Submitted The 2013 City of Cranbrook Toilet Rebate program has officially reached the halfway mark.

To date, staff has issued 100 rebates this year, valued at $50 each which leaves only another 100 available.

“This has been a hugely successful program – much more successful than I had ever hoped for,” says Chris Zettel, Corporate Communications Officer with the City of Cranbrook. “In the last three and a half years, we have given out 700 rebates totaling $35,000. I really want to thank everyone who has taken part in this program, not just this year but over the past three years.”

Property owners replacing toilets on all residential, single and multi-family properties in Cranbrook, built prior to January 1, 2013 are eligible to participate in the program. The rebate does not apply to toilets being installed as part of additions or new construction.

Applications for the rebates are evaluated by staff and processed on a first come, first serve basis.

Submitting an application does not guarantee a rebate, so residents are encouraged to take part as soon as possible as the remaining rebates will go quickly.

“Taking those 700 big water users offline translates into a significant reduction in overall water use in the City, a significant reduction in the amount of water our aging sewer pipes need to deal with and a significant reduction in the amount of wastewater than needs to be handled by our lagoons and spray irrigation facility,” Zettel notes.

“That is significant savings for everyone.”

RCMP looking for golf cart thief Submitted

Kimberley RCMP are following up on a golf cart that was stolen from Bootleg Gap Golf Course on August 24.

A witness reported seeing the cart being driven up Highway 95A near St. Mary’s Lake Road in Kimberley around 7 p.m. on Aug ust 24 and notified golf course staff.

Checks found a cart was missing and contacted police. Patrols conducted by golf course staff and police failed to locate the cart at that time.

The golf cart was located August 27 in the bush approximately 3.5 km up St. Mary’s Lake Road. There was damage to the front end, likely a result of suspects attempting to drive it off road.

Recently, the “Den” of the Fairmont & District Lions Club played host to East Kootenay Foundation for Health with Donna Grainger, Executive Director and Cindy Yates (past EKFH director) stopping in for a visit and a presentation of $1,500.

“What an honour it is to see another great project by the Lions Club, the new Den is wonderful and I am sure it is going to make a very positive impact in the community. For EKFH the continued support of our fundraising efforts continues to be such a remarkable relationship between us and the Lions Club,” states Grainger.

Over the past decade the Lions have provided many gifts ($36,260 to date) to the regional hospital foundation helping to purchase medical equipment for both the Invermere & District Hospital and the East Kootenay Regional Hospital.

According the Chinese Zodiac, 2013 is the year of the Snake. It seems that, as far as the endangered northern leopard frog population is concerned, it could be the year of the Frog instead.

First, with the help of the FWCP and the Northern Leopard Frog Recovery Team, the Vancouver Aquarium has, for the first time in B.C., successfully bred northern leopard frogs in an aquarium setting.

This captive assurance colony was started in 2009 and, with funding support from the FWCP, biologists have been supplying the Aquarium with about 50 northern leopard frog tadpoles from the Creston Valley each year.

Second, the number of northern leopard frog egg masses found in 2013 in the CVWMA wetland complex was relatively high once again; 21 in total, just shy of last year’s record count (since records started in 1996 at least) of 22.

“This marks the second year in a row when there has been more than 20 egg masses found, after typically finding less than 10

each year - so there is room for some cautious optimism,” says project lead and wildlife biologist Barb Houston.

“That said, this endangered population is still very fragile.”

The positive results on both fronts mean an expansion in the reintroduction effort for northern leopard frogs in the East Kootenay, where they were historically found. Approximately 2,000 two week old tadpoles were transported from Vancouver Aquarium and released by Recovery Team biologists at a new re-introduction site about two hours north of Cranbrook. In addition another 9,000 tadpoles were removed from Creston Valley and relocated to Bummer Flats, just north of Cranbrook. Over the last three years approximately 21,500 northern leopard frog tadpoles have been moved from the Creston Valley to Bummers Flats to help bolster the reintroduced population, which was initiated in 2003.

Millions for fish and wildlife program The Columbia Basin Trust and the Fish and Wildlife Compensation Program made an important partnership announcement recently.

Three million dollars has been committed from the Trust to FWCP-Columbia to create the East KootenayKoocanusa Fish and Wildlife Program.

Twenty-six new trees have been planted at Moir Park in Cranbrook thanks to a grant from BC Hydro through their Regreening Program.

BC Hydro contributed $3,500 and the City provided $7,000 to support the City of Cranbrook’s tree planting initiative at Moir Park.

Over the past 20 years BC Hydro has provided financial support for community tree planting in Cranbrook and communities throughout the East Kootenay.

BC Hydro and Tree Canada Foundation administer the Regreening Program and work directly with municipalities and communities around the province to support tree planting in urban areas. Grass is Not the Only Option

When we first started landscaping our yard, we knew it was not going to be easy. With the exception of a couple of terraces carved out of the bank, there are steep slopes everywhere. The ground is clay with rocks, the kind that sticks to your boots when wet and becomes hard as concrete as soon as it is dry. To top it off, the entire area is facing south, baking in the hot afternoon sun.

So what to do with an area like that? Lawn would require a lot of water and regular maintenance - a challenge on a steep slope. Instead, this is a great opportunity to experiment with alternative ground covers.

One option is a line of tough and durable perennial plants from a line that is fittingly called ‘Jeepers Creepers’. These plants have a low spreading habit, which makes them ideal for use as a ground cover, lawn substitute, around pathways or even as edging plants.

Some types, such as Creeping Thyme or Irish Moss, will even tolerate foot traffic.

There are many different varieties, offering unique design possibilities. Some have colourful or even fragrant leaves, some plants will quickly fill in awkward corners. Certain types offer an easy solution for shady sites or baking hot sun and most ‘Jeepers Creepers’ are a particularly good solution for steep slopes. ‘Jeepers Creepers’ will also add an attractive finishing touch to stone or woodwork in the yard. When planting between flagstones or blocks in a pathway, it can be difficult to cram in an entire four-inch pot into the tiny gaps you have available. Instead, plan to purchase nice, full pots of mat-forming plant, then split each into four smaller pieces when you get home.

If you are looking for a bit more substance, lowgrowing evergreen or even flowering shrubs can be a great option. The Wiltonii - also called ‘Blue Rug’ - Juniper is a great choice as ground cover, erosion control, part of a rock garden or even an Orientalthemed planting. This evergreen shrub is droughttolerant once established, extremely hardy and tolerates poor soil. ‘Blue Rug’ is fast growing and has a uniform, trailing habit, also making it a great plant to cascade over walls.

It will grow to about six inches in height and up to eight feet in spread and its foliage is an intense silver-blue.

This juniper is especially lovely when planted around boulders or in rock gardens, where its twisted branches can be trained to unique forms.

If you had more colour in mind, there are some lowgrowing flowering shrubs that can also serve as ground covers. The name says it all for the ‘Magic Carpet’ Spirea. It is a medium to fast growing plant that grows up to 18 inches tall and transforms an area into a sea of vibrant colour. Bright gold foliage is accented with striking red leaf tips. Early spring flowers are deep pinkpurple and cover the plant for a long time. In the fall, leaves turn to russet tones that retain their beauty until the holidays.

Some potentillas also make for excellent ground covers. The ‘Yellow Gem’ is an excellent dwarf variety and it is known for its prostrate, mounding form. It has large, ruffle-petalled, bright yellow flowers that bloom profusely all summer until a hard frost. This potentilla can withstand poor, dry soils and extreme cold, but does best in moist, fertile, well-drained soil. It prefers full sun, but will tolerate some shade. The ‘Yellow Gem’ will attract butterflies and is an excellent colour addition to any garden, in a mixed border or can even make an informal hedge.

A plant that you might have seen in the forest and that is a native ground cover is the ‘Creeping Oregon Grape’. This low-growing evergreen has deep yellow flowers that appear in small pyramid-shaped clusters in spring and are followed by small clusters of grapelike, dark bluish-purple berries which mature in late summer. Berries are very sour but edible and can be used in jellies. The foliage turns purplish in winter.

So you see, there are many alternatives to grass when it comes to finding an attractive ground cover especially for challenging areas in your yard.

Environmental Protection Notice Application for a Permit Under The Provisions of the Environmental Management Act (Section 137) We, Teck Coal Limited, intend to submit this application to the Lieutenant Governor in Council to authorize the discharge of effluent from a sediment pond. The source of discharge is mine affected water in the Dry Creek valley.

The land upon which the facility will be situated is Lot 1, Plan NEP 21818, District Lots 4588, 6755 and 6756, located near Elkford British Columbia, within the Dry Creek watershed. The land upon which the discharge will occur during initial development (Year 1) is Lot 1, Plan NEP 21818, District Lot 4588, located near Elkford, British Columbia, within the Dry Creek watershed.

Afterwards, the land upon which the discharge will occur is Lot 1, Plan NEP 21818, District Lot 4588, located near Elkford, British Columbia within the Fording River valley.

The maximum rate of effluent discharged from this facility will be 1.8 m3/second. The operating period for this facility will be 24 hours/day, 7 days/week.

The discharge will be managed to meet instream site performance objectives of 10 µg/L selenium and 0.38 µg/L cadmium in Dry Creek (as maximum 30-day mean values). The characteristics of the discharge to the Fording River (as maximum 30-day mean values) are as follows: • Total Suspended Solids 50 mg/L • Cadmium 0.0014 mg/L • Nitrate 141 mg/L • Selenium 0.32 mg/L • Sulphate 1,067 mg/L • Total Dissolved Solids 1,982 mg/L The types of treatment to be applied to the discharge are: a diversion structure on Dry Creek will facilitate interception and diversion of mine-affected water from the Dry Creek watershed, a transfer pipeline will convey

mine-affected flows from the diversion structure to a series of three sediment ponds, an outfall structure will discharge water from the sediment pond system to Dry Creek during initial development (Year 1) and a conveyance pipeline system will serve to convey water from the sediment pond system to a discharge location on the Fording River (starting in Year 2). Working in combination with the Elk Valley Water Quality Plan, currently being developed by Teck Coal Limited, this system has been designed to manage water quality in Dry Creek and the Fording River at levels that will not have significant adverse impacts to aquatic life.

However, with the recent posting for vice-principal at Parkland Middle School the Board was happy to re-

tain Wasylowich at her current school.

According to Board chair, Frank Lento, Wasylowich has been instrumental in developing a first-class music program at Parkland.

“Kaley has shown great leadership, not only with her investment in students at the music level but also in taking on additional administrative duties as the need presents itself.

She would make a great vice-principal wherever she worked, and we’re happy that her Parkland students won’t have to say goodbye.”

During her time at Parkland, Wasylowich involved her students in Festival competitions in Red Deer, Penticton, San Francisco and Magic Music Days in Disneyland, CA. “I’ve enjoyed every moment at Parkland.

My students have been such an appreciative, responsible and fun

group. My Grade sevens ranked the second highest in their category at the Festival of Bands Competition in Red Deer, AB, and I took the biggest group ever –one hundred students— to perform at Magic Music Days in Disneyland this June. I’m thrilled that I won’t be leaving them.”

OBITUARY

Martin Thorstin Kjenstad 1942 – 2013 It is with great sadness that the family of Martin Thorstin Kjenstad announces his passing on Tuesday, August 13, 2013 in Cranbrook, BC at the age of 71.

Martin was born on May 17, 1942 in Creston, BC. When Martin was young his family lived in Creston, Kimberley, and then resided in Langley for most of his childhood. He enjoyed spending a few years participating in the sea cadets but after he finished school he worked some odd jobs until he took a position with a local sawmill, where he worked for over 30 years in New Westminster. In 1995 he moved to Cranbrook with hopes of finding employment but due to illness he was forced into early retirement.

He always enjoyed a good game of crib, and spending time in his vegetable garden. Around May of 2005 he went to the local SPCA to rescue a dog that instantly became his loyal companion and best friend, Zach. From then on they spent every moment together whether it was going for walks, truck rides, or just sitting back watching TV. When they both began to fall sick to various illnesses the bond between them became that much stronger. Now that both of them have left us, they are once again together walking amongst the clouds...free...

Martin is survived by his sisters Sonja Matson and Karen Mercer of Cranbrook, BC, brothers Ted (Darlene) and Paul (Diane) of Edmonton, AB, as well as many nieces and nephews, and great nieces and nephews.

He was predeceased by his parents Ted and Thea, sisters June (Frances Warner) Lois and Faith, his brother Tom (Thomas), and nephews Robert Matson and James Kjenstad.

A graveside service for Martin will be held on Wednesday, September 4, 2013 in Westlawn Cemetery at 2:00 pm.

Those wishing to make a memorial donation in Martin’s honour may do so to the: East Kootenay S.P.C.A., PO Box 2, Cranbrook, British Columbia, V1C 4H6.
