TERRACE - A local man charged with one count of murder and another count of attempted murder made his first appearance in Prince George Supreme Court Sept. 18.

Travis Stephens, 29, was arrested after an intensive search east of Terrace the afternoon of Sept. 14.

He’s been charged

with murdering Eric Maurice Cardinal, 27 and wounding a local woman, age 29.

Police say they were alerted to events at a Dobbie St. residence in Thornhill early in the afternoon of Sept. 14.

A woman left one house, went to another house, saying she and another person had been shot.

The woman was subsequently taken to Mills Memorial Hospital for treatment.

An extensive manhunt began after a yellow pickup truck was observed leaving the Dobbie St. area.

The truck as then found abandoned on a rural forest service road in the Kleanza Creek area east of Terrace and

Thornhill.

Officers from the Terrace RCMP detachment, the area’s emergency response team and a police dog and officer converged on the location.

“RCMP soon located and arrested 29 year old, Travis Leslie Stephens, who was found down an embankment trying to hide from police,” said a police release. The arrest

Rupert bails on recycling

PRINCE RUPERT - The city has decided to pass on a program that provides financial assistance to communities wanting to set up a curbside recycling service.

Multi-Material British Columbia (MMBC) is a national non-profit organization offered incentives for a program to pick up packaging and printed paper and glass, but the timeframe was such that city staff were unable to analyze the costs of implementing such a program or put in place the needed infrastructure.

“The Engineering and

Public Works Departments understand the fiscal challenges and staffing levels associated with implementing cur side recycling pick up and feel that, at this time, we do not have the capacity or additional ‘top up’ funds necessary to run the program without relying on the taxpayers of Prince Rupert,” wrote Bill Horne in a report to council, noting any curbside recycling may be sent out of town and take away volume from the Skeena – Queen Charlotte Regional District depot.

“The regional district in conjunction with the City of Prince Rupert will look to implement a curbside pro-

gram in the future, but at this time both feel that we don’t have ample time or funds to properly educate the public and execute this initiative.”

The next time the financial assistance may be offered is five years from now, but the majority of councillors agreed signing up for the program wasn’t feasible at the moment.

Only Councillor Gina Garon voted in opposition to the idea. “I have been pushing for curbside recycling for a number of years and am disappointed to see this come down to a crunch ... I just want to keep as much out of landfills as possible,” she said.

Kitimat area can get its mail

KITIMAT - Canada Post has given Kitimat a way to get mail delivery going again on Farrow Street, but there was just one decision left to make on Council’s plate. Door-to-door mail delivery by Canada Post to Farrow Street has been suspended since November 2012 because of a problem of a dog at large.

Kitimat council has since adopted new bylaws which give the town more power to deal with dangerous and at-large dogs, and Canada Post is reportedly pleased with those developments, according to a Kitimat administration report to council.

The last step, however, is for Council to assure there will be suitable land for a community mail box if one is needed. While one

won’t be installed immediately, Canada Post wants one to be installed in the event the particular problem dog on Farrow Street becomes a problem again for mail carriers.

There are two options council considered.

One would have Kitimat agree to installing a permanent community mail box which, while coming to no cost to the District, would mean that Farrow Street would never get mail delivery again, even if the dog at some point is assured never to be a problem. (If the dog leaves the neighbourhood, for instance.)

Council instead opted for plan number 2, to provide space to install a temporary one, which would leave the door open for door-todoor mail delivery again on the street. However the District would take on the cost burden, which, for installation and removal is estimated to be around $10,000.

Terrace residents can now voice accessibility concerns to Via Rail TERRACE - Advocates for improved train accessibility in Terrace, B.C., will finally get a chance to voice their concerns directly to Via Rail, with the crown corporation hosting a public meeting here next Tuesday.

“Accessibility is a primary concern for Via Rail,” reads a Via rail press release sent out Sept. 17. “Representatives from the corporation look forward to meeting with officials and locals, and presenting possible projects to improve accessibility to our trains.”

The city of Terrace has been in contact with Via Rail several times over the last few years regarding train accessibility issues, said Heather Avison, Terrace’s chief administrative officer.

Of concern is the fact that the train station here, which is part of the city-owned George Little House retail and office facility, does not have a mechanical lift or a ramp capable of assisting passengers in wheelchairs on and off trains operated by Via Rail. The closest mechanical lifts to Terrace are in Prince Rupert or in Prince George.

After several failed attempts to communicate with Via Rail on the issue, the city sent a letter to the Canadian Transportation Agency (CTA) last year urging intervention.

In July of last year the CTA responded, noting that there would be certain circumstances where stations would be unable to accommodate persons in wheelchairs.

It noted that in those instances Via Rail is supposed to arrange, at its own expense, alternate transportation to the nearest station with a lift or to the passengers final destination – a process that critics say defeats the purpose of travelling by train and that the CTA acknowledged might not always be feasible or cost-efficient in remote communities.

The city responded with a letter asking the CTA to consider the idea of installing a portable ramp at the station in Terrace, an idea put forth by the city’s seniors’ committee.

A ramp is viewed as a cost efficient alternative to a mechanical lift.

The CTA then responded it would discuss the idea with Via, while noting installing a ramp would be a voluntary act by Via. The city also sent letters to municipalities in the region asking them to support

improvements to the accessibility for VIA Rail passengers at the request of the seniors’ committee.

In the city’s most recent correspondence with the CTA on April 26 of this year, director of accessible transportation Mary-Jane Gravelle said in a letter “staff of the accessible

transportation directorate have had discussions with VIA regarding this matter and continue to do so.

“Agency staff has also been working with Transport Canada’s Transportation Development Centre (TDC) who have initiative a project to investigate potential boarding technologies

for passengers with disabilities. VIA has recently informed the Agency of its intent to contact the communities that raised concerns in order to organize public information meetings.”

The public meeting will be held at the Sportsplex next Tuesday, Sept. 24 at 6:30 p.m.

VICTORIA - The B.C. government’s consultation on liquor reform has begun with a debate about allowing alcoholic beverage sales in grocery stores.

“Washington state is the model I favour,” a Lower Mainland resident wrote Monday on the B.C. government’s new consultation website.

“No government involvement in retailing – period. Just enforce the legal drinking age.”

The B.C. government’s point man on liquor reform, RichmondSteveston MLA John Yap, posted his own comments on the subject Monday. Yap warned that while opening up alcohol sales is a popular suggestion, “it certainly isn’t as straightforward as it may seem”.

Yap noted that beer, wine and spirits are already sold in rural grocery stores that are licensed because their service area isn’t big enough to warrant a government retail store. In urban areas, he questioned whether alcoholic beverages should be sold from convenience stores and gas stations, larger grocery stores, or big-box retailers.

“When this topic comes up in my meetings with health, safety and law-and-order advocates, the question will surely become that already we see 30 per cent of latenight attendees at a typical B.C.

ACT telethon marking 34th year

KITIMAT - It’s the biggest and live-est show in Kitimat all year; the Aluminum City Telethon.

October 20 will mark the 34th year as an entertainment and fundraising venue.

Local abilities will be the focus for this year, with the theme named “Kitimat’s Got Talent.”

Such a theme is a well-timed turn, as organizers will welcome

two new hosts to the line-up, replacing long-time host Monique Miller.

This time, Sally Sousa and Pat Mouland will be leading the show, which so far has about eight confirmed acts returning.

They’ll also have a number of guest hosts throughout the 11 a.m. to 9 p.m. day.

Of course the success of the event depends on the public, and the organizing committee is calling out for any help people are

willing to provide.

Priority right now is to gather more talent, and sign on food vendors to sell for lunch and for dinner. Organizers definitely want a full day’s worth of food available for people to enjoy.

Of course general volunteers are always welcome.

UN Peace Day celebrated tomorrow

KITIMAT - It’s this Saturday when the Kitimat Rotary Club hosts the annual United Nations International Peace Day celebrations in town.

Held at the Mount Elizabeth Theatre starting at noon, this yearly celebration brings together the community in the name of sharing and spreading peace.

Speaking for the local Rotary Club, Eleanor Kendell said

there will be a number of interesting things this year.

That includes the Salvation Army Mobile Kitchen which will be on display and in full use by visiting Northwest Community College chef students.

There will be dancers, as well as a children’s choir too, in addition to the various speakers.

What’s in a name, eh? Plenty The Northern connector

If you’re a baseball player looking for anonymity, having a name such as Jose Fernandez is a good start.

It’s difficult to keep the Joses (Bautista, Cabrera, Constanza, Lopez, Jiminez, Morales, Reyes) and the Fernandezes and Hernandezes (Felix, Livan, Ramon, Jose) straight as it is, but to put two of them together in one name is begging to be invited to the Spanish equivalent of the English convention of people named Bill Smith.

And to top it off, this Jose Fernandez plays for the Miami Marlins, whose stadium, it’s rumoured, is where Floridians go if they want some peace and quiet.

But Jose Fernandez, a rookie pitcher for the Marlins, just may be the best hurler in MLB this season. Clayton Kershaw of the Dodgers and Max Scherzer of the Tigers will likely win the Cy Young awards for pitching prowess, but here’s a case for Fernandez, already causing Yankees ownership to drool over his impending free agency four years or so down the road.

A 20-year-old Cuban, Fernandez has a record of 12-6 on a Marlins team that is close to 40 games below .500. To protect the arm of their pitching prize, Marlins’ brass shut him down in mid-September after 170 innings.

At home, he was 9-0 with an earned-run-average of 1.19. He didn’t allow a run in three of his last five starts (usually lasting seven innings), his only other starts a 2-1 loss to Atlanta Braves, owners of the best record in baseball, and a 5-2 victory over the same Braves. He has more strikeouts per nine innings than any other starter in the National League. For every walk he issues, he strikes out more than three other batters. Washington manager Davey Johnson calls him a ‘shooin’ for rookie of the year and the Washington Post wondered in print if there’s another pitcher in the NL, rookies and non-rookies alike, who’s better.

Now that Miami management won’t let him pitch anymore this season, Fernandez told USA Today he is “thinking about being a bat boy. I don’t imagine myself just sitting in the dugout, I need to do something. I’m the guy that’s always moving around and need to do something.”

What he might do is start writing his acceptance speeches for postseason awards. His days of anonymity are nearing an end.

Petroleum producers pitch LNG

PRINCE RUPERT The Canadian Association of Petroleum Producers (CAPP) was in Prince Rupert last week to discuss the development of LNG in the region.

Geoff Morrison, CAPP’s manager of B.C. Operations, said the organization was hoping to not only talk to people about the current industry and address concerns people may have, but to get a better idea of what those concerns are. However, he said accessing Asian markets through terminals proposed in Prince Rupert and Kitimat is vital to the flourishing LNG industry being experienced in the Northeast and Alberta.

“There is an abundance of supply in Canada and the U.S, so the industry is up dramatically, but we now ship less to the U.S. Which has been our traditional mar-

ket ... market diversification is fundamentally important to the industry in Canada and particularly in the west,” he said, noting time is a factor as Asian countries look to fill their energy needs.

“There is some urgency to it for sure because of emerging industries in countries like those in Africa ... we can bring that natural gas to large economic hubs in Japan, China and Korea ... if we can get these ongoing relationships with them, then we can create long-term benefit.”

Aside from jobs both on the coast and in the Northeast, Morrison said a strong LNG industry would benefit people across the province.

“In the last decade, LNG royalties were larger than stumpage fees ... at the high-water mark in 2008, the industry paid $2.5 billion in royalties to the province. That is now di-

minished, but it is still hundreds of millions of dollars being paid,” he said.

PRINCE RUPERT - After making their way across the country , having left Sydney Nova Scotia on June 21, participants in the Tears for Justice walk will arrive in Prince Rupert tonight.

It is expected the walkers will arrive at approximately 8 p.m., and they will be greeted on the highway by drummers and singers. Plans then call for a feast, sharing of their story, entertainment and a candlelight vigil.

TERRACE - A group of local residents gathered Sept. 10 for a community weed pull at the bottom of Lanfear Hill designed to rid the city of unwanted invasive weed species. The recognition that invasive weeds are a problem is a key issue coming out of local efforts to increase food production in the area. The evening was put on by the Great Terrace Food Association and the Northwest Invasive Plant Council.

NEW HAZELTON -New Hazelton RCMP responded to a total of 75 calls during the week of Sept.

5-11.

September 6, Police were informed that a village band office had received a bill from a company for their services. The band administrator did not recognize the company name and called the

company but did not receive an answer. The complainant conducted further checks online and it was apparent that the company does not exist and it was an attempt at a fraud to obtain money.

Born: February 08, 1947 in Chilliwack, BC Bob passed away peacefully surrounded by family on September 10, 2013 in Victoria, BC. He had valiantly battled both cancer and heart complications over the previous 15 months. Bob is survived by his devoted and loving wife, Neva, his eldest son, Jeremy (wife Vanessa), and his youngest son, Brady (wife Jenna). Bob’s pride and joy were his adorable grandsons Sebastian (33 months) and Dominic (15 months), sons of Jeremy and Vanessa, and Evan (8 months), son of Brady and Jenna. Bob was also survived by his loyal brothers Lloyd (wife Dawn) and Bill (wife Erin), along with numerous nieces and nephews, and was pre-deceased by his mother, Lena, his father, Emil, and his brother, Don. He also leaves to mourn, Neva’s parents Clyde and Alice Smith, along with Neva’s siblings, Sandra Logan and Kendall Smith and their families. Finally, Bob leaves behind an army of friends and colleagues, who he was proud to have known and loved.

Bob spent the majority of his life in Prince Rupert, BC, working as a firefighter for 33 years. He was elected as a School Trustee, a position in which he served for nine years, where he advocated for students, teachers, and support staff, as a community of learners. Bob volunteered many hours of his time coaching and officiating athletics in Prince Rupert. He was a valued community member, and had so much pride in being a ‘Rupertite’.

Bob and Neva relocated to Duncan, BC in 2006 in order to be closer to their children and their future grandchildren. His love for golf, classic cars, and travel continued to pervade his lifestyle in Duncan, allowing him to truly enjoy what retirement had to offer.

Bob truly loved life, and was taken from us far too early. He is a testament to what a man should strive to become.

In honour of Bob’s wishes, he will be cremated and family will gather at a later date to honour his memory; there will be no formal service.

Pickle Ball takes over Kitimat

KITIMAT - It’s a craze taking over the 50-plus crowd in Kitimat.

A new game played Tuesday and Thursday mornings at the Riverlodge, and it’s an assortment of a few games at once.

And it’s called Pickle Ball.

Describing the game in its very basic form, you could say it’s a life-sized version of table tennis.

Which you might just say is tennis. But it’s not quite that.

“It’s played with a paddle similar to ping pong, and the dimensions of the court are that of badminton,” explained Pauline Morgan, who brought the game back to Kitimat with husband Mark.

It’s an activity that spread here, from players in Arizona, where the Morgans were staying last winter.

“We’re retired now and we went to Arizona and where we were staying there was a large club playing Pickle Ball,” she said.

After a few lessons, they found they really enjoyed it.

“My husband played badminton and I played racket ball so we were familiar with the racket sports,” she said, adding the people playing in Arizona were very enthusiastic.

Pauline also says it’s a good challenging sport.

“Most of the time you play two people on each side but it’s also a singles game.”

Right at the start Kitimat had upwards of 10 people playing, which has grown since those first few weeks.

The Kitimat Snowflake Seniors Centre programmer Jocelyn Iannarelli pushed to get the game going, and the director for the local zone of the BC Seniors Games Bill Whitty was also instrumental in getting it all set up in Kitimat.

Challenge Cup starts tonight in Rupert

After a hiatus over the summer, Pickle Ball is back again, and the ballers meet from 9 to 11 a.m. at the Riverlodge every Tuesday and Thursday.

If you’ve come this far and are still wondering why it’s called Pickle Ball, well it’s more a name from its history rather than for a description of the game itself.

The lore is that the game is named after it’s inventors’ dog.

Word was, explained Pauline from her own research, the dog Pickle would grab the ball from the game and take it to hiding.

It’s a cute story but apparently the dog was added to the family of Joan and Joel Pritchard, a congressman in the United States, two years after the game was invented.

The dog, in fact, was named for the sport, not the other way

around.

Joan Pritchard herself would explain the game’s origin in a column in the News and Sentinel of West Virginia.

“The name of the game became Pickle Ball, after I said it reminded me of the Pickle Boat in crew where oarsmen were chosen from the leftovers of other boats,” she explained in that 2008 article, which is still available online.

PRINCE RUPERT - Before the Prince Rupert Rampage begin the 2013/2014 Central Interior Hockey League (CIHL) season, they will be hitting home ice this weekend against rivals from across the Northwest for the Northern Challenge Cup. The action gets underway at the Jim Ciccone Civic Centre arena on Friday night when the Rampage take to the ice for the first time against the Terrace River Kings. The puck for that game drops at 6:30 p.m. and Rampage defenceman Derek Baker said the players can’t wait to get back into competitive hockey.

“We’re really looking forward to getting on the ice and putting all of the pre-season practice from the past several weeks into game situations,” he said.

Immediately following the Rampage/Kings game, with a 9:30 p.m. scheduled puck drop, the back-to-back defending CIHL champion Smithers Steelheads will take on the Kitimat Ice Demons.

What time the Rampage hit the ice on Saturday night will depend on how the teams does against Terrace on Friday. The losers of the Saturday night games will face off at 5 p.m. to determine third and fourth place while the Northern Cup champions will be crowned when the winners of the Saturday games face off at 8 p.m.

The last time the Prince Rupert Rampage hosted the Northern Challenge Cup, they won the tournament.

Terrace’s new hockey academy isn’t just about ice time

TERRACE - The inaugural cohort of Skeena Middle School’s new hockey academy took to the ice for the first time last week, but an enthusiastic pep talk from the program’s founder revealed that what happens off the ice in the academy is just as – if not more – important for student success.

Pacific Rim Hockey Academy owner Craig Millin spoke to newly enrolled academy students at Skeena during the first week of school, using the lunch hour to explain what is expected of the students and what they can expect to gain from the program.

The close to 45 middle school students enrolled in the program, one of 10 in the province, can expect three days a week of ice time, two days of dry land training, and a rigorous, expansive curriculum that covers everything from nutrition, to volunteer work, to goal setting.

But according to Millin, academics is the focus – hockey is used as a motivator – and a student who isn’t doing well in their classes won’t last in the academy long.

“To be part of this program you have to be diligent and on top of your academics,” said Millin in his speech.

“You defeat the purpose of having a hockey academy if you fail

your subjects.”

Skeena’s athletic director Frank Marrelli will be assessing the students with the support of Pacific Rim staff.

On-ice training and tactics is led

by Brad Anderson, and Cody Skog is running the dry-land training – the first week of which had the students running 5k on the Skeena track before a rigorous core and strength workout session.

There are five girls in the program, and about three quarters are recreational hockey players, with about a quarter playing rep hockey.

“It’s just kids who love the sport,” said Skeena vice principal Cory Killoran.

Barron said the support from parents, the community, the city and the school district was integral to getting the program up and running – it’s been in the works for nearly two years and this year is being treated as a pilot program of sorts.

Soccer, aquatic, and dance academies have also been considered.

“We’ll use this to gauge the success of this and the interest level for next year and the possibility of bringing more opportunities like this to kids and families in the area,” said Barron.

“We’re certainly hoping, and feel that this year is going to go well.”
