Interior Health warns of coming flu season Submitted With flu season approaching, public health nurses across Interior Health are gearing up for this year’s influenza (flu) vaccination campaign. Last year, over 173,000 seasonal flu shots were provided free of charge to those at risk of complications from the flu. “The World Health Organization (WHO) determines the strains to be included in the annual influenza vaccine based on flu trends worldwide. This year’s vaccine contains three different flu strains that will offer protection against two influenza A viruses and one influenza B virus,” said Dr. Rob Parker, Medical Health Officer
with Interior Health. “Getting a flu shot and washing your hands frequently are the two most effective ways to protect yourself and other from getting the flu.” The flu is highly contagious and can cause severe complications for those with heart, lung, and other health problems. Even if you don’t become severely ill, getting the flu can mean several missed days of school, work, and other activities. To find a flu clinic near you, watch for local announcements on dates and times in your community, visit our website at www.interiorhealth. ca/FluClinics, or contact your local public health centre. Many physician offices and pharmacies
also provide vaccines free to those who are eligible. Flu shots are safe, effective, and free for those most at risk of getting the flu and its complications including: • People 65 years and older and their caregivers/household contacts • People of any age in residential care facilities • Children and adults with chronic health conditions and their household contacts • Children & adolescents (6 months to 18 years) with conditions treated for long periods of time with Aspirin (ASA) and their household contacts • Children & adults who are morbidly obese • Aboriginal people • All children 6-59
months of age • Household contacts and caregivers of infants and children 0-59 months of age • Pregnant women at any stage of pregnancy during the influenza season and their household contacts • Visitors to hospitals, health centres and residential care facilities • People who work with live poultry • Health-care and other care providers in facilities and community settings who are capable of transmitting influenza disease to those at high risk of influenza complications • Individuals who provide care or service in potential outbreak settings housing high risk persons

Conservation group applauds Teck Flathead Wild, a coalition of conservation groups in B.C., Alberta and Montana, is praising today’s announcement by mining giant Teck that it has purchased three parcels of land in the southeast corner of the province for conservation. Teck purchased the former Flathead Townsite, a riverside 1,000-hectare parcel important for bull trout and westslope cutthroat trout as well as grizzly bears and birds. Teck also bought a second parcel of approximately 1,200 hectares in Alexander Creek on the north side of Highway 3 adjacent to the Alberta border. The Alexander Creek parcel is critical for wildlife connectivity, allowing wide-ranging species
such as grizzly bear and lynx to make their way from Waterton-Glacier International Peace Park, across Highway 3, to Canada’s Rocky Mountain parks. Additionally, Teck purchased land at Grave Prairie, an important wintering area for elk. “We’re very excited that Teck has made a significant investment
to purchase and work towards conserving this important wildlife and fish habitat,” said Wildsight Executive Director John Bergenske. “We look forward to continuing to work cooperatively with Teck on the details for the stewardship framework for these lands,” said Harvey Locke, strategic advisor to the Yellowstone to Yukon Conservation Initiative (Y2Y). The Flathead Wild coalition is calling
nent’s longest remaining wildlife corridor. Flathead Wild also includes Sierra Club BC, CPAWS BC, Headwaters Montana and the National Parks Conservation Association. The conservation
groups have long advocated for a National Park in the southeastern one-third of the Flathead, to fill in the missing piece of the adjacent WatertonGlacier World Heritage Site. They also call for
a Wildlife Management Area in the rest of the Flathead River Valley and adjoining habitat.

Mayor outlines plan to welcome business by Wayne Stetski, Cranbrook mayor I was thinking about the word “Welcoming” the other day. To welcome someone means “to greet their arrival with pleasure or kindly courtesy.” So how do we do that as a community? Due to space limitations I’ll break it down into two parts, Welcoming Business, which I’ll talk about today, and Welcoming People, which I’ll cover in December. Welcoming Business One of the comments I hear from time to time is that Cranbrook is not a welcoming place for business. When I ask “Why do you say that?” there is either no response or “I heard a rumour that Business X wanted to locate here Y years ago and the city turned them away.” While I find it hard to believe that any Mayor or Council would turn business away, I want to share with you what we are doing today to welcome business to Cranbrook. We are: • working to get industry into our new airport industrial lands, focussing on aviation based opportunities. • encouraging business from our Asia Pacific Friendly City partners in China and South Korea to come to the East Kootenay to understand what great resources we have. A recent visit from a major Import Export Company from Taicang is hopefully just the start. • interested in having Cranbrook recognized as one of five new Business Technology Centres Premier Clark announced will be set up by the Province. • looking for new industrial land opportunities in Cranbrook. As some of you know our

current industrial area is full and I know of at least one business looking to expand. • seeking to revitalize downtown through our bylaw which offers a five year 100% city property tax exemption on new buildings and renovations in our downtown core. • keeping our Development Cost Charges and our Building Permit Fees low compared to most other cities in British Columbia to encourage construction. Of the 115 communities that charge DCC’s Cranbrook ranks 13th lowest in BC for single family residential and industrial fees. Communities that have lower fees are generally those who have a large industrial base to tax like a major mine (I have thought about trying to annex one of the Elk Valley Coal mines!!). • responding to the Barriers to Business Report, that I asked the Chamber to prepare, by: • joining “BizPal”, an on-line platform used throughout BC and across Canada to help entrepreneurs determine quickly what permits/ licenses they require to develop or expand their business. • completing a new community profile in partnership with the Columbia Basin Rural Development Institute. This gives prospective businesses insight into what we have to offer them. • creating a new “Doing Business in Cranbrook” guide. In addition the “Guidebook to Relocating to Cranbrook, British Columbia” and the “Guidebook to Investing in Cranbrook, British Columbia” are being updated. • reviewing and updating our Economic

Development Strategy. The Economic Development Committee will be hosting a series of focus groups this fall/winter to help set strategic priorities for Cranbrook for the next five years. • working to improve the development and permitting process with new cleaner and clearer forms to be introduced when the new Building Bylaw is approved by Council. • introducing a new checklist for every permit, which defines what is required to move the project forward. The checklist will be reviewed and signed off by the City representatives and the proponent. The bottom line is to make sure there are no surprises. • pursuing the concept of Cranbrook becoming a small inland container port to better utilize our railway and highway transportation systems and encourage imports and exports into Cranbrook. This builds on the current economic development strategy to develop Cranbrook as a multi-modal hub for the region. • organizing a workshop with Economic Practitioners to lay out a clear process for those wanting to set up a new business in Cranbrook, including who can help them along the way. • personally visiting new businesses when they open their doors in Cranbrook. If you are a new business and I’ve missed you please call and let me know. I’d like to meet you and say thanks for believing in Cranbrook! There is a lot going on to make Cranbrook a welcoming place for business. If you have additional ideas I’d love to hear from you. Local fund seeds ecological project Submitted The best land for wildlife is usually the best land for human settlement and activities. Because of that, it is incumbent upon humankind to conduct itself in accordance with what is best for all ecosystems, including the human equation. A Columbia Valley Rancher has been busy the past few years putting that into practice. With seed funding from the Regional District of East Kootenay’s (RDEK) Columbia Valley Local Conservation Fund (CVLCF), David Zehnder of Zehnder Ranch, west of Invermere, has created a demonstration site that is quickly proving the benefits of using working land with a steady eye on the best use of that land for the betterment of all. At the core of this work, called the Ecological Services Initiative (ESI), which has now expanded to 30 demo sites across B.C. and Alberta, is financial incentive. Essentially,

if farmers or ranchers take steps to help produce clean air and water and improve/maintain wildlife habitat on their working landscape, they will receive monetary benefits. “It’s a whole new lens and a way of thinking about it,” Zehnder said. By providing incentives to farmers or ranchers for altering their approach to land use that ensures preservation of land and protection of water sources from pollutants, conservation groups and local governments can do a more thorough job. And that would mean decreased costs to taxpayers in the long run, Zehnder suggested, outlining New York City as an example. Rather than construct an $8 billion water purification plant, with a $250 million annual operating cost, city leaders opted instead to head upstream with $1.5 billion in compensation for farmers to begin protecting the water sources on their land, as well as set aside more sensitive lands, such as riparian

areas, from the working landbase. “It costs much more to fix than preserve. Pay before it is broken,” Zehnder said, adding that all municipalities wrestle with rising water infrastructure costs, often in the purification arena. It wouldn’t be necessary if upstream landowners, from individuals to corporations, went about their business with an eye on not harming others’ downstream. The ESI works by landowners signing an agreement and taking steps to improve their land and water use and if improvements can be verified, the landowner receives financial incentives. Zehnder’s demonstration site is at Bunyan Lake, where cattle have traditionally come to water and keep cool. With funds from the Regional District of East Kootenay’s (RDEK) Local Conservation Fund, managed in partnership with the Kootenay Conservation Program (KCP), he fenced a large area around the east side

of the lake, halting access for cattle. After three years, the riparian area (waterside land) in the fenced site has bounced back, with saplings growing, native plant species returning an increased wildlife activity. “We wanted to make sure that with the dollars being spent that there is a result,” Zehnder said, while showing CVLCF representatives the demo site in mid-August. Indeed, on one side of a fence line stretching into the lake, there is deep, pitted mud and visible signs of disturbance in the water. The riparian area is mostly devoid of vegetation but on the other side of the fence – simply as close as that – the water is clear of debris and the riparian area is thriving with renewed life. The Lake Windermere Ambassadors, also funded by the CVLCF, conducted water testing at the demo site. With cattle accessing Bunyan Lake, the turbidity of the water was 27.3 see Ecological page 7

pointing at Switzerland as an example of how ecosystem services projects work, with a program in place the past 14 years. “They say it is straight forward. If it wasn’t for
it they wouldn’t exist,” he said, adding he’d like to see the program become regional in scope. Hillary agrees. “It really does make sense to see it regionally. But right now we (CVLCF)
can only spend money between Spillimacheen and Canal Flats.” The CVLCF operates on a Regional District of East Kootenay collected fund.

Post cattle, two tests revealed 1.06 and 1.94 NTUs and one and nine E.coli colonies. “It’s very encouraging that we were able to show an economic benefit as well as an ecological one,” Zehnder said. “It’s been hugely successful. We are draw-
ing in global experts because we don’t want it to be based on bad science. We are doing the diligence.” Thanks to seed funding from the CVLCF, his demonstration site has served as a successful example, spawning 29 more demo sites in B.C. and Alberta, with other funds leveraged, interest from seven universities and full endorsement from the B.C.
Cattlemen’s Association and the BC Agriculture Council. Kootenay Conservation Program Manager Dave Hillary noted the Zehnder Ranch project has been a great success “because it is producerled. That is meaningful.” Funds spent on Zehnder’s demo site have also benefitted local workers, Zehnder said. “It brought a lot of money into the region.”

Fall Deer Mating Season Approaching; Residents Urged To Be Aware
Residents and visitors are advised to continue to exercise both caution and common sense this fall, as the late autumn deer mating (rutting) period begins. That is the message from the City of Cranbrook. In the weeks leading up to the rut (into November and December) bucks increase their displays of dominance and indirect threats. A dominant buck typically circles a rival with deliberate steps; back arched, head low and tail flicking. Bucks can also display dominance by violently thrashing the bushes with their antlers. “We are into a transition period, where some does with fawns remain wary and potentially aggressive toward humans with dogs,” says Mayor Wayne Stetski. “Now we will likely also see an increase of particularly aggressive acts from the local urban buck population. Residents are reminded to please give deer plenty of space to move or leave the area. Do not walk closer to the deer; find another route.”
Job Opportunity
The City of Cranbrook currently has a number of positions available including a Truck Driver/Garbage/One Man Packer position. For more information about this position or any other positions, please visit the City website – www.cranbrook.ca and click on ‘Employment’.
Five Year Financial Plan Bylaw
Within Council’s policy direction and key objectives, the Budget process is guided by the Finance and Computer Services Department and spans eight City departments. Each department is responsible for overseeing a multitude of programs that keep City operations running smoothly. Once the City’s Senior Management team completes their review following both the policy direction and priorities of Council, the Budget is presented to Council and the public in a series of open budget meetings. Council debates the issues presented and directs Administration on final Budget decisions. The process begins in early fall of each year and wraps up in March or early April of each year, when Council adopts the Financial Plan Bylaw. Visit our website and click on ‘Bylaws’ for more on all of our City bylaws.

Best described as a number crossword, the task in Kakuro is to fill all of the empty squares, using numbers 1 to 9, so the sum of each horizontal block equals the number to its left, and the sum of each vertical block equals the number on its top. No number may be used in the same block more than once.

fernie SubStAtion upgrAde project Site Activity commencement The Fernie Substation is reaching capacity and in order to meet future demand and provide reliable power for generations an upgrade and expansion is needed. BC Hydro would like to advise the public about site activity in the immediate area around the Fernie Substation. Geotechnical, environmental and archaeological testing and assessments are expected to begin in late October and completed by the end of November 2013. The preliminary site testing will involve testing equipment and contractors will manage the work in order to minimize the impact on the environment and the community. BC Hydro will complete the work safely and as efficiently as possible. This important improvement project is necessary to meet current demand and future growth in Fernie. Upgrading the substation with new equipment will allow BC Hydro to continue to provide clean reliable power to Fernie business and residential customers now and in the future. Opportunities to learn more about the project will be provided and advertised. If you have any questions, or would like more information about the Fernie Substation Upgrade Project, please contact Sue Foster, Program Manager at 604 699 9095 or Sally Masters, Community Relations at 250 489 6841.

After a long process of negotiations and numerous delays, on October 18, finally three Pet Waste Stations, courtesy of Karla Shalley owner of The Playpen, were installed at Idlewild Park. The City was first approached with the proposal to install pet waste stations in the fall of 2012. Several emails, meetings, and constant delays were the ‘order’ since early May of this year. In October, Karla, along with her two volunteers, Todd and Eileen, were given permission to install these three stations themselves. It didn’t take these three enthusiastic and willing volunteers very long to get these stations installed. The stations are all on the 9th St. entrances to Idlewild; two of them at the entrances to Idlewild Peace Park, and the third at the parking lot near to the children’s play area. Our hopes are that pet owners will be responsible and pick up, making good use of these stations installed for their use, and to assist the City in helping to keep our City clean. How many people does it take to install pet waste stations - just two blonds and one good man!

Since the first day of October, my daughter has been reminding me that this month hosts one of the most important holidays in any pre-schooler’s life - Halloween! The other day, we had some time to pick out a few nice pumpkins, a large one for carving and to make pumpkin pie and a few smaller ones for decorations around the house. When you are carving a pumpkin to make a Jack-O-Lantern, it is important to thoroughly scoop out any seeds and strings. Cutting out some of the flesh will also help make carving easier. You can use the pumpkin meat to make pie filling, soup or even pumpkin pancakes. If you cannot use the flesh right away, the best idea is to cook and puree the pumpkin and freeze it either plain or with spices and other ingredients already mixed in as a ready-to-use pie filling. Seeds don’t have to be discarded either. Just rinse the pumpkin seeds well, removing all the pulp and strings. Place seeds in a single layer on a baking sheet greased with oil, stirring to coat. You can also flavour the seeds with salt and spices. Bake the seeds at 325 F until toasted, about 25 minutes, stirring and checking at least once. After cooling, the seeds should be stored in an air-tight container. Before you get carving, choose a pumpkin that best suits the face you want to create. Looking to have a scary Frankenstein? Go with a tall and skinny pumpkin. Want to have a friendly fellow greeting guests on your doorstep? Pick a short and fat fruit. No need to find a flawless pumpkin either; bumps, growths or discolouration can make great noses, warts or freckles. When you’re ready to carve, place the pumpkin on several layers of newspaper. That will help with the cleanup after. Take a long, sharp knife and cut a circle around the stem of the pumpkin. Make sure the hole is big enough to reach into the fruit to scoop out the seeds and strings. Cutting at an angle will prevent the lid from falling in. Using a stencil or drawing directly on the pumpkin, create the “face”. With a sharp serrated knife, cut out the design and push out the pieces. To make your pumpkin last, you can wash the insides with a mild bleach solution to slow down decay and coat the cut edges with petroleum jelly. If you are looking for a more upscale pumpkin decoration, use smaller fruit together with grasses, flowers and leaves for indoor decorations or a festive centrepiece. Dipped in white and gold paint, pumpkins and gourds transform into glamorous home decor items. Pumpkins are far from the only decorations a yard has to offer. Aside from the typical orange globes, gourds and squashes in other colours are great options. Corn is another great plant for Halloween decorating. Dried stalks can be tied together with orange and black ribbons, made into wreaths for your front door or even used to create little witches, ghosts and goblins. With the help of a glue gun, grasses and sticks can be turned into spooky spider webs. Leaves, stuffed into an orange garbage bag decorated with a scary face, give great body to an oversized pumpkin. Or you can stuff regular black garbage bags with leaves and yard waste to make a giant spider for your yard. Your garden may also hold the answer when it comes to creating interesting “specimen jars” for Halloween decorating. A head of cauliflower, dipped in a bit of grape juice and then put into a jar with ‘murky’ milk water makes a great “brain”. Cucumbers can be carved into “bones” to float in a mason jar. And a neat trick to spice up your Halloween party drink - freeze some water or red juice in a latex glove, take it out and use the ice instead of ice cubes in a punch bowl. Turn the creepy factor up another notch by also adding some grapes or halved lychees as “eyeballs”. Till next time… Happy Halloween! Submitted by Kerstin

New CEO at Kootenay Rockies Tourism Submitted
Kootenay Rockies Tourism Board of Directors is pleased to announce the appointment of Kathy Cooper as the new CEO of the organization. Kathy has been a key member of the Kootenay Rockies Team over the last 26 years, assisting the region in becoming a leader in the marketing of British Columbia as a premier tourism destination. Kathy has been involved in many roles with the organization including project management, consumer advertising, travel trade, media relations, governance and HR. Kathy held the position of interim Managing Director since November 2012. She is also sitting on the newly formed Tourism Marketing Committee for British Columbia. “We are extremely pleased to be able to announce Kathy in the role of CEO following Chris Dadson’s retirement last fall, comments Mike Smith, Kootenay Rockies Tourism Chair. “This well earned promotion allows the organization to continue doing great work without interruption and provides the continuity and experience that we as a Board believe is important.” Kathy and the Kootenay Rockies team will continue to work with all industry stakeholders and Destination BC to increase visitation to this region and deliver strategic initiatives designed to maximize the awareness of the Kootenay Rockies as the definitive place to enjoy clean, natural, uncrowded outdoor activities; and experiences that reflect the lifestyle, culture and community of Canada’s West.

2ND STREET SOUTH CONCEPTUAL DESIGN & MOIR GRAVEL PIT RECLAMATION PROJECT OPEN HOUSE The City of Cranbrook, in conjunction with Urban Systems, will be hosting the public at an open house on both the conceptual design of the 2nd Street South corridor from Highway 3 to 14th Avenue South and the reclamation plan for the Moir Gravel Pit. The session on the 2nd Street South corridor project is intended to gather public input to provide to Council for decision making purposes. The session on the Moir Gravel Pit is around the plan to redevelop the Moir Pit once the gravel resources have been depleted and the development of an off leash dog park on part of the site in early 2014. Urban Systems representatives and City of Cranbrook staff will be on hand to provide information on both projects including: project concepts and intents, progress to date and next steps. There will be information panels and 3D animated video loops of flyovers of both projects. The open house is scheduled for Wednesday November 6, 2013 from 4:30pm to 7:30pm at the Manual Training School at the Cranbrook Public Library.
