Comp bureau investigates

Houston mayor concerned with aspects of timber swap arrangement Walter Strong The Canadian Competition Bureau is reviewing the proposed swap of timber licenses between West Fraser and Canfor announced at the same time as the closure of mills in Quesnel and Houston were announced.

At the time of the announced closures both companies said they were reducing their mill capacity in response to a lack of good fibre post-pine beetle.

The swap of timber licenses was part of their plan to prevent further mill closures.

The timber swap was announced without, it seems, consultation with either the province or local communities. The Ministry of Forests, Lands and Natural Resource Operations (MFLNRO) still hasn’t formally approved the arrangement, and it is unclear how the results of the competition bureau review might affect the province’s eventual decision.

The swap would see most of West Fraser’s timber license in the Morice timber supply area (TSA) go to Canfor in support of Canfor’s Houston mill, but West Fraser would retain a portion of that timber supply, as well as gain new timber in the Lakes TSA. The portion gained in the Lakes TSA would support West Fraser’s Fraser Lake Sawmill, which operates within the Lakes TSA. But West Fraser’s oth-

er outfit in Smithers, the Pacific Inland Resources sawmill, will receive approximately 280,000 cubic metres of timber supply annually.

“We are opposed to that 280,000 cubic metres of wood moving out of the Morice TSA, and we’re going to fight that,” said Houston Mayor Bill Holmberg during a recent Regional District of Bulkely Nechako (RDBN) board meeting. “West Fraser doesn’t want to hear that… but that’s the route we’re going to go down and we’ll see what kind of success we have.”

“I respect… them [West Fraser] wanting to protect their supermill in Quesnel, and Canfor wanting to bring some certainty to Houston,” Holmberg said. “My concern is that extra volume West Fraser wants to ship to Smithers. It should stay for the town of Houston.”

Holmberg would like to see other options for the timber volume explored.

“Put it into a forest reserve until some proposals come forward, whether it’s putting it back into B.C. Timber Sales, or putting it into the community forest, or if another company comes that wants to build a small mill, then we’ve got some quota they can have.”

The competition bureau maintains strict confidentiality with its investigations. Beyond confirming that an investigation is underway, the bureau is unable to provide more information.

According to MFLNRO spokesperson Vivan Thomas, the ministry expects to be able to make a final decision regarding the timber swap early in 2014.

“Under the forest act, the minister can cancel one or both of the tenures involved, if there are competition concerns,” Thomas said. “It is likely that the findings of the federal competition bureau may factor into the minister’s decision.”

Here’s the big idea of 2013

We’ve all heard by now that the Joint Review Panel (JRP) into the Enbridge Northern Gateway project has released its unsurprising approval of the project, albeit with a range of stipulations and conditions.

The narrative script of what has followed could have been written months ago by anyone with only a modest interest in the politics surrounding the approval process. A simple approval process it was - not a process to objectively weigh the merits and risks of the project - but a process to formulate the context wherein the pipeline could be built.

We may have to wait until next summer before we hear what the federal government does with the recommendation, but a pipeline to Kitimat has been all but promised to potential Asian markets already.

Anyone hoping for a surprise decision from the federal end is the kind of naive optimist that even Voltaire could not have imagined.

The most interesting thing about the panel’s decision, from ringside anyway, is how the approval was couched in the form of a classical utilitarian paradox: the JRP concluded that it was in Canada’s greater interest for the project to be approved.

Critics have been quick to claim the JRP has ignored the will of not only the many - an assumed majority - of B.C.ers, but also the will of those potentially most affected by the proposal.

Residents of Northern B.C. have the most to lose should a pipeline pop a seam and dump toxic sludge into northern waterways and lakes, or if a tanker empties its contents in complex and fragile coastal waters.

First Nations, although included in the larger demographic of Northern B.C. residents, have a further unique claim to territorial interest. They did not come to Northern B.C. for commercial opportunity, or following westward expansion. As a people they were born here, and have relied on northern resources not as a means to develop capitol interests and shareholder value, but for their survival as a people.

The JRP heard all of this. To suggest that they missed it or that they didn’t listen misses the point. They heard it and they listened, but they decided it was in the interest of the many to subjugate the will of the few to the enormous economic interest of tarsand development.

That’s what governments often do, and the final federal decision is a foregone conclusion.

There would probably be no railway to Prince Rupert if governments didn’t perform that utilitarian calculus. Massive projects will always hurt someone’s interests.

There may be calls for some kind of referendum on the matter. As interesting as it would be to know what the majority of northerners actually want if they were given the chance to cast a meaningful and confidential ballot, the idea is a dead end.

Even if the entire population of Northern B.C. voted against the project - and it wouldn’t that would still represent a relatively small number in the context of ‘Canada’s interest’.

It would also ignore indigenous claims to title which should not be subject to the outcome of referendums. First Nations will probably be the most formidable roadblock to acting on the recommendations of the JRP. The only thing we can be absolutely sure of, should the feds approve the project, is that constitutional law will become the real locus of decision-making power.

That sets up a terrible situation for many residents of Northern B.C. If the project wasn’t divisive enough already, it will may soon pit residents against their federal and provincial governments, and leave those most affected by the project alienated, disenfranchised, and angry.

Nobody wants to be in the situation we’re in, whether pro-Enbridge or not.

One of Canada’s great entrepreneurial success stories in recent years is WestJet, the Calgary-based airline that is expanding across the country and taking on European routes.

Clive Beddoe, the founding CEO of Westjet, was famous for helping the cabin crew tidy up the plane before getting off a flight. And the company is also known for its profit-sharing program, with all employees referred to as “owners” who have a stake in the success of the operation.

I thought of this management approach when news emerged that the B.C. government was offering public service unions a new kind of contract, with a five-year term and wage increases tied to improved economic growth.

The surprising thing is that unions are accepting the idea, even though provincial growth must exceed the government’s independent economic forecast council projections before it can take effect in a given year.

The generally non-militant Health Sciences Association was the first to recommend acceptance of a five-year agreement with only 5.5 per cent raises guaranteed. Then they were joined by negotiators for 51,000 health and social services employees, represented by the B.C. Government Employees’ Union and other unions that have long been adversaries of the B.C. Liberals.

John Fryer, negotiator for the BCGEU going back to the epic battles with Social Credit governments and now a professor at University of Victoria, wasn’t impressed when he heard the news.

“These deals reflect what happens when public sector unions back the losing party in a provincial election,” he said. “Union bargaining power takes a trip down the pooper.”

I think there’s more than that going on. Perhaps today’s union leadership is beginning to accept that its wage, benefit and pension arrangements look pretty good compared to the harsh reality of private businesses competing in a global economy.

I asked Premier Christy Clark if this new approach is inspired by private-sector profit sharing. She agreed that is the model.

“I think that’s a great principle for all of us to work from,” Clark said. “Until now, the growth of public sector wages has been completely insulated from changes in the private sector. And this is the first time we’ve ever been able to successfully link those two things. At this point it’s still a small increment wage growth, but it’s a big change, and I hope we can continue to build on it.”

From an employee perspective, it is indeed modest. If real gross domestic product increases one per cent beyond the independent forecast used in the provincial budget, employees get an additional half of one per cent raise for that year.

Contrast this labour relations development with what’s happening on the federal scene. A classic confrontation is brewing between the Harper government and the Public Service Alliance of Canada.

A key dispute is over sick days, which the government estimates are averaging 18 a year. PSAC currently has 15 “bankable” sick days a year, which the union president refers to as a “negotiated right.”

It takes me back to my first union job, where I was warned never to take just one sick day. We negotiated for two at a time, so always take two, the union rep told me. Implicit in this is the mindset that employees should give as little and take as much as possible.

Looking through my files each December for the B.C. story of the year, I consider what is likely to matter five or 10 years from now.

This partnership approach to building the provincial economy is my pick for 2013.

Enbridge gets JRP ok; next step? Merry Christmas

Project expected to face concentrated opposition in Northern B.C. Walter Strong The federal government now has the support of the Joint Review Panel (JRP) into the Enbridge Northern Gateway pipeline project.

The feds are expected to make a decision regarding Enbridge Northern Gateway by July, 2014.

Although there wasn’t much news in the Dec. 19, 2013 outcome of the JRP process - that the project should proceed provided 209 conditions be met - it still dashed the faint hopes many held that the process would reflect their own firmly held views on the project.

Although no statistically relevant polling has been done specifically targeting Northern B.C. residents, it is not a stretch to say that there is significant opposition to the project among Northern B.C. communities and First Nations.

Lake Babine Nation Chief Wilf Adam reaffirmed LBN’s opposition to the Enbridge project during a recent Chief and Council meeting.

“I will fight the project based on Aboriginal Rights,” Adam said.

“The way Enbridge has conducted itself has been awful. We have no agreements with them and no contact with them.”

Lake Babine Nation whose traditional territory the Enbridge project would need to cross - is not the only First Nation in Northern B.C. unequivocally opposed to the project.

The Office of the Wet’suwet’en, which represents traditional chief and clan structures over more than 22,000 square kms of Northern B.C. is not only opposed to Enbridge, but to all pipeline proposals.

“We have been clear that oil and gas pipelines do not match our vision for our territory and for our grandchildren’s future,” said Wet’suwet’en hereditary Chief John Risdale (Dini ze’ Na’moks).

“We are prepared to do whatever it takes to protect our territory from pipelines.”

len is confident that he speaks for the majority of Northern B.C. residents when he speaks against the JRP’s findings.

“I’ve always spoken out against Enbridge,” Cullen said. “In each of the last three elections I’ve received an increasing majority.”

“The court of public opinion has spoken, but the JRP wasn’t listening,” Cullen added.

For its part, Enbridge has announced that it will begin working towards satisfying each of the 209 conditions introduced by the JRP’s findings.

The JRP’s recommendation that the Enbridge project is, on the whole, in the interest of the majority of Canadians and should proceed, does not automatically mean the project will proceed.

The federal government must still weigh in on the matter, and is expected to reach a decision by July, 2014.

The province also has five conditions which must be met before it will receive provincial approval.

Should the project receive federal approval, many First Nations have promised court challenges based on aboriginal title and the duty to consult.

“The JRP process simply isn’t designed to properly consider the full impacts of the pipeline on aboriginal rights which are protected by the constitution of Canada,” Adam said. “The federal government has gutted Canada’s environmental laws and streamlined the environmental assessment process to the detriment of all Canadians, but it has not taken away the constitutional protection given to our aboriginal rights. The JRP recommendations have made it clear to us that we are being forced to go to the courts to protect our aboriginal rights.”

The Village of Burns Lake (VBL) has maintained a neutral stance on whether or not to approve the pipeline proposal. Previously, the outcome of the JRP process had been said to be the missing bit of information needed be-

fore considering a council resolution.

“Given the decision by this non-partisan, expert panel to conditionally endorse the Northern Gateway project, our community will continue to engage with all our stakeholders, including First Nations to better understand the conditions the Joint Review Panel has imposed in order for the Northern Gateway project to proceed,” Strimbold said.

Enbridge is reviewing the attached conditions.

“Northern Gateway

will be designed to protect B.C.’s unique natural environment with world-class spill prevention, response and recovery. And it will be a partnership with Aboriginal groups and communities. Already, the Northern Gateway Project has signed 26 equity partnership agreements,” said Enbridge executive vicepresident of Western access, Janet Holder.

towards B.C. Premier Christy Clark’s five conditions for pipeline approval.

Going green to save dollars Burns Lake GHG reductions can make a difference to your bottom line Walter Strong

Peter Robinson, Community Energy Planner for the B.C. Community Energy Association, was in Burns Lake recently to present Village of Burns Lake (VBL) council with some recent statistics specific to area residents.

The drive towards a reduced environmental footprint has been heavily championed by the province through multiple incentive programs at the community level.

Since 2007, 13 different programs and acts have been rolled out in communities across the province. Although some controversy surrounded elements of the roll-out - like forced payments into a carbon offset program - some large municipalities have been showing progress in desired results.

The city of Vancouver, for example, is on track to meet its target of bringing its greenhouse gas (GHG) emissions to six per cent below 1990 levels. Since 2000, Vancouver has dropped almost 500,000 tonnes worth of emissions annually. This has occurred as the city’s population continues to grow.

Overall, between 2007 and 2010, the province has, according to its own published statistics, seen a four and a half per cent decrease in GHG emissions, while

experiencing a five per cent population growth, and a four and a half per cent increase in gross domestic product (a measure of productivity) in the same time frame.

In Burns Lake, the vast majority of GHG emissions come from on-road vehicles registered in the community.

Seventy-one percent of all GHG emissions in 2010 came from transportation sources, 24 per cent from buildings, and five per cent from solid waste disposal.

To put that in context, the CEA has assigned dollar values to what those emission levels mean to local pocketbooks.

In 2010, Burns Lake residents spent approximately $15 million about $6900 per person including municipal taxes - on fuel, electricity, natural gas, propane, wood and heating oil.

municipal emissions made on our behalf, but the take-home message, according to the CEA, is that reducing green house gas emissions reduces your cost of living, over and above the benefits to the environment.

According to Robinson, Burns Lake, as a municipality, has been progressive in implementing GHG reduction strategies. Projects like energy-efficient street lighting, a new furnace at the village office, and the innovative bioenergy systems at the arena were held up as signs of GHG-conscious facility upgrades.

Although less immediately translatable into dollar savings, improvements to pedestrian in-

frastructure and downtown revitalization all contribute to energysaving habits that may see more foot traffic and less automotive traffic.

“We want to compare apples to apples,” counc. Frank Varga said. “How many communities the size of Burns Lake are doing as much as we are doing?”

Although Robinson didn’t have the exact stats on hand, he had a sense for where Burns Lake stood in comparison.

“You’re probably number one,” Robinson said. Burns Lake emissions data for 2012 will not be available until 2014.

Time to reflect on Jesus

This Christmas as we reflect on Jesus, I am thankful for all he has done to reveal himself to us. Both earth and sky display the wonders of his handiwork, and I am awed at this all-wise, all-powerful Creator.

Further, Jesus made from one blood-line all nations, and determined beforehand their boundaries and times of existence, in order to place each of us in a position where we would hear of His love and find Him. And I am awed at the initiative of this allknowing, personal God.

The largest revelation of Jesus is through the Bible. It records his wisdom and faithfulness in world history.

Its accuracy is indisputable, and its prophecies are fulfilling today before our eyes. And I am awed at the goodness this ever-existing God. But only a manger and a cross convince me that Jesus is allloving. He knew before he came to earth that he would be despised and rejected by many.

He knew that religious

leaders would conspire to crucify him, and that the Romans would torture him beyond recognition. He knew his name would be used to curse in every nation on earth. But he also knew we would die in our sins if He did not come.

This is love.

For the joy set before Him, Jesus disregarded the shame, and endured the cross. What joy? The joy of saving you and me for all eternity. I confess that I’ve flipped to the back

coordinator, Jeff Ragsdale, the village’s climate charter commitment is to reduce emissions by 33 per cent below 2007 levels, by 2020.

Our 2010 GHG emissions - the most recent statistic available stood at 30,204 tonnes of carbon dioxideequivalent emissions.

The commitment to a 33 per cent reduction in emissions will require dropping 9634 tonnes of emissions.

Small municipalities face significant challenges when it comes to reducing overall emissions. With the largest portion of emission coming from transportation sources, there is little the municipality can do about required service levels in town.

Ragsdale added that community engagement and participation are among the critical factors that must fall into place for Burns Lake to meet its GHG reduction targets, as well as sufficient budget, identification of priority GHG reduction measures that the community wants to support.

Local hardships and poverty levels are another challenge Burns Lake faces.

Snowplows and sand trucks have to run, and our local economy is tied to forestry and the industrial traffic and emissions that go with it. But the village has been aggressive and

successful in thoughtfully pursuing energyefficient options, like bio-energy heating at the Tom Forsyth Arena, installing an electric vehicle charging station downtown.

The village also elected in 2012 to start a local fund for local GHG reduction projects with money that otherwise would have been paid out in purchasing carbon offsets.

Burns Lake by sea Walter Strong

Lino and Santina Punis, owners of Lino’s Sales Ltd. in Burns Lake, will celebrate 50 years of marriage soon, and recently celebrated 41 years in business in Burns Lake.

Although the beginning often carries the future within itself, settling down in Burns Lake wouldn’t have been a concept to the 20-year old Lino Punis as he and two close friends rowed a tiny boat barely big enough

for the three of them across a harsh Adriatic Sea under a hot July sun.

From his hometown of Pulo, then part of Italy (now Pula, Croatia), an ancient Roman city on a northeast peninsula in the Adriatic Sea, Lino and his friends rowed for 24 hours straight across the 150 kilometres that separated Pulo from Italy. They were escaping a futureless life under the Communist rule of General Tito’s Yugoslavia which gained control of Lino’s homeland after World War II. “We had four oars in the water all the time,” Lino said. “One of us

stood to row in the middle, and two others were at the front and back with one oar each.”

“The sea was so rough you didn’t have a second to spare. If you didn’t pay attention for three seconds and let the boat turn sideways it would have been turned over.”

The boat was narrower than a modern aluminum fishing boat, with a flat bottom and sides barely a foot and a half high. If the danger from being capsized wasn’t serious enough, the threat of patrolling Communist torpedo boats added urgency to the situation.

“They were patrolling all the time, shining their floodlight across the sea. If they saw you, they would ram your boat.”

“We had a fluorescent compass from an World War II airplane,” Lino said. “We stayed Northwest to a certain degree and we landed exactly where we wanted.”

In Italy, free of a fruitless life under Communist rule, Lino looked for opportunity and found CN Rail was hiring for railroad work in Canada.

A fully qualified marine mechanic by training, Lino still had to bend the truth to get hired by CN. They were looking for labourers, so he told them he had

no qualifications other than a willingness to work.

That’s what CN wanted to hear, and before long he began his Canadian journey in Halifax in 1957 after a 15-day steamship trip across the ocean.

“CN paid for the ticket, but we had to work it off.”

He worked his way across Canada for CN, starting at the labourer’s wage of 95 cents an hour.

It wasn’t long before his skills with machinery came out and his was promoted to machine operator, which meant $1.25 an hour.

By 1961 he was working in the Burns Lake area when he met his future wife Santina Rossi, born in Celano, Italy, near Rome. Like Lino, she travelled by steamship with her family. Her father worked for CN and brought the family to Burns Lake in 1954.

Lino and Santina courted for two years and married in 1963.

By 1962 Lino was tiring of swapping out rails for CN and had paid off his travel debt.

“I quit with CN in Rose Lake,” Lino recalled.

“We were changing rails all the way to Smithers, but I was tired of it… there were a few times when I had to remind my fore-

man to pay me as a machine operator and not a labourer.”

A short while before Lino left CN, he was playing soccer against locals, including players from the Omineca sawmill. He made a tackle during the match that left his opponent with a broken wrist.

The broken wrist meant a job opening at the Omineca sawmill, and Lino took up the offer to work for the mill loading lumber into boxcars. It was hard work but it lead to conversations with the owner of the mill, Norm Peterson, who like Lino, had shipyard work experience.

The shared experience and Peterson’s recognition of Lino’s mechanical background quickly led to a millwrighting position in the mill, and to Lino settling down in Burns Lake “I bought my first property in Burns Lake on Pioneer Way. The lot was $900.”

Married to Santina, he spent the next 10 years working in Burns Lake and Houston mills as a mechanical foreman.

In 1972 an opportunity arose in Burns Lake.

Bill Glanville’s business and shop in a small timber-framed building, where Lino’s Sales is now, became available.

Glanville had taken a bad financial turn on a venture to underwaterlog Ootsa Lake, and wanted to sell the business.

“Bonnie Lambert told us about the business for sale,” Santina said.

“We thought it was a good idea at the time.”

The first six months were hard. They were unknown in Burns Lake and had to operate on a cash basis with no one willing to give them credit.

“It was all cash on delivery,” Lino said, “And there wasn’t a lot of business at the start. I wore out a lot of brooms with nothing to do but sweep the shop.”

“We wondered if it was crazy for Lino to quit a good job at the mill to go into business for ourselves,” Santina recalled.

Specializing in heavy duty repairs Lino quickly built up a good customer base, starting with the fuel delivery trucks necessary to keep the more than 30 small sawmills in the area running.

Santina has always been a part of Lino’s Sales. To this day she keeps a paper ledger with no interest in switching to a computer.

“I like it that way, but it makes it difficult to balance the books when you’re trying to find a

few missing pennies,” she said.

Today Lino’s is a family business, with their son Marco, daughter Gina, and grandchildren Katherine, Kian and Daria.

Lino and Santina are still in the shop everyday.

“Take the ‘re’ out of retired - that’s me,” Lino said.

In 1988 Lino switched from heavy duty mechanics to working on recreational machines, which led to the modern Lino’s Sales well known in Burns Lake and throughout the region.

Lino and Santina have been back to the old country to visit family often, but Burns Lake has been home for a long time.

“The Adriatic Sea is a deep green and blue.

You could see 100 feet down. We would pick grapes, walnuts and figs right off the trees, whatever you wanted,” Lino recalled.

“When I started working for CN in Mannville, Saskatchewan, it was the end of March.

I wrote to my mom and dad - it looks like I’m in Siberia.”

With the cold winters and hot summers around Burns Lake, Lino and Santina have built a business that caters to both perfectly.

Kids, happy hour coming to B.C. pubs

The B.C. government has uncorked another round of liquor law reform, with children to be allowed in pubs and restaurants allowed to serve drinks without food.

Premier Christy Clark announced the changes at a downtown Vancouver restaurant Tuesday, as the provincial cabinet works its way through a list of 70 recommendations from a recent public consultation on updating B.C. liquor laws.

As with earlier rounds of liquor reform, Tuesday's event was short on details and long on populist appeal. Some time next year B.C. will see the changes, and will also join all other Canadian provinces in allowing pubs to offer discounted drinks for happy hour. Permitted times and a minimum drink price are still to be determined.

Children are to be allowed to accompany their parents into pubs up until an evening curfew time, also yet to be determined, but Clark said it will allow families to have lunch or dinner together at a pub. Royal Canadian Legion branches will have the same freedom to admit underage family members.

Restaurants with "food primary" licences will still have to offer a full menu when liquor is available, Clark said, "but customers who don't want to order food shouldn't be forced to do so, and food primary businesses that want to fully transition away from food service after a certain hour, and operate for example as a night club, will be able to apply for a special licence to do so."

NDP critic Shane Simpson said the changes effectively erase the distinction between a licensed restaurant and a pub, and are being announced for popular effect without any research to support them.

The province also intends to make its Serving it Right liquor training to all servers in licensed restaurants, as well as staff at B.C. Liquor Stores and rural agency and wine stores.

Licensees, managers, sales and serving staff "should also be required to recertify," according to a government news release.

Last week Clark and Richmond-Steveston MLA John Yap, who led the public consultation on liquor law reform, announced that regulations would be eased for winery tasting rooms.

Farm markets will also be allowed to offer samples and sales of locally made beer, wine and spirits.

Royal Canadian Legion moving ahead Merry Christmas

The Burns Lake Royal Canadian Legion Branch 50 has found its new executive committee. In a strong show of support on Dec. 16,

2013, general membership nominations and voting led to all nine positions being filled.

New and returning faces suggest a good mix of experienced legion members with young and some firsttime executive members.

The legion was facing a potential crisis when it failed to form a new executive committee during its Nov. 18, 2013 regular meeting. At the time, legion chairman Bob Whipps warned that if membership did not take interest and show up for the

next general meeting and elect a new executive, then the branch would begin a process that could mean the loss of their charter and the permanent closure of the branch (see Nov. 27, 2013 Burns Lake legion faces apathy).

Faced with the real possibility that he may have to shortly inform B.C./Yukon Command that Burns Lake could not draw an executive committee out of its 150 member base, Whipps placed an advertisement in Lakes District News asking for community feedback.

His question, do you support the Legion in Burns Lake, received a 100 per cent positive feedback, as tracked by the Lakes District News.

The community support for the legion was well-represented during the nomination process, as every executive position had more than one candidate step forward to take up duties.

Most computers sold in Canada with preloaded operating systems include several different keyboard language options installed by default. There is also a hotkey for switching between languages, so it’s not uncommon for a person to hit the wrong key combination and suddenly find their keyboard switched to French Canadian. If you find your keyboard has suddenly changed languages on you, you can use the language hotkeys Left Alt and Shift to cycle back to whatever language you prefer. If you want to stop it from happening again, go under the Control Panel, go to Region and Languages, click on the Keyboard and Languages Tab, and press the “Change Keyboards” button. In the window that pops up you can reset your default language and delete the other languages you don’t need. Or if you prefer to keep the other languages (or add others), you can change or remove the language changing hotkey under the Advanced Key Settings tab.

ASPEN Ruth Constanse Dec. 1, 1941 - Nov. 30, 2013

With heartfelt sadness the children of Ruth Aspen announce the passing of their mother on Nov. 30, 2013, one day short of her 72nd birthday, at St. Paul’s Hospital in Vancouver.

She leaves to mourn her loving husband Larry Aspen, son Wayne Litke (Angela) of Maple Creek, Sask., three daughters: Wendy Nadeau (Leo) of Vernon, Christine Fletcher (Kevin) of Terrace and Carla Litke of Nanaimo. She will be sadly missed by seven grandchildren, and one great grandson, sister Nan Svehla (Wayne), brother Neil Litke (Sylvia), numerous nieces and nephews and extended family members.

Mum was predeceased by her father Sigurd Larum, mother Bernice (Larum) Litke, brother Ralph Larum and sister Joan Hendriks.

She will be fondly remembered for her love of the outdoors and the time she spent with family and friends. She enjoyed hunting and fishing and even managed to trap a nuisance bear using a live animal trap. Mum had a passion for word games such as Scrabble, Boggle and Wheel of Fortune. Spending time with Dad at their Francois Lake property was always a special time.

Mum passed away suddenly and peacefully due to complications following open heart surgery. A memorial service was held on Dec. 6, 2013, at the Island Gospel Fellowship Church in Burns Lake. We cannot express enough gratitude to all the family and friends that helped us and our Dad through this difficult time.

The outpouring of kindness and support we have received reinforces what we have always believed of our Mum. “To a beautiful life comes a happy end . . . she died as she lived, everyone’s friend.� Mum’s ashes will be laid to rest at a family celebration of her life in the summer of 2014. Those who wish to, may make a donation to the Heart and Stroke Foundation in Mum’s memory.

DONALD ERNEST PAYNE May 8, 1932 - Nov. 25, 2013

After a yearlong, stoic battle with cancer, Don’s last wish was met as he peacefully passed away in his home at Rose Lake. The past year was filled with family times and‌. no complaints.

Children, grandchildren, brothers and sisters gathered close and created numerous memories as they appreciated a hard working family man. Don loved his family and was able to enjoy precious times, laughter and fun, right to the end of his life. Don was born in Burns Lake. He grew up on the Payne homestead at Rose Lake during stump farming and tie cutting years. He began his work life when he left school at age 12 years. He raised his family and lived out his life on the “hill�, one mile from his childhood home. He enjoyed hunting, fishing, flying, trapping and was an accomplished marksman at the Tweedsmuir Rod and Gun Club. He died with no regrets; feeling that he had all that he needed and wanted.

Don was predeceased by his wife, Esther, a son, Wayne, brothers, Jackie and Roddy Payne and sister, Doreen Ball.

He is survived by his friend and companion, Betty Pattinson, his five children, Donna Unger (Rudy), Leona Campbell (Blaine), Wanda Giesbrecht (Ed), Brenda Matson, and Doug Payne (Ronda), fourteen grandchildren and fourteen great grandchildren.

A celebration of life was held on November 30 at the Island Gospel Gymnasium. Don will be missed and lovingly remembered by his family and friends.

Cheslatta Carrier Nation Long-Term Community Forest Agreement K1M and Bill 28 License. New Forest Stewardship Plan 2014-2024.

Notice is hereby given that the Cheslatta Carrier Nation (CCN) is seeking public comment on the amendments and plans listed above. Proposed amendments to the current Forest Management Plan for K1M will extend the scope to cover the anticipated area of the Bill 28 license to be awarded to Cheslatta Carrier Nation. The actual area of the license is expected to be a portion of the advertised area.

The new license will have its own allowable annual cut of 9 000 cubic metres per year, more or less. The term of the Forest Management Plan is proposed to be extended for a five year period, setting the new expiry at December 7th, 2019.

The new Forest Stewardship Plan will propose a forest development unit that encompasses the area identified for the amended Forest Management Plan as described above. The new plan will incorporate the proposed changes advertised previously (in June, 2012). It will also propose new stocking standards. New liquor laws may help legion

The new year may also bring with it changes to the B.C. liquor license act which could make the legion more family friendly.

Support for recommended changes to the B.C. liquor license act were announced on Dec. 17 by the B.C. Premier’s office. The changes flow from the recent liquor policy review the province has been undertaking.

Among the recommended changes is permission for establishments like the legion to allow minors accompanied by adults during dining hours or during other special events. This would mean that the local legion could have families come out for their dinner specials, or during community events they might host.

The expansion of income-generating possibilities for the Royal Canadian Legion across the province was welcomed enthusiastically by B.C./Yukon Command.

“We're thrilled to hear government is making positive changes in liquor regulations impacting the Royal Canadian Legion and other membership clubs, so we can hold gatherings that safely accommodate minors, like community events, anniversaries and birthday parties," said Angus Stanfield, president of the Royal Canadian Legion BC/Yukon Command. "These changes will help us strengthen our charitable giving for veterans, youth, seniors and the communities we serve."

Other recommended changes to the liquor act include allowing for time-limited drink specials - happy hours - as well as the removal of the restriction that patrons must order food while drinking at a food-primary establishment.

There will be constraints to the proposed changes. For example, minimum drink pricing will be required during drink specials, and minors will be prescribed hours when they are allowed in establishments that adopt a family-friendly policy.

But the changes do allow for more flexibility at the local legion to become a family friendly destination, which can’t help but boost their revenues.
