehicle subsequently dies in hospital as well.

October THE YOUNG MAN who killed North Delta teen Laura Szendrei is sentenced as an adult, despite having committed the crime as a youth.

The man, who is now 21 but still cannot be named, is sentenced to life in prison for second-degree murder.

June

SURREY SCHOOL District adopts an anti-homophobia regulation addressing sexual orientation and gender identity.

December SURREY’S STEVEN Beszedes, who’s been in jail for three years, is sentenced to another two behind bars.

Beszedes, 48, pleaded guilty in March to drugging victims and then robbing and sexually assaulting them.

July SURREY’S LINDA Evans

finds her mother after she vanished more than 50 years ago. Surrey RCMP had highlighted Lucy Ann Johnson missing person file a month earlier. Evans placed an ad in a Whitehorse newspaper, eventually locating new relatives and visiting her mom later in the year. The story made international headlines.

September THE CITY OF SURREY turns

20. Surrey officially became a city on Sept. 11, 1993.

City officials had planned to celebrate at the new city hall in city centre, but it won’t be complete until February, 2014. Celebrations will happen then.

THE DARK STORY of 2013

for Surrey is the record number of homicides. As of Dec. 27, 24 people had been murdered during the year, outstripping the previous deadliest year of 2005, which saw 21 murders.

ere are a few things I’d like to see in B.C. political life in the coming year, but won’t.

An orderly schedule of legislature sittings, one in the spring and one in the fall.

I canvassed this topic with Premier Christy Clark in our year-end interview, and got the usual runaround about how it’s always been optional since old Gordon what’s-his-name set the schedule of sittings and elections more than a decade ago. Spring is for the budget and MLAs sit in the fall if they need to discuss legislation.

They need to all right, but what governments want to do is ram it through as fast as they can, so that’s what they do. The last couple of years of this have been a sham worthy of a South American banana republic, with three chambers running simultaneously and opposition members trying to prepare as they run down the hallways.

It leads to mistakes in new laws and adds to the public’s cynicism about the whole business, but it gets things done with minimum

exercise? When there’s a 24-hour news cycle to fill, it’s a scandal!

How many people know that Canada Post’s unfunded pension liabilities amount to $6.5 billion, as it continues to pay a dwindling workforce to hand out mostly advertising flyers? Should they just keep doing that until they run out of cash? Are taxpayers really expected to maintain another two-tier service that’s only available to selected urban people?

Facts to go with opinions.

Whether it’s the government’s fantasy figures on job creation or the opposition’s arithmetic-challenged child poverty claims, serious problems can’t be understood, much less solved, without defining them accurately.

Submitting government advertising to scrutiny by the Auditor General to make sure it is accurate and non-partisan would be a good place to start.

Recently we found ourselves in a situation where we needed some grace from the City of Surrey in order to save our agency time and money. We needed assistance and I was amazed at the help and kind response I received from everyone in every department.

Their response to my crisis during their busy pre-Christmas rush was exemplary. It is rare to get that level of customer service anywhere – never mind from government.

I think government employees get a bad rap, and at the City of Surrey they truly deserve praise. Everyone stepped up to help us.

They were knowledgeable, quick to respond, quick to help and everyone went above and beyond their scope of duty to assist us.

I would like to thank Coun. Marvin Hunt for his support and guidance in telling us where to go for answers and following us through the process to make sure we were taken care of.

New highway opens, cuts travel times Controversial South Fraser Perimeter Road came at a cost – in dollars and farmland SFPR by the numbers:

Perimeter Road (SFPR) is now open fully open, providing a major new route that improves traffic flow for truckers and other motorists south of the Fraser.

The new four-lane Highway 17 (the former Highway 17 to Tsawwassen is renamed Highway 17A) connects Deltaport to Highway 1 at 176 Street, with links to all five major crossings of the Fraser River from the Massey Tunnel to the Golden Ears Bridge.

“This new route is a game-changer for industry, commuters and tourists,” Transportation Minister Todd Stone said at the Dec. 21 official opening.

“It will cut commute times for families and make B.C. more competitive by connecting key port and rail facilities with access to borders, the Tsawwassen ferry terminal and the B.C. Interior.”

The ministry estimates motorists will be able to get from Highway 1 in Surrey to the Tsawwassen ferry terminal in just 30 minutes via the SFPR, compared to an hour previously via Highway 10.

The new 37-kilometre truck route, with an 80 km/h speed limit, is expected to take pressure off Highway 10, which is heavily congested in Langley and Surrey, and pull trucks off other arteries, including River Road.

Originally estimated at $800 million, the project cost soared to $1.26 billion as a result of higher-than-expected costs of land acquisition and environmental mitigation. It was to be complete in 2012, but only partially opened that year, mainly to provide a free route to the Pattullo Bridge for drivers seeking to avoid the Port Mann Bridge toll.

The fully opened route now lets toll-avoiding drivers connect to either the Pattullo, the Alex Fraser Bridge or the Massey Tunnel.

The project was controversial.

The project also paved over ancient aboriginal archeological sites and ran along the edge of Burns Bog. But Independent Delta-South MLA Vicki Huntington said the biggest impact has been the loss of about 1,000 acres of Delta farmland for the SFPR and other related Gateway road and rail upgrades.

“It really has had an impact on agriculture,” she said. “Even though some of the irrigation projects that came with it were good for the farmers in east Delta.”

She and other critics fear the new transportation corridor will increase pressure to industrialize more agricultural land.

“I can see a scenario where most of the land in Delta – a mile on either side – will go,” Huntington said. “The big winner is the port and the transportation industry – they’re who it was built for.”

The province forecasts the route will generate 7,000 long-term jobs in Delta and Surrey by fostering industrial development.

Instead of a freeflowing route, the province decided to build the SFPR with traffic lights at three interchanges to avoid the cost of completing additional overpasses and ramps that officials said are not yet needed.

Various groups and politicians said that will mean more congestion and slower traffic flows than necessary.

The federal government contributed $365 million to the project.

The opening of the SFPR and also newly built lanes on Highway 1 west of the Port Mann Bridge has meant significant traffic pattern changes for some motorists this month.

Supporters gathered at the Surrey-Delta Jamia Mosque on Dec. 24 for a prayer service for Karim Meskine, a Surrey teen who died after a Dec. 17 assault in New Westminster.

A SURREY MAN has been arrested and charged in relation to a ticket selling scam spanning three municipalities.

Vancouver police began investigating after reports someone was using Craigslist to advertise and find buyers for concert tickets. In most cases, the buyers who electronically transferred funds into a bank account received fake tickets in return. In other cases, the transaction was face to face.

The transactions took place in Vancouver, North Vancouver and Surrey between August 2012 and November of this year.

On Dec. 5, investigators executed a search warrant at a Surrey home and arrested 22-year-old Amritjot Singh Randhawa, who was charged with six counts of fraud under $5,000 and one count of using forged documents. Police say further charges may be recommended. Randhawa’s next court appearance is scheduled for Jan. 27.

Anyone who believes they were sold fraudulent concert tickets by Randhawa, or attempted to purchase tickets from him, and has not spoken to police, is asked to call Vancouver Police Department non-emergency 604-717-3321 and report the incident.

they were mistreated by police and have lodged a complaint.

Amir and Ehsan Naderi were in their home in the 14300 block of 115 Avenue on Dec. 12 when a police emergency response team descended on the house with guns drawn.

It turns out police were attending a call of a suicidal man who was reportedly in possession of a weapon.

Unfortunately for the Naderis and police, the suicidal man had moved out of the home a month earlier.

Surrey RCMP say the Naderis did not comply immediately with police requests, so the situation escalated until they did respond to police commands.

“The level of response by the officers was a direct result of the actions, or inactions, of the two subjects they were dealing with,” said Surrey RCMP Cpl. Bert Paquet, noting the two were not physically harmed during the event.

Paquet describes it as an extremely rare occurrence where police find themselves with a mistaken identity.

“I’ve been doing (RCMP media relations) for a year, and this is the first since I’ve been in my position that I’ve seen a case like this,” Paquet said.

“We are sorry that this incident unfolded the way it did, have expressed those apologies to both persons involved.”

He couldn’t say how long the investigation would take, or whether the results would be distributed publicly.

Hot Apple Cider

2 cups boiling water 2 black tea bags (or 2 teaspoons loose-leaf tea in an infuser) 2 cinnamon sticks 1/2 cup sugar 3 cups pomegranate juice 1 cup fresh squeezed orange juice

Yield: 4 servings

Cranberry, Tangerine and Pomegranate Punch

1 orange, sliced into thin rounds 1 lemon, sliced into thin rounds 1 lime, sliced into thin rounds 1 apple, cored and cut into 1/2-inch chunks 3 cups carbonated water

Pour boiling water over tea bags and cinnamon sticks and steep for 5 min. Discard tea bags and stir in sugar. In a large pitcher, combine tea, cinnamon sticks, pomegranate juice, orange juice, orange, lemon, lime & apple. Refrigerate for at least 1 hour and preferably overnight. Just before serving, stir in carbonated water. Serve over ice.

Sleigh Driver • 1 cup water • 1/2 cup sugar • 1 2-inch piece fresh ginger, peeled and sliced • 3 pears, chopped into bite-size pieces, divided • 2 quarts apple cider • 1 lemon, halved and sliced • 1 tbsp ground allspice • 1 cup fresh cranberries • 2 tbsp vanilla extract

1. Combine water, sugar, fresh ginger and 1 pear in a large saucepan. Bring to a boil over medium-high heat, stirring occasionally. Strain and return the mixture to the pan.

2. Add the remaining pears, cider, lemon and allspice and heat over medium-high heat, stirring often, for 15 minutes.

3. Add cranberries and vanilla and reduce the heat to medium-low (the liquid should be simmering, not boiling). Let simmer for 10 minutes more. Serve in heat-safe mugs.

Lozinsky, Elsa (Elsie) Margarethe Hoffman January 4, 1919 – December 17, 2013

It is with heavy heart that we say farewell to our beloved mother, grandmother and great grandmother as she is reunited with her husband Nicholas; daughter, Myrna Olson; grandchildren Tracy Harvey, Michael Valachy, Larry Olson and son-in-law Donald Folk.

Forever loved and remembered by her children Marjorie Hare (Howard); Norma Folk; Barbara Harvey (Allen); Racine Barbour (Brian); son-inlaw Edward Olson; 33 treasured grand and great-grandchildren. Elsie lived a long, happy life devoted to family and enjoying the company of many good friends. She was born in Balsam Bay, Manitoba and married Nick in 1938. They moved west with their five daughters in 1951 settling in Panorama Ridge then Cloverdale from 1953 until Dad’s passing in 1992 when she relocated to Maple Ridge and finally Langley in August 2013. Mom was a gifted crafter, knitter, crotchetier, seamstress, cake decorator, avid gardener and talented cook. Her beautiful creations and legendary recipes are cherished by family and friends. We will miss her guidance, encouragement and wonderful sense of humour. Our family is grateful to Dr. Daniel Wong, the staff at Willow Manor in Maple Ridge and Cedar Hill in Langley for their support and compassionate care. At mom’s request there will be no service. Donations can be made to the Canadian Cancer Society to which Mom and Dad actively fundraised for many years on behalf of the Canadian Order of Foresters.
