Changes coming for medical pot

Changes in 2014 to medical marijuana production will address some concerns, but create others, Creston RCMP Staff Sgt. Bob Gollan told Creston town council at the Sept. 24 regular meeting.

“The current system is being abused by criminal organizations,” said Gollan.

He said that people with medical marijuana prescriptions are being recruited, as are doctors who will issue the prescriptions.

From page 1 “Some doctors are prescribing the maximum — up to 60 grams a day — for their patients,” he said. “This is enough for 30 joints a day.”

A patient with a 60-gram prescription, or possession licence, can carry a three-day supply, 180 grams (0.4 pounds).

A medical marijuana prescription, which falls under the federal Controlled Drugs and Substances Act and the Marijuana Medical Access Regulations (2001), is intended for end-of-life care or treatment of a debilitating medical symptom. Some doctors won’t prescribe marijuana at all, Gollan said, while others can be quite liberal with prescriptions.

With a medical declaration in hand, a patient applies for a medical marijuana licence.

“Health Canada cannot refuse your application,” he said. “With the possession licence, patients can purchase marijuana from a Health Canada-approved supplier, grow their own or designate someone else to grow it for them.”

There are few restrictions for growing the plant within the law.

“You can grow it anywhere you want, except you cannot grow it inside a building and outside at the same time,” he said.

Third-party growers have more hoops to jump through and must provide a criminal record check that shows they have had no criminal convictions on designated drug offences in the past 10 years.

“They can be convicted murderers under the law, but they can’t have drug convictions.”

Growers are restricted to growing for two people with a

maximum of four licences. No restrictions are in place for location, except that outdoor plants near schools are prohibited, as are places frequented by children.

Low prices are regulated federally, which have served to push the cost of illegal sales down, Gollan said.

Current small production will become illegal on March 31, 2014. After that date, medical marijuana can only be purchased from licensed growers “at current market prices” ($8$9 a gram). Licensed growers will have to meet strict conditions.

Gollan said he has taken a strong stand in supporting only applications that meet all conditions.

“Licensed growers will need to comply with strict operational requirements to demonstrate quality and service,” he said.

Growers have to provide 24-hour manned security for facilities, which must meet all local health, building and zoning laws.

“There will be no more growing in homes,” he said. “And Health Canada will regularly inspect all production facilities to guarantee the security, health and well being of patients and industry personnel.”

The upside of the new regulations, he said, is that police and fire department personnel will know where the facilities are (Health Canada does not provide them with a list of approved growers now) and the quality of the product should be more consistent.

The higher price, though, could push street prices up, making illegal sales even more appealing to organized crime.

Or medical marijuana users could be tempted to purchase cheaper marijuana from drug dealers rather than pay the higher price for the legal substance.

Snowmobile club dedicates Terry Watt Memorial Cabin

Members of the Kokanee Country Snowmobile Club (KCSC) and the Association of British Columbia Snowmobile Clubs (ABCSC) gathered at a location near Boundary Lake on Sept. 21 to dedicate the new Terry Watt Memorial Cabin.

Started in the late summer last year, it was recently finished and named for the longtime club member, who died in February 2010, while he and others were planning the project. Watt was a strong advocate for the sport, raising awareness of the local club right up to the provincial level.

“He opened so many doors and so many lines of communi-

cation,” said KCSC president Dean Bala.

The cabin’s construction was a joint effort between KCSC — of which three members, J.D. McClure, Dave Kriese and Darryl Ringheim, were the project’s driving force — ABCSC and Recreation Sites and Trails BC (a branch of the Ministry of Tourism, Culture and the Arts).

The cabin has a kitchen area and loft for sleeping, with a wood supply ready to use, allowing for both recreation and safety.

“If you ever had a breakdown, you could spend the night,” said Bala.

And while the snowmobile club operates it on behalf of its members, the cabin is unlocked and available for use by other

outdoor enthusiasts, such as skiers, whom the club would like to have pay the $50 membership fee, which goes to support this and other projects.

“We would really appreciate it if people using it came to us and got a membership,” said Bala.

That also goes for any snowmobilers who want to join the club’s 80 members — numbers have dropped a bit in recent years, but Bala can see the group getting bigger, if only a little.

“I don’t think we ever want to be a Revelstoke or Valemount,” Bala said. “You’re not going to see a thousand snowmobilers here on the weekend.”

Single vehicle crash kills Creston male, 36

A 36-year-old male driver died at the scene of a single vehicle crash on Sunday, RCMP Staff Sgt. Bob Gollan said on Monday.

Gollan said Derek Grindle, a Creston resident, apparently was unable to negotiate a curve with his pickup and went over a small embankment. He was not wearing a seatbelt, and had not been consuming alcohol.

Police Beat Creston RCMP responded to 57 calls for service from Sept. 23-29, Gollan said.

September 23 •An Osborne Road resident reported a suspicious vehicle was parked in his driveway. The driver moved on at the resident’s request.

•A suspicious vehicle was

reported near Northwest Boulevard, the scene of recent thefts.

•No injuries resulted when a driver collided with a concrete post on 20th Avenue and Canyon Street.

•Would-be thieves were unable to start a quad at a Goat River Road residence, but they did steal the keys.

•A male resident of Pitt Road in Lister admitted to shooting a neighbour’s dog with a pellet gun, telling police it was aggressive and running loose in the area.

September 24 •Police determined that a report about a stolen motorcycle did not involve a theft. It was deemed to be a civil dispute.

•When police conducted a wellbeing check at a Pine Street residence they determined the resident is in Trail hospital.

•The owner of a wallet found on Canyon Street has been notified.

•Police attended a 911 call from

•A female subject of a wellbeing check request was found to be OK at her Corey Road residence.

•At a Meadow Creek Road check stop of nine vehicles, one driver was issued a 24-hour driving prohibition for having con-

sumed alcohol after he attempted to turn around to avoid police.

Another was found to be driving without a licence and a third was issued a warning for having open liquor in the vehicle.

September 26 •A Cavell Street resident could not explain how a 911 call was dialed.

•Drivers of vehicles involved in a minor collision on Canyon Street were gone when police arrived.

•A male reported that another male threatened to burn his house down because a small marijuana delivery was late.

•Police determined that a request to evict a Leadville Road resident was a civil matter.

•An 11th Avenue North resident reported being threatened by a neighbor in a dispute over a dog running loose.

•An erratic school bus driver was reported on Walkley Road in Crawford Bay. •A cheque found on Canyon Street has been turned over the payee.

•Children playing with a cellphone were responsible for the accidental dialing of 911 from an Ash Street residence.

Farmers’ market moving to indoor fall location

With its summer season finished, the Creston Valley Farmers’ Market will move this weekend from its downtown location to Morris Flowers Garden Centre, where it runs Saturdays Oct. 5-Dec. 22 in an indoor location that helps to make it one of B.C.’s longestrunning farmers’ markets.

“It means we come close to being year-round, which helps with the food action coalition’s goal of food security in the valley,” said manager Martha Boland.

In addition to allowing vendors to offer a greater range of fresh food, such as nuts, root vegetables and apples, the market run by the Creston Valley Food Action Coalition becomes a popular shopping venue for gift ideas closer to Christmas.

“It becomes a very bustling, festive atmosphere,” said Boland. “We’re certainly appreciative of Lloyd [Morris, greenhouse owner] for his continued support of the market with the use of the space for very reasonable rent. … It’s a little oasis in the wintertime.”

Don’t let the photo fool you... all the acres and acres of grass mowing was not done by the PAWS tractor alone, all these guys had a big part to play in it too! They even had the assistance of 2 ride’m little garden tractors to help do the tight corners.

Throughout the late spring and summer months the sound and smell of grass being cut could be experienced at the PAWS property. This not only helped keep the bugs at bay, but helped with poop clean-up and finding lost balls and toys.

Some guys liked the cool of the morning, others happily sweated the day away riding around and around. And if the above was not enough, always time to do some weed-wacking!

Taking the high road

For all the interest it seems to have generated in news media, the campaign to ultimately decriminalize marijuana use, possession and sales in the province is highly unlikely to gain public support, at least in sufficient numbers to force a referendum on the issue.

Among the plans of Sensible BC, the organization proposes provincial legislation it calls the Sensible Policing Act. It would involve “stopping arrests for marijuana possession, and focusing police resources on fighting real crime,” according to organizer Dana Larsen.

The first problem is identifiable right in the name of Larsen’s group.

Using “sensible” is akin to using the phrase “common sense”, because it presumes a black and white perspective on an issue that has more greys than anything else.

Personally, I think it’s time to call a halt to the War on Drugs (and any other public policy that includes the word war, for that matter). From pretty much any perspective, it’s impossible to deny that the War on Drugs has been an abject failure. Marijuana, the softest of all illegal drugs, is easier to get after nearly a century of prohibition than it ever has been. The populace has spoken — people in general don’t buy the bogeyman arguments about marijuana. They like the feeling they get when they inhale and they have been more

than willing to take legal risks to get that feeling.

The real question is, do we want to legalize it, to toss out all legislation to do with a plant that is apparently as easy to grow as dandelions?

I vote no. But not because I am completely enamoured of government sticking its nose into the private lives of citizens. There seems to be sufficient evidence that the use of marijuana at a young age can indeed have a deleterious effect on brain development. Unless and until I am convinced that information is wrong, I don’t want to tell people who aren’t adults that it’s OK to light up, in public or in their own strobe-lit basements, In-A-Gadda-Da-Vida blasting out from the stereo and bags of Hawkins Cheezies at the ready. (Oh, wait, did I just have a flashback?)

My solution is a more pragmatic one. Legalize and regulate the weed, just as we have done, with admittedly mixed success, with alcohol. Let’s at least show some effort in keeping it out of the hands of youngsters whose brains still have a chance to form fully. But also let’s take this rare opportunity to pad the taxman’s coffers. At the very least it might turn aging baby boomers away from griping about their tax bills and toward toking up to make sure government pensions are sufficiently funded until they themselves qualify.

I’m not the only one who feels that way, of course. For decades, Liberal Senator Larry Campbell has been saying the same thing. The former mayor of Vancouver, ex-police officer and coroner says decriminalization doesn’t make any sense. Kash Heed, a former solicitor-general and police chief says the same thing.

In talking to the local RCMP detachment commander, Staff Sgt. Bob Gollan, he is of the opinion that Sensible BC is anything but sensible.

Gollan doesn’t get into whether he

agrees with legalization, but insists that enacting provincial legislation to prevent police officers from enforcing marijuana laws is a nonstarter. Federal legislation takes precedence over that of junior governments when it comes to the Criminal Code of Canada, he argues, and any change in laws addressing crime has to come from the Parliament of Canada, and nowhere else.

Instead, Gollan speaks in favour of being able to ticket minor offenders of the Criminal Code’s ban on marijuana possession. It’s a tool that police use to keep alcohol use and possession in control, and it would be preferable to the situation police now find themselves in, where they are reduced to simply destroying small amounts of marijuana found in the possession of people they stop. Then they simply walk away, feeling helpless because recommending charges is fruitless — Crown Counsel adamantly refuses to prosecute charges on small amounts of marijuana possession because a) the courts are already backed up and b) judges have long since stopped attempting to use fines and jail sentences to stop what is essentially a tidal wave of victimless crime.

If marijuana was legalized and regulated it would be less attractive to organized crime. Bootlegging went the way of the dodo bird when alcohol prohibition laws were repealed.

Other, more progressive countries have actually moved away from treating the use of any non-prescription drugs as a crime, choosing to view addictions or perceived need as medical, not legal issues.

Fundamentally, a conservative-leaning government, committed to reducing the omnipresence of government in private lives, should be leading the way on this issue. Somehow, I can’t see that happening.

Perhaps I should ask the rec centre or my child’s school if I can run a class (at taxpayer expense) on the Lord’s Prayer. What kind of reaction would I garner?

On the trend watch front; we are offering TRX suspension training, which is a harness-type affair that clips to the wall and allows you to leverage gravity and your own bodyweight to develop strength, balance, flexibility and core stability simultaneously. While we have had a couple TRXs in the fitness track for a while now, we have outfitted the Kootenay Room with mounts so a full class can be held. In reading the literature, apparently it was developed by the Navy Seals and can be found in the locker rooms of major and national league baseball players, Olympic-level swimmers, cyclists and runners, as well as UFC fighters, which, because of the abundance of those people in our community, was the main reason we offered it. Kidding! It actually is beneficial for all ages, of which we have a broad cross-section in our first filled class, and with the instructor providing modifications for different abilities, the reviews have been very good. Check out page 18 in the leisure guide to see a photo of what it looks like or come up to the fitness track and have a peek.

CBAL relies on community partnerships

COLUMBIA BASIN ALLIANCE FOR LITERACY

On Oct. 10, buy your local newspaper from a volunteer on the street. Your donation goes directly to a literacy program in your community. Join the Columbia Basin Alliance for Literacy and Black Press to promote, celebrate and support literacy initiatives in your community.

The Columbia Basin Alliance for Literacy (CBAL) is respected locally and beyond for its leadership in community-based literacy programs, but this success could not have been possible without the partnerships that exist across the region.

Partnerships are essential to the work CBAL does and the most effective have been a result of a few key ingredients.

First, an issue or challenge drives communities to seek solutions and participation from traditional and non-traditional partners. Second, a working relationship based on mutual respect, collaboration and open communication must be established among partners. Third, the acknowledgement of a shared goal and the steps to achieve that goal must be identified. These ingredients become the beliefs and values of the partnership and create a forward path to change.

Across the region, partnerships are working to support literacy initiatives. Regionally, CBAL partners with Selkirk College, College of the Rockies, Okanagan College and College of New Caledonia to support adult literacy initiatives. As a result, more adults are able to participate in learning opportunities in non-traditional settings.

These programs support the

development of parenting, life, workplace and academic skills.

Locally, CBAL programs are partnering daily to deliver programs. Not only does CBAL partner with colleges, but it partners with school districts, libraries and other community organizations. Visit www.cbal. org to see what is happening in your community.

One of the greatest partner-

ships that have developed from the communities is the community literacy planning committee.

These committees focus on identifying challenges and issues concerning literacy, share resources and information and focus efforts on creating a healthy learning community. These committees demonstrate that working together is essential in achieving what we cannot do alone.

You can make a difference in your local community. Participate in the Reach a Reader campaign by purchasing a paper on Oct. 10, volunteering to sell papers, or simply spreading the word as a campaign champion.

Standing Together in the Fight Against Breast Cancer

Statistics indicate there will be more than 256,000 new cases of breast cancer diagnosed in American and Canadian women this year, and breast cancer is the second leading cause of cancer death in women of both countries. Thanks to early detection and treatment advances, survival rates have improved dramatically, but much room for progress remains. As diagnosis and treatment options continue to evolve, medical experts agree that early detection is a key factor in overcoming the disease, and performing a monthly breast self-exam is often vital to detecting abnormalities, including lumps or tenderness, in the breasts that may indicate illness. Take steps to protect yourself against breast cancer during Breast Cancer Awareness Month by initiating healthy lifestyle changes, beginning monthly breast self-exams, and talking to your doctor about the appropriate clinical breast exam and screening mammogram schedule for you.

Nearly 300 people from communities throughout the Columbia Basin attended the 2010 Columbia Basin Symposium. The 2013 symposium will be held in Creston from Oct. 18-20.

COLUMBIA BASIN TRUST

Register now to connect with fellow Columbia Basin residents at the 2013 Columbia Basin Symposium, to be held Oct. 18-20 in Creston. This free event will focus on “Community Change through Collaborative Action” and is hosted by Columbia Basin Trust (CBT).

The event, which occurs once every three years, promises a great lineup of sessions and other activities, and features keynote speaker Paul Born, president and co-founder of Tamarack: An Institute for Community Engagement.

Session topics include those focused on broadband, the Columbia River Treaty and building effective collaboration.

During sessions at the sympo-

sium, participants will also have the opportunity to provide CBT with input both to its sector strategic planning sessions as well as to longer-term issues and opportunities for the organization.

“CBT is committed to bringing basin residents together, whether locally in small-group meetings, or regionally at large events like the symposium,” said board chair Greg Deck. “We encourage people to take advantage of this event to see things from a perspective they may not normally get to see and to create connections with people they may not usually interact with.”

Symposium participants and the general public are also welcome to attend an evening of basin culture and entertainment at Wynndel Hall at 8 p.m.

Virtual attendees can use live stream technology that will allow them to see PowerPoint presentations while listening to audio in real time from their personal computer. CKCA grants awarded to Creston Valley projects COLUMBIA KOOTENAY CULTURAL ALLIANCE Over 170 arts, culture and heritage projects — including the Columbia Basin Culture Tour — have received a total of $706,000 in funding support for the 2013 –2014 season through the Columbia Kootenay Cultural Alliance (CKCA), in partnership with the Columbia Basin Trust (CBT).

“The CKCA steering committee was pleased to be able to supply CBT funding to good projects all across the basin,” said CKCA chair Jacquie Hamilton. “We hope cultural organizations will start thinking about activities that will be happening between June 2014 and May 2015 and planning their applications now for the next funding cycle.”

In the Creston Valley, grants went to artist Alison Bjorkman’s The Perfect Teapot ($1,850), the Creston Valley

Music Teachers’ Association’s Festival of the Arts ($2,250) and the Applesauce Fiddlers for a spring violin workshop ($400).

In the heritage innovations category, the Creston and District Historical and Museum Society received $1,580 toward a mobile project, as well as $2,750 in the minor capitol category for window replacement.

The music group the Oars received a total of $4,000, split between the touring and arts mentoring cetegories.

CKCA administers and manages arts, culture and heritage program funding on behalf of CBT. Funding applications were adjudicated in May by the CKCA steering committee, with input from community arts councils. Support will go toward a wide range of projects, including individual and group projects, master classes, major exhibitions and heritage capital projects.

“Arts, culture and heritage are fundamental to who we are as Basin residents and integral to community well being in the Columbia Basin,” said CBT president and CEO Neil Muth.

“We fully support CKCA in its efforts to build long-term sustainability for artists and to strengthen and support arts, culture and heritage organizations.”

Rossland-East Shore family overall regatta winner GRAY CREEK REGATTA

Sixteen boats competed on Kootenay Lake in the waters of Crawford Bay off the Lakeview store over the Labour Day weekend. Sunny weather resulted in steady winds that provided eight good races in the Gray Creek Regatta.

Thirteen cruising sailboats were divided into two groups.

The five largest, fastest boats were in A fleet. Nelson sailors Jim Reaburn and Dave Heath were first and second, respec-

tively, in Orbit, a J29, and Snooker, a Schock 35. Rossland’s Richard Streadwick placed third in Mischief, another Schock 35. Fourth was Rick Belfry of South Slocan in an Antrim 27 and fifth was Ted Funston of Nelson sailing single-handedly in a J29.

In the B fleet, the Richard Deane family of Rossland and East Shore placed first in Windsong, a San Juan 21. He was followed by Jay Blackmore and Glen Foy from Nelson placing second and third, respectively, sailing San Juan

Thunder Cats beat Heat after loss to Ghostriders

BY BRIAN LAWRENCE Advance Editor With eight points, the Creston Valley Thunder Cats are in second place in the Eddie Mountain Division of the Kootenay International Junior Hockey League following a loss and a win on the weekend.

The loss happened on Friday night, when the Thunder Cats hosted the Fernie Ghostriders, who sit a point behind them in the Eddie Mountain Division, tied with the Columbia Valley Rockies.

The Thunder Cats outshot the Ghostriders 37-23, but the end result was a 4-2 loss.

“It was one of those games that we just couldn’t seem to find a way to get the puck in their net, and they took full advantage of their scoring opportunities,” said head coach Josh Hepditch.

The first period, he said, had some good back-and-forth play, with no goals until Fernie scored at 2:23, and Brandon Formosa scored for the Thunder Cats on a five-on-three power play at 1:31.

outshot Fernie 13-6 in the second period, they earned only one goal, by Logan Styler on a power play, with Fernie scoring three times.

“We gave up a couple of prime time opportunities they took full advantage of,” said Hepditch.

Sunday’s 5-4 win against the Chase Heat started out well, with Ethan Rusnack and Jaymes Veitch scoring in the first period, for a 2-1 lead.

Rusnack started the secondperiod scoring at 12:12, followed by a goal from Styler.

“His one goal was a great power-play goal,” said Hepditch. “It was an NHL-type pass from Colby Livingstone.”

The Heat scored a second goal after Styler’s, but Rusnack earned a hat trick when added the Thunder Cats’ fifth at 2:25.

Although the Heat scored twice in the third period, “we had a good enough lead going into the third that we hung on for the win,” said Hepditch.

This game — which marked Cranbrook native Brock Lefebvre’s first time in the Thunder Cats goal this season, as well as his first win — saw

the Thunder Cats take more shots than any other game this season, with 33 coming from Chase. But they managed to get off 49 of their own, a trend Hepditch hopes to see them maintain.

“If we continue outshooting teams the way we have, the successes will start to be more consistent,” he said.

This weekend, the Thunder Cats head out on a three-game road trip, visiting the Kamloops Storm, 100 Mile House Wranglers and Chase Heat, ranked first, second and fourth, respectively, in the Doug Birks Division, with Kamloops having won six out of seven games.

“They’ve got a tough division over there,” said Hepditch.

“We’re definitely going to have to go up and take it one game at a time and see where the chips fall.”

This weekend could allow the Thunder Cats to pull well ahead — Sunday’s rematch against Chase will be a game in hand over the rest of the Eddie Mountain Division.

“We have to find a way to keep a step from the rest of the pack,” said Hepditch.

The cornerstone of our family passed away early Tuesday morning after a short battle with cancer.

Ted was born in Kaleden, B.C. to one of the area’s pioneer families. He had an adventuresome childhood growing up in Kaleden among his many aunts, uncles and cousins in the King and Robertson families. His parents, his extended family in Kaleden and growing XS LQ WKH ·V ZHUH OLIH WLPH LQÁ XHQFHV RQ KLP He graduated from Pen Hi in 1942 and went on to graduate from the Ontario Agricultural College (now the University of Guelph) in 1947 with a Degree in Agriculture. It was in Guelph that Ted met Catherine (Cay) Ross and was married to her in the fall of 1947. Ted spent the next 33 years working for the B.C. Ministry of Agriculture in Nelson, Creston and Penticton, retiring from government service in 1979 as the Provincial Apple Specialist. The next ten years were spent as a horticultural consultant for the Okanagan Similkameen Cooperative in Oliver. Although it was disappointing to fruit growers in the area, Ted retired for good early in 1989. Ted and Cay enjoyed the next twenty years of retirement travelling and visiting with family and friends until Cay's death in 2008.

In early 2010, Kathy Buchowsky entered Ted's life and they were married in the summer of 2010. When asked about the short courtship Kathy responded "at our age there is no time for courting". Dad and Kathy enjoyed three great years together. Kathy has been an endless source of love, joy and support for Dad, particularly in the past year.

Ted leaves behind a multitude of friends, three generations of family and his wife Kathy. Proud to call him Dad are Murray (Linda) Swales, Marilyn (Rick) Hanson and Stan (Karen) Swales. He was Grandpa (or Grapes) to Carey Swales, Erin (Chris) Paul, Michael (Meaghan) Swales, Chris (Amanda) Swales, Colin Swales, Kevin Swales, Matt Hanson, Ryan Hanson and Krista (Jason) Colford. Dad was also a loving great-grandfather to Sebastian, Meryckx, Alaula, Jade, Caedyn, Taegen and Johnathan. In addition, his regular telephone calls will be missed by the multitude of nieces and nephews from across the country and friends around the world.

A Memorial Service to celebrate Ted’s life will be held on Saturday, October 5, 2013 at 1:30pm at the Penticton United Church, 696 Main Street, Penticton, BC. A reception will be held immediately afterward in the church hall.

Columbia Brewery’s proposal would put the rail spur 6.1 metres (20 feet) from other residential properties, not the 15-metre (50-foot) distance in rail land use guidelines.

A letter signed by Doug and Betty Fraser said that the application contradicts the town’s industrial use bylaw, which says, “uses of which are noxious or otherwise undesirable because of smoke, noise, glare, vibration, dirt, odour or electrical interference are prohibited.”

“Rezoning this proposed area from R1 to M1 and putting in a rail spur does not adhere to these guides,” the letter says.

“Therefore it should not be allowed.

“Labatts Brewery (sic) is one of the major employers of this community. We realize and respect the fact that [brewery manager Murray] Oswald is trying to cut costs and keep the brewery running efficiently. We would ask that he respect us as homeowners who are trying to protect our investments and more importantly our health.”

In a letter to the town, Oswald made a number of commitments to neighbours, some required under existing town bylaws and others not.

desire to manage costs,” he wrote. “As such, Columbia Brewery will commit to the following items to try and mitigate the impacts to all affected parties…”

The brewery committed to several plans in an attempt to mitigate the impacts to affected parties. Included are a provision for residents to decide on the height and colour of a decorative fence at the edge of brewery property, paying for up to $500 per property for trees and shrubs, removing existing residential fencing upon request, ensuring lighting is positioned to minimize glare for residents, and working with the CPR to use buffer cars between those being switched and engines, which would reduce noise, fumes and vibration at residences.

He said two malt and two syrup cars would be stored for unloading, and at maximum brewing levels, a car change would take place every four or five days.

“I would hope that these commitments will represent goodwill on behalf of the brewery and would be enough to satisfy all interested parties and allow for a favourable vote from town council members,” he said in his presentation.

Oswald pointed out that the brewery employs about 140 workers and is responsible for many other spinoff jobs. The $10.4 million annual payroll allows for families to

make their lives in an area where opportunities might not otherwise exist. In addition, the brewery is a major property taxpayer and pays for a large proportion of the capital and operating costs of the town’s waste water treatment plant.

“We have a very productive small brewery,” he said. “But our location makes transportation logistics cost extremely high.”

Trucking and rail costs to bring in brewing materials, bottles, canning supplies and other imports are much higher for Creston than in larger centres, he said.

“I have to find ways of reducing costs in order to keep our brewery economically viable,” said Oswald.

“With respect, I would like to point out that town council cannot consider the brewery’s promises to residents in its decision, because we can’t control all of them,” Beddoes said.

Council voted unanimously to put off a vote on the rezoning request until the Oct. 8 meeting, at which staff will provide further information.

Council Briefs •Council received a policing report for the first quarter of 2013 fiscal year from Creston RCMP Staff Sgt. Bob Gollan.

•A letter outlining the town’s inventory of industrial property and availability will be provided to the Agricultural Land Commission for its information as it considers an application to exclude land at 220 Arrowsmith Road (west of Highway 21) from the Agricultural Land Reserve.

•A grant of $500 was approved to assist with the operating expenses of the Creston Valley Hospice Society.

•A letter supporting a request to insurance companies to remind homeowners of the need to have working smoke alarms will be sent to the Association of Kootenay Boundary Local Governments and the Fire Chiefs’ Association of BC. •Council directed staff to explore the installation of a small sound system for the Spirit of Creston Square on 11th Avenue North at Canyon Street.

•At the request of Coun. Wes Graham, the town will express its support for the federal government to continue with job skills training funding at previous levels.

Creston Museum celebrating Kootenay Pass’s 50th CRESTON MUSEUM

It’s the highest all-weather pass in Canada. It was the final link in the southern highway across British Columbia, and an important connection between the economies of the east and west Kootenays. It changed bus routes and eliminated tolls on the Kootenay Lake ferries and on the Big Orange Bridge at Nelson. It led to the development of one of the best highways maintenance programs on the planet.

It is known officially as the Kootenay Pass, and unofficially as the Salmo-Creston highway or the Skyway.

And it will be 50 years old in October.

The first public traffic was allowed over the Kootenay Pass following a ribbon-cutting ceremony on Oct. 13, 1963. There were somewhere in the neighbourhood of 2,700 cars lined up, waiting for the go-ahead. After a long history of use

by First Nations people, fur traders and explorers, miners and loggers, and a 10-year-long effort to actually complete construction, the highest all-weather pass in Canada was finally a reality.

We think that’s worth celebrating, don’t you?

The Creston Museum, along with the Ministry of Transportation and Infrastructure, YRB Kootenay and a host of other groups, are hosting a celebration of the Kootenay Pass’s 50th anniversary on Oct. 6. The highways maintenance yard at the 1,774-metre summit will be the scene of a cavalcade of cars, welcome and commemorative speeches, and a ribbon-cutting ceremony.

There will be exhibits on a wide range of activi-

ties connected to the highway and surrounding areas, including a historical exhibit by the Creston Museum, information on the world’s southernmost

caribou population and a video showing the drama of avalanche control.
