efore venturing across “the longest pedestrian suspension bridge in North America,” there’s one very important piece of information to know: No government body has checked the structure to ensure it is safe.

Unlike a zipline at Zip Zone or a chairlift on Big White, unlike the bridge one drives across Mission Creek or the aerial tram ferrying guests up Grouse Mountain, the four wooden structures at Kelowna Mountain have gone in entirely without government intervention or approval.

“There seems to be a real gap when it comes to these structures…It’s one of those things that just falls through the cracks in terms of all the different bureaucracies,” said Ron Fralick, planning manager at the Regional District of the Central Okanagan, the closest government body left to deal with Kelowna Mountain.

Dubbed the longest set of pedestrian suspension bridges in the world, the bridges apparently fall outside the BC Safety Authority’s mandate.

This could very well change in years to come as there are new adventure tourism projects being built in Squamish and Campbell River which plan to include suspension bridges.

But for now, the best examples, the Lynn Valley Suspension Bridge and the Capilano Suspension Bridge, aren’t cov-

ered by provincial regulations or safety inspections either.

The Capilano Suspension Bridge is perhaps the most similar project to Kelowna Mountain as it too is on private property; but several calls and emails to the media liaison and sales manager asking about safety standards for the bridge went unanswered.

The Lynn Valley suspension bridge sits in a public park operated by the District of North Van-

couver and district planner Susan Rogers was more than happy to explain that the bridge is checked in bi-annually safety inspections on a maintenance plan the municipality uses to ensure visitors to the park are protected.

The bridge was built in 1920, predating today’s bylaws and standards, but if it were to be constructed today, it would at the very least require a development permit, as would any developer try-

ing to put in a suspension bridge on private land within the district, she explained.

This is where the big problem lies in the Central Okanagan. The developer who owns Kelowna Mountain has not worked cooperatively with the regional district, even using his lawyer to block RDCO staff from entering the property over the course of his relationship with that government body.

Whether, by the let-

ter of the law, he was required to involve the district in much of what he has done is a bit of a legal quagmire, however.

According to the Kelowna Mountain website, developer Mark Consiglio had a vision for the property from the moment he saw it, just after the 2003 wildfires.

Consiglio had a history of ups and downs in the development industry at that point. He got his start in the mid-’80s while working as a waiter at

According to information provided to the Capital News by onetime Kelowna Mountain spokesperson John Harding, when the Kelowna Mountain project first went public in 2006, that $10-million grant became seed funding for his first real estate aspirations when the Fiero line of cars was discontinued, forcing Consiglio to close his production plant.

Within a few years, he was racking up legal issues over a development in Ucluelet where bills were going unpaid as he went through an ugly and public divorce.

Those matters resolved, and now married to Nicola Consiglio, his name has remained off the court registry since the early 2000s.

He has completed a townhouse development at Big White and The Cottages at Secret Point, a $20-million vacation spot on Okanagan Lake, the proceeds of which were used to start Kelowna Mountain—both its housing development and amenity park.

Focus on health activities lead up to Saturday finale at City Park Wade Paterson STAFF REPORTER

The Central Okanagan Divison of Family Practice wants Okanagan residents to be among the healthiest in Canada.

With that goal in mind,

several events have been taking place throughout the week as part of their inaugural Thrive Health Festival.

On Tuesday, Wednesday and Thursday, doctors led members of the public through various exer-

cises, such as swimming at Gyro Beach, Zumba at Stuart Park and walking the Greenway.

Event manager Maja Krol said it was helpful having the doctors take part in the activities so participants could ask

questions about exercise and healthy eating.

The main event and finale to the festival takes place Saturday, from noon to 4 p.m., at City Park.

“The main purpose behind the event is to increase community en-

gagement in health and exercise in ways that are free to the public,” said Krol.

“And for people to learn about what the doctors do to exercise.”

Saturday’s schedule includes Zumba, yoga,

“There’s a lot going on within the four hours.”

Krol said the turnout has been solid for the other Thrive Health Fes-

A tentative labour deal struck between the B.C. Public School Employers’ Association and the union representing public school support workers across B.C. will mean cuts for the Central Okanagan School District, says the school board chairwoman.

Moyra Baxter said Thursday the “framework” agreement negotiated between the BCPSEA and the Canadian Union of Public Employees, which represents 33,000 school support workers in B.C., will cost the Central Okanagan School District $700,000 in the first year and $1.2 million in the second year of the two-year deal.

The tentative agreement, which still needs to be ratified by both sides, calls for a 3.5 per cent wage retroactive to July 1, two per cent more on Feb.

In addition to ratification, local issues also will still need to be negotiated by the union and the local school district.

With no money to cover the deal coming from Victoria, Baxter said her district must find it in its existing balanced budget.

“In the short-term, we have enough in surplus to cover (the first year of the deal) but to deplete all our surplus is not a good idea,” said Baxter.

She added cuts will have to be made to fund the agreement.

And despite the province’s decree that cuts are not to be made to “core” services for students, Baxter said there is likely no way around that here.

Baxter said she and other board trustees made that point directly to Education Minister Peter Fassbender last week when he was here in Kelowna.

She said the minister was told that there is no way to avoid cuts that will impact students given the province’s refusal to fund the negotiated wage increase.

districts to find the money is to charge more for student bus transportation.

But Baxter said she is concerned about downloading the cost of the support workers’ settlement onto local families.

Praising local support workers, who have been without a contract for more than a year, Baxter said she is not upset with them as they deserved a new contract, adding she was happy the possibility of a strike has now been averted.

“That part is good news,” she said.

Meanwhile, Fassbender, who was asked last week about the potential impact on the local school district’s budget of a negotiated pay hike for support workers, appeared to shrug off those concerns.

He said the school district has realize the province is in tough economic times.

Okanagan-Coquihalla MP Dan Albas has been given more responsibility

by Prime Minister Stephen Harper.

Harper has named the local MP, whose riding includes West Kelowna, the new parliamentary secretary to Treasury Board president Tony Clement.

Elected in 2011 after holding the riding for the Conservatives following former MP Stockwell Day’s decision not to seek re-election, Albas has served on the standing committees on government operations and estimates and justice and human rights since being sent to Ottawa.

Overdue bills finally coming due at BC Hydro W hen Christy Clark became premier in 2011, one of her first priorities was to delay steep increases in BC Hydro rates.

BC Hydro was heading to the B.C. Utilities Commission to apply for rate increases totalling 32 per cent over three years. This, obviously, was a problem for an unelected premier whose single message was that she was good for families, and who faced an election in two years.

The government’s Mr. Fix-It, Rich Coleman, first tried to delay a couple of expensive seismic upgrades, adding to the long history of political fiddles that pushed off expensive problems. BC Hydro’s engineers soon convinced him

that if the creaky old Ruskin and Campbell River dams were to bust in a quake, it wouldn’t be good for families downstream.

Coleman scraped up Tom some internal savings Fletcher in the vast utility and met Clark’s pre-determined target of keeping rate increases below four per cent in the pre-election period.

Is the Okanagan Valley due for massive flood after two wildfires and clear cuts?

To the editor: Reading about the Colorado floods, I was struck by this article in Live Science: Scars Left

by Wildfires Worsen Flooding in Colorado, Thursday, Sept. 12, 2013.

In part it reads: “‘But one factor has made the flooding considerably worse—the wildfires that

have stricken the forests in the region in the past few years,” said Kari Bowen, a meteorologist with the National Weather Service (NWS) office in Boulder.

“When you have a dense forest with undergrowth, you have plants and things to trap moisture and rain,” Bowen told LiveScience. “But when

it’s gone, you have nothing to catch it.” The fire also makes the ground almost hydrophobic, or water-repelling, and these effects can last 10 to 15 years,” she added.’

Wonder if Kelowna could also be a victim of such a flood in light of the clear cutting and wildfires that we are experiencing?

Anyone can see when traveling on the Connector, the bare acreage that is becoming more apparent due to the clear cutting.

If we can see this from the highway, how much more clear cutting is hidden from our view?

True, they replant, but it’s all the undergrowth and plants that are being

removed too. It’s a potential for a disaster that is happening all over the world. Could a devastating rainstorm also cause such a scenario in our area as precipitation in the atmosphere increases from a warming climate?

To the editor: Referring to your Sound Off question from Tuesday, Sept. 17 Capital News: “Will you support the petition signature campaign calling for the legalization of marijuana in B.C.?”

You seemed not to

have done your homework on this campaign and simply characterized it as legalization of marijuana.

The first part of the Sensible Policing Act is an amendment to the BC Police Act, which redirects all police in the

province from using any police resources, including member time, on investigations, searches, seizures, citations, arrests or detentions related “solely to simple possession” of cannabis.

A simply better use of police time, efforts

and funds towards bigger crime issues.

Kelowna has one of the highest crime rates in the country, never mind simple enforcement of public safety like traffic.

Maybe your question should have added the “solely to simple posses-

sion” part. It was misleading.

Over 3,580 British Columbians were charged with simple possession of marijuana last year and at what cost to all?

Why would an American licensed van be trolling Kelowna streets for ‘BC Property Assessment’? SPRINGFIELD BULK FOODS Prices effective Sept 23 to Sept 28, 2013

To the editor: Over the past few days I have seen a white van bearing a door sign “BC Property Assessment” driving along my neighbourhood (Quail Ridge), stopping in front of each home.

The rear windows are blacked-out, with the window behind the driver’s door having a cut-out, approximately four inches by eight

inches, behind which was another man with a Nikon camera pointed through the opening.

The van had a Missouri license plate.

I approached the driver and asked what they were doing.

His reply was that they were doing property assessment pictures for the government.

I have two questions:

1. Are these people legitimate?

2. If so, why is this work being done by (I assume by the license plate) Americans, when we have many Canadians that could use the jobs, and I am sure, have Nikon cameras?

boom.

Clark seized upon liquefied natural gas exports as the key to future prosperity, and the government soon declared burning gas “clean” as long as it facilitates LNG production.

Bennett now acknowledges that gas-fired power plants are an option for the future. They are cheaper than hydro, small or large.

Bennett’s two tasks are to supply industry with cheap power and get consumer rates under control. It looks as if the gas is being turned up, and Site C is moving to the back burner.

Testimony outlines texting messages

When Brittney Irving didn’t respond to text

messages on April 6, 2010, confirming when she would pay marijuana broker David Osborne around $10,000 for the approximately four pounds of marijuana he gave to her for a buyer, Osborne called Joelon Verma.

Osborne testified on the stand Thursday in the

murder trial of Verma, the man accused of killing Brittney Irving.

Osborne testified that he gave Irving some marijuana that she intended to use for an order she was filling at noon on April 6.

An hour later she said via text message that she was waiting for another broker and it would

be another hour before she could bring him the money that was owed for the marijuana.

“I believe it was over $10,000,” said Osborne.

By 2:30 p.m., he began texting again, first asking: “How you making out?”

He repeatedly texted her over the next hour, with his last text asking: “What the f__, dude??????”

“I was getting very concerned,” he testified.

Osborne said he then called Verma and asked if he knew where “the girl we were with the other day” was.

A week before Irving’s disappearance, Osborne said he had a “chance” meeting with Verma and Irving, both of whom he knew to be marijuana brokers, at a tattoo shop in Rutland.

The meeting was mostly “social,” he said.

Verma responded to Osborne’s query with “What girl?”

Later in the conversation, Verma said he had texted Irving earlier in the day, Osborne testified.

and Osborne met, with Osborne telling Verma, “I was out money and that I wanted it back.”

Verma asked if Osborne was “f__ed” because he lost the money, but Osborne told Verma he would “be fine.”

Osborne then told Verma he was “fed up with people stealing from people” and that he wanted to know who was responsible “because I’d like to deal with them,” Osborne recalls telling Verma.

Verma said “he’d see what he could find out,” Osborne testified.

He said he doesn’t believe he heard from Verma again.

Earlier in testimony on Thursday, the court also heard from the night manager at the Days Inn, where Irving and her brother were staying when she disappeared.

After seeing video surveillance of the hotel lobby for the evening of April 5, Jay Shah identified a man pictured in the video as “Joey Verma.”

The video also depicts them having a conversation, which Shah says was about whether Verma received the phone calls he transferred to room 108.

Shah says Verma told him the calls “were for Brittney.”

Verma is currently on trial for first degree murder in connection with the death of Irving. She was last seen alive on April 6, 2010 and her body was found in a forested area outside Kelowna on April 26, 2010.

The trial is expected to last six to seven weeks.

Okanagan residents make thousands of “trips” every day in our growing region.

The cities of Kelowna and Vernon, the districts of West Kelowna, Peachland, and Lake Country, the Westbank First Nation and the Regional District of Central Okanagan, have partnered to conduct a joint regional travel survey starting Sept. 23.

The Okanagan Travel Survey is a household-based survey for all residents of the Central Okanagan and Vernon (more than 91,000 households).

Invitation cards with unique access codes will be mailed to households,

inviting residents to participate.

Watch your mail over the next few weeks for the Okanagan Regional Travel Survey, or visit www. oktravelsurvey.ca to find out more.

Households that have opted out of Canada Post’s flyer distribution can register online or call 1-877-778-8220 to receive their access codes.

The survey is easy to do—once information about each household, their family members, and vehicle information is provided, a day will be assigned in which each family member simply logs all the trips they make on a single day.

The information provided will be kept completely confidential and will be reported only in aggregate statistics.

“The feedback we receive will help us plan our transportation systems to better fit residents’ needs,” said Kelowna Mayor Walter Gray.

“Through the survey, we hope to gain a better understanding of the travel behaviours of residents in Kelowna and other participating communities and thus help determine future transportation infrastructure and services. It’s important that residents complete the survey.”

The last similar survey was completed in 2007 and will be compared to this year’s survey results to identify trends and changes.

Having accurate and up-to-date information on the travel patterns of residents will help communities, the B.C. Ministry of Transportation and BC Transit to assess current transportation needs, identify trends and develop transportation strategies and improvements.

There’s been a marked increase in the number of illegal building projects underway in the Central Okanagan East and Central Okanagan West Electoral Areas.

So far this year, the Regional District of Central Okanagan has placed Stop Work Orders on 27 construction projects it has found underway in the two electoral areas.

“Even though we were down to one inspector for six months in 2012, that’s more than three times the number of Stop Work Orders issued during the same time last year,” said Bruce Smith, RDCO spokesman.

“In many cases, it’s simply the oversight by the property owner, who has undertaken the work themselves.

Basically, Smith said, building permits are required for construction and renovations of any structure, including fireplace installations, sewer systems, fences and outbuildings. And inspections are required to approve various stages of construction.

The fees for building permits range according to the size and type of structure, he noted.

“Ensuring compliance with the B.C. Building Code and Regional District Building Bylaw is in everyone’s best interest,” he said.

“It makes sure that all structures, construction and renovations are done in a safe manner. Homeowners that don’t follow the permitting process could find themselves facing insurance and other issues down the road.”

Any property owner in either electoral area that has questions about building permits, new construction or renovations and inspections, should contact the regional district fire and inspection services staff at 250-4696211.

Jon and Roy team up for tour with Current Swell Jennifer Smith STAFF REPORTER

Victoria is coming to Kelowna—or at least a nice slice of the capital city’s music scene.

Jon and Roy and Current Swell are jointing forces for another tour, stopping at Flashbacks on Sept. 27.

So connected are the two groups they’ve actually traded a bass player, or rather Current Swell’s bass player, Louis Sadava, joined Jon and Roy a couple of years ago to make a trio.

This doesn’t mean the two bands are entirely on the same musical track.

“I think we’ve evolved quite a bit into an upbeat tempo, more dance-y thing,” said Jon Middleton, of Jon and Roy, in interview this week.

Known for their folk sounds, Jon and Roy have traditionally been as folk as it gets this side of the ‘60s, although they’ve also always mixed in a little reggae and blues, and claim roots in hip hop. Current Swell, on the other hand, is clearly blues folk rock with just a smidge of reggae.

The reviewers from their Hawaiian tour pegged the latter band as northern surf music, but if you really want to picture their sound it’s impossible to do without envisioning a banjo and harmonica on stage.

So the four-piece band that is Current Swell and duo-turned-trio of Jon and Roy can lay claim to a similar (foot) stomp-

ing grounding in acoustic folk-style music, with two very different outcomes. This is particularly interesting because they stem from the same town and started off by touring together. They even took their acts on the road to Australia when they started out.

As the music has evolved, Jon and Roy say they’re blazing a bit of a new trail now that they’ve really got their groove, heading toward upbeat dance beats.

Does it mean they’re shirking their hippie-loving Bob Marley-cultured lifestyles for the glitz and glam of electronic? Likely not.

They’re also planning a folk EP for the winter.

Nevertheless, they are certainly hoping to provide a new flavour to their show when they arrive this fall and it has been a few months since the trio was in town.

Jon and Roy played at Habitat in December and were a big hit the Keloha Festival the year before.

Current Swell, followed up that appearance with a set of their own at Keloha this year. Following The Matinée, their raucous pounding beats proved the perfect appetizer for the final performances, or at least a great warm up for Capital Cities.

No matter how you slice it, these bands are fantastic performers. Jon and Roy have played with Mother Mother, Hannah Georgas, Bahamas, Finley Quaye to name

Bar is set high for Rockets 2013-14 season

Since their last appearance in the Memorial Cup final in 2009, the Kelowna Rockets have been patiently and diligently crafting a roster designed to take another run at junior hockey’s ultimate prize.

Heading into the 2013-14 Western Hockey League season—with minimal turnover from last season and a lineup built largely on skill and speed—the club’s general manager believes most of the key pieces are in place for the Rockets to be a viable contender come next spring.

“I’m excited about this team,” said Bruce Hamilton, the Rockets’ president and GM. “With the exception of (captain) Colton Sissons, our core group is back. Anytime you can go into a year with 20 players returning, it’s a good situation. I do believe there’s going to be some movement, areas we’re going to

look at improving, but this will basically be the same group we had last year.”

Indeed, it is pretty much the same group that soared to a franchise-record 52 regular season victories in 2012-13, and compiled a Kelowna-record 23-game home-ice winning streak in the process.

With every player returning on the back end, the defensive corps is considered to be the backbone of the hockey club.

Led by Damon Severson, Madison Bowey, Jesse Lees and Mitch Wheaton, the Rockets should have one of the most skilled and best puck-moving crews in the WHL. And if the blue line corps can add a little extra sandpaper to its game this season, Hamilton said the Rockets will be just that much harder to handle.

“We want to be one of the more physical teams in our own end,” Hamilton said. “It’s time for (our defence) to take a big step forward. It’s been at least

two years for a lot of these guys and they’re not boys anymore, but men. We expect teams to find out that this is a difficult defense to play against.”

Other than the loss of Sissons and a trio of 20-year-old cast-offs from last season, the Rockets are mostly in tact on the forward lines. One exception could be leading scorer Myles Bell (93 points), who remains with the New Jersey Devils organization and may still turn pro.

The Rockets will look for offensive production from Tyson Baillie (66 points), Zach Franko (72 points), Ryan Olsen (32 goals), and Tyrell Goulbourne (27 points)— among many others—in a scoring-by-committee attack.

Still, the GM says at least one component needs to be added if the Rockets are to adequately equipped to go toe-totoe with the league’s top teams.

We need to be

a more physical up front, so we hope to see some of our bigger guys step up.”

In goal, with both 20-year-old incumbent Jordon Cooke and Jackson Whistle, 18, returning, Hamilton says the Rock-

ets have “as good a combination” as any in the WHL. So with most of the tools in place for 201314, Hamilton expects the Rockets not only to contend, but to once again be

exceedingly uncharitable at Prospera Place.

“Hopefully we’re going to continue that trend we started last year, to be a very difficult team to play against in our building,” added Hamilton, whose club went 31-5 at home last season. “A lot of times, we played with great speed and were physical at the same time.

If we can do that, we’ll be tough at home.”

The Rockets will open the season without RW Carter Rigby and D Mitch Wheaton, both of whom continue their rehabs from off-season shoulder surgery.

As of Friday, D Damon Severson and LW Myles Bell remained at the camp of the NHL’s New Jersey Devils.

Kelowna faces off the new campaign Friday in Kamloops against the Blazers.

The teams will meet again Saturday for the Rockets’ home opener, a 7 p.m. start at Prospera Place.

Watch for: The club’s defensive corps, which returns every player and is no longer marked by inexperience and growing pains, should be one of the league’s best.

The Rockets to roll four lines and, like last season, to rely on their depth to wear down the opposition with a scor-

ing-by-committee approach.

The prognosis: Based on their depth, experience and limited losses of key players, the Rockets should be, at least on paper, an even stronger club than the one that won a club-record 52 games last season.

With their recent re-tooling phase all but complete, the Rockets appear to be adequately equipped to take a legitimate run at both the B.C. Division and WHL titles.

KAMLOOPS BLAZERS

Last season: 47-20-5, third in Western Conference, second in B.C. Division. Lost in conference final.

General manager: Craig Bonner (sixth season).

Head coach: Dave Hunchak (first season; was associate coach for two seasons after spending four seasons as head coach of the Moose Jaw Warriors).

Warriors clean up before season starts Chiefs split first Prior to hitting the ice for the 2013-14 B.C. Hockey League campaign, the West Kelowna Warriors teamed up with Stutters Disaster Kleenup and the District of West Kelowna to make their hometown a cleaner place.

The Warriors spent a day in five major areas of West Kelowna cleaning the streets of debris that piled up over the summer.

“It’s important for us to always be out in the community,” said Warriors’ captain Matt Anholt. “Since I’ve been here our entire team has enjoyed giving back to the community in any way possible. This is especially one where you can really see the impact we’ve made. I think it’s good for our fans, and community, to see that we care about more than just hockey.”

The players were separated into five different Stutters pick-up trucks and picked up trash from Stevens Exchange all the way down to The Cove.

The team managed to load two trucks full of garbage from city streets.

“I think our players really understand what it means to give back to the community,” said Warriors director of business operations Andrew Deans. “You’ll see us almost weekly throughout the year involved with many community initiatives. Even past players, like Justin Schultz, who return for just the summer are often seen giving back to the community with us.

So today is just another extension of that. To show we do care about where we live.”

The Kelowna Chiefs head into their first three game weekend of the season, having split their first two games of the Kootenay International Junior Hockey League season.

The Chiefs play in Revelstoke Friday night before returning to Kelowna to host Princeton Saturday and Kamloops on Sunday, playing three games in three days as the KIJHL schedule moves into full swing.

The Chiefs opened up the season with a 6-2 loss in Princeton a week ago before winning its home opener 4-2 over Osoyoos at Rutland Arena.

Offensively the Chiefs were led by 19-year-old forward Nick Josephs last weekend, a Calgary native who assisted on six of the Chiefs seven goals over the weekend. Jagger Bowles had four of Kelowna’s goals.

The Rockets are coming off one of their most successful seasons in club history after going 26-86 last season and making it all the way to the BCMML final where they lost to the Vancouver NW Giants.

It’s the first season for new Okanagan Rockets coach Mack O’Rourke, the fifth head coach in Rockets’ history, who joins the team from the Okanagan Hockey Academy, replacing James Eccles who moved on to the Ridge Meadows Minor Hockey system.

This weekend the 11 team BCMML kicks off with a full slate of games with the Rockets hosting the Fraser Valley Thunderbirds for games Saturday (3 p.m.) and Sunday (10 a.m.) at CNC. Last season the Rockets won the season series with Fraser Valley, going 2-1-1 against the Thunderbirds.

Upon their return from Argentina, the national team will leave for Australia in October for an International tournament designed to test rule changes.

Heat runners see work cut out for them The UBC Okanagan Heat Cross Country team travelled to Seattle last weekend for Sundodger Invitational, marking the largest and most competitive race the program has ever attended.

For their first time facing dominant B.C. universities, the Heat women realized the strength of fellow Canadian runners when the top eight out of 10 individual spots and top three team spots went to B.C. universities in the women’s race of 209 runners.

Regional district still hopes to work with mountain developer Hurdles from A3 bridges sit, includes a private mountain park which was originally pitched as a ski and snowboard amenity for a 55-lot housing subdivision below.

The park is in the regional district and the proposed housing development sits within the City of Kelowna’s boundaries.

He has only managed to build nine of the houses, those near Chute Lake Road, since the initial announcement and there were legal issues at the time.

In November 2008, the main mortgage broker working for Kelowna Mountain, Richard Bruce Dowding, was suspended by the Financial Institutions Commission for failing to ensure the funds would be used for the development and questionable record keeping in connection with the work.

Though revenue from the housing was originally meant to fund the mountain development, one can surmise the two are either operating separately or it’s now the other

way around.

Using a new name, Kelowna Mountain: Bridges and Vineyards, the mountain project now appears to be focused around an ice wine business with the suspension bridges as the main attraction and includes an 800seat amphitheatre in the mix.

Efforts to contact Mark Consiglio went unanswered at press time.

It has been months since the City of Kelowna has dealt with him and he has yet to respond to a request from the regional district to come in and explain what exactly the current scheme is, making it difficult to ascertain how Kelowna Mountain is poised to be a profitable venture.

According to Tony Stewart, who chairs the national Vinters Quality Alliance board, it’s possible to do an icewine only vineyard—Paradise Ranch stands as an example—but it’s not an ideal specialization anymore.

“The reason it did work was the margins in icewine were very lucra-

tive, but as time went on and more and more products were brought in from outside areas, the margins have kind of eroded,” he said. “I know it’s a little more challenging in Asia and other markets to maintain the same gross.”

A tip to the Capital News suggests it is still possible to invest in Kelowna Mountain for a minimum investment of $10,000, at seven per cent return. The investment is backed by the property— the 252-acre mountain park and 388-acres for housing—and MacBeth MIC, a mortgage investment corporation.

At the grand opening, held in July, the investors and construction workers who had worked on the project spoke to local media of rumours Consiglio is selling shares for $60,000 with a $50 million target fundraising goal.

The figure also shows up in an online blog by an excited prospective investor, a UBC Vancouver Master of Business Administration student, who describes being taken on an investment tour target-

ing the same sum.

And one of the business websites includes information on the Kelowna Mountain Community In Waiting, noting the Kelowna Mountain Limited Partnership was formed in 2011 selling 850 Class A securities units for a share in two-thirds of the land development. It speaks of a ski hill, mountain bike and suspension bridge park.

What the snowboarders would ski on, if this is still part of the plan, has variously been described as manmade snow, synthetic snow and even salt, as told to a reporter for The Kelowna Daily Courier in July of this year.

This plan cannot be on the books for anytime soon, however, as the BC Safety Authority has indicated the once operational chairlift does not have a permit because the licence belonging to the installation contractor has expired.

Similar checks with WorkSafe BC found the mountain was cited for unsafe business practices during construction of the suspension bridges. First,

there were no engineering documents on site to work from when a WorkSafe inspector visited and second, the workers were not tied off to overhead safety equipment as they constructed the spans.

Just where this is all heading is raising a lot of questions among local bureaucracies. The regional district is still hoping to work with Consiglio on a compromise of sorts as the property does not conform to the demands of the Official Community Plan bylaw for the area.

Unfortunately, as much of what has been done got started before the OCP bylaw came into effect in 2012, the regional district’s demands sit in muddy legal waters.

“The whole reason we started down the road

of developing an Official Community Plan for the South Slopes was direction from the previous board because they were so concerned about the land-altering activities that were happening,” said Fralick, noting other developers were raising eyebrows as well.

“For those that were involved in the Official Community Plan, they’ll recall that this landowner had actually made an attempt to have our OCP stalled…He was fighting it at the eleventh hour, trying to have our board delay that OCP. Now we can only surmise what his intentions were at that time, but a lot of that might have been knowledge that once the OCP was in place, he would be subject to some regional district requirements.”

CedarCreek Estate Winery of Kelowna placed 15th of the top 20 wineries in Canada.

In all, 150 wineries submitted a total of 1,200 wines.

SPEEDWAY, Ind.— Many golfers no doubt come to the Brickyard Crossing golf course to play the four holes situated inside the famed Indianapolis Motor Speedway.

And those four holes are an unusual treat, with such great views of the speedway that you’ll consider knocking balls onto the racetrack just for fun, imagining what would happen if three-time Indy 500 champion Dario Franchitti or this year’s winner, Tony Kanaan, were racing by at that moment.

And, indeed, there are practice days in midMay, before the race gets underway on Memorial Day weekend, when you actually can play as cars speed around the track.

But the other 14 holes on the course, all in the shadow of the grandstands, some of them adjacent to the track and some next to concession stands, are no less spectacular.

Brickyard Crossing brings together the en-

gine muscle of the nation’s most famous auto-racing track and the finesse of a golf course, a mix of speedway asphalt and fairway grass.

It is a challenging golf course of undulating fairways, blind approach shots on some holes and tough greens that should help make Indianapolis a destination for avid golfers, especially those look-

ing for something a little out of the ordinary.

A round or two at the Brickyard Crossing course can be the highlight of a weekend in this sports-focused city, which counts the NFL Colts, NBA Pacers and Indians AAA baseball team among its hometown squads and will host the NCAA Final Four basketball tournament in 2015.

Just down the street from the golf course and inside the track is the Hall of Fame Museum, where you can inspect championship cars dating to the race’s earliest days.

Add the city’s restaurants to the mix, such as the famed St. Elmo Steak House, a popular spot for professional athletes and broadcasters and known for its shrimp cocktails,

and Indianapolis can compete with the more traditional golf destinations.

For a less expensive but no less tasty choice, the Mug n Bun drive-in, a local favurite just south of the track, offers a breaded pork tenderloin sandwich that is quintessentially Hoosier, as well as homemade root beer and classic shakes.

The golf at Brickyard Crossing puts a premium on accuracy; leave your tee shot on the wrong side of the fairway and you will find yourself grappling with a blind approach to the green. That’s what happens on the 3rd hole, a par 4 where it’s tough to even see the green from the left side of the fairway, which is where my tee shot landed.

That makes the approach shot tricky; massive, deep Pete Dye-designed bunkers sitting behind and on the right side of the green are waiting to swallow errant shots.

After the 6th hole, you go through a tunnel that runs under the racetrack to holes 7 through 10, where pine trees dot the land-

On the day I was on the golf course, workers were readying the track for the Brickyard 400, a NASCAR race, and you could almost smell the fuel and hear the thunder of the engines.

Bill Witek and sons Chris and Timothy were on the golf course, too, with their friend Jack Wheeler, all of them from the Indianapolis area.

Wheeler had not played the course for years, he said, and the Witeks had never played the Brickyard.

The course has been listed on Golf Digest’s Top 100 public golf courses, and in the past it has hosted PGA Tour players and tournaments. It generally receives raves from golfers and commentators alike who see the inside-the-track holes as a surprising element on an otherwise fine course.

Once back outside the racetrack, you stay close to grandstands and concession booths, where on a race day you could buy Indy Dogs or Brickyard Burgers. On the 13th hole, the green is nearly under the massive grandstands. After that, the course moves away from the track.

But the speedway is always in mind. From almost anywhere on the golf course, the grandstands can be seen, as can the massive Pagoda, which houses race control, safety and timing facilities as well as broadcast booths.
