The longest development saga in Canadian history returned to a public hearing Monday evening (Oct. 28), as hundreds of Delta residents turned up at the South Delta Rec Centre in Tsawwassen to offer their views on the future of the Southlands property.

Over the course of the next three days and 18 hours later, 252 speakers had offered mixed views on redeveloping 45 hectares of land to build 950 homes in Boundary Bay. A further 172 hectares (about 80 per cent of the land) would be designated for farmland and public space.

After strong initial opposition Monday and Tuesday, the “yes” side made gains Wednesday with 39 speaking in favour of the development and 30 opposed. Among those speakers taking a clear stand, the total opponents so far number 117, while the number of favour are 94.

Not included in these numbers are the hundreds of letters of correspondence received by council after July 29, which will also be considered part of the public record.

On Monday, speakers and spectators alike were divided, with half the room wearing orange “yes” stickers, and the other half wearing red “no” stickers and hats.

“Let’s preserve this beautiful green area for future generations ... we don’t need another 2,000 people in Tsawwassen,” said resident Jim Campbell in opposition to the project.

“I cannot understand why the majority rule just does not apply,” said Mary Haines, another opponent. “We do not want this. How many times do we have to say it?”

But fourth generation farmer and former agriculture minister John Savage became angry at the suggestion that homes will be paved over

farmland.

“My family has been farming here for 126 years and I can tell you most of you don’t know what you’re talking about,” he said, drawing a sharp reaction from the crowd. “The Southlands is sand.”

Savage asked rhetorically how many people currently opposing the project got to live in Tsawwassen in the first place, if not by building houses on former farmland. He said he’s farmed on the property before (when it was owned by the Spetifore family) and current soil conditions are such that it’s impossible to properly irrigate because of salt and sand.

In a turnabout of the famous John F. Kennedy quote, Henk Veldhuis said, “Many people are asking what the development can do for me, they should be asking what can this development do for the community?”

Others were put off by the idea of a 15-year build out for the plan, as Syd Hinds said nobody would want to live in a neighbourhood where construction would continue for that long. He added that the Tsawwassen Town Centre mall would become overrun with cars.

“We need to preserve our land for growing food, not for putting up subdivisions,” said Jennifer Allen, another opponent.

She said the houses shouldn’t be built on a floodplain, one of the biggest concerns of the project, which will require millions of dollars in drainage and soil remediation.

“My mother said if a deal sounds too good to be true, it probably is,” said Allen to thunderous applause from half the room.

Some supporters said the development would keep young people in Delta. Shawna Nickel, 28, told the crowd she’s starting a new business in Tsawwassen, but had to move out of Delta to live because of a lack of housing options.

C.R. MacDonald, who moved to Delta in 1973, proclaimed himself a member of the “silent majority” of residents in Tsawwassen who want to see homes built.

“There’s one thing as inevitable as death and taxes and that is change,” he said. “Eighty per cent of something is better than 100 per cent of nothing.”

Former mayoral candidate John Meech said Tsawwassen needs new homes for seniors and young people, and that the agricultural component would be educational for neighbourhood

children.

So far, however, the opponents have outnumbered the supporters. Peter Malim said no study has ever been undertaken proving the need for 950 new homes.

“Will this development have any affordable housing? No, it will all be market priced,” he said.

The public hearings resume today, Nov. 1, after taking a night off for Halloween, with the regular times of 3-6 p.m., an hour break, and then 7-9:30 p.m. Sign-ups for speakers begin at 2 p.m.

As it’s unlikely the public hearings will finish Friday, council will announce whether they continue Saturday or into next week.

Man Tasered after stabbing himself with a knife ❙ Staff writer newsroom@southdeltaleader.com

A man charged with breaking and entering into a Tsawwassen home last week was Tasered by Delta Police.

In a media release, the department underscored how a potentially tragic ending was averted by officers when the 26-year-old was subdued with a Taser after asking police to kill him and then stabbing himself.

“The sad thing is, that while under

the influence of drugs or suffering from some sort of acute mental illness, the subjects we deal with are often unpredictable and a higher level of force has to be used to solve the situation,” DPD Chief Constable Jim Cessford said in an issued statement.

Around 1:30 p.m. on Oct. 21 Delta Police responded to a caller who said an unknown man was walking around the second floor deck of a home on Jackson Way. In the release, the department said

Katlin Richardson, 26, was walking inside the home “in an agitated emotional state” and told police he had a gun. The Delta man then stripped off his shirt and told police he wanted them to shoot him.

The officers called the RCMP emergency response team to the scene, but in the meantime Richardson produced a knife and stabbed himself in the neck and upper body. The officers decided to enter the home.

“Delta Police members attempted to engage the man in dialogue, but

he again refused to follow police direction and attempted to barricade himself into a room while in possession of the knife,” DPD said in the release.

Officers used a Taser once to subdue Richardson and took him into custody. He was treated on scene by BC Ambulance Service medics and transported to hospital to receive treatment for his stab wounds.

“This had the potential to be a very dangerous situation involving a person with apparent mental health and

drug addiction issues ... We often talk about the incidents that end up with a tragic outcome. It is important to state that the police handle dangerous incidents like this on a daily basis and the end result is a peaceful outcome,” Chief Cessford said.

In the ensuing investigation, Delta Police tied the man to another break and enter and theft of a vehicle earlier in the day. Charges have been approved for two counts of break and enter and one count of theft of a motor vehicle.

At the foggy end of a dry October, beekeeper Julia Common is checking in on her hives at Earthwise Gardens.

Her bees are settling in for a long winter nap, and will vibrate in unison to keep the queen bee happy and warm in her broodnest.

Julia has been beekeeping since the age of 21 – now over 40 years – but says she got into it by “fluke.”

“I was a dairy farmer at the university [of Manitoba] and my mentor suggested I should get out of my comfort zone and try something else,” she says.

That mentor, Cam Jay, gave Julia her first two bee hives. It didn’t take long to launch a lifelong passion for bees, and she has never forgotten those first hives.

Julia continues to share that experience with new beekeepers, although her latest students come from a most unusual and unexpected place.

Two summers ago she was living in the Gunn House by Earthwise Gardens while working at Southpointe Academy when her daughter Sarah visited one afternoon.

Sarah works as a frontline worker in the troubled Downtown Eastside (DTES) of Vancouver with the Portland Hotel Society.

“I’ve never been able to understand her level of commitment to that group, that sector of society,” confesses Julia.

As a parent she had tried to get Sarah to try a less dangerous line of work, but like most parents she finally accepted it wasn’t going to happen.

On this visit her daughter shocked her once again.

“She said, ‘what if you bring a hive of bees downtown and teach me how to beekeep at the Hastings folk garden?’”

Julia was horrified at first, as this is perhaps the most notorious part of the DTES, just outside of the safe injection site where heroin addicts can get their fix unmolested by the police. But trusting in her daughter, she accepted.

Sarah prepared the community for the arrival of the bees while Julia prepared the bees. As it turned out, nobody needed to worry.

“The minute we brought the bees in, there was total acceptance from the people there,” says Julia.

Although there was some initial natural fear of the bees, a little education put their minds at ease.

Once the hive was downtown, the next big step was to set up a team of DTES beekeepers. Julia created a mentorship beekeeping program outside Portland Hotel and everything snowballed quickly.

“Within two weeks the gardeners wanted to be involved with the bees,” she says.

Locals learned how to harvest the honey and

then sell it for income.

And in the winter they were able to make beeswax products like soap and candles. Julia says the hive gave residents a chance to participate in agriculture and support the local economy, all without leaving the city.

Julia never imagined the bees would survive in the big city, but not only did they thrive they outproduced her country bees. An average hive produces 60 pounds of honey in Delta, while the DTES hive produced twice that much.

Julia figures the reason is the urban bees can vis-

it the “continuous bloom” of gardens where there are fewer pesticides.

More people are understanding the benefits to organic gardening.

“Lawns are just a desert, the idea of nice garden lawns aren’t good for the bees,” says Julia.

Planting bee-friendly flowers help sustain bee populations. Even those unsightly dandelions are a good protein source for

bees in the spring.

The residents of the DTES weren’t the only ones to notice the positive effects of the bees.

Portland Hotel went from one to seven hives in the second year. Thus began the project Hives for Humanity, expanding to 73 hives across Vancouver this past summer.

What’s even more remarkable is that the beekeepers are all homeFor

less or former homeless people living with issues of addiction, mental illness, and troubled backgrounds. Julia says giving those people jobs and a sense of purpose has been a key part of the success of the bee experiment.

She says the bees kept everybody calm and helped them reconnect with nature and with each other.

Gambling addict criticizes BCLC’s voluntary self-exclusion program Delta woman would change the threshold at which winnings are withheld ❙ Adrian MacNair reporter adrian@southdeltaleader.com

A Delta woman who launched a lawsuit against the province’s B.C. Lottery Corporation (BCLC) in 2010 says she has a solution to the voluntary self-exclusion (VSE) program which failed to prevent her from gambling.

Joyce Ross, a former real estate agent who lost $330,000 – including her house, business, and life savings – signed up for VSE in June 2007 at Fraser Downs casino in Cloverdale.

But she says it didn’t prevent her from entering the casino.

“A few months later, I was back in there gambling,” she said.

Not only did Ross play, she was able to collect her winnings, despite being in the VSE program.

The BCLC takes VSE members off mailing lists and cancels reward cards, which Ross said is a good start.

But she says it fails in enforcement, because it doesn’t circulate photos of gamblers who have entered the VSE program to dealers and floor staff.

What’s more, photo identification is only required for winnings exceeding $10,000, since those are the ones which must be reported through Fintrac, Canada’s money-laundering and anti-terrorism watchdog.

Ross suggests a two-pronged solution: Lower the threshold at which photo identification must be presented to $500, and then cross-reference the name with those in the VSE database.

Many addicted gamblers like Ross have lost tens of thousands of dollars in smaller amounts over a longer period of time, despite being in the VSE club. That wouldn’t happen if casinos checked smaller winnings, Ross said.

“You’re not getting your $500, and you’re out the door,” she said. “That would be the end of the problem.”

Ross said the litigation would also stop because people would get caught early on in the program. She believes gambling addicts who enter the program are serious about quitting, but can’t do it if the program doesn’t work.

admitted problem gamblers from casinos.

That lawsuit – which is still working its way through the courts – argues it’s unconscionable for BCLC to deny their winnings since it was negligent in failing to keep them from gambling in the first place, and may also constitute a breach of contract.

Ross, who launched her own lawsuit, said she began gambling when was younger but never got into it seriously until casinos began opening in the Lower Mainland.

“I wasn’t a big gambler until I got addicted. And like most addicts, what happened to me was the big win.”

Once she hit a $1,000 jackpot on her first slot machine, Ross felt the urge to keep playing for another one, even past the point of financial ruin.

In 2006, she realized she had a serious problem and that’s what led to signing into the VSE program.

Ross said she doesn’t expect any money from her lawsuit, which she launched solely to bring awareness to the flaws in the program.

“It’s really important that people understand that this isn’t about me recouping my losses,” she said, adding the purpose is to prevent more lives from being ruined.

A

personal health scare has inspired a healthier culture at an entire company.

Three years ago, Todd Best thought he had suffered a heart attack. After spending too much time in and out of hospital and recognizing he was overweight, Best – president and owner of Tsawwassen-based Best Builders – decided to do something about his own well-being as well as encourage a healthier lifestyle amongst his crews.

“Most of the builders spend so much time working and so little time stepping out of their truck and going for a walk, that I actually forgot how to do that stuff,” he said.

Best started by creating the opportunity to eat healthier lunches by providing microwaves and fridges at his construction sites.

“They’re not rushing off to McDonald’s or ordering a pizza, which is what most of us would do. So now I’m finding I can go to a site and the guys are having soup and salads and meals because we have the place to store

it, “ he said, noting his son, who works with the company, has lost 22 pounds.

“Most of it is giving the guys a place to sit and enjoy lunch. They don’t have to feel rushed. They sit, talk, enjoy themselves, and because of that I’ve got a healthy, more productive crew.”

His family aims to be healthier at their Ladner home as well, where they have organic chickens, honeybees and fruit trees.

Best Builders also employs a no beer and no smoking policy on its sites, and rather than hosting a typical company party or barbecue they organize outdoor group activities such as golf and paintball.

“We give them the tools which make them better and more efficient workers … The crews are just happier,” Best said, noting some of his employees have been with him for 15 years.

Happier staff also translates to better work: this year Best Builders won four categories at the Greater Vancouver Home Builders’ Association’s (GVHBA) Ovation Awards, including being the hands-down winner in the votes-based People’s Choice Award.

The company is the gold sponsor for an up-

coming Men’s Health event for the Delta Hospital Foundation, hosted by The South Delta Leader at Illuminate Restorante on Nov. 26.

Best Builders already supports GVHBA’s Coats for Kids campaign by acting as a dropoff point for donations of warm clothing every November and December. They also salvage building materials in good condition for Habitat for Humanity’s Restores, which sell cabinetry, fixtures, flooring and other materials to raise funds for its operations.

But with a predominantly male staff, Best and his wife Jenn felt it was important to support a community event raising awareness of men’s health issues and funds for Delta Hospital.

His crews are also having fun with the Movember movement, which inspired the foundation fundraiser. The Movember campaign encourages men to grow mustaches during the month of November to bring awareness to prostate and testicular cancer.

“All the guys are growing beards and mustaches. They’re growing as much facial hair as they can,” said Best with a laugh.

Superintendent of Delta schools named to national education council Delta school district superintendent Dianne Turner has been appointed to the Council of Canadian Education Association (CEA).

According to a media release, the

CEA is a network of passionate educators from across Canada who advance ideas for greater student and teacher engagement in public education. The educational organization

does this by conducting research and spreading ideas through its publications, website, workshops, symposia and other channels.

Turner, Delta’s superintendent of

schools since 2010, was appointed to the CEA board of directors at its annual general meeting on Oct. 20.

“With her longstanding leadership in advancing innovation and inqui-

ry-based learning in B.C.’s public education sector, Dianne will provide an invaluable perspective to our Council table,” CEA Chair Roger Paul said in the release.

T

he ongoing Senate scandal has certainly done its share of damage — to the prime minister, the Conservative Party, the institution of the Senate and politicians in general.

The damage may not spread past that group, but it is significant and it may be lasting.

The Senate is certainly at its low point. It has never been popular with Canadians, being seen as a repository for bagmen, party hacks and failed politicians. While a few individual senators have done important and significant work, as a whole the institution does little of lasting importance.

Now it has clearly been shown that many senators, and this goes far beyond Mike Duffy, Pamela Wallin and Patrick Brazeau, have had their hands in the cookie jar. Even when they get caught, the Senate and indeed the prime minister do little or nothing to change the culture of entitlement, which is widespread through the federal government.

It isn’t just politicians who feel they are entitled to benefits that most other Canadians don’t get. Public servants have clauses in their contracts relating to sick leave, indexed pensions, severance and extended health care that most others can only dream of.

The prime minister first took office in 2006 on a pledge to reform the Senate. It is now clear he has no idea of how to do so. A court decision in Quebec has basically ruled all his reform ideas cannot be implemented, and the court decision implies that the Senate will never be abolished, unless most provinces agree.

Even if, in the court of public opinion, Stephen Harper is cleared of direct knowledge of off-the-books payments to senators, the public won’t soon forget that he appointed these three senators, and that he campaigned vigorously on Senate reform.

As for the Conservative Party, in the next election its fortunes are totally tied to Harper. If he falters, so does the party. It has no plan B. - Black Press

There are, however, limits. When I attended the public meeting at South Delta Secondary last week concerning radio towers in Point Roberts, I found myself shifting uncomfortably in my shoes.

I have every sympathy for Tsawwassen residents (I live here, too) who are concerned about blanket interference from overpowering radio emissions.

But when a speaker got on stage and spoke for an hour about the adverse health effects of electromagnetic field radiation (EMFs), I began scanning the crowd for signs of skepticism. Specious connections between radio waves and leukemia were made, followed by accusations that Health Canada and Industry Canada either know about and ignore the health dangers, or are outright conspiring to pretend they don’t exist.

Just the facts, please ments are knowingly spraying barium and aluminum into the atmosphere for reasons largely unknown, but which he suspects are for reasons of climate control.

If you don’t believe me, simply Google it. And after you’ve finished shaking your head, consider the fact this was the man who convinced B.C. to get rid of the harmonized sales tax.

Invisible radio waves carrying leukemia-inducing radiation and governments knowingly poisoning the population. Next you’ll be telling me there’s a one world government run by the Bilderberg Group and Illuminati and that 9/11 was an inside job.

Like I said, I have an open mind. That doesn’t mean I’ve lost it.

Sigh. As I once wrote to a person who accused a municipal engineer of falsifying a study conducted on the Southlands property, why would they do that? What possible reason would any government agency have to harm its own people?

Sadly, there are members of this community, more numerous than I’d like to think, who believe all of this.

It’s one thing to refuse to have a smart meter installed for personal reasons. It’s another to insist BC Hydro is trying to kill people.

And speaking of conspiracies, I had another one forwarded to me recently regarding the use of chemtrails. Since I was unaware of this phenomenon I began doing some Internet searches and turned up some interesting stuff.

The same people behind the anti-smart meter movement – Citizens for Safe Technology – are sharing a video which features former premier Bill Vander Zalm (who lives in Ladner) talking about how NATO has been spraying chemicals in the atmosphere for years.

Letters to the editor A lineman’s perspective I am a Tsawwassen resident, and I am opposed to the proposal that Point Roberts would have radio towers affecting our town.

As a 30-year (now retired) telephone lineman/installer in the Lower Mainland I can’t begin to tell you all the stories I have regarding customers complaining of ‘radiostation-on-the-line’ during the ‘80s, ‘90s and this last decade. The effects that radio frequency has had on the people living in Tsawwassen has resulted in ‘radio frequency suppression’ playing a big part in a repairman’s weekly tasks. For the company, and as a worker, there was a frustrating (and costly) redundancy to all of it. Our success rate at alleviating or just suppressing ‘radio-on-line’ was always only marginally successful and tending a high redundancy/recall rate.

The main, contributing factor for Tsawwassen being that so many of the houses built in the ‘60s, ‘70s, early ‘80s were wired using the older 3-strand (party line) telephone wire, and this became problematic where RF (radio frequencies) was prevalent. Of note here, owners of homes using the old 3-strand phone station jack runs – and there are many – should be most concerned about this new, uninvited threat that will come with these proposed radio towers.

Why pass on Ferndale’s problems?

Do the right thing To who ever stole my daughter’s iPod, please do the right thing and return it. On Oct. 23 my daughter and a group of friends went to a Halloween skate at the South Delta Rec Centre in Tsawwassen. She went to get her skates and returned to find her iPod gone.

We are asking all parents, if your son or daughter was there that night and they appear to own a new iPod, please bring it back to the ice rink. She saved up all her money from her paper route and bought it on her own – you can only imagine the tears and upset that we are having. There are lots of pictures and videos on there that mean a lot to her. Put yourself in her shoes.

I am writing this email to express my concern with the proposed 50,000 watt AM radio towers that KRPI 1550 (BBC) is planning to relocate from Ferndale, WA to Point Roberts, WA. The plan to erect five 150 foot steel towers that emit 50, 000 watts is extremely disconcerting to our family.

very November 11th, representatives from Delta Police, Delta Fire, and RCMP participate in Remembrance Day ceremonies in both North and South Delta.

The importance of this day cannot be overstated; we stand in honour of the fallen who sacrificed their lives protecting our Canadian values and freedoms. These ceremonies are often held in inclement weather with wind, rain, snow and cold temperatures that make the day uncomfortable for everyone in attendance. I remind myself that those who choose to serve this country, particularly those who serve abroad, are forced to persevere through extreme elements for extended periods of time knowingly placing their lives at risk. I think about the physical and emotional scars left in the hearts, minds and bodies of those men and women and I quickly dismiss the discomfort of the cold November weather.

Delta resident John Dutton served in the Canadian military for 35 years, retiring as a Chief Warrant Officer with the United Nations. His father and uncles served in World War I, and his formative teenage years were influenced by World War II. It is no surprise that he found his way into a military career where he experienced a number of armed conflicts.

As a United Nations peacekeeper, Mr. Dutton served in many countries, including Cyprus, Egypt and Syria in the late 1960s and 1970s. He witnessed the deaths of many UN peacekeep-

Bad development and community planning is seen everywhere, scattered around in pockets with no sense of community, character and sustainable thinking. I remember Tsawwassen during the past 35 years well. I praise Century Group for what they have done for our town center and overall community over the years. I urge council to move forward with a development plan that is unprecedented in its respect for community values and wishes.

It is also a day to remember the innocent victims of war: children who did not ask to be born into conflict and mothers and fathers who risk their own lives to protect them.

Canada has a long and proud military history. To all the men and women who have chosen to serve this country, I thank you. You believe in making a difference in the world and you recognize the power of one in the collective vision of peace on earth.

Please take the time on November 11th to remember those that have sacrificed their lives, those that return home with deep scars, and the innocent victims who have only known conflict in their lives.

The open farming and hedgerows retain healthy habitats for wildlife in contrast to greenhouse farming. Small “green” farming plots avoid industrial farming with its admitted environmental problems while providing local food sources. Limited housing on the least arable land provides the funding required to help build the infrastructure to support the farming – and may even attract younger residents able to kneel down and farm! The plan considerately keeps green buffer zones to protect the neighbours from the construction phases.

Like all compromises, no one party gets all of their vision exclusively but there is enough natural wealth in the Southlands to share amongst the many stakeholders. And fortunately for Delta, Century Group, led by forward-thinking Sean Hodgins, is committed to collaborating with us and our administration to build an amazing community in Delta for his own family and ours. He has my full support and I hope you will provide him the same.

Thanks for bringing forward some important issues on climate change in Delta that are worthy of community discussion. Thanks also for including input from the UBC research team at the Collaborative for Advanced Landscape Planning (CALP). We would like though to correct two factual items: • There are number of residential areas on low-lying land across Delta and other municipalities, and I would not single out those in Ladner to be at particularly higher risk of flooding than any others. Flooding could potentially occur under a variety of different conditions in the future, and these vary across the Fraser River delta. It is true to say that Ladner is one of the areas that holds key land uses and infrastructure important to the whole Delta community, such as local government facilities and commercial activities.

• While some UBC student projects have looked at conceptual ideas for increasing the resilience of Westham Island in the future and ways of using the existing bridge connection, these did not include any suggestion of diking off Canoe Pass. One group did as you point out explore preliminary ideas for a flood gate system to protect Ladner Harbour, drawing on existing studies in Richmond for a flood gate system at Steveston.

I hope that clears up any confusion on these points.

Metro questions new Massey bridge over Delta objections ❙ Jeff Nagel reporter newsroom@southdeltaleader.com

Building a new bridge to replace the George Massey tunnel is critical to reducing congestion on the Highway 99 corridor, Delta Mayor Lois Jackson argued last Friday (Oct. 25) before a skeptical Metro Vancouver board.

But she failed to derail a board motion that passed demanding the province prove how the megaproject will respect the regional growth strategy and other regional objectives, like improving air quality and access to public transit.

Jackson called the premier’s September announcement a new bridge will be built “long, long overdue” and insisted the corridor is congested because of truck traffic that can’t be put on transit lines.

She said congestion has also worsened due to increasing traffic from the U.S., South Surrey/White Rock, the Tsawwassen ferry terminal and said more will come when the Tsawwassen First Nation opens a planned major destination shopping mall.

Jackson rejected arguments a new bridge may spur more traffic and pollution.

“When you’ve got four miles of traffic sitting there puffing for hours on end I don’t think that’s a good air quality situation,” she said, referring to long lines to get through the tunnel in each direction at peak times.

Jackson argued Metro planners failed to understand the justification for the project and wanted the issue referred back to staff to consider studies prepared

by Delta.

Richmond Coun. Harold Steves said a second tube for transit could easily be dropped in the Fraser River beside the existing tunnel to carry light rail transit from Richmond to Surrey and White Rock.

He predicted a rapid transit alternative along Highway 99 will be stalled for a decade or more under the province’s plan.

“If you put in a toll bridge for cars

they’re not going to want public transit on it until they pay for the bridge.”

Burnaby Mayor Derek Corrigan said the region will never build its way out of congestion by adding more lanes of road.

“It sells well in the suburbs, but the problem is you can’t bring more cars into Vancouver.”

He said the strategy of trying to carry still more traffic into a plugged urban core also runs counter to the regional aim of placing new destination amenities South of the Fraser to shift the focus away from downtown Vancouver.

The Metro board motion also directs staff to investigate the business plan for the new bridge, the role of the port in the decision and the effects of other Gateway Program infrastructure, like South Fraser Perimeter Road, which will soon be fully opened.

Metro directors also called on the TransLink board to give its analysis of the ramifications of expanding the crossing, with an examination of both tolled and non-tolled scenarios.

Vancouver Coun. Heather Deal, chair of Metro’s environment and parks committee, said there’s also concern about impacts to Deas Island Regional Park, which would be in the shadow of the new bridge.

She said shoreline habitat will be threatened if the channel is dredged to open increased shipping up the Fraser towards Surrey.

Deal said it appears that would enable a proposed coal export terminal at Fraser Surrey Docks that Metro has already opposed.

Metro’s board also voted to have staff more closely study a proposal from the Port Alberni Port Authority to develop a container port there and send barges up the Fraser River.

Jackson doubted the concept would work but other directors see it as offering potential to get more trucks off the region’s roads and move freight on the river without the need for a new bridge or removal of the tunnel.

The B.C. government’s liquor policy review has heard a ‘loud and clear’ message that people want the convenience of buying alcoholic beverages in grocery stores, says the MLA in charge of the review.

With a three-month consultation period ending yesterday (Oct. 31), Richmond Steveston MLA John Yap said Tuesday that about 80 per cent of respondents want the extra convenience that

is routine in U.S. grocery stores.

But Yap is proposing a less convenient model, a “store within a store” that would have separate staff for alcohol purchases. He said the number of outlets could be restricted to the current level, with some existing private or public liquor stores moved into grocery stores.

The Liquor Control Board of Ontario has announced a similar pilot project, with 10 “express” stores to offer limited selection inside or next to grocery stores.

When the B.C. consultation began in September, Yap noted that beer, wine and spirits are already sold in rural grocery stores. He was critical of the U.S. model, saying it could lead to increased health, safety and law enforcement problems from increased consumption.

B.C.’s medical health officers have called for a freeze or reduction to the number of private retailers, a $3 minimum price for bar drinks and higher prices for drinks with more alcohol content to deter over-consumption.

hen the roar of the crowd fades and the tickets littering the floor have been swept into a pile, what happens to the race horse who finished last once too often?

For many of them, there’s no retirement. No quiet pasture to finish out their days in peace.

They are often sold or auctioned off for slaughter, their meat shipped to foreign or specialty markets.

It’s a fact of life that disturbs Thalia Ochoa to the core. A lifelong horse lover, Thalia decided to provide abused, used up, and forgotten horses a second chance to find a “forever home” by beginning a rescue agency last February.

In eight short months Second Chance Horse Rescue has found and placed 25 horses in forever homes, saving more than a few from certain death.

“I’ve been rescuing horses for four years but it’s been one by one,” says the 22-year-old, who lives in North Delta but operates her

rescue in Ladner.

Thalia rescued her first horse, named Salsa, when she was 17. After nurturing the horse with a little T.L.C., she gave the horse to a 10-year-old girl, who was doing chores at the barn in exchange for riding, a common practice in horse country.

“She just fell in love with the horse and I said to the mom, they are so perfect for each other, so if you’re in the market for a horse it would be a good match,” says Thalia.

“Seeing how happy this horse made them made me feel really good.”

That scenario played out more than once over the next couple of years and before she realized it, Thalia found herself in the horse rescue business.

It may not have been possible without the help of agency partner and best friend, 28-yearold Liz Smith, whom Thalia met through her boyfriend earlier this year.

Like many others, at first Liz volunteered her

Saturdays to do chores in exchange for riding.

But before long she’d added Fridays and Sundays and adopted a horse.

“Her involvement here was increasing all the time so she sort of fell into being my partner and we became best friends,” says Thalia, who is earning a degree in Equine Science through the University of Guelph.

Like Thalia, Liz grew up riding horses on her aunt’s ranch in Kamloops. It didn’t take long before she became immersed in Second Chance.

“I started attending auctions with her, I started riding all the rescues that came through and trying to work with them a little bit,” says Liz. By combining their efforts, it has allowed Thalia to focus on fundraising and promotion while Liz takes care of the horses and make them ready for adoption.

The fundraising is a key component of the rescue. Although Second Chance raised $3,500 during an event on June 1, their monthly ex-

penses exceed $1,500, which only accounts for basic food and stabling and not those unpredictable veterinary bills.

But the women say it’s worth the blood, sweat, and tears. And given the strong personalities of some of these horses, tears are inevitable.

Thalia refers to a one-eyed gelding named Hero, who lost his eye to an infection when he was young. Despite this infirmity he was adopted to a family in Edmonton in early October.

The horses that arrive at Second Chance are often in need of a lot of medical help, as well as love and attention.

Comet, who is currently in foster care, arrived four months ago with burns on his legs from the hobbles used in standardbred harness racing. Liz says he was kind of a “jerk” when they first got him because he’d just retired from Fraser Downs race track.

“It took him a couple of weeks but once we

put him with another horse his demeanour just completely changed and he became really sweet and kind of sucky,” she says.

In July, Second Chance adopted out two horses named Whisper and Nova to girls who had similarly difficult backgrounds. Liz says when the girls came to visit she saw an instant connection between the girls and the horses, which was a relief since she was concerned they might never find homes for them.

“I almost cried with both of those adoptions because I really love the horses,” she says. “But I saw they were both younger girls who’d had some harder experiences in their lives and this was just the thing they both needed to feel like there was something more for them in the world.”

Not all stories have happy endings. Some of the horses have been so mistreated that they don’t survive to adoption. In June, Thalia had to euthanize a horse named Lucky, whose neglectful owners had allowed his foot to become clubbed. She began the “Lucky Fund” after his passing to buy more horses from auctions.

Second Chance currently has two horses up for adoption, including Comet. Rebel, who is also in foster care, is a 14-year-old mare who came in September as a surrender from a ranch in Summerland. A third horse named Cora, a 13-year-old mare and former race horse, was just adopted this week.

Cora was a little wild when she came in and Liz thinks that’s because she had been moved around a lot and was becoming insecure. She became comfortable at Second Chance, Liz says, acting as the matriarch,

magnetizing other horses to her calmness.

The last little rescue is a donkey named Pedro, who has become the mascot of Second Chance. Pedro was rescued from a Langley auction in May and lives in a pen with another donkey named Tinker, who belongs to the owner of the stables, and a female horse named Rainbow.

“We want to keep Pedro, but we don’t want to separate him from Tinker or Rainbow because they all have insecure attachments with each other,” explains Liz. Rainbow is very attached to her donkey mates and gets upset when one of them is taken out of the pen for exercise. Liz says that’s common with most horses, which are herd animals by nature.

“Especially when they’ve been abandoned or abused you can see it more,” she says. “With Comet when we had him at our farm he would attach himself to another horse, so if you took him away from that horse he would lose his mind.”

Second Chance is holding another fundraiser at the One20 Pub and Grill in North Delta on Nov. 9. Tickets are $20 and are available at Westway Feed in Ladner, which gets you a burger, fries, and a drink. Your ticket automatically enters you into a door prize and chance to win two box seats to the Canucks versus Flames game on Jan. 8. A raffle will also be held for two tickets anywhere WestJet flies.

All proceeds from the fundraiser will be spent at the Fraser Valley auction on Nov. 24 to save more horses and give them a second chance at life.

Two original paintings by acclaimed Canadian artist William Allister have found a permanent home in Tsawwassen.

The large acrylic-on-canvas works of art by the late Allister (1919-2008) are two of 20 paintings valued at $164,000 donated by Allister’s estate to the Fraser Valley Regional Library (FVRL), and will be on display at the Tsawwassen Library.

Allister was an avid FVRL customer in Delta who spent many hours in the library enjoying the books and completing research for his paintings, the FVRL said in a media release.

Local photographers have given Delta Museum artifacts new life by presenting historical objects through a contemporary lens.

The seven photographers – Tyler Garnham, Greg Schurman, Rick Pelletier, Laurie Laing, Ronan Considine, Adina Shore and Ali Roddam – were invited by the museum to take items from its collection and imagine them in

a modern context.

In a press release, the Delta Museum and Archives Society said the group “came together to collaborate on a shared love of history while staying true to their unique style.”

Titled Now & Then: A Modern Historic View, the exhibit is on display in the museum’s temporary gallery (at 4858 Delta St.) now until Jan. 31.

Ladner’s landmark health food store on Elliott Street turns 40 this year, although the building in which it resides is much older.

Halina Kwiatkowska, who bought the business Parsley, Sage and Thyme almost four years ago, says she found out how old it is when when municipal inspectors came this summer and told her the house is built on wooden pilings like the first settlements built in Ladner. The age of the home is estimated to be more than 115 years old.

The original owner was a widow from Belgium named Elizabeth,

who worked as a midwife. Kwiatkowska says her great granddaughter, who lives in Vancouver, still stops by from time to time.

“When she visits the island she likes to drive by Ladner, say hello, buy gluten-free snacks,” says Kwiatkowska, before realizing that sounds likes a sales pitch. “Seriously, I’m not kidding you, she’s Celiac.”

The original health food store owners, Rosemary and Jim Asser, started the business in 1973.

“That’s why Rosemary came up with the name Parsley, Sage and Thyme. Because she was the only herb missing in that Simon and Garfunkel song.”

They ran it until 2002 when

Rosemary moved to Victoria with her son.

Kwiatkowska says she’s pretty sure Rosemary stayed in business by selling halva and licorice.

“Because everybody that comes in here who is in their thirties, forties, fifties, say they used to come in as a child to get those candies.

They don’t remember their parents bringing them to buy those herbs for a tea, they remember the halva.”

Many of their older customers continue to visit for the nostalgia.

The Delta Falcons are aiming for the elite division in the Vancouver Men’s Field Hockey League this year.

It’s been almost two decades since the men’s team competed in the Premiere A division, said captain Guy Manwaring, who was part of that team 20 years ago.

This year, Manwaring’s hopes are high for the currently Premiere B-ranked team. The roster includes Rob Short, a two-time Olympian and two-time Pan American Games gold medalist who played professionally in the Netherlands for the past 14 years, and who grew up playing in the Falcons club.

Manwaring also listed former national players Greg Watt, Mike Gunning, Dave Littlewood, Sean Bremner, Kirk Adams, Matt Batholomew, and Alistair Beatty, as well as himself, as experienced veterans on the team. As well, the roster includes junior national team prospect Graeme Carswell, 19, and under-17 national team up-and-comers Jack Matthews and Josh Kitagawa.

“But because the alumni have played at a very high level and have kept in great shape we are a very strong, competitive team,” Manwaring said.

“Our junior players benefitted greatly from the experience of the veterans on the club, and the veterans have recaptured some of their youth again.”

On Saturday (Oct. 26), the Falcons lost 2-1 in a much-needed match against India B, putting their record at 3 wins and 3 losses so far this season. A win would have helped bring the

team closer to the top of Premiere B league standings. A promotion to Premiere A will only be achieved if the Falcons lead the pack of eight teams by the end of the season in April.

Although the team must now make up for the recent loss, “our chances are really good,” Manwaring said.

The reinvigorated team is also hoping to see the development of a home field hockey turf in Delta. Currently the men’s Premiere B and women’s Division 1 teams host their home games at Tamanawis Park in Surrey, the closest water-based turf field (the club’s recreational adult and junior teams play on local soccer turf ). The club plans to propose a

water-based turf field at Winskill Park to the Corporation of Delta, and has raised more than $120,000 toward that goal.

Manwaring feels a locally-based field is critical for training elite players. That, and achieving a spot in the Premiere A division, would draw more players back to the club and help it regain its place as a hotbed for field hockey talent, he said.

“Remembering how good the club was, at one point the national [ field hockey] team had 11 out of 16 players from our club … The club had a real stronghold and it was a feeder to the national team,” he recalled.

Personal bests for Dolphins at season’s first meet The Winskill Dolphins swim club competed in its first meet of the 2013/14 season Oct. 19 and 20 at the SFU Lower Mainland Regional meet in Burnaby.

A number of senior swimmers from the Tsawwassen club achieved personal best times in the 1500m freestyle, including Taylor Reilly, Colette Summers, Ali Gracan, Melissa Kwantes, Amy Kowbel, Kiersten Gilberg, Tai Long Singh, Dalton Boon, and Duco Schuurman Hess.

In the 11 and under category, the Dolphins’ top finishers in the 100m freestyle included Joshua Yeo (2nd), Sydney Marshall (3rd), Devin Dupuis (6th, as well as 5th in 200m Individual Medley), and Mia Cender (8th). D’alton Dupuis finished 17th in the 200m backstroke.

The full-size truck market is big business for automakers and a big deal for the businesses and people who depend on them.

For almost five decades the Ford F-150 has been the best selling truck, with little chance they will lose that crown in the near future. What has been happening, over the last few years, is a strong shift from General Motors to RAM in terms of establishing the second best selling truck brand. The rise in RAM popularity can be traced back to a few key changes over the last several years, from muscular styling to class-leading interiors, a refined ride, plus engine and transmission advancements.

I drove the 2014 RAM model range recently, on a beautiful fall day, just outside of Toronto. The “RAM Roundup” was a great opportunity to get my hands on these new trucks well before they arrive at BC dealerships.

Plus this system automatically lowers over 100km/h to also reduce aerodynamic drag. At lower speeds and for off-road duties, the air suspension can be raised for better ground clearance. Having had a chance to drive several RAM trucks with this feature I notice the already smooth ride is even better and the cabin is further insulated from vibration.
