KEVIN PARNELL When the Kelowna golf foursome of Babcock and Bombay pulled into the parking lot of Aspen Grove Golf Course in Lake Country last week, little did they know it would likely be the last time they played one of their favourite courses. There wasn’t another soul on the course or in the restaurant and the foursome would have the nine hole track all to themselves in what would go down as one of the final rounds played at Aspen Grove. The par three course which will eventually be turned into playing fields for both George Elliot secondary as well as a new junior-middle school that will be built next to Lake Country’s high school. “That’s too bad,” said Larry Babcock when told of the impending closure of the course. “It’s a lovely little golf course. It’s flat, it’s short, there is a great restaurant. It’s a great place to play.” The thoughts echoed those of Lake Country

date existing and projected enrolment growth in Lake Country, a grade 7-8 middle school program is being created at George Elliot Secondary School starting September 2014. A six classroom portable annex is being constructed onsite to accommodate the grade 7 students next year. It will mean the end of the golf course, restaurant and meeting rooms at Aspen Grove which is now slated to be closed for good Dec. 24. Nearly 30 employees have received notice they will be laid off before Christmas this year. “Working here has been a wonderful experience and (the owner) is a great guy to work for,” said Cheranda Schulz. “I totally understand where (the sale) is coming from. I don’t know what kind of impact it’s going to have on Lake Country. But I see it as being a good thing for children and it will hopefully bring more opportunities to broaden kids learning experiences.” A new middle school in Lake Country is the fourth priority in the Central Okanagan School District’s 5-Year Capital Plan. The construction of the new school is dependent on funding support from the Ministry of Educa-

Preserving Central Okanagan wetlands: Why should we bother? Wetlands are more than a haven for mosquitoes or a place to dump worn-out tires. They have value in the biodiversity they offer, but they also provide economic returns such as in filtering runoff, alleviating flooding, recharging underground aquifers, controlling erosion and managing stormwater.

Project underway to locate remaining wetlands throughout the Okanagan

on the destruction of local wetlands,” points out Nelson Jatel, water stewardship director for the Okanagan Basin Water Board, who has lived in the valley for most of his life. “We collectively share in the guilt.” He’s project manager for the first phase of the Okanagan Wetlands Strategy, a collaboration of the OBWB, B.C. Wildlife Federation and Central Okanagan Regional District, each of which will contribute in-kind work toward the project. Jatel notes that we all are beneficiaries of channelizing and damming projects of the 1940s and 1950s in the Okanagan Valley; projects that changed the face of the valley in the past 200 years or so. “Hopefully this project will capture some of the history and alert people to the importance of what’s remaining,” he added. He’s excited about the project which he sees as ‘putting our house in order,’ and putting wetlands on people’s radar. It’s a role he sees as very fitting for the OBWB, bringing resources and people together to create a warehouse of comprehensive information about wetlands. Because the Okanagan has such a dry climate, wetlands are home to many species at risk, from tiger salamanders to painted turtles and various bird species. The idea will be to pull information from all sources, including individuals, to locate as many

wetlands as possible and to get a feeling for how people view wetlands; whether they value them, and if so, in what ways. The data will all be integrated in a map with many layers for the whole Okanagan and Similkameen Valleys, so it will be a map that reflects the different lenses of the different people who value wetlands— or not. Involved in a technical advisory capacity are the City of Kelowna, Ducks Unlimited, the South Okanagan Similkameen Conservation Program, the Okanagan Collaborative Conservation Program, North Okanagan Regional District, Ministry of Forests, Lands and Natural Resource Operations, Environment Canada, the Okanagan Nation Alliance, Okanagan College, and the Ministry of Agriculture. Armed with an Environment Canada Sustainable Ecosystems Program grant of $35,000, the $64,800 project is now in the collecting-information stage, a task that’s been contracted to Ecoscape Environmental Consultants, led by senior aquatic biologist Kyle Hawes, one of its principals. He points out that 85 per cent of wildlife use wetlands directly or indirectly, so they’re critical habitat, particularly in the Okanagan, which is home to many rare and endangered species. As well, they have spiritual values to First Nations people and esthetic values to many other people, as serene places to enjoy nature, for education and for recrea-

In addition to providing biodiversity and habitat for species at risk, wetlands are important tools in flood control. “They act like a sponge to hold back water; to allow it to spill over into riparian areas and release it slowly,” he explained. They also help recharge groundwater resources. Wetlands remove excess nutrients and purify water. In fact, engineers today construct wetlands specifically to filter runoff and storm water. They’re also important in erosion control. More than 85 per cent of the Okanagan’s wetland and natural riparian habitat has been lost, most filled in for development of one sort or another—and the loss continues, although it’s slowed, says Hawes. Wetlands are at risk from vineyard and other

agricultural development and activities, cattle grazing, improper drainage management, road construction and hazard tree removal in addition to development. Contamination and invasive species threaten their health. Climate change will likely alter wetland habitats, and with development of other sorts, fragmentation can reduce their effectiveness. And then there’s recreation, particularly an activity known as mud-bogging, which involves intentionally destroying wetlands, just for the fun of it. Margaret Bakelaar, environmental/land use planner for the regional district, says they have Sensitive Habitat and Inventory Maps or SHIM, Wetland Inventory and Mapping or WIM and Foreshore

sInventory Mapping or FIM and worked with a student from UBCO to do baseline maps of wetlands, but this project will compile information from around the valley. The regional district had planned to hold public workshops on wetlands, but found the BCWF was planning to do the same thing, so the collaboration was born. “We want to know where the priority wetlands are and where they’re under pressure from development,” she explained. “The more information we have, the better. It provides valuable guidance for decision-making,” she added. Once wetlands have been identified there can be a focus on stewardship, she noted. There are lots of non-government agencies out there interested in restoration or

protection of wetlands, she added. Protection is a priority over restoration, she noted. There are other tools such as covenants through land trusts to protect sensitive natural features, she said. The BCWF has had a wetlands program since 1996 and is the only group to hold onto the Wetlandkeepers program, which was adopted by the organization, explains Neil Fletcher, wetlands education program coordinator. It has projects going on around the province to help communities restore wetland habitat, enhance and conserve wetlands, and had planned to get involved in some work in the Okanagan when Fletcher discovered other projects were getting underway. “We didn’t want to re-invent the wheel, so we collaborated,” he explained. The aim is to engage more fish and game clubs to get involved in projects conserving wetlands. “There’s a huge base of volunteers there,” he commented. The BCWF Wetlands Education Program has the support of Wildlife Habitat Canada, the Real Estate Foundation of B.C. and Shell Canada. Once Ecoscape completes the outreach portion of the project and collates the results of the data gathering process, there’ll be a clearer idea of what now exists in the valley, he noted, and from there, priorities can be set so volunteers interested in a field project

know where they should begin. Project underway Ecoscape staff have been collecting data from a variety of sources so they can consolidate the information that’s already been gathered by other agencies, and is organizing meetings with the public, First Nations, fish and game clubs and naturalists’ organizations. They’ll be asking people to list wetlands they’re aware of and describe the sort of wetland it is: whether there’s open water; whether it’s swamp, marsh, fen or bog and what types of vegetation there is. Wildlife observations are also important, from animals to birds and insects. The potential risks to each wetland are also important, noted Hawes. That information will be gathered together in a single document with assessments of what everyone has had to say, including their comments on the importance of wetlands to them and what qualities matter the most. From that, a list of priority wetlands will emerge. Taking action to protect, enhance or restore wetlands would be part of a next phase of the project. Perils of an ‘entitlement state’ VICTORIA – With the B.C. and federal governments once again struggling to climb out of deep operating deficits, it’s a good time for the release of Mark Milke’s book Tax Me, I’m Canadian. An update of the same title published 12 years ago, the book retains the history of taxes in Canada, detailing how Canada’s tax system was initially built to mimic the United States system in the late 19th century. Beyond the history, it is mostly new material. Included are chapters on the global meltdown of 2009, the surge of pension liabilities as the baby boomers retire and the flawed logic behind the “Occupy” and “Idle No More” protests. Some readers will immediately note that Milke works for the Fraser Institute and was previously B.C. director of the Canadian Taxpayers’ Federation. But the book is not just an argument for cutting taxes. It also

Tom Fletcher dismantles persistent myths that income taxes are illegal, and launches a broadside on what Milke calls “Canada’s corporate welfare carnival.” Many people will be able to identify some top names in the government subsidy game: Bombardier, General Motors, even poor old Rolls Royce Canada. Some will also be well aware that our supposedly tight-fisted Conservative federal government has continued to pour out “regional development” and other funds to every part of the country.

But I did not know that Industry Canada grants were handed out to pizza parlours (including the remote pizza-starved village of Kamloops), or to help open gas stations or convenience stores in Kelowna, Vernon and Chilliwack. Milke makes a useful point for B.C. about royalty rates for timber, natural gas and other resources. They are resource rents, and if they are too high the tenants will move out. Reducing them isn’t a subsidy, especially if it leads to big revenue gains as B.C.’s unconventional shale gas incentives have done. On the Occupy movement: The infamous “one per cent,” who in Canada earn $250,000 a year or more, earned 10 per cent of all income and paid 20 per cent of all taxes in 2010. The bottom 73 per cent of tax filers paid just 17 per cent of all taxes. About a third paid no tax at all. On Idle No More:

When Attawapiskat Chief Teresa Spence played to the Ottawa media with her soup strike, former Liberal leader Bob Rae suggested a nearby diamond mine should share more revenue. Milke omits the substantial support and employment that mine provides, and glosses over the misguided blockades that disrupted that and other job-creating enterprises. But he does detail the disastrous effects of passive resource wealth bestowed on impoverished aboriginal communities, and contrasts it with the success stories of reserves that build their own enterprises through hard work. On public sector pensions: Milke notes that historically, public employees traded higher wages for better benefits and job security. Now their wages are generally higher, and taxpayers have to cover their personal pension contributions (as a portion of

those wages) as well as the employer contributions, plus the “defined benefit” payout, which has to be subsidized far beyond what the pension fund can support. On the debt-financed welfare state, there are memorable observations, like this one: “For the record, the generous Quebec welfare state and its ostensibly more progressive model are paid for in part with the taxes of other Canadians; Quebec is merely the North American equivalent of Greece.” The recent B.C. political crisis over adoption of the harmonized sales tax showed that there is too much emotion and too little knowledge about how taxes work. Sharing in a very special celebration for Okanagan College

n 1963, it was a different world. Beatlemania first swept across North America. Martin Luther King delivered his “I have a dream” speech in Washington, DC. The lava lamp was invented. And in Kelowna, then premier W.A.C. Bennett opened the $1.7-million B.C. Vocational School in Kelowna. This marked the beginning of Okanagan College. Fifty years later, Okanagan College has graduated more than 53,000 students. Today, it offers post-secondary education at four campuses: Penticton, Vernon, Salmon Arm, and the original campus in Kelowna. It’s the largest college in B.C. outside the Lower Mainland, and one of the largest trades training institutions in the province.

Christy Clark From the students and staff to the jobs the college has created, it’s transformed a lot of lives—so it was an honour to be invited to take part in the recent 50th anniversary celebrations at the Kelowna campus. And just as it’s become a crucial part of the community, it’s a critical part of our BC Jobs Plan and Skills and Training Plan. Our future prosperity hinges on developing a workforce

equipped for an increasingly skill-based world economy. And make no mistake, those highly-skilled jobs are coming. As we pursue the transformational opportunity of LNG, the impact on our economy will be incredible. It will create 100,000 jobs across B.C. That’s our opportunity, and that’s our challenge. To make sure British Columbians are first in line for those jobs, we have to make sure they’re prepared. Consider some of the numbers: 21,600 jobs directly involved in the building of LNG export facilities and associated pipelines; 41,900 jobs in industries that supply goods and services during construction; 2,400 permanent jobs to operate and maintain the plants and pipelines on an ongoing basis; 61,700

jobs are required to support LNG operations including workers required to drill, produce, process and transport the natural gas to export facilities. And it’s worth pointing out, that’s just LNG. Of the one million job openings projected in B.C. by 2020, 43 per cent will need trades and technical training. With a view to preparing British Columbians for those opportunities, we launched the Skills and Training Plan in September 2012. It promotes opportunities in trades, and invests in and improves training facilities and equipment in institutions like Okanagan College. That’s why the provincial government has invested more than $69 million since 2005 to expand and upgrade the college’s facilities. That includes $28

would not have been one of them. But at 10, I thought of myself as somehow existing separately from the body I happened to inhabit. Of course, at the time I knew nothing of sperm and ova, let alone of DNA. I simply sensed that I was there, and had presumably always been there, hovering somewhere in space waiting for the right physical body to come along for me. I realize now that there was no me, no pre-existing “I”, who guided a particular sperm cell to penetrate a par-

ticular ovum. Until that fertilization happened, “I” didn’t exist at all. Indeed, even after fertilization, the “I” that I know today didn’t exist. Today’s “I” took 77 years to become whatever it is—77 years of joys, 77 years of tragedies, 77 years of love, 77 years of loss. Change any experience in those 77 years, and I would not be the “I” that I am. But having come to that conclusion, I am forced into another. When my time runs out, when my flesh and blood gives up its inborn struggle to survive, so will my “I”. If there was no pre-existent “I” before that chance amal-

gamation of two batches of human DNA, I see no logical reason why a post-existent “I” should continue after my physical death. Oh, I know, there are lots of arguments for a continuing soul. Some are scriptural, some cultural, some anecdotal. I don’t dispute them. They’re based on the reasoning of other humans, based in turn on their understanding of what still other humans said or believed. I’m not

claiming they’re wrong. Only that their reasoning doesn’t match mine. Yes, I will live on in memories. People who knew me personally, people who have read my writings, will remember me. On Oct. 21, at 3:10 p.m., the Kelowna RCMP received a report of a stolen vehicle from outside the Milestone’s Restaurant in the Orchard Park Mall parking lot. A Harley-Davidson Edition Ford F350 was apparently taken from the loading dock area of the restaurant and driven away with the alarm sounding. The driver of the truck headed northbound on Highway 97 North and

police flooded the area with extensive ground resources. RCMP Air Services was activated to support the search with the use of a police helicopter but the vehicle could not be located. It was last seen headed northbound towards Lake Country and Vernon. While conducting the search for the Ford F350, police located a black Hummer that had been reported stolen earlier that day.

Near the intersection of Keithley Road and Knorr Road, police initiated a traffic stop and the driver of the Hummer pulled over immediately. No pursuit was ever initiated for either vehicle. David Francey is a Scottish-born Canadian carpenter turned- songwriter, who has become known as “one of Canada’s most revered folk poets and singers”. Born in Scotland to parents who were factory workers, he moved to Canada when he was 12. For decades, he worked across Canada in rail yards, construction sites, and in the Yukon bush, all the while writing poetry, setting it to melodies in his head and singing it to himself as he worked. When he was in his 40s, his wife, artist Beth irdler, encouraged him to share his songs and sing in public. The reaction was instant. His first album Torn Screen Door came out in 1999 and was a hit in Canada. Since then, he has released nine albums and won three Juno Awards. With songs about hope and perseverance, the album sounds like a classic folk record that will appeal to folk fans of all ages.

In the first workshop, there will be a single, sustained pose throughout the class, allowing students to explore the stages to developing a painting from a live model. “We will begin by discussing comparative measuring, to get accurate proportions in the underpainting,” says Gordon. “Then we will move to colour and concentrate on big form modeling, then defining the planes of the figure, and finally glazing to fine-tune the details.” Each day will include a painting demonstration, discussion and individual instruction at the easel. Class sizes will be kept small to maximize individual instruction.

Gordon says, “It would be wonderful if we could always paint from live models, but the reality is that for various reasons ranging from economic, to the desire to paint complex expressions, or children (who will never sit still long enough) most artists must work from photos to some degree. “The trick is to know

how to interpret the photo and to know what information from it to use and what to omit.” Once registered participants will be emailed directions on how to select a good photo to work from. Students are asked to select three photos they would like to paint, based on the guidelines, and email them to her before the class begins so that she can help select the best one to bring to the workshop. Gordon has been a full-time, professional painter since 2004, exhibiting her work internationally and earning numerous awards including the Elizabeth Greenshields Foundation Grant, a Merit Award from Daniel Greene in the Salon International 2009, third prize at the Portrait Society of Canada International Portrait Competition, Best of Show in the National Art Premier, Illinois as well as being named Top Finalist in the Art Renewal Center’s International 2008/2009 ARC Salon. Help your Lake Country RCMP locate an allegedly armed robber Police in Lake Country are searching for a suspect after a Shell gas station was robbed on Friday, Oct. 25. On Friday, just before 10 p.m., the Lake Country RCMP received a report of a robbery that had occurred at the Shell gas station located at the intersection of Highway 97 and Bea-

ver Lake Road. A male suspect entered the store and pointed what appeared to be a handgun at the employee. The suspect fled the scene on foot with an undisclosed amount of cash. General duty members from both Lake Country and Kelowna, along with a police service dog were unable to

Is it appropriate to feed my animals an ‘all life stages’ food?

Veterinary nutrition is a scientific field that has exploded in the past several decades, and our companion animals have reaped the benefit. One of the key nutritional concepts that contributes to a high quality of life and long life expectancy is the recognition that not all life stages are the same. In other words, kittens and puppies have different nutritional needs than adult dogs and cats and they in turn have different needs from senior animals. It is a myth that a “one size fits all” approach to animal nutrition reflects the best we have to offer. There are many cat and dog foods labeled “For all life stages,” but this merely means that the food will support the “highest need” life stage; in this case a mother cat feeding milk to her kittens. For example, it is intuitively obvious that a 10 year-old couch potato domestic shorthair does not have the same energy requirement as a 2 year-old queen who is feeding 6 kittens on the milk she manufactures herself! The energy requirements, age, breed and health status of your pet all need to be taken into consideration when choosing an appropriate diet.

Halloween is just around the corner! What are some fun alternatives to candy?

If you are concerned about the amount of candy that your child will receive, try rationing it over a few weeks. Another alternative would be to let your child trade in Halloween candy for a video game, book, toy or trip to the movies. You can also have your child set aside half of the Halloween candy and donate it to an organization such as a women’s shelter or a local soup kitchen. By reducing the amount of candy your child eats and by teaching your child that moderation is important, you won’t have to worry about things like tooth decay and Halloween will still be fun. Last week, my vision became blurry, and I had a blind spot with strange strobing lights around it. What was that, and should I be worried?

Ocular migraines are painless, temporary, visual disturbances. Although every person describes them differently, most mention a small central blind spot, surrounded by flickering lights, that enlarges until it disappears. Though frightening, they are usually harmless and resolve on their own in 20-30 minutes. Fortunately, most people who experience an ocular migraine do not suffer from a painful migraine headache afterwards. Similar to migraine headaches, ocular migraines are probably hereditary, and stem from an inflammation to the nerves and blood vessels in the head and brain. They have many triggers including emotional stress, lack of sleep, strong odors, certain foods and food additives, and glaring light. Because the symptoms mimic other serious eye conditions such as retinal detachment, a thorough eye exam is recommended to rule out any permanent vision-threatening condition.

sounded as if they were written and produced last week. Diamond Jones (aka Michael Fic) gave us Tom Jones, Neil Diamond, Barbra Streisand (yes, Barbra Streisand), Willie Nelson and many more artists. As an added bonus, he is quite the comedian and gave the audience some education into the history of the song writers who wrote and sang the songs way back when. His old man persona was a big hit with the audience but it was his voice that was truly amazing. The crowd was glued to his style and stage presence and gave him a rousing standing ovation at the close of his set. Fic then quickly changed attire, grabbed a bass guitar and continued on with another persona as Rann Berry and his rhythm and soul review took over the

stage. With the crowd unsure of what to expect from the second part of the show, Berry delivered a tremendous set, with an amazing voice that hit every octave you could imagine, from down-low to extremely high, and

everything in between. Berry commanded the stage with an electrifying presence, covering tunes from the Motown era with a ton of heart, and a whole lot of soul with songs by Otis Redding, Bill Preston, The Temp-

tations,Wilson Pickett, Ben E. King and many more. Playing along were the Uptown Hornz, a fine horn section that could have fooled the crowd into thinking they were quite possibly from the legendary band Chicago (who will be in Kelowna March 13 of next year). To top it off the sound and lighting at the Creekside Theatre brought the show to its peak and made the audience very appreciative of the entire evening. The show closed with Berry and his fellow musicians taking one request, their signature song MacArthur Park, bringing the house down and exiting stage left.

One of the most important advantages of these new winter tires is reduced stopping distance when braking. TIRF cites research that shows that at temperatures just below freezing on dry pavement, stopping distances for vehicles with all-season tires can be as much as 30 per cent longer than for vehicles with winter tires. The report also cites research that concludes that winter tires offer better traction on a snow or ice-covered road surface at well below -30 C than an all-season tire has at 4 C. “The idea that winter tires are only needed for snow covered or icy roadways is outmoded and belies the superior cold-weather per-

formance made possible by advances in winter tire technology,” says Glenn Maidment, president of The Rubber Association of Canada, which represents tire makers. “Today’s sophisticated winter tires feature specialized rubber compounds that retain elasticity at temperatures well below -30 C. The truth is that winter tires dramatically outperform all-season tires in all cold-weather conditions and decrease collisions and personal injury accidents. The fact that only 52 per cent of Canadian drivers use winter tires should give us all pause for thought about road safety during the cold-weather driving months.”

Research shows conclusively that winter tires save lives and reduce

road-accident injuries. A 2011 study by the Quebec government found that winter road-accidents in the province have dropped five per cent since winter tire use was made mandatory by law in 2008. The research concludes that widespread use of winter tires prevents about 575 road-accident injuries per winter in Quebec. The study also found that vehicle accidents resulting in death or serious injury are down three per cent. Some drivers unwisely opt not to use winter tires because their

vehicle is equipped with Anti-lock Braking Systems, All-Wheel Drive or Four-Wheel Drive. These systems; however, require sufficient traction to be effective and winter tires provide that needed traction. Another common inaccuracy is thinking that two winter tires, rather than a set of four, are sufficiently safe. This condition can create a traction imbalance between the front and rear wheel positions and make a vehicle hard to control, particularly when cornering. By far the most common reason motorists do not use winter tires is the cost. Norm Passed away October 21, 2013 peacefully in Maple Ridge hospital after a short illness. Born June 21, 1920, Norm was 93. Norm enlisted in the RCAF in 1939 and served until his retirement in 1968. During his years of service the family was stationed at: (1939) #3 Repair Depot, RCAF Jericho, Vancouver; (1942) Ucluelet, B.C.; (1943) Sea Island, B.C.; (1950) Rockcliffe Air Station, Ottawa; (1955) Langar, (Radcliffe-on-Trent) England; (1958) Trenton, Ontario; (1960) Goose Bay, Labrador; (1962) Air Material Command, Ottawa; (1966) Baldy Hughes, B.C. In 1968 Norm retired to Vancouver and joined the Department of Indian Affairs working with many First Nation bands in British Columbia. In 1974 Norm retired a second time to Winfield, B.C. with his wife Betty. In retirement Norm’s prime responsibility was carrying Betty’s bagpipes to and from band practices, concerts and parades. Norm married Betty (nee Pringle) in 1943 in Vancouver and together raised a family of four: Pat (Al), Don (Darlene), Lynda (Wayne) and Sandra (David). The family has grown as there are now 7 grandchildren, Jeff (Kelly), Julie, Kerri (Derek), Jason (Teresa), Kathryn, Kristie (Clayton) and Greg (Kim); and 7 great grand children, Cassidy, Sienna, Jordon, Justin, Chloe, Connor, Colton. Norm was very involved with the Shrine in Kelowna and was a member of numerous lodges: Prince Charles Lodge #153; Valley of Vernon, Okanagan Lodge of Perfection 14o and Moray Chapter of Rose Croix 18 o; Ancient and Accepted Scottish Rite of Freemasonry; Kelowna Shrine Club No. 15. Norm was president of the OK Klown unit for a number of years and dressed as the clown “Topper”. Norm was also a member of a number of other associations: Sons of Scotland, Kildonnan Camp #166, Vernon, B.C.; The Royal Canadian Legion; Royal Canadian Air Force Pre-War Club of Canada; Air Force Association of Canada. At the request of Norm there will not be a service, however, a memorial donation to the Shrine Children’s Hospital or the BC Children’s Hospital would be appreciated as these were charities supported by Norm. The family wishes to thank Dr. Tinney and the doctors and nurses of Maple Ridge Hospital for their caring and kindness over the last week. Condolences may be sent to www.mapleridgefuneral.ca
