Questions of the offer for a free service, as well as making it continuous throughout the day and into the evening, were raised in the debate on the original, two-year motion.

There were plenty of bugs that had to be worked out on scheduling, said councilor Kathy Wallace, and they needed to be done before approving longer term funding.

She opposed the continuous service operation and favoured fewer, more strategic, operation to run the service efficiently.

“I don’t think it is really fulfilling a need that people who want a

bus are looking for,” she said. “So, to commit to this and run it for a year and see what it looks like?

That I can commit to. To commit for two years? You won’t get my vote.”

The comment and the discussion on charging for the service—supported by the business community—infuriated councilor Jill Spearn.

Only two people out of the 2,558 total electors—who are residents and eligible non-resident property electors in the city—were dissenting voices in the alternative approval process (AAP) enacted on the borrowing the city proposed to pay its $4 million Columbia/ Washington project bill.

If 10 per cent of the electors—256 signatures—had signed the petition against the bylaw then the long-term borrowing would have failed.

Although there was some doubt people would support the funding formula for the project, the AAP dispelled those, said Mayor Greg Granstrom.

“When we started the project I think the people of Rossland understood loud and clear the need for infrastructure upgrades,” he said.

“So people understand, in order to be sustainable, we have to upgrade our infrastructure.”

The total project was estimated to be within the total budget of $5.78 million. The funding will be $295,313 from a Towns for Tomorrow grant, $31,375 from development cost charges, $1,014,547 and $4 million from long term (30year) borrowing.

The reason most municipalities borrow for large capital projects is that borrowing enables the sharing of the project cost with future taxpayers, said city chief financial officer Cecile Arnott.

The impact of borrowing $4 million will now result in an estimated annual debt repayment of $212,000. The average home in Rossland is assessed at $255,400. Therefore, the maximum estimated annual tax increase would be $96 per year. That increase could be lessened through upcoming strategic planning by city council, Arnott pointed out.

If the long-term borrowing failed, council would have had to review a strategy for borrowing over five years and would have had to deplete reserves, resulting in borrowing $3-4 million and repaying over five years.

The estimated annual tax increase to an average home would be between $300 and $400 per year.

As each public library polling station reported, the results changed in this hard fought, three-way race for the One Book One Kootenay award.

The fifth annual One Book One Kootenay (OBOK) was not selected until the last library was heard from.

It was almost as suspenseful as this year’s selection, Confined Space by Deryn Collier (Simon & Schuster, 2012). OBOK is a regional book club, supported by the Kootenay Library Federation, the 19 member libraries in the Kootenay/Boundary—including the Rossland Library—and the Columbia Basin Trust.

It has created an awareness of the depth and diversity of our literary culture. People are not only reading books by Kootenay authors; they are enjoying them and telling their friends about them.

The city has, unofficially, 481 rooms that meet approved accommodation standards set out by the provincial government organization.

Tourism Rossland executive director Deanne Steven said, unofficially, the city now qualifies for a higher funding amount through the Resort Municipality Initiative (RMI) funding from the province.

“If we are to achieve it … it will be tremendous because we will be able to put together a great many more projects,” she said.

Steven said an official announcement on the new funding level would come next month.

The required number of approved accommodation rooms— 450 and over—are expected to give the city a two per cent share of the RMI funding, up from one per cent.

That extra money, around $48,000, will be flow through money for the City of Rossland council to dispense as it sees fit.

The RMI was started in 2006 with 14 RMI communities, of which Rossland is the smallest. Rossland received $28,362 in 2013 from the initiative. editor@rosslandnews.com

Logging is proposed within the city’s backyard playground.

ATCO Wood Products is proposing a cut block of 37 hectares on unsurveyed Crown land in the Glenmerry geographic area southwest of Nancy Greene Provincial Park.

Late last month Atco invited the regional district board to provide comments on the application. The Regional District of Kootenay Boundary board of directors passed a motion that the application for a timber cutting permit in the Glenmerry area near Nancy Greene Provincial Park was supported, subject to consultation with the Castlegar Nordic Ski Club.

The Castlegar Nordic Ski Club maintains cross country ski trails in the area,

and the proposed access road is one of the trails.

The ski club trails in the area are authorized under Section 56 of the Forest and Range Practice Act. “Depending on the applicant’s winter access needs, and their type of access, there is a potential for conflict,” said RDKB planner Jeff Ginalias in his report.

“The applicant is aware of the Ski Club’s tenure in this area, and has been in contact with them on the proposal.”

Logging in or around watershed areas is always sensitive, said Area B director Linda Worley, but following the provincial guidelines for practices and stewardship should alleviate some of those concerns.

“I have not personally been contacted, nor am I aware of any comments or concerns directed from the public regarding either of (the issue),” she said.

The two cut blocks are on the south side of Highway 3, just beyond a prior timber harvest site which has been restocked.

The blocks will be accessed by Glenmerry Forest Service Road, with potentially more roads cut in for inblock access.

The main focus of the block is timber volume with some minor forest health being considered.

With the proposed cut area in RDKB electoral Area B, the Official Community Plan designation is Rural Resource 3, and the area is zoned Rural 1 (RUR1), meaning forestry, logging, and silviculture are permitted.

The business case for broadband Internet in Rossland went public Monday night.

Chief operating officer Mark Halwa from the Columbia Basin Broadband Corporation (CBBC) gave city council the financial picture of three scenarios for a proposal to bring broadband high speed internet access to parts of the city.

Halwa said there are three scenarios council has to consider as it prepares to make its decision on Sept. 23.

The first one only includes putting in high speed service to City Hall alone, at no cost to the city. The second involves City Hall and downtown businesses, around 72 potential business subscribers.

How much city time and money will it cost for maintenance, training, vans, on-call technicians, dispatch, and equipment?

CBBC will deal with these. The city is not building a fibre network of its own, but building onto the CBBC fibre network. The city is not entering the business of telecommunications so much as enabling the arrival of open access network broadband within our community.

How will the city be able to provide services to make this work?

CBBC would be the Internet service provider of City Hall.

City Hall could choose to be the Internet service provider to Rossland, or could choose to enter into contract with real Internet service providers who will run the service instead. CBBC would oversee the process of finding and contracting Internet service providers.

Councillor Jody Blomme said there are already 24 business owners who have said they would subscribe to the service out of the 35 who have replied.

The third option includes service from St. Paul to City Hall, with only around 35 potential subscribers.

The second option would cost the city the most—around $156,480—but would have the most revenue associated with it

(around $859 per month). It would have a payback of 15.2 years.

The third option would cost the city $63,690 but would have no revenue associated with it.

That would mean the city would have to rely solely on taxpayer dollars to fund it.

Tourism industry predicting labout shortages The Kootenay region and Rossland could be facing labour shortages in the tourism industry by 2014, according to, BC tourism industry’s human resource association.

Regional studies of labour demand and supply by go2hr indicate that more than 100,000 job openings are expected by 2020, but all of British Columbia’s six tourism regions including the Kootenay Rockies could face labour shortages as early as 2014.

The Kootenay Rockies has tourism industry employees who are older than the provincial average, creating a need for more replacement jobs.

“Sectors ranging from food & beverage and accommodation to transportation and outdoor recreation will be affected by a combination of tourism growth, retirements, and increasing competition for workers,” said Arlene Keis, CEO of go2hr.

More than 14,000 shortages will exist across the industry, with the highest volume existing in food and beverage, accommodation and recreation and entertainment.

The transportation sector will be particularly vulnerable in relative terms as the shortages represent a higher portion of overall labour supply in that sector.

The luster of Golden City Days did not rub off on the city’s downtown businesses, according to several city councilors.

In their reports to council, some councilors remarked that the location of the events of Golden City Days on the weekend—and the parade—up at the Rossland Arena and its nearby grounds, meant very few people came into the downtown area.

The feeling from some of the business people councilor Jill Spearn talked to was there needed to be something downtown to show some vibrancy in the downtown core. She also heard that including the downtown in the parade route would have also been good.

“I don’t know if the Golden City Days committee wants feedback but I will write them an email to let them know,” Spearn said. “But I also want to say thank you to Terry Brinson and all of the volunteers that worked so hard to pull that off because it’s a huge event.”

Councilor Tim Thatcher agreed on both thoughts. He said he had heard from several people and business owners that it would have been nice to get some events, and therefore more people, in the downtown.

“There will be times when the shuttle won’t be as full as we would like it to be,” she said.

She implored the rest of council to consider two years to give the service ample time to assemble data on usage.

“Frankly, we can’t miss the bus on this opportunity,” she said.

Council only partially caught the bus by approving one year. However, the money now creates internal daytime shuttle bus service from downtown Rossland to Red Mountain for the winter of 2013/14.

Subject to the confirmation that Rossland has become a two per cent community— meaning more approved accommodation rooms and greater provincial funding— council would approve the expenditure in principle of $42,000 per year on the internal day and, subsequently, evening time shuttle bus.

Earlier in the meeting, executive director of Tourism Rossland (TR), Deanne Steven, stood before council and again iterated the importance of the city approving a move to establish a local, free ski shuttle bus to Red Mountain Resort for the winter, but also for two years.

Fewer forest fires in sunny summer B.C. has emerged from one of its sunnier summers in recent years with a below-average number of forest fires.

As of Sept. 1, the B.C. government’s wildfire management branch record 1,687 reported wildfires for the season, compared to an average year of nearly 2,000 fires. This year’s fires burned a total of 11,434 hectares, far less than the average damage of more than 130,000 hectares.

Wet weather returned with school to large parts of the province, after a sunny summer that saw several dry-weather records set.

The number of reported fires so far this year is slightly higher than the total for last year, but the total area burned in 2012 was nearly 10 times greater. Open burning remains banned for the Southeast Fire Centre region until as late as Sept. 20.

The shuttle has also been repeatedly voiced as the number one priority by Rossland businesses, she added.

During the public section at the start of the meeting, several business representatives stepped forward to express their support.

Steven noted the Prestige Hotel had sold its first ever allotment of ski group rooms— contingent on a free shuttle service—and Red Mountain itself was 65 per cent further ahead in bookings than this time last

year, on the promise of a free shuttle to the expanded ski hill.

Approval on an amendment to the RMI’s Resort Development Strategy (RDS) must be granted by the city, and subsequently the province, in order to release money to Tourism Rossland for an internal shuttle system from Rossland to Red Mountain.

The city needs over 450 rooms as approved accommodation by Destination B.C. to give it a two per cent share of the funding from the province, up from one per cent.

The extra money, around $42,000, would help fund the $78,000 service, said Steven. editor@rosslandnews.com

BCTF heads back to court The BC Teachers’ Federation along with the Kootenay Columbia Teachers’ Federation is back in BC Supreme Court to present its case that the B.C. government has not respected the landmark decision from 2011 that the province violated teachers’ constitutional rights.

The BCTF is seeking restoration of provisions like class-size limits and specialist teacher guarantees that were unconstitutionally stripped from the collective agreement in 2002. The union is also seeking a declaration that the provincial government has failed to address the repercussions of the 2011 decision, and is requesting damages for losses.

Nineteen days have been set aside for both sides to present their arguments to Madam Justice Griffin, who also ruled on the 2011 decision. The judge will determine if the Federation’s interpretation is correct and, if so, what damages and/or remedies flow from the government’s actions.

Ready for new bills?

Unveiled on April 30 the new polymer $5 and $10 bank notes will enter circulation in November, 2013. The lower-value $5 and $10 notes will be used extensively in vending, self-serve retail checkouts, as well as parking and transit machines. To help ease the transition, the same gradual approach used for the introduction of the polymer $20 notes will be adopted for the new $5s and $10s.

Golden weekend

T

here are some in Rossland who were displeased with the locale chosen for Golden City Days— held last weekend at the Rossland Arena and its grounds for the second year in a row.

Those detractors might have valid reasons, but in no way should the comments over shadow or even slightly tarnish the work and the spectacle pulled off by the Golden City Days committee.

Led by Terry Brinson, the tiny group of volunteers—and all of them were volunteers—did yeoman’s efforts to pull the disparate strings and factions of numerous events together into one seamless whole.

No one could change the weather for the event and it likely kept some away, but for those who did attend it was what a small community fair and celebration should be—warm, friendly and hospitable—and for several days Rosslanders got to bask and revel in it.

And it was thanks to a small group of dedicated volunteers that it was all possible. Thank you to Golden City Days volunteers.

Modern day musings on Golden City Days The Rossland Walkabout

n my last column I talked about some of the things that have happened in Golden City Days past—but for the past two years the events have happened around the arena.

Back before the construction of Main Street all the events were around town (hence the name Golden City Days).

But for the last two years the events were outside of the arena, and the parade was on Second Avenue and not the traditional Main Street route.

From now on I am calling our September celebration “Rossland Arena Days” until it returns to normal, because the current event shows off the arena and not our beautiful downtown with heritage buildings.

The reason why I am bringing this up is that I been talking to people who

are older than me and they think that the event is now “bovine droppings.”

To me, the weekend is mostly for Rosslanders and for the families with kids. But where are the events for the youth and young families now? Most of the events were adult, tourist-oriented events.

We must keep the most of the adult festivities for the Winter Carnival and showcase Rossland to tourists with kids.

In my previous column I brought up some good ideas to have during Rossland Arena Days, like a soapbox derby and an anime convention (which a friend is working on by himself for going on four years).

The parade itself is getting smaller and smaller every year and I don’t know why. I remember the time we had floats from Castlegar and Colville, among other places.

Where are those communities now?

Some non-profits, like the local radio cooperative, were not in it and they should have been to drum up support to keep on going. Heck, I remember we even had a hockey team in the parade back in the day. Why didn’t the Trail Smoke Eaters have an entry to drum up support from the Rossland hockey fans and do something like have two hockey games in

Rossland during Golden City Days?

The Roller Derby finals are a new staple here for the festivities and I think every year, why not have them in a different spot each year—similar to the Grey Cup for the CFL, or Super Bowl for the NFL— with a tailgate party to get people psyched for them?

Since the late 1980s, early 1990s the events for children have been dwindling and, for the past few years, only the inflatable fun area put on by the Credit Union is for children. There should be more than that for our youth.

How about a movie double feature shown somewhere or have a band or DJ playing at the Miners’ Union Hall?

It was raining for most of the weekend and most outdoor events might have been cancelled, like the Rubberfest Mountain Bike Festival. On the pamphlets or flyers it should have said “Weather permitting for some events,” or “In case of rain, the events will be inside a certain location.”

But there was nothing posted like that.

On the Saturday night, which is an awesome night to get your dancing shoes on and have a night out with your other half as a date or a night out with your friends, there were only two places that had bands out and they

had flyers promoting it out for a week. If you want to make money for your establishment during a festival, have flyers out for at least a month.

Maybe, like during the Winter Carnival, one of these places can have the personalities of Rossland Radio come in and DJ their own music that they play on air for the night to get the young people in.

The final reason why I wanted the “September Staple” to return to normal is because the residents surrounding the arena might be tired of the congestion during the Saturday portion of the event. If they try to get out of their garages and drive, they might hit a parked vehicle, a tourist or a pedestrian.

With the Main Street and Washington Avenue having new sidewalks and pavement, why not have the standards (parade and Sourdough Alley stage) back on it, and add some new events, like the Running of the Rosslanders from the LeRoi Mine/museum and court house to town square?

It is a good question to consider as the planning begins for next year.

“Our pool of possible contractors is narrowed,” she said. “A one-year contract isn’t as attractive to a business that needs to buy a bus.”

Tourism Rossland is a non profit society and it is not their mandate to provide transportation, although it operated a limited service from the city’s downtown to the ski hill for the first time last year.

The service was something the ski resort and the business community have stressed as vital for economic survival. Steven said TR had raised $22,375 in support from local businesses—with some post dated cheques already in hand—and organizations for the shuttle bus. editor@rosslandnews.com

The shuttle would run from 7:30 a.m. to 3:30 p.m. The times for the evening service were not set.

The shuttle would run every day that Red Mountain is operating for the winter of 2013/14 with an opening date of no earlier than Dec. 14 and finishing no later than April 6.

The bus would make loops through downtown and back to the Red Mountain area on a fixed schedule of almost continuous loops.

The route would be determined by stakeholder buy in and feasibility of routes.

The contractor would operate a 24-passenger side loading bus with space to store skis and boards.

The decision to allow for a free, day time, continuous shuttle from the city’s downtown to Red Mountain Resort for only one year was bittersweet for the business community.

Led by Tourism Rossland’s executive director Deanne Steven, a group of prominent business people, including representatives from Red Mountain Resort, heard council approve a motion for funding for one year, not the two years it was after.

The reduced time frame was a hard pill to swallow for those who looked to establish a solid service in the area, said Steven.

“I know there are a lot of things I won’t be able to do (with Tourism Rossland) because I will have to prepare and come back again here next year to do it all over again,” she said, noting she has worked solely on the project for the last three months in preparation.

And, because of the time and effort involved in staging the service, two years would have allowed TR to build the data to show proper usage, and make a solid case for the third year and years to come.

The one-year contract also limits TR’s options for a shuttle bus service contractor, said Steven.

This week the Trail Regional SPCA is featuring a very special pooch. Her name is Tiger and she is a 5 month old German shepherd cross.

Tiger is a well mannered dog that gets along with other dogs, loves to play with toys and roll around in the dirt with her shelter buddies.

She will need a stable home to gain confidence and would benefit from obedience classes.

Tiger is smart, and willing to learn, however, wasn’t taught anything in her previous home. She would probably benefit from another dog in the house to make her feel comfortable when you have to leave the house.

HIGHWAY CLOSURE & PROPERTY DISPOSITION St Paul Street Road Closure Bylaw 2536 was adopted by Council on August 13, 2012. It was subsequently submitted to the Land Title Survey Authority (LTSA) for registration with the corresponding subdivision and was rejected because the area represented in the bylaw was slightly different than the subdivision plan. RTRG finish strong in West Kootenay Roller Derby but come up short in penalty-filled bronze medal match in league finals TimoThy Schafer Rossland News

Penalties stung the RTRG in their first game of the West Kootenay Roller Derby season five months ago and came back to haunt them in the league final Sunday.

The Rossland-Trail club fell behind early and could not bridge the gap in the battle for bronze against the Dam City Rollers from Castlegar.

The new club dropped a 243-159 decision to the Rollers, a team it had split the season series with at one game apiece.

RTRG were behind 119-68 at the half, having been down over 70 points at one stage of the game, 110-38.

Despite a strong early push from RTRG, the second half was dominated by the Rollers with steady, consistent scoring as RTRG kept up a steady stream of penalties.

“It was a huge issue for us,” said RTRG’s McFly about penalties. “I took six myself and almost got kicked out. They had a lot of power jams as a result.”

The RTRG were missing a lot of their key jammers. Three

of the club’s four top scorers and veterans were missing due to injury or unable to make the match.

Combined with sloppy play it proved fatal for the Roller Girls from Greater Rossland.

“If we stayed out of the penalty box it would have made a difference,” she said.

Penalties can make or break a game, said RTRG coach Railroad. There’s always a lot of penalties called in any roller derby game, he said, but it’s just better when the opposition gets more called on them than you do.

“So it really comes down to who can maintain their composure for two, 30-minute halves,” he said after the game. “But when your jammer goes to the

box that’s what kills you. That’s when a game changes.”

The jammer is the one player on the track out of five who scores points by lapping members of the opposing team.

The RTRG were a new entry in the five-team league. Now in its third season, the league was compressed down from seven teams, and amalgamated twotime league champions (and undefeated in two seasons) Rossland’s Gnarlies Angels, with cellar dwellers Bad News Betties from Trail into the Roller Girls.

The club was a mix of veteran players and “fresh meat” on its 26-player roster, but the Nelson Killjoys—fused out of two Nelson teams—contained seven league all star players.

The other clubs in the league—that sports over 100 players—include the Dam City Rollers, Babes of Brutality and the Valley Vendettas.

In the gold medal match up, the Nelson Killjoys triumphed over all others this season by beating the Salmo Babes of Brutality 244-130, winning the coveted Golden Boot during the Mountain Mayhem finals. editor@rosslandnews.com

Lorsque je raconte des histoires en utilisant des « jeux de ficelle » (« Cat’s cradle »), je me rends compte que la plupart des gens y ont joué pendant leur enfance. De Boston à Tokyo et de Québec à Tahsi, on reconnaît ce jeu de corde qui existe dans la plupart de cultures depuis la nuit des temps. Les enfants, tout comme les adultes sont fascinés par la grande variété de formes représentant des animaux, des plantes, et même des constellations, ainsi que par les histoires qui les accompagnent.

Mieux encore, ce jeu innocent par lequel on manipule une simple boucle de ficelle, peut également servir comme outil important dans le développement et l’éducation d’un enfant.

Après plusieurs années sur scène, j’ai travaillé pendant quelques années comme professeure pour tester une hypothèse: on peut utiliser les « jeux de ficelle » pour tous et dans toutes les matières.

Voici les résultats: en tant que professeure d’immersion française, de la maternelle jusqu’à la 8ième année, les « jeux de ficelle » se sont révélés être un succès pour enseigner les sciences naturelles, les sciences humaines, le français, la coopération, et l’écriture. Chaque leçon qui contenait les jeux de ficelle était une leçon réussie.

En tant qu’artiste dans les écoles, j’ai été témoin d’autres avantages des « jeux de ficelle ».

Les difficultés de comportement et les problèmes d’apprentissage sont réduits. On voit une amélioration dans la motricité fine (au début de ma carrière, j’ai travaillé avec un enfant atteint d'infirmité motrice cérébrale qui voulait tellement faire « la tortue » qu’il a réussi à contrôler les

muscles de ses mains. Son professeur, ses amis et sa famille en était stupéfaits; lui, il était très, très fier.)

Les jeux de ficelle se répandent comme une traînée de poudre dans les écoles. Spontanément, les enfants s’entraident. Toutes les barrières tombent: l’âge et les groupes sociaux n’ont plus d’importance.

Les jeunes ne sont pas les seuls à pouvoir apprécier les histoires avec les « jeux de ficelle ».

Lors de mes ateliers au Japon l’an dernier, les salles se sont remplies de voix joyeuses pendant que les participants partageaient leurs propres histoires de ficelles. Une femme, les larmes aux yeux, m’a remerciée d’avoir fait revivre ce jeu qu’elle pratiquait avec sa grandmère lorsqu’elle n’était qu’une enfant. Une autre, qui souffrait d’arthrite, a déclaré son intention de pratiquer ce jeu dans l’espoir de réduire sa douleur.

Je suis convaincue que les « jeux de ficelle » et leurs histoires offrent de nombreux avantages à notre société. C’est un grand plaisir de voir une communauté qui a été touchée par ce simple jeu. Les « jeux de ficelle », accessible à tous, ont le pouvoir de tisser de nouveaux liens et de transformer n’importe quel groupe, que ce soit une famille, une école, ou un village.

Off like a Jackrabbit

Rubberhead, again The Rubberhead Bike Fest was pushed back a week in order to escape the monsoon that Rossland received last Friday.

Events are now taking place this Saturday, Sept. 14. The Rossland Mountain Bike Society is hosting the Dreadhead Enduro DH, a downhill race with a combined time to determine the victor. As well, the Huck’en Berries Bike Jam is for younger folks and happens at the Centennial Bike Skills Park in lower Rossland.

The Dreadhead will utilize the trails of Larch Ridge/Monticola and BS/Lower Monticola. The racers will pedal half way up Larch Ridge trail where the timed first leg will begin. The finish line is just before the road at the three-kilometre point on Neptune Forest Service Road. Racers will then pedal up COG/Gibbards/Larch to the top of BS. They will then be timed again on an alldownhill track (BS/MC) to the same finish line. The race format is in keeping with the concept of Enduro DH racing.

Registration is this Friday evening and in the morning prior to the event. Two hours will be provided prior to the race start for training. Price is $40 per person For more information, call race director Ryan Kuhn at 250.231.9343.

Six Kootenay South Youth Soccer Association teams travelled to Sandpoint, ID from Sept. 6-8 and competed in a tournament with over a hundred others from Idaho, Montana, Washington and B.C. Kootenay South fielded six teams with players from Rossland, Fruitvale, Castlegar and Trail—including U13 and U14 girls and U10, U11, U13 and U14 boys—in the Pend Oreille Cup. Making it out round-robin play to compete for medals, the U11 boys team had a tough battle in the semifinal grinding out a 2-1 victory, said Yuro Ihns, head coach.

“We then faced a tough opponent in the final, where we got down 2-0, made a game of it at 2-1, went down 4-1 but never gave up and battled to a 4-2 loss.”

The majority of the tab for the Rossland Museum Gateway Project planning project will be picked up by Teck Trail Operations.

The Greater Rossland mineral giant will be kicking in $47,962 of the $48,500 allotted to a consultant chosen to head up the project to take the museum into the future.

Teck has also provided the funding for the initial planning work and facilitation, with the project being administered by the municipality.

“The Rossland Museum is important to our community identity, and it’s a valuable link to the area’s tourism mix,” said Mayor Greg Granstrom.

“We are very happy to have the support of Teck to see this planning project move forward.”

The City of Rossland is funding the remainder of the project.

Don Luxton and Associates of Vancouver was selected through a request for proposals process.

Building on surveys and community engagement work over the past year, Don Luxton’s team will be in Rossland several times to gather more data and to meet the community.

Site visits to Rossland this month and in October will give the consulting team opportunity to study the museum’s buildings, grounds, and collections.

As the seasons change from summer to fall a forum on climate change resiliency in the Boundary is set to roll.

The Regional District of Kootenay Boundary is hosting an informative and engaging discussion about climate change impacts and solutions in the region on Thursday, Sept. 26 in Christina Lake.

The Forum will be hosted by Grace McGregor, chair of the Kettle River stakeholder advisory committee and RDKB Area C director.

A panel of experts on climate, food systems, economics, ecosystems and watersheds (Greg Utzig, Roly Russell, Sandy Mark, Ryan Durand and Graham Watt) will share information on climate change impacts in the Boundary, and lead group discussions about how to build regional resilience to climate change.

The regional district is inviting people from multiple sectors, including public works staff, members of business, industrial, forestry, stewardship and tourism organizations, and First Nations. City of Rossland finalist for provincial business award staff Rossland News

The City of Rossland was named as one of 15 finalists for the 2013 Open for Business Awards, which recognize communities that support small business through local-government measures aligned with the BC Small Business Accord.

The awards are issued by B.C.’s Small Business Roundtable, established in 2005 to be the voice for small business to government.

Through its diverse sector membership of small-business owners and association leaders, the roundtable helps government develop strategies to support the growth and success of small business throughout the province.

This year, the roundtable received submissions from 39 communities, with award evaluations based on how they enhance smallbusiness competitiveness, recognize the contributions of small businesses to the community, and promote the principles of the BC Small Business Accord.

The roundtable also named the following communities as finalists: Central Saanich, Chilliwack, Coquitlam, Fort St James, Kelowna, Lake Country, Langley, Peachland, Pemberton, Penticton, Pitt Meadows, Squamish, Valemount and Vernon.

As an incentive to promote an “open-forbusiness” culture, the province is providing awards of $10,000 to each winning community to help implement measures that benefit small business.

Winners will be announced on Thursday, Sept. 19 at the Union of British Columbia Municipalities (UBCM) annual conference in Vancouver.

THE CORPORATION OF THE CITY OF ROSSLAND CONTRACT OPPORTUNITY MINERS’ HALL JANITORIAL SERVICES The City of Rossland has an opportunity for an individual or company who is able to perform janitorial services for the Rossland Miners’ Hall, located at 1765 Columbia Avenue, Rossland, BC. The contractor will have to sign a Service Contract Agreement with the City of Rossland for a minimum one year contract.
