Grand Forks City Hall was struck on Sept. 19 by fire. Grand Forks Fire Rescue responded to a call at approximately 5:30 a.m. and found the main floor of city hall engulfed in flames.

“When I got here, about four minutes after the initial call, fire was visible through the front

Firefighters concerned

At Monday night’s Midway council meeting Mayor Randy Kappes reported that, while in Vancouver attending the UBCM convention, he received a phone call from Vlodko Barchuk with regards to the fire department radio channel and extension of fire coverage to the Kettle Valley area.

He expressed the membership’s concern with the amount of time it is taking to resolve these issues,” Kappes told council.

Kappes said he had updated Barchuk as well as he could from Vancouver, saying that the village had received two quotes for the necessary equipment but was still waiting on approval (from Industry Canada) for a second

channel and that there was little the village could do to speed this issue up as approval was subject to federal oversight and outside council’s control.

“We also need to coordinate with the regional district, as they own the equipment involved,” said Kappes.

“As for the Rock Creek coverage meeting I apologized because I was holding up the informational meeting by asking staff to have more information than it sounds like is needed at this point,” Kappes elaborated.

“I had asked staff to put together all the information on costs as well as identifying the separate improvement costs for each potential property. But there is no point in doing all that work if

there could be a different way of funding it.”

Kappes said he had not been aware that there is debate amongst the property owners in the proposed fire protection service area over how the service should be funded—whether by improvement value or by flat fee per parcel. “That is my understanding of it, unless something comes up that I haven’t been made aware of.”

“I have now committed to holding a meeting as soon as possible to resolve this and any other questions,” Kappes pledged.

Kappes said he is looking at the second week of October, but still needed to contact the fire department to make sure that date works.

Museum in dire financial straits

Midway Council held their second meeting of September on the fourth week instead of the usual third Monday because most of council and the village administrator were in Vancouver at the UBCM convention.

Administrator Penny Feist told council that she had received a call from Kettle River Museum Society president Tannis Killough the previous Saturday night informing her that the museum is in dire financial straits because of staffing expenses over the summer.

According to Feist they were required to pay higher source deductions than in past years and the museum has faced funding delays for a student grant.

Killough said they paid only $750 for source deductions in 2012 and $2,873 this year.

“It certainly hit us hard— it was something we had not anticipated,” she said, adding, “This should not reflect in any way on the Museum Manager Terri Brownell. She was very accomplished.”

Feist said the museum directors had held a special meeting and looked at options including establishing a line-of-credit at a financial institution. “However they are in urgent need of funds now,” she added. “They are requesting a one-time-only advance of $1,500 on their 2014 grant-in-aid.”

Kappes noted there is a “fair difference between amounts of grants given to differing groups.”

Councillor Dick Dunsdon asked if anything could be gained from looking at how Greenwood runs their museum, adding, “We are going to have to look at a new way of doing business in the community,” said Dunsdon. “Maybe we are going to have to look at somebody participating in some

kind of position that manages, for example, the museum and the arena bookings.” He told council he will be bringing this forward at a later meeting.

Councillor Marguerite Rotvold asked if the museum had applied for a grant-in-aid from Area E rural director Bill Baird.

Killough later told the Times the museum has not yet approached Baird.

Councillor Gary Schierbeck said the museum board should be invited to meet with council so the issue could be discussed with more information.

Council voted to extend the $1,500 advance on the 2014 grant-in-aid for the museum.

In 2013 the museum received a grant of $7,850 from the village. *** Bylaws 447, 448, and 449 received three readings, exempting from taxation both land and improvements for King of Kings, Kingdom Hall of Jehovah’s Witness, the Boundary District Curling Club and the ambulance bay. *** Feist reported that a rental contract for office space in the basement of the medical clinic is ready for signing with Grant Storzuk, owner of the Osoyoos and South Okanagan Physiotherapy and Active Living Clinic.

Storzuk will operate a halfday per week out of Midway. He began offering half-day physiotherapist services at the Rock Creek Clinic earlier this month. *** Feist reported that Dave and Debby Klassen of Agrecomm Construction in Osoyoos, general contractor for the arena dressing room addition sent a card of congratulations on

the opening of the new change rooms and that they had included a cheque for $250 to be used for the arena. *** Rotvold reported that the BEDC met on Sept. 10 and have decided to advertise in the Kettle River Express and Visitor’s Choice in 2014. *** Dunsdon reported on some of the workshops he had attended at UBCM. He noted that Saanich and Seattle both have zoning that allows sales from backyard gardens in an attempt to make local food available . *** He also attended a workshop on 911 funding issues. Currently 911 services are paid for through property tax and a fee levied on landlines, but with the number of landline phones dropping there is talk of instituting a fee on cell phone accounts. This at a time when the service is struggling to accommodate new technologies such as texting. He noted that almost 25 per cent of all 911 calls are abandoned calls or pocket calls (caused by mistakenly dialing). *** John and Teresa Coburn were present in the gallery and asked if a decision had been made on the dog issue they had raised at the Sept. 3 meeting.

Three Coburn dogs were classified as dangerous dogs following an incident in June.

As such they must be muzzled as well as on a leash when in a public place. The Coburns had appeared before the Sept. 3 meeting requesting the dangerous dog edict be rescinded as well as suggesting a number of policy and procedure changes in the village’s handling of animal complaints.

Kappes said it would be discussed in camera following the public meeting.

Grand Forks Mayor Brian Taylor and City Administrative Officer Doug Allin flew back to town last Thursday (Sept.

19) from the Union of B.C. Municipalities conference in Vancouver after learning of the fire at city hall. The two cancelled all their remaining meetings and hopped on the next available plane.

Later that day, following a brief press conference, the two, along with Fire Chief Dale Heriot, RCMP Staff Sgt. Jim Harrison and a member of the RCMP’s arson investigation team toured the building.

In his press conference, Taylor was quick to praise Grand Forks Fire Rescue for their strong work in containing the fire.

“The job done by the fire department was phenomenal,” said Taylor. “They put it out; they contained it. They used minimal water so we had less water damage.

It looks like there was minimal damage to the archival material in the basement primarily due to how they fought the fire. They knocked it down without doing much damage inside which saved us

an awful lot of money. The smoke damage upstairs is minimized. The structural damage to the building is minimal. The structural integrity of the building was not compromised.”

A temporary city hall has been set up at the public works office at 130 Industrial Drive with access to remote online databases. A more permanent location is being sought and will be used until building renovations are complete. Other systems for residential and business services such as utility bill payments are being set up over the coming weeks as well.

The City of Grand Forks held a special council meeting on Monday at the Senior Centre in City Park to discuss how they would conduct business after the fire at city hall. Mayor Brian Taylor and all of council were in attendance, as well as several city staff members and about 20 residents.

Allin said he expects the whole process of rebuilding the building will take from three to six months, although it is hard to gauge.

He also stressed that the city’s insur-

ance coverage would cover all the relocation costs as well as public relations/ advertising to let residents know any pertinent information.

Mayor Taylor sounded upbeat about the meeting. “I think we had a reasonable turnout given the limited notice.

I’m glad there were some people that were here and were able to ask questions. It didn’t really go on too long in terms of the discussion of the damage.

I think more people wanted to know about the guy who did it. But I think Staff Sgt. Harrison’s comments about the ongoing investigation was respected and people didn’t get into it too much.”

Fair huge success for 4-H MARIJKA VAN KUIK Submitted

One fair over and one to go! This year’s Rock Creek Fall Fair was a huge success for the Boundary “C” 4-H Club; we made ourselves known!

Adele Fossen reported about the 4-H ranch horse events being a great success!

In the ranch horse equitation class, first place went to Jade Fossen, second to Olivia Baia and third to Hailey McLaren.

In the ranch horse demonstratio,n there were no placings as it is a team event; however Ben MacFarlane was recognized as the most improved rider. They got the cows loaded into the trailer, which was in the middle of the arena.

In the third class of ranch horse sorting, they practiced sorting cow/calf pairs and each rider received a participation prize.

No one got hurt and everyone had fun!

Photography, our newest club project, had a large display in the pavilion.

Each member had to put together a scrapbook using criteria from 4-H Canada. They also had their five best photographs from their scrapbooks as framed

5x7s and their enlarged and framed photo to be auctioned in Barriere. Marijka van Kuik took 1st for her display, with Matthias Bergandahl taking 2nd.

Olivia Baia, who took 3rd, was also the photography aggregate with points accumulating from other photography classes entered.

Results for the clothing/sewing classes were: Main Project – 1st place Jade Fossen with a denim skirt, 2nd place went to Adele Fossen and her one-piece pajamas, and Marijka van Kuik placed 3rd with a pair of blue jeans.

Accessory Project – Marijka van Kuik took 1st with a summer top, 2nd place went to Jade Fossen with a mini purse and Analia van Kuik took 3rd with a fleece hoodie.

Alternate Project (quilts): Adele and Jade Fossen took 1st with Marijka and Analia van Kuik placing 2nd. The aggregate was Jade Fossen, who is a first year member.

On Sunday afternoon, the clothing/ sewing girls had a short fashion show on the dais, modeling the clothing and

quilts they made this year. When the club goes to Barriere, the quilts will be auctioned off to keep someone warm and cozy.

The beef members did very well.

Dawson Harpur took overall champion steer with Sara VandenBorn as reserve champion. In the Beef Light Weight class Dawson Harpur again took 1st, withe Sara VandenBorn in 2nd and Rylonn Elliot in 3rd. Tristan Frankie took 1st in the beef heavy weight and Alec Elliot took 2nd, with Brittany Filmore in 3rd. The showmanship classes were Sunday morning and Rylonn Elliot took 1st in the junior showmanship, 2nd went to Sarah MacDonald and 3rd went to Hanna Harpur. Dawson Harpur took another first in senior showmanship, with Sara VandenBorn in 2nd, and 3rd going to Brittany Filmore. These steers will all be auctioned in Barriere as well. A few toes were stepped on but other than that there weren’t too many injuries.

Soon we will be heading off to Barriere for the Provincial 4-H Winter Fair.

Elementary and high school students in the Boundary, and throughout B.C., will not have to miss any class time as the Canadian Union of Public Employees (CUPE) has reached a tentative Provincial Framework Agreement with the B.C. Public Schools Employer’s Association (BCPSEA). The agreement was unanimously endorsed by the CUPE BC K-12 Provincial Bargaining Sub-Committee and will be recommended to the CUPE K-12 Presidents’ Council for endorsement.

Each CUPE union local will then take this provincial agreement to their respective tables

with school districts to conclude collective bargaining, said a press release from CUPE. “Over two years, this agreement provides our members a total 3.5 per cent wage adjustment, with no concession,” said CUPE BC K-12 Presidents’ Council Chair Colin Pawson.

“We were able to work with the employer on a pay direct drug card.

“As well, the agreement recognizes the professional role of education assistants through formal changes to the School Act and collective agreements.”

The agreement provides a one per cent wage increase on July 1, 2013, two per cent on Feb. 1, 2014, and 0.5 per cent on May 1, 2014.

“CUPE BC’s 27,000 education workers are vital to keeping our schools clean, safe and inclusive,” said CUPE BC President Mark Hancock. “I want to thank all 85,000 of our members across the province, and our K-12 members in particular, for their solidarity. It’s only because we held together that we were able to negotiate a fair and reasonable contract, despite demands for concessions from the government.”

“I would also like to thank the BC Teachers’ Federation for their unwavering commitment to public education in our province and for their strong support during these difficult negotiations,” added Hancock.

Nominate now It’s the time of year when small businesses are singled out for recognition of their contributions to our community.

Small Business Week (Oct. 20-26) is coming up next month and Community Futures Boundary and the Boundary Country Regional Chamber of Commerce are partnering to sponsor the Business Excellence and Community Awards.

Last year there weren’t many nominations from the West Boundary.

We need to change that. There are several establishments in our end of the Boundary that have worked hard over the past year to provide goods and services to us. This is an opportunity for locals to acknowledge them.

Organizers are keen to encourage the general populace to participate, and we in the West Boundary should be keen to nominate the local businesses that have worked hard over the past year to earn a place in the local economy.

There are nine Community Awards categories, open to any business in the Boundary.

Well on its way Greenwood’s new well is close to being hooked up. That explains all the holes being dug at the north end of the ballpark. In 2011 the City of Greenwood received a grant for $394,400 for a well replacement/rehabilitation project through the Towns for Tomorrow program.

Approved Towns for Tomorrow projects were eligible for up to 80 per cent provincial funding.

Grand Forks Gazette Reporter

Telus has applied to the government for the use of Crown land to put up two cell phone towers between Midway and Grand Forks.

The application is part of a Telus plan for cellular expansion through the province. Telus has entered into a partnership with the B.C. government to expand wireless services along 1,700 kilometres of underserviced highway corridors throughout the province under the Connecting British Columbia Agreement.

The two towers will help address coverage gaps in providing wireless data and voice communication services in the area.

“We recognize there is an increasing demand for cell coverage in Grand Forks, and Telus plans to in-

vest at least $1 million over the next couple of years to enhance capacity in the area for our customers,” said Liz Sauve, Telus media relations. “We’re looking at providing service along the highway corridor—as much as we possibly can, taking into consideration the challenging terrain and location. We’re looking at a few possible sites, each representing an $800,000 to $1 million investment to provide more reliable service for residents and travelers in the area.”

Support for Tammi overwhelming

The Boundary came out in a big way recently at Lion’s Park in Greenwood to support a friend and neighbour who has been diagnosed with a rare neurological disease.

Early in the year Tammi Wilson was diagnosed with Pick’s Disease. By mid-July she was no longer able to work and facing a four-month waiting period for disability benefits.

When her employers and other friends heard of her diagnosis and learned more about Pick’s, they began organizing the Sept. 14 event.

An early planning meeting was held at the Pacific Grill that included Jim Nathorst, Ric Graham, Linda Demchuk, Stephanie Boltz, Donna Gunther and Tammi’s son, Jared Downer from Grand Forks.

With the permission of the family, plans went forward. Dave Evans and The Undercover Band agreed to play, Boltz designed some posters, Select Office Products in Grand Forks contributed the printing and in the words of Nathorst, “It just kind of spiraled. We went to McMynn’s grocery with an order for hamburger buns and were provided with those and more.

“It came together so easily,” recalls Nathorst. “I got a liquor license and shopped, the weather co-operated and that’s how it happened.”

Tammi’s Kelowna doctor, neuropsychologist Dr. Harry Miller and his wife attended the event to support Tammi and educate the community about Pick’s. According to Tammi, Dr. Miller already had a Greenwood connection—his mom was Tiki Higashi’s sister.

The result of the benefit was an $11,590 deposit to a Heritage Credit Union trust account with Jared and Jim as cosigners.

“That’s not going to be the final number,” explained Nathorst. “The trust will remain open as long as Tammi and her family have a need.”

“I think it was one of the most amazing things that I’ve ever been involved in,” said Nathorst. “It just reinforces how lucky we are to live where we are. Many people came out of the woodwork to help.”

He said that Tammi wants to stay at

home under her mother’s care, but in order to do that it’s going to require some money.

Tammi has lived in the Boundary since 1999, and in the West Boundary for the last two years. She has two sons, Jared and Greg Allsopp. Greg is married to April and they have—as Tammi defines her—“an almost eight-year-old granddaughter Ava.” Tammi worked part-time for Canada Post while in Grand Forks. While there she would take on the volunteer duty of writing Christmas letters to the kids in the

“I thank everybody, including Dr. Naude in Midway and Dr. Miller in Kelowna,” Tammi told the Times on Monday afternoon. “I am very grateful to the community for all the love and support.”

Pick’s disease is one of a family of diseases known as Frontotemporal Dementia (FTD). While rare, accounting for only between one and five per cent of all dementias, it is the most common cause of early-onset dementia in people under 60 years of age.

Pick’s disease usually begins after age 40; neither the cause nor cure for Pick’s disease is known.

The outcome for people with FTD is poor. The disease progresses steadily and often rapidly, ranging from less than two years in some individuals to more than 10 years in others.

Depending on the symptoms and severity of the disease, the patient may need monitoring and help with personal hygiene and self-care. Eventually, there may be a need for 24-hour care and monitoring at home or in a special facility.

Putting a rural lens on decision-making

Each year the UBCM convention provides local elected officials the opportunity to attend clinics and workshops that allow focused discussion around topics of interest and vital importance.

Last week participants at a Tuesday clinic heard a convincing case made for a long-term strategy of investment in the social and economic development of British Columbia’s rural regions.

The Rural BC Project (http://www. sibacs.com/rural-bc-project/) is an initiative to stimulate discussion and understanding of these challenges and to prompt focused action to help rural BC communities succeed.

Rural BC Project Chair and Regional District of Kootenay-Boundary Director Grace McGregor emphasized that a healthy rural BC is essential to a healthy BC. She outlined the components of a rural strategy, as captured in their report, “The Pathway to Prosperity in British Columbia Runs Through Its Rural Places”.

The Project is a four-year effort by the province’s three Beetle Action Coalitions (BACs) to coordinate across regions and draws on successful experiences in other jurisdictions in the U.S. and Canada.

Improved infrastructure, includ-

ing water supply, roads and broadband Internet service, is fundamental to any strategy.

The Project calls for a “rural lens” to be put on provincial decision-making in the wake of numerous impacts including the mountain pine beetle, centralization of government services and the decline in resource-based economies.

McGregor told The Times that she was pleased with the reception the Project received at the convention.

“The Premier actually gave a nod for Rural BC in her speech,” said the Area C rural director. “We asked for a minister. She won’t give a new minister but she’ll put it under Steve Thomson, Minister of Forests, Lands and Natural Resource Operations and will have one-to-one access with Donna Barnett, Parliamentary Secretary for Rural Development – herself a long-time BAC member.

“Donna will be working closely with us and taking our messages to the Rural Caucus,” said McGregor.

“We presented as a clinic and I have heard nothing but positives out of that.

We presented to the Rural Caucus and we presented to Christie Clark. I got really good feedback with everyone involved.”

He started a bonfire opposite Barrett & Hodgson’s residence and when it reached the proper height, he successfully quenched it with the chemical.

A few hours afterwards, Barrett & Hodgson’s pretty cottage, upon which they had spent many dollars making it cosy and comfortable, was burnt to the ground. The extinguisher man was not responsible for the blaze, but it was a remarkable coincidence that the only serious fire which visited Greenwood should happen three or four hours after he showed how easily a large fire could be subdued. Mr. Robert Coates’ residence and carpenter shop on one side of the Barrett & Hodgson cottage was only saved by carrying bucket after bucket of water from Twin Creek.”
