Mayor Walter Jakeway, along with councillors Larry Samson and Ron Kerr, was opposed to the city borrowing the money because he felt council was going about it undemocratically. “I don’t agree with the Alternate Approval Process, I don’t believe it’s democratic,” Jakeway said. “Most people don’t even know about it (Alternate

Fisheries and Oceans Canada has been fielding complaints from several upset Quadra Islanders who witnessed a luxury yacht disturb a pod of orcas – some of them reportedly babies. Leri Davies, spokesperson for Fisheries and Oceans, said the department has opened a preliminary investigation into what happened Thursday evening off the east side of Quadra Island. “Several complaints were launched about this one incident,” Davies said Monday afternoon from the department’s Vancouver office. “We’re trying to narrow down what happened and then determine if there is enough evidence to pursue a formal investigation.”

Quadra resident Gary Falck, who witnessed the incident from his home, said he was one of the witnesses who alerted Fisheries and Oceans. Falck said at around 7:45 p.m. Thursday evening, his neighbour called him to tell him there was a pod of about five to seven whales (two to three juveniles) heading south down the back side of Quadra. “I started taking pictures of them because they had little babies,” Falck said. “The next thing I see a boat beelining it from Cortes/ Marina Island way. He’s coming at a high speed, he’s within 20 to 30 feet of them – a big, 80-foot yacht.” Falck said the boat was close enough that he was able to take down the name of the yacht – the Amnesia IV – which is based out of Vancouver.

“He basically was so close we thought he may run aground,” Falck said. “He actually forced the whales in closer (to shore) than they normally are when they come by here.” Falck said the yacht, which he claims was closer to the whales than the boat’s dinghy was to the yacht, allegedly followed alongside the whales with its engine running for about 15-20 minutes in front of his home and then went out of sight. He said his neighbours to the south, however, saw the boat continue to follow the whales for another 10-15 minutes until they disappeared from sight. Falck said the whales seemed distressed and one particular orca who appeared to be the alpha male, tried to rescue his family.

It was a little disturbing for those of us who watched them. I can see if you’re trying to get pictures but go down, sit there and turn your engine off and hope they come over to you, but don’t do (what they did), that’s really bad.” Falck said when he reported the incident to

Falck said the incident was reminiscent of the Carl Petersen case three years ago but worse in his view. In the Petersen incident, the Quadra Island man was fined $7,500 after being convicted of disturbing marine mammals and harassing a threatened species.

Petersen was out on his boat trying to get a photo of some killer whales for a friend and got as close as 15-25 metres behind the whales. According to whale watching guidelines, boaters are expected to remain at least 100 metres away from orcas laterally. The maximum fine for offenders is $100,00 under the Marine Mammal Regulations and $250,000 under the Species At Risk Act.

LOAN AUTHORIZATION FOR THE ESTIMATED COST OF SEWER INFRASTRUCTURE UPGRADES - BYLAW NO. 3519, 2013

Pursuant to Section 86 of the Community Charter, the City of Campbell River hereby gives notice that it is seeking the approval of the electors of the City of Campbell River by an alternative approval process. This alternative approval process applies to the entire City of Campbell River.

The Community Charter authorizes council to adopt a loan authorization bylaw for the purpose of borrowing funds that will be used to replace capital infrastructure. Loan authorization bylaws may only be adopted with the approval of the electors. Approval of the electors may be obtained by an alternative approval process. The City obtains the approval of the electors if not less than 10% of the electors reply to the City using an elector response form to indicate their opposition to the proposed bylaw.

The question before the electors is whether they are opposed to the Campbell River City Council adopting Loan Authorization for the Estimated Cost of Water Infrastructure Upgrades Bylaw No. 3518, 2013. This bylaw, if adopted, will allow the City to borrow up to $10,200,000 over 15 years to replace and upgrade water infrastructure in the City as per the 2013-2017 financial plan bylaw. The annual cost of borrowing will be paid for by utility user fees over 15 years which has been reflected in the 2013-2017 financial plan bylaw.

than $121,000 of her travel claims for 2009-’12. Wallin argues auditors used 2012 rules to evaluate pre-2012 expenses and suggests some discrepancies are a result of sloppy bookkeeping. Others suggest senators were given erroneous information when they assumed their duties. None of which alters the fact that Wallin – as a former high-profile TV personality, like the previously disgraced Duffy – should have known the damage bad optics have done time and again to political figures, particularly when there is any suspicion of misuse of the public dime. It’s no secret that Wallin – like Duffy – was an appointee of Prime Minister Stephen Harper, and that both were vociferous in campaigning on behalf of his

party. Could that have accounted for a certain sense of invulnerability on her part? While the Conservatives have since done everything they can to distance themselves from Wallin, Harper has not escaped criticism for giving Wallin’s expenses a clean bill of health as recently as February. By May, Wallin was asked to resign from the Conservative caucus. Constituents could be forgiven for asking what changed about Wallin’s expense claims, between February and May, to alter Harper’s tune so dramatically on such an ardent – and presumably useful – supporter in the red chamber. – Black Press

Don’t need to study the containers issue to death

I have been following this issue with great interest, and am astounded by the indecisiveness of Council on this matter. The all or nothing approach that the original bylaw proposed was heavy handed and inflamed the issue. The proper approach it seems to me would be to permit the use of sea cans on industrial or light industrial areas and to track and regulate by charging a nominal permit fee. On construction sites no permit fee should apply but their use should be limited to the duration of the project. As far as residential use goes, I ask myself the question “Would I be happy to see a container on my neighbor’s property?” The answer to this question is an emphatic no. That being said they should be permitted on residential property by permit, 30,60 or 90 days only, as I can see their value when one is doing, for example major renovations on their residence. The tendency to study things to death just to reach an almost foregone conclusion seems to be a hallmark of the current administration. Blindly obeying my GPS leads me into trouble

Well, I’m back from two weeks on the road. Annual summer vacation road trip. Despite the fodder it provides for movie comedies, I like road trips. You get to see a lot of places and I just love seeing the miles roll under my tires. We went from here to Seattle for a few days and then scooted across Washington state to Spokane for a few more and then headed north to the Kootenays before turning our wheels to home. One of the stops we made was in Cranbrook, B.C. I have some history with Cranbrook in that I fell in with a bunch of people from Cranbrook during my university days. So I feel I have a connection with “The Brook.” It’s a nice place being so close to the

Rockies. I have to say, though, I was surprised to see how many restaurants that city of only 20,000 has. Where our hotel was on the highway strip, there had to be more restaurants in a two or three-block stretch than in all of Campbell River. And I don’t mean just fast food places. Is their highway that much busier than ours? I wonder. There’s not as much attempt at attracting business along our Inland Island Highway as there is in those Kootenay communities. Does the amount of traffic warrant it? And speaking of traffic, man is Seattle a horrendous place for traffic. American cities do seem to love those cloverleafs and off ramps. Vancouver’s traffic is bad enough for me but Seattle is worse. We navigate with our GPS a lot now.

Because it’s taken the place of the old fold-out map on the lap, whenever it blared “take the exit on the right” I had no idea where I was. We had to trust in the GPS and that sometimes wasn’t always a good thing. A couple of times when the GPS declared “You have arrived” we looked around at a residential cul de sac it had plunked us into when we were expecting an office building or a restaurant. My favourite was when the GPS told us to take the exit on the right, which I dutifully did and then it almost immediately told us to merge to the left and back onto the same freeway we had just come off! What was that all about? Meanwhile, back home just before I left, that steel container issue had blown

up. Of course, everywhere I went in Washington and B.C., I saw steel containers. My hotel in Seattle had one in the parking lot. They were doing some renos on the hotel but it made me laugh to see it sitting there. Before I left, I had asked if Ted Arbor was serious about the containers being used as alternative housing. Well, Ted e-mailed me some links to places where the containers were indeed being used as alternative housing. And some of them were pretty nice. They didn’t just move furniture into the steel box, of course, they were modified. They looked very feasible, particularly as cottages and rural cabins. But they could also serve as sheds and service buildings. Maybe I’ll get one

Last two cruises help support Cortes Museum As a fundraiser for Cortes Island’s not-forprofit, volunteer-run museum, the Cortes Museum & Archives Society is hosting a summer cruise aboard Misty Isles. The final cruise is a trip to Desolation Sound on Aug. 24. Desolation Sound is a favourite destination for boaters from all over the Pacific Northwest. Its many inlets, islets, coves, and bays support a wild variety of wildlife, and comprise the Desolation Sound Provincial Marine Park. This deep-water sound is also well-known for its

Cruise on the Misty Isles and support the Cortes Museum.

spectacular fjords and dramatic mountains, as well as for its history as the anchorage for British and Spanish explorers of the late 1700s. You’ll also hear stories about First Nations people and the age of exploration. Misty Isles departs

Cortes Bay at 10:30 a.m. and returns around 5 p.m. The fee for each trip is $120, including tax. Off-island participants should catch the 8:30 a.m. ferry from Campbell River to Quadra Island on the morning of their selected trip.

Participants can then leave their car on Quadra and walk on the 9:05 a.m. ferry to the day’s first sailing to Cortes. Walking on will ensure that participants do not miss the ferry, or the Misty Isles departure from Cortes. Transportation from the Cortes ferry dock to the departure point on Cortes (as well as back to the 5:50 p.m. ferry off of the island, if necessary) is available for each of these trips at no extra cost. Thirteen aspiring artists were the lucky winners of the Campbell River Pink Salmon Festival colouring contest. The contest not only allowed participants to express their artistic side but helped to promote the festival, which took place July 27 at Robert Ostler Park, and the sustainability of pink salmon. Twelve kids and one adult, ranging in age from two-to-68-years-old were selected as the winners. Prizes included fishing tackle packages, a fishing pole, copies of Island Fisherman Magazine and seasons passes to the Discovery Passage Aquarium. Police are reminding owners that summer long weekends are potential elevated times for equipment thefts. Recently, several pieces of heavy equipment have been stolen in the in the Lower Mainland. It’s also a problem on Vancouver Island, especially in remote logging locations. These thefts are planned with buyers already in place. Police are urging equipment owners, dealers and rental companies to actively put plans in place to prevent this. Below are some common sense steps the National Equipment R e g i st r y su g ge ste d equipment owners can take, to protect their assets. However, all areas and all types of equipment should be considered potential targets and steps taken to protect them: n Try not to leave machines on isolated roadways, unfenced properties or job sites over long weekends – where possible, move machines to yards or locate a secure lot near the sites where you can temporarily store the machines, such as a car dealership or storage yard. n Disable machines that have to be left behind. Have field service mechanics remove battery cables, pull fuses, relays or ignition circuits, or remove tires. Be sure lighting works to expose activity on a site, not facilitate it. n Leaving a machine or materials loaded on a trailer invites theft, even if secured within a yard. If trailers must be left loaded, implement additional security measures to preclude theft. Set the frame on jack stands or cribs, remove the hitch or use a hitch lock, and park the trailer away from the gate. n Designate an employee or supervisor to make a random check of sites throughout the holiday weekends, particularly Saturdays. Be sure this person knows

what machines, tools and materials should be at each site so that missing property is not overlooked, and can be reported quickly and accurately. n Do not leave job

boxes or small equipment unsecured at job sites. n Contractors and subcontractors should advise site security guards if any activity is expected over the holiday as thieves are

often familiar with the work site and may enter the site on the pretext of moving the equipment. n Thieves have targeted construction and agricultural sites as easier targets than gas stations

Seniors in electric mobility scooters have no choice but to ride over the white line and into the roadway because most scooters are too wide to fit on the shoulder. “It’s extremely dangerous to have no place to walk on the Petersen hill (and) Petersen Road is a fairly heavily used pedestrian walkway,” said Peters, who lives off of Petersen Road and walks the neighbourhood nearly every day. The lack of sidewalks is of particular concern to residents at Palmer Place on Nikola Road, off of Willis. The facility provides housing for adults with disabilities and for women who are clients of the Campbell River and North Island Transition Society. Marjorie Paul is riding her bike down Petersen Road on a sunny Monday morning but she wouldn’t dare think about going for a ride later in the afternoon once traffic picks up. Dave Peters has been forced to come to a dead stop in his car on Willis Road to avoid oncoming traffic after swerving to avoid hitting a pedestrian. These are just a small sampling of the problems residents in the Petersen and Willis road neighbourhood face on a daily basis because of a lack of proper infrastructure. With no sidewalks down Petersen or Willis roads, residents who have no choice but to walk are putting themselves at risk of being hit by vehicles because the shoulder

The problem is, the closest bus stop is on Petersen Road, which means the residents have to walk all the way down Willis, which is bordered by deep ditches on each side, to get to the bus stop. Barry Kerr, the site co-ordinator at Palmer Place, said he’s seen incidents where vehicles are at a stand-still because they’re trying to avoid hitting a pedestrian. “I’ve seen people walking on the side of the road and a vehicle goes into the other lane to go around them and if two vehicles are meeting there’s nowhere for the vehicles to go,” said Kerr who noted that the ditches along Willis also pose a hazard for pedestrians. “The ditches in the wintertime, they’re right full to the top and if someone fell in – it’s fast

moving water.” Kerr said he would like to see a bus stop put in at Walworth Road and Willis, which would avoid residents having to walk all the way down Willis. Betty Baskin, a Petersen Road resident, enjoys walking but is nervous walking around her own neighbourhood. She wants council to put sidewalks in along both Petersen and Willis. “It’s a long time past due and I just think it’s a shame that beautification is coming before safety,” Baskin said. “ERT was closed because it was a road that wasn’t up to safety standards and yet we have Petersen Road hill and Willis Road that is not safe for people. Maybe we should go back to the olden days and put a wooden sidewalk down the road.” Coun. Ron Kerr has been pushing council

The brief laneway closure will require motorists to turn around and exit through the same entrance they’ve entered. During this period motorists will also be encouraged to enter and exit the western parking lot through the regular parking lot exit. Traffic control flag persons will be on hand to assist. The new temporary Ambulance Access Route is required because construction of the new hospital next year will block the present ambulance route to and from the present Emergency entrance. But it would be costly. “C ont i nu ou s s a f e pedestrian and cycling routes along the Willis and Petersen Road corridors are impractical without significant investment,” said Drew Hadfield, the city’s transportation manager, last October. “Both roadways contain bottlenecks where simple or inexpensive options do not exist (to widen the walkway).” The ditches also need to be replaced with a piped storm water system before they can be filled, levelled and used for a pedestrian and cycling path.
