Charbonneau still in the court system AUTUMN MacDONALD Observer Reporter Alan Charbonneau, facing charges of possession of child pornography and access of child pornography, was back in court this week. Charbonneau, along with Jason Chukra, was arrested in March of 2009 after policing partners across Canada carried out the largest ever co-ordinated investigation into Internet-facilitated child sexual abuse in the country. The investigation, dubbed “Project Salvo”, was coordinated by the National Child Exploitation Coordination Centre and developed in conjunction with its domestic policing partners. The investigation focused on users that would meet other like-minded individuals and exchange child sexual abuse images online. In British Columbia, members from the Integrated Child Exploitation Unit (ICE), Technological Crime Unit, RCMP detachments from Richmond, Surrey, Langley, Burnaby, Prince George, Quesnel, Fort Saint John and municipal police forces from New Westminster, Abbotsford, Delta, Victoria and Saanich executed search warrants for child exploitation related offences. In Quesnel, two separate search warrants were executed by BC ICE with Quesnel RCMP assistance and RCMP Tech Crime Unit. Two men (Chukra and Charbonneau) were arrested for child pornography related offences. Chukra, 39, was sentenced to three months in jail and two years probation for access of 879 photographs and 92 films consisting of child pornography in February of 2011. In all, Project Salvo netted 15 arrests. Here’s the breakdown: • In Abbotsford, two separate search warrants were executed by Abbotsford Police Department. One man arrested for possession of child pornography. Charges were recommended to Crown Counsel. • In New Westminster, one search warrant executed by New Westminster Police Department. One man arrested for child pornography related offences. • In Richmond, one search warrant executed by Richmond RCMP. One man arrested for child pornography related offences. Charges were recommended to Crown Counsel. • In Burnaby, one search warrant executed by Burnaby RCMP. • In Langley, one search warrant executed by Langley RCMP. One man arrested for child pornography related offences. • In Fort Saint John, one search warrant executed by BC ICE with Fort St. John RCMP assistance and RCMP Tech Crime Unit. One man arrested for possession of child pornography. Charges were recommended to Crown Counsel • In Prince George, one search warrant executed by BC ICE with the assistance of Prince George RCMP and RCMP Tech Crime Unit. One man arrested for possession and distribution of child pornography and released on conditions. Charges were recommended to Crown Counsel. • In Colwood, one search warrant executed by Saanich Police Department. One man arrested for possession and making available child pornography and released on conditions. Charges were recommended to Crown Counsel. • In Victoria, one search warrant executed by Victoria Police Department. One man arrested for child pornography related offences. Charbonneau is back in court Jan. 20.
