Highlands calls on neighbours for help

Saanich, Langford and View Royal residents can now apply to be firefighters with the Highlands Fire Department.

With a 17-member crew, Dean Ford, acting fire chief, decided he needed to get more creative in building up the department.

“An ideal number would be 30,” he said, adding they rely on mutual aid from Lang-

ford and View Royal fire departments.

“A lot of our volunteers live in Highlands and work in town (Victoria),” he said, adding it takes too long for those members to make it back to battle a fire. “If there is a fire here and someone who works at Costco is a volunteer they will get here faster than a Highlands resident working in town.”

For years Highlands and other volunteer departments on the West Shore required volunteers to live in the municipality they apply

to serve so other departments don’t suffer.

Ford says he ensured other departments were on board with this new approach.

Anyone over 18 years old living outside of Highlands can apply, so long as they live or work within a 15-minute drive to either the west fire hall, 1564 Millstream Rdl, or the east fire hall, 3613 Woodridge Place.

POLICE NEWS IN BRIEF

Thieves cut walls to gain access

A thief or thieves gained access to three business in the strip mall at 2800 Jacklin Rd. Someone cut the drywall in the interior walls to access the trio of stores and one vacant shop. An active alarm sounded when the suspect or suspects entered the third business calling West Shore RCMP Nov. 1 at 5:07 a.m. Police were unable to locate suspects but are working with the targeted business to determine what was taken.

At 11 a.m. RCMP responded to another business break and enter call to the European Butcher Boy shop on Goldstream Avenue. About $600 was stolen. Again access was gained through a large hole cut in the drywall.

RCMP ask anyone with information on any of the crimes to call the detachment at 250-474-2264.

Vehicle break-ins on the upswing

Lock your car and take valuables with you, remind West Shore RCMP which received 39 calls reporting thefts from vehicles last month.

Items stolen include wallets, cell phones, money, shoes, golf clubs and GPS devices. The break-ins occurred both day and night.

With daylight savings comes darker evenings. RCMP and ICBC encourage people to wear bright colours and reflectors in the late afternoon and evenings.

Belmont students attempt ‘Inspiring’ teens win scholarships to eat at welfare prices

T

rying to eat on $26 a week, as those on social assistance do, is harder than it sounds, says a group of Belmont secondary students who took on the challenge.

“The first two days a lot of us found it easy,” said Chris Moore, who lasted four days. “But after a while, once you run out of food, you start getting hungrier and hungrier.”

“You just have zero energy whatsoever,” said Kaeleigh Gaunt, who made it three days. “Your mood totally goes down and Kyle Wells I was starting to get Reporting depressed.”

As a part of their social justice course at the school, five students chose to take part in the challenge, organized by Raise the Rates, a coalition of community groups with concerns over poverty.

An able-bodied individual receives $610 per month on social assistance, a rate which has not increased since 2007.

Factoring in a bare-bones rent and other essentials, the organization calculates about $26 is left for food per individual, per week.

Organizer Bill Hopwood estimates more than 100 people took part.

“All of them said at the end of the week ‘Thank goodness I only have to do it for a week, I don’t know how people survive on that,’” Hopwood said. “People on welfare are so desperate it’s making it harder to get out of that world.”

Of the first four students who took on the challenge, only one made it through the week, Jaelin Ellis. The fifth student, Kurt Pearce, was in the midst of the challenge at the time of writing.

The students started by combing the grocery store for the cheapest items, and wound up with Heinz Zoodles, a canned pasta. They would eat Zoodles for breakfast, maybe an apple and granola bar at lunch and Zoodles again for dinner.

Teacher Danielle Huculak estimates students got about 500 calories a day.

A moderately active teenager is recommend to eat roughly between 2,000 and 2,800 calories a day, depending on gender and weight.

By day three the students had trouble focusing in class and felt weak and ill.

Moore said a hockey practice around day three nearly did him in.

“I wasn’t feeling well before and I got on the ice and fell down and couldn’t

“I felt like I was going to pass out a few times,” Gaunt said. “I just had to quit because I was too hungry. It’s a hard thing to do.”

Huculak knew the challenge would be difficult and kept a close eye on the students to see how they were doing.

“When I was hearing them talk I said ‘You need to stop. You have permission to stop,’” she said. “The point had been made, so they didn’t need to go the seven days. I think it was a pretty enlightening experience.”

Moore said he lost three pounds during the challenge, Gaunt two pounds

and Matthew Pounden, who lasted three days, about four or five pounds.

The experience helped the students realize just how good they have it, with parents who are able to afford regular, balanced meals. They all now believe social assistance does not give enough money for food.

The students plan to write a letter to the government telling of their experience and imploring that social assistance rates be raised.

“It would be a good thing to see the government try and do this and realize that it’s not enough for a person to live off of for a whole week,” Gaunt said. “(It’s) a reality check.” kwells@goldstreamgazette.com

An inspiring group of Victoria-area students have won scholarships from Coast Capital Savings Credit Union.

Stacy Trahan, one of the winners of a $5,000 Standing Tall award – for youth who make a positive impact on their communities in the face of personal adversity – was recognized for her battle with cancer “I didn’t let as a teen.

Trahan is pursuing a degree in business administration at Vancouver Island University in Nanaimo.

Other Greater Victoria winners included Ryan Heron, Lindsay Kastelic, Alastair Kierulf, Perry Taylor, Chris Wright, Taylor Nelson and Joshua Yates. Each won either a Standing Tall scholarship or a Citizenship Award, which recognizes youth who demonstrate extraordinary leadership in all facets of their lives.

More than 800 B.C. students applied for the 48 scholarships, worth $144,000, $30,000 of which is going to Victoria youth. Successful recipients were selected by a committee of local Coast Capital staff.

“Our education awards program applicants wow us every single year,” said Wendy Lachance, Coast Capital’s director of community leadership.

Nestled in Metchosin above Witty’s Lagoon is the West Shore’s newest middle school.

West-Mont Montessori school, an elementary school which has been on the West Shore on the West Shore since 1954 and is expanding to offer middle school for Grade 7 and 8 students.

In Montessori, children are often not separated by grades, learning in multi-age groups.

Each student meets individually with a teacher and to plan his or her week, informing the teacher what they would like to learn and accomplish, and how they plan to do it.

Previously, Montessori curriculum was taught up to Grade 3 with Grades 4 to 7 in a similar style to a public school setting. This fall the school will expand Montessori teaching through to Grade 8.

“Adolescence is a stage in human development where the kids are in a huge state of change,” said vice principal Jason Bowers, also the middle school teacher for next fall.

The middle school curriculum was designed to focus on what the teens require. With peer groups being very important, every morning would include group work on weekly projects throughout the year. Each afternoon the students would

focus on individual projects.

The Grade 7 and 8 students also work on social change projects in the community and go on week-long class trips five times a year.

“Adolescents want to change the world and we need to give them the opportunity to do it,” Bowers said.

Principal Magnus Hanton said in Montessori classrooms the students focus on hands-on, student-led learning.

“The student directs their own curriculum and it’s personal to each child. The teacher acts as a guide,” said Hanton.

Currently, when a student enters Grade 4 at West-Mont they begin to learn from textbooks and with a teacher standing at the front of the room.

In the fall of 2014 that will change.

With the school expanding the Montessori curriculum through all grades, students will have more freedom to learn what they would like to learn while still adhering to the provincial education standards.

West-Mont Montessori school hosts an open house Nov. 14 at 6 p.m. for anyone interested in the middle school program. The school is located at 4075 Metchosin Rd. For more information go to west-mont.ca. charla@goldstreamgazette.com

Sludge plant ups sewage treatment cost Daniel Palmer News staff

The cost of Greater Victoria’s secondary sewage treatment project is going up by an estimated $38 million after politicians voted to uphold a ban on human waste as fertilizer.

At an Oct. 30 meeting, Capital Regional District directors were presented with information that shows treated human waste is actually less contaminated than many agricultural manure products.

The commission tasked with overseeing the sewage mega-project argued it could save taxpayers $35 million on the $783 million project by spreading treated waste on CRD forest lands, a practice already taking place in other B.C. jurisdictions, such as Nanaimo.

“The risk is minuscule,” said Albert Sweetnam, Seaterra project director in an

interview. “That decision (to uphold the ban on the use of biosolids as fertilizer) actually cost taxpayers $38 million.”

Now, the CRD will likely need to build an incinerator to dispose of dried biosolids in addition to a sewage sludge processing facility at Hartland landfill.

The project also includes a wastewater treatment plant at McLoughlin Point in Esquimalt and an 18-kilometre underground pipeline and pumping stations between the two sites. An exact pipeline route hasn’t yet been chosen, but Sweetnam said it will won’t cut through private properties.

Sweetnam became the public face of the CRD’s sewage project in September.

His “26-hour days” include functioning as the key liaison between CRD directors, staff, municipal and provincial governments and, perhaps most dauntingly, the taxpayers of Victoria, Oak Bay, Saanich,

View Royal, Langford and Colwood.

Recent proposals for smaller, decentralized sewage processing plants would cost at least $2 billion and likely more, he said.

Sweetnam also didn’t rule out the possibility of looking at newer technologies for sewage treatment, but said the technology must be proven.

“Proven means it’s been functioning for at least five years at a facility of comparable size,” he said.

Construction at McLoughlin Point will begin next summer, while Victoria and Esquimalt advisory design committees will get a chance to critique the incoming requests for proposals, Sweetnam said. “(The CRD) spent a lot of money studying options,” he said. “These decisions are now made, and we’ve actually started building. Be prepared for a bigger tax hit Like any big infrastructure project, the $783-million price tag for the Capital Regional District’s sewage treatment project, recently rebranded as Seaterra, is a floating target.

The CRD is nonetheless moving forward with this budget number to gauge bids from contractors hoping to build elements of the system. It’s the basis for the one-third funding from each of the provincial and federal governments and from properties to be using the Greater Victoria sewer system.

Seaterra program director Albert Sweetnam told a Black Press editorial board that the real cost is expected to be plus or minus 25 per cent of the budget.

That’s nearly $196 million either way, and previous provincial projects suggest the costs will migrate only one way: upward.

We don’t want to sound like Henny Penny, crying that the sky is falling, but a chunk of that plus-or-minus buffer has already been accounted for. This, a few years before the vast majority of construction on this massive project is scheduled to begin.

The CRD board last week bumped up the treatment project cost by $38 million with its decision to not allow biosolids fertilizer created in the CRD to be used in the CRD. Seaterra said its hand is forced to plan for a resource recovery centre at Hartland Landfill that is required to do a lot more than originally budgeted.

The CRD board’s somewhat baffling decision shows just how easy it is for millions to be tacked on to a project’s budget.

Taxpayers in the core municipalities are on the hook for any cost overruns above $783 million, and senior government contributions don’t include a 25-per-cent buffer.

Some municipal jurisdictions have already begun billing for sewage treatment as a way to spread out the tax burden.

It seems now there’s a good chance that burden may have to be spread out longer than originally expected for a project that is substantially more expensive, while barely out of the gates.

What would cause educated health-care workers to defy common sense? A hint is provided by professional union promoter and publicist Bill Tieleman, who railed about the decision on his blog.

This regulation is inspired by big bad U.S. health care corporations that would rather impose immunization than pay for sick days, Tieleman asserts. Ah, so an infected health-care employee should wander the wards until symptoms emerge, and then go home for a few days of paid rest.

What a perfectly stupid idea!

Last week BCNU president Debra McPherson was warning about “chaos” at the new Surrey Memorial emergency ward, her latest of a career of media protests. The big new facility is already overflowing, and more beds and more staff are needed, stat!

Perhaps if better preventive measures were taken by nurses, doctors and other staff, this chronic “chaos” would be reduced and these unions would have more credibility.

LETTERS Cutting fees doesn’t spur growth Re: Langford nixes business licencing fees (VicNews.com) I’ve had many discussions with business owners over the years. I never heard a complaint on annual business fees. I heard concerns regarding a lack of skilled workers and lingering economic uncertainty, but never that the annual fee of $50, $100, or $200 (depending on their size) was a barrier to

their prosperity.

Indeed, a brief review of bylaws in Colwood and View Royal finds our business licensing fees were the same before this announcement, suggesting it wasn’t hampering our economy.

Although revenue from this initiative is minimal, it can (and should be) utilized to improve our community.

Many neighbourhoods suffer from remarkably poor lighting. Some lack sidewalks, sufficiently safe crosswalks, and bike lanes, among other amenities. These are all admirable causes worth funding.

I recognize my remarks will be perceived by some as antibusiness; those beliefs are unequivocally false.

Taxation is a balancing

act. Policy too must be rooted in evidence. Evidence suggests the fee is not economically restrictive, and its abolition will not improve our economic well-being.

Ultimately, with less revenue, our ability to serve our community is compromised.

There are many ways to spur growth, this isn’t one of them.

Residents frustrated over how to slow drivers Re: People speed in Langford school zone (vicnews.com) We live in Westhills and for four years, we have contacted Langford and the RCMP with our concerns about cars and commercial trucks speeding down the residential hill, not yielding to the crosswalk or school path.

We recommended a four-way stop, speed humps, or digital speed signs combined with an RCMP enforced speed zone of 30 km/h. Langford engineering’s responses were that speed humps are not something the city endorses, caution: children playing signs do not make

a difference, and that according to Transport Canada’s requirements it does not qualify for a four way stop.

The RCMP responses were a suggestion to contact Langford about putting in speed humps; that the city designed the road and the roundabout to encourage speeding; and that they didn’t have the resources to ticket speeders in residential areas.

Finally Langford added a 30 km/h sign but not at the top of the hill. And without police enforcement, cars continue to speed.

Children will continue to be at risk

until Langford starts investing in the digital speed signs and other proactive measures.

Most people know that diabetes is a disease that affects the blood sugar levels in the body.

Westshore Town Centre hosts spook-tacular Halloween fun Everyone loves a spooky bit of Halloween fun, especially when it includes yummy trick-or-treat bags, ghosts, clowns, costumes, pumpkins, magic and more!

Westshore Town Centre welcomed Halloween last Thursday by inviting the community to trickor-treat in doors. With their trick-or-treat bags in hand, children raced around the centre, store-tostore, in search of goodies.

“This year we noticed more parents bringing their little ones indoors, and we were happy to welcome them to our Halloween fun at Westshore Town Centre,” says Sandra Doris, Marketing Manager.

As children wandered the centre with their parents, they enjoyed the antics of Twiggly Wiggly the Magic Clown, handing out animal-shaped balloons and other magic treats. In the Centre Courtyard, parents and children were also invited to vote for their favourite pumpkin, carved by an assortment of Westshore Town Centre retailers.

The evening concluded with a special Twiggly Wiggly magic show in the courtyard, where more than 150 kids watched in spooky wonder as Twiggly Wiggly even made a ghost appear!

Dean Ford, Highlands acting fire chief, is calling out for Saanich, Langford and View Royal residents living or working within 15 minutes of Highlands fire halls to become volunteer firefighters.

Anyone living on Bear Mountain or near Westshore Towncentre would be eligible to apply for the west hall and Saanich residents living as far away as Tillicum Mall-area could apply for the east hall.

Some residents on Bear Mountain may feel they are better suited for the Highlands department.

“We shy away from people on Bear Mountain due to response times,” said fire Chief Bob Beckett, adding the skills each volunteer can bring to the table does play a large factor in their assessment.

Langford has three fire halls and once candidates are shortlisted, the department looks at the location of the potential volunteers’ homes to assess potential response times.

Often when Langford seeks volunteers they may have up to 45 applicants vying for five positions.

“If someone wants to be a firefighter in Highlands and live in Langford that doesn’t stop them from becoming a Langford firefighter down the road,” Beckett said. “It’s a great opportunity for them if they want to help out the Highlands.”

The Saanich Fire Department is a career department that doesn’t accept volunteers, making this is the first time people in Saanich have had the opportunity to be a volunteer firefighter.

Already Highlands has received an application from a Saanich resident within the catchment.

When the Saanich Fire Department begins recruiting it can receive anywhere from 100 to 300 applica-

tions from would-be firefighters from across the province.

“Out of those maybe 20 or 30 come from residents of Saanich,” said Frank MacDonald, Saanich deputy fire chief. “At the end of the day most volunteer departments are having a tough time finding people.”

Many of Saanich volunteer groups including Saanich Search and Rescue, Emergency Social Services and Amateur Radio group are made up of members from across Greater Victoria.

Out-of-district applications for Highlands are only accepted from people who want to fight fires. Weekly training sessions are held Thursdays from 6:30 to 10 p.m.

All first responders for medical emergencies must live within the district.

“It’s to make it useful. I don’t need people from Westshore Town Centre racing the ambulance to get here,” Ford said.

Highlands residents can also now volunteer to specifically be a firefighter, a medical first responder or an auxiliary firefighter.

Retired firefighters with at least seven years experience can become auxiliary members to drive trucks and shuttle water, instead of entering burning buildings or other tasks.

“Every department has been struggling to get volunteers,” said Ford.

“We are creating ways to cast a broader net to a broader audience.”

The deadline to apply is Dec. 15 and training will begin in January.

He ended up on one of those islands on the Arctic circle, and was eventually saved and repatriated.”

welve years after two artists brought the little-known story of a Second World War tragedy to the Victoria stage, the composer behind the requiem had a chance to look back on their initial concept – literally. Earlier this year while preparing for the Maritime Museum’s exhibit on Convoy PQ-17, a botched marine supply mission in the Arctic Ocean that saw 24 of 35 merchant ships sunk by German U-boats and aircraft bombers, Christopher Butterfield rediscovered his original manuscript

for the work, which will be performed Nov. 10 at the University of Victoria.

“I didn’t think I had one,” said Butterfield, an associate music professor at the University of Victoria. “I thought the whole thing was written down on scraps of paper. It was fascinating for me to see that original plan and then to see what resulted from that musically.”

What resulted was a symphony and dance piece choreographed by Bill Coleman, the son of a Convoy PQ-17 survivor, that has been performed for audiences as far away as Montreal and St. Petersburg, Russia.

“In Russia they take very seriously the history of the war,” Butterfield said. “It’s very serious business. Here,

Helping to improve a training and mentorship program for women’s small businesses in post-conflict Rwanda earned a Royal Roads graduate student a Governor General award. Nancy Coldham earned the gold medal for the most outstanding thesis or graduate project for her Rwandan research – part of her Master of Arts in Intercultural and International Communication.

“The most impressive aspect of Nancy’s research is her commitment, through travel and intensive

interviewing, to ensuring that her recommendations to improving the women entrepreneur training program reflected the true lived experiences and needs of the Rwandan women who were the program participants,” said Jennifer Walinga, director of the school of communication and culture at Royal Roads.

The more than 100 businesses nominated for the bureau’s annual Torch Awards have shown they’re willing to go the extra mile.

“It not only says that they are good, but they did something extraordinary for a customer,” says Rosalind Scott, bureau president.

The stories told by the consumers who wrote nomination Don Descoteau letters over the years give a Biz Beat sense of what she means.

In one, a masonry company installed an entire chimney without disrupting the frequent nap schedule of the client’s baby.

Another told of a pet store clerk helping a mother and her young child find a new goldfish to replace one that died. He took plenty of time to make sure they found just the right one, not once but multiple times.

And one Thrifty Foods store was honoured after being nominated by an elderly gentleman who stated he was a Holocaust survivor.

“He wrote his nomination on a crumpled piece of paper with a pencil,” Scott says. “He said he feels like they care that he is walking into the store.”

The dark horse of high school volleyball is galloping into first place.

The Belmont senior boys team dominates the court this year.

“It feels weird. We were always (known as) the team that loses,” said power hitter Taran Siles.

With a 19-3 record, they rank No. 1 in the city, No. 1 on the Island and No. 5 in the province heading into city championships that wrap today (Nov. 6) at Belmont in pursuit of a spot at the Islands, Nov. 15 and 16.

“This year we’ve just been really determined, knowing it’s our last year,” said captain Aidan Wells.

Coach Kris Johnson says the players have stepped up their game on top of running and diving hard during practices.

“The goal for the team is to be the best in Victoria and the best on the Island,” said Johnson.

“They also wanted to be fifth in the province, but they’ve already done that.

Their strength and dedication are amazing.”

Johnson, in her third year coaching the senior boys team at Belmont also coaches the junior boys at Dunsmuir middle school, where she has been

coaching for eight years.

Of the 15-player team, six have played together since they where in Grade 8 under Johnson’s coaching.

“We just know each other so well now,” said middle blocker Douglass Waterman.

“The senior boys team is probably our most accomplished team this year,” said Belmont’s athletic director, Ken Lowe.

“They are the whole package.”

Senior girls The senior girls team, with a 6-1 record, is ranked third on the Island.

“It will be disappointing if they don’t make it to Islands,” Lowe said. “They are a good serving team and have some strong hitters. The senior girls are pretty experienced and they are very athletic.”

Junior squads The junior girls and junior boys teams will have a harder time at city championships, facing up to 18 other teams in the city with only the top three moving to Island

Championships.

The junior teams compete against every team in the Sooke School District.

The junior girls, at 18-2, are ranked second in the city and on the Island.

“We are big and we are athletic,” said Lowe, the junior girls coach.

Oak Bay High’s Liam Kennel proved on Saturday that he’s still the Island’s top seeded cross-country runner by finishing second at the provincial high school cross-country championship in Aldergrove.

Kennel had fallen to fourth at the recent 6.7-kilometre Island cross-country championships at Beaver Lake. But this week he revealed he was fighting a chest cold at Beaver Lake which affected his race. After that race he took two full days to recover and was mostly back to health at the provincials on Saturday.

He had a strategy too. Unfortunately, he didn’t stick to it.

“I knew (the winner Nathan Wadhwani) and I were going to breakaway (from the start). He took off fast like he usually did, and I didn’t panic, I just sat (on his shoulder) for the first two laps, and we broke away from the pack,” Kennel said.

It turned into a 6.7 km backand-forth battle that came down to the final hundred metres and a difference of five seconds. “(Wadhwani) was tiring in the third lap and I took my first lead, a three-second gap up a hill,” Kennel said.

Wadhwani responded, however, and took a gap of his own.

Kennel retook the lead with about 800 metres left. But it was one too many lead exchanges, Kennel later said, as Wadwhani

shot ahead on a downhill with about 300 metres to go. This time Kennel couldn’t close the gap, which is ironic, as Kennel’s the faster runner in the sprint.

“I was trying to catch him with a 100 metres left but I couldn’t.

Cross country is like that,” Kennel said. “(WadhwanI) is a better long distance runner so maybe I made a mistake to go ahead – I should have stayed with him and waited to the end to break away.”
