Changes to ambulance service deployment in Greater Victoria will mean a new model for how the British Columbia Ambulance Service attends the West Shore.

On Oct. 29 the regional ambulance service switched to a centralized model of dispatch, with the 3300 Douglas Street station turning into a central reporting station. Paramedics in Greater Victoria will now report to this central station and will then be assigned

to an area based on need.

For the West Shore this means one of the two ambulances which has typically been kept at the Leigh Road station will now report to the central Victoria station.

“This change does not result in a service reduction for the (West

In the pages of the Goldstream News Gazette he’s known as G.E. Mortimore.

Some simply call him GEM. At 93, George Mortimore has been writing columns for more than 50 years, a good portion of that with the Goldstream News Gazette.

“I am not sure how long I’ve been writing for the Gazette, I’ve just lost track,” said Mortimore.

Until recently Mortimore was a regular contributor to the Goldstream News Gazette, the Canadian Centre for Policy Alternatives and the Lower Island News.

He is recovering at Royal Jubilee Hospital after surgery to get a pacemaker as well as radiation therapy for a growth on his ear.

He hopes to continue his writing after he heals.

It has, after all, been a significant part of most of his nine decades.

As a teen in Duncan, Mortimore got his first taste of journalism covering high school football games in the 1930s. Soon he began cover other community news and events.

Starting in the new year Langford businesses won’t have to pay a yearly licensing fee.

Langford city council ruled starting in 2014 businesses will only have to pay for an initial perpetual business licence which will be valid until a business moves or changes significantly.

Currently businesses in Langford pay a yearly fee ranging from $50 for home craft to $100 for small commercial to $200 for large commercial.

A city staff report highlights hassle and time that goes into preparation and collection of fees, as well as the fact that many remain outstanding. It also says there are costs associated with paper, printing and postage.

“We want to promote business in Langford and we realize it’s a pain … for everybody to go down every year and remember to get their business licence,” said Coun.

Fees owed on Jan. 1 will be considered inactive but the business will have to go through the application process to renew, at which point a fee will be owed.

The city’s net revenue from the licensing fees has averaged about $95,000, staff said in its report. Of that $20,000 to $25,000 is from new applications, meaning the change will result a loss of about $50,000 in revenue per year.

Cost savings on materials will be about $1,000. The main saving, the report suggests, is in staff time.

“It’s just something else that a business doesn’t have to worry about,” Seaton said. “They’ve got enough to worry about.” kwells@goldstreamgazette.com

For two years the three-year-old has avoided the his own front door at Halloween, scared to enter his yard once it’s decorated for the season.

Don’t Retire Vision

You don’t have to worry about running out of vision. It’s not like you can use it up and then there is no more left. As long as the eye is healthy it will pick up visual signals and transmit them to the brain to be interpreted. It will go on doing this indefinitely without ever quitting.

The muscles of the eye, on the other hand, can become fatigued. Long periods of concentrated reading or close work may weary them to the point where they just cannot go on responding to the demands put on them.

The family is among several home owners in the neighbourhood who transform the suburban houses into an eerie street with scary music and fog. Michelle Thompson teaches her two daughters the tradition of evolving the home into a Halloween abode each year.

Fireworks and more on West Shore

F

irehalls remain true to tradition in all five of the West Shore communities, with open houses and the occasional bonfire followed by fireworks to celebrate Halloween tomorrow.

Highlands Firefighters Association invites the community to the west fire hall at 7 p.m. for a bonfire, free hot dogs and refreshments.

Fireworks will end the evening. Bring treats for kids to share, and perhaps a donation of a non-perishable food item for the food bank.

The Metchosin Volunteer Firefighter’s Society and the District of Metchosin hosts the annual Halloween party at the firehall (municipal grounds, 4450 Happy Valley Rd.). Doors open at 6 p.m., costume judging at 7 with fireworks after sunset.

Volunteers created a ‘haunting hall’ for the brave and for the little one’s the traditional Halloween costume contest, preschool corner, free hot dogs and juice all around a bonfire.

Colwood Volunteer Firefighters Association hosts its annual community bonfire at the Colwood Fire Department (3215 Metchosin Rd.) from 6:30 to 9 p.m. The fun includes hot dogs, hot chocolate, treats for the kids, costume judging and prizes.

Folks can stop by the decorated View Royal fire hall between 6 and 9 p.m. for drinks and candy for the kids.

Langford has more than one place to stop for fun including the fifth annual Halloween party at City Centre Park, 1089 Langford Pkwy. Free admission with prizes promised for cutest, scariest, most creative and best costume competition that starts at 6 p.m., party runs from 4 to 6:30.

Each of the Langford fire halls will be open for visitors as well offering candy, hot dogs and hot chocolate for those that want to stop by between 5:30 and 8:30 p.m.

The moment marked the beginning of the 2013 Poppy Campaign.

Nuttall’s son, Andrew Nuttall, was killed in Afghanistan in Dec. 2009. She said she constantly remembers but believes Remembrance Day is important to bring the efforts of military personnel to the minds of the many.

Nuttall asks the public to “take a moment and remember

those still serving, the veterans and those who have fallen in the line of duty.”

The legion is looking for volunteers to help distribute poppies and collect donations.

Adults taking over Halloween I

conic imagery of Halloween tends to be ghosts and jack-o’-lanterns and all things creepy and frightening, but it’s also the sounds of little kids at the door shouting “trickor-treat” and collecting candy.

But our favourite non-statutory holiday is changing, for better or worse, from a kid-centric night to a big party weekend for adults to blow off steam as an alter-ego.

For people that think there are fewer kids coming around their neighbourhood to collect candy, they’re probably right. Kids of trick-ortreating age peaked more than a decade ago and has steadily declined (about 3.7 million now versus 4.1 million in 2002, according to Statistics Canada).

Instead, places like Value Village and innumerable Halloween pop-up stores are seeing steady year-over-year growth in readymade adult Halloween costumes and spooky paraphernalia. A Scotiabank poll estimates on average B.C.’ers will spend more than $80 per person for Halloween get-up and candy, making the scariest night of the year a popular and healthy business.

Candy sales in October across Canada are the clear winner at $360 million last year, but costumes sales and rentals nearly doubled over the past few years to a $40-million business.

Like the evolving nature of Halloween, annual mayhem and property damage has largely gone down across Greater Victoria thanks to many municipalities regulating and imposing safety courses on people using fireworks, or banning fireworks altogether.

Police departments maintain a heavy presence on the roads during Halloween and its closest weekend (West Shore RCMP calls were up 35 per cent last weekend), but fewer fireworks and stronger enforcement has meant a drop in fire department callouts.

Some people may grumble about a nanny state and taking their explosive fun away, but taxpayers benefit when their emergency services aren’t spending the night chasing spot fires from Roman candles.

Tomorrow night little ghouls will walk the neighbourhoods, but Halloween only really becomes scary when the big ghouls misbehave.

On the debt-financed welfare state, there are memorable observations, like this one: “For the record, the generous Quebec welfare state and its ostensibly more progressive model are paid for in part with the taxes of other Canadians; Quebec is merely the North American equivalent of Greece.”

The recent B.C. political crisis over adoption of the harmonized sales tax showed that there is too much emotion and too little knowledge about how taxes work. This book is a step towards addressing that.

Ecoasis have said they are committed to sustainable development and that is a good thing. Assuming they can keep to that commitment this sale is very good news for Bear Mountain and the West Shore communities. Perhaps even more importantly it supports the kind of community involvement and engagement that the Westhills development has made the new standard for community engagement in the West Shore.

The new owners of Royal Bay (the former gravel pit) – pension fund BCimc – would do well to pay attention to the lessons of Bear Mountain as they plan their activities on their massive 500-plus acre development.

It’s a simple lesson: tell the community exactly what you are hoping to do, listen carefully to their feedback and operate in a transparent and open mode. This is just good business and it’s good for the West Shore. After all the West Shore urban centres want growth – but they want and deserve smart and sustainable growth.

LETTERS Without the pace cars traffic moves too fast I live in the 30 km/h zone on Setchfield Avenue and applaud any and all attempts to get people to drive responsibly. However, I have to question the statistics cited for the trial pace car program affecting the Lakewood school zone. Surely, the claim of 40 per cent speed reduction must be wrong. If cars following a pace car doing the speed limit are travelling 40 per cent slower than without the pace car, they must have been averaging 50 km/h. I’d be delighted if the average speed past my house were merely 50. I estimate it to more like 70.

Furthermore, the percentage reduction – whatever it happens to be – applies only while some dedicated soul is leading the pack. Take the pace car away and it’s race time once again.

To think, these are adults we’re talking about, adults supposedly living in a civil society.

What a joke they are.

The RITE plan paves the way for a system that is compatible with both social and environmental values of the region’s citizens. This proposal allows for easy expansion to keep up with regional growth. In the long term, there would not be the safety issues or need to secure new land in the near future.

This plan moves us into the 21st century, utilizing modern technology and lending itself to expansion without intrusion.

If there is a safer, more cost-effective option that provides a more efficient system of treatment of all garbage, and a clean, efficient, environmentally friendly approach, why isn’t it being considered

Tom Fletcher’s column hit on a subject that has bothered me for some time.

Maybe it is the media’s preoccupation with eyeballs but it seems to me that we are getting a lot of media output that gives faux reality the same weighting as scientifically tested data.

Fletcher has a deserved reputation for ‘telling it how it is’. Keep it up.

Alarm bells sound at Canadian Springs PUBLIC NOTICE WEST SHORE FIREWORKS BYLAW

The Town of View Royal, the District of Highlands and the Cities of Colwood and Langford have Fireworks Bylaws to regulate the sale, possession, and discharge of fireworks in the community.

The Bylaws are in effect 24 hours a day, seven days a week, all year. Residents and visitors to these communities should note the following important restrictions: • Everyone must have a permit to possess or discharge any fireworks; • Permits are issued only to persons 18 years of age and older; • Consumer fireworks events may only take place on October 31 between 5pm and 10pm; and • No fireworks or firecrackers may be sold or traded in these municipalities.

Pre-Halloween parties spike calls to police

Halloween parties and celebrations are to blame for a 35 per cent rise in calls last weekend.

“Most of the calls were liquor related,” said Cpl. Kathy Rochlitz, RCMP spokesperson.

Calls included noise complaints, fights and mischief.

Motorcycle rider not guilty

Randy Scott admits he likes to drive fast – and he has the driving record to prove it – but Crown counsel couldn’t prove he was on his motorcycle when it blasted along the Trans-Canada Highway at 299 km/h last year.

On Thursday, Judge Robert Higinbotham found Scott, 26, not guilty of dangerous driving in a high-profile case that started with a YouTube video that shows a first-person view of a high-speed ride through traffic between Uptown and Langford on April 6, 2012. The rider maxed out the bike’s speedometer at 299 km/h.

Higinbotham said the police investigation and witness testimony proved Scott owned the bike seen on the video, and that he had bragged to several people about driving at excessive speeds, but an eyewitness account of the joyride suggested somebody else could have been piloting the bike.

rganizers of a new Langford event hope participants won’t be a stickin-the-mud, but come out for a good, old, dirty time.

The Mudd, Sweat and Tears five kilometre extreme obstacle course will be in Langford on Saturday, Nov. 2 and will bring with it challenges for participants to overcome.

“It’s going to be a really good, fun, muddy, varied terrain course,” said company owner John Reed. “We have some very cool new obstacles planned that we’re introducing.”

This is the first year for Mudd, Sweat and Tears Canada Inc., which has so far held three races across B.C., in Kelowna, Fernie and Mt. Washington. There are two more races to go, including the one in Langford and one in Niagara, Ontario.

Increasing interest in alternative, bootcamp style races, and a boom in sports tourism, prompted Reed to start the company. The popularity of events such as the Tough Mudder and Spartan races, both with B.C. dates, showed Reed the people were looking for something challenging and something different.

“The growth trend in obstacle course racing is fairly substantial and has been over the last four years.”

WestShore Chamber of Commerce CEO Dan Spinner agrees sports tourism is a growing industry and believes there’s no better place for it to grown than the West Shore. With Rugby Canada located in Langford, a new YMCA facility on the way and numerous other sporting events in the area “It’s already strong and getting stronger,” Spinner said.

“They spend money, and that helps jobs, and it also helps build the reputation of the commu-

nity. There’s a lot of people that haven’t been out to the West Shore in a long time and if they come out to a sporting event ... then they get to see what’s happening out here.”

In contrast to places such as Saanich or Victoria, Spinner said there is substantial potential for growth for sports facilities and events on the West Shore, where there is available land and lots of support.

“We’re talking serious investment dollars,” Spinner said. “By the time you add in golf, field sports, hiking, biking, trails, it’s a pretty good scene and it’s only going to get better.”

Reed said he’s starting to see some participants following the season and people coming in from out of town to take part in events, as the company’s name becomes more recognizable. For the Langford event people who did the Mt. Washington event have signed up, along with racers from up Island and the Lower Mainland, creating benefits for the local economy as well.

The company aims for the running and crossfit participants demographic, looking for a 60/40 split between women and men and appealing mostly to the 25 to 49 year old age range.

The company has a good-sized collection of obstacles and is adding new ones all the time.

They work with an engineering company which designs the obstacles, which they then have built.

Obstacles include ramps, climbing walls, scaffolding with climbing towers and others.

The new obstacles set to be premiered in Langford are top secret, Reed said.

“We really wanted to be the first obstacle course race in the market for Vancouver Island, and we were and are,” Reed said. kwells@goldstreamgazette.com

The response to what Leith describes as “documentary outreach project on steroids” has been overwhelmingly positive and inspiring, and includes support from the major industry players.

Leith is now in discussion with the Canada Media Fund, the Documentary Association of Canada and the National Film Board of Canada to see if the model Open Cinema built experimentally can be used to provide revenue for the filmmakers through streaming in conjunction with live events.

The Doc Bus. “It’s really about focusing on the live events but using these tools to develop both a culture of documentary-watching and helping to develop revenue models, much in the way that iTunes helped develop the music scene’s online revenue model 10 or 15 years ago.”

n Mysterious pumpkin gatherings also occur on Jingle Pot Road in Nanaimo, along the highway through Cathedral Grove and a few appear on the Malahat.

For two years he’s been the grocery manager at Red Barn Market, across the street from the JackO-Lantern gathering.

“I’ve always liked it,” said Evans. “Every year we see more and more pumpkins there.”

He estimates 100 carved pumpkins were dropped off on the rocks last year and expects the number to rise.

“It’s an area of enticement. It’s a growing community and every year more pumpkins are showing up there,” agreed Colwood Mayor Carol Hamilton. “It doesn’t bother me in the least. We have bigger things to worry about.” charla@goldstreamgazette.com

n a foggy October day a soggy, slimy pumpkin decomposes at the bottom of Veteran’s Memorial Parkway in Colwood.

It’s not even Halloween yet.

Each year the pumpkin population rises in the timehonoured tradition of ditching carved pumpkins along the dark patch of roadway in the days following the haunting night.

“I think it’s been here since they built the road,” said Ryan Evans, Langford resident and amateur pumpkin Charla Huber carver. “I’ve never seen someReporting one drop off a pumpkin. It’s like they just appear at night time, that’s the mystery of it. I think it’s like the inuksuks, where people stack the stones. One person does it and then it escalates from there.”

For two years he’s been the grocery manager at Red Barn Market, across the street from the JackO-Lantern gathering.

“I’ve always liked it,” said Evans. “Every year we see more and more pumpkins there.”

He estimates 100 carved pumpkins were dropped off on the rocks last year and expects the number to rise.

“It’s an area of enticement. It’s a growing community and every year more pumpkins are showing up there,” agreed Colwood Mayor Carol Hamilton. “It doesn’t bother me in the least. We have bigger things to worry about.” charla@goldstreamgazette.com

n a foggy October day a soggy, slimy pumpkin decomposes at the bottom of Veteran’s Memorial Parkway in Colwood.

It’s not even Halloween yet.

Each year the pumpkin population rises in the timehonoured tradition of ditching carved pumpkins along the dark patch of roadway in the days following the haunting night.

“I think it’s been here since they built the road,” said Ryan Evans, Langford resident and amateur pumpkin Charla Huber carver. “I’ve never seen someReporting one drop off a pumpkin. It’s like they just appear at night time, that’s the mystery of it. I think it’s like the inuksuks, where people stack the stones. One person does it and then it escalates from there.”

The partners have toured Our Place and spoken with staff to get a sense of the work they do. “They are a real force in our community,” Juno said.

Four restaurants are involved in the local launch: Canoe, Zambri, Lido Waterfront Bistro and West Coast Waffles.

Salmon run shuttle sees weekend service

With salmon spawning season upon us, RLC Park Services is offering a shuttle service from downtown Victoria to and from the Nature House at Goldstream Provincial Park. Return trips run daily Fridays through Sundays, leaving downtown from 606 Humboldt St. at 9 and 11:30 a.m. and 1:30 p.m., with a park interpreter on board to describe the salmon cycle.

Inbound departures are 10:30 a.m., 12:30 and 2:30 p.m. Cost is $10 per adult, $5 for children each way and early arrival is suggested. Car seats are required for small children. The service runs until Dec. 8, and no shuttle will operate Nov. 22 to 24.

The martial arts prodigies won eight medals between them at the Western Martial Arts Games held at the B.C. Institute of Technology on Oct. 12.

Big sister Kiana, 13, won five gold medals in extreme martial arts (XMA) weapons, continuous sparring, kickboxing, traditional kata under-13 and traditional kata under-17, and a silver in weapons kata. Zena, 10, won gold in XMA weapons, silver in traditional kata and bronze in open kata.

The Vikes did well to claim its first Canada West title since 2002 defeating the UBC Thunderbirds 2-0 at UVic on Saturday. It ended a 10-year championship reign by the T-Birds.

Subaru Western Triathlon Series released its 2014 race schedule starting at Shawnigan Lake on May 25, which will again include the Western Canadian High School Championships.

The series returns to its Saanich home for the Subaru Victoria Half Ironman Triathlon at Elk Lake on June 15. The series continues in Saskatoon for the second-straight year on June 29 and is in Vancouver on July 13 and Banff on Sept. 6.

New this year is a music festival on the Saturday before the Victoria triathlon and an aqua-bike course as part of the Vancouver race, an ideal

“Saturday was an awesome game and it felt good to get the win but (UBC) will be different,” said Vikes midfielder Kathleen Leahy.

“UBC had a few national players (Saturday) but not the numbers we’re expecting this week. It’s unfortunate not knowing what they’ll be like, but we’re doing our best to prepare for it.”

The Vikes and Thunderbirds don’t meet until Saturday, their third and final game of round robin. The top two seeded teams will play in Sunday’s championship final for the McCrae Cup. The Thunderbirds won last year’s championship in Toronto, its 14th McCrae Cup. The Vikes won its 11th in Victoria in 2008.

The Vikes play Thursday at 6:30 p.m. vs. Guelph, Friday at 4:30 p.m. vs. Waterloo and Saturday at 3 p.m. vs. UBC. The bronze final is 1 p.m. on Sunday and gold at 3 p.m.

Leahy, an Oak Bay High grad, is one of three Vikes selected as a Canada West all-star, with forward Amanda Kurianowicz and midfielder Kyla Kirby.

Leahy is the only Vikes player who trains with the national team. It’s been a fast trajec-

training tool for Whistler’s Ironman Canada in August.

UVic is abuzz with CIS playoffs as the Vikes women’s soccer team hosts the Canada West conference Final Four at Centennial Stadium, Nov. 1 and 2.

The Vikes beat the Regina Cougars 5-1 at UVic on Friday in the Canada West quarter-final. Jacqueline Harrison and Cassie Dennis each scored twice in the win.

The Vikes will play in the first semfinal against the Trinity Western Spartans on Friday, 7:15 p.m.

The Alberta Pandas and UBC Thunderbirds play in the 5 p.m. semi on Friday.

The UVic Vikes men’s soccer team ended its regular season with a 4-0 win over the UNBC Timberwolves in Prince George on Saturday.

The Vikes enter the Canada West quarterfinal round with a 10-3-1 record.

Cam Hundal scored in each half for the Vikes over UNBC. Cam Stokes and Sam Prette also scored once each.

The Vikes play the Calgary Dinos in the quarterfinal on Thursday, 3:30 p.m. at UBC.

Preseason ends for Vikes hoops

The UVic Vikes closed the basketball preseason with the women losing to the Brock Badgers 71-63 on Saturday while

the men fell 64-62 to the Warner Pacific Knights of Portland.

Braves strike back against Wolves The Saanich Braves struck back against the Westshore Wolves with a 3-2 overtime win on Wednesday (Oct. 23) at Bear Mountain Arena.

Braves forward Sam McMullen scored 45 seconds into overtime.

The win for the Braves (7-8-1-0) came five days after the Wolves (8-8-1-2) won 7-1 in Saanich. The Braves followed it with a 2-0 win on Saturday over the Oceanside Generals.

Diwali cultural show at UVic Saturday

The Victoria Hindu Parishad invites the greater community to celebrate Diwali, the annual festival of lights, with a special cultural performance this Saturday (Nov. 2) at the University of Victoria’s Farquhar Auditorium.

Audience members will hear traditional Indian music, experience classical and regional folk dances and thrill to high-energy Bollywood and bhangra numbers.

Travis Paterson Triathlete Simon Whitfield can retire from racing but he’ll always be an Olympic champion and an ambassador for high performance sport in Canada.

The Fairfield resident is originally from Kingston, Ont., but has come to embody everything about being a high performance athlete in Victoria.

And that won’t change.

His retirement earlier last week came not as a surprise but as confirmation of the 38-year-old’s final transition from swimming, biking and running into a business suit.

“It is time to shift gears,” Whitfield said in his announcement. “I spent years with athletes of all ages – sharing – motivating – challenging.”

Whitfield grew to fame with gold and silver at the 2000 and 2008 Olympics, respectively, but he transcends the sport. Seldom, if at all, will he appear in front of a camera if not supporting a local or national charity, such as KidSport, Power2Be and Goodlife Fitness Kids Foundation.

“He has an ability to connect with people, kids and adults who become fans through his exuberance and energy,” said former teammate Kelly Guest.
