An ambulance was called when Police K9 officer Const. Louis Beglaw, 50, was found unresponsive while on duty.

“He has some extremely close friends within the department… It’s been a very difficult week,” said Const. Jeff Palmer, adding he leaves behind his wife Sarah, their young son and daughter and his service dog Capone.

Const. Beglaw joined the WVPD in 2003 after a military career that culminated with service as the deputy commanding officer of the Royal Westminster Regiment of the Canadian Army Reserve. Before that he worked with Canada Border Services.

Graduating from JIBC Police Academy Class #98 in 2004, Const.

Beglaw is remembered as “a very dedicated officer” who went through extensive training to become a police service dog handler in 2007.

Photos show Const. Beglaw had a close relationship with Capone, a qualified drug detection dog.

“From talking with him, you knew he was very dedicated to his family and a nice guy to work with. Although — from a military background — he was very strong on proper trainer, proper procedures,” said Palmer.

he Residences on Mathers faces sharp criticism from both neighbours and West Vancouver’s design review committee.

In a report to council on Monday, staff recommended the project’s developers reduce the number or size of units, provide adequate visitor parking, increase green space and “introduce more variety, materiality and roof forms.”

Council will look at the plans again only if these changes are made.

The housing development application, made by Matrix Architecture, consists of 11 houses and four duplexes and would take the place of the North Shore Unitarian Church and the historic Elliott House at 370 and 380 Mathers Ave. in the British Properties.

But the suggested changes likely won’t be enough to please 35 Hugo Ray residents who came out to a public meeting to show their opposition to the project.

“Staff believes that the neighbourhood will be reluctant to support anything greater than single-family homes on the site,” said Lisa Berg, senior community planner with the district.

However, she added, redevelopment of the site with an increase in density beyond single-family homes would fulfill objectives in the Official Community Plan, a guiding document used by the district.

Oliver Webbe, president of Darwin Construction, the applicant for the project, said the housing development would provide options for young families looking to move to West Vancouver and for older residents wishing to downsize to smaller, more manageable housing that will allow them to stay in the district.

A

group of British Properties residents living on Wildwood Lane has asked council and the

police to stop longboarders from travelling at “high speeds” outside their houses.

Thirty-one people living on the short road above the Upper Levels Highway say longboarders and pedestrians in their path could be seriously injured.

Although longboarding is illegal in the district, the group wants to see enforcement stepped up.

“I have experienced several accidents recently, one in which a Long Boarder’s life was at risk while descending rapid-

ly down Wildwood Land on the ‘wrong’ side of the road, and headed directly for my vehicle,” wrote Janet MacQuarrie, in a letter to council accompanying the petition.

“Being unable to stop my oncoming car, I was forced to veer off the road rapidly for the safety of all.”

MacQuarrie, who is 75 years old, says she is also afraid for her life while out walking because longboarders have failed to get off their boards when they see her approaching on a narrow path near her home.

She suggests boarding should be supervised on designated hills during the summer.

A public safety meeting was called in June after a handful of longboarders were injured within weeks of each other, including a 17-yearold who collided with a van in Horseshoe Bay and two men in their early 20s who hit an oncoming truck in the British Properties. gered road closures said sanctioned events would increase safety and suggested alternating roads be closed to cars one weekend day each week.

But the idea has been difficult to implement.

“District staff have been considering this at a high level but there obviously are some challenges with that idea because of residents who might be affected by road closures,” West Van spokesman Jeff MacDonald told The Outlook.

Another option is letting longboarders use Cypress Bowl Road at certain times, he added. The road, however, isn’t controlled by the municipality but staff have contacted the provincial government to see what would be involved in closing it for select periods of time.

Since the sport is banned throughout West Van, Const. Jeff Palmer advises people to call the non-emergency police line if they see longboarders riding on the street.

“We are very proud to be working with such a well respected community group and look forward to improving our plan to reflect the feedback received from the local community and the West Vancouver Design Review Committee,” he told The Outlook.

Loss of neighbourhood character, traffic problems, lack of public transit and privacy problems were listed by neighbours as their biggest concerns. The Design Review Committee, on the other hand, was concerned with visitor parking, the style of buildings, the size and number of units and the fate of Elliott House, a heritage building built in 1960.

Despite opposition from nearby neighbours, council is willing to look at the developer’s plans if changes are made.

“I do think that there is a project in here that will strike an appropriate balance,” said Coun. Craig Cameron. “This is an opportunity we have to do something different in West Vancouver in housing than six huge houses on large lots.

“We talk-the-talk about wanting housing diversity in the community and this is a situation that allows us to either walk-the-talk or fail to do so.”

The 11 houses currently range from 2,106 to 2,457 square feet and the duplex units are 1,834 square feet — smaller than six typical houses that would normally fill the six lots.

An application in 2009 by another developer called for 48 units on the property. Objection to increased density led the number to be decreased to 33, then 24 and now 19 units.

“I think we can do much better in design and livability and the other issues that are mentioned,” said Coun. Mary-Ann Booth, adding, “I’m not hearing a lot of people asking for 7,500-square-foot houses…

I am hearing a lot of people asking for smaller, affordable, downsizingtype units.”

Bob Thompson, who lives down the road from the proposed Residences on Mathers, told council that neighbours support alternative forms of housing such as basement suites and coach houses, but this development doesn’t fit the community.

In March, other neighbours told council that the church was moving out of the British Properties to make a “windfall” on the sale.

Church members, however, said the church site is too secluded and too old, especially for elderly parishioners who can’t make it because of inconvenient bus service or the lack of wheelchair accessibility.

“Nineteen homes right through the centre of our neighbourhood just doesn’t feel like character to us. It feels like invasion,” said Dave Lust.

Angus Dinsdale’s pens a biography about his father Tim and his decades-long search for the Loch Ness Monster

T

he grainy, 60-second film footage of what looks to be a large object swimming in the murky waters of Loch Ness forever changed the trajectory of Tim Dinsdale’s life.

In 1959, Dinsdale, a pragmatic aeronautical engineer living in the U.K. with his young family, had been thumbing through a magazine when he came across the story about the Loch Ness monster, aka Nessie — a massive sea creature purported to be living in a body of water in the Scottish Highlands.

With four minutes remaining in the senior football tilt between Handsworth and Vancouver College, the Irish had just scored a TD to close within one point of the Royals, 35-34. It looked like the game was going to be tied by the visitors until Handsworth’s Alex Benning blocked the point after attempt. “This was a huge win for our seniors,” said Handsworth coach Jay Prepchuck in an email. “Alex Benning is a true warrior; he just took charge out there to set up the convert block.” Handsworth has moved up a weight class this season to the AAA ranks this season and will face much tougher competition but so far, so good.

Is longer better when it comes to municipal council terms?

A

number of interesting motions and discussions arose from last week’s annual Union of BC Municipalities convention, including a proposal calling for extending terms of office for mayors and city councillors from three years to four Bring it on.

Anyone who has regularly watched municipal politicians in action or has served on such a board knows the avalanche of information the newest members must absorb.

On top of learning the history of past decisions and choices to create the proper context for making good decisions, rookies must try to memorize the process and learn how best to work within those confines to be the most effective.

In our estimation, it takes between one and two years minimum for an elected official to reasonably understand how to do the job.

Therefore, this only leaves about one year of a three-year term that they’re sufficiently proficient to best represent the people who put them into office.

Extending a term by another year will give residents better bang for their tax buck,

reduce election costs and council turnover, and put municipalities in sync with provincial elections.

This timing would aid in limiting the costs some municipalities have had to accrue once a current mayor or councillor wins a provincial election, which, obviously, triggers costly bylections.

The proposal passed with a 60 per cent approval rate, with one rural delegate stating the idea came from “professional politicians” in the Lower Mainland, where pay is higher.

While that may be true, it doesn’t change the fact that this is an idea whose time may have come and it should be pushed forwarded as soon as possible.

And it’s not as though there isn’t precedent for this in Canada. If such a plan is enacted, B.C. would fall in step with every other province except for the Yukon, Northwest

here was lots to celebrate this year at North Vancouver’s Mosquito Creek Marina as the seventh annual Boat Show at the Creek sailed into town. Owned and operated by the Skwxwú7mesh Úxwumix (Squamish Nation), the marina was also celebrating its 50th anniversary in conjunction with the annual boat show. Feeling congested?

The Outlook examines why North Shore drivers are facing more gridlock than ever before and what is being done to fix the nightmare commutes MARIA SpitaLe-LeiSK S TA f f R e p o RT e R

T

he plan: leave the office near Capilano Mall at 5 p.m. to make a dinner reservation for 6 p.m. on Commercial Drive — a conservative estimate for the 13-kilometre trip considering it’s a weekday and the weather is favourable.

Exiting the parking lot last Thursday afternoon this Outlook reporter is faced with the daily driving dilemma shared by many working in the Marine Drive corridor: which route will most efficiently traverse the North Shore from west to east.

Will it be Low Level Road, Third Street or Highway 1?

Most days, in motorists’ recent memory, it has been a gamble — with one accident or stalled vehicle being the unpredictable variable in the equation. Either scenario has brought traffic to a grinding halt along the aforementioned arterial routes to the Ironworkers Memorial Second Narrows Bridge and created a backlog that sometimes stretches as far as Capilano Road.

Tuning into the traffic reports has become second nature for North Shore commuters, like putting on a seatbelt. On this day there is a stall mid-span on the Second Narrows and the only option is to wait it out in traffic.

Low Level Road is the route of choice. Five minutes into the commute and it’s smooth sailing so

far. But after rounding the corner from Forbes Avenue onto Esplanade Avenue something is amiss on the road ahead: traffic has come to a standstill in front of the landmark ICBC building.

One driver gets out of her car to obtain a better vantage point of the congestion. A few other frustrated motorists pull aggressive U-turns in the vain hope of bypassing the backlog.

The vehicles painstakingly inch along Esplanade, eventually reaching the intersection at Lonsdale Avenue after about half an hour.

At this rate, it’s apparent that making it to Commercial Drive on time is out of the question. The trip that should normally take 25 minutes when traffic is light took an epic hour and a half to complete.

In a display of urgency, at the first chance to pull over, two commuters are seen queuing for a portable toilet on the side of the road just past the Cassiar Tunnel.

So why exactly has North Shore traffic been so terrible as of late?

We know the District of North Vancouver’s population hasn’t increased drastically in the past decade. Statistics Canada census numbers show an increase of 2,102 district residents from 2001 to 2011.

There are also 10,000 fewer vehicles travelling over the Second Narrows Bridge on a daily basis, compared to seven years ago, ac-

cording to B.C. Ministry of Transportation figures.

One traffic congestion theory: the construction taking place near the Cassiar Tunnel as part of the Port Mann/Highway 1 Improvement Project. A third lane is being added on both sides of the highway from Brunette Avenue to the Cassiar Tunnel.

But with that project wrapping up soon, is there a road-work reprieve in sight for motorists? All signs point to no. Monday marked the start of a massive water main replacement project in downtown Vancouver on West Georgia Street — a feeder route to the Lions Gate Bridge and a congested area at the best of times. Only two lanes in each direction will be open to traffic during construction, which will carry on until the end of the November.

Meanwhile, construction is underway on a new overpass on the east side of Vancouver that will see Powell Street closed between Hawks Avenue and Clark Drive until next summer. Powell Street serves as an arterial route for tens of thousands of drivers and transit users travelling daily between downtown Vancouver and across the Second Narrows Bridge to the North Shore.

And, starting in late October, work crews will begin widening the sidewalks and adding a safety fence on the Second Narrows Crossing,

as part of a $20-million Ministry of Transportation project. There will be overnight lane closures on the bridge during the construction, which is expected to last until the spring.

It’s easy enough to gripe about traffic, construction-related or otherwise, but what is the solution?

S

teve Ono, DNV manager of engineering services, keeps an eye on changing traffic patterns.

“It’s been pretty crazy,” Ono told The Outlook last week.

Knowing the number of vehicles travelling on North Shore roads hasn’t increased, he points to construction along the Highway 1 corridor as the congestion culprit.

Anyone who has been stuck in a traffic bottleneck near either of the North Shore bridges has probably said to themselves, “If only there was one more lane, that would solve the problem.”

The reality is, given the North Shore’s geography, simply widening a road or creating a new route to traverse the region is physically impossible in a lot of places.

“There are lots of reasons why you can’t willy-nilly build roads everywhere,” says Ono. “There are lots of ravines and creeks to cross.

because eventually you run out of space.”

Getting people of their cars will remain a priority for the district as they move towards a 2030 target, part of their Official Community Plan, of having 35 per cent of residents using an alternative mode of transportation — whether it’s walking, cycling ]or public transit.

To help facilitate this goal, the district is densifying its town centres with pedestrian-friendly development centred around transit hubs and cycling paths.

But at least one district resident is calling the densification plan for Lynn Valley’s core a case of putting the cart before the horse, saying the OCP does not include a formal transportation plan for the area.

Alex Schwarz is concerned about the district opening the door to 5,000 new residents in Lynn Valley over the next two decades without a firm commitment from TransLink to increase bus service.

“The increase of 5,000 people in Lynn Valley will require a substantial increase in bus service in this area,” Schwarz told DNV council on Monday. “It takes 100 buses in the morning and 100 buses at night to move 5,000 people. No high density development can go ahead in Lynn Valley or anywhere in the world without a plan to provide public transit.”

In its North Shore Area Transit Plan — a long-term transit vision that stretches to 2040 — TransLink does identify future frequent transit corridors serving the Lynn Valley town centre area.

DNV Coun. Roger Bassam, a Lynn Valley resident himself, says the district has to create a transportation network and a population density plan to entice TransLink to invest in local transportation.

He points to the single-family-home-saturated Seymour area, saying those residents will most likely never see rapid bus service.

Bassam has deep concerns about the district’s transportation vision for the future given the growth expectations locally and across the Lower Mainland.

“I think we are going to be a car-centred community for a long time,” says Bassam.

he Lower Lynn-East Keith Road traffic crawl to the Second Narrows Bridge has been the bane of transportation on the North Shore since the highway was put in.

That is Bassam’s assessment of the notorious congestion hotspot that has plagued North Van motorists — many of whom aren’t going over the bridge, but rather just trying to drive home to the Seymour area. They make up part of the 293,000 daily commuter trips that don’t leave the Road to RepaiR - North Van politicians, North Shore.

Rob Newell photo He has spent the past year brainstorming alongside Ministry of Transportation consultants, staff representatives from both North Van municipalities, technical experts such as architects and engineers and citizen representations from the affected neighbourhoods.

As they share ideas for a redesign of Highway 1 interchanges in the Lower Lynn and Seymour areas, the overarching question remains: how will we create an independent flow of traffic from east to west?

Bassam says the community working group started by taking a blank slate. Then they began looking at who uses those road networks and the existing traffic challenges.

John Leyland, longtime Seymour resident and vice-chair of the Highway 1 community working group, doesn’t really need to listen to the traffic reports.

The president of Leyland Construction Ltd. just looks outside his office window, which overlooks East Esplanade Avenue and the Low Level Road.

Where it really pays him grief is if he has to meet a client in the Main Street area around 3 p.m. Then he’s fighting the traffic twice.

“I just shudder that I have to go back to my office,” says Leyland.

He has found a secret route that cuts about five minutes off his commute.

“When I see that Keith Road traffic is backed up, I take Moody [Avenue],” explains Leyland.

Leyland, who was born and raised in West Vancouver, says community involvement has been always been part of his family — which explains why he signed up for the Highway 1 community working group.

A grab-bag of weekend wines

his week, possibly my favourite kind of column. A handful of recently-tried wines I’ve been itching to share that have nothing in common with one another except the fact that I can’t stop thinking about ‘em. Go out on a limb and give one or two a whirl this weekend!

Kuheiji 2011 Junmai Daiginjo – Human | Nagoya, Japan | $69.99 | ThatsLifeGourmet.com/ Restaurants I’m really not a sake guy. kurtis@kurtiskolt.com It’s the result of a limited comprehension of the stuff combined with my frustration of the lack of acidity to my western wine palate. I recently tried this one though, and everything changed. The producer has more of a shared “western” wine philosophy and steers his sakes in that direction; vintage-specific, lively acidity and abundant, fresh flavours.

This is a pricey bottle that’s a rarity around town, so you’ll have to contact their importer to nab one, or grab yourself a glass at places like Blue Water Café or Kingyo. A slew of grapefruit will jump out at you, with Gewürztraminer-esque lychee in the mid-palate and then some fresh licorice-y anise on the finish. A game-changer for me.

The acidity here is good and lofty, with some dusty tannins keeping everything in place. A good bite of extra-dark chocolate on the finish will keep you coming back for more.

Apricot walnut stuffing

hanksgiving came a little early at The Outlook’s sister paper WE Vancouver office when A Bread Affair’s dropped off a sample of its Follow usApricot on Walnut stuffing made with JD Farms’ turkey stock.

Unable to wait, it was devoured in minutes, sans turkey. We loved it so much we asked for the recipe.

Apricot Walnut Stuffing Recipe Ingredients 1 loaf of A Bread Affair’s Apricot Walnut 1 cup diced onion 1 cup diced leeks 1 cup diced celery 4 TBSP minced parsley 1 cup JD Farms Turkey Stock ½ TSP minced garlic 1 TSP salt ½ TSP pepper 2 TSP poultry spice 1/2lb butter Method Cut bread into ½ inch pieces. In a 4 quart pot, melt butter on low heat. Add in diced onions, leeks, celery and sauté until tender, stirring constantly. Add in minced garlic, parsley, JD turkey stock, salt, pepper, and poultry spice. Mix together, stirring for 5 minutes then add to bread and mix well. Transfer to a baking dish, cover with foil, and bake at 200° C (400° F) for about 30 minutes. Uncover and bake until top is browned, about 10 to 15 minutes more.

Can you take one less car trip per week?

Just the opposite really. “It gave us such a richness of family life,” says Angus.

“Everything was an adventure.”

His mother, Wendy, who worked for the government, was a “staunch supporter” of her husband’s passionate search for the sea monster and all the kids (Angus has a brother and two sisters) cherished the annual summer trips to the loch as a family.

His father died in 1987 and although he didn’t solve the mystery of the sea monster he left behind a lasting legacy and body of research, having written several books and extensively lectured on the subject both in the U.K. and abroad.

Angus has always felt that his father’s story was unique and he’s wanted to write it for years.

Then in 2009, he got that chance. “Sudden unemployment presented me with the time and a redundancy payment provided the financial cushion,” he explains.

“I’ve probably been thinking about it for 15 years.”

As he notes, his book is a biography about a man who reads a magazine article about Nessie one day “and it changes his life.”

It took Angus around 10 months to research The Tour de Coast — which includes the Sea to Sky and write the book, which is published by corridor, Sunshine Coast, North Shore and cities in Hancock House.

W

hat’s black and white and 260 horsepower?

The new Ford Police Interceptor sedans that you’ll soon be able to spot on the streets of West Vancouver.

The West Vancouver Police Department is replacing its aging fleet of Crown Victorias with the Interceptors.

The first 2013 Ford has just arrived and a second is due by the end of the year.

Ford has a long history of supplying police departments with purpose-built vehicles that dates back to the 1950s. When the U.S. car company discontinued the Crown Victoria in 2011, the WVPD opted for the Interceptor as a replacement because it met all their requirements for a service vehicle. (The VPD, meanwhile, have gone with the Dodge Charger.)

WVPD Const. Jeff Palmer said durability and an all-wheel drive platform were important factors when selecting a new police vehicle. “[That] gives us real flexibility in responding to winter calls in the British Properties and Cypress Mountain,” he says. “It gives us a broader range of vehicles that have better capability for poor road conditions.”

Under the hood, the Interceptors have a 3.5-litre V-6 engine rated at 260 horsepower.

The six-speed all-wheel drive vehicles have four-wheel anti-lock disc brakes, several other safety features and all of the emergency lighting is LED.

The EPA fuel economy ratings for the vehicles are 18 miles per gallon (city) and 26 MPG (highway).

The rear-wheel-drive Crown has a 4.6-litre V-8 that produces less horsepower (205) while burning more fuel — 14 MPG (city) and 21 MPG (highway) — than the Interceptor.

The new Interceptors cost approximately $44,600 each and will be phased in as the WVPD’s current fleet of Victorias are retired (either when the vehicle reaches 160,000 kilometres or a certain age). When possible, the WVPD plans to transfer over and re-use components from its retiring fleet vehicles to help reduce costs.

The WVPD already has two unmarked Interceptors — a sedan and an SUV — in the traffic section.

When the new vehicles arrive from Ford they are already painted black and white. A North Shore company then adds the WVPD’s decals.

Other police-specific modifications for the vehicle include rooftop emergency lighting, a prisoner transport cage and dashboard and centre console mountings for a computer, radio and other accessories.

“With the all-wheel drive they handle very surefooted,” says Palmer. “They handle very well and they’re more fuel efficient but they still have all the speed and power that we need for safe emergency responses.”

2014 Tacoma offers sportier look and more multi-media options

One million Toyota trucks... and counting Toyota Texas produces one millionth truck

t’s been said that the stars at night are big and bright, deep in the heart of Texas.

However, today in San Antonio, Toyota trucks are shining. Recently the 2,800 team members at Toyota Texas, on the city’s South Side, celebrated the milestone of assembling the plant’s one millionth truck – a Sunset Bronze Mica coloured, 1794 Edition Tundra.

Toyota Texas produces the Tacoma and Tundra trucks and will celebrate its 10-year anniversary since groundbreaking this fall.

The new 1794 Edition Tundra is considered a tribute to the ranch, founded in 1794, on which the truck plant is located.

Some notable facts and stats about Toyota Texas and the one millionth truck milestone: • If you lined up the one million trucks Toyota Texas has produced, it would stretch approximately 3,700 miles (approximately 5955 kilometres); or approximately from The Alamo to Honolulu, Hawaii.

• The redesigned 2014 Tundra is among Toyota’s most American vehicle ever. Styling was completed by Calty Design Research centers in Newport Beach, Calif., and Ann Arbor, Mich.; and it was engineered by the Toyota Technical Center, also in Ann Arbor.

And payload is really what any pickup is about. Depending on two or four driven wheels, the 4.3-litre can handle 877 kg in the short box and 850 kg in the long box in 2WD. With the 5.3-litre, payloads range from 848 kg in 2WD/long box to 846 kg in the 4WD/long box.

Chevrolet refers to the cargo area as its “smarter box” because of features such as the CornerStep at the outside corners of bumpers plus handholds built into the new box rail protectors for easier access. The bed is also available with new upper tie-down hooks, under-rail light-emitting diode lighting, and an EZ Lift and Lower tailgate.

During the press drive we were offered the opportunity to tow boats, Bobcats and boxes filled to the brim with firewood.

One exercise had us sampling the optional Hill Descent Control that is turned off and on by a toggle switch and the centre stack.

With that huge hood stretching out before you, it still takes all my courage to nose over and go over a cliff not being able to see the ground or how steep it is below. Ergo I stood and watched others to it.

I guess you get used to this with

practice, but not me. Safety features are many including Forward Collision Alert, Lane Departure Warning with an Active Safety Seat, Front and Rear Park Assist. StabiliTrak with Trailer Sway Control and Hill Start Assist are standard on all Silverados.

I did most of my driving in what should be the volume seller, the 4WD LT Crew Cab with long box and it drove like a Cadillac DTZ. The standard equipment list is long and includes MyLink with Bluetooth/ smart phone integration/voice activation, 4.2-inch driver info centre and lots of exterior chrome and 17-inch polished aluminum wheels.

I really liked the analog gauges including the four secondary ones for fuel, temperature, oil pressure and volts.

I like to see what my engine is doing rather than have a warning light come on after the fact.

What probably stood out most of all is the sophistication of the Silverado from the simple rotary knob to select drive mode to the easy to use MyLink connectivity.

Being a hard worker used to be the only reason for buying a pickup — but that’s all changed.

And this next-generation Silverado shows Chevrolet knows what it takes to get the job done.

There’s no extra charge for varying box sizes and 4WD adds $3,760 - $4,565 depending on the model.

With that much selection, it takes some time to run everything off the assembly line. Currently, GM Canada’s website shows only Crew Cab models available in three trim levels, which makes sense when you consider that Crew Cabs make up 60 per cent of all Sierra sales. Regular cab models, Double cabs and Denali versions will debut later in the year along with the 6.2-litre V8 engine mentioned earlier.

Our testing was limited to Crew Cab models and, specifically, we drove a 2014 Sierra SLE 1500 4WD Crew with the 5.3-litre V8.

This motor pulls confidently, with or without something hooked onto the trailer hitch and the Active Fuel Management indicator, showing that the engine is running on only four cylinders, flashes on often, even when cruising while towing.

With the 4WD, our tester’s fuel economy was rated at 13.3/9.0L/100km (city/ hwy). But it’s always been my experience that the real world combined average is closer to the city rating and, here again, our results tended to average around 13L/100km. With our 5,200 lb trailer hooked up, that average jumped to 23L/100km.

It all gives you a pretty good idea of why GM Canada is boasting so confidently about their latest generation contender in a very competitive full-size pickup truck market.

And with three new powertrains, varying trim levels and configurations, along with an updated cabin and a full suite of available amenities and driving technologies, the 2014 GMC Sierra 1500 lineup offers pickup truck intenders plenty of choices to choose from.

ASK THE EXPERTS GRANT CONNELL SERVES UP NORTH SHORE REAL ESTATE ADVICE Former professional tennis player turned real estate agent Grant Connell is always on top of his game.

No longer serving up aces on the court, Connell is now taking on Vancouver’s real estate market which can be just as competitive as a Wimbledon doubles final.

But enough with the tennis talk. While some of the traits learned through the sport — a hard-driven work ethic and perseverance — have carried over into Connell’s real estate career, he has put that part of his life behind him.

Connell has carved a new reputation for himself as an honest realtor who puts his clients first.

A rewarding part of his career is working with people who have been out of the real estate market for a long time and may be nervous about their next transaction — whether it’s buying or selling a home.

For sellers, Connell’s advice is to not wait until the last second to put your house on the market. He has seen this scenario play out many times:

seniors, who have had a fall or are no longer able to negotiate stairs, having to sell their home in a heartbeat.

“There is nothing worse than a panic sale.

The word gets out pretty fast and you don’t get the top dollar,” says Connell.

Seniors looking to downsize should be aware when buying apartments because it’s easy to get taken advantage of, especially where special assessments are concerned.

“You have to do your homework. Understand the [strata] minutes,” advises Connell.

He says more and more seniors are downsizing as West Vancouver’s condo stock grows with new developments cropping up at the base of Cypress Mountain and in the Dundarave area.

The same advice that Connell has for seasoned real estate investors rings true for first-time homeowners. The low maintenance and lower price tag appeal of condos can cloud the minuses.

“I’ve seen a few people get stuck where they have gotten a place that did not allow rentals,” says Connell.

Also, he says it’s important for any potential homeowner to talk to their bank and their mortgage broker, because lending rules all changing all the time. And remember to ask about a home loan exit strategy.

Asked to forecast Vancouver’s housing market for the next three months, Connell says, “I think we are just going to see a consistent normal market — you price it right and you will sell it.”

n July CBC Radio reported that 59 per cent of Canadian retirees now carry debt.

Scooter regulation plan runs out of juice

A

bid by the town of Sidney to regulate the use of mobility scooters on sidewalks was rejected in a split vote by local politicians last Wednesday.

On the advice of the executive, delegates to the Union of B.C. Municipalities convention voted to drop a request for provincial licensing of sidewalk scooters, and to exclude motorized wheelchairs from any restrictions.

But a majority of delegates voted against any kind of regulation.

Sidney Mayor Larry Cross urged support, telling delegates there has been one fatality in his community, and two “serious rollovers” this past summer as scooters shared sidewalks with pedestrians.

“We’re kind of the canary in the mine in terms of the aging population, and the incidents and conflicts can only grow over time,” Cross said.

Other council members were unimpressed.

“If you have a problem with your sidewalks and people are rolling over, maybe you need to fix the sidewalks,” said Langley Township councillor Bob Long. “There are motorized bicycles, so is that the next thing, we’re going to license bicycles?”

Sidney councillor Melissa Hailey said the community has “wonderful sidewalks,” but education and some regulation is needed.

“There is no real legislation or any ability to deal with unsafe scootering on our sidewalks,” Hailey said.

“Drinking and scootering is very hard to enforce.”

Nelson councillor Robin Cherbo said some solution is needed. His community has narrow sidewalks and some scooter users take to the roadway, without flags or lights.

R

esidents of some older apartment buildings may not have to obey Metro Vancouver’s directive to separate all organic food waste starting in 2015.

The regional district’s zero waste committee voted Monday to let member cities exempt specific apartment buildings when the organics disposal ban in place for regular houses extends to multifamily residential.

Diverting organic waste is a key plank in Metro’s plan to reach at least 70 per cent recycling but local cities increasingly admit it’s too difficult for older apartment buildings without space for specialized bins.

The recommendation, which still needs Metro board approval, Roger Bassam is part of a proposed bylaw to block garbage exports that regional planners have revived after a previous version was rejected Sept. 5.

Residents in exempted multifamily buildings would continue to toss their food waste in the garbage, which would be taken to a material recovery facility (MRF) that would use various technologies to extract the organics and other recyclables.

Since apartments have dismal recycling rates of around 15 per cent – dragging down the regional average – it’s thought that mixed-waste MRFs may retrieve more usable material that will otherwise be dumped or incinerated, so Metro has agreed to let private firms build and run the automated plants.

After years of touring with bands throughout Canada, the U.S. and overseas, his main challenge was coming up with a unique sound — one that was exclusively his.

But he managed to do just that and has earned himself a spot on CBC Searchlight’s “Top 20 Lower Mainland Best New Acts” by setting himself apart with an innovative acoustic live looping technique.

“Simply put, it is the art of ‘layering music’ to create an entire song. There are no pre-recorded backing tracks used,” says SpiritCool, dressed in his signature black pants, dress shirt, tie and hat.

To create and perform original, Top 40 and classic songs, he records a phrase of a song and then “layers” on top of each section.

“This is all completely live,” he tells The Outlook proudly of his hard work creating a unique sound, which is put together in his first album All The Pieces.

While in high school SpiritCool took theory and piano lessons in Lynn Valley then went on to video engineering courses in Vancouver and Calgary, as well as hours teaching himself the craft.

He joined several bands as lead vocalist and on bass, guitar and persuasion and toured for years nationally and internationally, including across the U.K. and Japan, with members from Trooper, Prism, Poetic Justice and other bands.

“During the years of touring, many days were spent honing and practising a craft but in the wings, the journey to create one’s own sounds was my main objective.”

copy because I would miss out on the thrill of watching its world premiere on the big screen of a darkened theatre with a whole bunch of other movie lovers at the Vancouver International Film Festival.

If you head to VIFF.org and look up 3 Days in Havana, it says this: “In Havana on business, Jack Petty (Gil Bellows, who directs with Tony Pantages) finds himself mixed up in a conspiracy that includes assassination, kidnapping and more. The fun here comes not just from the gritty details, sharp plot twists, close shaves and slick repartee, but from the knowledge, quickly acquired, that nothing is what it seems.�

So, now that we have the plot out of the way‌ But there’s something else we should clear up, first. 3 Days in Havana is not Seven Days in Havana, and not just because it was made with a lot less money and five fewer directors. Bellows (Smallville, Ally McBeal, Shawshank Redemption) and Pantages came up with the name of their movie first but Benecio del Toro et al finished and distributed their seven days/seven directors film first.

For Pantages, 3 Days in Havana pays homage to some of his favourite films by mentor John Schlesinger (Midnight Cowboy, Marathon Man). It also celebrates Cuba. Even though the film is about deception, conspiracy and murder, Cuba is not cast as the bad guy.

It’s the people who go there who do bad things. “Havana is fuelled by spirit, resilient to tragedy and buoyed by pride,â€? says Pantages. “Cuba is the David to the world’s Goliath‌. It made us hold up a

mirror to ourselves. The villains aren’t Communist Cubans. The villains are people you and I know.�

It was a dream to shoot there because everything was possible. Need a street scene? No problem. Have a sign on a building in the background? You don’t need to have it removed. Besides, it’s a city of great beauty and charm. “A blind man could shoot an award-winning film in Cuba,� Pantages says.

Pantages and Bellows wrote the initial script with lots of input from friends. In the final stage, Steve Pink (Gross Pointe Blank, High Fidelity) came on board. He was working with Bellows on another project and “fell in love with� 3 Days in Havana. “He directed scenes on the written page,�

Pantages says.

As co-directors, Pantages says he and Bellows “had each other’s back. We’re a two-headed beast. Gil’s an intelligent, analytical man who break things down.

I’m ‘throw the spaghetti against the wall and see if it sticks.’�

Twenty-six years ago, Pantages and Bellows met when they were both acting in a project in Tofino. “We were sitting on a log telling stories to one another.

We shook hands and said we were going to make quality films.�

Christopher Heyerdahl (Twilight Saga, True Blood, Hell on Wheels) plays a Canadian Consulate official in 3 Days in Havana. He and Pantages have been friends since they were in Barry Rector’s musical theatre class at West Vancouver secondary. “We were the Glee kids and Barry really inspired us.

He’s still a mentor to a lot of us,� says Pantages, who gives a shout-out to Rector and Schlesinger in the movie’s credits.

Heyerdahl shares Pantages’ reticence about giving too much away about his character, Anders. “It’s difficult to describe‌,â€? he says. “You can’t say good guy or bad guy. He creates conflict and he’s not who or what our hero expects. He surprises both the characters and the audience.â€? “What we perceive and what is happening can be two different things,â€?

Pantages says with that air of mysteriousness.

Other actors include Greg Wise and his mother-in-law Phyllida Law, John Cassini and fellow Vancouverites Robin Dunne and Lauren Lee Smith.
