Group secures funding for affordable housing BY VALERIE ROSSI Times Staff

A group that has been dedicated to filling housing holes in the Greater Trail market is starting to look at vacant buildings and For Sale signs with a keen eye. The Lower Columbia Community Development Team's attainable housing committee has secured nearly $1 million in funding to purchase nine units in Greater Trail distributed among Trail, Fruitvale and probably Rossland, according to attainable housing committee chair Jan Morton. “It's thrilling, absolutely thrilling,” she said Thursday. “To go from study to action is marvellous. “We're very excited.” After an extensive needs assessment and a closer look at specific households and housing needs, the committee's push turned into action when its second application was accepted by the Affordable Rental Housing initiative, a partnership between the Columbia Basin Trust (CBT) and BC Housing. Water advisory issued BY TIMES STAFF Another water advisory has been issued for the Beaver Falls Waterworks District. As a precautionary measure, a “Water Quality Advisory” is being issued to inform the users of the Beaver Falls Waterworks District of a change in water quality due to total coliform counts. The risk is considered low; however, customers with compromised immune systems, the young and the elderly may choose to take extra precautions when drinking, washing fruits and vegetables, making beverages or ice, or when brushing teeth. Boil water rapidly for at least one minute or use an alternative, safe source of water. The district issued a water advisory in late August that was rescinded a week later. Cadets soar on Gliding Day BY ART HARRISON Times Staff

Each Remembrance Day in November it is a common sight to see the local air cadets on parade in their crisp uniforms, following the terse marching orders shouted by their commanding officers. One might wonder why they join such an organization, why join an extension of the Canadian Forces when they are so young? A visit to the Trail Regional Airport this past weekend would provide the answer to that question in a second. They can fly. Saturday saw the Trail Air Cadets, 531 Squadron hold its fall Gliding Day, a twice yearly opportunity for the local cadets to actually experience flight in two Cadet Air Operations gliders that have been towed over the mountains from the regional base in Oliver for the occasion. “Our goal is to give every single cadet one or two flights per year,” said Officer Cadet, Simon Bambey. “We give them the introduction and hope that they pursue flying in the Air

Cadet Program.” Bambey said that every year about 80 advanced cadets take the training and try to qualify for a licence with the cadet program, 40 seeking glider licensing, and 40 for the powered flight, at cadet camps in the province. “We cycle each one through to make sure every cadet gets to do a bit of flying,” he explained. “They get taken up to about 2000 feet and have about a 12-to-15-minute flight. Licensed pilots fly for the takeoff and landing but the cadet gets to do a bit of flying.” Cadet pilots and their commanders from around the region go on twice-yearly tours to the various cadet squadrons teaching the younger kids the exhilarating experience of soaring in a glider with nothing but the sound of the wind over the wings to distract them. The white and blue, wide-winged gliders are towed up to altitude by a specially modified, high horse-power single engine plane and then released to ride the winds. See CADETS, Page 2

FROM PAGE 1 Sixteen-year-old, Cadet Shael Huska, from Chase, was with the group for the first time, having just gotten his glider license this summer. He was working as part of the ground team responsible for briefing cadets before their flights and coordinating activities on the between takeoffs and landings, ensuring that each step in the day’s activities takes place by the numbers. His eyes grew wider and a smile spread across his face as he tried to describe what it was that he liked about flying. “It really challenges you, makes you better at decision making,” he said. “You’ve got the control over the glider and it makes you good at being able to think quickly.” Local glider pilot, Kevin Debiasio, said he joined the cadets in 1976 and never left. He was one of the pilots taking the kids up and landing them safely. “What I like about it is giving the kids their first ride, getting them into flying,” he

said. “They go from kids who don’t have a clue about what to expect and five years later they’re the ones doing the flying.” Another glider quietly touches down and slows to a halt and, the local cadets, following the orders of the visiting officers, hurry out onto the runway to roll the plane out of the way so the tow plane can land to be hooked up for the next flight. faced cadet from the cockpit, who excitedly returns to his fellow cadets to compare flights. “This is about learning leadership and decision making,” said Cpt. Clark Davidsen, commander of the Regional Cadet Air Operations, Pacific Division. “In many cases we’re the first ones who ever take them flying. It can be pretty expensive to do it any other way and not everybody can afford it. The kids love it.”

Conroy not interested in NDP leadership

There may be an opening in the B.C. New Democratic party for a new leader but Kootenay West MLA, Katrine Conroy isn’t applying for the job. NDP leader Adrian Dix announced his resignation in Vancouver Wednesday, taking responsibility for the surprising loss to the B.C. Liberals in the May provincial election. “It has become clear to me that the best interests of our party mean that I need to step aside for a new leader who can lead us to victory in 2017,” said Dix. “It is my hope that a leadership vote can be held by mid-2014 at the latest, though of course any final decision on timing will be made by the NDP.” Dix said he intends to stay on as MLA for Vancouver-Kingsway and run for re-election there. Speaking from the UBCM conference in Vancouver Thursday, Conroy said Dix’s announcement was an emotional experience but saw the move as being an example of his leadership style. “He’s doing the honourable thing, putting the good of the caucus and the party first,” she said. “I think he’s done a good job as leader even if it didn’t go well in the election. It’s good that he’s staying on until a new leader can be chosen, which is a hard position to be in but I think it shows his character.” Although there are already stirrings in the media about potential contenders for the leadership position, Conroy says she doesn’t think anyone within the party will be jumping to any conclusions immediately. “There’s already all kinds of speculation out there but within the party I think most people are saying, ‘let’s just let things settle’ before deciding anything,” she said. “I think people are just waiting at this point. It could end up being a long leadership race, which can be hard.” Asked if she was considering a run at the leadership her answer was unequivocal. “No. Not a chance. I’m very happy being MLA for Kootenay West” said Conroy. “I’ve had a few people ask me that and I’m always surprised that they even ask. “I think the new leader should be someone already in the legislature, it’s important that they hit the ground running, that’s what I’ll be looking for. We need someone who is ready to fight the Liberals and hold them to account. They’re already failing to live up to promises they made in the election. We’ve lost 12,000 jobs in the province since they started their Jobs Plan. There are so many people from our area having to leave to find work in Alberta and Saskatchewan. Whatever they’re doing it’s not working.” Conroy was first elected MLA for the WestKootenay Boundary riding in 2005 and held her seat in the legislature until it was dissolved in 2009 and re-distributed. She won re-election in the new riding of Kootenay West in 2009 and has continued serving since then.

Soldier’s helmet stolen from cenotaph The Nelson Star Someone has swiped a soldier’s helmet off the cenotaph outside the Salmo Legion. Irma Browning, with the Legion, says one of their members noticed the theft on September 13. The helmet had been there the previous day. “I though it was strapped on with leather, but we looked at it afterward and it was one inch by quarter inch steel.

They must have pried it off.” Browning says the helmet’s history isn’t known. She isn’t sure who it belonged to or where it came from, but it had long been kicking around the Legion hall when it was repainted and placed on the cenotaph about four years ago. Browning says it’s a style that was used from the First World War until the end of the Korean war. But it’s

unclear whether the helmet was stolen for its historic value. A Legion member saw a young man riding his bike with what looked like an army helmet, but Browning says they can’t say whether it was theirs. “Did somebody find it? Did the kid take it? We have no idea,” she said. “We don’t want to make any judgements. This hel-

“We will retain the attainable housing committee because it looks at broader then just affordable housing, it also looks generally at the condition and availability of market housing and so we don’t want to lose the capacity to pay attention to that end of the market as well and to be an advocate for what this community needs,” explained Morton. “The independent society will be the owner and operator of these units and any additional units we manage to procure in the future.”

Premier Christy Clark is criticizing the rollout of a new recycling agency that has caused alarm among municipalities and businesses across the province. Multi Material BC is slated to take charge of blue box pickup next May when it becomes responsible for collecting and recycling all packaging and printed paper – at the provincial government’s direction. “I recognize this wasn’t done well,” Clark said of the planned producer-pay system. “It’s been far too bumpy a ride. There is a lot more work to be done.” The premier spoke to reporters Friday, a day after local politicians at the Union of B.C. Municipalities convention passed a resolution demanding more time to negotiate acceptable contracts with MMBC to avert higher costs and the potential erosion of existing recycling services. Clark agreed more time and flexibility is needed “so that local communities have a little bit of leverage in trying to

put together the best deal that works for them.” She said MMBC, a stewardship group formed of retailers and other packaging producers, must ensure its board includes British Columbians, not just industry representatives in Toronto. Mike Klassen, B.C. director of the Canadian Federation of Independent Business, urged the premier to go further and “push the reset button” on the entire stewardship program for packaging and printed paper in light of widespread concern. “Not only is it local government and public sector unions not happy with it, small business has very, very big concerns,” he said. Any business that puts packaging or printed paper in the hands of B.C. residents and ultimately the waste stream must register with MMBC as stewards. Some small businesses were unaware of the program until they were warned by MMBC they could face fines of up to $200,000 if they fail to register. Small businesses are worried about unknown costs and the onerous workload they may face under MMBC’s model, Klassen said. “Imagine what it would

Injured hiker rescued after two nights on mountain By Wawmeesh G. Hamilton Alberni Valley News

A hiker with multiple injures has finally been rescued from Mount Arrowsmith after spending two nights on the mountain. The man was airlifted to hospital in Nanaimo where is is being treated for a fractured ankle, as well as possible injuries to his collarbone and ribs, a spokesperson from the Joint Rescue Coordination Centre in Victoria said. Officials from 19 Wing Comox reported that the man was evacuated from the mountain by search and rescue crews at 5 a.m. on Monday. The airlift brought to an end a two-day ordeal that began on Saturday afternoon. Emergency personnel responded to 911 calls from a woman Beaver Falls Waterworks District

Klassen said part of the problem is that MMBC’s board consists of big business representatives who aren’t taking smaller firms’ needs into account. He said it amounts to a Toronto-based “monopoly” and the province should pause implementation while it figures out how to ensure other stakeholders are better represented.

The Joint Rescue Coordination Centre in Victoria dispatched a Cormorant helicopter from 19 Wing Comox to assist in the rescue. A Buffalo aircraft also joined the operation dropping flairs on the man’s location. The Alberni Valley Search and Rescue Squad was joined by search and rescue teams from other parts of the Island, RCMP Cpl. Brady Mathison said. SAR crews reached the man and stabilized him,. But low cloud cover caused poor visibility and dangerous helicopter operation, and thwarted several extraction attempts, and the group spent the night on the mountain. Further attempts were made Sunday to get the man out but the terrain and weather were yet proving to be too treacherous for a successful extraction, Bad weather continued on Sunday and steep, rough terrain also complicated rescue efforts.

PEOPLE OBITUARIES SMITH, TREVOR — of Trail, BC, passed suddenly and unexpectedly at home July 26, 2013 with his loving wife Denise by his side. Trevor was born November 27, 1935 in Trail, BC. He was predeceased by his older brother Philip, his parents Doris and Brynmor, and most unexpectedly, his eldest son Kevin. He is survived by his loving wife of 56 years Denise, his son Kerby (Betty), his daughter Karin and his daughter-in-law Geralyn. He was extremely proud of his grandchildren Trevor Jr. (Stacie), Michael (Stephanie), Danielle (Brian), Katie (Cory), Emily (Kris), Erik and Tristan. He busted his buttons on becoming a great grandfather to Aiden, Jaxon and Theo. From an early age he knew he wanted to join the air force, and he joined the Royal Canadian Air Force in 1953. After meeting the gal of his dreams, and after a whirlwind romance, he married his Deenie in 1956 and they lived the dream; seeing and experiencing a great deal of the world and bringing their 3 young children in tow behind them. Trevor finally finished his Air Force career in 1971 after serving peacekeeping duties in Baden, Germany for 4 years. He brought his young family back “home” to Trail to settle and set down roots. He quickly became involved in the local air cadet program; giving back to many young men and women over the years as commanding officer to both Trail and Castlegar squadrons. Trevor was also a lifelong Royal Canadian Legion member, a great accomplishment and one he was most proud of. He was an active Legion member, serving numerous terms on the executive in various roles. He loved his morning coffee banter with “the boys” at the branch and was always willing to offer a helping hand, no matter the task. “Oh! Only Canadian to win best director at Cannes THE CANADIAN PRESS MONTREAL Tributes were paid Monday to awardwinning filmmaker Michel Brault, a pioneer of the cinema-verite movement and the only Canadian ever to win the Cannes prize for best director. Quebec Premier Pauline Marois lauded Brault, who died over the weekend, as she announced financial aid to expand a cinema special-effects studio. “I want to salute his family, offer them all our sympathy and solidarity and, once again, underscore what a giant Michel Brault was - with all his talents and everything he left as a legacy,” Marois said at the offices of Technicolor. The National Film Board posted, “in loving memory,” links to his work in French and English social media. So did the Department of Canadian Heritage. The 85-year-old

filmmaker died of a heart attack Saturday while visiting Toronto to receive an award. It was just one more accolade in a career that saw Brault win a Governor General’s Award, a Canadian Film Award, and a lifetime-achievement award at the Prix Jutra. He was a co-winner of the 1975 Cannes Film Festival’s bestdirector award for “Les Ordres,” a fictional documentary-style drama on Quebec’s FLQ crisis. The film, based on real-life interviews, follows five people who are among the hundreds unjustly arrested and held without trial after the Trudeau government imposed the War Measures Act in

October 1970. Born June 25, 1928, Brault got his break at the National Film Board, doing camera and lighting work. It was at the NFB that he directed his first documentary, the landmark “Les Raquetteurs,” which broke ground with its unadorned cinemaverite (reality cinema) style that captured the true atmosphere of the moment. The 1958 film takes viewers into a snowshoeing festival - from the outdoor races, to a presentation by local dignitaries, to a nighttime party featuring traditional music and a cameo appearance by guest of honour Maurice (Rocket) Richard, the hockey legend.

YouTube singer runs for mayor THE CANADIAN PRESS EDSON, Alta. - An Alberta man who became a YouTube sensation for enthusiastically singing the song “Bohemian Rhapsody” from the back seat of a police car is going into politics. Robert Wilkinson is running for mayor of Edson, a town west of Edmonton. Wilkinson was convicted of impaired driving last November, fined $1,400 and prohibited from driving for one year. The RCMP video of him singing the Queen rock anthem went viral, amassing more than 10 million hits. At the time Wilkinson said he received $1,000 from the American cable network TrueTV so it could air the video on its show World’s Dumbest Criminals.

Regulator’s reading on smart meters

D

espite efforts to keep the smart meter “controversy” alive by repeating imaginary health claims, the end is near. Energy Minister Bill Bennett has made what sounds like a final offer to holdouts. You want to keep your old mechanical meter, fill your boots. It’ll cost you an extra $35 a month, starting in December. If you insist on a “radio off” wireless meter, there will be a setup fee of $100 and a monthly fee of $20 to have someone collect the readings. These charges are to be reviewed by the B.C. Utilities Commission, the independent panel that smart meter opponents want to review BC Hydro’s whole smart grid project. As it happens, the BCUC recently did just that for an application by FortisBC to install wireless meters for its Okanagan and Kootenay customers. The meters

were approved, and the findings are instructive. The BCUC report notes that it received “many” complaints about smart meter signals being added to existing radio frequency (RF) sources. Some used familiar scare rhetoric about “toxic microwave radiation” that’s promoted by people trying to make money by exploiting fear. One of the experts retained by FortisBC was Dr. Yakov Shkolnikov, an electrical engineer with advanced degrees from Princeton and Cornell Universities. His testimony was not challenged by any of the lineup of opponents. A sample of his findings illustrates the absurdity of this whole discussion. Shkolnikov calculated that a cell phone in use generates radio signals that reach 10 per cent of the international safety code limit. A microwave oven generates 2.3 per cent of the safe limit. A

cordless phone: 1.25 per cent. A wi-fi signal: 0.0045 per cent. A bank of smart meters, not separated by a wall, registers 0.0019 per cent. The natural background RF level is 0.013 per cent. Note the decimal place. The level in the middle of a wilderness is more than 10 times that received from a bank of meters. BCUC staff added, for comparison, the radio signal level emitted by a human body. It’s 0.018 per cent. What this means is your spouse snoring beside you is a stronger

source of RF than a whole wall of smart meters. Experts put up by opponents didn’t fare so well. One was Jerry Flynn, a retired Canadian Forces officer from Kelowna who travels around taking readings, talking to elderly people about alleged hazards of meters, and making claims to the media about what he has called the single biggest threat to human health today. The BCUC found his military experience not “relevant,” and his evidence frequently “incorrect, exaggerated and/or unsubstantiated.” Then there was Curtis Bennett, who described himself as “chief science officer” for a company called Thermoguy. He spoke on behalf of West Kootenay Concerned Citizens. In a 2012 letter to the B.C. energy ministry, Bennett warned of the danger of smart meters triggering “molecular earthquakes.”

The BCUC panel wrote: “While Mr. Bennett has an electrician’s knowledge of electrical systems, it is clear that he is unqualified to give expert opinion evidence on the health effects of RF, exposure standards for RF, engineering, physics or geological phenomena such as earthquakes.” Citizens for Safe Technology put up one Dr. Donald Maisch, who claimed to have experience with this issue in Australia. The panel noted that Maisch runs EMFacts Consultancy, and agreed with FortisBC’s argument that “Dr. Maisch’s consulting livelihood depends upon public fears and concerns about RF exposure.” Would you like this circus of quackery to be restaged over BC Hydro’s program, at your expense? Allan Blakeney did just that. In 1977, the NDP government thought it was a good idea to limit the risk delivered to future taxpayers courtesy of future pension liabilities. As of 1977, the New Democrats grandfathered existing employees - they could keep their defined benefit plan or move into the new defined contribution plan. And new public sector employees were automatically enrolled in defined contribution plans that, by design, do not create unfunded liabilities, but which anyway deliver retirement income. Such a reform was more than fair. It makes sense to ask the government sector to be content with the combination of pension contributions plus investment returns. That is how most of us will fund our retirement. Decades later, here’s the result of Saskatchewan’s reforms: That province’s auditor general has observed that future cash flows needed to fund defined benefit pension plans will continue to increase until 2021. Then, such needed cash flows will decline and be on a path to permanently extinguish Saskatchewan’s obligations to long-ago closed public sector pension plans. Blakeney’s NDP government was thoughtful, prudent, and far-sighted. Since 1977 [Ed. Note: Not 1997] Saskatchewan has avoided the trap whereby imaginary gains and assumptions inherent in defined benefit plans force taxpayers to later make up for such early and often incorrect assumptions. The Saskatchewan NDP model of pension reform was a tremendous accomplishment worthy of emulation by other governments. Mark Milke is a Senior Fellow at the Fraser Institute and co-author with actuary Gordon Lang, FCIA, FCA, of Public Sector Pensions: Options for Reform from the Saskatchewan NDP.

UN critics have own dubious records An editorial from the Winnipeg Free Press: The UN Human Rights Council has urged Canada to conduct a national review of violence against aboriginal women, a debatable position that would normally not be offensive. In this case, however, four of the countries that are criticizing Canada’s human rights record aren’t fit to stand in judgment of anyone, let alone Canada. Cuba, Iran, Belarus and Russia are hardly sterling stewards of human rights in their own countries, so it is appalling that the United Nations

provides them with a platform to strike out at Canada. There’s a principle in law that says a defendant shouldn’t have to face trial on a charge if the accuser is guilty of the same thing. Iran, Cuba and the other human-rights abusers should be told to fix their own problems before pointing fingers at others. It’s not the first time a UN body has undermined its credibility by providing a platform for tyrants to lecture the democracies. During the 2001 UN World Conference Against Racism, for example, Muslim and African nations hijacked the agenda to

attack Israel. Among other profanities, the Arab Lawyers Union distributed pamphlets filled with caricatures of hook-nosed Jews. The issue here is not whether Canada should hold a national inquiry into violence against aboriginal women, which the country has debated, but why countries with weak humanrights records are granted a podium to slander and misrepresent democracies. The Human Rights Council has done some good work, but there’s no hope for it if its judgments can be influenced by the very nations that abhor the very concept of human rights.

It also gives the Friends of the Rossland Range, as the ministry’s non-profit partner, the ability to raise funds and carry out projects to make the Recreation Site viable. Designation of the site had been strongly propelled by intensive and increasing public recreational use of the area, said Society member Les Carter. “Over the past decades, the Rossland Range has changed from a locally-known and somewhat remotefeeling place to a favoured destination for people from far and wide, so the terms of the Recreation Site contain some limits and rules to protect the values that attract people to it,” he said in a release. The Friends of the Rossland Range will be facilitating public workshops in the near future to inform the community about the Recreation Site designation, to receive the community’s input in order to refine the terms of the designation and begin writing a management plan, and to recruit as many enthusiastic people as possible to work on making the Recreation Site a reality. The first public workshop is being planned for the last week in October, on a date when the district recreation officer responsible for the designation will be able to attend. “The Friends of the Rossland Range Society considers the creation of this recreation site to be a major step forward, and one that is very much needed in order to respond to the ways in which the Rossland Range and its community are evolving,” said Carter. The district recreation officer’s letter creating the recreation site, the terms and conditions of the designation, and a map of the area, can be viewed at the Friends of the Rossland Range website, www.rosslandrange.org.

The Smoke Eaters won a pair of road games over Merritt and Prince George on the weekend to lift them into third spot in the BCHL Interior Division.
