He pointed out some of the rates had to be increased by 12 per cent in recent years.

“Where is this all going to end for the taxpayer? We try to keep our taxes as low as possible. How much is New Westminster contributing to the increase, two to three per cent?” said Harper.

manageable and people got used to it. But this spike has really alarmed people and that’s why people are rattled by it,” said Brett.

“The livability of that area has gone down because they feel a certain amount of stress. Anxiety

is something that is hard to measure, but when you hear these trucks that are so large, so loud that the sound is so pervasive it creates a sense of unsettling feeling that is there all the time, they can’t get away from it.”

Brett added that while the truck traffic is the immediate concern, there’s also worry about commuters using the neighbourhood’s side streets to avoid backups on Royal.

He noted the safety

Man arrested, now police need to find the victim A 47-year-old New Westminster man was taken into custody for a sexual assault on SkyTrain, but Transit Police need to find the victim.

A release from Transit Police said a woman in her 20s got off at the Broadway Station at about 7:30 p.m.

Nov. 13 and told a SkyTrain attendant she’d been sexually assaulted on the train and identified the suspect, who was still on the train. The attendant got on board and kept an eye on the suspect until the Transit Police could board.

They took the suspect, who was previously known to police, into custody at the Patterson Station in Burnaby, but by then the victim had resumed her journey without giving a statement.

The victim is described as black and well dressed in alldark clothing.

Transit Police would like her to call them at 604-515-8300 to speak to investigators, who are also interested in talking to anyone who might know who the victim is or witnessed the incident.

Open house to discuss proposed energy system in Sapperton A proposed low-cost energy system to serve Sapperton will be introduced to the community at an open house next Thursday.

The City of New Westminster is exploring the possibility of introducing the system in conjunction with the redevelopment of the Royal Columbian Hospital. Locating the energy centre at RCH or in the Braid industrial area are being considered.

The renewable energy options being considered are a system where heat is extracted from Metro Vancouver’s nearby main sewer line, and wood chip combustion that would utilize filters to reduce emissions to very low levels. The latter is being considered only for the Braid site.

Warrant issued for man’s arrest New Westminster police have issued an arrest warrant for Howard Solomon O’Soup, 36, of no fixed address.

O’Soup is a suspect in a break and enter that occurred at an apartment on 11th Street on Oct. 15.

He also has another outstanding warrant for a break-in elsewhere in the Lower Mainland in March.

O’Soup is described as a First Nations male, five-foot-10inches tall and weighs approximately 200 pounds.

He has short black hair and brown eyes.

Recently laid-off New Westminster school district educational assistants were let go because the enrolment numbers weren’t high enough—not because it is in a deficit situation, according to the school board chair.

Alarm was raised on social media last week about three assistants losing their jobs at New Westminster secondary. Michael Ewen said some assistants for the district’s alternate and aboriginal programs were laid off because student numbers were down, leading to a reduction of about $700,000 in funding from the province. The education ministry determines funding to districts based on enrolment as of Sept. 30 every year.

“That’s just normal fluctuations,” said Ewen.

“These things come and go. We don’t know exactly why there are fewer kids this year, but we don’t think it has anything to do with the budget, at least we don’t think it does … That sort of thing is just normal business, but I guess people have a heightened interest now.”

On Tuesday, the board discussed policy changes to special education which was heavily hit by budget cuts and layoffs of assistants prior to the school year. Ewen said it’s only bringing the policy in line with the ministry’s protocols. He insisted it does not stray from the district’s belief in integrating students with special education needs into the student population and it does not mean they will

be segregated despite speculation to the contrary.

“There’s a delightful rumour out there that this is the end of integration,” said Ewen. “It doesn’t appear any amount of information from anybody is stopping [the speculation].”

Earlier this year, the board cut more than 40 fulltime positions to balance the 2013-14 budget. Ewen said so far this school year the district believes it is on track to meet that budget even without profits from the district’s overseas business company and international education program.

“That’s not available to us. We’re not able to suck it up any more,” said Ewen.

Trustee MaryAnn Mortensen is worried about the effects the staffing adjustments, including the recent ones, are having on the district.

“I’m hearing a lot of stress throughout our school district from staff, from parents. It’s very concerning. I know our senior management team is providing options that provide as little impact as possible on our classrooms, but I’m hearing there is concern,” said Mortensen. “It’s not a good time for anybody. I don’t hear fear mongering so much as I hear fear. The concern is real, and we have to find a way to speak to that without giving people the bare reality we’re in a deficit this year and we have to pay it back this year.”

The provincial government has told the district it doesn’t have to start paying back its accumulated deficit of $4.5 million until the 2014-15 school year. Mortensen wants the district to look at the broad picture and not take away funding from various programs here and there to balance the bottom line.

Bucks and votes One thing that the circus at Toronto city hall has done is raise awareness about the role and importance of civic government — especially what happens when government doesn’t function.

Most of the time, people couldn’t care less about who runs city hall unless their garbage pickup is late or mishandled.

Voter turnout is typically abysmal — less than 25 per cent of eligible voters typically participate in municipal elections.

Half the time, people couldn’t tell you who a local councillor is and that’s a shame. By giving up their vote, the electorate hands over the job of electing people to special interest groups such as unions and developers.

Could this situation be addressed? Possibly, if civic campaigns were more open, affordable and accessible. It could be argued that voters tune out from local elections because of the sheer size and complexity of the campaigns. They may feel a certain distance from the process, believing it’s best left to others with deeper knowledge — or pockets.

To make civic election campaigns more affordable, the provincial government is looking at implementing a cap on election expenses. This is certainly one issue worth considering.

Currently, election expenses are posted online well after the election but if people really want to know who is buying their candidate’s vote, they should be able to get that information as soon as the cheque is cashed. Unfortunately, this isn’t being considered, nor are caps on campaign contributions because the government says expense limits would be more effective than contribution limits in promoting participation in the election process.

Anything that can make civic elections fair, open and transparent will be a good thing because we shouldn’t need a drug-addled mayor and shoving matches in council chambers before people care.

A peek into Realm of Hyack’s future The controversy surrounding the future of the Hyack Festival Association has dominated local news in recent weeks, and for now its future is still in limbo. How will it all pan out?

Thankfully, we here at the NewsLeader have something called the Future Archives, a fabulous new technology that lets us see the future, today.

MAY 15, 2015 NEW WESTMINSTER—An historic occasion was marked today in the city of New Westminster, met with cheers on one side, disappointment on the other.

The Royal Realm of Hyack received official recognition from Victoria, the culmination of a year-long quest to secede from the rest of New West and establish its own territory, complete with its own currency, legal and education systems, and police force.

“At last, the long-held dream of many has been successful,” said Queen Victoria who, along with her husband King Albert, made the transition from

This week’s surprising sequence of events dates back to a rift within Hyack in late 2013.

At the time, an upstart group challenged some key traditions of Hyack, and wanted to change it into an organization that had clear policies, transparent bookkeeping and accountability to the taxpayer. Although Hyack was also threatened for a time by troublemakers in City Hall who not only asked for an audit but even went so far as to pull funding, Hyack’s core followers held steadfast in their convictions.

presidents surrounded Hyack offices with hoarding and proclaimed their intention to seek independence and official status.

Today, a drawbridge spans a moat on Queens Avenue, providing access to the Royal Realm. In total, the territory covers about half an acre, encompassing an area of Queens and Sixth Street just steps from City Hall.

(During the tense early weeks of the territorial dispute, the cannons outside City Hall were repositioned to intimidate.)

Just outside the Royal Realm of Hyack is the Lawyers’ Village, which was established on the fringe of the Realm just weeks after the hoarding went up, providing services to both sides in the dispute. The Village has quickly become overcrowded and suffers from poor sanitation, but its GDP is poised to eclipse Switzerland’s.

Residents in the Royal Realm (pop. 18) begin each day with an Anvil blast, which has sparked some complaints in the nearby Quayside neighbourhood.

carriage, followed by the Hyack float with three past Hyack princesses (‘62, ‘71 and ‘74).

Six men have been knighted and named to the Royal Guard, which acts as the Realm’s police force, and don suits of armour while on duty.

(In an aside, the industrious citizens of Hyack have just completed a high school, and the school district is currently in negotiations to send students there in September) Sunday in the Realm is Maypole Day—using streetlamps and bungee cords—and the dance begins at noon and concludes at 4 p.m. or whenever everyone is too tuckered out to continue.

The timing of today’s announcement coincides with the beginning of Hyack Realm Week, a month-long festival during which the Realm will receive delegations from hubs in Washington state as far flung as Wilbur, Oso and Spangle.

Outside the Realm, in the city of New Westminster, former Hyack traditions are not dead.

The Anvil Battery Salute and May Day at Queen’s Park continue to be celebrated.

Although the mayor mourned the loss of a piece of land in the centre of the city, there has been a silver lining to the creation of the new monarchy.

“We were on The Daily Show with Jon Stewart again last night,” said the mayor, “and while we may be seen as a bit of an oddity, it seems to be bringing in the tourists.”

Although the Hyack Realm has been functioning independently for several months, official recognition from the Legislature has real meaning, says King Albert.

“Today marks a triumph of tradition over progress, continuity over evolution,” he said, waving his sceptre toward the sky.

“In seeking inspiration to create this new land, we have turned our gaze inward. And there we shall remain.”

Shortly after being laid off he applied for EI. He found out a few days ago he was denied as he had not worked the minimum hours needed to qualify.

In short, we have no money coming in and are quickly running out of savings.

Recently, we went to Sunquest Mobility on Sixth Street. We had previously rented Anthony’s wheelchair there and were about to return it.

We started chatting with the store worker and got talking about our situation. She told us they rent walking boots and canes. I asked how much it was to rent monthly and

she started doing the calculations but said she’d like to talk to her boss before giving me a total.

Just then the owner walked in the door.

After she relayed what I had told her about our situation to him he said they would figure something out. He grabbed a boot from up top, explained there were some defects that made it unfit to sell, so we could have it.

He then grabbed a cane and said we could rent it for no charge.

They took my information and entered it into the computer and said they would call me in a month to see if I needed to renew the rental of the cane.

I left that place with my daughter in hand with tears in my eyes.

Somebody finally has given us a break, and has a kind enough heart to help us out in our darkest times.

My husband, Anthony Andersen, broke his leg at work at the end of September.

He worked at a desk job and just did a small hop on his way back to his desk and twisted his leg, breaking both the tibula and femur bones.

Homeless Partners is looking to connect local homeless people around the globe with their communities.

The local volunteer organization has launched a fundraising campaign to expand the number of communities and shelters it serves through its website www.homelesspartners.com.

The site was launched eight years ago to create a personalized connection between the homeless and others in New Westminster, Vancouver and the North Shore. They were able to

tell their stories of how they became homeless, or the challenges of not having a place to call home, as well as their Christmas wish list and members of the community could pledge a gift and personal card of encouragement that would be delivered to them at their shelter.

“Watching the joy on the faces of people at Christmas time getting their wish list of their little essentials, and how they react when reading the notes that accompany these gifts, is incredibly touching,”

said Karen O’Shannacery, the executive director at Lookout Emergency Aid Society.

Since 2005, more than 6,700 gifts have been pledged.

But the effort to take that program global requires a new, more complex website. The group hopes to raise $10,000

by Nov. 20 to acquire the software that will be used by a team of programmers to design and build the new site in a three-day coding marathon Nov. 22-25.

New Westminster council has agreed to explore trying to find a low-cost way to bring back a pedestrian crossing across Stewardson Way at Grimston Park.

The crossing was eliminated when the provincial government rejigged the north end of the Queensborough Bridge a few years ago and the province determined it couldn’t justify an overpass.

Earlier this year, the West End Residents’ Association raised reopening a crossing or building an overpass because people were dangerously jaywalking across the busy thoroughfare because the proper crossings were too far away.

The city’s advisory committee for transit, bicycles and pedestrians took up the cause at a meeting in September recommending New Westminster explore a low-cost overpass or an at-grade pedestrian connection. On Monday,

council agreed to have staff investigate finding an option that might work.

Coun. Jonathan Coté, who chairs the committee, said its members weren’t asking for a commitment on a project, just for the city to take another look at it.

Mayor Wayne Wright said when it was discussed years ago all the solutions seemed to cost in the millions of dollars, but Coun. Bill Harper said finding another way to make it happen is worth pursuing, especially if the city can get funding elsewhere.

“Certainly it’s needed, there’s no ifs, ands or buts about it,” said Harper. “We need to clarify if some of the funding still exists. There’s certainly a need for it, the only question is, is there enough money for it.”

Coun. Chuck Puchmayr said he’d like to see the city put in more crosswalks and make sure they’re safe by installing flashing lights and are well lit, and that wish list would apply to a Stewardson crossing.

“It sure is better than what exists because people are crossing right now and putting their lives at risk,” said Puchmayr.

HandyDart trip denials soaring: report TransLink disputes claims, says taxi shift working well Jeff Nagel Black Press

A union-funded study is blaming TransLink for a seven-fold jump in the number of HandyDart users denied trips over the past five years and warns the situation is set to get much worse as the number of older seniors grows.

The report by transportation planner Eric Doherty says the number of HandyDart trip denials doubled last year to 37,690 and that number has skyrocketed from less than 5,000 in 2008.

The number of seniors over 70 is growing at more than two and a half times the rate of growth of

the general population, it warns, rising by an expected 40 per cent over the next decade.

But without approval of new funding for TransLink, the HandyDart budget is expected to remain frozen for years to come, leaving the custom transit system increasingly unable to meet demand.

Doherty’s report, on behalf of the union representing HandyDart drivers, argues TransLink is inappropriately attempting to force more custom transit users who have disabilities onto regular transit.

It warns allowing service to deteriorate will isolate vulnerable HandyDart passengers without access to transit.

It’s the latest volley

from the Amalgamated Transit Union in a running battle with TransLink officials after they contracted out all HandyDart service to MVT Canadian Bus. Also enraging the union was TransLink’s decision this year – after urging by auditors – to use cheaper taxis to provide more trips with the same amount of money. The shift of 15,000 service hours or two per cent of the total to taxis meant layoffs for a few HandyDart drivers and a drop from full-time status for some others.

separate the sewers on their property. Currently only new construction and homeowners who do more than $100,000 over five years are required to separate their lines. That has led to growth areas like Queensborough and Victoria Hill getting new mains and updated pump stations, but getting the rest of the city involved is a tough sell.

“It is a jurisdictional conundrum, I know, but there is a movement within the province and region to passing legislation to entice residents and business owners to separate,” said Dobrescu.

Water rates will go up six per cent, about $24 a household.

That will bring in about $10 million in revenue with $6 million to buy water from Metro Vancouver.

“We require significant capital investment in the region which results in increased costs in the Metro Vancouver region,” said Dobrescu.

Another $3 million will go toward capital projects for replacing and adding to the utility’s infrastructure.

In 2014, the city is expected to

spend $4 million for such things as replacing aging watermains and installing new zone meters.

“We’re improving infrastructure but it’s still a challenge,” said Dobrescu.

Coun. Chuck Puchmayr said although sewer and water are costly utilities, and there is a need to replace infrastructure, the federal and provincial government have to come to the table instead of downloading the costs onto municipalities.

So he’d like to see the city hold some money back.

“I’m a little concerned about [New Westminster] accelerating the capital reserves,” said Puchmayr. “I would like to see us reduce the capital reserves until we get an idea of what’s coming from the senior levels of government. We might get something that would alleviate some of those costs in a year.”

Electrical rates are to increase an average of seven per cent to pay for the electricity supplied to the city’s utility by BC Hydro and debt repayment for New Westminster substation upgrades.

The sewer rate is rising the most, 8.5 per cent, because Metro Vancouver is charging more to pay for rising costs for treatment and capital investment in infrastructure, according to a report to council. New West will be using $8 million of its $19 million in revenue to fund sewer rehabilitation and separation in 2014.

The city has budgeted $8 million of its sewer budget for capital projects including setting aside money to pay for the long-term replacement of its aging sewer infrastructure.

That includes a long-term commitment to separate storm and sanitary sewers. Utilities manager Catalin Dobrescu told council the city is allocating about $1.5 million a year toward the project which pays for less than two kilometres of pipe. New West, he said, still has about 140 km to go.

He added sewer separation must also proceed on the private side, and more must be done to entice property owners to

Audi’s road ahead paved with more than good intentions 2014 Audi A3 Cabriolet/S3 MONACO: Over the next 12 months or so, consumers are going to be treated to an onslaught of new entries into the premium market. Not to worry, the next wave of German sedans and convertibles are of a more affordable nature.

Recently Mercedes Benz introduced their all-new CLA 250 at an eye-popping price of just $34,000 for a sleek and sexy sedan. Next year we will see the introduction of BMW’s new 1-series and 2-Series sedans, coupes and convertibles. Audi has been ahead of the curve as they helped pioneer this entry-level segment with the original, the A3 sportback, sold in Canada for years. The all-new Audi A3 sedan will arrive in March of 2014 and the convertible and more powerful S3 sedan will arrive in the fall of 2014. This week I had a chance to drive both the convertible and S3 in Monte Carlo, a full year ahead of their introduction here.

Audi is one of the fastest growing premium brands and a big part of that is the variety of cars they offer. Unfortunately, we will no longer get the sportback, but the fact we get the rest of the line of A3s is exciting for buyers.

Looks The A3 is built off a shared platform with VW called MQB. This platform was a significant investment for the VW group as it is lighter, bigger and stronger than the last Golf platform and provides a sturdy basis for the A3 Cabrio and S3. The new Cabriolet is 60kg lighter than the outgoing European model, yet the wheelbase is longer and the interior room and trunk more ample. It could be argued that Audi is building some of the most attractive cars these days and these smaller products still convey the same sense of power and solidity that the bigger products portray. The S3 is especially forceful with a 15mm lower stance than the A3 sedan. Driving to cut Big Oil profits ‘‘

They should just call the 2014 Honda Accord Plug-in Hybrid Sedan the Gas Miser.

The car is here for market testing right now but surely, it will see production next year and arrive in dealerships later in the year.

And when it does sell your shares in Big Oil. It only sips gas by the spoonful; how else do you account for an easily achievable 4.1 L/100km combined city/highway fuel economy rating?

Drive gently around town and you can purr along in all-electric mode for between 20 and 28 kms depending on road conditions.

You won’t achieve that all at once, unless it’s the dead of night on a flat road, without any other traffic and green lights all the way.

However, it is estimated that if you achieve that 20-plus all-electric ride during a 100 km journey, the power unit will consume electricity/gasoline at an equivalency of around 1.6 L/100km.

In truth, it’s hard to put a real life meaning into that number but it is useful when comparing with other similarly equipped cars.

But when you look at that number and the low gas/hybrid combined fuel performance, which enables you to journey 800 kilometres on one tank, it does plant the notion in one’s head that plug-in hybrids are the way to go for a while before we reach hydrogen fuel cell nirvana.

The car is powered by Honda’s first two-motor hybrid system, and uses a new, delightfully named, Earth Dreams 2.0 litre i-VTEC 4-cylinder engine producing 137 horsepower, teamed with a powerful 124-kilowatt (kW) electric motor.

The 2014 Honda Accord Plug-In Hybrid Sedan is here for market testing, and is proving to be a real gas miser.

Electric driving is supported by a 6.7 kilowatthour (kWh) lithium-ion (Li-Ion) battery, and total system output is 196 horsepower.

If your eyes glazed over at the obligatory statement of power unit specifications, join the club!

Fuel economy interests me more.

Like every other car with green aspirations that I have driven, it coaxed me into a little competition with myself every time out to achieve maximum fuel efficiency.

It’s fun to select EV mode and pull away in the morning in silence, operating as a pure electric vehicle.

Even in stop-and-go traffic, it works well, the regenerative braking keeps topping up the battery.

As the speedo creeps up the gas engine kicks in quietly and smoothly.

If you select HV mode it operates as a conventional hybrid.

I drove a production version of the Ford Fusion Energi a few months ago, which is similarly equipped and impresses equally with its infrequent need to visit the pump.

The plug in Toyota Prius is another contender for the green dollar.

The Ford is probably the nearest equivalent and sells for around $35,000 so that will be the sticker price to beat.

Furthermore, it doesn’t always start by going from dealership to dealership.

In fact, most people have access to the Internet, so they’re doing their research beforehand, prior to even leaving their home and finding themselves on a dealer lot, or with glossy brochures in hand.

When they get to the dealership, that’s when it becomes real.

You take the car for a test drive, fall in love with it or walk away from it.

When you find “the one” then comes the time to sign on the dotted line.

But before you seal the deal, it’s time to negotiate, unless you’re happy with the price given.

For women, this can be an even more intimidating process. Getting through the dealer’s door is just the first hurdle they feel they have to overcome.

But for Vijay Jeyapalan, of Unhaggle (www.unhaggle.

com), which helps Canadian car buyers get the best price on their new car by getting dealers to compete to offer the lowest price – he’d argue that women are better negotiators than men; an idea that challenges societal norms when it comes to car buying.

Jeyapalan says, “Before stepping into the showroom or test-driving a vehicle, most women are recognized to have done their homework and pre-purchase preparations. This advantage allows them to properly assess what they want upon arrival and ask the necessary questions to advance the car buying process.”

His point centres on the notion that when you know less, you prepare more.

With all the tools out there, it’s not as difficult or as time-consuming as it has been in the past. Sites dedicated to women and automobiles are there to assist, as well as female car reviews, lifestyle writers, mommy bloggers and more.

He adds that women don’t mind shopping around, browsing at various products, taking the information and then contemplating it. They aren’t always in a hurry to buy right then and there.

“Many are convinced that the forceful tactics men

use during negotiations are actually working against them in car buying situations. Men tend to focus on status and act upon superiority, which is a poor way of negotiating.

“While the man says, ‘Take it or leave it,’ the woman might be more collaborative and willing to compromise—thus making them better negotiators. Listening is the key, not aggression and intimidation.”

He goes on to say that, “Women understand that a common ground is usually the best platform for a fair negotiation. Empathy plays a large role in that regards.

Being able to view the situ-

ation from another person’s perspective doesn’t necessarily create an advantage, but it does allow the person to understand why they aren’t getting the upper hand.”

Statistics show that more women are making car purchases than ever before.

Granted they might not be experts when they walk in the door, but they generally know what they want.

Each year the ensemble grew until it was doing up to 15 concerts in 12 cities in Western Canada and the United States during the three weeks leading up to Christmas. Winter Harp has released 12 CDs and did a television special.

The Vancouver Welsh Men’s Choir teamed up with Winter Harp in 2006 for a Christmas concert at the Massey Theatre and it has become an annual tradition.

“What a beautiful concert it is,” said Pappajohn. “Here

you have the harps and flutes and all the instrumentation of Winter Harp combined with a choir of some 80 men.

The result truly is spectacular.

Decorating and dazzling your home for the holidays

Holiday decorations are multiplying in the malls and Christmas carols are already playing on the radio. Festive parties are being planned, and it’s time to start considering how you’ll be decorating your home.

If you’re looking for inspiration, the West Coast Christmas Show at Abbotsford’s Tradex will offer plenty of it. As one of

Western Canada’s largest holiday season shows, it won’t be hard to find what you’re looking for and maybe learn some new tricks for making your home sparkle.

One of the biggest trends in holiday decor this year is nontraditional colours.

“Everyone knows of the classic Christmas colours: red, green, gold,” says Sarah McNeil, designer at Fluff Design & Decor. “This year, we’re going to show you some new ideas.”

Fluff Design & Decor is one of the main stage presenters at this year’s show.

“You need to keep it simple,” says McNeil. “Everyone

has seen a house where ... it looks overdone. Less is more.”

“Everyone is so busy during the holiday season and it’s easy to get overwhelmed or go overboard,” says Leanne Droder of Clayfun Creations. “For years I went crazy decorating for Christmas and it would stress me out if I didn’t get it all done, ... Once I started concentrating on the things that meant the most to me or I truly loved, then decorating became something to look forward to again.”

Flowers are always an integral part of any holiday display, whether it’s a poinsettia or a contemporary table centrepiece.

“When you’re looking for a poinsettia, make sure it has a nice, deep, rich colour and lots of leaves,” says Tony Hui of 99 Nursery and Florist. “The leaves should be dark green. If the leaves are yellow and the berries fall off, that’s a stressed plant.”
