ontroversial shipments of coal through Metro Vancouver are on pace to set a new record this year and more crude oil tankers also loaded in the first half of 2013, according to port statistics.

Just over two-thirds of the 18.2 million tonnes of coal shipped out in the first six months of the year was B.C.-mined metallurgical coal used in steelmaking, while the remainder – 5.5 million tonnes – was thermal coal from the U.S. “It’s the strongest first half we’ve ever seen,” said Port Metro Vancouver president and CEO Robin Silvester, adding coal exports are up nine per cent compared to the midpoint of 2012.

The increase comes without a decision yet on whether the port authority will approve a proposed new terminal at Fraser Surrey Docks that could add up to eight million tonnes of annual coal-handling capacity.

Nor is there any timeline for making the decision, Silvester said.

Work continues to address outstanding questions, he said, including potential health impacts from coal dust that may escape.

He said a report is being prepared by a third-party expert with expertise in human health impacts from coal and once complete it will be provided for review to area medical health officers, who have pressed for more study.

“We hope that will move the debate from being somewhat speculative to being very objective,” Silvester said.

Crude oil exports are also up so far, with 33 tankers loaded in the first half compared to 23 in the first six months of 2012.

Most of the tankers loading crude oil sent through the Trans Mountain pipeline to Kinder Morgan’s Westridge Marine Terminal in Burnaby were bound for California, Silvester said, adding some of that comes back to B.C. as refined petroleum.

Tanker numbers fluctuate each year, he said, depending on how much oil is piped to Washington State refineries or used by the Chevron refinery in Burnaby.

Cruise ship passenger numbers are also up more than 20 per cent.

Overall cargo handling at the port is up 6.3 per cent and three per cent more containers were moved.

“We have an operational plan that deals with any potential incidents that may occur and we have in the past handed out numerous liquor infractions [and] traffic violations,” said North Van RCMP spokesman Cpl. Richard De Jong, adding there has been a “marked improvement” over the last few years in the number of problems.

In 2010, a grad campout in Lynn Valley caused havoc as 30 violation tickets were handed out to kids caught with alcohol, as well as a reported sexual assault, fights, assault with a weapon, drug possession and mischief. Paramedics rushed to look after several teens who had drank too much alcohol, and firefighters were called out to put out a potentially dangerous bonfire.

While the situation has improved, there will most likely still be parties this weekend and throughout the school year.

“Given an opportunity where alcohol is consumed and/or drugs… puts people in a potentially precarious situation where they may be taken advantage of or consent to something they wouldn’t normally.”

Anthony Cameron spent four summers in sync with 31 horses and riders during his stint with the historical RCMP Musical Ride

A

nthony Cameron’s equestrian prowess, or lack thereof, was not what landed him a spot on the iconic RCMP Musical Ride.

“It would have been January 2006 that I went on the selection course,” explains Cameron, a North Van RCMP constable. “I was taken aback by how big the horses were.

Somebody told me, ‘they can sense if you are uneasy.’”

And he was feeling apprehensive, considering the 17-hand Hanoverian horse standing tall before him was a big step up from his previous equine experience: a childhood pony ride.

While growing up in New Brunswick, Cameron never really considered taking the policing path.

t’s from Paris. It’s white. And it’s all a big secret until an hour before it happens. Le Dîner en Blanc, a specialty dining extravaganza originally imported from France, is quickly becoming a world-wide phenomenon. But this members only invite celebration is a visually stunning spectacle to behold. Held in Vancouver this past week, this second annual gathering was the most perfect posh picnic in the history of Vancouver. The rules are strict: wear white, bring white tables and chairs, and pay attention to your team leader. And if you don’t show, you are persona non grata for next Follow entertainment / events columninst Catherine Barr on these social media outlets year. This year’s event attracted Linkedin @CatherineBarr CatBarr over 2,500 people who signalled the start of dinner by waving their napkins high in the air outside on the lawn at the Science World secret location. Then there was music, conversation, food and flirting. It all ended shortly after dark as guests lit their sparklers en masse to salute a perfect evening of swanky socializing. As for the after-party – well that’s another story – wink.

Odd jobs There are thousands of different jobs to be had on the North Shore, but only a select few can be labeled as unique

P

assengers aboard the Queen of Surrey queue for B.C. burgers and kids chase each other outside on the top deck — it’s a typical, bustling Friday evening scene on the ferry in the summer.

“People don’t have a clue what goes on below the main car deck,” says Girija Emery, clambering down the steep ship’s ladder.

Emery, one of three female marine engineers working for B.C. Ferries, is taking The Outlook into the heartbeat of the ferry — the engine room.

Entering the first compartment you are immediately overwhelmed by a giant panel of endless dials, buttons and gauges — at the center of it all, a large digital clock.

Randomly, a loud and penetrating alarm will sound, the ship’s chief and first engineer poised to press a button or answer a call from the bridge.

It’s 9:30 p.m. and there’s a shift change underway down below the ship. Emery is just beginning her second-to-last Girija Emery graveyard shift in a 12-day-on, six-day-off schedule.

She moves into an adjacent room where there is a kitchen, an eating area, lockers and a bathroom with shower facilities.

Wearing a sleeveless black shirt, yoga pants and her hair in two braids, Emery opens her locker. Two photos taped up inside are revealed: one is of Emery’s husband, who, wearing a cowboy hat, easily passes for a country music star — and the other is from her skiing expedition in Rogers Pass.

Emery throws on a pair of white coveralls over her clothes and slips three tools into her pockets: a multiwrench, an adjustable spanner and a cutting tool. Now it’s time to head into the main engine room so she can do her rounds.

A loud pulsating siren is activated as the steel, watertight marine door opens — a prelude to the unrelenting roar of the twin 5,900-horsepower engines. Fresh air forced through overhead vents offers a small reprieve in the stifling conditions.

Down here, all five senses are working overtime. If a pipe bursts, Emery is tasting that water to see if it’s coming from the freshwater or saltwater system.

She sprints up and down ladders in the cavernous en-

gine room — about half the length of the car deck above — checking dipsticks, inspecting dials and turning valves, essentially looking for anything out of the ordinary. You wouldn’t expect anything less from the daughter of an Olympic distance runner.

Marine engineering is also in Emery’s DNA. Her grandfather was a Vancouver harbourmaster, and a captain on one of the last tall ships to ply B.C. waters.

She came to this career late in life. At 46 years old, Emery sought out the marine engineering program at BCIT’s Marine Campus located near Lonsdale Quay. The median age of her male classmates was 25.

“It’s not that a person of age can’t adapt; I think I was unusual, in that I was energetic,” says Emery.

During the intense program — including sea time hours, it took five years for Emery to earn her marine engineer third class ticket — she flexed her mental muscles more than anything else. Emery studied a considerable amount of calculus and physics, alongside thermal dynamics, naval architecture and applied mechanics, among other courses.

“You have a ton of homework. You don’t breathe. The theory work is what separates the wheat from the chaff,” recalls Emery of her BCIT days.

Now 62 years old and a recent first-time grandmother, Emery turns to yoga and mediation to decompress from the demands of the job. She is also Local 19 president for the B.C. Ferry and Marine Workers’ Union.

Emery, who says she has never experienced any gender bias in this career, wonders why there are so few female marine engineers.

“I think there is a positive influence that can be achieved by having women in a male-dominated industry.”

--Derek Palmer knows farm animals never sleep in.

A veteran at Maplewood Farm in North Van, he arrives at the break of dawn to 200-plus animals who need to be fed, cleaned and shown a bit of love.

Palmer, head farmhand who has worked here for 30 years, has deep relationships with many of the animals, some of whom are getting up in age. Take Minnie the Shetland pony, for instance. She’s now the ripe old age of 40.

While waiting to get into a mechanics program, Palmer took a part-time job at Maplewood Farm when he was 18.

“At the time my dad worked for the [District of North Vancouver] and he mentioned there was a part-time job,” he says as the farm’s resident rooster cock-a-doodle-dos.

Starting out as a farm attendant, he is now a wealth of knowledge on the domestic animals who live on the five-acre farm.

Despite making the same rounds every day, Palmer — clad in the standard farm uniform of jean overalls and a white T-shirt — says the job never gets routine because it’s impossible to tell what the animals will have in store.

The chickens, for example, each have a unique per-

sonality. They “suntan” out in the open on warm days, causing people to mistake them for dead. In another part of the farm, a young donkey brays a load, harsh cry alongside the loud sirens of an ambulance.

As for Palmer’s favourite animal, it’s difficult to say.

But Suzy, a brand new pony, is “the love of everybody.”

Maplewood Farm, an extension of the district’s park department, was visited by 103,000 people last year, many toting kids. The staff describe it as a busy “hidden world” within an urban city.

Thirteen-year veteran Nadine Gibbon and newcomer Dominique Bulmer start work at 6:30 a.m., cleaning the stalls, milking the cows and feeding the goats, among countless other tasks.

“Well before I came here I worked with little kids in a rec centre, so I wanted to keep the kid factor and add the animal and outdoor factors,” says Gibbon.

The animals need numerous bags of food and even more water each day. Dairy cows, for example, drink 60 Derek Palmer to 100 litres of water a day, while horses need half that amount.

Many of the animals live in a big barn to keep them protected and warm during the colder months.

“They spend all night resting and making a mess in here, doing what animals do,” says Palmer.

Most days are good and sure beat a desk job, he says.

One exception is when dealing with a sick animal who may have become a long-time friend.

“I’ll retire from here,” says Palmer.

--Elaine Joy Carlin spends eight minutes with up to 100 people in a 300-square-foot steel box suspended high above a forest of trees — 32 times a day.

“You are bound to hear people’s stories,” she says.

Carlin (pictured at top) is one of approximately 10 Grouse Mountain employees who helm a Super Skyride, also known as an aerial tramway, but definitely not a gondola. There is a distinction.

“I had no qualms with confusing the two,” says the Kalamazoo, Mich. native.

Hailing from an area where the tallest mountain is 2,000 feet about sea level — Grouse’s peak is double that altitude — Carlin didn’t have a lot of experience with

Part of her training involved lowering herself through a small hatch on the Skyride and rappelling 50 feet into the darkness down to the parking lot below. This passenger evacuation system, in the 47-year history of aerial tramways at Grouse Mountain, has never been deployed.

Carlin also had to climb a narrow ladder on top of the Blue Skyride, while carrying a hefty wrench, to reach a pizza box-sized platform. Once she reached her precarious perch she practiced reseting the Skyride’s emergency brake.

“If I am on the ledge really high up, of course I will have the instinctual fear of heights,” concedes Carlin.

Because the Skyrides are governed by the Ministry of Transportation, each operator has to pass a written test demonstrating superior knowledge of both aerial tramway systems at the mountain.

Over the course of a week, these employees are also trained in radio communication, customer service and Grouse Mountain products. And they must memorize a three-minute speech highlighting the scenery and mountaintop activities.

“I remember being a little nervous,” says 22-year-old Carlin of the first time she gave a speech on a packed Skyride.

One obvious perk of the job are the unparalleled views of the Lower Mainland and across to Vancouver Island. After 10 p.m. each night, operators take in the twinkling lights of the big city while riding solo to the top of the mountain to bring down the remaining guests.

“I get a lot of reading done during that time,” says Carlin.

Other perks include unlimited skiing and celebrity sightings. Carlin encountered the stars of the TV show Psych on her Skyride.

“I was kind of giving them too many looks; I think they knew I knew,” she laughs.

An unwritten employee rite of passage is conquering the Grouse Grind. Carlin’s current personal record climbing the 2.9-km grueling hike is 59:07.

“Well it’s just a giant staircase. And while it was a physical struggle, it was more of a mental struggle,” she describes.

Carlin will get to spend one winter on the mountain before her work visa expires — and for that she’s grateful.

“For now I’d just like to be outdoors.”

--Armed with his hand-held GPS device, David Mudge is fighting West Vancouver’s knotweed infestation block by block.

Today he’s at Ambleside beach tracking a dense patch of Japanese knotweed along the seawall. Unbeknownst to passersby, the tall green weeds with heart-shaped leaves and green-white flowers can look like a purposely planted hedge.

But the alien plant can strangle native foliage, severely damage building foundations and is listed as one of the world’s 100 worst invasive species by the World Conservation Union.

By the end of September, Mudge will have dozens of knotweed patches and other invasive plants mapped out so the district knows more precisely what it’s up against.

“Cutting actually encourages its growth,” warns Mudge, standing beside a stem that shoots more than six feet into the air. Instead, herbicide — in this case glyphosate — shot into the roots by a weed control company is the best defense.

A hearty plant that thrives in many kinds of soil, knotweed in Ambleside is quickly growing David Mudge between the rocks on the seawall. It can grow one metre in only a month and underground stems can remain dormant in the soil for 20 years before producing new plants, according to an environmental agency in the U.K., where the “superweed” has become severe enough to affect the ability to get mortgages on dozens of houses.

“See over there, there’s another patch,” says Mudge pointing a stone’s throw away to another cluster of the alien species. The large underground network of roots allows it to be transferred between sites relatively easily. So far, knotweed has been spotted throughout West Van, including Dundarave beach and along the highway.

Mudge’s maps will be a key resource for West Van’s invasive plants working group that will also look at lamium, which blooms bright-yellow flowers between April and June but acts as a dense blanket that smothers other species, and ivy, an enemy of native species that is also a favourite of gardeners looking for an old-world feel as it climbs up trees and houses.

As for private property, Mudge says, “We rely on people to tell us where it is. It’s important not to cut it and if you call the district we can tell you how to get rid of it.”

Tackling knotweed in West Van definitely isn’t easy, he says, but in the long run it will help native species thrive in the community.

A six-bottle tour of German Rieslings

I recently hosted an event that was ostensibly a “German Riesling 101” for some folks, and it was towards the end as I was starting to put glasses back into their racks that a lady’s comment summed up the whole evening. “Wow, knowing how to decipher just a few of a label’s terms really makes German wines so much less complicated than I thought they were,” she said – and she was totally right! For this week’s column, I immediately decided, I’ll try to make things less complicated for a broader audience.

Most importantly, German wines are all about regionality and ripeness. In saying that, words in italics are key terms to pay attention to. Here are six bottles worthy of your time: Of course, there’s so much more to German wine, with many more regions and higher levels on the ripeness scale. But for now, grab a couple styles that may appeal, order in some Thai food, and have fun exploring the wonderful world of German Riesling!

Schiefer Gymnasium Riesling Mosel, Germany $20 BC Liquor Stores This one’s from the Mosel region which is also Germany’s coolest growing area.

Rieslings here are amongst the country’s most crisp and delicate, often with flavours of apple and floral characteristics.

Gruen Riesling Rheingau, Germany $22-ish Private Wine Stores The Rheingau region is warmer than the Mosel, with slate-driven soils that offer great minerality.

Wines around here are often a little more powerful and sturdy. Citrusy intensity is common.

With a greater variety of microclimates and soils, a wide array of styles are found – but the area is often known for styles that are quite dry.

Kabinett is the first level in the hierarchy, meaning these are the driest wines. This one’s from the Mosel, so we know to expect a slightly more delicate style as well.

Now, let’s get pairing: One thing about the Rieslings in this week’s column, and most Rieslings really, is that they’re so full of character, fruit, minerality and pizzazz that you really should enjoy the first few swirls and sips before tucking into some food alongside them. However, once it’s time to work some pairing magic, Rieslings can be some of the most dynamic food-friendly wines out there.

One of the easiest matches out there? Go with a blue cheese like Ermite from Quebec. The concentrated citrus and stone fruit found in most Rieslings are a good, fruity contrast to the saltiness the cheese contains, balancing things out quite nicely.

Texture-wise, the brilliant acidity of the grape cuts through the rich, creamy texture of the cheese keeping the palate fresh and lively.

Any Rieslings that have a little extra residual sugar on the finish, say a Spätlese or an Auslese, work so well with dishes that have a little spice. If a wine’s too dry, it will only enhance the warmth, but that little bit of sweetness drinks up a good dose of that heat. Throw some In-House Chorizo-Style Pork Sausage on the grill and see for yourself!

While the above pairings work well in the contrast department, let’s get quite literal with the pairing up of similar flavours. Years ago I had it pointed out to me how common “marmalade” comes through as a key tasting note of many Rieslings, and it’s so true.

Needless to say, something like the PC Black Label Seville Orange Marmalade becomes a no-brainer for a match. Really, Riesling is the perfect brunch wine due to its typically low alcohol and cheery demeanor; having it alongside a little marmalade on toast is perfectly civilized from where I’m sitting.

Robson began his ocean-going career in 1974 as a deckhand and made captain in 1986. He joined Seaspan in 1995.

And while he’s away from his family for a week at a time, when he was working on the B.C. coast he could be away for up to three weeks.

The tug crew is like a second family and rely on well-timed teamwork to get the job done.

“I like being out with the guys,” he says. “Great guys. You learn from all the guys here.”

Eagle’s other captain, Dane Hoyurp, is asleep below deck as Robson makes his way along the north side of the harbour past the Lonsdale Quay.

“You get used to it,” Robson says about sleeping aboard a ship.

The rest of the crew includes deckhands Ian Anderson and Brad Carter, who also share the cooking duties, and engineer Glen Titerli.

The crew’s work is varied. They may escort an oil tanker under the bridges and down to Victoria, take bulk carriers up to Port Moody to get loaded with sulphur or help dock a container ship. In a typical week-long shift they may interact with up to 30 or more ships.

Asked about the hardest part of his job, the veteran of the sea doesn’t have ready answer.

“I don’t find anything about it hard; I can’t think of a negative thing,” he says before adding, “working in fog and limited visibility can be a little stressful at times.”

Today, under a clear sunny sky, is not one of those days.

.C. cities will next month debate proposals to cut the default speed limit on municipal streets to 40 kilometres per hour and to force licensing and regulation on users of motorized wheelchairs and scooters.

The two proposals are among transportation-related resolutions that will be on the floor at the Union of B.C. Municipalities convention in Vancouver in late September.

The City of Victoria is behind the proposed cut in default speed limits from the current 50 km/h – if the lower 40 km/h default limit is adopted by the province, municipalities could still selectively designate specific roads for higher speeds.

The resolution asks for provincial aid installing new signage, including signs for roads where the speed limit would be different from the default 40 km/h.

The current default is dangerously high on some residential streets, argues Victoria Coun. Shellie Gudgeon.

“Even laneways can be 50 km/h if it’s not signed,” Gudgeon told Black Press. “It’s far too fast for neighbourhoods and families.”

Ian Tootill of the motorist advocacy group SENSE BC predicts drivers wouldn’t obey a 40 km/h limit and said there’s little evidence of low-speed fatalities or injuries that could be prevented with an even lower limit.

“The people who are driving this agenda are the people who underneath it all are anticar,” Tootill said. “A lot of these people don’t even drive.”

He said another example of bureaucratic overkill is the “laughable “ proposal to regulate motorized wheelchairs and small mobility scooters.

Sidney council argues seniors drive them too fast on sidewalks without any regulation.

Their resolution to UBCM urges the province to regulate the use of motorized mobility aids, including wheelchair and scooters, and require training, testing and licensing of operators.

There’s currently no registration, insurance or licence required to operate them in B.C. The province has indicated to UBCM it intends to develop a coordinated plan for safe operation of motorized scooters, including pos-

sible amendments to the Motor Vehicle Act. The provincial coroner in 2008 issued recommendations supporting scooter regulation after several scooter-riding seniors died in crashes with vehicles.

The B.C. Coalition of People with Disabilities opposes the idea.

“These are mobility devices that people need to get out into the community,” said executive director Jane Dyson. “Such a regulation would impede their independence.”

Surrey-White Rock MLA Gordon Hogg said he doesn’t sense it’s a major problem but added “some authority” is probably needed, preferably through provincial law that lets individual cities regulate the machines if they deem it necessary.

“People are generally pretty well-behaved,” he said. “Public policy generally should not be developed for exceptions,” he said.

White Rock deputy mayor Grant Meyer questioned the impact enforcing scooter regulations would have on the city’s already busy bylaw staff.

But White Rock Coun. Larry Robinson said he’s all for it.

“There has to be some type of regulation, including you have to be approved or prescribed to use them,” he said.

Robinson said he has seen people operating electric wheelchairs holding up traffic.

And he said he knows people who don’t have a medical need for the machines but just like to use them to get around.

“I don’t think you should be able to walk into a store and walk out with an electric scooter and just drive it wherever you want.

There has to be some qualification for the use.”

Another potentially controversial resolution coming before UBCM is a call for the province to allow the use of photo radar to ticket speeders in school and playground zones.

The proposal from Penticton council argues that police-staffed speed traps and volunteerrun speed reader boards are labour-intensive and have had limited success in reducing speeding.

Revenue from fines would be shared on a negotiated basis with local municipalities, Penticton suggests.

The UBCM executive hasn’t taken a position on the idea but the province has always firmly said it has no intention of reintroducing photo radar, which was eliminated in 2001.

alph Sultan has never been one to sit back and relax. By the age of 12 he was at work in his father’s painting business. He followed that with jobs as a young labourer before completing an undergraduate degree in engineering at UBC. He continued on to earn an MBA, master’s degree and PhD in economics. After almost a decade as a Harvard economics professor, he went on to hold senior positions in the corporate world. Along the way he married and enjoyed a busy family life that comes with having four children. He believes, above all, his work keeps him challenged and energized; it’s something he recommends to all seniors.

This spring, for the fourth consecutive term, 80-year-old Ralph Sultan reclaimed his seat as Member of the Legislative Assembly for West Vancouver-Capilano.

When the Victoria legislature is in session he’s required to be present from 10 a.m. to 7 p.m. On other days he may be travelling around the province or in his office seeing constituents. Most evenings are booked with community events and fundraisers. Even though his days are long, he says it’s important to meet people and to be accessible.

Staying physically fit despite the unrelenting schedule would be a challenge for anyone. After suffering a heart attack in 2006 while in the legislature, Sultan had a serious chat with his doctor who told him he needed more exercise. Since then he’s adopted a regular weight-lifting workout and opts for the stairs whenever he can. He also adheres to what he describes and a “pretty Spartan diet.”

Homeless seniors get funding

S

eniors struggling to keep a roof over their heads are getting some help.

Alice Wong, the federal Minister of State for seniors, was in New Westminster last week to announce funding of more than $323,000 to the BC Senior Services Society to provide support for seniors who are homeless or at risk of being homeless. The Society’s outreach workers help vulnerable seniors find or keep long-term, affordable housing.

“The impact of outreach services in phenomenal,” said Anna Truong, manager of housing services for BC Seniors Services Society, who added her team was able to house 110 seniors in the past year.

“By partnering with local organizations to provide essential services to people in need, we are doing our part to prevent and address homelessness in Metro Vancouver,” said Wong.

o car lovers or Real Housewives of Vancouver fans, Reiko Mackenzie is instantly recognizable.

Her stable of cars includes such beauties as a Ferrari 458 Italia, a Lamborghini Murcielago and two custom Ferrari 599 GTOs. Last year she brought three of her cars to the Luxury & Supercar Weekend, where two of them won second place in their respective categories and she won the Chairman’s award for her enthusiasm for cars. “My love for cars started in high school when I opted to take mechanics class over home economics for my last two years of high school,” Mackenzie says.

“I’ve done all the basics and helped rebuild an engine.

Just working with the parts was truly fascinating to me.”

She’s come a long way from her first car, a “leaky” 1979 Honda Civic. “Eventually there was nothing we could do with the engine, but I tried!” she laughs. “I used to see those old convertible 300SEL Mercedes, and I wanted one! I have owned a 500SEL at some point so my dream was fulfilled there.”

Something that links all of Mackenzie’s cars is their power. “The Lamborghini Murcielago was my first track car, and some may ask why; it’s a hard car to drive track, especially manual shift,” she says. “It was a challenge but I love a good challenge and I felt strong driving that car.”

Revealed at the Canada Science and Technology Museum in Ottawa, the 11th generation Toyota Corolla will be built in Cambridge for North American buyers.

More remarkable is the fact that 80 per cent of the Corollas sold in Canada are still on the road.

Seiji Ichii, president and CEO, Toyota Canada Inc., noted that for years the Corolla has been the “rational choice” but now with fresh new styling and improved handling the Corolla will be “easy to love”.

TMMC president, Brian Krinock said, “twenty-five years ago, TMMC started in Cambridge with about 1,000 people.

He also noted that with the three plants TMMC operates in Cambridge and Woodstock, the company has produced more than 500,000 cars and trucks in 2012, making it the second largest producer of Toyota/ Lexus products in the world.

The 2014 Corolla marks the 11th generation and, besides new styling, features a new engine and transmission choices plus upgrades that include LED headlamps as standard, a new audio system with steering wheel audio controls and Bluetooth capability and additional airbags for even better safety.

There will be four models: CE, LE, sporty S and the new Eco that Toyota claims will offer the highest fuel efficiency along with the “most power available in a Corolla”.

The Corolla has two versions of its 1.8-litre DOHC inline four-cylinder with 132 hp and 128 lb/ft of torque on the CE, LE and Sport and 140 hp and 126 lb/ft of torque on the Eco. Also new on the LE, S and Eco is a new Continuously Variable Transmission CVT) that Toyota calls the CVTi-S (I for intelligent, S for shift) that will have a feel similar to a traditional hydraulic automatic transmission.

The CVTi-S is Toyota’s first pulley-style CVT offered in North America and “will provide a more linear connection between pedal effort and acceleration feel compared to previous CVT designs”.

The new Corolla’s suspension uses a Macpherson strut design for the front with a new, more rigid control arm design.

A torsion beam arrangement is used for the rear. Both suspension layouts have been designed to take advantage of the additional body rigidity to provide improved handling responses and steering control.

While the spring rates on Corolla have been optimized for ride comfort, the S-model features unique coil, damper, and bushing tuning to help offer a sportier driving characteristic. Probably the most noticeable change is in the styling that owes much to the Corolla Furia Concept seen in January at the Detroit Auto Show.

While the 2014 model is 99 mm (3.9 in) longer, it looks more compact thanks to the way the body tapers front and rear and focuses the eyes on the wheel arches.

Helping the overall impression of being more taut in appearance is the switch to narrower LED headlights.

The Corolla is the first compact sedan to offer LED headlights.

Fuel economy is still being finalized as is pricing, both of which will be released by the end of the summer.

Fiat pumps up the passenger volume New Fiat 500L delivers much more interior room LORNE DRURY SPECIAL TO THE OUTLOOK

BALTIMORE, MD: Fiat is expanding its footprint in the Canadian market in more ways than one with the introduction of the five-door 2014 500L. The 500L is the second car in the Canadian Fiat lineup, but it is more than just a stretched version YOUR of the iconic Cinquecento (500) that was introduced here in 2011.

It is a brand-new vehicle, built on a new B-segment “small wide” platform with room for five and 42 per

cutesy 500 but need more space.

The 500L is assembled in Serbia at a former Yugo plant and is powered by a 160 hp MultiAir turbocharged 1.4-litre SOHC inline four-cylinder engine.

This is the same engine that powers the track-ready Fiat 500 Abarth and the Dodge Dart. The engine comes standard with a six-speed manual transmission or an optional six-speed Euro twin clutch automatic ($1,450). A conventional six-speed automatic will be offered later on in the model year.

Multipurpose is actually a good tag for the 500L because it does offer versatility with an adjustable load floor at the rear and 60/40 split rear seats that flip and tumble to offer more luggage volume.

The exterior design harkens back to a Fiat of the ’50s and ‘60s, the Fiat 600 Multipla, yet it also has

cent more interior space.

While somewhat boxy and quirky like this generation of the iconic 500 that has sold more than one million units since its global launch in 2007, the 500L is 660 mm (26 inches) longer, 152 mm (6 inches) wider and taller.

Right out of the gate, the 500L comes well equipped in one of four different trim levels, starting at $19,995.

Fiat calls the 500L a multipurpose vehicle and one could look at it as a modern take on the venerable old station AUTOMOTIVE RESOURCE wagon, similar to the Kia Soul, Scion xB, Mazda 5 and MINI Cooper Clubman. Fiat says the 500L was designed from the inside out, aimed at buyers who love the

Kia’s Rondo ups the people mover ante JIM ROBINSON SPECIAL TO THE OUTLOOK

GALVESTON, TX: Is there a market for a people mover with up to seven seats that is smaller than a minivan but bigger than a compact CUV? Kia thinks they have an answer to that question in the 2014 Rondo, which the company feels is the perfect size and configuration for Canadians.

In fact the U.S. won’t be getting the Rondo, which suits Kia Canada just fine because that means it will be easier to increase supply which Kia thinks will mushroom once consumers start to see it on the road.

The Chevrolet Orlando, Dodge Journey and Mazda5 are strong competitors in this segment, but Kia believes it will prosper thanks to engineering, styling and, most of all, content for the buck.

We are now in an age where smaller engines are putting out as much or more power as the bigger ones they replace, while running cleaner and using less fuel.

For 2014, the Rondo goes with a 2.0litre, direct injection four-cylinder that replaces both the 2.4-litre four-cylinder and 2.7-litre V6 in the outgoing, 2012 model.

There is a six-speed manual transmission on the base model but the rest will arrive with a six-speed automatic driving the front wheels. This automatic

is new and delivers faster acceleration from low speeds and greater refinement at high speed.

The 2.0-litre is also new and produces 164 hp and 156 lb/ft of torque.

Fuel numbers for the 2.0-litre manual are 9.4/6.2L/100 km city/highway and 9.2/6.3L/100 km for the automatic. That compares to 10.6/7.5 for the 2.4-litre automatic and 11.5/7.7L/100 km for the 2.7-litre auto.

It is a speedy little motor. During the press introduction in Galveston, Texas, my co-driver got up to 160 km/h on a deserted stretch of road. The Rondo would have kept climbing but discretion forbade finding out “what it will do”.

Inside, standard equipment includes air conditioning, second row ventilation, power windows, heated front seats, a six speaker audio system and keyless entry with power locks.

Here is a partial list of the optional features that include: heated steering wheel, heated second row seating, ventilated driver seat, automatic dual-zone climate control, 10-way power driver’s seat with an extendable cushion optimizing thigh support, SuperVision instrument cluster, premium sound system paired with an all-new multimedia interface featuring navigation and family-friendly manual integrated side window blinds.

Also standard is Kia’s advanced Vehicle Stability Management System (VSM). What it does is step in during under and over steer conditions as well as in split-traction braking situations.

Optionally available are rear parking sensors and rear-view cameras on equipped models that provide extended safety when reversing.

The Rondo follows the recently introduced Forte and Sorento by integrating FlexSteer in the electric power steering giving the driver the choice of choosing three steering modes — comfort, normal and sport. Each can be selected on the fly using a toggle switch on the right steering wheel spoke.

During our drive, I played around with it but eventually just left it in normal. I can see comfort being used on long cruises and sport speaks for itself.

While the Americans aren’t interested

(yet) in the compact people movers, this is an emerging segment in Canada.

In terms of competitors, the Mazda5 is about the same size as the Rondo with the same wheelbase, but is not as tall.

I own a 2006 Mazda5 and I find having that extra room really pays off when you need it for events such as helping a kid move home from college and when there are six of you going out to an event.

Ergo, I spent a lot of time in the back seat during the press event held in Galveston.

– refreshed and ready I had the use of a 2013 V6 Sorento for my annual drive to and from the Detroit Auto Show earlier this year, a journey of 891.1 km where I averaged 9.8L/100 km, which, for a seven-seat SUV, is pretty good.

Just a few weeks later, I was driving pre-production versions of the 2014 Sorento in the high country around

Such is the case with the 2014 version of Kia’s biggest SUV, the Sorento.

To make a long explanation short, I was told Kia’s mantra is to never sit pat but keep going forward.

That must be good news to the people on the line at Kia’s new (US) $1 billion assembly plant in Georgia where the 2014 Sorento is now being produced.

And what kind of changes?

For instance more than 80 per cent of the parts or materials on the 2014 Sorento have been replaced or enhanced over the 2013 model.

The big change is the switch to a new 3.3-litre direct injection V6 that replaces the 3.5-litre unit in the 2013 model.

Producing 290 hp and 252 lb/ft of torque, it is more powerful than the 276 hp and 248 lb/ft in the 3.5-litre.

It is also more fuel-efficient giving 11.4/8.0L/100 km (25/35 mpg) city/highway in the front-wheel-drive models and 11.9/8.4L/100 km (24/34 mpg) in the all-wheel-drive version.

The standard engine in the entrylevel models remains a 2.4-litre direct injection inline four-cylinder now producing 191 hp and 181 lb/ft of torque.

Fuel consumption for the FWD model is 10.4/7.1L/100 km (27/40 mpg) city/highway; 2.4-litre AWD and 10.9/7.8L/100 km (26/36 mpg) and in the AWD versions.

All 2014 Sorentos are equipped with

a six-speed automatic transmission with selectable sequential manual shifting.

Also new is FlexSteer, an adaptable electric power steering that allows the driver to change the ride feel three ways – Comfort, Normal and Sport.

There is a button on the steering wheel that lets the driver make the change.

Normal, as you would expect, is for everyday driving such as on the freeway out of Phoenix (where the press introduction was held) where you don’t need the tautness of Sport.

I did use Sport as we took a twisty road up into the hills where responsiveness was heightened. But most of all, there was no sensation of it being dead on centre which was the bane of many early electric steering systems.

I didn’t try it on Comfort, but this would be for long-distance driving and low-speed situations such as urban parking.

The version I spent most of my drive time in was the topline SX V6 with AWD and with seven-passenger seating and, folks; it’s big inside.

For instance cargo volume is 257 litres behind the third row seats, 1,046 litres behind the second row and 2,051 litres behind the front seats.

Front seats are heated with the second row also available with heated seat cushions. On the SX the front seats are also cooled.

Instrumentation on the Sorento follows the previous practice of making most of the controls accessible within a hand’s reach from the steering wheel.

The navigation system on the SX I drove featured an eight-inch screen, which proved precise in terms of route depiction and voice prompts well in advance. Downtown Phoenix is a city in constant construction and it’s easy to trip up a Nav system that is outdated. The unit in the Sorento has an SD card slot at the front for faster updates which is appreciated, especially if you are an outof-towner.

Other available key features that have been added to the 2014 Sorento include Kia’s first-ever power liftgate, a redesigned panoramic sunroof that operates with a one-piece power-operated shade, integrated second row sliding sunshades and a 110-volt power inverter.

The 2.4-litre can tow up to 1,655 lb and the 3.3litre up to 3,500lb.

All the safety and driver aids possible are found in the Sorento such as ABS, traction control and stability control but new is Blind Spot Detection.

It has a visual prompt when another vehicle is in the blind spot and adds an audible tone if that

vehicle is too close.

Suspension remains MacPherson struts at the front and a multi-link independent system at the rear but it has been thoroughly revised for sharper handling which was evident in the high country during the ride and drive portion of the press introduction.

Even though there are two engines and two drivetrains there are ten trim and price levels making it possible to start with the base FWD LX at $26,695 or $28,695 for AWD in 2.4-litre from to the FWD LX V6 at $29,495 and $32,695 with the V6 and third row seats.

The mid-level EX makes AWD standard and costs $34,195 or $35,395 with the optional huge sunroof. Top of the line is the SX AWD V6 at $40,595 or $41,795 with the third row seats.

The Sorento is just one of a Kia model lineup that is expanding faster than the universe with, I believe, some 40-plus new or revised cars and trucks due in the two years.

There are a number of great mid-size SUVs out there right now, but if you are in the market, test drive a Sorento and learn why the company motto is “the power to surprise.”

several design cues from the current Fiat 500.

One of the beauties of the 500L is the opportunity for customization with dozens of colour combinations, including three roof colours, and funky Euro interior designs.

Two things about the interior strike you immediately when you sit down in the cockpit. First, there’s lots of room, unlike the 500, which feels and is, quite tiny. Also, the amount of light that comes in the greenhouse-like expanse of glass on the 500L makes it an inviting place to be.

Add to that a panoramic dual-pane power sunroof that is a $1,200 option available on all but the base Pop model and you’ll almost feel you’re in an open-air convertible.

The 500L has a modern-looking interior with two large round gauges front and centre and a strange shaped steering wheel that the Italian designers refer to as a “squircle” because it looks like a square within a circle. It’s hard to describe but easy to grip.

The seats are also comfy, although I would prefer a bit more length on the bottom seat cushion for my longer legs. Otherwise, the interior is very nicely finished and quiet on the road, even with the audio system off as my

It’s not a sports car, but it does gobble up corners as we discovered during a drive through winding roads in the countryside south of the city.

We drove both a twin clutch automatic Lounge model and after lunch, an entry-level Pop with manual transmission. Both were engaging and fun to drive.

The rear hatchback makes for handy loading and unloading and it has a neat grab handle for easy closing.

The back seats fold and tumble easily and also have 12 cm of fore and aft travel.

Cargo volume is 605 litres with the rear seats upright and 1,268 litres with the seats folded.

The Pop is loaded with standard features like air conditioning, cruise control, a body-coloured instrument panel, six-speaker AM/FM audio system with hands-free communication, tilt/telescoping steering column, steering wheel mounted audio controls, 16-inch steel wheels with covers, power windows/locks/mirrors, seven airbags, remote keyless entry, Electronic Stability Control with Hill Start Assist, four-wheels antilock disc brakes, tire pressure monitor and engine block heater.

The 500L Sport ($22,995) adds heated front sport cloth seats, 17-inch aluminum wheels, sport suspension, rear armrest with cupholder, automatic temperature

control, Sirius satellite radio (one year free subscription), front centre console, fog lamps and power four-way driver’s lumbar support.

For a more rugged look, the 500L Trekking ($23,995) has premium cloth seats, 17-inch aluminum wheels, unique front and rear fascia, body-colour fascia accents, bodyside moulding and door handles and painted instrument panel.

On the top rung of the trim ladder is the 500L Lounge ($25,995) with leather-face seats, premium vinylwrapped instrument panel, power driver and passenger four-way lumbar support, chrome bodyside moulding, six premium speakers, rear park assist and rear back-up camera.

Among the options is a premium Beats audio system ($995), navigation system ($495) and white or black Nero roof ($500).

Chrysler Canada is hoping the 500L will bring newcomers to the brand as 84 per cent of Fiat 500 purchasers have been new to the Chrysler family.

But it also may be a move-up vehicle for current Fiat 500 owners who love the car, but have the need for more space.

Personal information not compromised after website hack: District of West Van

A

report commissioned by West Vancouver after its website was hacked in July has revealed that personal information wasn’t compromised or transferred, the district said in a press release.

Following the report’s recommendations, personal information on MyDistrict, an online payment service for residents, is being further protected with a new system.

“While the report found no evidence that our residents’ information was compro-

mised, we are taking action,” said CAO Nina Leemhuis. “Recommendations from the report have already been implemented.”

In late July, the District warned residents that unauthorized access to personal information may have occurred. The online service does not collect credit or debit card information, social insurance numbers or drivers licence information.

Record reservations in BC Parks campgrounds An exceptionally sunny, dry summer helped push BC Parks to an all-time record number of reservations at provincial campgrounds.

More than 115,000 camping reservations were made through the province’s Discover Camping service, up 12 per cent from last year.

Campers were allowed to make reservations at more campsites and campgrounds, including Kleanza Creek, Martha Creek, Chilliwack Lake, Mable Lake and Bowron Lake, increasing the number of reservable sites to more than 5,000 at 95 parks.

While Labour Day is the traditional end to the regular camping season, BC Parks officials are trying to pump up shoulder season camping.

They say campsites are quieter in the fall, with attractions like spawning salmon in some areas.

It’s also the time of year when “long-stay camping” is permitted, allowing campers to stay four to six weeks at reduced rates in select parks.

Seniors over 65 also get camping discounts from Sept. 3 to June 14 next year.

A

nother liquor policy reform being eyed by the province would allow more government liquor stores to sell cold beer and wine, which has long been the domain of private stores.

Ten government stores already sell some refrigerated products but the province will now test the waters for a major expansion.

Walk-in beer and wine “cold rooms” will open at the end of September at three stores in Burnaby, Duncan and Salmon Arm. That’s the first stage of a pilot project that will add four more walk-in beer and wine refrigeration coolers at existing stores in Oliver, Osoyoos, Mill Bay and

Grand Forks later in the fall.

The province wants feedback on the idea as part of its already-launched Liquor Policy Review, along with several other proposals for reform.

The concept may be in for a rough ride from the organization representing private liquor stores.

The Alliance of Beverage Licensees of B.C. called the move a surprise and said it would throw private outlets and government stores into more direct competition.

John Yap, the parliamentary secretary for the liquor policy review, said all other Canadian provinces offer refrigeration in most, if not all, of their government liquor stores.

“This is another area where we think B.C. is lagging behind other jurisdictions,” Yap said.

“Refrigeration units seem to be very popular with customers, but the public and industry will now have the opportunity to give us feedback on whether this is something they would like to see on a larger scale around the province.”

Other potential reforms being explored include licensing farmers’ markets and spas to serve alcohol and letting under-aged children have lunch at a pub with their parents during the day.

Public consultations run until Oct. 31 and a website for comments is to launch next month.

ban on anonymous contributions in municipal elections is among the reforms the provincial government is pledging to have in place the next time local voters go to the polls to elect councils in November of 2014.

Details on the changes are to be spelled out in a white paper next month.

But Community, Sport and Cultural Development Minister Coralee Oakes said additional changes will also require disclosure and registration of third-party advertisers in local government elections.

Sponsorship information will also be mandatory on all election advertising, and campaign finance disclosures will have to be filed within 90 days, instead of 120 days.

Limits on campaign spending for candidates, organizations and third-party advertisers are also coming, but they will be held back for implementation for the 2017 elections in order to allow more time for consultations.

The province is also expected to push municipal campaigns up one month, to run in the third week of October starting in 2017.

Oakes said the changes will improve transparency and accountability, calling them the most significant modernization of local election legislation in nearly two decades.

The changes will apply to elections for municipalities, regional districts, park boards, the Islands Trust and boards of education.

Union of B.C. Municipalities president Mary Sjostrom said she’s pleased with the commitment and said the government’s phased approach should ensure the changes work well for the full range of B.C. communities.

NDP local government critic Selina Robinson was critical of the delay to impose a campaign spending cap and said she’s not sure why the province needs more time and a white paper to act.

“What have they been doing?” she asked, adding six different ministers have had a combined six years to deliver reforms sought

hen it comes to walkable communities on the North Shore, Lower Capilano sometimes gets overlooked.

But it shouldn’t. According to walkscore.com, this fast-growing area is the third most walkable community in the District of North Vancouver, earning a rating of 75 — meaning most errands can be done by foot.

Walkscore.com notes that area residents — and there about 1,200 of them presently — have more than 70 restaurants, bars and coffee shops in the area.

“People in Lower Capilano Marine can walk to an average of 5 restaurants, bars and coffee shops in 5 minute,” it reports.

And with LOWER a spate of new mixedused developments sprouting up along the Marine Drive corridor there’s more and more dining, shopping and services to explore, including the recently opened Man Up Grooming, where men can get an old-school straight-blade shave and new-school mani-pedi, or choose from a variety of other services offered.

Within a short radius, you can also find books, speciality wines, tech stuff, clothing — and even a new car. Next, according to the DNV website, came the opening of the Tomahawk Restaurant (still thriving today, see page 36), then the development of a residential pocket called Norgate in the 1940s and later high-rises at Woodcroft and the International Plaza in the 1970s.

The next big change coming to the area will be the new village centre planned for Capilano Road and Marine Drive, and with it a host of new shops, residential buildings, pedestrian-friendly walkways and community amenities. (See page 35).

andra Tweed has lived in the same house in the 1200-block of West 15th for 15 years. She knows most of the neighbours on her street, but admits she never really got a chance to meet anyone living beyond that radius. Until last year. That’s when she and one of her friends in the neighbourhood decided to organize a neighbourhood block party.

Norgate’s tight-knit past and present North Vancouver neighbourhood’s community values haven’t changed since the 1940s

he safe, tight-knit community feel of Norgate, located east of the Lions Gate bridge, hasn’t changed from the time it was first developed. The land was originally cleared in the 1940s by developer Norman Hullah to build two airstrips — one for heavy aircraft and another for smaller planes to transport people to the North Shore.

When it was deemed too dangerous, due to proximity of the Lions Gate bridge, the project was called to a halt.

As the District of North Vancouver deliberated uses for the Norgate site, Hullah sought a $10,000 loan to secure an option on the property.

He proposed to build a housing project and was approved by district council due to the need for housing.

A total of 450 homes were built, 50 at a time. It required five separate construction crews to build a house in about one month’s time.

The three-bedroom bungalows, built on 60-foot x 100-foot lots and equipped with a carport and radiant floor heating, sold for $9,000 with $1,500 down and monthly payments of $45 for 15 years.

Realtor Mark Pelesh has lived in the community LOWER of Norgate for 13 years. From speaking with original owners of homes and families who once resided in Norgate, Pelesh has learned the community doesn’t differ much from its early days.

“There’s a real togetherness… in the sense that everyone is very caring with each other and looks out for each other. I think that’s been a long history of Norgate for a long time,” Pelesh said, adding he gets contacted from time to time from families who have left but still feel a connection with the community.

“They do move to different places around the world or they do move to different places on the North Shore, but they do tell me this: ‘We love the home that we moved to, but we miss the community of Norgate.’”

And there was lots of fun to be had: drinks and goodies, a pie-eating contest, street hockey, prizes, bouncy castle, water-gun fights, a demonstration by the local fire department and a series of community booths. And it was all for a good cause: the Soroush Ayandeh Mihan Institute, which cares for orphans in Iran.

“It’s a pretty busy street. It’s kind of cool to be able to walk down the middle of your street one afternoon a year,” says Tweed who approached the District of North Vancouver two years ago about getting a permit to shut down two blocks on West 15th.

Because Tweed and fellow organizers put up posters this year and invited local businesses it turned into a much bigger party, with a great deal of diversity.

The local mosque, which serves many nationalities, invited its worshippers to bring a dish from their home country. So, along with serving hot dogs they also served up a variety of international dishes, like for instance falafels, a Middle Eastern staple.

A group of Korean Buddhist nuns living in the neighbourhood cooked tofu on a por-

table grill outside their home and served a variety of fresh fruits.

“It was just really cool,” Tweed said of the event.

The best part for Tweed was seeing the kids have a blast and meeting people from the community.

“People getting to know each other,” she said.

Since the inaugural block party in 2012 Tweed has gotten to know people in the 1300block and beyond.

“I see them, and I recognize them, and it’s so much better.”

As anyone whose ever organized a block party knows it’s hard work — from acquiring permits, to organizing volunteers and food and much more.

But as the positive feedback flooded in, Tweed and one of the other organizers, Arlene King, began to immediately talk about next year’s block party.

Tweed has always known that Norgate has a strong sense of community. Now she just knows a few more neighbours by their first names.

A look ahead to the Lower Capilano-Marine Drive Village Centre

ig changes are in store for the Lower CapilanoMarine Drive corridor.

Taking the place of motels, parking lots and empty land, the plan is to build a community centre surrounded by apartments and small shops.

Around 1,200 units are expected over the next decade, incorporating small-scale commercial businesses such as cafes and produce stores.

“This creates an opportunity for seniors housing, for first-time home buyers and it gives people a choice in terms of their lifestyle.

Right now we’re largely a singlefamily community in the district… and this is an opportunity to bring that diversity, “ said Brian Bydwell, District of North Van’s manager of planning, properties and permits.

The Lower Capilano-Marine Drive Village Centre is one of four village centres planned for the district, including hubs in Maplewood near Dollarton Highway and two in Lynn Valley. The implementation plan was approved by council in April, but each project still needs to go through a public consultation process before approval.

Right now there are five motels within the Lower Cap Village Centre, many with a low-occupancy rate. The plan is to cut the number of units from 380 to about 150 into one hotel site on Capilano Road to make room for more viable apartment and commercial space.

The vision is a compact, pedestrian- and cyclist-oriented village.

There is already a pre-application for approximately 260 residential units, a restaurant and commercial space for the Grouse Inn site and another major application for a vacant site that would house 450 units and the community centre.

“We anticipate that both of those projects could actually get to a public hearing late this year,” said Bydwell, adding construction would begin in phases over the next few years if the developments are approved.

Although the Marine DriveCapilano Road corridor already has heavy traffic, particularly around rush hour, Bydwell said the new developments won’t significantly add to congestion because of rapid transit and biking networks.

s the Lower Capilano Marine Village Centre plans start taking shape, area chefs are sharpening their knives in preparation for a new wave of customers.

The dining options along and just off the area’s main drags — Marine Drive and Pemberton Avenue — are endless.

Many of the area’s culinary offerings — Greek, Asian, Italian, Persian — reflect Vancouver’s multicultural makeup. Also in the mix are a couple local institutions that evoke nostalgic memories when you walk through the door.

A couple streets over, at 1550 Philip Ave., the legendary Tomahawk Restaurant is still serving its famous burgers alongside First Nations artifacts almost 90 years later.

The original Tomahawk Barbecue opened in 1926 where Norgate Shopping Centre now stands. It held the honour of being Vancouver’s first drive-in restaurant, and today remains the oldest family-run eatery in the country.

“As Marine Drive is evolving with the new residential developments, we wanted to invest in our restaurant,” said Hurricane Grill owner Ash Ranjbar.

And the neighbours have responded well to the restaurant’s rebranding.

“This is the second time I’ve been here this week,” says Hurricane Grill patron Harrison Cook, who lives in the Hamilton Avenue area.

“I had the poutine yesterday, and that was very delicious.”

A drink menu mainstay is the Hurricane, a blended strawberry and mango puree cocktail that contains equal parts amber, dark and white rum. There are also 10 beers on tap, including an amber ale from neighbouring microbrewery Red Truck Beer Company.

t used to be that corner stores were go-to spots for five-cent candies, chocolate bars and a quart of milk or loaf of bread — in a pinch.

And that expanded menu means there’s less reason to rush in for a last-minute ingredient for dinner when you can take a seat on the patio and order a delicious meal.

nvironment Minister Mary Polak says advice she got from staff in June on the inadequacy of B.C.’s oil spill response capability largely underscored what the government had already disclosed a year ago.

She was responding to the Freedom of Information release of her ministerial briefing book, which warned the environment ministry isn’t adequately staffed to meet existing oil spill risks, let alone those from proposed new export pipelines.

“Even a moderate-sized spill would overwhelm the province’s ability to respond and could result in a significant liability for government,” the document said.

Enbridge’s proposed Northern Gateway project could spill 21,000 barrels of diluted bitumen into the B.C. wilderness.

Polak said in an interview little of the information came as a surprise.

The province last summer released a series of reports that bluntly spelled out B.C.’s deficiencies to backstop its demand – issued at the same time – that any new heavy oil pipeline meet five key conditions, including world-leading marine and land spill protections.

Although her briefing book said spill safeguard requirements imposed on industry in both Washington State and Alaska are “far in excess of what is required in B.C.” the 2012 documents went into considerably more detail.

“That’s the entire basis for the work we have undertaken,” Polak said. “What I saw in the briefing notes just added to the urgency of conducting that work. It reminds you that while industry continues to develop and our economy grows, we have not over time kept pace with the changes.”

Proposals to improve both marine and land spill responses are in the works for release later this year or early 2014.

The land response initiative aims to improve prevention and cleanup measures not just for pipelines, but also for hauling petroleum by train or tanker truck.

Marine rules also must improve safety not just for oil tankers but less obvious sources of potential spills, Polak said, such as large cargo ships that carry as much bunker fuel oil as a small tanker.

NDP environment critic Spencer Chandra Herbert accused the province of stacking its oil spill advisory committee with industry representatives and said that’s unlikely to lead to world-leading spill prevention policies.

“The government is allowing the oil industry to dominate the discussion, when a major spill would devastate not only our environment but other key industries like fishing and tourism, whose interests should be represented at the table,” he said.

Polak said more sectors will be consulted, but added it’s reasonable to work closely with the industry at the outset to evaluate its operations and capabilities.

A land spill response corporation or cooperative funded by industry, similar to the one charged with cleanup of marine spills, is one potential option.

Petroleum movers want to be involved, she added.

“They recognize it’s part of the social licence they need to have in place to operate in this province,” Polak said.

Asked about the federal government’s decision to relocate its Vancouver oil spill response office to Quebec, Polak said it’s too soon to say what the impact may be.

“It’s a concern whenever you have change,” she said, but added B.C. may seek a different spill response coordination system.

“We believe we’ve seen progress,” Polak said of shifts in Ottawa’s approach to oil spill risks.

“We’ve moved from a place where there wasn’t a fulsome recognition on the part of the feds of our needs here on the west coast to the point where they appear to be interested in collaborating with us on this.”

Meanwhile Tom was ascending the executive ladder with the Canadian Lawn Bowling Council (now Bowls Canada), serving as vice-president in 1979 and eventually president in 1983.

Then, while Muriel was rising to the presidency of the Canadian organization in 1990, Tom was on his way up on the world level as vice-president of the International Bowling Board, the organization of which he would become president in the mid-1990s.

Both Tom, in 1985, and later Muriel, who was Vancouver & District Bowls Association president in 1996 and ’97, were honoured as life members of the North Vancouver Lawn Bowling Club.

In 1996, they were given the President’s Award by Bowls BC in recognition of their extraordinary contribution to the sport in this province. Before his death at 80 in 2002, Tom was bestowed with Honourary Life Membership in the world bowls organization.

The Holness’ son Brian and his wife Heather (Duncan’s parents) met at St. Andrew’s United Church at St. Georges and East 11th in 1976. Heather was in North Van at the time, moving from Vancouver to live with her sister and attend Argyle for Grade 11 while her parents were away for a year on Gabriola Island. If Heather wanted to see Brian, she tells me, she had to love lawn bowling too. She did and they married in 1979. Last Friday it was Brian who expertly assembled a slideshow of photos, edited from the hundreds of pictures taken by an army of volunteer photographers during the Canadians, and showcased at the championship banquet.

Of course you want to know about those bowls of Duncan’s. After taking up the sport in Maple Ridge while in high school, he decided he liked playing with size sevens, the largest made and only good for the chosen few who can handle them. They are difficult to find, requiring a special order. Then he learned of an auction of used bowls at the North Van club. A set of size sevens was up for grabs. Naturally no one wanted them except Duncan. He’s been bowling with them ever since.

The pairs teams of Nancy Speers and Barbara Gandy of North Van and Tim Mason of West Van, with his playing partner Hiren Bhartu of Nanaimo, both placed sixth in their respective women’s and men’s competitions.
