With the local forecast calling for mostly clear skies tonight, Santa’s travels to the Silver City should be a smooth sleigh ride this year. But he better bundle up in his bright red woolies because temperatures are expected to be frigid
with a low of -5 C a heavy wind chill and possible flurries for his ride back up North. If hopping on the bus is the preferred method of travel, the last day of regular service is today and holiday schedule changes mean no further service until Thursday when usual operations resume until Dec. 31, with the
exception of Dec. 29. If the jolly man leaves new ski gear under the Christmas tree, rides to Red Mountain Resort on the transit system start Boxing Day with ski bus service available daily until Jan. 2. To date, the resort’s website isn’t rejoicing with forecasts of new snow, however, sun is expected to

Downtown improvements spill into new year By Sheri Regnier Times Staff
The Silver City will have a little more glam added to downtown after council approved the next leg of Trail’s revitalization plan to begin in the new year. The estimated cost for further improvements to the Victoria Street corridor is $715,000 and includes four major undertakings scheduled to be complete by June 1, weather permitting. The first proposed item in Phase 2 is the installation of 50 feet of guard rail at the entrance of the Trail Memorial Centre (TMC), estimated to cost $50,000. “The handrail is unique to the city,” explained Warren Proulx, Trail’s engineering technician. “We decided to keep with the theme of the rail that is on top of the river wall, outlooks at Gyro Park, and across from the Legion in East Trail.” Functionally, the guard rail will be installed to stop people from walking into the new flowerbeds outside the TMC entrance, and from walking onto the highway after hockey games or large event gatherings, he added. over the summer in the first step of the downtown plan included removal of the Victoria Street eastbound left turn lane into the Centre thereby closing vehicle access into the civic centre. Although the traffic pattern change was designed to improve safety and accessibility for all users and age groups of the facility, the pedestrian travel distance to the TMC entrance way was considerably increased and will be reviewed after the proposed works in Phase 2 are complete. Presently, traffic conditions appear to be acceptable in Trail’s downtown core, John Howes, Trail’s engineering technician, wrote in his report to council. Howes noted that minor mitigations such as converting the intersection of Bay Avenue and Farwell Street into a four-way stop were recommended in a previous transportation analysis and should be installed on a trial basis. With a potential to keep traffic moving more appropriately along Victoria Street, council agreed to allocate $30,000 in the second phase of improve-

ments to allow a temporary four-way stop at that site. Additionally, signage will be installed to identify the designated truck route into downtown via Bay Avenue with added signs prohibiting heavy trucks to turn at access points onto Pine and Cedar Avenue where road design cannot accommodate commercial traffic. To advance the city’s greening theme, $272,000 has been earmarked for Victoria Street landscaping which includes tree planting along the street, median columnar trees,
mixed shrubs, grasses and perennials, upkeep for existing vegetation and further points of irrigation. Amenities will be spread along the corridor, including 13 benches costing $500 a piece, 11 trash receptacles $250 each, 15 bike racks at $250 each and 11 banner poles (with arms) at a cost of $8,000 each. A major project, with a price tag of $363,000 is the installation of the entrance gateways features including a Cedar Avenue kiosk that may be used to display maps and advertising.
Police target impaired drivers FROM PAGE 1 West Kootenay Integrated Traffic Services has organized additional patrols dedicated to CounterAttack with a goal to keep impaired drivers on the road. “We commenced extra road checks (CounterAttack) on Dec. 6,” said Sgt. Derrick Donovan of the WK Services. “We will continue to focus on impaired driving by alcohol and drugs,” he continued. With the brakes put on traditional free bus rides throughout Greater Trail on New Year’s Eve, Donovan said patrols will be set up. “We are aware of the concerns of many of the communities not having taxis or bus services available as an option to use as a safe ride home,” Donovan explained. “We will target certain evenings such as Dec. 31 when there is concern or risk of impaired drivers,” he said.

RSS debate creates contentious start to 2013 The Trail Times begins its annual review of the memorable moments of 2013 JANUARY 1 – Highly intoxicated youth on New Year’s Eve may bring a downfall to the free rides offered to all residents by B.C. Transit on that night. Meribeth Burton, spokesperson for B.C. Transit, said approximately 200 drunk and rowdy youth surrounded the 1 a.m. free ride in Rossland which prompted a call for RCMP escorts and a review of the service in general. 4 - The residential real estate market in Greater Trail was a patchwork of performance in the last year, with West Trail one of the hardest hit neighbourhoods, according to latest figures released by BC Assessment. Variations in assessed value throughout the city’s neighbourhoods saw a 5.2 per cent drop in West Trail, far ahead of East Trail (down 1.37 per cent) and Tadanac (down 1.45 per cent). However, Sunningdale was up .74 per cent while assessed value in Glenmerry rose .56 per cent. 7- The relationship between the Trail Smoke Eaters and the Beaver Valley Nitehawks may have hit its final obstacle. An impromptu Nitehawk blockade of the Smokies bus as it tried to leave the Cominco Arena Saturday morning has both sides seething. Nitehawks coach and general manager Terry Jones met with Smokies coach Bill Birks at the Cominco Arena early Saturday morning regarding the release of forward Ryan Edwards. Jeff Hutcheson, co-host of Canada AM, shot live footage from the corner of Queen and Columbia in downtown Rossland from 3 a.m. until 6 a.m. 27 – A boot device for immobilizing vehicles—for the accumulation of unpaid parking tickets—is expected to be shoehorned onto downtown streets as the City of Trail struggles to collect on over $150,000 worth of unpaid fines in the last four years. City council is preparing to adopt a Traffic Bylaw amendment that would allow the implementation of the device as a deterrent to up the compliance rate of people paying their parking tickets. 28 – Two new downtown locations for Trail’s library have been identified. The two currently available options include the former Fields and the former Liquidation World stores, according to the recently released Trail

The first bylaw reading in favour of K-12 was voted down 6-3 by the School District 20 (SD20), board of trustees. It was a disappointing ending for Aerin Guy, coordinator for Neighbourhoods
of Learning (NOL). “The bottom line is that there is not going to be high school grades in Rossland.” 12 – In front of approximately 200 people at the Rossland Secondary School gym, the School District 20 trustees voted unanimously, 9-0, to pass Option 2 – the kindergarten to Grade 9 option at RSS – to a third reading. It also means MacLean School will be closed and Rossland students in grades 10 to 12 will be headed to Trail’s J.L. Crowe Secondary next year. 19 – The Kootenay Boundary Regional Hospital (KBRH) Health Foundation has reached its goal of raising funds to replace its 11-year-old film mammography machine with a digital mammography with stereotactic capabilities. Since May 2011, the health foundation has received widespread support for its campaign, and had hoped to reach its $950,000 goal by May of this year. However, the campaign reached its goal two months earlier. 20 – A lack of qualified personnel in the Kootenays is the reason 5N Plus, a high tech company in Trail, is closing its local operations for good. The company, which purchased Firebird Technologies in 2009, issued pink slips to its 75 staff members. See ZELLERS, Page 4

Jason Westbury, who lived in Revelstoke at the time of his death, was testing the backcountry snow conditions in the bowl of Sifton Col in Glacier National Park on Sunday afternoon when the avalanche was triggered. Two other skiers were waiting near the top of the ridge when the 2.5 category avalanche came down and buried him. Westbury was born in 1974 in Trail and attended school in Rossland, graduating from Rossland Secondary School in 1992.

Prime Minister navigated a tough year at the helm THE CANADIAN PRESS OTTAWA, Ont. For a hint of just how much turmoil Stephen Harper has experienced in 2013, his official Twitter account is not a bad place to start. In January, @ pmharper tweeted a “Day in the Life,” a behind-the-scenes look at his work day through pictures and video. Only a few people get multiple cameos - former chief of staff Nigel Wright is one of them. In an early photo, Wright appears to lead a morning meeting with senior staff, and in a second talks to Harper at the end of the day under the title “Debriefing with Nigel.” Another tweet features then Senate Leader Marjory LeBreton, talking to Harper just before question period. Both those figures are now gone from their positions, swept up in the Senate expenses scandal that has sucked up most of the political energy in Ottawa this year. A few weeks after that successful social media experiment, the seeds of the future controversy were being sown by Wright and others around Harper. “I think that this is going to end badly,” Wright commented in an email to another staff member about Duffy, only a week after the Day in the Life tweets. It was the start of a difficult “year in the
life” of Harper. Wright was indeed important in Harper’s daily routine - particularly at that juncture in January. It was Wright who helped navigate the government through the sensitive negotiations with First Nations leaders in the midst of the Idle No More movement. A deal was reached to conduct high-level treaty talks, and Attawapiskat’s Chief Theresa Spence later ended a high-profile hunger strike. There were other bright moments. The new Office of Religious Freedom opened in February, fulfilling an election promise to promote religious tolerance globally. But even as the negotiations to have Duffy repay his $90,000 worth of living expenses dragged on behind closed doors, there were other challenges that erupted more publicly. Backbench MPs began to squawk about the controls exerted over their statements in the Commons. Campaign manager Jenni Byrne is back in the PMO as Novak’s deputy. Dimitri Soudas, Harper’s former communications chief, is the recently named executive director of the Conservative Party of Canada. But more juicy affidavits are likely to come out on the Senate scandal. Locally the joy of giving isn’t limited to Christmas
W
inston Churchill once said, “We make a living by what we get. We make a life by what we give.” He may have uttered that quote decades ago, but it rang so very true in our corner of the world during 2013. While we usually associate the tradition of giving to Christmas time, the past 365 days have shown giving isn’t limited to a specific date on a calendar. Greater Trail has always risen to the challenge of supporting worthy causes that help fellow human beings. Fundraising events like the Royal Canadian Legion’s Poppy Campaign, Light up the Hospitals and the Salvation Army’s Christmas Kettle Campaign or community-inspired support systems like the United Way, Skool-Aid and KidSport have always hoped for and received generous community response. But 2013 brought even more evidence of the generosity people have in our region – a region blessed with relatively steady employment, affordable housing and a lifestyle that blends nature’s beauty with the ability to live well within our means. And perhaps it’s those qualities that allow to support many worthy cam-
paigns and help people in need. Last month, there was an outpouring of support for the West Kootenay Filipino community following the devastating typhoon that swept through their homeland on Nov. 8. No sooner had a call gone out for help to support families in the Philippines, that the phone started ringing at Siony Thompson’s house. “I couldn’t believe it, right away I had a $100 donation from person in Trail,” she explained. “She is wheelchair bound and couldn’t get to my home so I went and picked it up.” Following the group’s fundraiser in Genelle earlier this month, they had raised over $3,000. “I am so overwhelmed and happy with all the support I feel like crying,” she said. “The money we raised will help to feed the families we know and maybe they can start rebuilding their homes.” While local residents were happy to help people suffering on the other side of the globe, they also responded to help our neighbours in Alberta when struck by devastating flooding in July. John Howell, wife Teresa and daughter Trina felt a call to duty and rented a 53-foot trailer to park out-

side their Glenmerry home in hopes of filling it with household goods and nonperishable food items to send to flood-affected areas. The response from the West Kootenay communities not only filled one trailer but a total of four with goods for the hardest hit areas. “Not only would I do it again, I’d do it in a heartbeat,” said Trina Howell. “The response of the community was overwhelming and it was an emotional and touching experience. It was more work than we expected but everyone who helped out said it was worth it.” Not all charitable calls to action involved largescale disasters like the Philippines or Alberta. The Trail Times wrote a story about Kate’s Kitchen losing $1,000 worth of food when one of its freezers
quit working. In response to the predicament, four new freezers have been donated to the local Salvation Army soup kitchen along with meat, poultry and fish, and $400 cash to replace the spoiled goods. Linda Radtke, manager at the Rossland Avenue locale, said the phone started ringing right away with offers of help. “It bring tears to my eyes when a community bands together to help when something like this happens,” said Radtke. “It makes me proud to say that I live in Trail. People have just been so good to us.” The stories of Greater Trail’s charitable donations continue to grow, including the current fundraising for Cadance Brace, a fiveyear-old fighting cancer in the BC Children’s Hospital. Over the course of the last few months, the locked out FortisBC workers responded to generous gestures of support from the community by chopping wood for the local scouts or anyone needing a hand. It’s that kind of spirit that makes the moniker “Home of Champions,” all that much more meaningful. And while citizens are eager to open their wallets the minute someone needs help, their generous
spirit over time has helped improve everyone’s life. In February, the Kootenay Boundary Regional Hospital (KBRH) Health Foundation reached its goal of raising funds to replace its 11-year-old film mammography machine with a digital mammography with stereotactic capabilities. A mammography exam is used to aid in the early detection and diagnosis of breast diseases in women, a process that is expedited with digital equipment. Since May 2011, the health foundation has received widespread support for its campaign, and had hoped to reach its $950,000 goal by May of this year. They hit the goal a couple of months early. So when you unwrap your Christmas presents this week and survey the bounty that many receive, remember that you are one of many who gave, regardless of the date, regardless of who was on the receiving end, and simply gave to make someone else’s life better. A Christmas wish for Greater Trail I hope this gets to Santa in time for changes to be made in the new year. Please bring local politicians the gift of listening, to us and each other. For a long time now that ability has been dormant maybe it once existed, but it has atrophied to the point that rebuilding it from the existing remnants is likely too tough. It isn’t just about recreation options, it is about the inability of those in charge of local affairs - regional governance, education, infrastructure/services, etc. - to lead us where we would prefer to go rather than fit policies to their biases. Few in the area are in favour of multi-tiered recreation offerings, or exclusive rather than inclusive opportunities in other areas, or delays in needed, even mandated, infrastructure projects, all of which we now have. Nobody is blameless in this. The City of Trail seems primarily motivated by its leaders desire for a, “District Municipality,” which, in their
view, would centralize decision making where it belongs, in the, “wiser,” hands of those who administer the wealthiest community in the region. Outlying communities seem primarily motivated by fighting back, often against common sense, against any and every initiative that emanates from the Silver City. Their view seems to be that if something is good for Trail it cannot be beneficial to anyone who doesn’t live and vote there. None of it makes sense, and very little of it serves to enrich the lives of the people all these, “leaders,” represent. It stifles progress, and co-operation. It has come to the point that little is done anywhere and what does get done is almost always from a settlement based on intra-regional rivalry and acrimony. It surprised me when I returned from years of living elsewhere how much of that acrimonious rivalry existed. Beaver Valley parents worked
tirelessly to, “Beat Trail,” on every level - even though many of those were reared, and their abilities nurtured, in Trail. It wasn’t that they were just loyal to their new neighbourhoods, it was that everything about it, on top of developing excellence their, was so negative in the end. Rossland, finally, probably now has the education configuration it should have been seeking all along, albeit whatever bugs involved will need a while to work out. In the meantime, of course, Crowe is smaller and less valuable than it might have been and the middle school configuration is gone with the acrimonious winds. There are many other issues. Suffice to say resolutions to them will be more likely to be forthcoming if the listening skills of those charged with resolving them can be enhanced. Dave Thompson Trail

When soil freezes, it prevents greenhouse gases like carbon and methane from escaping into the atmosphere. When snow melts, it fills rivers and lakes. Instead of complaining about the dark and cold of winter, we should celebrate snow and ice. The cryosphere is an important piece of the intricate, interconnected puzzle that keeps us alive. So, build a snowperson, play some hockey, get out on the slopes and enjoy the gifts that winter brings. For fun - not that science isn’t fun for Daust - he also plays violin with the symphony in Prince George. “Science is available to everyone,” said Daust who spent the first eight years of his life living in a cabin, “off the grid,” without television or even a computer. “I think the main thing is you have to be passionate about science, and you have to just be curious about the world around you, and I think if you have that then you will fairly naturally do well in science.” Daust said he came across the rust, which appeared as “purplish dark spots” on the berries, and is known formally as Puccinia linkii, during a walk in August 2012, so he snapped some photos and had the spots identified. He built a sciencefair project around the topic, competing regionally and nationally, and during those events several judges suggested he try to get the work published, he said. His work on the subject was published in the July-September 2013 edition of the
“The Canadian FieldNaturalist.” He found highbush cranberry plants that were located in sites with higher levels of infection produced berries with significantly less sugar, and dead-leaf tissue was more prevalent in infected plants. “This study provides evidence that Puccinia linkii may stress plants, leading to reduced quality and quantity of berries, especially if the severity of the infection increases with the increasingly moist springs that are projected for the region,” states the abstract to the paper. The findings are important, said Daust, because wintering birds and small mammals feed on the berries, as do local First Nations. Even his own family members use them for making jelly. “If this rust does increase, it seems quite likely that the food value of the berries will decrease,” he said. Kevin Zakresky, music director of the Prince George Symphony Orchestra, said he had heard “flashes” about Daust’s interest in science, but had to talk to other people to find out more
information because the teen doesn’t talk a lot about himself. “He’s such a modest fellow,” said Zakresky. Zakresky said Daust is part of a core of teenage members and plays in the symphony’s first violin section. It was that secluded upbringing that turned Daust to science. He and his family only moved to Telkwa from the remote cabin when he was eight because school and music lessons were just too far away. “I think that’s what got me interested in science and nature in the first place because I didn’t have a computer or television or anything, actually I still don’t have television, and so I think I used nature as entertainment.” Home schooled until Grade 10 by a mother who has a PhD and a father with a master’s degree, Daust said he now takes a couple courses at a local high school, one of which is musical theatre. Daust said he loves chemistry and physics and would love to have a career in either specialty but will take a gap year after graduation, get some work experience and then decide what to do.

January 15 – Greater Trail is well represented at the Senior men’s and women’s provincial curling championship after Kimberley’s Tom Shypitka rink with second Don Freschi and lead Bill King won the Kootenay regional playdowns on the weekend, with third Fred Thompson of Nelson. On the ladies side, the Teresa Hiram rink with Trail’s Rose Beauchamp as third, and second Rhonda Lee Bedard also from Trail joining lead Cindy Pettapiece as the qualifier for
the provincial championship. 16 – Ryan Edwards joins the Beaver Valley Nitehawks after sitting out a 30-day suspension for leaving the Trail Smoke Eaters. The Selkirk College Saints men’s hockey team sets the most consecutive wins record in the BC Intrecollegiate Hockey League with 13, in a 4-3 victory over Simon Fraser University. 22 - Trail native Trevor Johnson captained the Vallpellice Bulldogs to the Coppa Italia last week, the Italian national ice hockey championship. Brent Baltus of the Trail Smoke Eaters receives the Most Valuable Player award for the Interior Conference after a season where he scored 24 times, and added 28 assists for 52 points. 14 – Smoke Eater coach Bill Birks signs a one year contract extension with the BCHL team after doubling his number of wins from the previous season. 15 – The Beaver Valley Nitehawks fall to the Castlegar Rebels 5-4 in double overtime of Game 7 in the KIJHL Neil Murdoch division final. 19 – The Selkirk College Saints hockey team triumph in the final of the BCIHL championship against SFU winnng the best of three series with 2-0 and 3-2 victories at the Nelson District Rec Complex. 22- Pride Gym Fighters take home 16 medals including eight gold from the Tiger Balm International tournament in North Vancouver. 26 – Former Philadelphia Phillies prospect Chris Kissock signs with the Winnipeg Gold Eyes of the American Association of Baseball League. - Over 120 skiers hit the slopes as Red Mountain hosted the U16 Slalom and Giant Slalom provincials. 27 – Macy Verigin wins double gold at the Zone 1 and 2 Karate B.C. Provincial qualifier in Penticton.

Dear Annie: I am a woman in my 60s and have been married to my second husband for more than a year.

There are always two sides to every story. My wife and I have been married for 16 years. While we were dating, she was sexually aggressive, experimental, provocative and playful. Now the story is different. Of course, with the children around, sex requires planning. But when I began going to bed early, she started going to bed late. When I went to bed late, as instructed, she went to bed early and “wasn’t in the mood.” Sessions with three different psychologists ended the same way. In each case, she said, “I don’t want to go back. I am being picked on.” I’ve tried asking what I can do differently to
make her happy, but she has no suggestions. Now she finds fault with everything I do. Two years ago, I developed erectile dysfunction. The prescription drugs work fine, but her lack of interest means the last bottle of Viagra
