Council exploring ways to improve Gulch properties

As curb appeal takes centre stage along Victoria Street, a forlorn stretch of certain properties along Rossland Avenue are tarnishing the Silver City’s shiny new look. The city has been monitoring the crumbling facades of many Rossland Avenue homes and businesses and earlier this year, council directed civic staff to investigate opportunities that may offer renovation incentives to the owners of derelict properties. “The Gulch provides an important visual and physical entrance into the City of Trail,” said Michelle McIsaac, Trail’s corporate officer (CO) in her brief to council at the Oct. 15 governance meeting. “The historical importance to the area has diminished over the years by urban decay,” she explained adding,“the purpose of this report is to outline existing measures for either requiring or encouraging private property upkeep and to determine if council wishes to expand on incentives offered.” Mary Zanier, a 62-year resident of Rossland Avenue, remains hopeful that she will see the Gulch revitalize itself and once again become a centre of the Trail community. Zanier lives in the house her family bought in 1951 after immigrating to Canada from Italy. However, the property is a far cry from what it used to be, starting with her windows, all of which are barred to keep out intruders. “To me, the Gulch is inside my blood,” she said. “People ask why I don’t move out. I say ‘no.’ I am proud of where I live but sad to see the way it has gone down hill,” she said, adding, “it will never be what it used to be but hopefully it can become a decent place to live again and everyone can feel free and happy.” To date, one option the city has implemented is an order under the unsightly premises bylaw, See GRANTS, Page 3

A long-time blooming volunteer is getting ready to represent the City of Trail at this month's Communities in Bloom awards ceremony. Bill Garnett, owner of Columbia Garden Greenhouses, will attend the event scheduled for

Last year he attended the event alongside the Rodlies, which was fitting since the city was recognized as best floral city in Canada. “I'm just glad that the city got behind Communities in Bloom

in the very beginning and has supported (Trail) Community in Bloom all through these years,” said Garnett. “Without the support of the city council, we just wouldn't be able to do it.” Trail has kept its standards high for over a decade, scoring the maximum five-bloom rating

for 10 of the 11 years it's competed in the competition that invites judges into communities to rate criteria. The city welcomed two judges in July to critique it on categories such as environmental action, heritage, community involvement and tidiness in an international Communities in Bloom

competition for a population of under 10,000. Though the city was going up against some communities across the world, it was also challenging its neighbour, Castlegar. There's a win in sight, according to Garnett who has always held high expectations of Trail. See VOLUNTEER, Page 2

Garnett was among the volunteers who started the program in Trail over 10 years ago and has dreamed up themes to flower beds ever since. Garnett will find out how Trail fared at the event, at which time recommendations on how the city can compete next will also be shared. The city’s involvement next year could look different, according to Rodlie. “With all this construction happening in Trail (along Victoria Street) and it’s not going to be finished next year either . . . we have to decide whether we want to wait and just maintain what we got so we can get a firm grip on where we can plant because there are

areas that we used to plant that we may not be able to plant anymore,” he said. That said, the local

organization would still move forward with beautification projects but just wouldn’t be judged.

Additionally, the city can impose a remedial action order under the community charter if council considers a building or structure “so dilapidated or unclean as to be offensive to the community.” “Some of these businesses might best be described as marginal and if they had the monies to make the improvements we are pretty confident they would,” said the CO. As an alternative McIsaac researched matching grant programs to assist property owners with the financial burdens of restoration projects. “Although such programs could be administered by the city, external funding sources should be secured,” she said. “While it may not be unlawful to provide grants funded by municipal tax revenue towards a specified grouping of private business properties, it may be considered inappropriate use of taxpayers monies for the direct benefit of a limited number of commercial properties.” McIsaac presented an example of a business facade improvement program currently underway in northern communities, that provides $20,000 in annual grant funding for municipalities to enhance economic development by encouraging private sector investment. Further, she recommended council to approach the Southern Interior Development Initiatives Trust (SIVIT) to request implementation of a business facade improve-

ment grant funding program. “I am glad to see this because you know how long I have been talking about Rossland Avenue along with a lot of other people,” said Coun. Eleanor Gattafoni-Robinson. “But how long will it take and if that is rejected, where do we go from here?” she questioned. David Perehudoff, Trail’s chief administrative officer (CAO), said if SIVIT didn’t approve the initiative (which could take a few years) then council could consider approaching Columbia Basin Trust to create a program or funding. In the meantime, the CAO recommended council to send a letter to owners with buildings in need of upkeep outlining the incentive program and the section of the community charter that allows remedial action. “I’d suggest that you advise them that you are reviewing this,” he said. “And you have potential to go under the community charter and make property owners that have problems with improvement aware of what we have now. Provisions do exist if something doesn’t start occurring and council may have to revisit this and initiate these orders.” The Gulch, originally called the “Dublin Gulch,” incurred its current moniker in the 1900’s after Italian immigrants settled into the properties and terraced the steep terrain for planting. “No one locked their doors and everyone felt safe,” recalled Zanier. “We used to have everything we needed here and didn’t even have to go downtown. We would walk into one shop then out onto the street and back into another. The stores, all of us, took pride in where we lived and didn’t worry because everything we needed was right here.

Climate change, commercial use, oil and gas are among priorities in province’s new water rules THE CANADIAN PRESS VANCOUVER Drought due to climate change, shale gas “fracking,” commercial water sales. British Columbia’s water systems are under increasing pressure, and the provincial government introduced some major changes Friday as Environment Minister Mary Polak unveiled new water use legislation to replace a statute introduced prior to the Cariboo Gold Rush and the First World War. The new Water Sustainability Act will replace the 1909 Water Act, and it will mean B.C. will no longer be the only province in the country not regulating groundwater use. “The (Water Sustainability Act) will update and replace the existing water act, which we know is well over 100 years old,” Polak said in Victoria. Over four years of consultations, industry, communities and First Nations said the priority should be to ensure enough water in streams and rivers to sustain fish, Polak said. “There’s no question that this act will not cover off every single aspect of water protection and water use,” the minister said

It’s intended to govern the allocation of water - who gets how much, who gets to use what and when and the powers of government to deal with issues of scarcity, drought, etc.” Under the new rules, large-scale users now able to use water without limit and without cost will pay an annual fee and 85 cents for every 1,000 cubic metres of groundwater used. For example, a Nestle Canada plant in Hope, B.C., that bottles an estimated 71 million imperial gallons - 319.5 million

litres - of water for sale annually, would pay about $265, Polak said. Overall, the new fees for groundwater are expected to put $5 million annually into the provincial coffers. By comparison, the fee regime for surface water that has been in place for many years, generated about $7 million a year. Polak said the fees and the legislation have not been finalized. The province is seeking public comment until Nov. 15. The new rules also attempt to prepare for the changing weather patterns and increased risk of drought in B.C. brought on by climate change. “Being prepared for climate change means being able to adapt to changes in the water supply and demand over time,” said the report released Friday by Polak. By mid-century B.C. is expected to be warmer and wetter, the report said, with higher annual average temperatures and precipitation. “While B.C. will become wetter overall, precipitation will not occur evenly throughout the year. Fall, winter and spring are projected to be warmer and wetter with more rain and less snow, particularly at lower elevations. Summers will be hotter with reduced precipitation in most areas.” The proposed legislation would also exempt saline aquifers buried more than 600 metres below the surface. Polak said the decision not to charge fees is an incentive to avoid fresh water for

use in shale gas “fracking.” “When you consider the potential impacts of creating an incentive for the industry to avoid fresh water use in favour of saline use, that can have a significant impact on what we’re currently seeing in behaviour of oil and gas companies in the northeast,” she said in a telephone interview. Polak said the new act is not the only statute governing water use in B.C. The Water Protection Act, the Fish Protection Act and the Drinking Water Protection Act remain in place. The conservation group West Coast Environmental Law said it was pleased that the province is committed to new legislation. But in some ways the proposed rules enshrine mistakes past in water management, said Andrew Gage, a staff lawyer for the association. “They need to hear loud and clearly from British Columbians that this is our environment and our water and it needs to be protected fully,” Gage said. Spencer ChandraHebert, the environment critic for the provincial New Democrats, said anything would be an improvement but the legislation proposed is “fairly weak.” “Climate change is going to impact us and is impacting us in ways that we don’t understand,” he said. “It acknowledges it but it does very little to change.... It leaves a lot of discretion and a lot of potential for inaction.”

B.C. gets another low grade for commitment to women’s rights THE CANADIAN PRESS VANCOUVER - For the fifth year in a row, the women’s legal advocacy group West Coast LEAF has handed British Columbia a failing grade for its treatment of women. The grades are contained in LEAF’s annual assessment of how well B.C. measures up to international standards for women’s equality, as established by the United Nations Convention on the Elimination of Discrimination Against Women. According to LEAF, the province once again gets an “F” for its commitment to a woman’s right to access to justice and social assistance, for the handling of poverty issues and in the cases of missing and murdered aboriginal girls and women. Passage of B.C.’s New Family

Law Act helped net the province its highest grade, a B-, because the group says the Act makes strides in dealing with violence against women. West Coast LEAF legal director Laura Track says it’s important to recognize that all the issues are interconnected, noting that a battered woman may now have access to tougher legislation under the Family Law Act, but she’s unlikely to leave a dangerous situation if lack of funding means there’s no safe shelter. Track says until the B.C. government makes it a priority to ensure women are from free from violence, poverty, and discrimination, and it invests sufficient resources to tackle these problems, LEAF’s assessment of the province’s commitment to women’s rights will remain low.

Compensation promised in light of EU drug costs THE CANADIAN PRESS VICTORIA - British Columbia’s international trade minister says the federal government will compensate the provinces for higher prescription drug costs associated with the proposed CanadaEuropean trade deal. Teresa Wat said Friday that B.C. received a letter from federal Health Minister Rona Ambrose saying Ottawa will offset higher prescription drug costs linked to sections of the trade pact that extend prescription drug patent protection to European companies. Prime Minister Stephen Harper was in Brussels, Belgium Friday to sign an agreement in principle on a free trade deal with the European Union that removes most tariffs and allows Canada to sell everything from B.C. cherries in Paris and Nova Scotia lobsters in Berlin. Wat said the trade deal would give preferential treatment to B.C. companies selling goods and services to European Union countries - the world’s largest trading block with a combined gross domestic product of $17 trillion and population of 500 million people. “We anticipate important sectors of the B.C. economy will benefit from an agreement that will come into place hopefully in two years time,” she said. “About 98 per cent of the tariffs are

expected to be removed and there will be increased investment and removal of trade barriers.” Wat said she expects B.C.’s forestry, agriculture, fish, seafood and mining industries will benefit from easier access to European markets. She said B.C. products, including wine, blueberries, cherries and value-added wood products will open to a huge new market. “One in five jobs in B.C. is dependent on export trade,” she noted. Wat said the federal government’s pledge to compensate the provinces for expected increases in drug costs due to the proposed trade deal’s extension of patent protection to European drug companies is being considered a major victory for the provinces. “We were concerned about that since day one,” said Wat. “The federal government was fully aware of our concerns.” She said provincial advisers have consistently told federal trade negotiators that increased drug costs would be a major stumbling block to gaining provincial approval of the deal. “We just got a letter from the federal health minister assuring us they are fully aware of the implications of public drug costs and they will compensate us fully for any incremental increases as a result of this CETA,” said Wat.

No timeline for residents to return following train derailment The Canadian Press STONY PLAIN, Alta. – A spokesman for CN says it’s too early for residents to be allowed to return to their homes near the site of a derailment west of Edmonton. ``We had hoped that that could take place this morning earlier than had been predicted,’’ Warren Chandler said Monday morning. ``That’s not going to be possible and we apologize to residents. ``We hoped for an early return, but in the interests of safety, we can’t do that yet.’’ Chandler said CN had hoped a controlled burn on Sunday night would get rid of potentially explosive propane in some of the derailed tank cars. ``We had hoped the exercise would burn off all the propane in the cars, so that we could move in, remove the cars and allow people to go home. Unfortunately when we went to inspect the cars ... we found that not all the cars had vented their propane,’’ Chandler said. ``In the interests of safety, we withdrew. A controlled burn is a multi-step process and after the controlled burn last night, we have left the cars to vent overnight and are now assessing the next steps.’’ Chandler said CN is taking a step-by-step approach to determine the safest way to get people back to their homes. About 100 residents were ordered to leave Saturday when 13 cars on a freight train carrying a cargo of oil and propane went off the rails near the tiny hamlet of Gainford, about 80 kilometres west of Edmonton. Two explosions were reported, so the community was evacuated as a precaution. No one was injured. Three of the rail cars were carrying liquefied petroleum gas, commonly known as propane, and caught fire. Four of the derailed freight cars were carrying crude and didn’t break open. CN said those one have since been removed from the scene. CN said it is not ready to say what may have caused the derailment or what damage may have occurred.

Duffy a victim of PMO coverup, says lawyer

THE CANADIAN PRESS OTTAWA _ Mike Duffy once promised his side of the story on his dealings with the Prime Minister’s Office and the $90,000 payment of contested expenses. On Monday, his lawyer helped break the senator’s silence with what he called ``the tip of the iceberg’’ of evidence. Donald Bayne spent nearly an hour alleging how Prime Minister Stephen Harper’s staff and key Conservative senators developed a scheme to have Duffy take the fall for wrongdoing that even they agreed he had not committed. Harper, meanwhile, continued to lay blame for the matter Monday on a single person _ his former chief of staff Nigel Wright. ``From the get-go, rather than letting the truth out, that there are flaws in the Senate system and rules, it’s the old story. The cover-up is always more damaging than the original issue.’’ Duffy is facing the threat of suspension without pay from the upper chamber for ``gross negligence’’ in the management of resources, along with colleagues Pamela Wallin and Patrick Brazeau. Conservative motions are expected to be introduced Tuesday. Last week, Wallin’s lawyer also lashed

out at the Conservatives and said legal options would be considered if the suspension occurred. Bayne said Duffy never submitted any improper expense claims based on a reading of the rules, and that was borne out by an independent audit and in a series of communications that Duffy had with senior Tories. At issue was Duffy’s designation of a house in Prince Edward Island as his primary residence, and the living expenses he claimed for his home in Ottawa. The lawyer quoted from a letter sent by former Conservative Senate Leader Marjory LeBreton in January 2009, in which she allegedly tells Duffy that ``Senate residency is not defined’’ anywhere in the rules. LeBreton could not immediately confirm whether she wrote such a letter. Duffy also allegedly received an email from Wright in December 2012, when stories suggesting Duffy spent little time at his P.E.I residence emerged. ``I am told that you have complied with all the applicable rules and there will be several senators with similar arrangements,’’ Wright allegedly wrote. ``This sure seems to be a smear.’’ By the following April, auditors at

Deloitte had also concluded a review of Duffy’s living expenses, and said the rules weren’t clear on residency. Yet another Conservative, Senator John Wallace of the ethics committee, also allegedly wrote a memo saying the rules on residency were not clear, and quotes from a Senate handbook on the matter. Wallace’s office said Monday he had no comment. Bayne says Duffy was then told by the Prime Minister’s Office that despite his expenses being above board, he would have to repay four year’s worth of them to appease Tory voters. When Duffy objected, Bayne says the Prime Minister’s Office threatened to have him lose his seat by having a Senate committee declare his residency ineligible. ``So that’s the hammer. The threat seems obvious: you take the dive, or this sub-committee will throw you out on the residency issue before you’ve had any kind of hearing,’’ Bayne said. Wright’s payment of $90,000 to cover Duffy’s expenses was never the senator’s idea, he added. ``The payment of $90,000 was not the doing of Senator Duffy. It was a political tactic forced on him by the Prime Minister’s Office.’’

Opponents vow to continue fight against shale gas THE CANADIAN PRESS MONCTON, N.B. – Opponents of shale gas development including members of the Elsipogtog First Nation beat drums and sang in celebration Monday after a New Brunswick judge lifted an injunction that ordered them to end their blockade outside a compound owned by SWN Resources. Suzanne Patles, one of those named in the injunction, said she believes the ruling from the Court of

Queen’s Bench sends a direct message to the energy company to stop their exploration activities and leave the province. ``They need to go the frack home and they need to realize that they are not above any law,’’ she said outside the courthouse in Moncton. ``All the people of New Brunswick are free right now. They don’t have to be held under that corporate greed.’’ In his decision, Judge George Rideout

said the injunction was no longer required since equipment and vehicles owned by SWN Resources have been removed from the compound near Rexton and the protesters are no longer blocking the road. Susan Levi-Peters, a former chief of Elsipogtog, said the community is ready to demonstrate wherever there is any shale gas exploration, but she hopes such activities won’t proceed. ``I hope that the

B.C. oil spill study misinterpreted

T

he release of the B.C. government’s detailed study into oil spill response capability off the West Coast created the usual brief wave of media shock and horror. This just in! If crude oil spilled in the Dixon Entrance, the stormtossed sea lane north of Haida Gwaii, the combined resources of Canadian and U.S. containment and collection response could only recover an estimated four per cent of it. And that’s in the summer! The winter recovery rate would be more like three per cent. Talk radio and website headlines set the narrative in minutes. How could anyone even consider running oil tankers through that pristine B.C. coastal area? It’s crazy! Here’s the big fact clearly stated in the study by U.S.-based Nuka Research and Planning Group, and ignored by most of the

media and public. There are hundreds of tankers filled with crude oil sailing through these stormy seas every year. It’s been going on since Alaska North Slope crude was developed in the 1970s. Six of the seven oil spill simulations run by Nuka are based on Alaska crude, because that’s overwhelmingly what has been shipped along B.C.’s North Coast for 40 years. This lack of crude oil spill response capability has existed the entire time, without a whisper of protest or media attention, even after the 1989 Exxon Valdez disaster near the oil’s point of origin. The current narrative, hammered home by U.S.controlled environmental groups and their aboriginal partners in the “Great Bear Rainforest,” is that only Canadian oil is a threat. How much Alaska crude is shipped down the B.C. coast? According to

Nuka’s analysis, it’s currently about 38 million cubic metres each year. That’s enough to fill B.C. Place stadium to the roof – 15 times. The Sierra-GreenpeaceForestEthics-Dogwood gang, a sort of billionairebankrolled green Team America, has worked hard to promote the falsehood that “tar sands” oil is vastly worse than that nice fair-trade Alaska stuff. Their claims about acidity and abrasiveness of diluted bitumen didn’t hold up, and it’s still hotly contest-

ed whether the heavy oil in diluted bitumen would float, emulsify or sink in actual sea conditions. When the federal government announced a study to determine what spilled bitumen would do in North Coast waters, that too was attacked by the Green Party as a secret scheme to prop up Enbridge’s pipeline proposal. So it’s a scandal when you don’t know the answers, and it’s a scandal when you try to find them. Another question that gets little attention is whether it’s better for spilled oil to sink rather than wash up on beaches. Crude oil is, if you’ll pardon the expression, organic. Spills produce a huge spike in oil-eating bacteria that leads to an increase in fish populations at a certain stage. This was documented in a 1994 book called <I>Degrees of Disaster</ I>, written by an expert

who stayed on in Valdez for four years, long after the TV cameras and grandstanding politicians went home. Victoria-based Dogwood seized on a 2012 Nuka study done for the Haisla Nation at Kitimat, which found that in ocean conditions that are present more than half of the time, there would be no immediate way to respond to a spill at sea. Dogwood’s “no tankers campaign director” hinted that this information was intentionally left out of the B.C. government study, and the media ate it up. No tankers? Better check again. Dogwood’s mission is clearly not to protect the B.C. coast from oil spills. If it were, they would be protesting the ongoing risk from Alaska tankers. Thanksgiving dinner greatly appreciated I had the good fortune to attend a lovely Thanksgiving dinner on Oct. 11 at the Local 480 hall. The dinner was free and my daughter and I attended with several of our friends. There was turkey, dressing, vegetables, mashed potatoes and gravy and salad and buns offered, as well as

coffee, tea and soft drinks. The diners were called up in order of the very young, then the very old and then the rest of us. The food was plentiful, delicious and served with a smile by all of the volunteers. There was also pie a la mode for those who could fit in dessert!

I would like to extend a heartfelt thank you to the Trail Alliance Church for the lovely community Thanksgiving dinner that was open to all who wished to attend. My daughter and myself enjoyed ourselves very much. Dana Seaman Trail

I hope any readers of “Science loses ground to superstition” (Trail Times, Oct. 1), who may be unconvinced about human induced climate change, will give much more weight to the findings of the vast majority of climatologists than they will to this author. I am always alarmed when I think that such gross misrepresentation of climate science could hamper mankind’s efforts to take remedial measures that will ensure a livable environment is passed on to future generations. Equally disturbing is the author’s assassination

attempts against those whose well founded arguments won the day and saw UBCM pass a landmark resolution in favour of a GE Free BC. The author makes no mention of the fact that there is absolutely no monitoring, or follow up studies conducted on human health once a GE crop is approved so it is impossible for either side to use the science argument, pseudo or otherwise. That more and more of the public is demanding more certainty in this regard hardly makes them superstitious or emotional as the author sug-

gests. This is especially true when the disturbing results of recent long term feeding studies on rats are considered. That the promises of genetic engineering have failed to materialize after 20 years with only two traits, pesticide and herbicide resistance to its credit also goes unmentioned. Columnist misrepresents climate change facts

Throne speech focused on self-preservation An editorial from the Hamilton Spectator In many ways the speech from the throne is an anachronism, full of self-congratulatory rhetoric. So why give it so much media attention? Because while all that is true, it doesn’t tell the whole story. This anachronism is still important because of what it reveals about what is on the government’s mind. And it’s as important for what it doesn’t say as for what it does say. In that context, what does the speech tell us about the Harper government’s plans? First and foremost, the Conservatives are in electionpreparation mode. All the measures to “protect” consumers and citizens, all the populist rhetoric, point in that direction. Unfortunately for the government, the speech also glaringly points out what it is not thinking about. The speech could have had as its main plank job creation, strategies to deal with the national infrastructure crisis, a new united approach to stabil-

izing health care and making it sustainable. It could have announced a national housing and/or poverty strategy. It could have touted a new approach to national energy policy that better balances the importance of renewable energy sources with the status quo, which increasingly sees the national economy overly reliant on non-renewable resources, especially oil. It could have recognized the need for a national debate on end-of-life care including assisted suicide. It could have finally acknowledged our national strategy on marijuana is outdated and counterproductive. It didn’t do any of that. It did contain a bit of substantive news, such as a new trade agreement with Europe that will increase access to the Canadian cheese market. Business groups applaud that, but farmers are likely to have a different view. The speech also reported the government remains on track to balance the budget, which is encouraging. But it went further by pledging legislation that would bind future governments

to do the same. That’s window dressing, since a future government can legislate to repeal. Aside from that, we get promises to unbundle cable TV, penalize airlines for bumping passengers when overbooked, crack down on payday lenders and high credit card rates and measures to reduce the gap between Canadian- and U.S.made goods. If the Harper government follows through with half of all that, it will easily be the most intrusive and interventionist conservative government in Canadian history. With all the pressing and competing priorities, is this the best Harper and friends can do? Are they simply avoiding dealing with the big issues and challenges, including Senate reform? Are they just betting blatant self-interest will motivate voters to stay the course in the election scheduled for next year? If nothing else, a throne speech should be visionary. This one seems simply aimed at selfpreservation.

OBITUARIES ORR, SHAYNE ANDREW — It is with great sadness that we announce the sudden passing of Shayne Andrew Orr, age 40, on October 16, 2013. Shayne was born May 19, 1973 in Kimberley BC to his loving parents Tom and Norma Orr. He is survived by his daughter Brooklyn Rose Orr, his wife Sheana Orr, his father John Thomas Orr, two older brothers Darryl (Tamara) Orr and Tom Jr. (Violy) Orr, nephew Derek, nieces Chanel and Eden and extended family. He was predeceased by his mother Norma in 2006. After graduating from high school Shayne went off to Lethbridge and then to the University of Great Falls to complete a Bachelors of Science degree and finally his Masters degree in criminal justice administration. After completing his education, he returned to Kimberley, and worked at the Sullivan mine in Kimberley BC as a blast hole loader, and nipper. Shortly after, Shayne was accepted to the RCMP. His first posting was in Alexis Creek. His daughter was born in 2001 and he returned closer to home with her shortly after, to begin his new posting in Castlegar, BC. At the time of his passing, Shayne was stationed in Nelson at the RCMP detachment in traffic services. Shayne was a proud and respected RCMP member and had a wonderful relationship with members of the Force and all those whose lives he touched in the surrounding communities. During his career in the RCMP, he was awarded several commendations for his daily work and two significant provincial awards as Top Cop of the Year for traffic services in all of BC. He collected antique RCMP memorabilia and enjoyed learning the history behind the organization. Shayne also enjoyed metal detecting, and camping. He was an avid fisherman and was happy to share his catch with anyone who would share a meal in return. Shayne’s most recent hobby was the restoration of his 1968 Firebird, which is still a work in progress. He had a wonderful sense of humour and was always there to listen whenever anyone needed him. A special thank you to all the members of the Force who have supported our family through this terrible loss, and all our family and friends. Shayne’s presence in all

He is also survived by his grandchildren, Dina (Jason), Andrew (Helen), Danny, Hanna (Kelly), Emma and his new great-granddaughter Sophia. Long-time environmentalist David Suzuki is the most admired Canadian – by Canadians – according to a new poll by Angus Reid Global. 57 per cent of those surveyed said they admired Suzuki, who topped British Columbian paralympian Rick Hansen (50 per cent), Peter Mansbridge (48 per cent), and Margaret Atwood (34 per cent). Bringing up the rear – as the least admired Canadians – are recently embattled Canadian senator Mike Duffy (four per cent), once-jailed media mogul Conrad Black (five per cent), and former VANOC head John Furlong (six per cent), who has been fighting off allegations of sexual abuse of Aboriginal students when

Ellen salutes waitress who picked up soldiers’ tab THE ASSOCIATED PRESS CONCORD, N.H. - A New Hampshire waitress who picked up the lunch tab of two National Guard soldiers affected by the federal government’s shutdown has been repaid - more than 300 times over - by television star Ellen DeGeneres. Sarah Hoidahl, a waitress in Concord, N.H., just wanted to do a nice thing for the soldiers, so she recently picked up their lunch tab. It cost her $27.75. On Friday, DeGeneres squared the tab and then

some, giving Hoidahl $27.75 in cash and a check for $10,000. Cartoon studiocountry founder dies THE CANADIAN PRESS in the early 1980s by LOS ANGELES – Lou Scheimer, who founded the Filmation animation studio that produced Saturday morning cartoons including ``Fat Albert’’ and ``The Archie Show,’’ has died. He was 84. The Pittsburgh native behind the cartoon powerhouse died on Thursday, two days before his 85th birthday, Scheimer’s wife Mary Ann said on Sunday. The Los Angeles Times reported that Scheimer’s company was the largest animation operation in the

Teck acquires East Kootenay land for conservation By Sally MacDonald Cranbrook Townsman

Teck has purchased more than 7,000 hectares of land in the Elk Valley from Tembec, purely for conservation purposes. The two businesses – one, the East Kootenay’s largest employer, and the other, formerly one of the East Kootenay’s largest employers – announced the $19 million sale late Thursday. Within the next two months, three parcels of land will be transferred to Teck’s ownership. The Grave Prairie property is 3,059 hectares in size, located 7.5 kilometres northeast of Sparwood, and, according to environmental group Wildsight, is an important wintering area for elk. The Alexander Creek parcel, 3,098 hectares in size, is 10 kilometres east of Sparwood, on the north side of Highway 3 next to the Alberta border. The property allows wide-ranging wildlife such as grizzly bear and lynx to move between Waterton-

Finally, Teck purchased 992 hectares known as the Flathead Townsite, in the Upper Flathead Region, 28 kilometres southeast of Sparwood. “These lands are not amenable to mining,” said Nic Milligan, Teck’s manager of community and aboriginal affairs. “They were purchased in order to work in cooperation with First Nations, communities and other stakeholders to ensure they are used to protect key wildlife and fish habitat in the Elk Valley and Flathead River Valley now and for the future.”

The sale has been applauded by conservation groups in B.C., Alberta and Montana who are working to protect the Flathead Valley. “We’re very excited that Teck has made a significant investment to purchase and work towards conserving this important wildlife and fish habitat,” said John Bergenske, Wildsight’s executive director. In 2010, the B.C. government and Canadian government signed an agreement with the state of Montana and the United States government to protect the Flathead, which is adjacent to the Waterton-Glacier International Peace

Park, a designated World Heritage Site. In November 2011, the B.C. government passed the Flathead Watershed Conservation Act, which bans mining, oil and gas activity in the Flathead. Teck said it is invested in maintaining the East Kootenay’s environmental values. “Our employees live and work in the Kootenays and they want to ensure its vibrant economy and natural splendour is maintained for future generations,” said Milligan. “We strongly believe that by working in partnership it is possible to have both world-class mining and a world-class environment.” In coming months, Teck will discuss how the properties should be managed with First Nations and other Elk Valley stakeholders. This is the second sale of East Kootenay lands that Tembec has announced in the past month. On September 30, it revealed the $4.2 million sale of 1,875 hectares west

of St. Mary Lake to Nanaimo-based company Jemi Holdings Ltd. Tembec hopes to sell off 64,500 hectares of land in the East Kootenay, with the goal of making $75 million by the end of 2014. The remaining properties are in the St. Mary Valley, near Canal Flats, and south of Cranbrook. Tembec has had

a presence in the East Kootenay since 1999 when it purchased the Elko and Canal Flats sawmills from Crestbrook Forest Industries. In November 2011, Tembec sold those mills to Canfor. This March, Tembec sold its Skookumchuck pulp mill to Vancouverbased Paper Excellence Canada. The site of

Cranbrook’s shuttered planer mill still belongs to Tembec. The mill was shut down in 2010 and destroyed in a fire last year. A sawmill on the same site was closed in 1999. Tembec also announced last week that its Cranbrookbased vice president of the Forest Products Group, Dennis Rounsville, is retiring this year.

Cost increase to garbage collection By Timothy Schafer Rossland News

The cost of garbage collection in the city is going up. At a Sept. 4 in-camera meeting, council approved the extension of the Davies Sales and Service contract for an additional year (until Jan 31, 2014) and referred the requested increase in the value of the contract to 2013 budget discussions. Council increased the contractor rate from $50 to $58.25 per household, retroactive to Jan. 1, 2013. The discussions have not happened but the contractor was looking for compensation to help offset the increases in tipping fees and fuel. The increase in fuel and tipping fees has increased the cost of the service by $10,766 per year (Fuel costs have increased $1,666 per year, while tipping fees have increased $9,100). The adjustment in fees was handled by increasing the annual flat rate per household (current contractor rate $50) by $8.25 per year. The per bag sticker prices remain the same. “This would ensure that incremental costs would be recovered with a 10 per cent administrative fee increase,” read a city staff report. “This proposed increase would be implemented January 2014 via a new Waste Collection Service and Rate Bylaw.” There has not been an increase to fees since 2009 while tipping fees and fuel costs have increased over the past five years.

The Merritt Centennials moved into fourth place in the Interior divsion with a 5-4 victory over the Smoke Eaters Sunday, following a Trail 5-2 loss to Coquitlam Express on Friday. The Cents’ Zach Hartley netted the winning goal at 13:03 of the third period when a giveaway at the Trail blue line sent the Minneapolis native in on a breakaway. Hartley made no mistake, backhanding the puck through the pads of Smokie goalie Dustin Nikkel to make it 5-3. Travis Stephens would pull the Smoke Eaters to within one with just over a minute to go, but Trail could not find the equalizer. The win puts the Cents nine points up on Trail, with fifth-place Salmon Arm now eight points ahead of the Smokies. The Beaver Valley Nitehawks were hoping for better results when they faced the top two teams in the Kootenay Conference on the weekend. However, the Hawks suffered a devastating third period collapse against the Nelson Leafs Friday, and couldn’t recover for its game against Kimberley Dynamiters on Sunday. After leading 4-0, the Nitehawks allowed six third-period goals in the final nine minutes and 28 seconds in a 6-4 loss to Nelson Friday, then returned home only to have the Dynamiters roll over them in a 6-2 Kimberley win on Sunday. While the losses are disappointing and

frustrating, Nitehawk coach and GM Terry Jones is not pushing the panic button just yet. “I look at it as a very positive thing,” said Jones following the Kimberley match. “The loss in Nelson we let the game get away from us and that lack of confidence carried into today.” If anything, the J. L. Crowe teacher is looking at the losses to the top two teams in the Neil Murdoch and Eddie Mountain divisions as a learning experience “It shows us that in practice we need to work a little bit harder on our details. We are not as good as we think we are, and we have to get back to the drawing board in terms of not only what we’re working on, but how we’re working on those things. It’s a disappointing weekend,

Red Sox closer Koji ready for Cardinals

THE ASSOCIATED PRESS Boston’s Koji Uehara wasn’t Boston’s first choice to be closer this season. Or the second. The 38-year-old right-hander got the job after neither Joel Hanrahan nor Andrew Bailey lasted as closer. Uehara was setting up for them before he inherited the ninth-inning role in late June, and by October he was the American League championship series MVP. “All I can say that I’m extremely, extremely happy right now,’’ he said after the Red Sox beat the Detroit Tigers 5-2 in Game 6 of the ALCS on Saturday night to advance to the World Series. Uehara pitched a scoreless ninth in the clincher, giving him three saves and a victory in the four wins Boston needed to win the AL pennant for the third time

in 10 years. After converting 21 of 24 save opportunities in the regular season with a 1.09 ERA, he is five of five while allowing one run in nine innings in the playoffs. And he’s not done yet. The World Series starts in Boston on Wednesday, when the Red Sox will play the St. Louis Cardinals in a rematch of the 1946, 1967 and 2004 Series. THE ASSOCIATED PRESS LOS ANGELES - A judge dismissed Nicollette Sheridan’s long-running wrongful termination lawsuit against ABC over her ouster from the hit television series “Desperate Housewives.” Without ruling on the facts of the case, Superior Court Judge Michael Stern determined the actress should have exhausted her claims to a labour commissioner before pursuing a trial. The ruling stalled Sheridan’s push for a retrial on claims filed in 2010 that she was fired after she complained that show creator Marc Cherry struck her on the head on the set in 2008. Cherry denied hitting the actress, claiming he tapped her on the head for artistic direction. David Crochetiere, an attorney for Sheridan, said the ruling would be appealed.

NBC cancels two new shows THE ASSOCIATED PRESS LOS ANGELES - NBC says it’s cancelling two freshman shows, “Ironside” and “Welcome to the Family.” “Ironside,” starring Blair Underwood in an updated version of the Raymond Burr police drama, will air its final episode on Wednesday. Burr’s “Ironside” aired from 1967-75, but low ratings will keep the new series to a total of four episodes. “Welcome to the Family,” a Thursday night comedy about a young couple’s unplanned pregnancy, won’t have a chance to say goodbye. Its last airing was this week. Replacing “Ironside” on Wednesday nights in November and December will be a mix of shows including episodes of “Dateline” and “Saturday Night Live” holiday-themed specials, NBC said. “Parks and Recreation” episodes and specials will fill in for the departed “Welcome to the Family,” the network said Friday.

‘Gravity’ still rules THE ASSOCIATED PRESS NEW YORK – Star power and Oscar aspirations are reigning at the box office, where the space adventure ``Gravity’’ and the Somali pirate docudrama ``Captain Phillips’’ are holding off all comers. With $31 million over the weekend according to studio estimates Sunday, ``Gravity’’ topped the box office for the third straight week, cementing its status as the juggernaut of the fall movie-going season. It also took in another $33.5 million overseas. ``Captain Phillips,’’ starring Tom Hanks and directed by Paul Greengrass, also held in second place, taking in $17.3 million in its second week. The Sony film slid only 33 per cent from its debut last weekend of $25.7 million. The two movies and their veteran stars were able to keep three new wide releases at bay: the horror remake ``Carrie’’ ($17 million for Sony and MGM), the Sylvester Stallone and Arnold Schwarzenegger action flick ``Escape Plan’’ ($9.8 million for Lionsgate), and the WikiLeaks drama ``The Fifth Estate.’’

friend. We eat lunch together most days and sometimes meet up after work. She is smart, fun, kind and generous. But she can’t stand it when others compliment me. She gets angry if anyone comments on my clothing or hair. A man in our office once said I “look nice today,” and she practically bit his head off, saying it’s rude to comment on a woman’s appearance in the presence of another woman. I recently got my hair cut, and she’s made enough nasty little barbs for me to know she doesn’t like it. That’s OK. I am not so childish or insecure that I need everyone

from her. As your boss, she should not be putting you in a position where you are afraid to speak up. Since you consider her a friend, the next time this happens, casually mention that her reaction gives the appearance that she’s jealous. Then change the subject. She may deny it and even be angry, but it might have the desired effect if it makes her examine her behavior more closely. Dear Annie: “Awaiting Your Help” is upset that a friend is bringing her husband to the monthly girls’ night out. I wish my friends had welcomed my husband to these evenings. While I was sharing good times with my girlfriends, my husband was out meeting women from the Internet in seedy motels. He gave me two sexually transmitted diseases before I found out. He appears to be a great guy on

the surface, but underneath, he’s a slimeball who has lied and cheated for years. I no longer go to girls’ night out. My friends hate my husband and will not come to my house. I’ve joined a support group, but I miss my friends. My social life consists
