The announcement came as a complete surprise to most, including me, that Minter Gardens in Rosedale will close for good on October 14 after 33 years in business.

I asked Brian Minter why he was shutting down what to most of us was not only a beautiful place to visit, but a relaxing and stimulating place that took one away from the everyday cares of the world.

Brian told me it was a family decision – a family business decision. “It’s a bit of big picture thinking. Our daughters are now fully involved in the business.

And when we sat down as a family and reviewed the operation of Minter Gardens, it became apparent we could not sustain the operation any longer. Minter Country Gardens on Young Road was subsidizing Minter Gardens, because the gardens are a seasonal operation open approximately six months each year. Over the other six months Minter Country Gardens pays its bills.”

Brian cited the fact that not being a destination site is another drawback for Minter gardens.

“Too many tour buses and people heading out on vacation go right by Minter Gardens to the interior. So we are facing a big decline in tourism revenue.”

The exception, he noted was Butchart Gardens in Victoria.

They are located in a perfect destination site. A well to do family came in and put the gardens together and did a beautiful job. It is very unique among world show gardens.

Brian also noted that plant demand is declining in North America. It was phenomenal in the eighties and nineties, but leveled out by the year 2000 around the world. He stated that for the garden centre industry to survive you need to be creative, innovative, and involved in more of a lifestyle situation.

South Africa and returned home praising their garden centres which he considered leading edge where people become involved in other activities besides buying plants.

“We often don’t look at the other half of the world. It is not only South Africa, but it is New Zealand and Australia, all of whom perhaps have a greater insight into what the future for a garden centre might look like. The health and wellness factors they incorporated into their operations just boggled my mind. Some of the in-store restaurants were fivestar operations with unbelievable menus.”

Just about everybody I’ve talked with is asking what is going to happen to the garden store on Fairfield Island.

“Let me assure everybody we are not going anywhere. We do host many, many, community events there throughout the year.

You will see some expansion and development. We plan on adding to our retail store and gardens in the future because we do have 28 acres at this location. We have some pretty good ideas which will help us to evolve into something different, likely taking in the new worldwide lifestyle connection.

The Perennial Plant Association, which had their national meeting in Vancouver presented Minter Country Gardens with their retail award for 2013. Now we have international recognition, notes Brian. It means

that whatever we do in the future has got to be at a very high level.

We want to give people an amazing experience when they walk into Minter Country gardens. I can’t tell you how many bus loads of seniors come in here to enjoy the smells and sounds, where there is no stress. I’m particularly fond of the younger generation, who maybe don’t have a strong interest in plants, but do have a strong interest in growing their own food.”

Brian also is keen to mention the light show during the Christmas season.

“We have thousands and thousands of people come in to take the train - it’s become part of their Christmas tradition. So, it’s developing more of those types of things that have some true value to people; making this place a part of their lives with great experiences. We care about this place.

We were never about making money, that is not who we are. It’s about being part of our community, doing the right thing the right way, and being the best we can.”

Brian has always been in the forefront when it comes to advising and helping others with their gardening. It all started back in the seventies when he appeared weekly on Let’s Talk on CHWK radio. Later he started doing the same thing on Thursday noon with CBC radio. And now he is live for 90 minutes on BBC World Radio 5 about every third week.

“I’ve been doing it (BBC World)

for three years on Sunday night.

They have over a million listeners who have embraced me as their gardener. Listening to people talk about their concerns and making it an enjoyable helpful fun experience is why people tune in.”

One of Brian’s many attributes which has always impressed and amazed me, is his ability to be able to instantly recognize what people are talking about when they ask a question. He seems to be able to provide the right answers off the top of his head.

Brian is very modest when asked how he does it.

“I’ve learned so much over the years, everything from growing plants to designing plans for people for their homes, to being a florist and able to respond to questions. My goal in life is to do everything. I spend probably 20% of every day in our shop answering questions. People need help and I want to be able to help them and provide solutions to their problems. That’s really the key.”

Well, on behalf of the community I would like to say “Thank You” to the Minter family for 33 years of dedication and hard work. And while you haven’t done everything Brian – you have a wonderful team who have done so much to make the gardens truly world class.

You and Fay were the inspirational leaders.

You gave Chilliwack, BC, and Canada something to be proud of.

Abby mayor vows to take cannon issue to ag minister Alex Butler West Coast Farmer Abbotsford Mayor Bruce Banman told council he was “ashamed” of their inability to compromise on a bylaw restricting the use of propane cannons, used to scare birds away from berry crops.

The issue of how to enforce or limit the use of the noisy devices left council divided once again.

In July, the city attempted to pass a stringent set of restrictions on the use of cannons, which would decrease the hours of operation, the number of shots

per hour and the distance of the devices from neighbouring homes. The vote was split and the bylaw ultimately failed. The issue was sent back to city staff to create a less restrictive set of guidelines for council’s approval.

The use of propane cannons is protected by the provincial Right to Farm Act and farmers must currently follow agriculture ministry guidelines, which the city does not have the authority to enforce. To further regulate cannons, the city must create a “farm bylaw” that requires approval from the ministry.

City staff’s revision set

out regulations that were closer to the current ministry standards, but would allow the city to enforce the specifications and fine the farmers who do not follow them.

But councillors remained split on the loosened restrictions.

Coun. John Smith, who pushed for the original restrictions, said that to pass a bylaw that only allows the city to enforce ministry guidelines is to accept the downloading of responsibilities from the provincial government. He added that it would not solve the issues caused by the cannons, like

effects of the noise on neighbouring homes.

“I’m not going to accept mediocrity, which is what this proposal is,” he said.

Coun. Moe Gill, who opposed increasing limits on cannon use, said he could not support even the decreased restrictions, saying it would put a strain on farmers, and was disconcerted by the lack of consultation with the BC Blueberry Council, which employs liaisons to deal with issues between neighbours and farmers caused by cannons.

Banman admonished council for their inability to reach an compromise, say-

ing he was disappointed because “the public wants us to do something.”

Council ultimately brought back the original bylaw with full restrictions in order to pass its third reading, so it could be taken to the provincial government for consultation.

Though three councillors remained opposed, the third reading passed.

City manager George Murray said he and the mayor will present the proposed bylaw to the Union of British Columbia Municipalities (UBCM) convention, which runs Sept. 16 to 20, to address the issue

B.C. opens Canada’s only cranberry research farm The only Cranberry Research farm in Canada is doing well with several research projects already underway. Former BC Minister of Agriculture, John Savage, a Delta resident says the idea for the farm came from Jack Wessel while he was on holiday in Australia.

“He called me one evening and said, “you know we have this South Fraser Perimeter Road (SFPR) being built and there is a lot land in the right of way that is excess to requirements’. Jack then asked me if I thought there was a chance we could get some of that land on which to build a cranberry research facility. I took up the suggestion and contacted people I knew who were employed by the Provincial government. I was then directed to meet with representatives from Gateway Construction who were building the SFPR. The Gateway staff was very cooperative and took us out to look at the piece of land.

Savage said their key goal was to establish a research operation so they worked closely with Ministry of Agriculture staff, Ag Minister Steve Thomson and Highways Minister Shirley Bond and agreed to purchase the 20-acre parcel that lies between the SFPR and the Vancouver landfill.

“It will allow us to put in test plots with different cranberry varieties, monitor how they yield and the differences to disease or pests for all growers from Richmond to Pitt Meadows. We plan to hold field days at the farm over the next year or two where growers can see the progress the different types of cranberry varieties are making, what the yield potential is and whether disease is a problem. We hope to find disease-free varieties. Overall this farm is a big plus for the cranberry industry and hopefully it will produce extremely good results.

The peat soil in the farm is excellent and growers will be the ones to really benefit from this enterprise.

“A lot work went into getting these test plots established at the Delta farm and the credit should go to Todd May, Grant Keefer and of course Mike Wallis all of whom made this happen. Overall the farm has five bogs and we also have specific varietal U.S. trials in one/fifth of a bog, and in another we have four different varieties in much larg-

“We have Malluca Queen,” said Savage, “one of the varieties that has been talked about a lot as a good potential yielder with a good sized berry.”

Looking ahead Savage believes the farm will be a benefit both to growers and consumers.

“Two, three, maybe four years out we will see what results out test plots produce. Pest control, fertilization, yields, varieties, these factors are all important to increasing benefits to the industry. It will take about three years before a test plant produces a cranberry. By the fourth year we will hit the maximum.”

Water is an essential requirement, particularly for the harvesting of the berries. The draw point for the water for the Research farm is on 80th street at River Road near the Alex Fraser Bridge, between there and the Massey tunnels.

There is a huge canal on which there are four reversible pumps that control the farms main irrigation supply. If the area should be inundated by a heavy rainstorm the pumps can be reversed and send water back out to the river.

Mike Wallis has been working with the BC Cranberry Growers Association since 1999 and is now part of the team looking after the

new research farm. In February of this year he began assisting Todd May and Grant Keefer who he says were the driving force in getting the farm up and running.

“When I joined this operation the land had already been cleared, 90% of the drainage and irrigation infrastructure had been installed, but they needed someone on a part time basis to assist with the development of the farm and that’s where I came in because I can work part time.

“The experimental plants we got from Rutgers University in New Jersey were planted in June. That was in Bog 3, and in Bog 1 we planted the quarter acre plots of commercially released varieties so we can evaluate those in a standalone situation. We can also do fertility work, pesticide research, pesticide screening, and nutrient management planning on the different varieties and see how they respond in this area.”

Wallis continued on saying, “there is no comparison in planting a commercial bog to planting a research bog. Everything at the research farm must be done in detail, and every move recorded.

This makes it a very time consuming task. However the long term benefits will make it all worthwhile.”

The research farm program will

certainly not replace the work taking place at the Pacific Agriculture Research Centre (PARC) in Agassiz, notes Wallis. But it will provide the opportunity where they can do research on new varieties and established varieties on a standalone basis, and not in growers fields. It also eliminates the problem of trying to conduct evaluation trials in a producing cranberry field.

Each of the bogs is about two and half acres in size and is serviced by an underground water distribution system. At present they are pumping from an irrigation canal but that will change once they get power.

“We will be building our own pumping station and storage pond at the north end of Bog 1 to service the farm,” says Wallis.

Wallis believes the farm is the right step forward for the cranberry growers who are financing it.

“We didn’t have any dedicated plots outside of PARC Agassiz, and the federal government seems bent on cutting back on agricultural research. So I think this is a really bold move by the industry and by visionaries like Jack Wessel, John Savage and the group of growers who make up the Cranberry research society. They seized the opportunity to develop this research farm, which is a very forward thinking move in my opinion.”

Federal, provincial and territorial (FPT) agriculture Ministers wrapped up their annual meeting which focused on the potential of Growing Forward 2 to spur innovation and market growth in Canada’s agriculture, agri-food and agri-products sector.

“Growing Forward 2 is an exciting step forward for our innovative Canadian sector, providing the strategic investments necessary to advance innovation and broaden our markets,” said federal Agriculture Minister Gerry Ritz. “I am extremely proud of our record of collaboration and dedication to ensuring our farmers, processors and exporters are on a strong footing to take full advantage of the trade and market opportunities emerging around the world.”

Growing Forward 2 will help drive transformative change by proactively investing in innovation, market access and development, and regulatory reform.

Both levels of government recognize the importance of a strong agricultural and food industry as a catalyst for new jobs and new growth across the country. With sector exports reaching a record $47.7 billion last year, remaining competitive and productive are critical components to expanding trade and generating growth. Eight organizations representing the U.S. and Canadian meat and livestock industries filed suit in the United States District Court for the District of Columbia to block implementation of a mandatory country-of-origin labeling (“COOL”) rule finalized by the U.S. Department of Agriculture in May 2013.

In their complaint, the meat and livestock organizations explained that the final rule violates the United States Constitution by compelling speech in the form of costly and detailed labels on meat products that do not directly advance a government interest. In addition, the organizations explained that the 2013 regulation exceeds the scope of the statutory mandate, because the statute does not permit the kind of detailed and onerous labeling requirements the final rule puts in place, and that the rule is arbitrary and capricious, because it imposes vast burdens on the industry with little to no countervailing benefit.

Plaintiffs include the American Association of Meat Processors, American Meat Institute, Canadian Cattlemen’s Association, Canadian Pork Council, National Cattlemen’s Beef Association, National Pork Producers Council, North American Meat Association, and Southwest Meat Association.

In the complaint, the organizations explained that the new and complex country-of-origin labels required for meat and poultry sold at retail constitute “compelled speech.” Under the U.S. Constitution, commercial speech may be compelled only where it serves a substantial government interest—for example, if the compelled speech is aimed at preventing the spread of a contagious disease. Because these labels offer no food safety or public health benefit, yet impose costs the government modestly

estimates at $192 million, the government cannot require them.

“All livestock and meat processed at federally inspected establishments in the United States and sold in interstate commerce are subject to the same health and safety requirements, as prescribed by the Federal Meat Inspection Act and the Poultry Products Inspection Act,” the complaint states. “Those products are also graded for quality according to a system administered

by AMS [Agricultural Marketing Service] without variation based on where an animal was born or raised. In short, beef is beef, whether the steer or heifer was born in Montana, Manitoba, or Mazatlán. The same goes for hogs, chickens, and other livestock.”

The organizations also explain in their complaint that in addition to violating the Constitution, the new rule also violates the Agriculture Marketing Act because it exceeds the authority granted to USDA in the 2008 Farm Bill. While Congress mandated COOL, the statute does not permit labels that detail where animals were born, raised and slaughtered -- yet that is what USDA will now require.

Ministers also expressed their extreme disappointment regarding the U.S. Country of Origin Labelling (COOL) which they say continues to be harmful to the Canadian livestock industry. (See story above.)

The ministers committed to addressing whatever issues the agriculture and agri food sector is confronting, from food safety and traceability to insurance and innovation.

Working together they will continue to provide effective support to Canada’s producers and processors to ensure the long-term sustainability and prosperity of Canadian agriculture.

Ministers discussed directions the federal government is following to improve the regulatory environment for the sector, which will continue to target health, product safety and the environment.

Ministers also discussed the control of imported goods, particularly reci-

procity of standards. They recognized the perception of differences in oversight expressed by industry and consumers. They agreed to further examine this subject, while stressing the quality of Canadian products and the strict controls to which all foods are subject.

Ministers were given an overview of food safety modernization activities under the federal government’s Safe Food for Canadians Action Plan, which will further strengthen Canada’s world-class system and better protect Canadian families. As part of the plan, the CFIA is moving forward on new, stronger and more streamlined food regulations to bring the Safe Food for Canadians Act into force.

The CFIA is also in the midst of a consultation on food labelling modernization.

Ministers discussed the strategy for a Food Safety Integrated Sur veillance Network to link federal, provincial and private food laboratories. They endorsed the development of a business

case to improve detection and response to food-borne threats.

FPT Ministers agreed that the implementation of traceability for cattle, hogs, poultry and sheep remains a high priority.

Ministers expressed optimism for the future of the agriculture and the agri-food sector in Canada.

Growing Forward 2 is a fiveyear agreement developed in consultation with industry. Launched in April, the agreement marks a major shift towards realizing the high economic potential of the sector. On top of multiyear funding for business risk management programs, it includes an FPT investment of more than $3 billion over five years in strategic initiatives. The policy’s strong focus on innovation, competitiveness and market development provides a foundation for the development of programs and services to position Canadian producers and food processors for growth and prosperity in the years ahead.

Environment Canada said that the Lower Mainland has been pretty much the same with respect to rainfall. For the period June to August 22nd, rainfall totalled only 58 mm compared to the 30-year average of 134 mm. And in 2012, Chilliwack experienced its driest August and September since records were started in 1879.

In another study at Pennsylvania State University, research has shown that plants with thinner roots can grow deeper, a trait which could be valuable in growing corn in areas of drought or low rainfall. The researchers found that corn roots have fewer cortical cells in the outer layer of their roots allowing them to be more efficient at accessing water and nutrients.

The researchers headed by Prof.

Jonathan Lynch found that corn roots show natural variation in the number of cortical cells in their roots which could be selectively developed for cultivation where deep roots are an advantage.

“A lower number of cortical cells means that the plants spend less nutrients produced by the shoots to maintain the root cells,” said Lynch. “In drought stressed maize this trait increases rooting depth as the plants can spend more nutrients growing deeper which improves water acquisition, growth, and yield.”

By combining this trait with others such as disease resistance there is the potential to produce improved corn seeds and maintain a higher yield in drought-stressed regions or where a drying climate could become problematic in future years.

In yet another study, researchers at the University of California, Riverside, have found a new drought-protecting chemical with the potential to become a powerful tool for crop protection in an emerging world of extreme weather. Named “quinabactin”, the chemical mimics a naturally occurring stress hormone that helps plants cope with drought. Quinabactin is a synthetic molecule that activates the plants’ receptors involved in drought tolerance. This discovery is the first in a multi-step process to bring a valuable new agricultural product to market.

Plants have their own intricate and complex water sensing and drought response systems and commercial crops do well in years of plentiful rain with a balance of sunshine. But heeding climate change, scientists are racing to get ahead of the curve to develop drought-tolerant crops and chemicals that farmers can use to maintain crop vitality and yields under potentially adverse conditions.

ith this summer’s dryness and last summer’s 80 days with minimal rainfall, there has been a lot of research recently by a variety of universities to shed more light on how plants cope with environmental stress like drought and how that knowledge could help breeders manipulate plants’ cell and root structures to boost crop production.

Recently, scientists discovered a protein that plays a major role in how plant roots use water and nutrients which could prove to be a major step toward improving Margaret the production and quality EVANS of crops.

Plant roots use their inner skin, called the endodermis, as a cellular gatekeeper to control the movement of water from the soil to the portion of the plant above ground. Part of that cellular barrier is the Casparian strip which helps plants to tolerate stresses such as drought, flood, and salinity. This strip was first recognized as part of a plant’s wall structure by Robert Caspary in the 19th century.

Until recently, not much was known about the genes that form this cellular band. But in their study researchers from the University of Aberdeen and the University of Lausanne discovered a protein (ESB1) that is part of the function that deposits lignin patches during the early stages of the Casparian strip’s growth.

These patches fuse into a continuous band of lignin as the strip matures.

As the researchers pointed out in their study which was published in the journal PNAS, understanding the role of the newly discovered protein and how it deposits lignin may help scientists, and eventually plant breeders, manipulate the lignin and increase crop production, especially in drought ravaged regions or places where growing conditions are not ideal.

Understanding how plants cope with drought or very dry conditions may become critically more important in future years as the climate warms and rainfall patterns change on the west coast. And this summer has seen significantly less rainfall than normal.

According to Roger Pannett, Environment Canada volunteer weather observer for Chilliwack, summer rainfall from June to August 20th totalled 88.3 mm which was 53 per cent below normal. The mean summer temperature has been over 2oC above normal.

Rajinder Lally says for the past few years he has been looking for a machine that would process blueberries for the IQF (Instant Quick Freeze) industrial market.

The demand for frozen IQF blueberries is very strong.

Importers love to buy the IQF berries.

“With the quick freezing procedure,” he says, “it preserves the quality and the taste of the blueberry because it freezes instantly and often after they are harvested they are quickly frozen and stored at minus 29 degrees. All buyers now in the world market are looking for frozen blueberries. And I was looking for a machine over the past fourfive years and finally I heard about a machine made in Sweden – an IQF tunnel.

They were quite popular in Chile. The Chilean people started to use them before they came to Canada and we ordered one two years ago and had it installed in our Abbotsford processing plant last year. While we were able to use it, it was too late in the

Now we are using it to its fullest capacity and we are processing 10,000 pounds of blueberries each hour. It produces a very nice frozen berry.”

The tunnel looks like a very nice tractor-trailer, according to Lally. It is amazingly good for processing blueberries. They are quickly and individually frozen in the tunnel that is powered by a 450hp compressor manufactured in Japan. It compresses the

ammonia that feeds the IQF tunnels. It was installed by the people at Fraser Valley Refrigeration.

Lally says the new IQF tunnel which cost $1.6M to acquire and install will increase the capacity to produce more berries, but more importantly it will increase the quality of the berries.

“I am still packing fresh blueberries and I want to continue to be known as a fresh blueberry packer and any berries that do not make the grade as a fresh berry I can IQF them.”

IQF processing has allowed us to expand our markets.

“We are supplying new buyers who have expressed a preference to buy IQF berries. They put them into poly bags and sell them to chain stores. We employ around 300 people annually to pick and process our fresh and frozen berries. We added another 50 acres of blueberry fields to our inventory this year bringing our total to over 400 acres

of blueberries. We pack nothing but the best quality berries. Currently our trucks deliver berries all over the map – they are going to Ontario, Edmonton and Calgary, and also to California and Florida. Each truck is loaded with 30,000 pounds of berries.

The outlook for this year’s berry crops in BC is not the best. What do you think is going to happen.

“This year all growing areas here in the Fraser Valley-Lower Mainland, Washington and Oregon in the Pacific Northwest, and Michigan, New Jersey and Vermont in the eastern U.S. all had their berries mature at the same time. Usually there is a 7 to 10 day differential in the timing of the harvest in these areas, but not this year. So while the BC harvest will be high it will be less than last year’s 115 million pounds, and the price has yet to be determined but will be less than last year.

“Our big challenge is to ensure we retain the services of

Makara says he is hopeful that an agreement will be in place by the end of the year that will guarantee Dossett job security.

“I like his enthusiasm and the fact that he is willing to stay here a long time.”

Makara and BCBC Executive-Director, Debbie Etsell, have spent a lot of time over the past few years trying to develop new markets around the world for BC blueberries. Their present focus is on China.

When you get these conditions you get a lot of bacteria blight - a lot of blossom blight and a lot of botrytis mould which affects the blossom and the buds. It also created an environment where a lot of the buds got burned. Plus when there is a lot of rain the bees don’t exactly want to go out in the rain and work that much.”

Makara is confident however that some of the later varieties should produce a very good crop this year. The industry is now pinning its hopes on a good crop of the Elliott variety which had a good bud set and survived the blossom period much better than the earlier varieties.

“The China process is going very slowly,” says Makara. “The Chinese quality control people, who develop the protocols which will allow us export access for our fresh berries, are slightly protective of their own industry and want to help their own blueberry growers get better established. At the same time, they realize that blueberries are one of the key berry commodities their nation wants to buy. Consumers in China are eager to buy our blueberries.

“We (Debbie and I) visited several of the biggest buyers and had meetings with them. They tell us they really want our berries. Our intention with the help of the Canadian government is to work through the protocol demands of the Chinese and get them all the information they require to satisfy them that we have the safest food produced. We are hoping to get access within a year.

“Federal Minister of Agriculture, Gerry Ritz, was with us in China this past spring and Canada has now signed an agreement to export sweet cherries to China. Blueberries were second in cue behind sweet cherries and we are now hopefully at the top of the list to get market access into China.”

On a final note, Makara says it is disappointing that this year’s crop is not going to generate a high return from the market place. Makara predicts that the harvest will be under100 million pounds and the price under a $1.00 per pound.

“The key issue that resulted in an mediocre early crop is the fact that when the berry plants were in bloom at the height of the buds opening we had over two weeks of rain with higher

"You know, if every kid in the inner cities in this country belonged to 4-H, we wouldn't have much of a crime problem." said former U-S President Bill Clinton in an address to Montana State University in 1995. The public doesn’t often think of 4-H clubs as being a crime prevention tool, but it’s one of the many positive side effects of the 4-H program, which in Canada is celebrating 100 years in existence and B.C. will mark 100 years of the program in 2014.

As part of the B.C. 4-H provincial council’s efforts to recruit new members, connect with alumni and attract sponsors the “Revolution of Responsibility” tour was launched in 2012 with the help of $20,000 over two years corporate sponsorship from CIBC. The results are tangible with an increase in enrolment in 2013 of over 5 percent with 2300 B.C. youth ages 6-21 involved in over 160 clubs with 600 plus volunteer leaders in B.C. and the Yukon. While Beef and Horse projects are amongst the most popular, the Cloverbud program which introduces 6-8 year olds to the program has quickly gained traction as have many non-agriculture 4-H projects like photography, outdoor living, canine and many others that urban youth can take part in with all the same benefits.

4-H is designed to develop the young people of today into the leaders of tomorrow by providing them with opportunities to learn and grow within their environment.

4-H’ers learn many life skills through the 4-H motto of “Learn To Do By Doing”.

Members achieve lifelong learning through conducting meetings, holding an office position within their club, maintaining accurate records and public speaking opportunities.

Working in a team, developing leadership skills, meeting deadlines, becoming responsible citizens, and giving back to their com-

Agriculture has opportunities for young people, FCC says Farm Credit Canada (FCC) approved $2.3 billion in financing to farmers under age 40, contributing to record disbursements of $7.7 billion to help customers expand or start their operations in 2012-13.

“Young people are beginning to see their place in the future of the industry and FCC is proud to support them on their journey to success,” FCC President and CEO Greg Stewart told customers, partners and stakeholders attending the Crown corporation’s annual public meeting in Westlock, Alberta on Aug. 21.

Canadian agriculture will need 50,000 talented and energetic young people over the next five years to fill agriculture-related positions, according to projections from Agcareers.com, a leading supplier of human resource services to the agriculture and food industry.

“Opportunities for young people are growing and reflect the overall strength of the industry,” Stewart said. “FCC believes in the strength of agriculture and the agribusiness and agri-food industry.”

FCC supports young farmers at various stages through its longstanding involvement with 4-H, management workshops through FCC Learning and lending products aimed at assisting young farmers with succession planning. FCC also provides regular economic outlooks to help producers better

understand how global economic trends impact their industry.

“As the world’s population continues to grow and developing countries become more affluent, there will be a growing demand for red meat, grains and oil seeds,” J.P. Gervais, FCC’s Chief Agricultural Economist, told the meeting.

“Canadian producers and agriculture businesses are among the most sophisticated in the world and they stand to benefit.”

Canada’s agriculture and agrifood sector already employs more than two million people and accounts for about eight per cent of Canada’s Gross Domestic Product, contributing more than $100 billion to the national economy every year.

“FCC’s goal is to help our customers succeed and take advantage of the great opportunities agriculture has to offer,” Stewart said. “It’s what inspires us every day.”

During the 2012-13 fiscal year, Canada’s leading agriculture lender approved 47,000 loans, with an average value of $162,000. As a result, FCC’s loan portfolio grew by almost $2 billion to $25.1 billion.

Other financial highlights discussed at FCC’s annual public meeting include: • net income of $513.4 million, which provides for a dividend payment tothe Government of Canada as well as significant reinvestment in agriculture through increased

lending to customers and the development of agriculture knowledge, products and services • an improvement in the allowance for credit losses at 2.5 per cent of loans receivable, reflecting reduced risk in the loan portfolio and a strong agriculture economy • continued support of the industry for customers needing alternative financing with $73.4 million in venture capital investments Dale Johnston, Chair of FCC’s Board of Directors and a producer from Alberta, said agriculture is a diverse and profitable industry comprised of farmers and agribusiness operators who work hard to deal with an increasingly complex industry.

“We are the only national financial institution solely focused on agriculture, and we have demonstrated our commitment to the long-term success of the industry.”

BC’s new Agriculture Minister is Pat Pimm who represents the Peace River North constituency and is a lifelong resident of that area. In his first term in Victoria, he held a number of government positions including member of treasury board; Parliamentary Secretary for the Northeast; Chair of the Northern Caucus and two Select Standing Committees: Aboriginal Affairs and Finance and Government Services.

Pimm says he was excited when he was advised by Premier Christy Clark that she had chosen him to be the new Agriculture Minister.

“I am the first person from the Peace River area to be named to this portfolio. It’s been six weeks now and I am enjoying my job. Soon after being named minister I headed into a summer session of the legislature.

I am also still trying to figure out the different commodity groups that I have to deal with, about 250 of them. It is a pretty big portfolio.

I’m looking forward to meeting many of the representatives from the industry during my summer tour.

Among the challenges I want to hear about is my government’s efforts to develop new and stronger markets in Asia. I am a strong supporter of our buy local program.”

Pimm admits that climate change is a serious issue, but says it hasn’t affected the Peace River area which has a short growing season due to early and late frosts.

“The Peace Country is more aligned with Alberta,” says Pimm. “We are not part of the BC mountain range so our growing conditions emulate those found in northern Alberta. Frost can come early – in fact it arrived on October 10 last year, so it does limit our production role that’s for sure. We now grow a lot more canola than we ever have. The cattle industry is big and of course we have the gas industry, mining and forestry, as well as the oil industry contrib-

uting to our economy.”

Pimm is eager to learn the issues facing BC’s diversified agriculture industry.

“It has got some challenges today. I’m looking forward to an ever expanding industry, presently valued around $10.5 million dollars, and working on a plan to raise that to $14B by 2017. If we can expand the portfolio it means more money in the pockets of farmers.”

A first step towards improving financial returns was approval of a tax relief program for greenhouse producers with the provincial government removing the requirement to pay the carbon tax on purchases of natural gas.

Going a step further Pimm says new legislation approved this past summer will provide carbon tax relief to all farmers who use their tractors and other machinery, trucks and all terrain vehicles to maintain their farming operations.

This measure comes into effect on January 1, 2014. The two measures will mean an estimated $11 million more in farmers’ pockets.

The HST federal tax program is gone and has now been replaced by the Provincial PST program.

“I think it is fair to say that farmers are unhappy with having to revert back to the PST. The HST would have provided them with a $20M windfall, but they are now forced to pay the PST with all its encumbrances. The new PST program is virtually the same as it used to be. However farmers can now file their documents on-line – they can file both GST and PST at the same time."

As to the Provincial government’s plan to develop the Site C project on the Peace River, Pimm thinks it will be good for the BC economy, but he says there are many who oppose it.

“I am not going to get into any major discussion on the good or bad points of the proposal.

It is something that will have to be negotiated.

However there is little doubt the project will change the face of agriculture in the Peace River area.”
