Still hope the FV Express will roll next September Jennifer Feinberg The Progress Disappointment in Chilliwack is lingering like a thick fog after Abbotsford council turned down the long-awaited Fraser Valley Express bus proposal in a split decision on Monday. The new BC Transit bus route proposal requires agreement in principle from partnering municipalities including Chilliwack and Abbotsford to create the transit service area in each municipality. Chilliwack has already backed the plan, and so has the Fraser Valley
Regional District. “From my perspective it’s about having patience,” said Mayor Sharon Gaetz in reaction to Abbotsford’s decision. “Three councillors felt they didn’t have enough information to vote for it.” She said she hopes staff can provide the missing details. Given that 2014 is an election year, she added, city councils must be aware of fiscal realities. “But from where I stand, it’s absolutely imperative we get this going as soon as we can,” said Gaetz. Transit users from University
of the Fraser Valley have been actively lobbying for and eagerly awaiting a bus link between the cities. “Chilliwack took that seriously, and I know Abbotsford did too,” said Gaetz. There was hope the express bus could begin service in September 2014. The matter is being brought back for reconsideration again next month at the Abbotsford mayor Bruce Banman’s request. Chilliwack council approved the creation of the service area for the new express bus route from Chilliwack, to Abbotsford
and then to Langley. “I think Abbotsford is assessing what is still in their coffers,” Gaetz said. City of Chilliwack is putting away funds for the anticipated transit costs. The total annual budget for the FV Express is $1,677,800. Chilliwack’s 20 per cent share is $333,764, while Abbotsford’s 35 per cent portion is $588,236, and BC Transit’s is $755,800. It could have been the brakes, steering, or load security that led to a ticket. Half of the commercial vehicles targeted for inspection in early October required repairs before they were allowed to proceed. Only six of the 46 inspected vehicles passed muster. Vehicles were being checked by provincial inspectors at various spots across Chilliwack in a special safety campaign on Oct. 2-3. Fourteen tickets were issued. It was a partnership between the City of Chilliwack Safer City Program, Ministry of Transportation and Infrastructure’s Commercial Vehicle Safety and Enforcement Branch (CVSE) and Chilliwack RCMP Traffic Services. “Hundreds of commercial vehicles travel through Chilliwack on any given day,” said Samantha Piper, public safety specialist with the City of Chilliwack. “The inspectors used their expertise to focus on vehicles that were not likely to pass an inspection.” Items on the checklists included vehicles’ mechanical components and driver qualifications, brakes, tires, lights, steering, load security, driver licensing and fatigue levels. While provincial inspectors were focused on commercial transport safety infractions, police officers were checking both commercial and passenger vehicles. They also checked trailers to ensure cargo was properly secured and that any hazardous materials were being safely transported in accordance with provincial legislation. Officers targeted 46 vehicles for full inspection. Of that total, six passed with no defects, 17 required minor repairs to be completed at a later time, and 23 required repairs to be completed.
