Council voted to oppose Rogers telecommunications tower beside 60th Street

Sylvan Lake councillors voted unanimously to oppose a 60 metre communications tower proposed by Rogers Communications for just west of 60th Street and south of the rail line.

The location is in the town’s future annexation areas and is slated for residential development in the Intermunicipal Development Plan (IDP) agreed to by the town and Red Deer County.

Councillor Dale Plante said “it’s just not good planning in this location.” He added it’s also a natural wetland area.

“It’s so close to residential that already exists,” said Councillor Jas Payne.

Councillor Chris Lust said the application points out “the real need for us to look at development, identify areas we want to protect because they’re wetlands, tree stands … look at how they fit into future development.”

Previous council had heard from resident Hope Jensen who opposed the site at their Oct. 15 meeting. It’s too close to current homes and it at the lowest elevation on the site, she said. “Why would you ever want an industrial site in the middle of residential?”

She was also concerned about the potential for more towers on the same site, lighting of the tower (do you want that shining over Sylvan Lake?), health risks and devaluing of home prices.

A staff report presented by Kim Devlin stated “administration does not support the proposed location as it is in a future residential and natural space area. This type of development would be better suited in an industrial are which is proposed within the IDP to the south of this quarter section.”

As a result of the motion passed, the town will notify Red Deer County and Rogers of its opposition.

Beach ambassadors will have the minimally added responsibility of recording the condition of each life preserver once a week.”

Councillors voted unanimously to approve participation of the beach ambassadors and the town in the Kids Don’t Float program “with responsibilities and service levels not to exceed those identified in this report”.

A plan by the province to provide lifejackets through the town’s Beach Ambassador’s hut was heartily endorsed by Sylvan Lake councillors Monday night.

Alberta Parks and Lifesaving Society representatives spoke to councillors earlier this year about the Kids Don’t Float lifejacket loaner station and requested the town’s participation.

The program has been implemented in a number of other provincial parks around Alberta. Kiosks in other locations are unsupervised and lifejackets available on an honour system. - Guest painter Michael Downs presented a workshop for Sylvan Lake Art Society members Oct. 21 at their regular meeting in the art room at École H. J. Cody High School. Showing examples to illustrate his lessons, one of the things he talked about was conception versus perception and the battle between what you think and what you see. “Drawing is more like an intuitive process,” he said. The intuitive gesture is a good way to start the drawing process.

The real key to doing well is to seek out relationships, build the underlying architecture. An artist seeks out relationships, seeking large to small.” He added, for a good artist “subject doesn’t matter”. Sixteen members attended the session. Sylvan Lake Art Society meets the second Monday each month from September to June.

But was confronted with a front page that was more concerned with kids on a “zombie run” and a local bar with a Ukrainian platter rather than the results of our election. However it did reference an H. J. Cody awards night on page 5.

I did find the election report on page 3 (with a very poor photo of Mayor McIntyre’s jubilation) and the balance of this report on page 6.

I then read the editorial by editor Steve Dills on page 4 who was “surprised by the total lack of interest shown by over

A report on the town’s website indicates that at on Sept. 9 the water level was 936.946. “To put this into perspective, a lake level of 936.27 would see a return of a sandy beach along the retaining wall,” states the post. That’s means it needs to drop another 68 cm.

At 5 a.m. yesterday (Wednesday) it was down further to 936.777.

Just over 50 centimetres still to go.

Perhaps as Councillor Graham Parsons suggested, Mother Nature is doing her work and next summer we’ll have a beach again. After all, it continues to be the contention that evaporation accounts for the largest outflow of water from the lake.

It will be interesting to hear back from councillors after they’ve met with Alberta Environment officials and been apprised of work already done and underway by that department in conjunction with Sylvan Lake

I would suggest to you that the Sylvan Lake News showed a complete lack of interest in the results of the election, or it would have been front page news.

I would think the opportunity to educate and communicate to the 6,500 residents that seemed to lack interest has been lost to our town once again.

If we are to take stock of how we should show up at the important times, do you not think the same should apply to the format of your paper.

I do not know how you are able to come to the conclusion, because of low voter turnout, that two thirds of the community is happy with the way things have gone over the last three years. The last two municipal elections had almost exactly the same turnouts.

Mrs. Balfour, who attended the municipal convention in Calgary last week, reported that the convention went on record as favouring smaller nursing homes being built by government in more locations, rather than large institutions in big centres.

Council felt that every endeavour should be made to secure a nursing home here, as we have a permanent resident doctor who is giving very good service to the town and district.

Census figures will be presented to the Minister of Health.

Injury survivor encouraged students to consider impact of decisions

Unfortunately, those messages aren’t always considered to be common sense for some people, she added.

Peer pressure, overconfidence and complacency are just some of the factors responsible for people crossing the ‘stupid’ line.

“To tell someone not to do something is just trying to stop them from living their life, and we don’t want to do that,” said Hague. “Life is about going out and challenging yourself and feeling alive, but you can stop and think about how to do it in a better way so that you don’t hurt yourself or hurt someone else.”

The presentation is effective in delivering its message, she feels. While she knows this from feedback provided by students, she is aware that plenty of other students who don’t talk to her also approach risks differently after sitting through the presentation.

“I’ve had kids come up to me and say they’re going to live their lives differently because of seeing the show,” she said.

“For me, if someone just makes one good choice, then I’ve done my job.”

Hague, who lives in Ontario, was visited École Mother Teresa School as part of a tour of Alberta, which also saw her speak at schools in Mayerthorpe, St. Albert and Red Deer.

Her Sylvan Lake visit took place during National Teen Driver Safety Week, which ran Oct. 21 to Oct. 26.

“Wouldn’t it be great to go through life with no regrets?”

That was the question Melissa Hague posed to Grade 7, 8 and 9 students of École Mother Teresa School last Thursday.

Hague is an injury survivor who visited the school on behalf of Parachute Canada’s No Regrets program, which aims to educate children, teenagers and young adults on injury prevention, and how to take ‘smart’ risks.

She described how she was badly injured in a severe car crash almost 30 years ago, which left her paralyzed and in a wheelchair for the rest of her life.

Poor decisions made by the drunk driver of the other vehicle involved in the crash resulted in devastating, life-changing consequences for her and her family, she added.

Tents okay in Centennial Park, provincial park; situation to be monitored

There won’t be any restriction on tents being erected in Centennial Park, however town staff and councillors will continue to monitor the situation next summer.

Councillors were presented with an information report at their meeting Monday night which evaluated the past summer and the effect of tents being used by day visitors.

“There haven’t been any issues from an enforcement perspective,” said Ron Lebsack, the town’s director of community services.

In his written report, Lebsack indicated the lakefront park space encompasses both the Town of Sylvan Lake’s Centennial Park and Sylvan Lake Provincial Park, since the public doesn’t distinguish between the two

parks.

“In discussing this issue with provincial parks, they have no restrictions on setting up of tents in day use areas … and they do not intend to restrict tents anywhere within the provincial park.”

Earlier in the summer Councillor Dale Plante had raised a concern about the abundance of tents and opened a discussion about whether council should look at eliminating or restricting tents.

Two levels of ban on tents were discussed, a full ban or a ban only on fully enclosed tents while open faced tents would be allowed.

Lebsack’s report noted in either instance enforcement would be a challenge, particularly since there would be different rules between the provincial park and Centennial Park.

A check of six other communities, three in Alberta and three in British Columbia, found three which didn’t allow tents in parks and three had no reference to tents in their bylaws.

“I’m comfortable with where we’re at,” said Plante. He added that when he brought it up initially he was concerned about safety with tents secured by guide wires or tied to trees and about the size of tents. “I’d still like to see some monitoring.”

Mayor Sean McIntyre raised the potential for damage to the new irrigation system is somebody staked a tent into one of the lines.

- Members of Sylvan Lake Scout groups held a sleepover at the Royal Tyrrell Museum in Drumheller on Oct. 19th. The group included 55 people including parents and siblings. They made 3D pteradactyls with paper, a zookeeper from Reptile World talked about snakes and brought Britanny the boa for them to hold, they walked through the museum with the lights off, using flashlights to look at what the curator was talking about and dug for real fossils that were in slabs. The following morning the watched the movie Chased by Dinosaurs and then explored the museum.

RCMP NOTES

Liquor, drug impaired driving charges laid; bush party shut down Saturday, October 19th 5:01 p.m. – RCMP received a 911 call from a female in distress on Range Road 11 at Highway 12. The 47-year-old Lacombe woman advised she was assaulted in a vehicle and left by the side of the road by her boyfriend. The female was first assaulted by the accused outside the Monkey Top Saloon in Bentley and the assault continued inside the vehicle where the male punched her in the face.

When she tried to exit the vehicle, she was pulled back into the vehicle with some hair ripped out of her head. Her life and that of her children and pets were also threatened. The male also threatened to destroy her house. The victim eventually managed to get out of the vehicle and witnesses stopped to assist her. A 52-year-old Red Deer man is charged with assault, uttering threats against a person and two counts of uttering threats against property and animals.

Sunday, October 20th 11:07 p.m. – A 17-year-old Eckville female is facing charges in relation to a driving incident behind Eckville

outdoor rink. A 911 call was placed to RCMP after a 22-year-old male was reported to be unconscious on the ground after reportedly jumping on the hood of a vehicle driven by his girlfriend. The female advised that she had been previously assaulted by her boyfriend. She is now facing charges of impaired driving, having a blood alcohol level over .08 and dangerous operation of a motor vehicle.

The male is also facing a charge of assault.

Tuesday, October 22nd 7:37 a.m. – RCMP are investigating a vehicle fire on Range Road 20 in Red Deer County. A burned truck

was found on the west side of Highway 592 in the ditch. No one was around the vehicle at the time members arrived on scene. The incident was called in by a passerby.

9:34 p.m. – A 40-year-old Sylvan Lake male received fines in relation to a complaint of impaired driving. An anonymous caller advised that the male had consumed alcohol and was driving around Sylvan Lake. The vehicle was located by RCMP parked in a back alley behind Bowman Circle however it later passed the police cruiser and was stopped in a driveway of a residence on Westview Drive. A breath test was administered however the male was found not to be officially impaired. He was issued fines however for transporting liquor in a vehicle within easy reach and operating a motor vehicle without holding a valid licence.

Thursday, October 24th 2:46 a.m. – An RCMP member located an intoxicated male outside Chef ’s along Lakeshore Drive in Sylvan Lake. The male was initially passed out and arrested for public intoxication, however, the male became aggressive to police as they attempted to transport him to cells and began resisting members. He fell as a result of the struggle and sustained an injury resulting in EMS being called to assist. The male then became unco-operative with EMS members and spat in the face of an attendant. An 18 year-old Calgary male is charged with assault and obstructing a peace officer.

11:09 p.m. – A bush party on Range Road 14 in Lacombe County was shut down by RCMP after

reports of vehicles speeding in the area. Calls were received of several youths in the vicinity of Machinery Road where alcohol was believed to be involved. When members arrived, between 100 and 150 youths were at the party. Several fines, including trespassing tickets, were issued as a result.

Friday, October 25th 3:05 a.m. – Two RCMP members were in the process of transporting a male to cells in Sylvan Lake when they observed a male driver pulled over on Highway 20 southbound. The vehicle had its driver’s side door open and when police approached the male they detected a strong odour of marijuana coming from the vehicle. When questioned, the male produced two grams of marijuana, a bong and a pipe. A 16-year-old Sylvan Lake male is now facing a charge of possession of marijuana. He was also issued a 24 hour suspension due to his recent consumption of the drug.

7:22 p.m. – A 58-year-old Victoria, B.C. male is facing impaired driving charges after a report by witnesses of a vehicle swerving in and out of traffic, including crossing over the centre and fog lines on Highway 20 near Aspelund Road and almost hitting the ditch five times. The call was dispatched to Rimbey and Sylvan Lake RCMP with Rimbey members intercepting the vehicle. The male driver admitted to consuming alcohol and showed obvious signs of impairment. He was charged with impaired driving and having a blood alcohol level over .08.

Far away, off the east coast of Australia, on the island of Fiji, in the community of Lautoka, Pat Killoran had a ‘Rotary moment’, realizing how much can be done to help people in that community.

“That was the point in time when Rotary moved from my mind to my heart,” the Rotary District 5360 Governor told members of Sylvan Lake’s Rotary Club during a visit Oct. 18.

He’d been a member of clubs in Barrie, Ontario, Saskatoon, Saskatchewan and Brandon, Manitoba before moving to Lethbridge during a 33 year career with Scotiabank.

It was as his career progressed in Lethbridge that he made the trip to Fiji with fellow Rotarians and discovered his passion for international projects.

He complimented the Sylvan club for being active and engaged, doing many wonderful things in this community. “Your membership is growing, there’s lots to be proud of as a club.”

Referring to the Rotary year’s motto, “Engage Rotary, Change Lives”, Killoran said there are so many opportunities to change lives. “To be long term Rotarians, you need to find your passion”.

Talking about experiences in some of the other clubs he encouraged members to pay attention to fellow members to make sure they’re not drifting

away, that they’re happy with their Rotary experiences.

“Your passion can be anywhere in the world as long as it’s embedded in your heart. You must seek and find your passion in Rotary,” Killoran advocated. “As clubs and leaders we must foster that passion in our members.”

“If you want to go fast, go alone. If you want to go far, go together,” he encouraged. “Successful members need to take responsibility for their own growth and development,” he added.

“When you get involved there can be big changes. That applies to so many aspects of what we do as Rotarians, engaging people … there are so many opportunities to change lives.”

District 5360 represents 53 clubs with 2,100 members in Alberta from Ponoka south and in a portion of southwest Saskatchewan.

Several club members thanked Killoran for his inspiring comments and remarked on how Rotary has enriched their lives.

Rotarians channel their commitment to service at home and abroad through five Avenues of Service which are the foundation for club activity.

Ensuring a Safe & Accessible Community For All to Enjoy With the arrival of snow and ice, Sylvan Lake Municipal Enforcement wants to remind property owners and occupants of their responsibility to ensure that all walkways and sidewalks adjoining their property are completely free of snow and ice.

Snow and ice left on sidewalks is extremely hazardous, especially for those who are disabled or who have limited mobility. Severe injuries and legal consequences can result from a mishap on a snow or ice- covered sidewalk. Residential or commercial sidewalks left unmaintained also create difficulties for mail services, meter readers, delivery drivers, and emergency personnel.

Sylvan 4-H multi club has begun; officers elected

Sylvan Lake 4-H Multi-Club had its first meeting of the year on Oct. 21. Elections were held and our lucky winners are president - Kalis Currie; vice-president - Katrina Reimer; secretary Morgan Halsall; treasurer - Tiana Oostindie; club reporter - Jessica Routhier; historian - Caitlan Thompson and social committee - Cassidy Schulz, Marcus Ornella, Angelina Cornell and Megan and Austin Routhier. Other members are Rylea Lunde, Rebecca Belton and Kylee Tisdale.

Our members will be taking cooking and photography projects. If anyone is interested in sharing their skills at one of our meetings we would love to have you as a guest presenter. So far we have learned about Parliamentary Procedure, keeping record books and the importance of being able to speak in public.

Our next activity as a club is to participate in the Skate-A-Thon on Nov. 14. Our next meeting will be Nov. 18 at 6:30 in Room 103 at École H. J. Cody School. This will be the last opportunity for new members to join. Dues are $65 for the year and parents are encouraged to attend meetings with their child.

Imprisoned - École Steffie Woima Elementary School

principal Hugh Davidson looked forlorn as he peered out at students from inside his “jail cell” at the school last Wednesday.

Davidson was imprisoned inside his own office at the start of the day, and could only be released once $1,000 in donations for Canadian Cancer Society had been received. Students, eager to help him, brought donations to his office, and he was freed after just two hours and 45 minutes of confinement. Donations were also accepted after his release, and by the end of the day, the school had raised $1,255.

Lakers heading into league championship against Hunting Hills

BY STEVE DILLS SYLVAN LAKE NEWS Sylvan Lake fans were treated to a captivating football game as they vociferously cheered the H. J. Cody Lakers to a win in Rocky Mountain House last Friday.

And there’s more interesting action on the horizon as the Lakers meet Hunting Hills Lightning Saturday in the Central Alberta High School Football League final.

This will be the third year in a row the two teams have met in post season action. In 2011 the Lakers won the league championship over Lightning then last season theyy lost a 14-10 league g semi-final to the Red Deer team. Lightning went on to win the league championship.

Central Rebels, last Friday, the Playing against West C Lakers were propelled to a 25-21 win after trailing 15-11 when the Rebels threw a touchdown pass on the final

play of the opening half.

The teams traded touchdowns in the third quarter with the Lakers adding a point on a convert while the Rebels were unable to convert. Score 21-18.

A Laker punt attempt midway through the final quarter hit the upright. Then with just over two minutes in the game, the Lakers were stalled on their line of scrimmage for two downs before Josh Barrie caught a pass to garner the Lakers first down on the Rebels eight.

With 1:15 left in the game, the Lakers climbed ahead of their opponents after Shon Zenert scrambled into the end zone.

On the kick off return, the Rebels were stopped at their own 15 yard line, then attempted two passes before completing on a third to throw a scare into the Lakers as they moved to their own 27 yard line. By the end of the series the Rebels were just 13 yards from the Lakers end zone.

Then the Rebels were penalized for unnecessary roughness and moved back.

On the following play, which should have been the last of the game, the Lakers took a similar penalty forcing another play since you can’t end a game with a penalty.

So with no time left on the clock, the Rebels had possession. A pass back was fumbled and the Lakers’ defence was all over the unlucky player. The game end with a 25-21 win for Sylvan.

For the record - Shon Zenert scored two touchdowns while Landon Rosene accounted for the other Sylvan major.

Rosene added a two-point convert and Aden Smaill booted a field goal and two converts.

Rosene had a team-best 98 yards

rushing for the Lakers.

Coach Jeremy Braitenback described the game as “exciting right down to the end. We showed a lot of character and heart to pull out the game like that. It’s something we’ve been working on all year and it showed”.

The Lakers meet Hunting Hills Saturday for a 4 p.m. start at Great Chief Park, subject to weather.

While some of the guys suffered “bumps and bruises” during a “physical game” against Rocky, Braitenback said “I think these guys all want to play”. He added they lost to Hunting Hills 40-7 earlier this year and he’s looking for a score that’s more evenly matched. “It’s going to be tougher this week.”

Laker Brian Vaillancourt (25) managed to elude a Rebel player and throw a pass to Shon Zenert deep in Rebel’s territory during last Friday’s game. The Lakers won the semi-final 25-21 and play in the league final game Saturday.

Three Lakers were all over a West Central Rebels player knocking him for a loss of yards during last Friday’s league semifinal game in Rocky Mountain House. The Lakers play in the league final Saturday against Hunting Hills Lightning, the third consecutive post season match-up of these two teams.

The game, which saw the Lions defeated by a large margin, marked the end to what has otherwise been a good season, according to head coach John Kriekle.

“I’m proud of the guys. They worked hard all year,” he said.

The Lions knew before the game that they would be up against a challenge as they faced a strong Lacombe team, said Kriekle. After falling behind early, however, they simply couldn’t find their way back into the game, and weren’t able to stop Lacombe’s momentum.

“It was not a good day on the football field,” he said.

Nonetheless, a number of players proved their strong spirit during the game, and refused to concede defeat, he added.

One such player was Justin Fedun. “(Fedun) played well all season, and he didn’t let himself get down,” he said.

The loss against Lacombe was just the Lions’ second of the season. Including their playoff win against Notre Dame last week, they won six games this season — something they can be proud of, according to Kriekle.

Talent-wise, this year’s team is one of the best he has had during his time as coach.

He described his players not only as the “best group of kids”, but also as the “best group of athletes”.

With an even mix of new and returning players, the 34-player roster the Lions had this year was much larger than that of last year.

The Lions usually have a roster of about 18 players, according to Kriekle.

“I think we’ve got 18 coming back next year, so we should be pretty good next year,” he said.

Swimmers from all across Alberta participated in Sylvan Lake swim meet

A swim meet held at Sylvan Lake Aquatic Centre attracted young swimmers from across the province Saturday.

Tim Hortons Fall Invitational Swim Meet, hosted by Sylvan Lake Nauticals Swim Club, saw 150 swimmers between the ages of seven and 15 compete for medals and ribbons.

Seven swim clubs were represented at the meet including Sylvan Lake Nauticals, Red Deer Catalina, Canadian Badlands (Drumheller/Airdrie), Rocky Barracudas (Rocky Mountain House), Sherwood Park Stingrays, Three Hills Neons and Parkland Pirates (Spruce Grove).

Meet manager Tracy Carson was happy with participation, and with the positive feedback she’s received about the meet.

“I think, for the most part, the perception was that it was excellent,” she said. “Kids had a great time, and parents seemed happy.”

For Nautical Nicholas Moore, the meet was his first as a competitive swimmer. He admitted to feeling both nervous and excited at the same time, but appreciated the opportunity to compete.

“It was a fun meet,” he said.

Mackenzie Siemens put in her best effort during the swim meet in Sylvan Lake Saturday.

Red Deer had the highest representation at the meet, with 43 of its swimmers participating. Sylvan Lake wasn’t far behind with 32 swimmers competing.

Carson said that of the Nauticals’ 99 swimmers, about 35 of them are competitive. Those participating at the meet on Saturday represented almost the club’s entire competitive body.

“To have 32 (competing) is awesome,” said Carson, adding that club membership has grown significantly this year.

For some Nauticals, having the chance to compete in their

Ann Duffy appreciated the “familiarity of the pool”.

“It was a nice change not to have to drive any distance to compete,” she said.

Jordan Smith claimed the pool is “like home”, having grown up training and competing in it.

Medals at the meet were awarded for the top three swimmers in each event, while ribbons were presented to those who finished outside the top three. Ribbons were also awarded to swimmers who achieved personal best times.

Carson said the tournament, which is held annually, is growing in size. More and more clubs get involved with it each year, some making it a regular stop as they participate in meets around the province.

Others attended for the first time.

“I think it’s pretty well known,” said Carson. “We’re just getting bigger.”

Sponsors provided lunch for all participants at the meet, ensuring everyone was well fed, she added.

A “mock” meet was held the night before the Fall invitational, and allowed Nauticals’ non-competitive swimmers the chance to become better acquainted with the meet format.

They learned dives and race techniques, and helped organizers setup the timing system.

Some swimmers, such as Nautical Jayna Keast — who participated in Saturday’s meet — take advantage of any possible opportunity to get in the pool and improve their skills.

“I like to push myself harder every day to accomplish more,” she said.

Trials for 2014 Alberta Summer Games — to be held in Airdrie in July — will make up the next major swimming event in Sylvan Lake at the beginning of June.

Swimmers from all over Zone 4 (Parkland) will take part in what Carson feels will act as something of a “mini meet”.

“There’s going to be a lot of swimmers,” she said.

Bears heading to league final after win against Rocky

“We started off slowly, but our defence played extremely well the whole day,” said head coach Garnet Rambaut.

With a roster of 22 players, the Bears were allowed a degree of flexibility in their team selection and playing time.

“This is the first time so far this year we’ve actually been able to take nine people off and keep them on the sidelines,” said Rambaut.

“We were able to rest some players. For us, (having 22 players) is very good.”
