Stettler’s energy industry gains gush of oil and gas Since the discovery of oil and gas near Stettler in 1949, the energy sector has played an important role in the economy of the area and contributed to the steady growth of the town.

Not to mention the rest of east-central Alberta.

Now, even after the global economic downturn in recent years, Alberta appears to be on a steady course of recovery, with activity significantly increased in the Stettler region.

Expansions have occurred or are planned at local businesses and employment is up.

Stettler offers dozens of oilfield service companies, manufacturing and supply outlets, making it the hub of activity in east-central Alberta.

Another source of energy — power — is produced at the Battle River coal-fired power station, north of Halkirk. In operation since 1956, the plant obtains its coal from the

Paintearth and Vista mines, located directly south of the power station.

The most recent source of energy in the area is the Halkirk wind farm, 40 kilometres east of Stettler, which is being developed in two phases.

The project is projected to become the largest wind farm in Alberta and be capable of producing enough electricity to power 50,000 homes.

Euro mission counters anti-oilsands sentiment Alberta Premier Alison Redford dispatched two senior ministers across the Atlantic in a fall barnstorming blitz to head off a proposed European Union resolution impacting the oilsands.

International Relations Minister Cal Dallas and Environment Minister Diana McQueen visited European capitals from Sweden to Romania for a week to talk to government members, influencemakers, and fence-sitters about their concerns over the EU’s Fuel Quality Directive.

“We support measures that would result in a lower carbon footprint,” Dallas told The Canadian Press. “(But) this is a very high-profile initiative that could potentially be adopted in much the same format in other jurisdictions, so we want to make sure that we’ve done our part to have the discussion about ensuring that (sound) science is the basis of the implementing measures.”

The directive, known as FQD, was first proposed two years ago.

It would put a higher carbon

footprint rating on oil coming from the oilsands, as opposed to oil produced by more conventional methods. If approved, the FQD would see European countries importing the bitumen be subject to penalties or forced to jump through so many bureaucratic and regulatory hoops it wouldn’t be worth the effort.

The EU environment ministers are expected to vote on the directive before the end of the year and, if approved, it would then go for ratification by the individual countries.

Both Alberta and Prime Minister Stephen Harper’s federal government are challenging the EU’s scientific data, which pegs bitumen as 22 per cent more greenhouse gas intensive than conventional oil.

Federal Natural Resources Minister Joe Oliver sought bidders to analyse the EU’s data.

Dallas said the province isn’t blind to the fact Alberta needs to do a better job on greening the oilsands, but he said the FQD as

it stands is not the way to go.

He said the 22 per cent number is too blunt a tool and doesn’t take into account the various types of oil, geographies and extraction techniques.

“We’ve continuously made improvements in terms of the wells-to-wheels total impact of the oil that’s being extracted in the oilsands area,” he said. “The upside continues there in terms of (greenhouse gas emissions), water use (and) a whole number of areas that obviously the (EU) baseline work did not account for. While we’re at the higher end of the scale, we’re not the highest by any stretch.”

Dallas said Alberta is also being penalized for being up front with its emissions data. He said other jurisdictions aren’t as frank about flaring and venting, thereby skewing the data in favour of conventional oil production. “The FQD would not directly harm Alberta in the short term, as it does not ship directly to Europe.”

Nova expansion promises ‘significant impact’

By Harley Richards Black Press When construction of Nova Chemicals Corp.’s new polyethylene line at Joffre peaks late next year and into 2015, more than 600 workers could be engaged in the project.

For central Alberta, that’s likely to translate into millions of dollars in spin-off revenues for hotels, restaurants, stores and other businesses.

“There will be a significant

economic impact, I believe, to the region,” said Rick Van Hemmen, Nova’s Joffre site leader. “For accommodation costs alone, it would be reasonable to expect at least $8 million over the duration of the project coming into the region.”

In March 2013, Nova’s board of directors approved almost $1 billion in funding for the Joffre expansion.

About $900 million of that is earmarked for capital expen-

ditures, of which 40 to 60 per cent is expected to be spent in Alberta, Van Hemmen said.

“Much of this 40 to 60 per cent of the capital will be for direct labour,” he said. “But we’re also looking to source materials and services — such as concrete, gravel and trucking — from central Alberta.

We may see about 20 per cent of this capital expenditure in the central Alberta area.”

Oil and gas activity pumps economy Most central Albertans realize that the oil and gas industry is a big contributor to the Canadian economy.

Just how big has become clearer than ever, thanks to a pair of studies commissioned by the Petroleum Services Association of Canada.

The Canadian Energy Research Institute has calculated that the oil and gas services sector accounted for $65 billion of Canada’s gross domestic product in 2006 alone.

By comparison, the residential construction industry contributed $34 billion, the forestry sector $29 billion, agriculture $26 billion, and the auto industry $25 billion, during the same year.

The institute also found that the industry employed 800,000 workers and generated $9 billion in personal

and corporate taxes in 2006.

The second study, completed by Mission Capital Inc., determined that 36 Canadian oil and gas companies had combined revenues of $12.8 billion from international operations and export sales of manufactured products.

David Yager, past chairman of the Petroleum Services Association of Canada, said in a news release that public attention is generally focused on oil and gas companies’ exploration and production activities, the royalties and taxes they pay, and their profitability.

“While the essential role of the (oil and gas services) sector plays in supporting oil and gas development is generally understood, the degree to which this sector drives jobs, investment and

economic activity is not,” he said.

Yager, the former CEO of Calgary-based HSE Integrated Ltd., also said that the oil and gas sector adds considerable value to Canada’s natural resources that hasn’t been recognized.

The PSAC release said the studies were undertaken to illustrate the economic contributions of the industry, to seek recognition of the skills, technology and innovation within it, and to provide information that will help ensure it is consulted and considered when energy polices and industrial strategies are developed.

PSAC is a national trade association that represents service, supply and manufacturing companies within the upstream petroleum industry.

Nova’s likely challenge: finding skilled workers Continued from Page 5 Although many of the workers needed for the expansion — most of whom will be tradespeople — will be brought in from outside the region and even the province, the preference will be to hire as many local workers as possible, Van Hemmen said.

Ledcor Projects Inc. will be the primary contractor, responsible for the new polyethylene reactor facility.

With an estimated 1.6 million hours, or 800 person years, of work required for the 29-month project, the challenge is likely to be finding enough skilled workers — especially with Alberta’s tight labour market.

“The one thing that I think works to our favour is we’re reasonably early with this project, relative to some others in the province,” Van Hemmen said.

With most of the required approvals in place, and much of the engineering and other preliminary work done, construction was expected to begin in mid-2013. Completion and commissioning is expected by late 2015.

When the dust settles, Nova will have a third polyethylene reactor in its Polyethylene 1 plant. Related infrastructure will include a new pelletizer and finishing facilities, a flare stack, three cooling towers and an electrical substation.

The plant’s rail yard will be expanded. With the new reactor able to produce an anticipated 950 million to 1.1 billion pounds (431 million to 500 million kg) of low-density polyethylene annually, the capacity of Nova’s polyethylene facilities will jump about 40 per cent from 2.5 million pounds (1.13 million kg).

permanent jobs would result from the expansion, plus another 15 to 25 contract positions. While those figures might seem small in the context of the estimated 800 employees and 300 to 400 contractors that work for Nova — either at the complex or off-site — he cited statistics that indicate every job in the Canadian chemistry industry supports a half-dozen workers elsewhere.

Unlike the previous capital projects at Joffre, a work camp wasn’t planned for this one.

Van Hemmen pointed out that the maintenance turnarounds that occur about every six years at Nova’s three ethylene plants attract up to 1,000 workers over a 35- to 40-day period — many more than will be on site for the expansion project.

Turnarounds at the two polyethylene plants occur in about five-year intervals, but require about half the manpower.
