Residents on both sides of the border have concerns over a set of radio towers proposed in Point Roberts near Tsawwassen. BBC Broadcasting has applied to Whatcom County for zoning approval in order to move its AM radio station KRPI’s five 145-foot tall radio antennas from Ferndale, Washington, to a 4.3-hectare site in Point Roberts at the corner of Tyee Drive and McKenzie Avenue.

KRPI, which bills itself online as “Your #1 South Asian Voice,” states on its website that it broadcasts at 50,000 watts during the day and 10,000 watts at night to listeners in the Bellingham and Vancouver areas. BBC Broadcasting is asking Whatcom County for “zoning conditional use approval” for the Point Roberts site, which is currently zoned rural, a use that is permitted for a public utility such as a radio communication facility.

A March 2011 engineering report on the site selection process stated that BBC Broadcasting was looking for a new site to “relieve Ferndale residents of the problems that the current location had caused in an effort to repair ties with the community that no longer wants a transmitter site and is unwilling to support the station.”

A 2005 document recorded complaints from Ferndale residents who said KRPI interfered with other radio stations, and that the station came through their telephone lines, speakers and baby monitors. One church pastor wrote that KRPI interrupted the con-

In an email to the South Delta Leader, Tsawwassen resident Greg Edwards said the people of Tsawwassen and Point Roberts should be given as much consideration as those in Ferndale.

“Shouldn’t the owner of this radio station address the problems he has created in Ferndale rather than move them to The Point and Tsawwassen?”

Point Roberts resident Steve Wolff said the cynic in him suspects KRPI chose Point Roberts because of its proximity to potential listeners in the Lower Mainland, not to benefit the Whatcom County community, noting his friend sent him a photo of a KRPI advertisement on a Metro Vancouver bus.

“There’s absolutely no Punjabi or Telu-

gu speakers here in Point Roberts. Everyone is worried about being racist, but that’s just the truth.”

He also suspects KRPI of trying to avoid backlash from Tsawwassen residents by locating in the U.S. “It could be on the Tsawwassen side, but do you think the Tsawwassen residents are going to allow this on their side? Look at the fight over the power lines,” Wolff said, referring to local outrage when the provincial government upgraded power lines through Tsawwassen a few years ago.

He is concerned about the potential health impact of electromagnetic radiation on nearby residents, and that a number of second and third growth trees will have to be cut down.

“We don’t want to cut down all our

trees and be just a suburb. We want to be something a little different than that, and that’s a huge deal for everybody.”

Whatcom County’s planning and development services department has posted a number of reports on its website related to the application.

A review by the National Environmental Policy Act (NEPA) concluded the facility would have no effect on any endangered or threatened species, and that the amount of trees to be removed “is unlikely to be considered deforestation and does not constitute a significant change in surface features.”

An avian risk assessment states the communication towers “are not a significant or major risk to birds,” noting the design conforms to U.S. Fish and Wildlife Service recommendations.

Another report by consulting engineering firm Hatfield and Dawson states that KRPI plans to mitigate the effects of “blanketing interference” from a transmitter on Tyee Drive in Point Roberts and has set up a process to handle “blanketing complaints.”

The deadline for written comments to the county’s planning and development services department was Aug. 16.

Suzanne Bosman, a senior planner with Whatcom County, said that although Point Roberts residents were hoping the comment period could be extended, they had no legal authority to do so.

Comments will still be accepted by the hearing examiner until the date of the public hearing, but they might not be included in the planning staff ’s report.

Bosman does not expect a hearing to be held until at least mid-October.

The movement to decriminalize marijuana possession is underfoot – and up high. Two billboards promoting the Sensible BC campaign are now running on Highway 99 by the Massey Tunnel, with a third on Highway 91 by the Alex Fraser Bridge.

The billboards ask those driving by to join the Sensible BC marijuana referendum campaign and direct them to the group’s website (www.sensiblebc.ca).

The movement aims to collect enough signatures to launch a referendum on how pot possession is policed in B.C.

The group must gather signatures from 10 per cent of registered voters in each of the province’s electoral districts within a 90 day period, which starts in little over two weeks on Sept. 9.

“Right now our main focus is to register as many canvassers as possible all around the province,” Sensible BC founder and director Dana Larsen said in a media release, adding they have currently registered 1,000 canvassers with a goal of 5,000.

Larsen recently returned from touring towns in B.C.’s northern interior and was on Vancouver Island when reached by phone earlier this week. He said he will host a series of events in the Lower

Mainland soon, including South Delta, but didn’t have a schedule just yet.

Sgt. Ciaran Feenan said the Delta Police Department does not have an official position on the movement and the group’s proposed Sensible Policing Act, which hopes to amend the BC Police Act to decriminalize the simple possession of cannabis in B.C. and eventually work toward legal regulation.

“Essentially, we have to enforce the laws that are currently in place, and that would be our role,” Feenan said.

“Whether it be provincial or federal our mandate is to enforce those laws, and so in terms of a position relative to the Sensible Policing Act, we don’t have one.”

On Tuesday, the Canadian Association of Chiefs of Police proposed giving police the option of handing out tickets for the illegal possession of marijuana opposed to laying criminal charges.

“The CACP is not in support of decriminalization or legalization of cannabis in Canada,” the CACP said in a release.

“It must be recognized, however, that under the current legislation the only enforcement option for police when confronted with simple possession of cannabis, is either to turn a blind eye or lay charges. The latter ensues a lengthy and difficult process which, if proven guilty, results in a criminal conviction and criminal record.”

McDonald the big spender in Delta South The BC Liberals spent $11.75 million this year on their way to a comefrom-behind provincial election victory. The governing party, which listed $8.5 million in donations, out-spent the NDP, which listed spending of $9.4 million and received $9.7 million. The disclosures released by Elections BC Monday (Aug. 19) include amounts spent before the formal 60-day campaign period when specific limits apply. The Liberals spent more in advance of the May 15 election. Within the 60-day campaign itself, the Liberals spent nearly $4.3 million to the NDP’s $4.1 million.

In Delta South, the BC Liberals failed to unseat independent incumbent Vicki Huntington despite outspending its opponents. Huntington cruised to victory, defeating BC Liberal candidate and Delta councillor Bruce McDonald by 2,500 votes with 48 per cent of the popular vote.

Huntington spent $70,456 to McDonald’s $106,817. Her biggest donation came from her own pocket ($8,528), followed by contributions from the Sundance Inn Banquet and Catering where she held her election night party ($2,032), and Willard Holdings Inc. ($2,000). McDonald’s largest corporate and individual donations came from Westshore Terminals ($5,000), Millennium Pacific Greenhouses president Shirvan Bakhtiyari ($3,000), and the New Car Dealers Association of B.C. ($2,500).

Third place finisher, NDP candidate Nic Slater, spent a total of $34,658.

Deas Slough float home village goes to public hearing ❙ Kristine Salzmann newsroom@southdeltaleader.com

An application to build a float home village on Deas Slough was forwarded to a public hearing last week. On Aug. 12, Delta Council gave first and second readings to a bylaw that would permit the subdivision and construction of 11 single family homes on upland lots and 11 float homes on proposed water lots at 6303 River Road, east of the Massey tunnel.

Coun. Scott Hamilton said he is happy to see the proposal, put forth

by Kyan Management Corporation and Grove Crest Stables Ltd., go to public hearing because he feels there is a lot of misinformation in the community about the project.

“There’s a certain amount of confusion associated with how far, for example, the water lot exceeds out onto the slough – essentially what sort of effect it’s going to have on the activities that take place on the slough . . . My understanding is that really there is not going to be the impact that a lot of people are suggesting there will be,” he said.

A staff report said feedback has been received from 73 people, many who are concerned with the potential impact the float homes would have on the navigational and recreational uses of Deas Slough.

Coun. Robert Campbell said he believes rowing activities and events are compatible with the proposal “and that the two can exist together somewhat in harmony.”

Other residents expressed concern over the potential environmental impact of the development on the riparian area (the area linking the water and land).

The staff report states that the upland lots were chosen to mitigate the impact on riparian fish

habitats, and that the developer plans to plant riparian vegetation along the foreshore and on an island within Ladner Reach to compensate for the footprint and decks of some of the homes. An environmental report submitted by Envirowest Consultants has been accepted in principle by the Department of Fisheries and Oceans.

The developer must still receive approval for the establishment of the water lots from Port Metro Vancouver. The public hearing will take place Aug. 27, 7 p.m. at Delta municipal hall.

Corp. of Delta to look at bus funding issue The municipality will be brainstorming possible solutions to the school district’s bus funding shortfall, although Coun. Bruce McDonald warned that doesn’t mean the problem will necessarily be fixed.

Last April the Delta School District eliminated all walk-limit and safety bus routes – maintaining buses only for students with special needs – when faced with a shortfall of $728,000. Trustees blamed the provincial government for slashing its transportation budget, forcing them to make cuts worth $380,000 in each of the next two school years.

At a council meeting last week (Aug. 12), Coun. McDonald said the Delta Council/Delta Board of Education liaison committee, of which he is a member, will be discussing potential alternatives for students.

“We will look at what possible abilities there are . . . but I think people shouldn’t misunderstand that comment that this will be fixed, because we don’t have a solution at present and we don’t know exactly what possibilities do exist in partnership with the community and

the school board and with council or whatever.”

The busing issue came up at the meeting when council was asked to look at increasing the municipality’s grant to the school district for its adult school crossing guards by $8,000 (up to $93,420 from $85,421), which would allow for an additional crossing guard each at Holly Elementary in Ladner and Gray Elementary in North Delta.

Coun. Scott Hamilton said the adult school crossing guard program has been supported by the municipality for more than a decade. Although he wasn’t on council at the time, Hamilton recalled, “The debate around the table really centered around the safety of the children who were attending Delta schools, and that’s why Delta then stepped up to fund this program.

And the way I see it, the busing situation deal is as much about the safety of our children as the school guard crossing program did at its time.”

The crossing guard grant increase was referred to the Delta Council/ Board of Education liaison committee. Coun. Robert Campbell supported the referral, but warned against accepting additional downloading from the provincial government.

“We willingly take them [provincial issues] on because people come to us and talk to us about the safety of our kids and the safety of our community – and we rightly are there protecting them, that safety, and protecting our citizens. However, the provincial government will see this as an easy dumping ground for programs that they can offload and see that the local government will pick up the slack,” Campbell said.

The president of the union representing local municipal workers says he is dismayed by a recommendation by Delta Police Board to close its holding cells and take prisoners to Surrey RCMP headquarters in South Newton.

However, Delta Police say the move will save taxpayers more than $1 million and will improve the safety of both staff and prisoners.

“Our members are concerned about this for several reasons,” said Darryl Robison president of CUPE Local 454. “One is the obvious loss of approximately one full-time and nine part-time positions, but we will also see our Delta police officers taking prisoners to Surrey, which clearly makes them unavailable to respond to events in Delta.”

Robison suggested the move might be a first step toward moving to a regional policing model, pointing out the Delta Police Board

is considering contracting out the work of dispatchers and other civilian staff. Both Delta Police Chief Jim Cessford and Mayor Lois Jackson, who serves as chair of the Delta Police Board, have previously stated they don’t support a regional policing model, but Robison said these steps contradict those statements.

Robison said based on statistics collected between 2009 and 2011, the move means there could be more than 1,000 trips to Surrey a year by Delta Police officers.

“That is far too much time away from our community,” said Robison.

“Our Delta Police officers should be spending their shift in Delta, not Surrey.”

Delta Police began negotiations with Surrey RCMP last year to have suspects who are being held overnight or longer to be transferred to Surrey. Suspects will remain in Delta holding cells if police plan to release them the same day.

The Surrey facility is located about 4 km from the Delta border, and is

significantly closer to North Delta than the existing holding cells in Ladner.

Delta Police deputy chief Rich Drinovz said the local constabulary reviewed its detention facility service and believe that the safety of our staff, officers and the prisoners is not up to standard due to the condition of the facility.

“The costs could range from $1- to $1.5-million to bring the facility up to standard,” he said. “This is not possible at the moment so we are proposing an agreement with the City of Surrey to lodge long term prisoners for the time being.”

The agreement still needs to be approved by Delta Council.

Residents across B.C. are being asked to join a class action lawsuit against BC Hydro that would deliver a permanent optout from the controversial smart meter program.

Delta resident Maria Plant plans to pony up the $100 cost to join the lawsuit, saying she’s upset with the way the meters were rolled out.

Plant said BC Hydro assured customers the smart meters aren’t harmful, but have not assured people they’re safe because they don’t know what the long-term effects of exposure to smart meters might be.

“People assume, as I did, that technology is safe for us because Health Canada and the government protects us,” she said. “So, I had assumed that, for instance, my cordless phone technology was getting better, not worse.”

But Plant said she started getting reactions in her eardrums to electromagnetic field emissions (EMFs) from objects like cordless and cell phones, microwaves, televisions, and other electrical devices. During prolonged exposure to EMFs, Plant said she gets headaches, a common side effect of those who are sensitive to the emissions.

As smart meters emit EMF pulses to BC Hydro data collectors installed throughout the province, Plant said she is upset

Many objectors claim health concerns or sensitivity to EMFs, although third-party tests have found emissions from smart meters are low compared to other sources.

BC Hydro’s smart meters operate at significantly lower radio transmit power than cell phones and are active for less than one minute for day, transmitting the radio frequency equivalent of a 30-minute cell phone call over its 20-year life span. As well, the smart meter collector uses about one watt of power.

Dr. Patricia Daly, the Chief Medical Health Officer for Vancouver Coastal Health, confirms there is no known health risk and no reason for concern.

Plant lives in a condo strata and was concerned BC Hydro would do a blanket installation while nobody was home. So she wrote to her strata property manager, who took her concerns seriously.

Only one smart meter has been installed in her building so far.

The provincial government has indicated those who still have analog power meters they want to keep will be able to pay around $20 a month extra to continue manual meter readings.

“What is the government allowing this sort of experimentation to be done on human beings?” said Plant. “To me, it’s outrageous, unethical, and totalitarian.”

BC Hydro has installed an estimated 96 per cent of the smart meters across B.C., although 60,000 households have refused their installation.

Victoria resident Sharon Noble, with the group Citizens for Safe Technology, said success in convincing a judge to certify the class action may hinge on how many people take part.

She estimated Wednesday that 100 to 150 people are registered–a start she called slow– but added hundreds more signups are likely in progress.

Given the number of people who have blocked smart meter installation or had one installed against their wishes, she said, it would be surprising if thousands don’t join the lawsuit.

“The courts would be very influenced by having a large number,” Noble said, adding a judge could soon begin considering whether to certify the class action.

“The more people we have signed on by then, the more likely the courts would look on this as being a very significant movement, as opposed to a movement of a handful.”

BC Hydro has not yet issued its response to the claim filed on July 25.

“BC Hydro will work through the judicial process to explain why we are obligated to replace a customer’s meter when there is potential for a safety hazard,” said Greg Reimer, executive vice-president of transmission and distribution, in a statement.

He said both the B.C. Court of Appeal and B.C. Utilities Commission have previously dismissed smart meter legal challenges and that Hydro has “acted at all times within the law.”

A three hour time limit for parking in Ladner Village will begin in September following consultations between the Corporation of Delta and the Ladner Business Association.

The enforcement will be in effect from 9 a.m. to 6 p.m. Monday to Saturday in key areas of the village that have been identified as problem parking areas.

“Anyone that’s a visitor to downtown Ladner from 10 a.m. to four or five in the afternoon I think will tell you that it’s getting pretty frustrating, especially on Delta Street and certain areas of the old village

to find a parking stall to go in and do a bit of business,” said Coun. Ian Paton at Monday’s municipal council meeting.

One of the problems that’s been identified is village employees showing up to work in the early morning and taking the premium parking spots and remaining there until the end of their shift. Paton said this is causing traffic congestion as shoppers circle the village looking for a place to park.

Currently, the time limit on street parking in Ladner Village varies between 30 minutes, one hour and two hours, but is completely unenforced. Earlier this year, the LBA met with Delta staff to discuss revising

the time limit on street parking to three hours throughout Ladner Village, with the exception of a 20-minute zone in front of the bottle depot.

Enforcement is expected to utilize a camera system that would take photographs of license plates in order to track the amount of the time a vehicle is spending in one spot. Those in violation of the three hour limit will receive a warning first as part of the normal procedure for educating the public on new bylaws.

Delta’s Erhart joins Giants

New assistant coach lands dream job close to home

M

att Erhart’s hockey career has taken him across the continent, but the new assistant coach of the Vancouver Giants couldn’t be happier to back in his own hometown of South Delta.

Erhart grew up in Ladner and graduated from Delta Secondary School. After two seasons playing for the Junior A Surrey Eagles, where he finished as a pointper-game blueliner and won the 1998 Royal Bank Cup National Championship, Erhart accepted a full-ride scholarship to NCAA Division 1 Quinnipac University in Hamden, Connecticut.

Erhart graduated with a degree in business administration and was honoured as the school’s Senior Scholar Athlete of the Year. The lessons he learned in the classroom have helped him in his current career as a hockey coach.

“A hockey team is like any other organization,” he says. “You’re managing 25 different personalities. It’s no different than managing 25 employees.”

Erhart got his start coaching with the South Delta Minor Hockey Association not long after graduating, where he coached the likes of Brendan Gallagher of the Montreal Canadiens, and a host of WHLers, including Taylor Peters, Colton Jobke, and Spencer Humphries.

Just as he had done as a player, Erhart quickly moved up the rungs on the development ladder as a coach.

“Every step up, you’re moving to another level,” he says. “Players’ roles get more specialized, and so does the coaching.”

Erhart soon graduated to major midget, coaching

the Greater Vancouver Canadians, before moving behind the bench of his old team, the Surrey Eagles, first as an assistant and then as head coach.

In three years with the Eagles, Erhart amassed an impressive record of 106 wins, 50 regulation losses, and 20 ties and overtime losses. This past season, he guided the team to a BCHL championship, a Western Canada Cup championship and an appearance at the Royal Bank Cup national championship tournament in PEI, becoming the only person to participate as both a player and coach.

Naturally, it wasn’t long before the Western Hockey League came knocking.

“It’s always been in my head that I’d love to coach for the Giants some day,” he says. “When [Vancouver Giants general manager] Scott Bonner called, it was a pretty quick yes.”

Erhart says being able to work with journeyman Giants coach Don Hay is a dream come true.

“You can’t beat this as a younger coach,” he says. “To be able to sit in an office next to [Don Hay] and be able to pop my head in and benefit from all his years of experience… that’s not something that’s available to a lot of coaches.”

As a former defenceman, Erhart’s key role will be working with the Giants young corps of blueliners.

While the Giants are coming off their worst season since their expansion year, Erhart sees plenty of reasons to be optimistic.

“Last year, the team was very young, but there’s a lot of really good pieces in place,” he says. “I’m really excited to be here, and assist Don in helping this team move forward.”

The time has come for drug law reform

F

ailed NDP leadership candidate Dana Larsen and his group Sensible BC are set to kick off their campaign next month to force a referendum on marijuana policy. Much like the ultimately successful Fight HST petition in 2010, Larsen hopes to use the Recall and Initiative Act to force an end to what he sees as archaic and draconian drug laws.

Specifically, Larsen and his group want to prohibit the use of police resources in B.C. to enforce drugs laws aimed at the possession and use of marijuana.

Larsen will need to get more than 10 per cent of registered voters in each of B.C.’s 85 electoral districts to sign the petition in order to force a province-wide referendum on the issue. He’ll have 90 days to do it, beginning next month.

Larsen is no doubt emboldened by the success of the Fight HST campaign, not to mention the recent move by Washington State to legalize recreational marijuana use there.

And much like the Fight HST campaign led by former political pariah Bill Vander Zalm, the electorate will have to look past the Larsen’s personal shortcomings and focus on the issue at hand.

Of course it’s no secret that Larsen loves to smoke his pot.

He was a founding member of the Marijuana Party of Canada, former editor of Cannabis Culture magazine and published a Harry Potter parody titled, Hairy Pothead and the Marijuana Stone.

He was turfed as an NDP candidate in the 2008 federal election after video footage surfaced of him taking LSD. But while Larsen’s background might smell skunky to many, it is important to separate the message from the messenger.

And the message is clear: Marijuana prohibition does vastly more harm than good.

It’s a message that is increasingly finding an audience.

An Ipsos poll conducted last year found that 66 per cent of Canadians support the decriminalization of marijuana in small amounts. Twenty-five years ago, that number was just 39 per cent.

It’s an encouraging trend.

Marijuana prohibition funds organized crime, wastes taxpayer dollars, wastes police resources, and makes the drug easier for young people to obtain.

Larsen should be commended for going after an issue that most provincial politicians are too afraid to touch. His message is one that deserves to be heard.

Parents get something out of programs too

T

he other day, I was thinking about how my needs often aren’t that different from my toddler.

Like toddlers, there are times when parents need to vent. We need to learn. We need our choices to feel validated. We need to socialize.

And for all this, we need support.

I’m fortunate to have a loving, supportive family, but on weekdays it’s mainly the dynamic duo of Elise and I. And as much as I love my daughter, sometimes I need to talk with someone who can put together more than a four-word sentence.

My salvation? Family drop-in programs.

On weekday mornings, I often take Elise to Semiahmoo Family Place (SFP), a family resource centre in South Surrey, or to a StrongStart BC program in Cloverdale. The two early learning programs – the first a non-profit with a nominal fee and the latter a program funded by the Ministry of Education – have become a regular part of my schedule, places we go to without second thought.

From our first day we were warmly welcomed and made to feel at home by the educators, not to mention the fellow moms, dads and caregivers who bring their babies, toddlers and preschool-aged children to the programs.

Nowadays when my daughter and I leave our house in the morning, I look forward to finding out what familiar faces I’ll see that day.

And I noticed, while sending out e-vites for Elise’s second birthday, that many of my friends are new within the past year. These are fellow moms I’ve met through SFP and StrongStart and with whom I now make play dates outside the programs.

Elise and I would have a bad case of ennui – or we would have spent a lot more money on other activities – if it weren’t for these two places.

And how sane would I be today without the people I’ve met there? Sitting with another mom who has gone through similar trials while our children do puzzles has done wonders for my mental well-being, which in turn makes me a better parent.

I might be a more attentive parent at these programs as well, a sentiment echoed in a conversation I had with another mom. At StrongStart, she noted, she’s not worried about dirty dishes and unwashed laundry and can devote her attention more fully to her daughter. Now, my impression of this mom is that she’s a great mom all the time. But I get her point. At home there are meals to be made, floors to be swept.

Of course, I wouldn’t take Elise if she didn’t look forward to it. She eagerly talks of seeing the educators at StrongStart and SFP (mentioning them often gets us out the door in a more timely fashion) and asks by name if her little friends will be there. She finds joy in dancing during circle time, attempting crafts, molding Play-Doh, and discovering new toys.

Pamphlets on community resources are also available at the programs, and the educators themselves are endless sources of information, even if it’s simply in watching how they interact with the children.

Semiahmoo Family Place and StrongStart BC have enriched my past year as a parent, and have surely positively impacted Elise’s development as well. I hope they continue to receive the support from the community and provincial government that they deserve.

Letters to the editor Delta residents should be consulted about radio towers The FCC has given KRPI a licence to build a high-wattage transmitter on the Point Roberts Washington side of the border not far from us and many others in Tsawwassen, B.C. What treaties and agreements must such a trans-border broadcaster obey in order to put out 50,000 watts during the day and 10,000 at night so close to a populated area?

Most of KRPI’s listeners live in Surrey B.C., so why is this company moving its transmitter farther away from them, to the west, to Point Roberts-Tsawwassen, an area that is more populated than Ferndale, the site of its present equipment?

There are many complaints on file from Ferndale residents about the interference that KRPI is causing: Shouldn’t this radio station solve the problems it has caused in Ferndale rather than move them here?

Should this transmitter be relocated to our area, what are the remedies that KRPI will be obligated to take should their signal interfere with consumer electronics, medical equipment and so on?

The Ferndale residents mention a “constant hum” in their complaints: Is a radio station obligated to muffle its transmitter’s hum to

the point of being inaudible? If so, how? If not, why not? Point Roberts and Tsawwassen are two very quiet and peaceful neighborhoods, so we certainly don’t want KRPI’s “constant hum” disturbing our part of heaven.

People who decide to live in Point Roberts and Tsawwassen make many compromises in order to enjoy this area’s serenity, so we expect any industry that comes in to it to respect current conditions, giving us the consideration we’re due.

Don’t believe the Southlands fear-mongering Congratulations to Century Group for receiving first and second reading for its Community Farm and Southlands Proposal.

At that meeting, a very prominent and outspoken opponent to this proposal, unable to find a seat because it was full of Southlands supporters, was overheard talking to his colleague about the need to update/reactivate a website and stated that, “we need to re-instill fear into the community about Southlands.”

His comments were not about the merits of the proposal or any specific objection to it, but rather, about creating a fear campaign

for Delta residents. It is disappointing that an individual or a group would attempt to divide a community based not on facts, but on fear. The truth is, no matter how much fear they try to create in the next two months leading up to the public hearing (and they will try) this Proposal is not going to cause the sky to fall, as they would have you believe.

Instead, it is an incredible opportunity for all of Delta. It is clear that there is a shift in the attitudes of people in Delta toward supporting the proposal. I attribute this shift to the strength of the proposal itself which, after having been objectively presented by Delta and objectively received by attendees at the recent public information meeting, is seen as a good vision for Tsawwassen and Delta as a whole; and the implosion and loss of credibility of the opponents.

Just because one puts the word “Facts” in their name, does not guarantee it cares about, speaks about or even knows the facts.

Logical folks who support this once-in-a-lifetime opportunity must seek out actual facts, come out to the public hearing and help Delta make the best decision for the greater community, not just a few.

Pressure on for skills training

A

dvanced Education Minister Amrik Virk has offered some advice for students heading for post-secondary education this fall.

In a commentary sent to B.C. newspapers, Virk reminded students that his task “is to ensure post-secondary students obtain the experience and qualifications needed to put a paycheque in their back pocket.”

B.C. is forecast to have one million jobs to fill by 2020, through a combination of retirements and economic growth. More than 40 per cent of them will require trades and technical training, and for students, likely a move north.

“My advice to students is to look at where the jobs are based and tailor their education and training to match,” Virk wrote. “Our population is concentrated in the Lower Mainland and southern Vancouver Island, but as a resource-based economy, many directly and indirectly related jobs are located elsewhere.”

That’s not the only blunt message for students deciding on a career. While defending his ministry’s spending plans in the recent legislature session, Virk described some of the problems that are entrenched.

Parents, particularly in immigrant communities, push their children towards medicine, law, dentistry or engineering, he noted. Students themselves gravitate toward areas that are familiar to them, such as teaching.

B.C. universities graduated 2,000 new teachers last year. Another 850 arrived from out of province and were licensed to teach in B.C. During the same year, the B.C. school system hired 800 teachers. And many of those jobs were outside metropolitan areas.

It’s been hammered into us by the B.C. government’s endless “jobs plan” advertising, and a similar campaign by Ottawa, that more students need to focus on trades and resource industries. Virk acknowledges that his budget contains another $1 million for adver-

tising, the same as last year, much of it to reinforce the need to fill skilled jobs. But he danced around the question of whether there will be spaces in technical programs.

NDP critics say the waiting list for these kinds of programs at Kwantlen University and B.C. Institute of Technology are running between a year and three years. And they have frequently noted that advanced education spending is budgeted to decline by $42 million over the next three years.

Virk said post-secondary institutions working with industry have produced 456 additional seats in high-demand programs for this year. It’s a start.

In July, Premier Christy Clark joined the chorus of premiers protesting Ottawa’s plan to claw back $300 million in federal training money to provinces, for its new employer-driven Canada Jobs Grant. Clark and New Brunswick Premier David Alward were assigned to find an alternative to this drastic shift and report back in the fall.

As usual, the NDP spent lots of time grilling Virk about student debt and the alleged need to reduce it. Ministry statistics show that about 30 per cent of students take out loans from the federal-provincial program, and the average is $20,000.

One of the latest changes is a program of grants that go toward student debt as a reward for those who complete their chosen program. With 23,000 students collecting $41 million in grants, it might be working.

For all the fuss about student debt, students pay only about a third of costs. The rest is on taxpayers, whether it produces any useful education or not.

Virk is under instructions to review the student loan program “to find further improvements to meet students’ needs.” Given the magnitude of the gap between what skills our education system produces and what the economy needs, a larger shift in priorities is needed.

Robin Silvester, CEO of Port Metro Vancouver, is now saying that for the Port to keep growing they need an Industrial Land Reserve.

On the face of it this seems reasonable - until that is you look at the port’s expansion plans.

Rather than using industrial land for their next expansion - a second container port in Delta - they plan to denigrate Roberts Bank, one of the most important ecosystems on the West Coast, by constructing a man-made island one third the size of Stanley Park. If this were to go ahead it would compromise a critical stop on the Pacific Flyway for millions of migratory and other shorebirds and likely cause population level declines for the

Western Sandpiper. It will also result in changes to tidal flows further impacting juvenile salmon runs, as well destroying productive eel grass and crab habitat.

To justify their man-made island Mr. Silvester keeps trotting out the same tired old story about jobs that the port creates. The only problem is that the majority of jobs he claims the container port will create are not directly port related and are likely to exist whether the port expands or not.

Furthermore the proposed second container terminal would be so mechanized anyway that very few permanent jobs would be created.

Port Metro Vancouver claims that it is looking forward to “... a future of sustainable prosperity where we leave a strong positive legacy for future generations.” The strongest legacy that Port Metro Vancouver could leave for future generations is a Roberts Bank free of any further port expansion. That is the true definition of sustainability - not one where the environment and community are subservient to the Port’s inflated business plans.

y any metric, the 2012/13 season was one the Vancouver Giants would just as soon forget.

With the team’s worst performance since its 2001/02 expansion year, the South Delta-based hockey club failed to make the Western Hockey League playoffs for the first time in 11 seasons after mustering just 21 wins.

“Last season was disappointing, and we went through the year rebuilding,” admits longtime head coach Don Hay. This will be Hay’s 10th season at the helm of the Giants, and his 15th season as a head coach in the WHL, with three league championships and three Memorial Cups to his credit in that span.

Last season marked just the second time in his WHL career one of his teams has posted a losing record.

But as Giants training camp gets underway this week here in South Delta, there is much reason for optimism, according to Hay. For one thing, last year’s result was due in no small part to the

team being so young and inexperienced.

In a league where championship teams are stacked deep with 19- and 20-year-olds, little more than half a dozen Vancouver Giants skaters were legally able to have a pint of beer after a home game at the beginning of last season.

But as the Giants’ season progressed, its young core of players began to hit their stride, with the team going 6-4 in the final 10 games.

“We had a lot of young players, but they were able to get a lot of experience and opportunities you don’t normally get at that age,” says Hay. The added ice time many of the team’s young players got last year will put them in a better position this year, and help further their development.

Among those who benefited from the added ice time last season was rookie defenceman Tyler Morrison, who had 21 points in 64 games as a 16-year-old, while Jackson Houck was the team’s top scorer with 57 points despite being 17 years old.

After the sudden departure of Liam Liston last season, who retired from junior hockey midseason to pursue his university education, it was young Lee who emerged as the team’s top netminder.

After a shaky January that saw him register one win in seven contests, Lee went 7-4-1 for the remainder of the season.

“He’s going to get a real good opportunity to be our No. 1,” says Hay. With no major departures in the off-season, and few players aging out, last year’s team will remain largely intact this season.

Returning to the fold for 2013/14 will be seven of the Giants’ top 10 scorers from last season, including Jackson Houck, Cain Franson, Brett Kulak, Marek Tvrdon, Dalton Sward, Carter Popoff, and Anthony Ast. “That year of experience is important,” says Hay. “We’re looking forward to seeing how they’ve changed over the summer. They’ll be bigger, quicker, more experienced.

“It’s an exciting time for this organization.”

Key additions this season will be 18-year-old left-winger Joel Ham-

ilton, who had 39 points with the Red Deer Rebels last season, as well as 19-year-old defenceman Dalton Thrower, who had 27 points with the Saskatoon Blades in 54 games last season.

“We’ve brought in players that can move us forward,” says Hay. “The staff is really excited to work with these young players.”

The Giants’ coaching staff has also seen some notable additions, with the hiring of Ladner-native Matt Erhart as the team’s new assistant coach.

“He’s a good young coach, so he’ll bring energy, enthusiasm, and new ideas,” Hay says. “As a coach, you’re always looking for ways to improve, and Matt will help us do that.”

With the departure of last year’s captain Wes Vannieuwenhuizen, the “C” is up for grabs this season.

Hay says he won’t make any decisions on who will wear it before the end of camp, although there are plenty of likely candidates, including last year’s assistant captains Jackson Houck, Dalton Sward, and Mason Geertsen, as well as 19-year-old defenceman Brett Kulak and 20-year-old forward Cain

“Cain is a young man who has grown up with us,” says Hay. “He’s a leader on and off the ice, and he’s improved every year, so we want to see that improvement continue.”

More young talent on horizon The Giants made the most of the 2013 WHL Bantam Draft, picking up seven players in the first three rounds, including first overall blue chip pick Tyler Benson.

Benson joins an impressive list of former first overall picks, including NHLers Jonathan Toews, Ryan Nugent-Hopkins, Gilbert Brule, Braydon Coburn, Jarret Stoll, Jay Bouwmeester, and Kyle Chipchura.

Benson a blue chip prospect Benson, 15, played left wing for Edmonton’s South Side Athletic Club Southgate Lions, scoring 146 points in just 33 games in the 2012/13 season. Benson not only set an Alberta Major Bantam Hockey League (AMBHL) record for points, but led the Lions to Alberta and Western Canadian AAA Championships.

The five-foot-11, 180-pound power forward enters major junior having the most points per game of any bantam player, besting even Sidney Crosby and Jonathan Toews.

However, as Hay knows better than anyone, there are no guaran-

tees when it comes to developing young talent. Thankfully, with so many draft picks at their disposal, the odds are in the Giants favour.

“Draft picks are important to have,” says Hay. “You really build with draft picks. Trades are only short term.”

While Benson and the rest of his draft class won’t be eligible for a full roster slot until next season, they will have an opportunity to suit up for the Giants rookie camp (ages 15 to 16) this week.

The team’s main camp (ages 17 to 20) also opened on Thursday at the Ladner Leisure Centre, with

the first round of roster cuts expected to come this Saturday before the two squads are combined as the Giants preseason training gets into full swing.

However, there’s no such thing as guaranteed ice time, let alone a roster spot, and with so much young talent on the team this season, every player will have to compete for ice time this season.

“More consistency, that’s the biggest thing we’re looking for with young players,” says Hay. “They need to prove they are ready to be counted on. They all want to be counted on, but it’s performance that matters.”

Since 2001, the Vancouver Giants hockey organization has helped more than 25 player get drafted

by NHL teams, with 22 former players going on to play in the big league. Brett Kulak was drafted in the fourth round of the 2012 NHL entry draft by the Calgary Flames before going on to lead Giants D-men with 44 points last season. Kulak earned himself a four-game stint in the American Hockey League with the Abbotsford Heat, an experience he says his time with the Giants help prepare him for.

“Everything with the Giants is so high class, it’s definitely a pro atmosphere,” he says. “They treat us like professionals, and that’s how they expect us to act.”

Competing at the WHL level can put a lot pressure on a teenager, which is why the team’s scouting staff

looks not only at a player’s stats when drafting, but also looks into their family and school situation, says head coach Don Hay. Given the pressures of the WHL, a player with strong character and a supportive family stands a better chance of adapting and taking the next step to pro hockey.

“Any time you are dealing with a younger adult, it’s really hard to tell where that maturity level and competitiveness is going to be,” says Hay. “But when they are that young, you can also influence them more.”

Hay should know, having groomed the likes of Jerome Iginla, Milan Lucic, Shane Doan, Evander Kane, and Darcy Tucker for their NHL careers.

“Players come here as boys and they leave as men… so its important to not just focus only on hockey skills, but give them life skills as well,” says Hay. “Not everyone is going to be a pro hockey player.”

The life of a hockey player in the WHL’s Vancouver Giants is pretty hectic but it’s not all about playing on the ice. Getting a good education for their players is a priority for the hockey club, says Vancouver Giants’ Education Advisor Steve Fera.

And while hockey is certainly the focus, it’s not the whole picture.

“I find that the guys don’t mind getting out the hockey cauldron for a while,” says Fera, adding that when the team is on the road he holds academic sessions that the players enjoy.

It gives them a chance to exercise their minds as well as their bodies.

“My best study sessions are on the road with them,” he says.

When a new player joins the Giants, if he is of high school age Fera will help them get enrolled at South Delta Secondary. But just because a player makes a WHL hockey club doesn’t mean they can slack off.

“Our expectations are that if he was a B-student in his last high school he’ll be a B-student at least at our school,” says Fera.

Students are offered support if they need it, including tutoring, often in the form of teachers from South Delta

Secondary. And when players are feeling overwhelmed, Fera says school counsellor Karen Kilpatrick has been “fabulous” in keeping kids on the right track. Peer pressure can get to anybody and at an elite level of hockey it’s important to maintain focus.

Fera says that Giants players are so busy with ice hockey and school that they don’t have time to get into trouble.

“They support one another and they basically come from practice to school and then sometimes I have a session in the evening,” he says. “By then they’re pretty worn out.”

The Giants also support their post secondary players through an agreement with Langara College in Vancouver and Athabaska University in Edmonton for online courses. All 15 students who took a course online last year passed it.

“We’re one of the better teams in the league for things like that,” says Fera proudly. “Gone are the days when it was just hockey or nothing and they’re big dumb hockey players. That is so far removed from our players.”

Going to post secondary school isn’t financially onerous on the player either. For every season played in the WHL, players are entitled to a oneyear academic scholarship.

“They’re very aware that if they don’t make it in pro hockey that they have a plan B and a lot of

them use it,” explains Fera.

Neil Manning, who played five years for the Giants, recently took his scholarship to the Sauder School of Business at UBC. The defenceman scored 18 points in 28 games last season for the Thunderbirds, who lost in the quarterfinals of the Canada West playoffs.

Fera says he watched a game last year between the University of Manitoba and the University of B.C. and five Giants alumni were playing.

Players don’t have to go to college or university either – they can opt to choose culinary arts or even trades school.

Education in the Giants organization extends beyond just school. Last year the team ensured everybody learned first aid and this year Fera says he’s pleased to team up with the Delta Police for a five-week course in October and November that will introduce players to police work.

“A lot of them want to get into police work later,” says Fera, adding eight or nine players have expressed an interest in seeing what it’s like being a police officer.

The Giants will also provide cooking classes this year, which can be an important life skill for many of the younger players.

“You know, they leave home and they have no idea how to cook anything,” says Fera. “We’re trying to give them something when they leave.”

When hockey players are signed to play for the WHL Vancouver Giants, the hockey team organizes billet families with which to live.

Giants billet coordinator Elaine Larmour began billeting 12 years ago when the WHL announced it was bringing a hockey team back to the Vancouver area.

She grew up in Edmonton watching the dynasty Oilers with her father and two brothers, falling in love with the game. Before the Giants arrived in town, she and her husband used to buy season tickets to the Canucks games.

She learned about the move from her neighbour Roy Toigo, older brother of Giants majority owner Ron, and saw about the opportunity in a local newspaper ad.

“When I heard that the WHL was bringing a team back to the Vancouver area I just thought this is a great opportunity to get back into it on a more personal level,” says Larmour.

Billeting a hockey player was an interesting experience because although Larmour was mom to her 11-year-old son James at the time, he didn’t play hockey. ❙ Continued on P.16

South Delta the Giants second home When Vancouver Giants owner and president Ron Toigo and his management team were laying the groundwork for their new WHL franchise close to 15 years ago, they soon realized South Delta was the perfect fit. While the team plays its home games at the Pacific Coliseum in East Vancouver, the Giants’ training facility is based out of the Lander Leisure Centre, and the team’s players live ❙ From P.15

But both she and her husband Al thought it would be a good idea to have a big brother for James, who also loved watching hockey.

“We thought it was a nice opportunity for him to have another fellow in the house, and somewhat of a mentor because these boys are committed and they work hard, so he really enjoyed it,” recalls Larmour.

After the Giants inaugural season, Larmour continued billeting and became the organization’s coordinator.

After downsizing from a larger house in Ladner where she lived for the past 18 years to Tsawwassen this will be the first season she won’t be hosting a player in her house since 2001.

Last year she billeted Alexander Kuvaev, a Russian player from Moscow. Most of the WHL’s players come from B.C. but clubs are allowed foreign players, too. This season the Giants will be billeting a player from Russia and one from Germany.

“I chose to have the foreign players,”

and attend school locally.

“South Delta has always been our second home,” says Toigo.

Part of the reason South Delta was chosen as the Giants’ home base is its small town-atmosphere.

Some parents might be hesitant to send their son away to live in the big city, but South Delta “Allowing the guys to live in a small community, it’s good for the players, and good for their says Larmour. “I really enjoyed having them live in my home.”

Some players already know how to speak English when they arrive in Canada, while others don’t know much more than hello and goodbye.

But their complete immersion into South Delta life has them soaking up the language and culture pretty fast. The longest returning player she had was Mario Bliznak (2005-2008), a Slovak player who became the first Giant to play for the Vancouver Canucks. It can be difficult for billet families to see a player go after spending such a long time together.

“When this happens a lot of times they believe that no other player will ever be able to fill their shoes and are very reluctant to do it,” says Larmour, laughing. “But usually the experience is so good that billets keep on coming back.”

She certainly did, estimating 25 permanent players and 30 temporary ones have stayed in her home over the years. Larmour has had the

The support from the municipality, school board, and the community as a whole has contributed to the team’s history of success, he adds.

“We have one of the best training facilities in the league, better than many semi-pro and pro teams,” Toigo says. “We appreciate all the support we get here in South Delta. Acting as a billet mom she likes to keep in contact with players even after they finish their junior career.

“I’ve had the opportunity to attend weddings and get to know their families,” says Larmour, adding that billeting is a bonding experience for all involved. “They miss their families when they’re away from them so it kind of works both ways. We really appreciate them and they really appreciate us.”

As players arrive in South Delta for the 2013-14 season, Larmour says the team is still looking for good homes for the players.

“Right now we are looking for a couple more families. It’d be ideal to have Tsawwassen homes because the players go to school there.”

A Surrey man has been arrested and charged in connection with a flurry of robberies involving a chain of sandwich stores earlier this year.

Rupinder Jit Sooch, 29, was arrested on Aug. 7 and charged in relation to nine robberies spanning six days in Delta, Surrey, and Langley.

From Jan. 31 to Feb. 5, nine robberies were reported at various restaurants in the area, many involving the same sandwich chain.

The suspect was described as a South Asian male, in his late 20s, short, with a thin build.

In all of the robberies, the suspect was armed with a knife and would disguise his appearance with a hooded sweatshirt and cloth covering the lower half of his face before fleeing in a silver four-door vehicle.

After a nine-month investigation, Surrey RCMP’s robbery section arrested Sooch and have received approval for 16 Criminal Code charges.

They include nine counts of robbery and seven counts of disguise with intent.

None of the victims were injured as a result of the robberies.

Sooch has been remanded in custody with his next court appearance set for Aug. 22.

Surrey RCMP are reminding merchants and the public about taking the necessary precautions when facing a robbery threat.

Remain calm in the event of a robbery and cooperate with the robber’s demands, police say. Never assume a robber isn’t armed and try to pay close attention to what they look like and any vehicles they may be associated with. Try to observe the direction of travel of the suspect and call police when they have departed and it is safe to do so.

Fraser sockeye run upgraded but concerns linger The estimated size of the Fraser River sockeye run was boosted Friday as more inbound salmon are arriving later than anticipated in the waters around Vancouver Island.

The Pacific Salmon Commission now estimates the main summer run of sockeye at 2.3 million fish, up from two million as of Aug. 13, and the early summer run is now pegged at 520,000 fish, up from 475,000.

The overall run size is currently estimated at just over three million, with late-run sockeye that were projected to add 583,000 not yet included in the count. That’s well below the 4.8 million run size forecast for this summer, but an improvement from the 1.6 million return of four years ago that triggered the Cohen Inquiry.

There’s still deep concern that high river temperatures of around 21 degrees – 3.3 degrees higher than average – may kill up to 70 per cent of the incoming sockeye before they can spawn. That prompted the commission to scale back test fishing to reduce pressure on the stock and DFO cut off all sports angling for salmon on the lower Fraser to avoid any sockeye bycatch there.

Observers have reported seeing more floating carcasses in the river but the PSC said most sockeye swimming upriver appear to be in good condition so far.

There’s still no expectation of any more commercial or aboriginal food fishery openings for sockeye.

“It clearly opens up the possibility of many other people asking for judicial reviews.”

Government lawyers are still reviewing the implications of the overturned decision.

But Justice Minister Suzanne Anton said the ruling appears to be largely procedural and unlikely to threaten the three-yearold legislation underpinning the Immediate Roadside Prohibitions.

“When you have a new program, you can expect that people are going to take runs at it,” she said.

“But fundamentally, the legislation remains very sound.”

Anton said about 1,500 roadside prohibitions are issued each month and just two per cent on average are successfully challenged.

The NDP’s justice critic is urging the province to overhaul its process for reviewing roadside driving bans imposed on drinking drivers in light of a recent court ruling.

Leonard Krog said the government should proactively offer to re-review other cases if the procedure for weighing challenges turns out to have been incorrect.

The B.C. Supreme Court this month quashed one roadside driving ban that had been upheld in the review process, deciding a report setting out guidelines for use of alcohol screening devices was inadmissible.

Defence lawyers say the ruling could be grounds for many more roadside prohibitions to be appealed.

Krog said the government must be scrupulously fair in how it handles challenges of the penalties, because they take effect immediately and are dispensed at the roadside by police, not a judge.

“People understand the immediate serious consequences that flow from that.”

Drivers who get an Immediate Roadside Prohibition can lose their driving privileges for up to 90 days, have their vehicle impounded and face hefty fines as well as costly installation of an ig-

nition interlock device in their vehicle. Documents recently disclosed under Freedom of Information show drivers who challenge their rulings to the Superintendent of Motor Vehicles aren’t told if the screening device used to test them was later found to be inaccurate. They’re merely told their driving prohibition was deemed invalid, without provision of specific reasons, usually weeks after the vehicle was impounded and the licence suspended. Giants’ Anthony Ast wants to inspire others with diabetes

W

hen Vancouver Giants centre Anthony Ast joined the team in 2011, it was a return to familiar ground for the Richmond native.

The 18-year-old lived in Tsawwassen for the first six months of his life before moving to the other side of the George Massey tunnel.

He has spent the past two years of his life in Tsawwassen with a billet family, going to South Delta Secondary, and living the fast-paced life of a Major Junior hockey player.

At first Ast didn’t have a driver’s licence, so his parents would pick him up once a week and take him for some home cooking. But now that he has his own car he can visit whenever, offering him more freedom to do what he wants.

Ast scored 32 points in his first 80 games with the club, but says he was plagued with injuries, missing half of the first season with ankle problems and much of the second season with a torn shoulder.

A quick skater who likes to make pretty plays, the five-foot-eight, 170-pound player knows he’s a little small for professional hockey, but he’s not letting that stop him. He points to former 2010 Delta Athlete of the Year and Giants teammate Brendan Gallagher, a five-foot-nine right winger who posted 28 points in 44 games in his rookie season with the Montreal Canadians.

Diagnosed with Type I diabetes at the age of six, Ast is used to fighting against the odds. He wears number 18 on his jersey for the day he received his diagnosis.

“I can pretty much eat or drink whatever I want, I just have to adjust my insulin dosages,” he explains, add-

ing he measures his blood sugar levels and takes two long-acting insulin dosages a day, one in the morning and one before bed.

Ast was inspired by former Philadelphia Flyers power forward Bobby Clarke, who scored 1,210 points over a 15-year NHL career despite having diabetes. Since Clarke paved the way for diabetic athletes, Ast says more kids with diabetes are playing hockey and finding success in the sport.

“I want to be a role model for adults or kids because I want people to see that it doesn’t have to slow them down,” he says.

Ast doesn’t slow down during the summer either. He works out two or three hours every day and is on the ice three or four times a week for an hour to keep in tip top shape.

Carb and calorie loading during training is essential for energy, especially for his diabetes.

“The biggest thing is the nutrition part,” he says. “Before and after [training] you have to have the supplement drinks.”

During the season Ast will “carbo-load” with a lot of pasta for energy and eat chicken for lean protein, usually saving space for some greens with a Caesar salad.

But during the off-season it’s OK to spoil himself a little bit. That means eating his favourite home-cooked meal of Schnitzel with mashed potatoes. His grandparents are originally from Kempten, Germany, and make it authentically Bavarian.

More TransLink staff earning six-figure salaries CTF denounces ‘tone-deaf’ management as overpaid ❙ Jeff Nagel reporter newsroom@southdeltaleader.com

TransLink is again being accused of paying its managers too much after the release of financial disclosures showing higher pay for top executives and more staff receiving in excess of $100,000.

The documents show 141 TransLink employees collected six-figure salaries in 2012, up nearly 15 per cent from the previous year.

CEO Ian Jarvis collected $394,730 in combined salary and bonuses, up three per cent.

Pension contributions and other benefits pushed his total compensation to $438,700. His base salary for January 2012 was listed at $310,000, which TransLink says has not changed since 2011.

Three other senior executives – chief operating officer Doug Kelsey, chief financial officer Cathy McLay and executive vice-president Bob Paddon – also earned over $300,000 in overall compensation.

Kelsey was second highest with a $280,000 base salary. Bonuses, benefits and pension contributions pushed his compensation total to $377,000 in 2012.

“We say not another nickel for TransLink,” he said. “Their leadership has completely lost touch with the people they are supposed to be serving.

“This tone-deaf fiscal mismanagement will come back to haunt them in next year’s TransLink referendum.”

Eight TransLink executives were paid bonuses totalling $215,000 in 2012 related to 2011 performance. The incentive pay amounts ranged from a low of $9,300 to a high of $57,350 for

Jarvis.

Nearly 60 of the employees earning over $100,000 are Transit Police officers, which Bateman calls “overpaid fare checkers” who don’t work on enough serious crimes to justify their expense.

TransLink spokesperson Jiana Ling said Transit Police are critical to keeping the transit system safe and have helped reduce crime.

“We’re doing our best to reduce cost and be more efficient while maintaining service delivery standards,” Ling said, adding TransLink’s executive compensation structure has been reviewed and approved by the province.

“While we are not a Crown corporation, we operate prudently within government guidelines.”

The transportation authority has been through multiple internal and external reviews in recent years in an ongoing search for savings.

In the course of that, TransLink has slashed its upper management ranks by eliminating a dozen vice-presidents or other senior executives.

Auditors, mayors and successive transportation ministers have concluded other expenses offer more potential savings than pay reforms, and that no amount of internal savings will free up the billions of dollars TransLink needs to build new rapid transit lines. TransLink’s total payroll cost last year was $54.8 million.

Anti-coal campaigners opposed to a new coal-handling terminal in Surrey have turned to Powell River in their search for allies.

The proposed Fraser Surrey Docks terminal would take coal by rail and then send it by barge to Texada Island, just a few kilometres offshore of Powell River on the Sunshine Coast.

Up to eight million tonnes of coal a year could be barged there and stockpiled for transfer to ocean-going ships.

Activist Paula Williams said the potential 20-fold increase from the existing coal shipments out of Texada could bring “serious health implications” for Powell River residents and potential marine envi-

Despite rising fares and looming service cuts, top executives at BC Ferries still collected big performance bonuses this year.

President and CEO Michael Corrigan got a $64,421 “incentive payment” on top of a base salary that was up eight per cent to $364,000 for a total of $563,000 in overall remuneration – the maximum allowed after a cap on payouts was put in place last year.

BC Ferries’ executive compensation disclosure says Corrigan’s bonus reflects his “exemplary leadership” that was borne out by the corporation beating its financial target for the 2012-13 fiscal year.

Chief financial officer Robert Clark got more than $133,000 in incentive pay and executive vice-president Glen Schwartz got an extra $127,000 based on performance.

most twice as high as a year earlier and the two collected close to $500,000 overall.

None of the payouts are anywhere near as high as the more than $1 million that former CEO David Hahn received in some past years until he left the corporation and the government eliminated additional long-term bonuses and imposed the compensation cap.

Managers were eligible for their full incentive pay this year because of the $15-million surplus BC Ferries posted for last year.

In the previous two years, they got only half as much incentive pay because the corporation missed its financial targets.

But NDP critic Nicholas Simons said the new surplus is a fiction because of the $21.5 million in additional subsidies the province injected.

“The only reason they got their full bonuses was because the government provided that increased service fee,” Simons said.

Transportation Minister Todd Stone wasn’t available for an interview but issued a statement saying the executive payouts send the “wrong message” at a time when BC Ferries is struggling to reduce

its expenses.

He said he will speak to the BC Ferries board to outline the province’s expectations for all executives at Crown corporations.

“While BC Ferries isn’t a Crown corporation, they do receive provincial government funding and we would expect them to follow suit,” Stone said. “Government is tightening its belt, along with many British Columbians, and I believe that BC Ferries should take the same approach.”

Simons, however, said the BC Liberals have had plenty of time to act.

“Four ministers in a row have been saying how disappointed or disturbed or shocked they are when they see this exorbitant compensation,” Simons said. “The reality is they’ve done nothing about it.”

The Powell-River Sunshine Coast MLA said his constituents are apoplectic because they’re ferry-dependent and have seen fares rise on average 75 per cent over the last 10 years.

BC Ferries has reduced its executive by almost half and cut their overall salaries by more than 50 per cent, Stone noted.

The Stanley Cup is coming to Tsawwassen next week.

Chicago Blackhawk Brent Seabrook will return to his hometown on Friday, Aug. 30 with the Holy Grail of ice hockey.

The public is invited to line 56th Street to watch and cheer as a Zamboni carrying Seabrook, his family and the Cup leaves from 12th Avenue and 56th Street and heads north to the South Delta Recreation Centre. The ride is expected to start around 10:30 a.m.

Seabrook grew up in Tsawwassen and played hockey with the South Delta Minor Hockey Association in his youth.

It’s a tradition for players from the winning team to have the prestigious trophy in their hometown for a day.

On June 24 of this year, Seabrook became a two-time Stanley Cup winner with the Blackhawks. The team defeated the Boston Bruins 3-2 in game six, winning the series 4-2.

“We knew they [the Bruins] were going to come out hard, we knew that they were flying, and we just wanted to come out and establish our game in the second period,” he told NHL.com after the win earlier this year. “We were lucky to get out of the first period 1-0; they could have had a couple more. We just kept believing in ourselves, and believing in our team game, and it was awesome.”

Lord Stanley’s mug has paid a visit to Tsawwassen with Seabrook once before, in July 2010 after the defenceman’s first Stanley Cup win with the Blackhawks.

That year, he was also a member of Canada’s 2010 Olympic gold medal hockey team.

The regatta runs from Aug. 25 to Sept. 1. Rowing Canada Aviron calls the competition “the highlight of the international calendar for high-performance athletes preparing for the next Olympic Games in Rio 2016.”

“It is a good mixture of athletes, with some returning Olympians and for quite a few, their first senior World Championship,” said high performance director Peter Cookson.

Hodge, who rows with the Burnaby Lake Rowing Club, will compete in the light men’s pair division.
