Candidate drops out to dedicate time to family

Lonny Behm, one of the candidates running for town council, has taken himself out of the race.

Although Behm is unable to remove himself from the list of candidates on the ballot on election day, he is not pushing to be on council. “The time commitment is too great,” says Behm. His decision to drop from the campaign came not long after nomination day. “The big thing is I don’t want to be a lame duck.”

Co-workers and ex councillors still feel he should run and suggest he may be able to take a lighter load, Behm explained. However with two young kids and shift work as a psychiatric aid at

“Giving up the time with my kids is a big thing,” he said.

Despite being on the ballot on election day, Behm is advising those who are voting to consider the other candidates. “I don’t believe I can fully commit and be a responsible town councillor with

the time I have.”

Town of Ponoka CAO Brad Watson, who doubles as the returning officer for the elections, says 24 hours after nomination day a candidate’s name stays on the ballot. Even in the case of death, a person’s name stays on the ballot. However, if elected, a candidate’s options are to, “continue to serve, or under the Municipal Government Act, he can submit a resignation.”

A resignation becomes effective as soon as it is received by the CAO. Behm feels he may run again but wants to have more free time and his children to be older before taking another stab at municipal politics.

A Check Stop helped nab an impaired driver Oct. 4 at 11:30 p.m.

Officers were conducting the Check Stop on Highway 2A north of Ponoka when they noticed a 1994 Lincoln Mark VIII turn on Arbor Park Road rather than proceed to the stop. The driver, a 31-year-old man from Ponoka, was stopped and arrested for impaired driving as he smelled of liquor.

Upon arrival at the detachment the man became upset and started to punch himself repeatedly in the head. He refused to provide a breath sample. The suspect proceeded to bang his head against the cell walls and started bleeding so much he had to be transported to the Ponoka Hospital and Care Centre.

He is charged with impaired driving and refusing to provide a breath sample.

Angry customer A 51-year-old Ponoka woman faces multiple charges Oct. 1 at 8:30 p.m. after yelling at a restaurateur.

The woman ordered take-out from a Highway 53 restaurant, took the food home but returned after the food was not to her liking. Police say the woman yelled and pushed the food at the owner, causing it to cover the owner’s pants. The customer was arrested and charged with breach of conditions and mischief.

Speeding by Stampede Grounds Complaints of speeding motorists on 39 Avenue behind the Stampede Grounds has resulted in police tickets and one charge of possession of marijuana.

A traffic stop held Oct. 2 at approximately 9:30 p.m. at a parking space found one vehicle did not have the correct licence plate on it. An 18-year-old Ponoka man received tickets of no insurance, no registration and misuse of a licence plate on his 1997 Audi.

A 20-year-old Lacombe woman was charged with possession of marijuana and was in another vehicle.

He was reluctant to discuss Jerry’s candidacy as he did not want voters to think they were working together. “It’s not like we want to take over the program of it.”

Despite this worry, Rick believes the municipalities must function together and does not see any issues if they are both elected.

Jerry feels the municipalities must communicate regardless of who gets elected and said after dealing with a bankruptcy worth millions of dollars between them, they can deal with most issues.

Lord is near and your prayers are heard One of my favourite passages in the New Testament begins, “Rejoice in the Lord always…” and goes on to say, “Do not worry about anything, but in everything by prayer and supplication with thanksgiving let your requests be made known to God.” (Philippians 4:4, 6) It bespeaks great joy, and yet, Paul writes from prison. He is facing a capital charge and is uncertain about whether his imprisonment might end in execution—not exactly joyful circumstances.

When they receive the letter, the faith community in Philippi is already experiencing some form of persecution. Paul alludes to their suffering at the end of his first chapter; we don’t know the details. Not only that, but there is dissension in their leadership. Two women, Euodia and Syntyche, have a rift between them, some sort of rivalry and tension. In the past they served directly with Paul in the work of the gospel. Now he urges them to accept help and resolve it.

Knowing the context in which the letter was written makes a difference. The writer: a man

It was an exciting century of amazing success and change

By Mike Rainone for the News I really enjoy spending time browsing through our local history books and chatting with so many family generations who love to tell the colorful stories of the vibrant growth and successes of Ponoka and surrounding districts for over a century. From the most humble and rugged beginnings of our settlement in the late 1800’s, and over many decades to the present day, the countless changes in the everyday way of life has certainly been an overwhelming challenge of versatility and survival, made easier by somehow mixing hard work with a little fun.

So how did everyone cope with the rigours of breaking the land, establishing businesses, homes, and buildings, as well as raising and educating a family as they bravely ventured into the unpredictable 20th century? Following the horrific dirty 30’s and the war years, the age of electronics would begin, populations soared in all areas, countless opportunities and attractions arose, and existence in our day-to-day adventures got just a little more hectic and occasionally quite complicated. So along the way what did our hardy mid-century pioneers think about the winds of change that were constantly sweeping across the prairies, the nation, and throughout the world? Here are a couple of interesting poems from the Crestomere/Sylvan Heights Heritage history book, which offered some vivid opinions on the present state of our homeland, with concern for the price and effects of progress.

My Farm -Written by Wolfville district farmer and bachelor Idris Wilkins (The Welshman) in 1948.

Gone are the trees that grew upon my land; the Tamarac and the mighty spruce, Balmagalia, the silvery poplar and the alder, the Hemlocks and the silver birch, on which the Orioles loved to perch.

And now, the North wind’s mighty force sweeps down upon my place, the waters cut and wash a course, no trees to check their pace.

The elements now they sign no truce, wanton destruction by man’s own foolish hand.

Oh, for some windbreaks scattered o’er my land, to check the north wind’s angry rush, and

halt the snows from piling high in drifts, that reach toward the sky; and to keep the freshets from running wild in springtime, when the weather’s mild.

Those mighty trees were wantonly destroyed, those sentinels that kept the wind in place; and now the land is getting bleak and void and has lost the wondrous beauty of her face.

No more Robin, Meadow Lark, or Thrush; they’re gone, destroyed by man’s own foolish hand.

Hitching Post to Limousine -This poem was written by I.G. Wilkins in 1954 for Ponoka’s 50th Anniversary.

Sweet in my memory dwells the age of the buckboard, wagonette and stage; the sight of horses prancing, dancing....the dear old buggy, for romancing.

The Governess car, so proud, so haughty; the dog cart, mischievous and naughty; the carriage and the fancy surrey; the horse car, with its pomp and flurry....and getting nowhere in a hurry.

The lumber wagon, the lowly dray; the democrat, the one horse shay; the bag of oats, the wisp of hay; and one by one, they pass away.

And was there ever a sweeter sight, than coach lamps blinking in the night; the Coachmen with their four-in-hand....the proudest men in all the land?

I see them through a mist of tears, mindful of my early years; but the horseless carriage changed the scene, from hitching post to limousine.

Since the beginning of the early settlement in all areas the land and natures’ bountiful harvest has provided us with most of the resources that we have needed to survive, to raise our families, and to seek out the livelihood and unique opportunities that would take us successfully into the future.

Of course along the way, and more and more each decade, there has been a tremendous amount of demand on the rich fields, forests, mountains, rivers, lakes, and steams from which we have received so many vital benefits and pleasure right from the beginning. So has natures’ finest been over-used and abused so much that it may be too late to restore to its original pristine beauty, lush soils and forests, ample fish and wildlife, and the

vital necessities that have developed so abundantly from within its vast and natural expanse??

People like David Suzuki, Green Peace, and so many others have vigorously promoted many projects for

all of us to proudly preserve and protect our precious environment, which will always be ours and for future generations to prosper from and enjoy, and hopefully not destroy.

Iran: In from the Cold?

When Iran’s new president, Hassan Rouhani, came home from the United Nations General Assembly meeting last Friday, demonstrators at Tehran airport threw eggs, shoes and stones. They had heard about his 15-minute phone conversation with US President Barack Obama, and they were not pleased.

But there was many more Rouhani supporters at the airport, who clearly hoped that he will make a deal with the United States on Iran’s nuclear programme and end the sanctions that are strangling the Iranian economy. “I believe we can reach a comprehensive solution,” Rouhani’s office tweeted after the famous phone call to Obama, and most Iranians want to believe him.

Most people elsewhere want to believe him too. We have had ten years of escalating threats by Israel and the US to attack Iran if it doesn’t stop enriching uranium for its civil nuclear power programme, on the grounds that this is merely a cover for a nuclear weapons programme. This could end up as a big, ugly war.

That’s why Obama took the political risk of becoming the first US president in 34 years to talk to an Iranian leader.

“The roadblocks may prove to be too great,” Obama said, “but I firmly believe the diplomatic path must be tested.”

Secrecy is key to security any threats. It is equally important that services share information with approved services of their counties because no county is “an island” in this ever-shrinking world. Information is therefore shared within strict agreed upon guidelines. It is not perfect, but it works.

How the information is actually handled inside and outside a service is always on a need-to-know basis.

That is the Holy Grail of the business and is why we citizens are excluded from access. Security information by definition must be secure, and if it were made available, our enemies would have it too. If someone must know state secrets, he/she must become a government minister, join a security service or read spy novels.

In the latter case they should keep in mind the authors have no more access to state secrets than we do and rely on their literary skills and vivid imaginations.

Mr. Jason also wished to see an organizational chart. I’m afraid no such chart exists. Services simply report to the minister, who, in turn, advises the Prime Minister and Cabinet. It is quite straightforward.

And Mr. Jason suggests we ought to be given “raw numbers” of “how many people are in fact currently under surveillance in Canada because of potential threats.” This rather nebulous request would again draw a blank. CSIS and the RCMP investigate identified threats, but in most cases, it is a matter of monitoring that which may pose a threat in the future.

It is open ended and results not easily quantified. A bit like a farmer who doesn’t know his yield when he seeds the field and while this looks like a good year for farmers there is no equivalent harvest time for spooks.

Dear Editor, I refer to Mr. George Jason’s letter in your Oct. 2 edition wherein he raises the subject of national security.

The first issue raised is 9/11 and the subsequent actions taken by the United States. And I agree they are onerous. Like the passport requirements and if you take flights to that fair land you know that everything is checked with the possible exception of your breath, and for that sometimes dubious incarnation may I suggest mouthwash. (Just in case).

I should not be flippant because security is serious and requires serious discussions. First of all lets put 9/11 into perspective. The attack showed both the vulnerability of advanced societies and the hatred of the terrorists. It also demonstrated how successful the latter can be. As we know, the attacks were aimed at the very heart of the US system; political, military and financial. It is, however, ironic how the two towers (financial) attack, though stunningly effective did not hasten the banks who went on to cause the worldwide recession which has bewildered us since 2008.

A cynic man will ask who the real terrorist are. But I disagree.

The attacks changed everything and reaction, at least in the US, was neither measured nor pragmatic.

George Bush did his Buffalo Bill impression and the callous Homeland Security was born. They tend to overreact, hence the term Excited States.

Anyway back to matters at hand.

There are quite a few issues brought up in the above letter, but in the interest of brevity, I would like to get to the nub of Mr. Jason’s concern; the conduct of security services. I think we can all agree that such services are necessary and that they must keep their governments apprised of

Slow down, many lives depend on it with vehicles on the road I am definitely not a perfect driver, but somehow I have managed to hang on to my Alberta Drivers’ License for 53 years., but never liked the picture.

With the exception of a few tickets and demerits acquired during my wild and woolly ‘courting days’, I have now slowed down quite a bit as well as paying attention and trying to follow the rules of the road, with lots of respect for pedestrians.

What really scares me now is that there are so many more vehicles on the

road, most with a power-house under the hood and far too many gadgets that often take our eyes off the road ahead.

Unfortunately quite a few of the fast growing numbers of drivers 18 and over that are getting behind wheel each and every day 24-7 seem to be in too much of a hurry, and then shift quickly into the ‘panic mode’ if they get into a squeeze. Speed limit signs are placed in all areas of urban and rural areas for a very good reason and for the care and safety of everyone.

Sadly, in many cases these rules are not being followed, but hopefully there will be a cop in the vicinity or sitting behind a nearby hedge with a radar gun in hand to catch the culprits.

Like many others I love to cruise around Mike Rainone in the residential areas, Hammertime which always have lots of vehicles parked along the curb, and many uncontrolled cross-walks. Of course there will always be those who insist on kicking up the speed and dashing in and out of traffic, but usually get even more frustrated when they have to slow down or stop at the same lights and stop signs as everyone else who are patiently striving to get safely and sensibly to their daily destinations. To express how crucial it is to slow down and drive carefully in all residential areas and school zones, please pause a moment and think what disaster could occur in just a split second if a small child came rushing out into the road, a senior or a mother with a buggy and kids were moving slowly through a cross-walk, or someone suddenly made one of those always scary left turns?

I will be the first to admit that an accident can completely change and affect the lives of everyone involved, including families, individuals, friends, and communities. Our Provincial Law Enforcement and Emergency officials at all levels have their hands full coping with the thousands of vehicles that travel our highways and byways each and every day.

In a sustained effort to cut down on the horrific carnage and the ignorant and blatant disregard of our traffic laws, our Government has greatly increased the punishment and the consequences of those convicted of the violations, and here are just a few of the

examples from among over 100 driving infraction laws in our Province. *Impaired Driving. Depending on number of convictions, fines begin at $150.00, but can also include impoundment of vehicle, suspension of license for up to a year, and imprisonment. *Dangerous and Careless Driving. Convictions can include fines of $400.00 plus, 6 demerits, impoundment of vehicle, disqualification of license, and imprisonment. Speeding convictions depend on how many miles one is clocked going over the speed limit, with 50 M.P.H. over bringing at least a $351.00 fine and six demerits. *Distracted Driving is also the most recent driving offense that is really getting lots of attention because of its ongoing abuse by drivers of all ages.

A conviction may include an initial fine of $172.00 as well as other charges.

Bottom line, it is up to all of us to enjoy the use of our vehicles for all our excursions to work and play, but once we jump behind that wheel, it is our responsibility to stay within the laws, drive safely, and pay attention with respect to pedestrians and everyone else who is out there on the road with us.

Don’t forget that when we are driving a vehicle, our lives, and the lives of many others are in our hands..

Why not delay fall cleanup?

Dear Editor Each year, the town announces they will be picking up leaves and tree branches, during the second week of October. Yet, by my casual observation, each year, our local trees fail to comply by completely shedding their leaves according to the town’s schedule.

I am sure that I am not the only resident who finds himself or herself facing a lawn covered with matted leaves, after the town has made their leaf

collection which raises the question, - why can the annual fall cleanup not be postponed at least one more week? I realize that it may snow any time in October but, surely, waiting one more week would not hurt and it would go a long way toward preventing those of us with yards from having to deal with a soggy mass of rotting leaves in the spring.

Poker rally in Battle River Valley Submitted The leaves were turning a beautiful color and the sun was shining warmly in the Battle River Valley. Sept 21 to 22, McCFeeds and MSW Farms of Ponoka Alberta, hosted a Poker Rally that was attended by about 50 riders each day.

Some participants arrived Friday night and spent the night in the valley camping area surrounded by the bugling elk and rose bright and early Saturday morning ready for a great River Valley Ride of their choice, either the full 9 mile ride or the shorter loop of 4 miles.

That evening, there was beef on a bun served while prize money and door prizes were awarded.

Some of the prizes included horse feed, feed nets, hoodies, gift certificates and more. Following the presentation was a campfire and social full of visiting, guitar playing and shoe shines.

Sunday proved to be another beautiful day of sunshine and a new trail to explore. Beef on a bun and prizes were once again presented following the ride. Congratulation to all of our prize money winners and to the many people who left with door prizes.

On Oct. 20, from 1 to 6 p.m., numerous activities geared for every age are taking place at the Willowdale Equestrian Centre.

Events include face painting, wagon rides, a petting zoo, silent auction, an individual entrepreneur tradeshow, equine and dog demos and the nostalgia-inducing sandbox.

“It’s a chance for kids that are less fortunate that love horses or farms to come out for the experience,” explained co-host Kathy Masters.

FCSS in drive to support mobility for seniors

On Oct. 1, at the FCSS office, Ponoka’s volunteer drivers gathered to share stories of their experiences with the program and discuss changes that need to be looked at.

Alberta has no province-wide pass for volunteer drivers that allows them to bypass parking lot payments, and the drivers asked both Gee and Emma Curran, FCSS program co-ordinator, Subway Fresh to look into the matter.

The FCSS program Limited Time has nine volunteer drivers but Curran says the program needs double that number to keep up with demand.

In their ongoing mission to meet the social needs of Ponoka residents, FCSS is hoping to expand their volunteer driving program for seniors’ use through a partnership with AMA’s Driving Angels program.

Caroline Gee, program co-ordinator with AMA advocacy and protective services, stresses mobility opportunities for seniors is a key factor in allowing them to age at home and maintain a sense of independence.

“We know how critical transportation is and we know in rural communities that’s even more of a challenge,” said Gee. Ponoka’s program was created to assist seniors to medical appointments outside of town. “Specialists don’t exist in small towns and that’s a huge issue for rural towns,” said Gee. There are approximately 425,000 people over 65 years old in Alberta, and within the next few decades that number is expected to double, says Gee. “We do a lot of research in this particular area.”

A somber mood filled the air at the Forest Home Cemetery as attendees proceeded to light candles on the gravestones of Ponoka veterans. Anyone watching from afar would see twinkling lights among silhouettes, like stars in the night.

Ponoka’s candlelight ceremony was first inspired by Dutch children in 1995 who placed lit candles on the gravestones of fallen Canadian soldiers. That ceremony commemorated the 50th anniversary of the liberation of the Netherlands by Canadian soldiers in the Second World War. Dorothy Houghton, Legion past president, organized the first of the now annual vigils several years ago.

This year, Ponoka Secondary Campus (PSC) students, Air Cadets and legion members left the comfort of their homes to take part in the ceremony.

Houghton says she is proud the ceremony has become a tradition for the Ponoka Legion.

She wants “to make the youths aware of what our service people have done for us and doing for us.”

“Each year there has been more Air Cadets and high school people attending,” Houghton said proudly.

Students from PSC are also part of the Broncs World Tour and they will use this ceremony to kick-off their learning of past world wars, says social studies teacher Ron Labrie. He looks

forward to seeing students learn about Ponoka soldiers who died fighting in the First and Second World Wars.

Labrie has also seen growth in students’ interest. “This is the biggest I’ve ever had. We’ve got 32 kids.”

“We’re jam packed…There’s a connection with kids at our school,” he added.

As more students take the class, Labrie finds they pass on their experience to other students. For Grade 12 student, Jenny Massing, the ceremony is an important aspect of Canada’s history. “I think it’s important that all the youth come out to see what happens.”

The cold night also helped accentuate the mood of the ceremony.

“It’s not a happy night,” Massing said. “I also noticed when we did light the candles it did stop raining.”

Students at PSC are gearing up for the trip already and are taking the first module in the course.

The Ponoka Air Cadets appeared to be in full force, which Clinton Rodney, Warrant Officer 2nd Class, feels is important. “Not enough is done to remember those who fought and died for us in the First and Second World War.” He feels the physical act of lighting the candles and standing in the elements helps his understanding and “sparks more emotion.”

The ceremony included the Last Post, a minute of silence, Reveille and Lament and a Pledge of Remembrance from the youths and Air Cadets and ended after two wreaths were laid, one for the Air Cadets and the other representing PSC students.

Alberta municipalities on fiscally unsustainable path Submitted The Canadian Federation of Independent Business (CFIB) released a new report recently that reveals operating expenditures by the vast majority of Alberta’s municipalities have been rising at an unsustainable rate over the past 11 years.

The report looks at growth in real (i.e. inflation-adjusted) operational spending by each Alberta municipality between 2000 and 2011, and

compares it to population growth over the same period as a benchmark to determine the level of fiscal sustainability.

Overall, Alberta’s population grew by 24 per cent, while real operational spending by all municipalities rose by 78 per cent, more than three times faster. Of the 181 municipalities with a population of at least 1,000, 92 per cent were spending at a faster rate on operations than the local population was increasing.

Previous CFIB research has shown Alberta businesses pay a disproportionate share of property taxes. In 2011, commercial property in Alberta paid an average of 2.5 times more property tax that residential property of similar assessed value, a ratio that has continued to rise over the past decade.

“Municipalities have the ability to take corrective steps, but it will require political leadership, vision, and immediate action,” he said. “The upcoming election campaign is the perfect opportunity to have a frank and honest conversation about the underlying fiscal sustainability of our province’s municipal governments.”

The CFIB report makes a series of recommendations to enable municipal governments to better control growth in operating costs, including: limiting spending increases to the rate of population growth, conducting formal spending reviews, adopting sustainable wage growth policies, determining what services can be out-sourced, and creating a municipal auditor general to scrutinize the spending practices of Alberta’s municipalities.

“It will be virtually impossible for mayors, councils, and administrators to exert better control over rising municipal government operating expenses without more restraint over employee compensation costs, the biggest line item in their operating budgets,” Truscott said.

“If the past is an indication of what the future holds, Alberta’s entrepreneurs should be worried. Municipalities have been increasingly turning to commercial property owners as a cash cow to fund their soaring operational costs,” he said.

Mayoral Candidates lay out their vision

By Jeffrey Heyden-Kaye For the first time in nine years the Town of Ponoka has a mayoral race.

Councillors Rick Bonnett and Doug Gill are facing off to take the head seat and fill it for the next four years. Ponoka News spoke to each mayoral candidate to see how they answered questions directly related to the town and its future.

Topics from equal representation on the Ponoka Ag Event Centre Society (PAECS) to the business hours bylaw was discussed and each weighed in with their thoughts.

Business hours bylaw The latter — which restricts liquor sales to 10 p.m., except during the Ponoka Stampede — brought heated discussion from liquor storeowners. Council passed the bylaw by a narrow 4-3 vote. Bonnett voted in favour of the bylaw.

“I still think there still needs to be some more time to figure out if it’s actually working or not,” said Bonnett.

Bonnett has heard police officers say there has been a decrease in crime after 10 p.m.

If council decided to repeal the vote, he would support it. But he voted in favour of the bylaw because it is something different although it is too early to tell if the bylaw has worked. “It’s about assault, it’s about robberies…There’s a ton of domestic violence. It’s a community safe(ty) issue.”

“I still haven’t seen any liquor stores close though. So they don’t have enough time yet either,” he added.

Gill voted against the bylaw because he did not feel there was a proper purpose to vote in favour of it. “The reason for passing it kept changing. We couldn’t nail down that.”

He did not feel there was enough public opinion against the bylaw as there were two open houses and not many people spoke in favour of it.

“I believe in a safe community and everything that goes along with it but is that what is making our community unsafe?”

Gill asked.

Attracting businesses to Ponoka Offering tax breaks to new businesses is one way Bonnett suggests the town can attract companies. The challenge in that is the benefit goes to the property owner rather than the business. “We’ve gotta be able to sit down with property owners…

As well as business owners to make some-

thing come about.”

He does not claim to have all the answers but wants to start open discussion on the issue. However, a business can only be successful if people shop there.

“If people don’t go there and shop and utilize it…That store isn’t going to be there,” said Bonnett.

Council, business and property owners, the Chamber of Commerce and the economic development board should all work together to improve the Town of Ponoka, says Gill. But “we can’t expect tourists to come down and spend our dollars here if we’re not prepared to do that ourselves.”

He suggests these groups’ efforts should be recognized as they are busy through the year promoting Ponoka.

The recent proposed land sale with Cervus Equipment was another close vote with council. Bonnett voted in favour of the proposal as he saw added benefits to the town with families moving here to work. He did not prefer the sale price at $137,000 per acre, from $180,000 per acre, but feels there is a long-term investment in having the dealership expand.

“To me it looked at it as an expansion of a business and another way of attracting other businesses,” stated Bonnett.

Gill voted against the proposal as he believes a decision was already made on

the proposal. “I don’t really think it would have made a difference.”

The Town of Ponoka is committed to paving the road, which he estimates at $1 million. Despite his vote, Gill feels this will benefit the town if the sale is finalized and council all felt the same way.

“One thing we agreed on as council is Cervus stays in Ponoka,” stated Gill.

Recreation and taxes When it comes to raising taxes Bonnett suggests councillors must consider every option, including wants and needs for recreation, during budget discussions.

He does not favour a tax increase but “I do think that people don’t mind more taxes for better services.”

There is also a demand for recreation in the Town of Ponoka and Bonnett waiting for the provincial government to provide for large community expansions is unrealistic. “We’re going to have to mortgage some money.”

Bonnett also suggests the town must work together with other organizations such as Ponoka County and Wolf Creek School Board to leverage provincial funding.

There appears to be a demand for increased recreation in Ponoka but users don’t necessarily want to bear the burden of full cost. (continued on p.20)

For Gill, equal representation is a governance model the town and PAECS need to deal with. He says the building is attracting customers from around North America and both must promote it. “We need to capitalize on that.”

Town staffing needs Administration’s role and town staff was also discussed. Bonnett feels the town in understaffed in the jobs needing to be done. “I believe we’re understaffed in many positions.”

Town staff are faced with heavy workloads, suggests Gill. He feels there are ways to improve performance from employees “but there also needs to be recognition about how important they are.”

Workers are on the Doug Gill front lines for town issues, it is not council’s job to manage workers rather for directors to worry about, explained Gill. He does think directors are not paid

enough. “When you look around us at other communities in central Alberta, we are low. It’s hard to attract staff and retain them.”

He credits CAO Brad Watson for having strong experience in Alberta and acknowledged that people have expectations over what his job entails.

“Brad is what he is. His heart is in this community,” said Gill.

Working with the Ponoka Stampede and Exhibition Association Some say the Ponoka Stampede and Exhibition Association is a group that is concerned only with themselves but both Bonnett and Gill believe the organization does a positive job at bringing people to the community. Bonnett wants to take advantage of the large influx of people during Stampede week.

“We’ve got to take the leadership role as the town, I believe, and actually get some organizations and groups together,” suggests Bonnett.

We’ve got to do a better job of marketing the town,” he added.

Gill wants to see an event at the Stampede Grounds every month such as heavy tractor pulls, ice sculpting and snowmobile racing in the winter. “There’s so many ways we can involve the public.”

Mayoral candidates grilled by future voters

By Amelia Naismith A mayoral forum conducted with grade 11 and 12 students at Ponoka Secondary Campus has shown the students’ main areas of interest for the future of the town lie in recreation opportunities and concerns about the vitality of the downtown core.

As Rick Bonnett and Doug Gill answered the students’ questions, it became clear that the two areas are tied closely together, and the ideas of providing more services within the town and attracting more people to settle here are directly dependent on each other.

Brandt Ceibel wanted to know the new town council would address the viability and variety of recreational outlets for the town.

Ceibel, who also works at the Aquaplex, which he feels is “going down the drain”, made it clear Ponoka needs more recreational options for youth when he told the candidates he frequently travels to Hobbema to use its rec centre.

Bonnett says Ponoka needs an indoor field house that can be expanded upon over the years to satisfy a multitude of recreational needs. Expansions would include a pool because Bonnett feels Ponoka’s pool will have reached the end of its life in the next five to 10 years.

“This is a $20 million facility I’m talking about. We’d need a big chunk of land to do it on too,” said Bonnett.

He knows his vision for the future is to go ahead with the multiplex field house but Bonnett told the students he’s just one voice on council and just one voice in the town and it would take the whole town coming together, organizations and the Alberta Government to make the project possible.

Gill feels having a large multi centre would have to be phased into the community. “At present we’ve started allocating reserves for recreation, not only for maintenance but for new facilities.”

As the town’s reserves grow Gill says

town council will feel the pressure to raise taxes to make the project happen.

Town council is using the funds they have to maintain current recreational services. “So the tax increase reflects what we need in new funds.”

Grade 12 student Jenny Massing was concerned how the project would affect taxes. “A bunch of us girls would like to know how much you would have to raise the taxes and for how many years to get the facility?”

Bonnett touched on the idea of raising the membership fees of sports organizations and a portion of the funds could go into a “slush fund” for the rec centre.

He says he’s already talked to a few organizations such as soccer and minor hockey about the idea. “Each and every one of those organizations said ‘we’re in’. To me this says we’ve got to move forward toward

this.”

Bonnett doesn’t expect to raise taxes an exponential amount, rather a slow increase to reflect the town’s growth as services become more plentiful.

An increased tax base would benefit other sectors of Ponoka, says Bonnett. When businesses look at coming to town they also evaluate the recreational opportunities, which play a part in employee retention.

Gill says how taxes increase depends of the type of amenities a rec centre would include.

“You raise the fees for user groups, guess what? They’ll say we can’t afford to curl, we can’t afford to play tennis. So it’s a double sided sword and you have to be really careful how you manage that,” he explained.

With more recreational opportunities and businesses more people will move to Ponoka, and

as more people move to town an increased number of businesses will locate here.

More residents will also mean further recreational project opportunities because of growth to the property tax pool.

However, with business growth comes issues of another variety.

Gill says council has often been criticized for allowing too many of one kind of business.

But under the pressure of residents to attract businesses to town they don’t find the sense in turning those interested away.

“We’re concerned about the number the empty stores councillor Bonnett has alluded to a number of times.”

Gill feels a large factor in the number of empty stores in town is the landowners; who aren’t always the business owners.

Gill says the solution to revitalize downtown is to attract stores that compliment each other and attract

“The Ponoka Stampede does a great job of getting tourists here, we do a terrible job of getting them in other places,” said Bonnett.

Town council already has plans to expand Ponoka’s trail system by connecting Lucas Heights to the trails, expanding trails north of town and to the Hudson Green area.

When using the trails to create more recreational events, such as a Mud Heroes race an audible ripple of excitement — the only one of the forum — swept over the students.

Bonnett told her to bring the idea to council in the spring when provincials are held in Ponoka.

Massing thinks it’s important the mayoral candidates took time to talk to the students because many of them are graduating this year and in the next two years all will be able to vote. “They need to know our input, even though we can’t vote. We’re the future vote.”

“It’s good that you hear what they have to say, it’s good that you hear their concerns. They’re legitimate and I ask you to remember that,” social studies teacher Ron Labrie told the candidates.

A message of farewell and gratitude I want to thank everyone in District #5 for the opportunity they gave me to serve as a representative for nine years on Ponoka County Council. Through thick and thin, I can honestly say I enjoyed serving on the council.

I am proud of my many accomplishments, and wish sometimes that I could have done more. I specifically enjoyed working on the Rimoka Housing Authority Board and I want to thank Gawney Hinckley, Joe Anglin, and Jack Webb for all their hard work. We came very close to getting a new lodge for Rimbey. If it was not for some small-minded politics, which happens everywhere, I think we would have been successful.

Rimbey needs a new Lodge!

Again, thank-you to everyone, there are a great number of people deserving of my gratitude to list here, and I don’t want to offend anyone by forgetting a name.

Truth be known, my memory isn’t failing, but it seems to take a lot of off time these days.

What sacrifices are you willing to make?

The biggest sacrifice is TIME, time away from your family, time spent in meetings, time spent prepping for meetings and time spent researching issues. I am fully aware going into the election of the vast amount of time and work that are required.

Under what circumstances would you allow urban farming such as raising chickens?

I don’t see any circumstances currently where I would be in favor of urban farming. How many chickens? How does this affect your neighbors? Do property values drop? What about ducks, geese, pigs, goats, sheep or a cow? If we allow those then must we allow horses, donkeys, maybe a camel?

Where does it end?

Where do you see recreation in Ponoka in the next five years?

I would like to see Ponoka well into the implementation of a multiplex. I would like to see an arena, pool, library, indoor soccer pitch, a walking track all under one roof. I have visited similar venues in numerous towns throughout Al-

To revitalize I think you need to attract, to attract you need to offer, to offer you need to be prepared. Our downtown currently is not prepared. I think Council needs to act on derelict buildings. I think we need to take a tough stance with owners who allow their buildings to fall into a state of disrepair and who clearly have made no effort to keep their property up.

This does not only apply to the “downtown.”

There are some business properties that are a disgrace. The owners need to CLEAN them up and keep them up or face penalties.

Once you have that, then we can start to revitalize the downtown into a place people will want to go, and perhaps bring a new business too.

We have a community with so much potential. We need leaders who will listen and communicate more openly. We need productive dialogue. We need to bring not only problems and complaints forward but solutions as well. To be effective on town council I need you! So please join me and together we will move Ponoka forward!

I lived in Stony Plain prior to moving to Ponoka and there we had the Tri-leisure centre. Sherwood Park built Millennium Place and it seemed like overnight it transformed those towns. I believe with the right leadership (local, provincial, and federal) and help from the private sector this is something we can accomplish together and all be proud of.

How would you revitalize the downtown core?

There are many things you can do such as streetscaping and tax breaks but there is no guarantee that by doing this you will be successful and drive people and new business to the core. It will take a lot of people getting together to encourage change.

We need a change in county council and I think that we need someone who is able to deal with the agriculture people and the acreage people.

I helped run a successful farm for 35 years until BSE came along and now I assist in running Calnash Trucking, one of the top rig moving outfits in Alberta.

I’ve had all kinds of experience dealing with people of all aspects. Everything I do I try to deal with common sense. I think I would

fit the bill.

How would you strengthen relationships of community organizations?

Having forward thinking people in place in the County and the towns of Ponoka and Rimbey would go a long ways. We also need equal representation among each group in governing the community organizations.

How would you balance development along the QE2 corridor and the wants/ needs of landowners?

I think development in the QE2 corridor initially limited to interchanges by developing centers. If Alberta keeps growing at this pace yes we should look at developing more exchanges but keeping agricultural type land a priority.

How do you propose the county handles

large farming operations that are damaging roads?

I think the large agriculture operators should try to use discretion on the weights of the loads and the speeds and planning routes.

By letting the county know when your hauling so they can get a grader out and watering the roads goes along way in appeasing the neighbors and the county.

Some people argue it would cost more for lower speeds and smaller loads. They don’t want to have the same regulations as the oil patch, then it would be costly.

How do you wish Ponoka County council to move ahead with Rimoka and Bethany Group?

I really don’t know enough about this situation to comment on it too much, maybe

Have meetings to find common ground and search out common goals.

Try to have development on land less suitable for farming.

How do you propose the county handles large farming operations that are damaging roads?

I don’t believe large farming is the culprit, but more commercial and custom operators. Also, it should be dealt with on a per incident basis.

How do you wish Ponoka County council to move ahead with Rimoka and Bethany Group?

I need more information to make a proper statement.

To strengthen our relationships with the various organizations, I think we need more communication and transparency.

How would you balance development along the QE2 corridor and the wants/needs of land-

owners?

Having read the proposed policies for development along the QE2 corridor, I think it covers everything that needs to be addressed and would be suitable for all those affected at this time.

How do you propose the county handles large farming operations that are damaging roads?

We cannot single out any one business or operation and blame them for damaging roads. I think it is time council stepped up and started rebuilding roads to handle the traffic that use our roads.

How do you wish Ponoka County council to move ahead with Rimoka and Bethany Group?

I am not well informed on the Rimoka and Bethany Group just yet, so I will refrain from commenting on this subject at this time.

I am running because it’s in my blood. I have spent a good portion of my life serving the people in Division 2 (24 years) and I love doing it.

When my health failed I was afraid I would have to step aside. Thankfully, it has recovered and I look forward to the next four years of maintaining the lowest taxes in the province while providing a good level of service.

How would you strengthen relationships of community organizations?

We have worked hard to strengthen the relationships with Ponoka and Rimbey in recent years. The county has significantly increased its annual operational funding support for recreation, library, fire, cemetery and other services in both communities.

In addition, substantial funding has been provided for capital projects such as the Ponoka Ag Centre, the Splash Park and Gymnastics Club facility, Rimbey Ag building, raceway and swimming pool. Perhaps we need to do a better job of ensuring that the residents in both Town and County are aware of the support we do provide as I hear from some residents that the County does not pay its fair share.

How would you balance development along the QE2 corridor and the wants/needs of landowners?

The County recently completed

a QE II Highway Outline Plan that will be submitted to the public for their input this winter. Basically, it proposes that development be done in a progressive way starting at the major intersections.

How do you propose the county handles large farming operations that are damaging roads?

The County is in a unique situation. On one hand, QE II corridor is where people want to reside and it is also where some of the best farmland in the country is located.

Somehow, we have to learn to coexist and have mutual respect. Road use is a huge part of this. We request that farmers hauling multiple loads on local roads notify the County so we can keep them maintained before they create a safety problem for the travelling public. We have to continue upgrading and rebuilding roads as our financial means allow.

How do you wish Ponoka County council to move ahead with Rimoka and Bethany Group?

As a County Councilor, my main concern is that our community provides the best living conditions possible for our seniors. This is only possible with the right management and staff support. Bethany Group came to Rimoka with an excellent track record in other municipalities and I expect nothing less here.

Improvements in communication between Bethany, the Rimoka Board and municipal Councils is critical but more importantly confidence and trust must be restored to the residents.

By Amelia Naismith Chowing down on a bowl of hearty soup will benefit the Ponoka Food Bank during the annual Empty Bowl fundraiser.

The event takes place Oct. 23 at the Baptist Church from 11:30 to 1:30 and the soups are donated by Cilantro and Chive.

Each meal costs $20 and the beautiful bowls, crafted by the Ponoka Potters Guild, are participants’ to keep. “They make quite a few gorgeous bowls,” said

Shannon Boyce-Campbell, executive director at FCSS. “It’s sort of a grassroots approach to bring awareness to the community,” Boyce-Campbell.

“The idea of Empty Bowls is so simple, so elegant and graspable. It has entered the practice of potters internationally and in doing so has connected us in a web of social meaning and action,” explains Jackie Seaton, a saltglaze potter

who helped start Empty Bowls in Perth, Ont. Since the program began in 2002 more than 7,500 handmade bowls have been exchanged for donations totaling $150,000. Seaton wants Canadians to remember

Longhorns in competition for the prize for the longest

By Amelia Naismith Texas Longhorn breeders from across the province and as far away as Germany gathered at the Calnash Ag Event Centre to answer the question who can raise the cow with the biggest horns.

The weekend of Oct. 5 and 6 as well as Oct. 12 and 13 is the time when horn measuring shows dominate across North America.

Texas Longhorns can grow their horns straight out from their heads, upwards, downwards, forwards and backwards. “It’s a lot of fun,” said John Jespersen, a breeder out of Stony Plain.

“The more horn the better. It’s like a competition,

pretty much,” explained Jespersen.

Approximately eight breeders attended the Ponoka showcase, where winners received bronzes and belt buckles.

One of them, Jespersen, raises 90 heads just outside of Stony Plain and has been in the business since his family switched from dairy cows a decade ago.

His family didn’t have the manpower to keep a dairy operation going and they already had a Longhorn bull for breeding.

Each of Jespersen’s animals is imported from Utah, where he drove three times to collect them.

“They’ve (United States) just got better genetics, more options.”

Another, Anne Leichtenstern, is a breeder from Germany who partnered with Mark and Tina Stewart of MSW Meats in 2009.

“The first connection we breed reigning horses. The connection to real cattle of the old times was there,” said Leichtenstern.

It took the Leichtenstern two years to fulfill regulations and in that time they tried breeding other types of cattle. However, they never gave up on their dream of longhorns.

Leichtenstern breeds the cattle primarily for their genetics but she also

sells them for meat and sells directly to seven European countries. “The meat is selling very good because everybody dreaming about the Wild West likes Longhorn steak,” she explained.

Harry Folkerts, a breeder from Morningside also wants to get involved in Longhorn genetics. “The reason we started with Texas Longhorn is because of the meat. It’s lean like buffalo meat.”

Texas Longhorn organizations have been popular in the United States for the last 50 years and now they’re starting to grow larger and faster in Canada.

Stampeders lose but inspire hope

By Mustafa Eric Stampeders lost 3-2 on Sunday, Oct. 6 a game they could have easily won but they still made their coach happy for continuing to show signs of a lot of progress.

Appearing quite motivated and enthusiastic, Stampeders scored early in the first period and keeping the pressure on, they opened the lead to 2-0 before the Cubs of Medicine Hat scored and cut the lead to one before the end of the first period.

As the second period started, the local boys appeared to be struggling in controlling the puck and lacking precision in passing. As the clock continued ticking, the Cubs took control of the game and set up camp at the Stampeder’s half of the rink, taking shot after shot at Ponoka goal.

High class goaltending at the Ponoka net stopped many of the incoming shots, but the relentless Medicine Hat onslaught first led to an equalizer only to be followed by another point scored by the visitors.

Stampeders attempted to stage a comeback during the last five minutes of the second period with waves of attacks on the Cubs net failing to produce any change on the scoreboard.

The third period also saw intense Ponoka effort to equalize the score but weaknesses in passing and less than efficient execution of game plans left the Stampeders’ offense reeling in the face of staunch defensive effort by the Cubs.

Ponoka coach pulled back the goalie in the last minute in a final ditch attempt to bring equality to score but the effort proved too little too late.

Coach Mark Dobler of Stampeders did not

seem to be too much bothered by the score because of the good work ethic and sound performance demonstrated by his players.

“Our team is young and the players are improving,” said Dobler.

“We played very well in the first period,” he said. Praising the physical effort invested in the game by his players, Dobler said what they needed was to focus more on proper execution of game plans during the practices this week to become ready for the Red Deer Vipers next Sunday, Oct. 13 when Stampeders host the Vipers at 2:30 p.m. at the Ponoka Culture and Recreation complex.

Young Ponoka girl sets her sight on greater achievements in horse riding

By Amelia Naismith After defeating provincially ranked and regular riders alike, a Ponoka rider still in high school can call herself the champion of the Alhambra Fall Championship, for her skill division.

Hannah Sim provincially qualified in the Thompson County Horse Trials and the Alhambra Summer Event, where she rode her way through the three phases of the competition; dressage, stadium and country.

To be considered a provincially ranked a rider must place in two of the six available events.

The Alhambra Fall Championship took place Sept. 21 and 22 at an area just outside of Red Deer.

After she found out she was in first place, Sim couldn’t wipe the smile off her face. “It was the last event with my horse, who I’m selling, so it was probably the best way to end the season,” said Sim. Sim has been riding Seirra Lynn for the last three years, the length of her eventing career. However, the 17-year-old mustang can’t compete at a higher level and is being sold to a younger rider at Sim’s barn.

“On the way to cross-county, I cried all the way there because it was the last time with my horse,” said Sim. “I need something that’s more of a challenge. I’ve been with her so long. Our bond, we clicked easily,” she added.

Although she was competing against some of the top riders in the province, Sim wasn’t nervous because she doesn’t put any pressure on herself to perform. “I didn’t feel pressure ever because my thing isn’t th

about doing good, it’s about doing my best.”

Before she begins each event, Sim concentrates on remembering the course or test at hand while hoping not to mess up her run. As she exits the ride, Sim keeps focusing on the positive, even if she doesn’t place as well as she’d hope. “It could always be worse because with horses you could be potentially hurt.”

Sim competes in events in Canada and the United States and relies a lot on her family for support to help her ride better. At one event in Montana, her entire family came and stayed the week.

“My mom came every single day to watch,” said Sim, referring to the Alhambra Fall Championship.

Her dad was tied up in harvest duties but that didn’t stop him from rooting for her from the fields. “My dad was texting me all weekend.”

“They’re very supportive. They don’t care how I do but they get pretty excited about how I place,” she added.

Sim credits her barn, Extreme Stables, for her championship title and her riding skills. “My barn, they’re the reason I’m doing all of this. My coaches are there. I wouldn’t be doing that good without their coaching,” said Sim. She rides five days per week, one to two hours per session.

Sim grew up hearing about her Opa’s riding expeditions in Holland, and even though he was in a riding accident she knew she wanted to grace the saddle, as he had.

Sim has been riding at Extreme Stables for five years and has two more competition levels she can achieve.

By Mustafa Eric The weather was perfect, the bleachers were almost full and Ponoka’s bantam Broncs, in hosting their Red Deer rivals from the Hunting Hills High School on Saturday, Oct. 5, made it a great day for Ponoka high school football.

The game was full of excitement and thrill as the lead changed hands several times with players on both sides displaying strong motivation and willingness to win.

Visiting Lightning were the first to score early in the first period, just three minutes into the game.

But the local boys refused to be intimidated by the better-organized visitors and quickly pulled themselves together to first equalize in early the

second period and take the lead towards the end of the of the first half.

With both sides refusing to give up on their drive and energy, the game lost nothing in its level excitement through the second half.

In the third period, the Hunting Hill scored two touchdowns to take the lead once again, but the Broncs were not to be forced to drop their claim to the game. In the fourth period, Ponoka boys did score another touchdown to come close to winning the game but could not prevent a late rushing game to their touchdown line by Hunting Hill Lightning with final score being sealed 28-22 for the visiting side.

Scott McGregor, manager of the Ponoka Broncs said it was an excellent game and praised the bantam team’s head coach Cody Baird for motivating his players to give their everything.

Coach Baird couyld not be reached for comment.

Bantam Broncs play their last regular season game at home against Red Deer’s Notre Dame on Saturday, Oct 12 at 11 a.m.

Senior Broncs host Camrose on Friday at 4:00 p.m for their last regular season game. First 200 attendants at the seniors’ game receive free cowbells and Ponoka Fire Department will be serving burgers.

Curling ice slowly getting ready

By Jeffrey Heyden-Kaye Curlers are getting back into the swing of things.

The Ponoka Curling Club showcased updates to their lounge at the curling rink Oct. 3 during registration night. Although not as many people responded as usual, the club expects to see numbers grow, says club president Kristen Gordon.

“We were pretty happy with the unveiling of our improvements.”

The Town of Ponoka made use of a grant to help paint the curling rink walls and update the carpet and flooring in the lounge. The bathrooms received an update as well with new sinks and fixtures, she added.

Youths play an important role in the club and more than 20 kids have signed up for the Wednesday youth program. Gordon feels the club’s younger members enjoy a strong social atmosphere at the Ponoka Curling Club. “They’re the

“Any curling rink you go to is full of fun people, socially driven,” she added.

Her goal is to continue recruiting young and older players to the sport and she expects everyone to watch for future announcements on the club’s social league, which is a good introduction for those thinking about getting involved.

Bonspiels are not scheduled yet, Gordon expects to see competitions set for after the new year.

“We’re excited to get the year started and planning to have a fun-filled season.

The ice is in the process of being made and should be completed in the next few weeks.

Kay Jorgenson

Fusako “Pat” Miller, 81, passed away peacefully on September 28, 2013 after a brief illness. Pat was born in Union Bay, BC on January 18, 1932. In 1942 she was part of the evacuation of the Japanese during the Second World War to Greenwood, BC. Following the end of the war, Pat remained in Greenwood with her family until she finished high school. Pat married and eventually relocated to Red Deer in 1961 and to Ponoka in 1963 where she remained until her passing. Pat was a vibrant and contributing member in the community of Ponoka which she called home for over 50 years. She was a secretary for the Ponoka Elementary School from 1966 until her retirement in 1990. Following retirement, she enjoyed travelling and visited many regions in Canada and a number of cities and countries abroad and overseas. At home, she was fastidious in her attention to her garden and yard, took great pleasure in cooking and sharing meals, and playing cards with her many friends.

She lived a full and engaging life, and appreciated every moment to its fullest. She will be greatly missed by her family, and all who knew her and were touched by her acts of generosity and benevolence. Pat is survived by her three sons and their families: Dr. Harry and Carrie Miller (Cylee); Ken and Joan Miller (Cole and Logan, and great grandson, Bentley); and Dale and Tammy Miller (Brandon and Sean). A Service of Remembrance will be held at the Ponoka United Church on Monday October 21, 2013 at 2:30 pm. A reception will be held after the service at the Ponoka Legion. A valid Class 3 Operators License is required (air brake endorsement is preferred). The successful candidate will also be required to submit a satisfactory Criminal Record Check and Driver’s Abstract.
