Elk Valley Water Quality Plan Consultation Open Houses Teck is working with communities, First Nations and governments to create an Elk Valley Water Quality Plan that will maintain the health of the watershed and support continued, sustainable mining in the Elk Valley.

We Want to Hear From You The objective of the Elk Valley Water Quality Plan is to stabilize and reverse the increasing trend of selenium and other substances related to mining activity in the watershed.

The process to develop the plan will include three formal public consultation periods, with the first period taking place from October 28 to November 29. Further public consultation periods will take place in 2014.

Think Elk Valley initiative open houses to be held throughout area Submitted

Residents, business and community leaders invited to Think Elk Valley Open Houses Developing a community directed plan to allocate $600,000 from Columbia Basin Trust to create social and economic benefits for the Elk Valley means listening closely to the ideas and priorities of residents, business and community leaders.

Six community open houses are scheduled for Fernie, Sparwood and Elkford between October 21st and 24th to gather community input to inform the RDEK’s Elk Valley Community Directed Funds Committee and its Community Priorities Plan.

Open house participants will be invited to “Think Elk Valley” and help identify projects and initiatives that will improve quality of life and well-being for the region as a whole.

A major goal of the open houses is to bring together a broad crosssection of Elk Valley residents and stakeholders representing business, community and public services, education, health, arts & culture, heritage, sports, recreation, environment, seniors and youth.

Fernie’s open houses are happening on October 21 and 22, from 7-8:30 pm at the Seniors Centre, 562 3rd Ave. Sparwood’s open houses take place on October 23 from 7-8:30 pm and on October 24 from 4-5:30 pm at the District of Sparwood’s Council Chambers, 136 Spruce St.

“These discussions will help shape how Canada and the United States manage the Columbia River in the future. Decisions that will be made about the future of the Treaty will influence water levels and reservoirs in this region for decades to come,” says Deb Kozak, CRT Local Governments’ Committee Chair and Councillor, City of Nelson.

The CRT Local Governments’ Committee wants you to attend the community workshop on Monday, November 4 in Jaffray at the Jaffray Hall (Jaffray Village Loop Road).

The new Mouth Minders Dental Clinic was a highlight of the tour. This clinic, which opened recently, was the result of donations from the public and from the proceeds of the Salvation Army Thrift Store, along with a grant from the Columbia Basin Trust for $16,000 and another $5,000 grant from Pacific Blue Cross.

chair and x-ray equipment also helped to keep the cost down.

“A lot of people in need can feel inadequate when they go to a hospital or dentist office,” said Captain Kirk Green of the Salvation Army. “Being able to offer this in the building removes some of that stigma.”

To qualify to use the clinic, a potential patient must: • Have dental pain or infection • Cannot afford treatment at a private clinic • Must be willing to have a tooth extracted • Must be an adult • Patients on government sponsored dental plans such as Social Services and NIHB are eligible • Patients must be willing to have the Salvation Army determine their eligibility • Persons with private or company sponsored benefit plans are not eligible for treatment.

Green noted that another key aspect of the clinic is that local dentists have volunteered their time to make sure the clinic can serve the demand as best as possible.

Green also showed the visiting ministers plans for a proposed new facility. This facility would cost more than $16 million and include 30 overnight beds for men and women, 16 units for stays up to two years and 16 units for stays longer than two years along with four family units.

Local conservation benefits area ranch Submitted In 2004, Thunder Hill Ranch owner Brian McKersie welcomed the Nature Conservancy of Canada (NCC) onto his large ranch, located alongside Columbia Lake north of Canal Flats, making the Thunder Hill Ranch Ecosystem Restoration Project the first ranching / conservation partnership project in the region.

The landscape of the ranch includes Douglas fir/ponderosa pine forests and grasslands with blue-bunch wheatgrass, fescues and june grass. Along with rich wetlands, ponds and Marion Creek running through it, the ranchland provides critical winter range for elk and deer, as well cattle for the ranch.

cougar, coyotes and badgers.

Another at-risk species, Lewis’s woodpecker is also found on the property, which connects to the 504-acres (204 ha) Marion Creek Benchlands property, also under NCC’s guidance. Marion Creek Benchlands, along with Thunder Hill, the Nature Trust’s Columbia Lake West and Crown land, provide more than 7,400 acres (3,000 ha) of connected conservation land on the west side of Columbia Lake.

Along with providing vital connectivity corridors for wildlife, the NCC is conducting ongoing grassland restoration and forest thinning work, including prescribed burns.

Working with the NCC and Brian McKersie on the Thunder Hill project are the provincial government (Crown land) and The Nature Trust.

“Everyone has managed to work together.

It’s a win-win for everybody,” said Page, noting the thinning work decreases fire hazards and restores grassland and range on the benches.

from the Regional District of East Kootenay’s (RDEK) Columbia Valley Local Conservation Fund (CVLCF), managed in partnership with the Kootenay Conservation Program (KCP) and derived from a $20 annual levy of properties in the valley by the regional government.

The CVLCF has served as a uniting force in the Columbia Valley, Page suggests. When the CVLCF started, no one conservation group knew what others were up to, she said, with similar organizations seeking support from the same small pots of money.

In 2010 the NCC conducted pile burning with funding from the CVLCF and Columbia Basin Trust and in 2013 a mastication project was conducted, with funding from the same agencies.

Bigger jobs are put out to tender and work crews hit the land – with jobs that wouldn’t normally have been available if not for the CVLCF and the projects managed by the NCC / Nature Trust.

Allen estimates that since 1996/97 “about $14 million” has been presented in wages, region-wide, for forestry workers taking part in restoration projects on crown land. “It’s basically money going into

peoples’ pockets,” said Allen, explaining the Thunder Hill work has employed crews numbering 20 to 30 workers.

“It helped a lot of mill workers through ’08 and ’09.”

Allen explained the thinning work that is ongoing on Thunder Hill Ranch will have longterm benefits. While recently thinned sites may appear like a freshly logged area, “...you really have to walk them in three or five years to get a sense of the impact of the work. Our objective is really 200 years from now.”

Allen also noted that the restoration work isn’t being done solely for elk habitat.

“We’re not managing for elk; we’re managing ecosystems,” said Allen.

“Land that is healthy for wildlife means healthy land for a ranch,” Page said.

“Brian is happy with the work because over the long-term it will increase his forage.”

CFUW to host annual Artisan Bazaar Saturday, November 2 at 10 a.m. marks the opening of the 29th annual Artisan Bazaar hosted by the Cranbrook club of the Confederation of University Women. (CFUW).

“We are rather excited although at this point, there is still a lot of work to do,” said Cathryn Henley, bazaar chair.

“It is exciting for me. I have a list of what I need to buy for family and friends.”

Each year is different, with this one offering homemade bath salts and Epsom salt bombs along with natural soaps, a new-to-us- artist with paintings, homemade baking, mustards, cards, porcelain ornaments, 1

By now, gardeners will likely have brought most of the harvest in, lifted summer bulbs and updated spent planters with fall decorations. Now is also the time to take a look at preparing your shrubs and trees for winter. You should no longer fertilize these types of plants as that could encourage new growth that might not have time to prepare for winter.

You can also reduce the amount of water you are giving your trees and shrubs, they just do not need as much now. It is important, however, that you continue to water, especially all newly planted specimens, and that you give your plants a good, deep drink, right before freeze up. This will create an ice ball around the roots of your trees and shrubs that will be excellent protection in the winter months.

Evergreens and broadleaf plants do not drop their leaves in the winter, so they need a good store of moisture going into winter. Most winter damage in these types of plants does not actually come from the cold, but rather from the drying effects of winter sun and wind. Especially in our area with a lot of wind, this causes the plants to give off water vapour or ‘transpire’. As the roots cannot take more water up from the frozen ground, this can result in dehydration and consequently browning or ‘burning’ of foliage.

Wrapping your evergreen in burlap can also help retain moisture and also serves as protection from the appetite of deer traveling through your neighbourhood in search of food. One tree that should always be wrapped is the Dwarf Alberta Spruce as it is very prone to winter burn. Newly planted evergreens benefit greatly from wrapping as their roots might not have had time to fully develop and take up enough water. Applying a three inch layer of mulch over the root area can also assist in retaining moisture. Plants should never be wrapped in plastic as that would cause them to get ‘cooked’ on sunny days.

Once the trees and shrubs go dormant, you might consider doing some light pruning to whip them into shape before it gets frosty. Whereas pruning is best done in very late fall and early spring, you should be more conservative with the sheers now. Remove any dead, damaged or diseased branches or trim weak and thin or crisscrossing parts of the tree. You can also remove any water sprouts and suckers growing around the trunk and main branches.

Unless you are removing dead branches, conifers and evergreens are best pruned in the spring and not in the fall. These types of trees and shrubs are taken back to new growth and you do not want to expose that in the winter. When doing any pruning, make sure to use sharp, sizespecific pruning tools to ensure clean cuts and minimal damage.

Branches are more vulnerable to breakage during the winter months. This is true especially for deciduous trees, as the wood hardens and becomes more brittle and susceptible to wind damage. Looking at any weak spots ahead of time can prevent damage. Upright cedars and junipers can benefit from being tied up. Holding up larger branches and securing them to the trunk with twine can help prevent breakage from snow.

A plastic tree guard is a low-cost investment to prevent animals from chewing or rubbing the bark off your trees. They simply wrap around the bottom of your tree trunk and keep hungry rodents and ungulates from nibbling. Make sure the tree guards go high enough over the snow line to ensure effectiveness.

These are some simple steps you can take to have a successful winter with your trees and shrubs and minimize disappointments come spring.

Kimberley Independent School has come a long ways since its 2008 inception.

Submitted The Kimberley Independent School Society is pleased to announce that the 2013/2014 school year at Kimberley Independent School (K.I.S.) has begun with a record number of students and a brand new look after major renovations were completed this past summer.

The building, formerly the Chapman Camp Public Elementary School, was recently purchased by the Society and now houses additional classrooms and upgraded teaching facilities. As of September 2013, enrolment topped 100 for the first time since the school was founded in 2008 when it began renting space in the building.

The school’s steady growth since its inception in 2008 made it clear to supporters that purchasing the building was necessary in order to ensure a permanent home for the school.

“This is an educational alternative that more and more parents, faculty and students from throughout the region are taking an interest in, and we needed to establish more permanent roots from which we can plan for our future in this community”, said Society chair Megan Purcell, adding that growth in a facility like K.I.S. means the school can introduce expanded educational opportunities and experiences while keeping tuition fees very affordable.

Jennifer Roberts, who is starting her third year as principal, says that the

school offers programming and an atmosphere that really helps develop the talents and individual interests of the students. “We maximize class size at 16 students, which allows for greater one-on-one interaction between students and their teachers, and I definitely find there is a heightened level of enthusiasm from faculty in a school that offers that kind of student/teacher ratio.”

Representatives of the school describe it as extremely family and community oriented and while they look forward to growth, they believe it is imperative that those core qualities remain. Society member Marc Raymond, whose son graduated from the school last year, says that keeping the Kimberley Dance Academy on the premises is a good example of that community connection.

“They were here during the years this building functioned as a multipurpose centre and they’ve been co-tenants throughout the years that the school rented space in the building, so it was extremely important to us to work out an arrangement where they could continue to have access to the gymnasium during after-school hours.”

Columbia Valley Local Conservation Fund Request for Proposals The Kootenay Conservation Program (KCP) and Regional District of East Kootenay (RDEK) are seeking proposals for projects that will benefit conservation in the area from Spillimacheen to Canal Flats. To apply for funding go to www.kootenayconservation.ca and click on Local Conservation Fund. Review the Terms of Reference paying particular attention to Section 8 – Fund Design, and apply using the application form provided.

Columbia Valley Local Conservation Fund (CVLCF) funding is available for conservation projects that result in the reduction to a known threat to biodiversity. Projects that are technically sound and effective, and provide value for money through partnerships with other funders will have priority. Proponents must be a registered not-for-profit organization, First Nations band, or local government. Unqualified groups or organizations may partner with a qualified organization. Multi-year projects are acceptable to a maximum three years. A Technical Review Committee will review project proposals and make recommendations to the RDEK for final funding approval.

moms and babies get the best start in life are now just a phone call or click away in all Interior Health communities.

Healthy From The Start is a one-stop shop that connects pregnant women with appropriate services in the community to support a healthy pregnancy. Information and resources are available on a variety of subjects including accessing prenatal care, when to seek medical care, mental health, relationships, breastfeeding, parenting, and more.

“As a parent, I know that the months leading up to the birth of a baby are an exciting, but often overwhelming time,” said Health Minister Terry Lake. “It is great news that expectant parents from across Interior Health now have easy access to a variety of information to support them during pregnancy and help the give their babies the best start in life.”

The program, formerly called the Prenatal Registry, launched in six pilot sites last year with a great response.

“During our first year, over 500 women from the pilot communities used our service to connect with a public health nurse, learn about healthy pregnancies, and find out about services in their communities,” said Nadine Johnson, Practice Lead with Interior Health. “We are thrilled to now offer this service to women in all Interior Health communities.”

Healthy From The Start can be reached through the toll-free line at 1-855-868-7710 or online by submitting the program contact form at www.interiorhealth.ca/ HealthyFromTheStart.

When a woman contacts Healthy From The Start, she will be connected with a public health nurse who will complete a health screening questionnaire; provide information on programs, supports, and resources available in her community; and make referrals as necessary.

“We encourage all pregnant women to take advantage of this service and to call early in their pregnancies,” said Nadine.

Healthy From The Start is available Monday through Friday, from 8:30 a.m. to 4 p.m.

Creston community forest expanded The Province is increasing the area covered by the Creston community forest agreement, enhancing economic opportunities and forest stewardship in the region, Forests, Lands and Natural Resource Operations Minister Steve Thomson announced recently.

“Community forest agreements help make communities stronger, bringing local government, First Nations, community groups and private business together to build stronger ties and develop a common vision for local forest management,” said Minister of Forests, Lands and Natural Resource Operations Steve Thomson.

The Province added 10,000 hectares to the existing 18,159 hectare agreement, and increased the annual allowable timber harvest in the community forest by 10,000 cubic metres, bringing the total to 25,000 cubic metres per year. The request for the increase came from the Creston Valley Forest Corporation, the locallyoperated company that manages the community forest.

The forest includes the Arrow Creek community watershed, Russell Creek, portions of the Okell Creek domestic watershed including Big Bear Creek, portions of Goat Mountain and the western side of the Skimmerhorn range from Sullivan Creek south to the U. S. border.

“The area covered in this agreement is vital to the community: the community forest contains water resources critical to the Creston economy as well as having important wildlife, scenic and recreational features,” said Creston Valley Forest Corporation Board Chair John Chisamore.

The Creston Valley Forest Corporation includes representatives from Town of Creston, the Regional District of Central Kootenay, the Erickson Community Association, the Kitchener Valley Recreation and Fire Protection Society and Wildsight, along with elected members of the community at large.

The original agreement was signed in 2008. Over 75 per cent of the harvested timber has been sold to manufacturers within the re-

gion.

Fred Graham 1944-2013 Fred Graham will be remembered as a man of many words. He loved to tell a story! His bravery through his ill health is to be admired.

Family and friends were dear to his heart. He appreciated their support. Fred lived his newly found faith and passed into Heaven on Thursday, October 10th, 2013 at 3:00 am. He said, "I am ready to go - please take me home".

Fred was born in Nokomis, Saskatchewan on September 2, 1944. He leaves to honour his memory, his wife Donna, his son Rob; his grandchildren Kensington and Dallin and their mother Robyn, of Cranbrook; his sister Odiele (Dick) Haywood, of Chilliwack and brother Campbell (Sandra) Graham, of Edmonton; the son of his late brother Bob, Lorne Graham, of Edmonton; nephews Doug and David Graham; nieces Wendy, Sandra, Michelle and Julie; stepchildren Graham Tuson, of Vancouver and Marian Tuson of Cranbrook; granddaughters Kooper and Anysha and their mother Jen, of Vancouver; granddaughter Amanda and grandson Brandon Arnett, both of Cranbrook; parents-inlaw, Millie and Frank McAleer and brother-in-law John McAleer (Karen), of Calgary; sister-in-law Susan Belkie (Mark), of Calgary; dear friends Jerry and Berit Macdonald and Rocko and Denise Potorti. He was predeceased by his father Carl and his mother Amy; his sisters Donna and Val, and his dear brother Robert.

Fred enjoyed the friendships he made in Kinsman and Rotary, also those of his fellow realtors and church.

A visitation for Fred was held on Tuesday, October 15, 2013 at McPherson's Funeral Home in Cranbrook. His Interment was held prior to the memorial service in Ft. Steele Cemetery on Wednesday, October 16, 2013.

Fred's memorial service was held at the Cranbrook Alliance Church following the Interment with Cyril Marlatt officiating at 1:00 pm with a luncheon following the service.

Responsibilities: · Collect, code and save all field time sheets. · Manage all field employees vacation pay and banked time requests. · Maintain the Payroll Summary spreadsheet sent to Head Office. · Create and maintain SharePoint projects with job completion percentages and invoice numbers. · Maintain project folders with cost and billing information – ensure project folders contain copies of all costs associated with the project. · Create customer specific invoices based on client requirements. · Ensure all costs are accounted for and are billed out accordingly. · Request and receive purchase orders from various customers · Scan and send head office all invoices with account code breakdowns · Assist with entering materials into a database · Review all third party billing to ensure it is coded and saved to the correct project. · Filing all timesheets and invoices. · Closing out projects once jobs are complete and reviewing billing breakdowns with project managers. · Working with subcontractors and customers to ensure billing is correct. · Working with head office to review monthly cost reports.

Qualifications: The ideal candidate will have a High School Diploma plus some related business or other post-secondary courses/education from a recognized institution. 1 to 2 years in an administrative, receptionist or customer service role would be considered as asset. Excellent written, verbal and interpersonal skills are a must. You must be able to shift priorities to reach varying deadlines, and have a very strong functional knowledge of Microsoft Word, Excel, Access and PowerPoint.
