Another school year, another round of bargaining with teachers

Negotiations with unions representing more than 25,000 school support staff are back on this week, with a strike mandate already in place for B.C.’s 60 school districts as the new school year gets underway.

Education Minister Peter Fassbender said Wednesday he is hopeful that a settlement with clerical staff, custodians, bus drivers and other support staff can be achieved without

picket lines disrupting classes. Talks broke off in August and are set to resume for three days starting on September 4.

The Canadian Union of Public Employees, representing most of the workers, says they haven’t had a raise in four years. The latest contract expired in June 2012 after a twoyear wage freeze was imposed across the B.C. public service.

Fassbender wouldn’t comment directly on talks, except to say

that school districts are working to set up “savings accounts” in their operations to fund wage increases within existing district budgets. The government’s “cooperative gains” mandate requires all raises to be funded by internal savings such as shared administrative functions.

CUPE is seeking raises of two per cent per year.

“Our members will take full-scale job action if the government doesn’t show a com-

mitment to bargaining,” CUPE representative Colin Pawson said in a statement on the weekend, as the union prepared to start an advertising campaign to attract public support.

Fassbender said funding for public education is at record levels despite falling enrolment. While some urban districts are growing, the education ministry forecasts that there will be 526,000 full-time students this year, down 9,000 from

The total budget remains the same, $4.7 billion, of which about 80 per cent pays wages of teachers, support staff and administrators.

Soon after being appointed minister by Premier Christy Clark, Fassbender appointed a provincial negotiator to take over provincewide issues from the bargaining agent for school districts.

Negotiator Peter Cameron told union leaders in mid-August he would not return to talks until boards have savings plans in place. Fassbender said Wednesday that “a large majority are well underway, and many are in place” so talks can resume.

Controlled burns set for the area Submitted

Residents of Cranbrook, Elko and surrounding areas may see smoke over the next month as a result of prescribed burning operations being conducted throughout September.

Weather and ground conditions permitting, two prescribed burns will be ignited to help restore grasslands and open forest ecosystems.

These controlled fires will be lit at: • Artesian Springs: south of McGinty Lake, off Highway 95A near Meadowbrook (387 hectares).

• Cutts Road: south of Elko near the Elk River bridge (394 hectares).

These projects are part of the Rocky Mountain Trench Ecosystem Restoration Program. Controlled burns have been completed at these sites for several years. Initial thinning treatments have now reduced forest stands to the point where restorative fire can be introduced safely and effectively.

The prescribed burns will mimic the frequent, low-intensity ground fires that have historically maintained grasslands and open forests in the East Kootenay.

They will assist with tree regeneration, recycle soil nutrients, rejuvenate bunchgrasses and shrubs, improve forest health and reduce

the risk of severe wildfires.

If the weather changes and burning conditions are no longer ideal, these operations could be postponed to a later date when conditions are once again favourable.

An open burning prohibition has been in effect in the Southeast Fire Centre since July 8 and will remain in effect until Sept. 20 or until the public is otherwise notified. Resource management burns like the ones planned for Artesian Springs and Cutts Road are exempt from this prohibition.

The public is reminded that, despite recent rain and a drop in tempera-

tures, the open burning prohibition is being enforced throughout the entire Southeast Fire Centre.

Bill Bennett, Minister of Energy and Mines and Minister Responsible for Core Review, and Steve Thomson, Minister of Forests, Lands and Natural Resource Operations, announced that effective Sept. 1, 2013, the permitting process for some low-impact exploration activities has become more efficient.

“B.C. is delivering on its promise to make the permitting process more efficient for the mining industry while ensuring that our health, safety and environmental standards are maintained. It is important that we are responsive to industry needs as regulatory burden can stall economic growth and development,” said Bill Bennett, Minister of Energy and Mines.

The following activities are authorized on projects where a Mines Act permit already has been granted: * Induced polarization (charging the ground with an electrical current and measuring the response). * Exploration drill programs on operating mine sites. * Extending the timing of proposed exploration work by up to two years.

Under the new rules, companies must provide 30 days advance notice and information on each activity to a mines inspector. During the 30day notification period, the Province will refer the information to First Nations.

The new process is available online through FrontCounter BC, which provides exploration companies quick and easy access to the information and assistance they require.

In fall 2012, the provincial government consulted with industry, First Nations and the public on the permitting of low-impact exploration activities, resulting in these changes.

By Brian Lawrence He’s several hundred miles from home, but for Victoria’s Ted Musson, the journey is just beginning — the 71-year-old is walking across Canada in protest of the 2011 federal election fraud, including the robocall scandal, in which voters received automated calls to dissuade from casting ballots by falsely telling them that the location of their polling stations had changed.

“They were targeting my peers — the elderly and so forth — people who couldn’t just turn on a dime and reassess their day,” he said on Monday, while spending a few days in Cres-

Musson started his cross-country walk on May 19, taking his time as he travels, held back by arthritis and constant doubling back and forth to his camper — he parks and walks a few kilometres, then drives ahead and repeats the process.

“I’m a one-trick pony,” he said.

He’s enjoyed the chance to see parts of B.C. he has never seen before. Musson thought Nelson was beautiful, and has been thrilled with the friendliness and generosity of people in the Creston Valley. When he stopped his camper about seven kilometres north of Creston,

a resident came by and — after making sure Musson wasn’t going to empty his septic tank on the side of the road — brought him fresh cucumbers, tomatoes and corn.

Born in Toronto, Musson has lived in Victoria since 2000, after spending 22 years in Vancouver, and he’s seen his fair share of questionable governments, but this one is different.

“This one is the first one, as far as I’m concerned, that is an illegal government,” he said.

“My understanding is that Stephen Harper is the only person on the planet who can revisit 2011. He’s not going to.”

An avid baseball fan, he found himself enjoying games less after news of the scandal broke.

“If I was sitting watching the Blue Jays getting their butts kicked or sitting in my little studio, I was sitting there getting angry,” he said.

So, the former musician left his four-byseven-by-eight-foot music studio, and his government subsidized apartment for a trip that would help him get his view across to all Canadians, and hopefully encourage them to take a closer looks at the country’s political issues.

A Cranbrook man has garnered a second place finish in a national financial planning examination.

Financial Planning Standards Council (FPSC®) has announced the honourees for its President’s List, recognizing the top three candidates who wrote Financial Planning Examination Level 2 (FPE2®) in June 2013. Under this bylaw, no one is to provide deer with food by intentionally leaving food, food waste or other attractive edible material intended for the sole purposed of feeding deer. But for an estimated 25,000 students, first day of school stress can lead to anxiety that interferes with their daily activities.

Now entering its 10th year, the FRIENDS For Life program is delivered in hundreds of public and independent schools across the province to students in kindergarten, Grade 1 and grades 4-7.

The program has proven to be effective in reducing the risk of anxiety disorders and building resilience in children.

Research has shown that up to 80 per cent of children showing signs of anxiety before using the program no longer exhibit those signs after completing the program.

The second one act, directed by Bob McCue, is set in the exam room of an army recruiting office. Terrence McNally’s “Next” is the story of a middle-aged, down on his luck, divorced father who has mistakenly been drafted and the, by the book, career officer who won’t give him a break.

The final show of the season is “The Foreigner” by Larry Shue and directed by David Stock. Painfully shy Charlie is left in a rural Georgia fishing lodge by his friend “Froggy” who tells the locals Charlie is from a foreign country and doesn’t speak English. Left on his own, and assumed to be a “foreigner”, Charlie is privy to the secrets and plans of the locals and that’s when the fun begins. The Foreigner hits the CCT stage in April 2014.

“I’m really pleased with the 2013/14 season,” said Production Manager Jennifer Inglis.

“The selection of shows will appeal to a wide variety of tastes while providing a creative challenge for the directors, actors, and crew members.”

What to do with Yard Waste

It is harvest time - now is when gardeners are repaid for all the effort they have been putting into their plots all season. From the reports we have been getting at the garden centre, it has been a great growing season. Beans, beets, broccoli and more are filling kitchens and pantries. Left are inedible greens, stalks and roots - but what to do with them? How about adding them back to your garden as organic matter and giving it a head start for next year?

Composting your yard and garden waste as well as kitchen scraps is a great way of producing organic matter to add to your soil. Composting breaks down all these organic materials - hopefully without the unpleasant smell of things rotting and decaying. A well-made compost pile creates an environment where bacteria and micro-organisms can work effectively and the outcome is a dark, nutrient-rich humus.

An efficient compost pile needs a balance of nitrogen (green) and carbon (brown) rich materials.

Grass clippings and fresh greens add nitrogen to the process which in turn helps heat up the pile. To keep the decomposition process going and avoid any unpleasant odours, you need to add carbon rich materials, such as dry leaves, sawdust or even peatmoss.

To function properly, a compost pile needs to have air and moisture. Let your touch and your nose be your guide to find the right balance. If you can squeeze the compost and it sticks together with just a little juice seeping out then the moisture level is about right. If a lot of moisture comes out, the compost is too wet and you should add some more dry material. Also check your moisture level if your pile starts to smell bad. You add oxygen and keep the process going by turning the pile regularly with a fork or a special compost turner.

A well maintained compost pile should not attract animals, but if you want to reduce the risk, dig in any food scraps right away. You should never add bones, meat, fat, dairy products or pet waste to your compost.

Cooler temperatures slow the decomposition process, so you might need extra room in the composter in the winter. This is a great reason to harvest your finished compost from your pile now and use what you can to enhance your garden soil.

You can store the rest in a dry place for the spring.

Another option for composting in the cooler months - or year-round - is worm composting.

Vermicomposting, or worm composting, is the decomposition of organic waste with the help of red wiggler worms. Since it is contained and pretty much odor free, worm composting can be done indoors.

Vermicomposters produce high quality “castings” made by worms, which are an excellent soil additive and plant fertilizer.

To make a home for your worms, you need a bin.

Make sure it has drainage holes on the bottom and screened ventilation on the sides and top that is securely fastened. The bin should be a solid colour as red wriggler worms are very sensitive to light. Along with food scraps, worms need bedding material. You can use shredded, dampened newspaper for bedding but cardboard, soil, or peat moss also work.

Red wigglers are the most efficient at transforming your food scraps rapidly into compost. You can order them at your garden centre or get a handful from a friend who is already vermicomposting.

How ever you create compost, digging it into your garden beds is a great way to add organic matter as well as putting your waste to work. If you treat your soil well, it will treat your plants well and you will have another successful growing season next year.

Ernest Frederick Desrosiers "Ernie" 1930 - 2013 It is with deep sorrow that the family of Ernie Desrosiers announces his passing on Tuesday, August 27, 2013 in Jaffray, BC at 83 years of age.

Ernie was born on August 11, 1930 in Cranbrook, BC. He was raised just south of Jaffray on his family's ranch in Sand Creek. His fondest memories from his younger years there were of rounding up the horses in the Mud Creek area and simply working on the family ranch. The family ranch was displaced by the Libby Dam in 1972 causing Ernie to leave his love of working his own land. He moved on to work at the Alberta Game Farm for a few months before returning to the Jaffray area he loved so much to marry his life-long love Marlene Onda on December 12, 1972. He and Marlene had courted for several years; having met in 1966. He then became the ranch foreman of the Steeples Ranch in Bull River, BC. In December of 1975, Ernie and Marlene purchased the Jaffray General Store which he owned until his passing.

Ernie was also a local Brand Inspector for the Province of BC. Ernie loved to call and dance Square Dance, spend time on his property, affectionately known as "The Payne Place" and his old International trucks. Ernie felt strongly about volunteering in his community. He was an active member of the Sand Creek Recreation, the Sand Creek Community Club, the Waldo Stock Breeders Association and FOLKS (Friends of Lake Koocanusa Society). Ernie was a hard working man, honest, giving and kind. He will be deeply missed by his loving family, friends and community.

Ernie is survived by his loving wife Marlene of 40 years, his son Frank (Kelly) and their children Harper, Emmersyn, Jett and Summer and his daughter de Anna (Stephen) and their children Jessica and Vanessa, his sister Rita Gillespie (Charlie) and numerous nieces and nephews.

At Ernie's request there will be no funeral or memorial service. Those wishing to make a memorial donation in honour of Ernie may do so to the: Jaffray Volunteer Fire Department or the Sand Creek Community Club.

Arnold Curtis Sutton Aug. 10, 1960-Aug. 24, 2013 Arnold Curtis Sutton was born in Prince George on August 10th 1960, and passed suddenly on August 24th 2013 at the age of 53. Arnie was a great father, a son, a brother, an uncle, a faithful, dependable partner and friend. He liked to live life simply, easily, and efficiently which was also the rule to his carpentry. He could often be found at Perry Creek where he was an honorary “Creeker”, taking on any and every project with his hammer, tool belt, tape measure, and a plan that could only be found in his head or on the inside of a cigarette pack. He was a wealth of knowledge and information or as some of us like to call it “Arnformation”.

He was known for his patience and kindness, a hard worker who paid attention to detail and went the extra mile even if it took twice as long because “if it’s worth building, it’s worth over building”. He will forever live on and be remembered in everything he built where he always left his special mark.

Arn is survived by his sons Paul Sutton, Chris Sutton, Fathers Don Sutton (Linda), Harry Klim, Brother Gord Sutton (Lorraine), partner Tracy McGinnis, friend Debi Hart and many very good friends.

He was predeceased by his mother Shirley Klim, brother Bill Sutton and good friend Don Grundy A celebration of life will be held on Saturday September 7, 2013 at the Moyie Community Hall at 1:00 pm.

Faulkenham, David Jan. 21, 1949-Aug. 28, 2013 It is with deep sorrow to announce the passing of Dave in Grande Prairie, AB, August 28, 2013 at the age of 64, after a two month battle with cancer.

Dave was born in Halifax, NS, January 21, 1949 to Dorothy and Stanley Faulkenham.

He is survived by his loving wife Melanie, mother Dorothy, daughters Lisa (Bill), Cindy and Jennifer, sister Linda (Barry) Garbutt, sister in laws Valerie (Harold) Noakes, Barbara (Terry) Conn, numerous grandchildren, 2 year old great granddaughter Daliah, many nieces and nephews, aunts, uncles and cousins.

Dave was predeceased by his father Stanley, grandson Harley, sister Darlene and brother Rick. Dave met Mel in Penticton in 1981 and they were married in Whitehorse on August 29, 1987. Dave worked at Costco since arriving in Alberta in March 2010, and had many co-workers as friends, as well as gas station customers. He enjoyed riding his Harley, Comicon Conventions with best bud Colin Hall, anything sci-fi, movies on the big screen, visiting friends, shopping, selling his woodcrafts at country fairs, reading, and tinkering in his "laboratory". He was a loving, caring and kind man who will be missed by all those whose lives he touched. He always had a joke that would bring a smile to your face. Dave often gave his wood crafts away just to make someone happy, or donate his wooden toys for a good cause.

Thank you to the staff at the Cancer Clinic and Homecare for all the help they gave us and thank you to all Dave’s doctors who took care of him. Many thanks to the loving and caring staff of Points West Hospice for the wonderful care they gave Dave. Their kindness will never be forgotten.

Special thanks to Tiff Braun for being such a wonderful lifelong friend. Many thanks to Costco for the kindness they showed to Dave and Mel in their time of need.

Memorial service is at the Stonebridge Hotel, Grande Prairie, Sunday, September 8, 2013 at 3 PM, officiated by Doug Lesh. Eulogy will be done by Barbara Conn.
