PEDESTRIANS AND CYCLISTS: STAY VISIBLE DURING THE WINTER MONTHS The City of New Westminster encourages pedestrians and cyclists to use high-visibility safety items during the winter months to make themselves more visible to drivers. The City has purchased a limited quantity of high-visibility reflectors, which are available at no charge to New Westminster residents. The reflectors can be easily attached to some items of clothing, backpacks or walkers and are a simple way to help promote the message of safety and visibility. Always cross the street at an intersection – jaywalking is illegal. Obey all traffic signals at intersections. Make eye contact with other road users and wait for cars to stop. Assume drivers can’t see you. Stop wearing headphones/using your cellphone when crossing a street.

New Westminster residents could be forgiven if they thought the board of education with its numerous deficits during the past decade or so has been like the proverbial little Dutch boy with his finger in the hole in the dike. In 2013, the dam burst and the district has been flooded by red ink. In 2014, the board of education will have the unenviable task of rebuilding its financial structure in its wake. (If they’re looking to use duct tape to fix the problem they won’t be able to because the supply budgets at most of the schools—slashed to 10 per cent of the 2012-13 levels—is already running into the red.) Although the district has had a few deficit budgets over the past decade, New Westminster’s troubles really began to build in 2012. Trustees went to the summer break believing they had a balanced budget for 2011-12. When they returned they learned it was actually a $2.8-million shortfall. On top of that, further investigation revealed the proposed 2012-13 budget wasn’t as rosy as first believed either and by early 2013 trustees were having to make some tough decisions. Every

meeting they held seemed to bring more bad news. They hired consultant Joan Axford to investigate the district finances and she found many systemic issues that needed correcting. In the midst of the furore, secretary-treasurer Brian Sommerfeldt went on sick leave in February and parted ways with the district in March. For going away he received an 18-month severance package that is expected to pay him more than $200,000. To save money, assistant superintendent Al Balanuik absorbed Sommerfeldt’s duties into his while the board hired a former assistant secretary-treasurer for the board, Sheldon Lee, to be its director of finance. By the time the school year was over the district’s accumulated debt was more than $5 million and the board was making major cuts just to balance the 2013-14 budget, chopping the equivalent of nearly 20 full-time teachers and 27 special education positions. The discussions got emotional as teachers, support workers and parents pleaded with the board. On top of all their woes, the district’s overseas business company was shut down in 2013 because provincial regulations didn’t make it feasible to continue to operate. The last couple of years it had been contributing significant profit to the district, but the board can’t count on that revenue any more. Please see STORY, A6

NEWSMAKER OF THE YEAR: HYACK
The continuing Royal City story with legs The NewsLeader has chosen Hyack as the 2013 NewsMaker of the Year in New Westminster. In choosing, it was a close race with the Oct. 10 fire that claimed the E.L. Lewis Building, until recently home to the iconic Copp’s Shoes and a number of small businesses. It was a spectacular fire and one that prompted a huge outpouring of sadness at the loss of such a significant piece of heritage on a corner that is the heart of New West’s Downtown. Also important was the impact on so many businesses that not only lost their home, but in cases like The Fat Paint Company, the loss of invoices and future orders of product—vital to getting back on their feet. The fire garnered huge media attention across the region, and a fantastic response from the New West community, as organizations and individuals pitched in to support affected businesses. Choosing Hyack as the NewsMaker this year is in no way meant to downplay the significance of the fire and its aftermath. And as shown by Mario Bartel’s Looking Back/ Looking Ahead story on the fire in today’s paper, the future of that Columbia Street site has much riding on it. Whatever is built on that property must contribute to the future success of New West. The Hyack story, as we say in the news business, had “legs.” Once the executive members of the board made the contentious decision to fire executive director Douglas Smith on July 31,

it seemed not a week would go by that there weren’t new developments in the Hyack Saga. The rest of the board objected to his firing, calling it out of order, and scheduled a special meeting in October to remove the executive. The executive fired back, adding their own resolutions to the same agenda for removal of those so-called “rogue” board members. Then at the last minute, the “rogue” members resigned. And at the last minute the meeting was cancelled, with what some said was inadequate notice. A group of Hyack members showed up at The Columbia theatre and convened the meeting anyway, and approved removal of the Hyack president and other executives behind Smith’s firing and…well, the legitimacy of that was disputed and… Oh, did I mention that earlier, Smith had been reinstated for a month and then fired again? And that after all these disputed hirings and firings, the City of New Westminster suspended funding and called for an audit, and asked the registrar of the B.C. Society Act to look into the legitimacy of Hyack? Oh, and that Douglas Smith

Pedestrians tip-toed around it all year long while drivers patiently, and many impatiently, sat in their vehicles while they waited for the red STOP sign being carried by someone in florescent overalls and a hardhat to flip it around to the yellow ‘SLOW’ side. Although it is far from being done, the end is in sight to the inconvenience Downtown New Westminster residents and visitors have endured during construction of the Anvil Centre civic facility and the Merchant Square office complex at Eighth and Columbia streets. The Anvil Centre, complete with a medium-sized convention facility, 364-seat theatre, art gallery, museum and Canadian Lacrosse Hall of Fame is expected to be open in late spring of 2014. It’s anvil-shaped exterior has taken shape over 2013, but there’s still lots of interior work to be done. New Westminster has hired two people to run the centre. Hughes’ ability to attract events will be key to minimizing any sticker shock the city and its taxpayers might suffer from the Anvil Centre’s $41.5 million price tag. She’s going to be selling the centre as being tailor-made for small regional conferences because of its central location, proximity to rapid transit, reasonable parking rates, lower cost compared to Downtown Vancouver and beautiful setting near the Fraser River. “We can create that memorable experience that can’t be found anywhere else on the Lower Mainland,” Hughes said during a recent tour of the centre. Most of the Anvil Centre will be paid for with money the city received for having the Starlight Casino set up shop in Queensborough. But the city is currently on the hook for what could amount to another $51 million for the rest of the project. The parking structure that goes with the building has a $12.5 million price tag, and the office complex, which rises

another nine storeys above the Anvil Centre, is expected to cost $33 million. Essentially the city has been paying for Merchant Square by borrowing from the Municipal Finance Authority. The city has also budgeted borrowing another $7 million for tenant renovations if needed. New Westminster was forced to go it alone in early 2012 after Uptown Property Group pulled out of a partnership it had been working on with the city for the project. The decision to borrow in the belief if they build it buyers will come caused quite a controversy. That may have faded away in 2013 but it could be revived if the city can’t find
a buyer for the office complex before it opens. Or, maybe more importantly, before the next municipal election scheduled for Nov. 15, 2014. While no purchaser of Merchant Square has been announced, there is talk the city has found someone to take it off their hands. The investor will need deep pockets to survive the early going because Merchant Square’s timing may not be as good as hoped. The competition to attract tenants to first class office space is expected to be fierce when Merchant Square is completed because, for one, Metrotower III will be ready for occupancy about the same time. The Burnaby building will be 29 storeys with more than 400,000 sq. ft. while Merchant Square will offer just over 130,000 sq. ft. The Anvil Centre will generate excitement in 2014. Sustaining that excitement for years to come will be key to its long-term success. So will creating excitement for the office complex in 2014, and that may be particularly crucial to city council come election time.

Honda’s contemporary on a dying breed 2014 Honda Accord Coupe V6 It’s fascinating to watch trends in the auto industry play out over time. Some changes happen quickly, with one manufacturer coming out with a feature, then the rest of the industry following suit. Backup cameras would be a good example of this. Other trends are much slower, changing because of demographic fluctuations. One example of a slow-moving trend is the two-door coupe falling out of favour and its replacement by sedans and crossovers. This trend is greatly affected by baby boomers getting older and buying more for practical reason, rather than styling. In the 1980s, and even the beginning of the 90s, there were plenty of coupes to choose from and they sold well. But where are the Honda Prelude, Toyota Celica, Pontiac Sunfire and Ford Probe coupes? Now gone and many not replaced with newer models. I’m thrilled to report that there are a few coupes still available and one that is worthy of consideration is this new 2014 Honda Accord Coupe V6. In fact, it won the Canadian Car of the Year this year as decided by the Automobile Journalist Association of Canada. Honda has done a good job of updating this big coupe with a more modern twist. There are two screens in the centre console, one for the navigation unit and the other for the radio. They are framed in beautiful, high quality satin metal, chrome and soft touch materials. One area that could be improved is the
power plants and duel clutch automatic transmission in favour of a manual. I’m glad that Honda still offers this layout; it shows they are serious about being a true enthusiast’s car company. Granted, most buyers will get the very good 6-speed automatic transmission with the 3.5L V6, but with 278hp and 252 lb.ft. of torque it will be a very lively car in either configuration. The manual is a joy to use and it is like a throwback to drive a V6 equipped manual car. The 4-cylinder models have 185hp from a direct injection 2.4L engine and either a manual transmission or continuously variable transmission (CVT) for added fuel savings. The CVT is capable of 7.8L/100km in the city and 5.7L on the highway. The

V6 uses more at 10.0L/100km in the city and 6.1L on the highway. Verdict When I started reviewing cars back in the early 1990s, cars like this were common: a mid-sized sedan with a V6 engine and a manual transmission. I can clearly remember driving a Toyota Camry, Nissan Maxima and Accord equipped this way. While most companies are moving away from this design, Honda is sticking with it for now. Soon Honda will have smaller turbocharged 4-cylinder engines available and this big coupe might too be fitted with something more efficient. If you like the idea of a smart looking car that is well equipped and powerful, you might want to move on an Accord Coupe V6 before it follows the latest trend.

The outside of the 2014 Toyota Tundra truck is all Wild West while the inside screams country music.
The ride was a perfect combination of on-road comfort and off-road toughness. The truck has exceptional steering response and it’s firm enough not to nose dive in the corners. The seats are spacious and very comfortable; I compare it to a living room couch with seat belts. It has a very quiet cabin, which I found to be true with the previous model, with very little road noise. I am happy they continued with the larger oversized buttons and knobs, which you can operate while wearing gloves. 552 horsepower in the snow? – Not a problem Under the frozen silver metallic exterior coat of the 2014 BMW M6 Gran Coupe parked at my home was a power plant not for the faint of heart. The two twin-scroll turbochargers (BMW’s TwinPower Turbo Technology) along with a 4.4L, V8 generates 552 horsepower of gargantuan fun. But that smile can be turned upside down quickly if it starts to snow. Does that mean you need to park this potent piece of German engineering until the spring? Not at all. Granted, the “M” badge symbolizes that this 4-door coupe has a healthy dose of the German automaker’s renowned performance and it means it has a rearwheel drive configuration. drive system. So when the sky starts to fall and results in slippery roads, what is one to do with a vehicle that is track ready straight from the dealer’s lot? Get snow tires! I picked up some tips ahead of my ride from John Mahler, who has been in the automotive industry for decades as a race car driver and coach. He is currently the owner and chief instructor of Max Performance Driving and is the director of Bridgestone’s Canadian Winter Driver Training program. He says, “As the temperatures drop, all-season tires get firmer and the rubber hardens up. Winter tires don’t harden up. And that’s the big difference.” Mahler continued, “Traction essentially depends on the tire’s
rubber conforming to the tiny, minute, irregularities in the pavement… If the rubber gets too hard, it just can’t do that, so it slips. Meaning, it’s not just for snow and ice, but also for cold pavement.” Thankfully, the M6 Gran Coupe had them; otherwise it could have been an interesting situation. And while one might be tempted to put the twin turbochargers to good use in adverse conditions, Mahler advised against it. Before I fired up the beast, I asked Mahler for some tips for all drivers. He responded: “It’s a real simple one. And it’s the one that should be at the top of everyone’s list: Slow down.” A close second, he mentioned, is,
“Practise looking ahead.” “One of the things that you should be doing when you’re driving in slippery conditions is break down the jobs your tire has to do.” He expands, “If you need to brake for a corner, make sure you that you brake in a straight line before the corner so that you have all the available grip for slowing the car.” Other tips Mahler offers is to test out how much traction you have by applying your brakes. In the case of the M6, they’re the M Carbon Ceramic Brakes ($6,750), which are designed to stop you in a flash. But if’s there’s no traction, the pricey option isn’t going to help much. But on the days where grip is plentiful, and you can enjoy the
ride a little bit more, the M6 Gran Coupe has a lot to offer. Not only is it, in my opinion, one of the sexiest vehicle’s BMW has ever produced; it comes loaded with the features that make you feel warm and fuzzy on a winter’s day. Like the Bang and Olufsen Sound System ($5,900). It’s music to the ears. Following Mahler’s tips, I had no mishaps and really enjoyed the drive. In fact, if I hadn’t seen the white stuff on the ground I would have sworn I was driving in dry conditions. Driving conservatively and letting the seven-speed double clutch transmission with shift paddles do its work made for a satisfying and safe drive. alexandra.straub@ drivewaybc.ca

Charging ahead with plug-in hybrids, electrics The future of cars may be electric but do not expect 2014 to be the dawn of the new age. In fact, I predict there’s a long road ahead for manufacturers trying to woo the driving public into buying a car with a cord attached. Throw in the sales numbers for all-electric cars, plug-in hybrids and gas-battery hybrids and they don’t come anywhere near five per cent of total vehicle sales. The commercial conundrum is that these (more) eco-friendly vehicles come with a premium sticker price beyond most folks and the only way to bring them in range is to sell many more! Most provincial governments have incentive rebates for those that make a green choice. While successful to a degree, they alone aren’t going to turn us all on. If gas prices soar then some more buyers will go the hybrid route but that said there are an

awful lot of four-cylinder vehicles out there that are remarkably economical on gas. Let’s get our heads out of the dark clouds and accept that economy of purchase and operation are what drives most sales. I am not an electric car naysayer, far from it, but we have to recognize that much needs to happen
before the majority buy into this future. Sticker price is one thing but the single biggest challenge has to be the slow pace of infrastructure to fast-charge cars whose batteries have run down mid-journey. ‘Range anxiety’ is a major mental obstacle for those with the resources to contemplate
the purchase of an all-electric car such as the Nissan Leaf or Mitsubishi iMIEV. For that reason, it seems likely that the likes of the Chevrolet VOLT will enjoy more sales success as a main means of transport because an onboard gas-powered generator is ready to kick in to recharge the battery when the juice runs
out. Similarly, the new BMWi3, while available as a pure electric vehicle, can also be purchased with a range extending engine. Other manufacturers are set to follow that same route but in the meantime, the plug-in hybrid, which combines the pulling power of a gas engine and electric motor, is the early winner of people’s green-tinged hearts. But back to the thorny issue of infrastructure. Many advocates want government to play a lead role but with all the demands made on the public purse that’s a dead-end street. Maybe the tax incentives they can offer will encourage the private sector. For instance, the Canadian company Sun Country Highway has announced plans for a charging station network along the length of the Trans-Canada Highway. Other companies operating alongside major highways are extracting planning concessions from local government by install-
ing recharging points. Hats off to BMW and its holistic approach. The German giant is collaborating with small tech companies, who will work with customers to make sure their homes don’t require a major power refit just to own one of the new i3s. And, as Dr. Ian Robertson, a BMW management board member, told me at the L.A. Auto Show recently, there are many other power opportunities right in front our eyes. Urban areas are awash with street lights, which could be used as a source for curbside recharging. He also pointed out that there are many discontinued public phone sites in today’s cities. They have power wired to them and are ready to be tapped, should the phone company want to make a profit of more than a quarter per call. keith.morgan@ drivewaybc.ca

On top of all the budgetary woes, the board has to find someone to be its educational leader in tough economic times. District superintendent John Woudzia will be moving on to a new position at Vancouver Community College after being in the top position for eight years. (The budgetary debate has overshadowed the issue that has plagued the board for more than a decade which is building new schools. QayQayt elementary is well on its way to being open next September, with construction on a new middle school at the site of the current John Robson elementary on track to begin shortly afterward. While the talk about building a NWSS replacement was quieter in 2013 it is far from being over since underlying issues, such as building
around an old cemetery, aren’t even close to being resolved.) The elephant in the room for the board as it makes its crucial budgetary decisions is the municipal election in November. Discussions at the board table have ranged from amicable to acrimonious and can be entertaining in a train-wreck kind of way. The seven-member board is divided on many issues and often the bickering can be interpreted as petty. Four trustees backed by the New Westminster and District Labour Council hold the majority. Ewen, who is now vice chair, is in his 34th year while James Janzen has been on the board for 20 years. Jonina Campbell and David Phelan are first-term trustees. They are opposed on many controversial matters by Casey Cook, MaryAnn Mortensen and Lisa Graham, all of whom ran under the Voice New Westminster banner. While trustees scrutinize every last line in the district’s budget to save money, conversely their handling of it will come under the scrutiny of many parents and voters.
