SCHOOL DISTRICT BUDGET WOES

Closures coming?

Trustees facing tough decisions early in 2014 LISSA ALEXANDER reporter@pqbnews.com

Big changes are coming for the local school district and a meeting Thursday was meant to start that conversation with the public. Tasked with finding $2 million in savings over the next three years, local school trustees will have to make a decision in January in order to affect this year’s budget, and it could mean school closures, amalgamation, or reconfiguring schools. Trustees will be presented with a report that will be based on meetings, public and otherwise, scheduled in the next two months. Only one community member showed up Thursday night to what the district dubbed ‘Toward a Future for Schools Conversation,’ along with some district staff, trustees, a reporter and a staff relative. That community member was Scott Tanner, a town councillor in Qualicum Beach. It was the first meeting relating to budget, enrollment, facilities and programs/services in a series of meetings hosted by the school district. District staff will work on the report, instead of having outside consultants come in, and acting superintendent of schools Rollie Koop will present it to the board by January 21. A decision will be made by trustees by January 28, whether they decide to act on the recommendations or not. At that point a 90-day consultation period would begin. That would take the board to April 29 and at that point the board would act on a potential motion. See WAGES, BENEFITS, page A5

MLA seeks infrastructure cash JOHN HARDING

editor@pqbnews.com

The provincial government will consider including the Parksville Qualicum Beach region in a program that doles out millions of dollars annually to tourism-reliant communities for infrastructure programs. Currently, the region is not part of

the B.C. Resort Municipality Initiative, a fund that was split between 14 communities last year. When she campaigned in Parksville in April, Premier Christy Clark was asked if that might change. “I would be happy to sit down and talk to them about that,” the premier told The NEWS. “This community has

all the characteristics of any great resort around the world.” Parksville-Qualicum MLA Michelle Stilwell was asked recently about any developments. “I am happy to take this issue forward to government on behalf of municipalities,” said

Green Party MLA here Wednesday

The local group Communities to Protect Our Coast is hosting their major event of the year this Wednesday at the Parksville Community and Conference Centre. Standing Up For Our Coast will feature a number of speakers, including satirist and musician Todd Butler and Oak Bay Green Party MLA Andrew Weaver, a member of the Nobel prize winning UN Panel on Climate Change. CPOC was formed to inform people about the environmental risks of oil tanker traffic. The event is free but donations will be greatly appreciated. Activity starts at 7 p.m. this Wednesday, Nov. 20. RCMP warn residents about scams Oceanside RCMP say they have received a number of similar fraud complaints recently. Police say one thing that is consistent is that the victim receives business mail that looks very legitimate and contains a cheque. The recipient (victim) is asked to deposit the cheque and then purchase something or send money. The scam may ask that you send half the money back or use the cash to purchase pre-paid credit cards that you use to be a mystery shopper. Police suggest if you receive a cheque in the mail, and the company or business asks you to cash it and take some form of further action, you are being victimized. — Submitted by RCMP

ANNUAL SALMON TOSS

Nourishing the land The project increases the nutrient value of the soil LISSA ALEXANDER reporter@pqbnews.com

Nearly 30,000 pounds of Chum salmon carcasses were deposited at local tributaries last week. It was the annual salmon toss, a project of the Qualicum Beach Streamkeepers, and it involved volunteers gathering up surplus salmon carcasses from the Little Qualicum River Fish

Hatchery and taking them to the headwaters of the local tributaries. The project increases the nutrient value of the soil, nourishes the aquatic environment and generally enriches the vitality of the river system. The group went to seven drop-off points within the watershed at Whiskey Creek and Little Qualicum River. Streamkeepers works under the direction of the federal Department of Fisheries and Oceans, which assisted by renting the truck, while local volunteers with Streamkeepers carried out the work.

tailers,” she said. “It’ll be a good way to do some early Christmas shopping,” she said pointing out it will also be helping out the local facility. The event will be held at Thalassa Restaurant at the Qualicum Beach Memorial Golf Course Saturday, Nov. 23 with the browsing starting at 5 p.m. and dinner at 6 p.m. Tickets are available at the SPCA shelter, 1565 Alberni Highway, open Tuesday through Saturday from 9-4:30 and at both Mulberry Bush Book stores. Koop said the challenge facing the district is trying to continue to provide high quality learning, which was identified in the nearly-complete strategic plan, while dealing with declining enrollment. In the province schools get funding per pupil, and even with funding protection that means the district will see 1.5 per cent less funding each year. A common misconception held by residents in the province, and what that provincial government maintains, is that there is more money than ever before in the education sector, and less students, so districts should be able to cope, Koop said. But that’s not the whole truth, he suggested. “The unspoken piece of that is our costs are increasing exponentially, and the dollar doesn’t go as far as it did a year ago.” Although the local school district has managed to balance its budget in the past, it is becoming more difficult every year, and Koop and Secretary Erica Bailey suggested what has worked in the past will no longer suffice. Currently the district is spending $583,000 more a year than it is bringing in, said Bailey. Ninety per cent of expenditures in the district go to salaries and benefits and the 10 per cent left over makes things tight, Koop said. “So it’s no longer what can we cut, we’re not at that point, it’s what are we going to choose to spend the dollars on,” Koop said. Enrollment in the district was at its highest in 1999 with 5,629 students, while current enrollment sits at 3,960. Projections show that enrollment will continue to decline until 10 years from now, in 2023, when enrollment will closely match what it is today, and then continue to rise. The problem is the same amount of schools that were being used in 1999 are being used in the district today, so schools aren’t using anywhere near their capacity, a number of them using only around 60 per cent. Although when faced with school closures, some districts close facilities that are past their useful lives, Koop said, this district doesn’t have any of those. “In the last review there were two schools that required some upgrades, both of them have received significant upgrades,” he said, adding, “we’ve got great buildings.” Attendees at the meeting on Thursday broke into smaller groups and discussed concerns and made suggestions about the topics. Some ideas that came up to save or make money included sharing space with other agencies, cost sharing with municipalities and renting out facility space to the community. Concerns included making changes in the district while maintaining services to students, and whether distance learning is better for students or simply saves money. The next Toward a Future for Schools meeting takes place at 7 p.m. Dec. 12 at Oceanside Middle School and the topics will shift to teaching and learning.

“Minister (of Jobs, Tourism and Skills Training, Shirley) Bond has offered to have one of her senior officials to sit down and review the criteria with both myself and our community if they are interested. The criteria to meet the threshold are very rigorous, but I will continue to pursue the issue.” Parksville Qualicum Beach Tourism Association executive director Blain Se-

pos said money from this fund would provide the area with a boost. “As tourism is our region’s top export, our local governments don’t have an industrial tax base as many other Island/B.C. communities,” said Sepos. “The Resort Municipality Initiative (RMI) could make funds available to improve visitor-focussed infrastructure such as parks and beaches, streetscapes, and sport facilities. RMI may

also allow for investment toward culture, festivals, skills development, and research. Investments such as these improve the visitor experience and encourage more people to visit. They also make the community a better place to live.” According to a B.C. government website, since 2007, the RMI has invested $61.7 million “to support the unique challenges and opportunities faced by

smaller resort-oriented municipalities.” The 14 municipalities that participate in the RMI program are Fernie, Golden, Harrison Hot Springs, Invermere, Kimberley, Osoyoos, Radium Hot Springs, Revelstoke, Rossland, Sun Peaks, Tofino, Ucluelet, Valemount and Whistler. In December of last year, the province announced $10 million in funding through the RMI to those communities.

officer and acting chief administrative officer John Marsh. Project manager Walter Hooglund introduced his steering committee and architecht Kim Johnson to the crowd. He also spoke about the project’s timelines. “We are hoping to go to tender in April (2014) and start building in May,” said Hooglund. “In the following May or June (2015) we will have the building standing there and it will stand there for 50 years.” Johnson took the crowd through the floor plans (see the town’s website, qualicumbeach.com, for details and a video record of the entire meeting Wednesday night). After about an hour of information presentation, it was the public’s turn to ask questions and make comments. Some questions were about the financing and others were about fuel and the fate of the

old fire hall in the downtown core. One member of the public seemed to sum up the sentiment at the meeting. “I am very satisfied we will be getting value for money,” said one man. “I think it’s a great project and we need to get it done.” The public also learned the town is seeking grant monies that may significantly reduce the taxpayer burden. After the meeting, Mayor Teunis Westbroek gave a thumbs up to the project. “I’ve been an enthusiastic supporter of a new fire hall for a lot longer than this (current) council,” said Westbroek. “The general feeling here tonight is we are getting value for our dollars.” Town council was scheduled to vote on a motion last night to endorse the preliminary design and direct staff to proceed with working drawings.

Compared to recent raucous gatherings in Qualicum Beach, this was a love-in. There was nary a negative word spoken about the project Wednesday night when the town hosted a public information meeting on a new fire hall that could cost the community $5.8 million. Approximately 100 people attended, with almost half of that number comprised of town staff, the fire hall steering committee, firefighters, local politicians and media. Those in attendance learned the total price (estimated between $5.4-$5.8 million) includes all of the costs associated with the project. That includes the cost of services (water, sewer, grading, roadways, etc) on the townowned site on Rupert Road close to the Memorial Drive roundabout, which could be $2 million on its own. Attendees also learned the town has no long-term debt and has been putting money aside for the fire hall for three years now. “That’s why we are able to take on this debt and manage it in a fiscally responsible way,” said the town’s chief financial

School closures the only option?

T

hey have saved on paper clips as much as humanly possible — the local school district now has to face the reality it may have to close schools. It’s not difficult to have some empathy for the local school board and district staff as it wrestles with a deficit of more than $2 million. They have zero control over so many of the expenses they must deal with every year. The provincial government’s response is clear. MLA Michelle Stilwell told The NEWS recently there will be no money coming from Victoria to cover District 69’s shortfall, which is a bit rich considering the contracts negotiated by the province are a big part of the deficit faced here. Stilwell told The NEWS the provincial government is watching every dollar it spends carefully and the local school district should do the same. Cold stuff. As acting superintendent Rollie Koop explained last week, 90 per cent of the district’s expenses go to salaries and benefits. Raise your hand if you believe the local unions will step out of the line set by their leadership and take pay cuts to help the situation here in Parksville Qualicum Beach. Stilwell says the B.C. Liberals are now dedicating more money per pupil than any government in the history of this province. The unions and others want the province to put even more money towards education (and health care, and skills training and, and . . .). When a family or business finds it can no longer operate at a certain level, cuts are made. Perhaps the family vacation is scaled back or the company Christmas party becomes a no-host affair. Thing is, all that’s left for the local school district is the closure of schools. Last time this possibility raised its head, there was an uproar (it’s important to note there were no, repeat, no members of the general public at the district-hosted public information meeting on this topic last week). Either the provincial government or the unions or both will have to change their positions. The local school district has done its job. Without some help from the outside soon, there will be school closures. The rest of the talk, study, report-creation and pleading is just posturing. — Editorial by John Harding

Letters PGOSA thAnkS On Oct. 24, more than 200 members attended the 20th anniversary celebration for the Parksville Golden Oldies Sports Association at the Qualicum Beach Civic Centre. The event was attended by charter members, mayors Chris Burger and Teunis Westbroek and The NEWS. Most of the charter members are now in their eighties. Amongst them is Peter Kucey, who was officially recognized by the mayors of both communities with special gifts and an acknowledgment of his contribution. Heartfelt gratitude and thanks go to staff at Quality Foods and Thrifty Foods for the beautiful presentation of the food, the Qualicum Beach Civic Centre staff for the set up of the hall, the anniversary committee members, all the various coordinators and volunteers who came out and helped make this event such a success. We want to say thank-you for all your hard work and dedication. Without volunteers, organizations would not exist. Lise BLack 20th anniversary committee (PGosa) Coombs

SAve the SeAweed A recent photo in The NEWS had a caption that began with the words ‘Power of the sea’ and if one looks closely at the wave breaking against the Qualicum shoreline one will clearly see that the first thing the power of the wave is hitting and tossing into the air is seaweed. This organic beach cast product protects our beaches from erosion during high-tide storm events and should be left in place, not commercially removed. Local gardeners

have used it for years to ad to the soil with great results. The Ministry of Agriculture was very wrong in issuing a license to allow commercial removal of this weed. It not only protects shorelines it also is a blanket under which sand small fish lay their eggs... which later become food for salmon and other species. There is a lot of science behind what goes on at our local beaches and the MOA has chosen to disregard it and DFO does not care. There is a public meeting at the Lions Way Community Center in Qualicum Bay on Nov. 27 at 7 p.m. hosted by MLA Scott Fraser and RDN representative Bill Veenhoff. Its time to talk about our disappeared eagles, herons and the awful mess being made by driving tracked vehicles on our Bowser beaches.

Recently, I wanted to mention two such wonderful donations and acknowledge just how generous and kind the residents are. Cindy from Cindy Threadworks donated three very large spools of thread and numerous pins for basting to our group. We received a very generous donation from Diane Upper from Bowser which came in the form of a huge roll of more than 18 metres of batting and two bolts of lovely cotton of more than 15 metres. This batting and fabric, along with what we have, will keep us going for another six months. Thank you so much from the bottom of our hearts. Oceanside is truly a wonderful place to live. Quilt dOnAtiOnS I am a member a group of quilters in the Oceanside area who provide hand-made quilts to people with cancer. These quilts are gifts. No cost is ever passed on to the quilt recipient or to the person requesting the quilt. We are part of the group of quilters in Victoria that started in January, 2013. Since that date, we have delivered 22 quilts in this area. We are part of a national non-profit organization called Victoria’s Quilts, run by volunteers and no paid staff. We are constantly struggling to acquire the fabric, batting and backing and/or to raise money to buy the necessary fabric to continue to make these quilts and we have received many kindly donations from locals.

I am asking politicians and the B.C. Utilities Commission to respectfully represent B.C. residents who do not wish to have a smart meter installed on their premises and find BC Hydro’s opt-out fee choices financially injurious. I find it difficult to understand why fees are being added to accounts of customers keeping their old meter. Our rates have always included the cost of meter reading. Surely, the rates of those accepting a smart meter should decrease as meter reading is no longer a cost for those customers. This is an unauthorized rate increase. Where is the political oversight to protect the rights of ordinary families?

local business

It’s all about the customer service

The owner of Parksville’s Cha Ch’a Java finds service industry similarities across the spectrum AUREN RUVINSKY writer@pqbnews.com

It’s all about the customers. It may sound like a promotional line but the owner/ operators of Cha Ch’a Java in Parksville say they got into the business and stay in it because of the people. “If you want to get to know people in a town, open a coffee shop,” owner Cam Evans quipped. Cam, his wife Melody and two sons Chris and George moved to town and bought the-then 10-year-old coffee shop in November 2009. “We knew we wanted to be in the area and we bought this place because we figured it could be the perfect place for two people to run,” he said. Melody has since had health issues related to being on her feet all day that stops her from working there, but both of their sons have worked in the shop off and on. Cam was born in Ontario

but raised in Alberta where Melody was from and they moved to Victoria and Vancouver before taking a fouryear detour through Ontario to end up back on the Island. They have always been in customer service, from auto-parts delivery with 80 drivers in Ontario, to a temp agency in Vancouver, and Cam said he’s found the skills transfer perfectly. “I guess working with customers is the same, just a different product,” he said, pointing to similarities in staffing issues and interaction with customers. He said the biggest complaint they heard before buying the shop was problems finding staff in Parksville, which he said hasn’t been an issue. “Obviously when we get people in Grade 10 or 11 they’re only around for a year or two and then there gone off to school,” he said, but other-

wise they’ve had a stable staff. Since taking over, they have expanded their food menu, with vegetarian lunches, and Evans said his is the only local coffee shop roasting its own beans, which they do in the industrial park. They also added a smoothie bar after noticing people, including themselves, driving to neighbouring communities for the treat. Aside from improvement to their Weld Street location, Cam said they don’t have any plans to expand or open other locations. With enough customers to go around, he said they’re happy to focus on their niche. He said they get a nice selection of regular customers and tourists who discover them during the busy summer months. Check them out on Weld Street just up from the Island Highway or get more information at www.chachajava.ca.

THURSDAY NIGHT IN QUALICUM BEACH

Moonlight Madness lights up the Village Santa will be available for photos LISSA ALEXANDER reporter@pqbnews.com

The spirit of Christmas will light up Qualicum Beach this Thursday evening during Moonlight Madness in the Village. The evening begins at 5:30 p.m. on Thursday, Nov. 21 at the Community Hall and at 6 p.m. the christmas tree lights will be all aglow. Join Santa Clause, the town crier and Qualicum Beach mayor Teunis Westbroek for this annual tradition. Hot chocolate will be available at the site, with cookies from the Courtyard Cafe. Following the light-up, a carriage will pick up Santa and deliver him to Remax Anchor Realty where he’ll be available for photos with children. Free carriage rides will continue throughout the evening, with pick-up and dropsoffs at TD Bank and on Memorial Avenue outside the Bargain Bazaar and Petite Pizzazz. Carolers will be singing their hearts out around town and participating businesses with the Qualicum Beach Downtown Business Association (QBDBA) — which is hosting the event — will have treats and refreshments including the Royal Bank, Bank of Montreal and TD Bank. Fresh

N Fabulous Flowers will be celebrating its fifth anniversary of opening that evening, and will have hot apple cider and Mo’s Minis cake pops to celebrate. Lilo Kallai, owner of Fresh N Fabulous and member of the QBDBA, said the event kicks off the Christmas season in Qualicum Beach. “It’s a magical night because everything is lit up and everyone is happy and full of the Christmas spirit,” she said. Echo Players will be opening the doors of the Village Theatre during the event serving hot chocolate and goodies while The Oceanside Jammers play some up-beat acoustic tunes. After the music visitors can watch a few scenes from the upcoming theatrical performance Cinderella, The Pantomime.... With a Twist, and possibly win four tickets to the play. Draw tickets will be placed at selected merchants around town during Moonlight Madness and once people locate them, they can fill out the form and drop it in the box at the Village Theatre. Participating businesses around Qualicum Beach will have draw boxes in-store giving shoppers the opportunity to win gift baskets. Shoppers can expect to find some big savings and specials in town during the event.

The art community surrounding Qualicum Beach is coming together for an event this weekend. The Winter Art Walk will feature eight art-related locations/ events around Qualicum Beach from November 22 to 24. “What that enables people to do is really get to know our area

and see our artists, some of them in their own environment,” said organizer Dee Aguilar. The event includes 10 venues and over 200 artists in three days. The Original Christmas Art Faire is celebrating 33 years in the Community Hall, and will have many professional and well-loved local artists at the show including Ted Jolda’s glass

The event runs Friday 11 a.m.- 8 p.m., Saturday 10 a.m. - 6 p.m. and Sunday 10 a.m. - 4 p.m. A Winter Victorian Tea will take place at The Old School House Arts Centre in partnership with the Qualicum Beach Museum Society offering sandwiches, scones, cakes and pas-

tries using vintage tableware. There will be piano music at the event, and on Friday the Men in Accord Choir will sing, while on Saturday there will be a vintage fashion show from Merlyn Patten’s collection of ‘50s and ‘60s party wear. The Mid Island Floral Art Club will have the place looking magical with holiday decorations. There are two sittings

daily for the event at 1 and 3 pm on Friday and Saturday. Tickets are $15 or $50 for a table of 4. Proceeds from the tea will help support the two organizations. Phone 250-752-6133 to reserve. There is also plenty of art to view, along with resident artists at work and the gift shop will be open downstairs all three days. See GALLERIES, page A28

Parksville’s Rob Atkinson plays King Arthur and Andrew Barton plays Patsy in Monty Python’s Spamalot playing at Nanaimo Centre Stage until December 7.

MONTY PYTHON COMEDY COMES TO NANAIMO STAGE

LISSA ALEXANDER reporter@pqbnews.com

There are killer rabbits, antagonizing Frenchmen, dance routines featuring scantily-clad women, and of course there’s a king galloping around to the clip-clop of banging coconuts. It’s Monty Python’s Spamalot, a musical comedy, and it’s playing in Nanaimo featuring Parksville’s Rob Atkinson until December 7. Atkinson started acting in community theatre productions in 2007 and since then has done a number of shows with Bard to Broadway (acting as president of the society for a time), Echo Players, and this is his fourth performance with Schmooze Productions in Nanaimo. Atkinson is a huge Monty Python fan. The first time he saw the comedy group he was probably in Grade 7, he said, so when he heard Schmooze Productions was putting on Spamalot he was eager. “The idea of being able to play King Arthur was enough of an attractant to get me to go and do it,” he said. Monty Python’s Eric Idle wrote the book and lyrics involved with Spamalot, which he “lovingly ripped off” from the movie Monty Python and the Holy Grail, he said when the musical

came out in 2004. Spamalot won three Tony Awards in 2005 including Best Musical. In the play, King Arthur trots around searching for knights to join his round table and he encounters a hilarious number of characters including the Knights who say Ni, Tim the Enchanter, Prince Herbert (who wears a dress) and many others. The group eventually heads out on a quest for the holy grail, once God (Eric Idle’s voice) instructs them to. The Lady of the Lake is featured prominently, singing beautifully about how long her song and other romantic songs can be, and how miffed she is about not having more scenes in the play. Atkinson said acting in comedies are a hoot, but they are harder than they look to pull off. A full band performs back stage throughout the play and the set and costumes will certainly grab the attention of the audience. It took close to 50 people both front and backstage to bring the show to fruition. “It’s a big undertaking,” said Atkinson. “With the set and the props and the costumes — the costumes are fabulous.” Tickets are $25 available online at www. schmoozeproductions.com at Lux-An Accessory Boutique at 212 Commercial street in Nanaimo and by calling 250-739-0721 between the hours of 4 and 8 p.m.

Shopping locally saves you money

Shopping locally preserves our communities Nobody likes losing shops and services in smaller towns & cities – but they don’t equate this to how they spend their money. Local businesses thrive if customers spend locally. So if you want a vibrant city centre where you can socialize & shop – shop locally!

Draw Date: Nov. 21, Moonlight Madness

Local shops sell a wide range of great products at affordable prices

Out of town shops have done a great job convincing us that shopping locally is expensive, but there’s just no evidence to back this up. If you add in travel costs such as gas, parking and time, the overall cost is often much higher.

Phone:

to Shop Locally

Many people get out of the habit of shopping locally and are usually surprised by the wide range of products and gifts that are available from local businesses.

Reasons

Shopping locally retains our distinctiveness Local businesses help create distinctive shopping experiences and often carry different products. This helps to keep traditional local products alive, thus contributing to a town or city’s special unique qualities.

Shopping locally saves the environment

Local businesses, which often stock a higher percentage of locally sourced goods and products, often do not require long car or bus rides to get to, helping to reduce our global footprint.

VALERIE ABBOTT 1937 - 2013 Passed away suddenly. Valerie is survived by sons Gary (Lynn), Greg (Judy) and Russell (Shannon) and grandchildren Ashley, Shelby, Marissa, Nicholas and Lucas. Mom had a great life in Victoria before retiring to an even better life in Qualicum with her late husband of 54 years, Billy. Gardening, golfing, snowbirding, hottubbing, and watching duffers hit a constant stream of free golf balls into the waterhazard behind their home on Eaglecrest Golf Course made for good times. Mom will be missed and forever remembered by family and friends. A service and reception will be held at 2:00 p.m. on Saturday November 23 at St. Anne & St. Edmund Anglican Church, 407 Wembley Rd, Parksville, BC. In lieu of flowers, please donate to a local charity of your choice in honour of a life well lived by a woman well loved.

Ernest Frank Webster

February 14, 1924 – October 29, 2013 Ernest passed peacefully at Nanaimo Regional General Hospital a few months short of his 90th birthday. He passed with courage, acceptance, and no regrets. He was predeceased by his wife of 62 years, Marion. Ernest served in the navy during the Second World War and was stationed on the west coast. After the war, he and Marion settled in Vancouver where they raised their three children: son, Larry (Sue); daughters, Colleen (Roger), and Cheryl (Eric). Ernest was “grandpa to six grandchildren and had numerous great grandchildren, nieces, and nephews. After his retirement from Crown Zellerbach as their head machinist, Ernest and Marion relocated to Qualicum Beach where they happily resided for the last 20 years. He especially enjoyed golfing with his Eaglecrest buddies and the half-mast flag in his honour was very much appreciated – thank you all! “You weren’t forgotten, Dad. Ernest will always be remembered for his positive attitude and quick offers to help others. He as “Mr Fix It and kept his family amused with favourite expressions of “don’t rush me, I’ll get to it and “I’m not fussy! (contrary to his personality). We will miss you deeply, Dad. Our special thanks to Judy and Jim Slater for always being there, Dr El Karsh, the VIHA team for their kind and supportive care, his wonderful neighbours and friends, community volunteers, and all those involved with his care while in NRGH – your skill and compassion were greatly appreciated. There will be no service at his request. Those who would care to honour Ernest’s memory may do so by making a donation to the BC Lung Association, 2340 Oak Street, Vancouver, BC V6H 2K2 in his name. To send a condolence to the family please visit www.yatesfuneral.ca YATES FUNERAL SERVICE & CREMATORIUM (250-248-5859) in care of arrangements.

KENNETH HARDIE WILKINSON (Peter) 1928 - 2013 Our loving husband, father, and grandfather has peacefully gone to be with his Lord and Saviour after a bravely fought battle with CLL. He was predeceased by parents Thomas and Margaret, and older brother Ted. Survived by his best friend and wife of 59 years Doreen, sons Bill (Loverna), Dave (Judy) and daughter Andrea; and six grandchildren. After working and raising a family in Vancouver, Peter and Doreen relocated to Parksville where their circle of dear friends grew immensely. He will be warmly remembered for his unstoppable charity and unselfish compassion for others; happily volunteering countless hours in service to his community, church, friends and family. He and Doreen enjoyed welcoming many into their homes over the years. He will be sadly missed and always loved by all who knew him. Celebrations of Peter’s life will be held at Living Hope Church, 1390 Errington Rd, Errington (November 24, 1:30pm) and West Vancouver Baptist Church (November 30, 2:00pm). Donations in lieu of flowers, in Peter’s honour, may be made to the Manna Homeless Society, Box 389, Errington, BC V0R 1VO

Winnifred Blanche Pertch, nĂŠe Domoney November 28, 1910 - November 8, 2013.

Just 20 days short of her 103rd birthday, Blanche was called home to be with her Lord and Saviour. Dying peacefully in her sleep, she was predeceased by Michael, her loving husband of 63 years. Born in Chilliwack, she lived most of her life in New Westminster. Blanche loved being “where the action was. Just before the provincial election of 1952, she joined the Social Credit party and became an active member, but gave up on politics in 1991. That same year she and Mike moved to Qualicum Beach to be near family members. She enjoyed going to church, particularly when they played “the old hymns. She loved music and picking out tunes by ear on the piano. Keeping in touch with her family and friends was an important part of her life. Gardening was her passion, and even after she lost her eyesight to macular degeneration she could be seen bending down to find the weeds by touch alone. Blanche will be remembered for her laughter, her kindness and generosity of spirit. Her deep faith sustained her throughout her life, and she never felt alone because of it. She is survived by her son Larry (Noella), daughter, Sydney Preston, granddaughter Theresa, grandson, Darren (Karleen) and three great-grandchildren. The family wishes to thank the staff at The Gardens, especially those who appreciated and encouraged her humour and unique character. A memorial service will be held on Thursday, November 28th at Qualicum Community Baptist Church, 600 Beach Road, at 2 PM.

Whalers face Vernon in quarter finals Looking to be first Ballenas junior varsity team to play in the championship game Brenda GouGh NEWS Contributor

A big blue wave of Whaler Nation fans is heading to Burnaby tomorrow to support the Ballenas Whalers Junior Varsity football team in AA semi-final playoffs. The junior Whalers have made the final four in the province and will take on the Vernon Panthers at Burnaby 8 Rinks Field Nov. 20. They advanced in the second round of B.C. high school football playoffs after a convincing 41-12 win over the Seaquam Seahawks on November 13. The first half of the provincial playoff quarterfinal game at Merle Logan field in Nanaimo had Whaler Nation fans biting their nails when Seaquam was first to get on the scoreboard with six points. Head coach Jeremy Conn admitted his players struggled with their mental game in the first two quarters. “We were pretty nervous in the first half” said Conn, “but the kids held it together and then in the second half we were able to play Whalers football and it was quite dominating.” Conn said he is proud of how the kids responded to adversity and they were rewarded in a huge way for their perseverance. “They made the adjustments we asked of them and now they get to play in the semi finals.” Seaquam opened the scoring breaking a long run for the touchdown on third and long. Ballenas could not get going on offence until tailback Matt Price made a long pass to wide receiver Sam Paquette for 43 yards to help get the momentum going for the Whalers.

Fullback Austen Hunt takes a pass up the sideline for another Ballenas Whaler’s first down during the junior varsity football team’s 41-12 win over the Seaquam Seahawks in AA provincial semi-final action November 13.

Quarterback Garrin McDonnell finished the drive on a one yard TD plunge. Conn said that McDonnell who played up with the senior squad this season used that experience to lead the team and dominate the second half. “It is awesome to have a kid who can play with seniors and his own age group. He also had a good game on defence.” Another standout performance came from Price who did all the scoring rushing for four touchdowns of 4, 47, 8 and 3 yards along with a defensive touchdown where he scooped up the fumble and went 40 yards

for another major. Price finished with 209 yards on the ground through 27 carries. McDonnell who is also the kicker was five for six on extra points. On defence Paquette gad eight tackles from his safety position while Noah Wheatley had seven, Jonah Hay had nine, Dryden St.Pierre had eight and Steve Martin finished with six tackles. “It took us a while to figure out their offence,” Conn said, adding “they had some exotic formations and a new fast little running back who was making some nice cuts. But once the

players settled down, stayed in their gap, and did their job we were able to shut them down pretty much.” Conn said his team worked hard and earned the opportunity to go to the final four and while that in itself is a major accomplishment of course he is hoping they can go all the way. “It would be great to be the first junior team from Ballenas to go to the championship game. The kids have worked hard and are really committed and have earned all the success they have so far.” He said his players are excited about their next game and they

will be holding themselves to a high standard when they take on Vernon in the semi finals at Burnaby 8 Rinks Field Turf. Conn acknowledged they are heading into uncharted territory when they take on Vernon. “We have not played Vernon and have no common opponents. I am getting some ideas abut them. They play physical football and will try to run the ball first.” He pointed out that his juniors are smart and the seniors have been challenging them in recent practices so they are ready to play their best. Reflecting on the season of the Whalers’ senior team, Conn emphasized that finishing number eight in B.C. is quite an accomplishment and his players can hold their heads high. “The seniors had a great season. I know it’s not how we wanted to finish the season but only one team gets to finish with a win. I was proud of the effort and commitment they put into this year.” As for Grade 12 players Scott Childs and Brock Mould, two of the four Whalers selected as AA Western Conference All-Stars this year, Conn said both have what it takes to go far in the game. “Scott and Brock are up there with some of the best players I have ever coached. They have talked to university coaches. I am looking forward to seeing them play at the next level because they have the grades and ability to go on.” Childs is a standout wide receiver who leads the province in receiving and earned first selection for receiver, while Mould was first selection offensive lineman.

Struggling Generals drop a pair on the weekend It was another weekend without a victory for the Save-On-Foods Oceanside Generals. The Generals have made a lot of changes in the last month, including the addition of a new coach and a new general manager. After blowout losses this past weekend to Campbell River and Victoria, the Generals have only one victory in the 10 games since coach Dan

Lemmon and GM Lou Gravel took over the reigns of the local Vancouver Island Junior Hockey League club. The Generals managed only 12 shots on Victoria goaltender Connor Beauchamp in a 5-0 loss to the league-leading Cougars on Saturday night at Oceanside Place. At the other end of the rink, Generals goalie Evgueni Makarski stopped 32 of 37 shots fired his way.

On Friday night in Campbell River, Nanaimo Minor Hockey product Jonah Pearson scored the Generals’ only goal in a 6-1 loss to the Storm. Pearson’s goal, his third of the season, came in the third period with the Storm already leading 5-0. Qualicum Beach resident Liam Giroux started the game in goal for the Generals but was replaced by Makarski

late in the second period. The Generals were out-shot 39-21 in the game. The Generals have two victories, a tie and an overtime loss in 24 games this season. Their next game is at home to the Westshore Wolves on Saturday night at Oceanside Place (7:30 p.m. faceoff ). The Wolves are third in the VIJHL’S South Division with a record of 8-11-3-2. — NEWS Staff

Provincial volleyball Ballenas Senior Girls team on to B.C.s The Ballenas Senior Girls Volleyball team has advanced to the B.C. AAA Girls Volleyball Championships for the third season in a row. Playing at the Island Championships in Campbell River on the weekend the team advanced by finishing third among the eight teams competing. “The Island is always a powerhouse in girls volleyball,” said coach John Philips. “This season Timberline (Campbell River) has been ranked number one all season in AAA Girls volleyball. NDSS (Nanaimo) has been ranked as high as fourth. Ballenas has hovered around the eighth provincial ranking all season.” “Our goal was to make it to the B.C.s,” Philips said. “I think the girls had another goal of beating NDSS. We were able to do it last weekend at the North Island Championships. They are a very good team, with one player who is almost unbeatable. We feel we have a better group of players and

have a better team. It was close.” In the semi final Ballenas and NDSS face off against one another. In a very well played match, the Whalers lost 22-25, 25-17, 2325, 25-20, 9-15. “We played very, very well. I would have to say that it was the best performance of the season. Unfortunately, in the fifth set, NDSS got ahead early and in the 15 point game there isn’t much time to recover.” In the bronze medal game Ballenas beat SMUS (Victoria) 24-26, 25-12, 25-12, 25-17. Grade 12 middle blocker, Shae Peachey was named to the AllStar team. “Shea was leading our team in kills, blocks, aces and was solid on defense. She had a great tournament.” The Ballenas Whalers senior volleyball team will be traveling to Seaquam Secondary in Delta for the provincial tournament. November 28-30. — NEWS Staff/BSS
