Without even completing the first day of mediation between Fortis BC and the International Brotherhood of Electrical Workers (IBEW,) the company has walked away from the table, dashing brief hopes that the eight-week lockout of almost 230 employees might be near an end.

“They gave us a new proposal asking for some unbelievable concessions that we’ve never even seen before,” said IBEW business manager Rod Russell Wednesday evening. “It’s quite obvious they didn’t want a deal. They didn’t give (mediator, Vince) Ready anything to work with and then they walked out.”

days at 7.5 hours or four days at 10 hours, based on the company’s discretion.

As is common in labour disputes, the company has a different opinion on the events at the bargaining table.

“Unfortunately, talks have broken down,” said Joyce Wagenaar, director of communications for Fortis BC. “Fortis came to the table flexible and open, prepared to bridge the gap in differences but when it became clear that they weren’t going to move on their prior offer, we ended the talks.”

The breakdown in talks leaves the union on the picket lines preparing to make applications to the B.C. Labour Relations Board (LRB) to expand their picket lines and looking towards a possibility of litigation to resolve the dispute.

“We went there being optimistic and hopeful,” said local bargaining committee member Al Bertolussi. “But the stuff they brought us in mediation took us miles apart.

There was still room to negotiate but they walked away.”

The union will be presenting new applications to the LRB in early September.

As August draws to a close signalling the approach of another school year, a new crop of kindergarten students is preparing for a new adventure into the world of formal education.

Greg Luterbach, School District 20 Superintendent, is expecting a slight increase in the number of new kids entering the SD 20 system this autumn.

“As of the end of June we had 289 students registered for kindergarten for the fall,” said Luterbach by email. “We are projecting around

300 so we should achieve that once September comes. By the end of September 2012 we had 275 kindergarten students so we should be up (as projected) for this year.”

Although full-day kindergarten was brought into effect in 2011, the Ministry of Education allows gradual entry to kindergarten, understanding that not all five year-olds are prepared to go into a day-long schedule immediately.

Each school will issue a letter to parents providing details of the plan and a general schedule has been developed by SD 20 to help new students (and their parents) prepare.

Community of Rossland pulls together to help out its own Della Schafer West Kootenay Advertiser

Led by Marjorie Kidd, Rosslanders are pooling resources to help a family of six who lost everything they owned in an August 6 house fire.

People are already donating household items, clothing and furniture to help the family out, said Kidd, but more is needed.

“It is hard to imagine the terror and loss of a fire but when faced with uncertainties in life, it’s nice to know there is security within community,” she said.

The family was blessed with no loss of life and luckily have a home to move to, but require help restocking their lives, said Kidd. Towards that end, donations are needed to help

re-create a space brimming with the comforts of home.

“We all have something beautiful we can spare, something gently used to share. Lets come together to help create a space full of books, games and art, all the things that make a loving home,” Kidd explained.

The family consists of a dog, mom and dad, two boys (aged five and 10) and two girls (aged eight and13).

This is a large family moving into a small space, they need just about anything your own family finds essential, said Kidd, including beds and dressers for all—mom and dad and four singles.

If possible, a kitchen table with bench seating for a small space is required, a free standing pantry and cupboard unit, dishes, cutlery, pots, pans,

baking sheets/tins, cookie cutters, rolling pin, cutting boards, slow cooker and blenders/beaters.

Kidd said there is also a need for a microwave, a deep freeze, bookcases, bed sheets, pillows, face cloths, towels, jewelry, toys, a TV, video games, computers, telephone and winter/ski gear.

Donations can be dropped off in the garage at 1057 Spokane where the family can view and sort. What ends up not being required will be sold at a garage sale to help replace the things that could not be replaced (eye glasses, etc.).

Anything in excess of the family’s need will be donated to their close friend Carol Enns.

Mayor Stibbs’ papers return to Nelson On Saturday, Touchstones Nelson archivist Laura Fortier (left) received a collection of personal papers that once belonged to Nelson mayor Norman Stibbs.

Brian Knecht (right) found them last year in a Seattle antique store that was going out of business. A former Nelson resident with family here, Knecht recognized the significance of the find and snapped it up.

The collection includes scrapbooks and ephemera from Stibbs’ tenure as mayor between 1938-46, telegrams from the famous and not-sofamous, early Nelson maps, plans for a never-built series of tourist cabins, and a very cool 1946 program for the midsummer curling bonspiel — with a miniature broom attached.

Stibbs still holds the record for longest consecutive service as Nelson’s mayor at nine years, a mark present mayor John Dooley is poised to tie at the end of his present term. However, Stibbs had to be re-elected nine straight times to attain that mark, since terms were only one year in those days.

An August 26 press release from BC Transit states that September is the busiest month of the year for the operation as some of its most

dedicated customers return to school and work.

Spokesperson Meribeth Burton says the back-toschool rush is welcome, and “BC Transit’s Safety and Training team is also taking the time to remind our more than

3,000 transit operators across the province to be extra cautious as the new school year approaches.”

Given the fact that motor vehicle crashes are a leading cause of injury and death among children, reminders for BC

Transit drivers also apply to all motorists.

“Children are often distracted, especially at the start of the school year,” points out Burton in the Aug. 26 email, “they are quick, small and often less visible than

adults.”

“Look for clues that children might be on or near roads,” said BC Transit Director of Safety and the Environment John Palmer.

“If a driver spots: groups of children to-

gether, busy playground areas, bicycles or toys on the road ahead, these are all indicators that children may be at risk.

Outdoor exercise equipment put to good use at Christina Lake karl yu West Kootenay Advertiser

Residents at Christina Lake now have a place to burn fat, exercise and enjoy fresh air, year-round.

An exercise yard has been set up on Park Road down the road from the Community Hall.

The surface consists of shredded tires to make it easy on peoples legs and knees.

It is something Chris-

tina Lake Parks and Rec. has considered for a few years according to Regional District of Kootenay Boundary (RDKB) Area C director Grace McGregor and park and rec chair Dianne Wales.

“We did some investigating, we put it on hold because we had pros and cons and this year, the Fitness buffs get acquainted with the Karl Yu park and rec said, apparatus.

‘Let’s just go for it and so we did – it’s something I’ve wanted for a long time,” explained McGregor.

“The time is right and the place is right,” said Wales.

“We finally found the perfect spot to put with all the other exercise equipment – the tennis courts and the children’s playground.”

While Wales said

it could be a little more difficult in the snow, the equipment is made to withstand the elements and the joints of the equipment shouldn’t rust.

“It’s supposed to be reliable for outdoors 12 months of the year; that was what the company guaranteed,” said Wales.

McGregor said a golf putting green will be added near the exercise yard eventually as well.

“From my perspective,

you really want your community to be healthy. You also want those that come and visit your community to be encouraged to be healthy and this is one way to do it,” said McGregor.

“We’re also hoping youth will decide to do that as part of their exercise regime,” she said.

Both say they have seen all manner of age groups taking advantage of the new equipment.

Duncan, Minister of State, the Chief Government Whip and Member of Parliament for Vancouver Island North along with his wife Donna Richardson by taking them on a tour of the facility after the official announcement and presentation had been carried out at the Castlegar Recreation Centre.

It was privilege to show Minister Duncan the infrastructure improvements that have taken place at the Discovery Centre to date, as well as scheduled upgrades to be completed later this fall.

Minister Duncan and his wife were genuinely interested in the history of the Doukhobors as they spent nearly three hours at the facility asking numerous questions of their hosts and touring the buildings.

On behalf of the Society and the Discovery Centre, President Peter Perepolkin presented the Minister and his wife with a framed print depicting a Sunday Gathering of Doukhobors in Ootischenia on May of 1928, a gift which the Minister was genuinely moved to receive.

Linking Names and Places

English mining school gave Camborne its Cornish name greg nesteroff West Kootenay Advertiser

Twenty-sixth in a series on West Kootenay/Boundary place names.

The ghost town of Camborne in the northern Lardeau was originally known as Fish Creek Camp, but renamed by mining recorder and engineer John Cory Menhinick (18651953), who pre-empted the townsite at the confluence of Fish and Pool creeks.

Menhinick reputedly named it after the mining school he attended in his birthplace of Cornwall, England. Founded in 1888, it still exists as part of the University of Exeter. Camborne, which means crooked hill in Cornish, is often misspelled Cambourne and Menhinick’s name is sometime given as Menhenick.

This townsite, also known as Caribou City, was close to Burton on Upper Arrow Lake, and was founded in response to a brief mining rush. It was first mentioned in the Victoria Daily Colonist of June 6, 1897:

The last reference to Cariboo City appeared in the Kootenay Mail in 1903.

Carroll’s Landing is denoted by a sign along Highway 6 south of Nakusp, although spelled Carrol’s.

CARROLL’S LANDING This spot 24 kilometers south of Nakusp on the east side of Upper Arrow Lake is identifiable thanks to a homemade sign on a fire number along Highway 6, although it’s spelled Carrol’s Landing.

Several history books indicate it was named for Mike Carroll of Nakusp, who owned land there. However, it seems more likely that he was Miles Carroll (1838-1912).

According to Port of Nakusp, he left his estate to Germaine and Pearl Parent, two children who frequently checked on him and did some housekeeping. The inheritance consisted of money, tools, and a parcel of timber, the proceeds of which allowed the family to buy property for a new home.

The post office opened December 14, 1937, closed March 28, 1951, reopened February 4, 1954 as a postal agency and closed for good November 13, 1968 as the old community was flooded out by the Hugh Keenleyside dam.

The earliest reference was in the Revelstoke Herald of January 20, 1900 in speaking of the Beatrice mine: “A rawhide trail has been built and today the mine is shipping high grade over the government wagon road from Camborne to Arrow lake, seven miles distant ...”

The townsite was laid out the following year. Camborne enjoyed a couple of brief heydays connected to mining in the area. The post office opened May 1, 1902, closed September 30, 1914, reopened August 16, 1935 and closed again December 31, 1936.

Today the townsite is deserted. By the 1920s, Menhinick moved to Salt Spring Island.

BC Chamber joins growing legal push for open borders SUBMITTED

Vancouver, August 26, 2013 – The BC Chamber of Commerce has joined litigation filed in a U.S. court to push back against border measures that pose a serious risk for B.C. businesses and tourists.

Currently, British Columbians heading to the U.S. for business or tourism purposes face a border regime that empowers border guards, at their own discretion and without avenue for appeal, to bar Canadians entry to the U.S. for periods of five years or more under an “expedited removal” process.

“This draconian regime flies in the face of open borders and Canada’s long-standing friendship and trading relationship with our neighbours to the south,” said John Winter, president and CEO of the BC Chamber of Commerce. “As our countries strive towards new levels of co-operation through the Beyond the Border Action Plan, these harsh border rules need to be fixed.”

Winter added that the border rules pose a particular threat to B.C. businesses.

“If an overzealous U.S. border guard targets a B.C. CEO or other key company personnel for expedited removal, that company’s business with the U.S. risks

grinding to a halt,” Winter said.

The BC Chamber of Commerce has joined with the Bellingham/Whatcom Chamber of Commerce, the Northwest Economic Council and Pacific Corridor Enterprise Council to file an “amicus brief ” in a case pending before a U.S. appeals court (the U.S. 9th Circuit Court of Appeals). That case concerns the issue of whether a Canadian citizen seeking entry to the U.S. can be subject to expedited removal

by U.S. Customs and Border Protection (CBP).

Welcome to our regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk.

Museum, enchanting everyone who views it in passing.

‘Sculpture Talk’ is slightly more static though no less vibrant. Three angular, abstract figures recognizable as a family stand in front of two eight foot pieces of curved steel. The steel pieces are complimentary but slightly offset, opened in half circles in the middle.

Metal rods transect the openings, with colourful fused glass squares and rectangles attached to them. They provide contrast and counterbalance to the openings and the solidity of the curved steel. The work as a whole imitates the art/sculpture viewing experience. It is a complex, attractive, intriguing work.

Rabi’a ‘Sculpture Talk’ (steel, glass) Slocan Valley artist Rabi’a appears for the third year running with another intriguing and large work that coalesces everything she loves about sculpting. Steel, shape and design, figures and vibrant glasswork all fuse together creatively in ‘Sculpture Talk’.

Last year, she shared third place in the Peoples Choice balloting with another area artist, Daniel Kloc. Her self portrait, Dancing Myself, was all kinetic energy and motion but it combined her sculpting ‘loves’ just as ‘Sculpture Talk’ does. It is now on loan to the City of Nelson, anchoring one corner of the old city hall-turned-Touchstones

“‘Sculpture Talk’ is everything that I love about sculpting,” says Rabi’a. “I love to experiment, fall off the deep end as it were, and in doing so, combine favourite elements into a one-ofa-kind work.”

Born in Holland and something of a world traveller (stops in Hawaii, Australia) and homesteader (a 15 year stint in the far northwest of B.C) since coming to Canada as a teenager, Rabi’a has found and settled her five acre ‘slice of heaven’ on the banks of the Slocan River. She manages two straw bale guest houses and is passionate about her gardens. Populating them with her eclectic pieces - from giant mosaic eggs to beautifully reworked and revisioned mirrors, from a gorgeously-tiled kitchen sink

to large metal/decorated sculptures like the winsomely named Woman of Steel (another self-portrait?) – the gardens are serene and peaceful, made special by the interesting art within them. The property reflects its owner, absolutely.

“I’m a bit of a scavenger,” she cheerfully admits. “My eye is drawn to the artistic possibility of all sorts of objects.

Glass transistors, nuts and bolts, old kitchen and bathroom fixtures, scrap metal, I collect it all. There is something really fulfilling about taking discarded items and creating something that is beautiful from them.

“Many of my guests are repeat visitors, and part of that is the pleasure they get from the tranquility, along with the art I’ve placed around the acreage. The contrast between, and peaceful co-existence of, nature and art is central to who I am, and obviously many others agree.”

Inventive and creative, Rabi’a has once again sculpted a work that is identifiably hers. Her passions and talent are amply displayed in ‘Sculpture Talk’, as is her distinctive, enthusiastic personality.

“My sculpture is intended to engage participants with form, involving their eyes, hands and mind in the aesthetic response,” she says. “The pieces I create are based on a dialogue-driven relationship between me and the material. I look to explore the plasticity and flexibility of known or new sculptural materials, and am inspired by both traditional sculpting techniques and contemporary design manufacturing methods.

Winterstone is a modern, responsive medium to work in.”

Regine Neumann ‘Rhythm of Being’ (winterstone) The first Quebec-based artist to display in Castlegar, Regine Neumann resides and works in Canton de Hatley, just outside of Sherbrooke. Born in Germany, she graduated from Bishop’s University in Lennoxville, Quebec as a Studio Honours student in Fine Arts in 2011. Since then, she has been exploring new possibilities of form and material like the piece she presents here.

Skulpschpuhl was an award winner at the Unione Chieci exhibition in Trento, Italy in October, 2010. It is another fine example of Neumann’s instinct for gorgeous curves and lines, somewhat reminiscent of the Frank Gehry-designed Vitra Design Museum in Weil am Rhein, Germany.

“My focus is on open form and movement that brings the piece together,” she says. “Working with modern materials permits me to express the form and flexibleness that make up my artistic style.

Her work on display at Sculpturewalk Castlegar captures this. It is pleasing to the eye, active but still, while expressing her vision fluidly and distinctively.

A silimilar work, How Do You Feel Today? has been purchased by the Kingsbrae Gardens in St. Andrewby-the-Sea, New Brunswick as first prize winner in their 2012 sculpture competition. Working with sculptor Lili Xu, the duo’s evocative Four Years, Four Months, Four Days has the same lovely abstraction as ‘Rhythm of being’. In plaster and slightly denser, it displays the same stylistic form and use of openings Neumann develops in all her works. It was part of a Sculpture Society of Canada exhibition in Toronto in June, 2011.

that is similar to cement. With water added, it lends itself to sculpting and Neumann’s piece displays the versatility and flexibility of the material. She makes good use of open spaces in here undulating, fluid work, all curving lines connecting together seamlessly. The finished result looks and ages like sandstone but is stronger and more durable.

CBT’s Youth Grants program now accepting applications STAFF WRITER West Kootenay Advertiser

The Columbia Basin Trust, by way of a recent press release has announced the running of an initiative aimed at putting money to work for the benefit of youth in the region.

It is being publicized that just over $107,000 is available to “fund projects that make a positive difference for Basin youth aged 12 to 29 in the upcoming Youth Grants Program (YGP) intake. Organizations, school districts, First Nations organizations and local governments—plus youth aged 15 to

29 with a sponsoring organization— can apply for up to $15,000 per project.”

Program adjudicators, reportedly, are “especially interested in projects that support youth engagement, leadership or employment and entrepreneurship.”

The Kootenay Robusters dragon-boat team is wrapping up its season with an eye to recruiting more paddlers for fun, fitness, and a little friendly competition.

out and try it, they realize they can do it . . . and you can be any fitness level to start.”

Since then the team has competed in dozens of dragon boat festivals culminating in a first-place result in the Kelowna festival in 2006 and a trip to the 17th annual Kaiser Permanente International Dragon Boat Festival in San Francisco last year. Most recently the team had a strong fifth-place finish at a festival in Lethbridge in July.

But a team’s success is ultimately tied to good coaching. A serendipitous meeting in a Rossland coffee shop landed the Robusters their coach of 13 years in Trish Ostlund. In the 1990’s Ostlund paddled with the world champion False Creek women’s team, and has brought her expertise, knowledge, and enthusiasm to the Robusters, transforming new and experienced paddlers into a cohesive force.

Commitment and training is necessary and for those who want to get in an extra workout or make up a missed practice, the team has access to a paddling machine known as an ergonometer at Fortis in Trail.

Op/Ed Why not just dry our eyes and embrace the end of summer?

At this time of year I am prone to flashes of dread. It happens every time I hear a back-toschool ad. The flashes have a long half-life too and get more intense the closer we get to Labour Day. But this year, I’m going to try taking a page from my nephew’s book.

He is starting university this fall. When I asked him how he felt about it, he shrugged and said there was no point worrying about it now. It’s a big change and he’ll deal with it when it comes in September.

How many Augusts have we all spent dreading Septembers only to be reminded when the dreaded Septembers come that they are not actually that bad? Going back to school or getting back to business has a great upside.

I’m not going to oversell this idea. It is true the spontaneity of summer gets replaced with routine, sometimes hectic routines.

It’s also true that the price of a good vacation is sometimes a very large pile of “to-dos” on our desk that have the feeling of back-to-school homework. And the period

between September and December can be very busy, even a little crazy.

Why not take a few more days off, knowing fully that whatever fall may bring, a good holiday is never a bad thing.

But if we have been lucky, we have the wind of a good vacation in our sails, giving us new perspective, creativity and energy.

In 2006, the accounting firm Ernst & Young did an internal study of its employees and found that for each additional 10 hours of vacation that employees took, their year-end performance ratings from supervisors improved eight per cent.

Those who take regular vacations were also significantly less likely to leave the firm.

According to clinical psychologists, the value of vacations on our mental health is profound.

Not taking vacations increases mistakes and resentment of co-workers while taking vacations increases motiva-

tion and perspective. A Harris/Decima poll from 2009 finds that almost half of Canadians don’t take all of their vacation. I suspect that many small-business owners and their staff are in this category. In fact, more than a few business owners have called the Canadian Federation of Independent Business for advice on how to get staff to take vacations. Others struggle to take a vacation during the summer as they juggle staff holidays.

Given the undisputed value of a vacation, instead of struggling with the end-of-summer blues

why not embrace the end of summer?

Why not take a few more days off knowing fully that whatever the fall may bring, a good holiday is never a bad thing. Give the plum of life a good squeeze.

Make it a great vacation by parking September dread. September has its own special creative, productive energy. But as my nephew advises, deal with it when it comes.

The Labour Day weekend in September marks the end of summer for students and staff. September is an exciting time for schools as we get back to working with all our students to help them on their learning journey.

We encourage all of our community to be actively involved with your schools. Talk to your child’s teacher and principal and find a way to stay involved and connected. Parental involvement really can make a difference in student achievement.

All schools will be open at 8:00 a.m. on Tuesday, September 3rd for the registration of students new to the district and for any local Kindergarten and Grade One pupils not previously registered.

Students will report for instruction on Tuesday, September 3, 2013 at times noted below. September 3rd will be a shortened day for students. Shortening the day will allow students an opportunity to become acquainted with their school, while at the same time enabling teachers to finalize their preparations for Wednesday, September 4th, the first full day of instruction. Kindergarten students will have gradual entry over the first week and a half so please contact your school for those times.

To our existing students and families welcome back! To our new students and families, whether you are just starting kindergarten or moved here over the summer, a special warm welcome to your new school and district.

Home Schooled Students

As per the School Act and Regulations, parents/guardians who choose to school their children at home are advised that they MUST register their children by September 30th with a public school in the school district, a distance education school or an independent school in the province.

TRANSPORTATION: STUDENT CONDUCT If you were registered to a bus stop last school year, you will automatically be registered again to the same stop this year. If you require changes to your route or are a new student at a school, you will need to fill out a School bus/ Transit Transportation form. These forms may be obtained on the district website or from your school. In order to determine the bus stop and/or time you are registered for please contact your school or the transportation department.

before scheduled leave time. f) Not eat or drink on the bus. g) Not bully or intimidate others. h) NOT SMOKE, use e-cigarettes, take drugs or alcohol on the bus and/or at the bus stop.

2. Non-registered students MUST provide a note from their parent/ guardian, signed by the school staff/ principal, to ride on a school bus.

3. Elementary students wanting to disembark at a stop other than their designated stop must provide a permission slip, signed by the principal.

A student whose behaviour contravenes these values or whose actions distract the driver, cause to have the potential to cause harm or discomfort to self or others, is subject to disciplinary action, which may include the following: 1. Verbal warning from the bus driver (initially in routine situations).

Community Castlegar’s Grandview Neighbourhood gardens – growing strong

A group of Grandview Neighbourhood Gardeners met at the garden site recently to harvest some of their crops. Of the 12 beds available, two were planted by the gardeners with the intent of growing extra produce to share with the food bank and neighbours who cannot or do not garden.

This is our way of expressing thanks to the organizations and people who have supported us in our vision of creating a neighbourhood garden for all residents of the area.

In 2013 we received CBT grants from Area J and the City of Castlegar, allowing us to complete our project and also purchase some much needed garden sup-

plies such as mulch, topsoil and garden tools. Thanks to these organizations, and donations and grants-in-kind from community members, we now have a thriving, productive garden producing healthy, wholesome food for the community.

At present, we have 12 4ft. X 8ft. raised garden beds and five larger 8ft. X 10ft. plots in production.

Several of these plots will be available this fall in time to plant garlic, and we hope to construct more raised beds for next spring.

We welcome new gardeners from the community who would like to join us.

“Anybody can phone us and we can take them there and just show them, and they can at least try it before they go in the boat,” said Hanson.

The relationship between breast cancer and dragon-boat racing began in 1996, when Dr. Don McKenzie’s research dispelled the notion that repetitive upper-body movements led to lymphedema, an irreversible swelling of the arm and chest that is a common affliction of breast cancer survivors.

McKenzie studied a group of 25 women who began an exercise program involving dragon-boat paddling, indicating that this type of exercise had no relation to lymphedema.

Soon after, “Abreast in a boat” was born and the number of dragon-boat teams has grown significantly ever since with festivals being held all over the globe, raising

funds and drawing awareness that there is life after breast cancer. The Robusters practice three times per week at Christina Lake, car-pooling and taking turns driving to make it more fuel-efficient and social.

Once on the water, time itself disappears with every stroke, the team moving as one, immersed in the scenic and serene setting of Christina Lake.

“It’s really fun, but it’s to get the people out to try it, and a lot of people do work, but they work around it and if you can only make two practises or only make one practise a week that’s okay,” said LeRose.

The Robusters are on the water at Christina every Tuesday and Thursday at 6 p.m. and Saturday at 9 a.m.

Paper update: Will recycling still be easy in 2014?

RDCK- By September 16, 2013 local governments must make a decision with respect to their participation in the Packaging and Printed Paper Stewardship Program. In May 2014, the responsibility for collecting and processing household recycling will be changing in British Columbia. The new product stewardship program for “Packaging and Printed Paper” (PPP) that is being introduced will shift all responsibility for recycling of PPP from a public service to a privately funded system.

Most options will involve subsidy to the Extended Producer Responsibility (EPR) program and additional financial impacts due to increased, garbage hauling,and decreased landfill life.

At the August 15th Board meeting RDCK staff presented a list of options and a process to help assist in the decision making. The Board will need to consider the financial viability, the environmental impact, the social and legal factors as well as the question of principle during the evaluation process.

Even with all these factors considered the RDCK will not recover the full cost of the PPP program and will still have to provide a taxpayer subsidy to a privately operated program.

The Environmental Management Act, the legislation that governs the Recycling Regulations,

determines who is responsible.

“If we interpret the Act to say that once a product is the subject of a Schedule to the Recycling Regulations it is no longer the responsibility of local government then our response should be easy – we don’t handle it anymore, the stewards have to do that, ” stated John Kettle, RDCK Board Chair.

“Whether we accept or decline the incentives from Multi- Material BC (MMBC), there will still be costs, many of them undetermined with the information we have. Most options will involve a subsidy to the Extended Producer Responsibility (EPR) program and additional financial impacts due to increased garbage hauling and decreased landfill life.”

Product Stewardship Programs are an important issue for the RDCK Board of Directors. The proposed PPP program is scheduled to roll out in May 2014 and could significantly reduce access to recycling for RDCK residents, particularly those in the most rural areas. All local governments in BC are facing a considerable challenge in determining how to reasonably manage the transition of recycling from a public service to a privately funded system.

How the PPP program will affect existing RDCK recycling programs is still undetermined but one thing is certain, the RDCK Board of Directors will continue to advocate for the best interest of local taxpayers in the provincial recycling system. Lifestyles Following the leader in wonderful Woodinville, Washington A half-hour drive to the northeast of Seattle is the town of Woodinville, population 10,000 or so. It is home to about 70 wineries and tasting rooms.

sures it is wet and cloudy, more suited to the growing of trees than grapes.

What Woodinville has going for it,

though, is its close proximity to Seattle, population 620,000, a coastal seaport that has been quite a wealthy community since early entrepreneurs started turning trees into money.

Our visit started out just where the area’s connection to wine did, at Chateau Ste. Michelle. An estate built in the Columbia Valley in 1912 by lumber baron Frederick Stimpson would eventually be-

come home to Washington’s first winery.

The winery’s roots go back to the post-prohibition era, when the Pommerelle Wine Company and the National Wine Company were formed, eventually to merge to become American Wine Growers in 1954. In 1967 AWG started a new label of

wines made from premium vinifera grapes that it called Ste. Michelle Vintners.

In 1976, a Frenchstyle chateau was constructed in Woodinville and it became home to the newly named Chateau Ste. Michelle. In 37 years it has become one of the country’s largest and most honoured

producers and it now has 3,500 of vineyards in other parts of the state. Only white wines are made in the Woodinville winery.

We took a short, free tour that finished with a couple of wine samples, then went out onto the property to check out the huge stage that plays home to dozens of concerts each year. Performers this summer included the likes of Garrison Keillor, Steve Miller, Robert Plant, Pat Benatar, Chris Botti, David Byrne, Counting Crows, Gypsy Kings, Lyle Lovett, Gladys Knight, The O’Jays, Harry Connick Jr. and Chris Isaak. Not a bad lineup.

Many of Washington’s most highly regarded wines are to be found in Woodinville tasting rooms...

With Chateau Ste. Michelle acting as an anchor and drawing thousands of visitors to Woodinville, it eventually occurred to other wineries that they should capitalize on the opportunity. Now the area is dotted with tasting rooms.

We pulled into one development that looked like nothing so much as a strip mall, and found five tasting rooms, a restaurant and a State Farm Insurance office. Across the street was an even longer strip mall, home to tasting rooms that include the fabulous Long Shadows, which we have enjoyed touring and tasting at the Walla Walla winery location.

We walked along the sidewalk, first

rejecting a visit to a tasting room that charged $15 per tasting, and were drawn into another, because we liked the sign outside the door and the winery’s. The sign read: WEEKEND FORECAST: STAINED TEETH AND GOOD TIMES. The winery was Dusted Valley.

Inside we had a lovely visit, of the sort that made us wine tourists 25 years ago. The hostess was knowledgeable and enthusiastic and we learned much about the people and the wines of Dusted Valley.

The tasting revealed impeccably made wines—Chardonnay, Cab Franc, Cab Sauv, Syrah, Petit Verdot, Grenache, Malbec, Mourvedre and blends—from some superb vineyards.

We enjoyed a very nice lunch at The Barking Frog and did another couple of tastings before heading back to Seattle. Had we stayed we could have visited the tasting rooms of some of our Walla Walla favourites, like Pepperbridge and Forgeron, and Prosser treats like Kestrel, Alexandria Nicole and Airfield. Many of Washington’s most highly regarded wines are to be found in Woodinville tasting rooms and a number of the wineries represented are named in Wine Spectator’s Top 100 Wineries in the World list. And a visit allows for the tasting of wines made from grapes grown in all major Washington vineyard areas.

We won’t visit Seattle again without taking at least a day out in Woodinville.

Last week, 18 of a possible 23 principals, vice-principals and district management staff from School District 20 got together for a two-day, professional development session at the Hilton Doubletree Hotel in Spokane, WA. In an email, superintendent Greg Luterbach explained that these sessions have been held for the past eight years in various cities as a way to ensure the group is “fully immersed” in

the topics of discussion.

Some staff were unable to attend due to school renovations and an annual audit. According to the superintendent, the total cost of the meetings was under $5,000.

“This year we spent the two days discussing how we can support the transformation of education as described in the BC Education Plan,” wrote Luterbach.

He added the sessions are held in August in order to save money by not requiring substitutes for those attending.

Sessions have also been held in Penticton, Whatshan Lake, Retallack (a helicopter and cat-skiing operation in the Selkirk mountains) and Rossland.

“This year we held our workshop in Spokane after looking for a suitable location in the Okanagan, West and East Kootenays, Northern Idaho and Northern Washington,” said Luterbach.

“We have people car pool, share rooms and pay for their own supper in order to stay within our existing professional development budget. We

invest in our teachers and support staff through professional development and we need to invest in our leadership team in order to do the very best for our students. “ On day one, a review of the BC Education plan took place as well as looking at how students are changing.

Groups then did an “appreciative inquiry exercise” where they described how schools could be structured to support both the BC Education plan and students.

help lead people through that transformation rounded out the day.

On day two, Luterbach said they revisited previous professional development sessions related to having productive workplace conversations.

Time was then spent building goals, strategies and action plans to move schools and departments forward with either the BC Education plan or their local vision.

Lastly, a business meeting was held discussing school start-up issues.

Tip of the Week: Although it is not evident in the night sky, a lovely display of planets in alignment formulating another Star of David configuration is occurring right now. It officially began on August 28. And will continue through to about September 5th. Although not conveniently obvious, this confirmation represents a good example of the science of Astrology. Celestial phenomena that can be seen in a singular location like a Full Moon, an eclipse, a conjunction of two or more planets, a comet, a well-positioned fixed star either low on the horizon or also conjunct another planet, or even a meteor shower which certainly can encompass the entire sky in a celestial display of awe and wonder are certainly a source of joy, inspiration and sometime dread, at least traditionally. Yet, a deeper analysis of the alignments of planets and their respective relationships open up a whole new spectrum and level of perspective. Woven within this science of Astrology we find principles of geometry. How and why Astrology works remains somewhat illusive, although there are many very good explanations. The main reason is that it is based on holism where we the observers are understood to be intrinsically related with the themes, principles and planetary alignments in consideration. This paradigm of perception is ancient yet is on the rise again. This is suggestive of a multi-dimensional reality in existence. This principle is now well established in science as well, perhaps especially in Quantum Physics. As it is, there is a special planetary alignment in the skies even though it is not readily visible and it is synchronizing with our times.
