TERRACE - The Nisga’a Lisims Government (NLG) took time out to honour the departing officer in charge of the Lisims/Nass Valley RCMP July 25.

The NLG executive presented Sgt. Donovan Tait with a Hayatskw, a copper shield, carved by Alver Tait.

Tait is moving to the Nanaimo RCMP to be a senior patrol non-commissioned officer/supervisor in charge of a watch of 20-plus officers this September after two years in charge of the Lisims/Nass Valley RCMP. “I’ll miss it here,” said Tait in an email, adding his rank will re-

main as sergeant.

President Mitchell Stevens praised Tait’s efforts to effectively engage the Nisga’a people in the four communities, said the NLG on its website.

Executive chairperson Kevin McKay said Tait’s work made him a “man of the people.”

Tait asked the government’s executive to be ready to issue the challenge to the incoming detachment commander to continue to effectively engage the Nisga’a Nation and the Nisga’a Villages like the RCMP has done for the last two years.

A spring 2013 report from the Canadian Mortgage and Housing Corportation found that Kitimat’s rental vacancy rate was 4.7.

The proposal from staff is to set a vacancy rate benchmark of five per cent, the level at which no more strata conversions could take place.

Other communities use similar levels. In Smithers, a five per cent

vacancy rate is also used in their strata-conversion bylaw, and in Terrace the level is three per cent.

The plan is to take this proposed bylaw to the August 6 regular council meeting for first two readings, but meanwhile councillor Phil Germuth did want to see information regarding towns like Dawson Creek, which he felt more closely match the conditions in Kitimat right now.

Fishermen back on the job

PRINCE RUPERT Salmon fishermen have returned to their fishing grounds after accepting Canfisco’s offer for 28 cents per pound of pink salmon Saturday, according to the United Fishermen and Allied Workers’ Union.

The day prior, fishermen rejected an offer of 27 cents per pound with faint hope of further negotiations, causing sharp divisions on whether to turn around and accept the offer.

“It sounds like we’re squabbling over pennies, but when you’re dealing with thousands of pounds of salmon, it means a lot,” one fisherman told The Northern View.

The fishermen were originally demanding 32 cents per pound for their Prince Rupert deliveries. Captains and crews on all 36 Canfisco vessels tied up their boats and walked away from their jobs Wednesday afternoon. They gave the company 48 hours to reinstate prices they say were arbitrarily dropped overnight. When the

deadline expired with the fishermen rejecting what was believed to be the final offer, they faced the prospect of walking away from from one of the most abundant seasons on record.

The fishermen’s spokesperson, Chris Cook, claimed the company violated a 2011 agreement to hold the price of pink salmon at 32 cents per pound.

When Canfisco early in the week cut their price to 25 cents per pound approximately 200 fishermen and skippers rallied outside the Prince Rupert processing facility for an informal, nonunion vote on the 48hour protest.

Cook said Canfisco lowered the price arbi-

trarily because the fishermen have no leverage since the company had absorbed its major competitors, and owns 90 per cent of the fishing vessels.

“We have no bargaining power,” Cook said. “We used to have a minimum price that they couldn’t go lower.

But we don’t have that now. They won’t even sit at the table. The same fish we’re getting for [28 cents] a pound you’re paying two or three dollars a pound at Safeway.”

Canfisco representative Rob Morely told The Northern View the huge returns this season, plus massive estimates of 56 million salmon returning to their Alas-

kan competitors, will likely push market prices down at least 15 per cent, making the price cut to fishermen necessary. He added the 2011 agreement was for that year alone.

“We have already caught more pink salmon this year than we planned on catching for the entire season, north and south combined, including what’s expected from the Fraser [river],” Morely said.

Canfisco added approximately 200 workers to its plant to handle the volume. Morely said if the fishermen had walked away they would have left behind one of their most successful seasons, even at the reduced price.

RCMP investigating 2012 fire at band office

PRINCE RUPERT - The Prince Rupert RCMP are investigating a fire at the Kitkatla Band Office last December as suspected arson, and are now asking the public for information.

On Dec. 22, 2012 at 2:30 a.m. the Kitkatla fire department successfully extinguished a fire at the Kitkatla Band Office, however it was later determined by the Prince Rupert Fire Department that the fire had started on the exterior of the building and that an accelerant was used, making the fire suspicious in nature.

“At this stage of the investigation very few leads have been generated,” RCMP Cst. Matt Ericson said. “We understand that this event occurred some time ago, however solving this case still remains a priority of the Coastal Unit, and community of Kitkatla. We are looking to the community of Prince Rupert and surrounding areas for any information that may assist in furthering this investigation.”

As this investigation Matt Ericson is ongoing, the Prince Rupert RCMP is asking anyone that may have information regarding this incident to contact the Prince Rupert RCMP Detachment at 250-627-0700 or Crime Stoppers at 1-800-222-TIPS (8477).

Councillors get their answers on golf club payment after questions raised in expenses review

KITIMAT - Councillors were seemingly caught off guard when they discovered through a regular statement of accounts released that the Hirsch Creek Golf and Winter Club received the second half of their requested $100,000 from this year’s budget.

Members of the golf club’s executive requested the $100,000, and council pre-approved them for the first half, with the expectation they’d work with Kitimat staff on developing a business plan to address their revenue and costs issues.

However councillors were expecting another chance to discuss the situation before the golf club received the second

The second payment was processed in June.

In response staff compiled a list of motions that council had made, which explained the process leading up to the additional payment.

On November 19, 2012, council agreed to write a letter of comfort to the golf club, which itself didn’t commit the town to any payments.

However a budget request later did come to council on November 26, and councillors then decided to refer the request to the 2013 budget process. Staff were also directed to meet with the

KITIMAT - Between January 1 and March 31, 2013, the mayor earned $7,470.

Mayor and council are given their remuneration equally each month for the year, and staff just released their quarterly report.

Councillors all earned $3,071.49 for the same period in remuneration.

For the period Rob Goffinet was the only councillor to incur expenses, of which he claimed $72.68 for the Local Government Leadership Academy Forum, which took place this past February.

The total remuneration for a mayor in Kitimat is currently $29,584.

Each councillor receives $12,164, as per the bylaw.

In 2012, $18,675 was paid out in total for expenses among mayor and council.

The mayor’s yearly expenses over the remuneration was $218.23. Edwin Empinado had $3,446.51, Mario Feldhoff’s expenses were $32.95, Phil Germuth’s was $2,309.37, Rob Goffinet’s was $2,094.33, Mary Murphy’s was $6,322.19, and Corinne Scott’s was $4,251.96.

For comparison, not including expenses, councillors in Terrace earn $11,983.

The Terrace mayor earns $31,202, according to a news report in the Terrace Standard.

In 2012, Terrace’s mayor spent $5,764.30 on expenses.

The average councillor expenses for 2012 in Terrace was $4,301.

Kitimat’s average for 2012 is approximately $3,075.

Between all the remuneration and expenses paid for Kitimat Council in 2012, they cost the town $121,243.02.

Councillor Corinne Scott said at the July 22 Committee of the Whole meeting where this report was given that she had expected further meetings with the Director of Leisure services to better understand how the club was doing.

“I thought we were actually waiting to ensure they were on a good financial track before we issued them a final cheque,” she said.

Mary Murphy said she still wants to see more detailed financials.

Mario Feldhoff was happy with the report and said they should work closely to find new options for the club for 2014.

TERRACE Police have confirmed the identity of the man found dead at his Sparks St. area home last week as 29-year-old Nathan Ward.

“The Terrace RCMP and North District Major Crimes Unit have confirmed the identity of the male victim of the Sparks St. area homicide as Nathan Ward,” reads the RCMP release.

Ward was found deceased last Tuesday, July 23, outside of his Sparks St. apartment around 1:20 a.m.

“The investigation is ongoing, with no further details being released at this time with respect to the cause of Mr. Ward’s death,” reads the release.

“Members of the Forensic Identification Unit were on scene for several days and have completed a thorough examination of the scene.”

A sign posted on the government liquor store in Terrace from the Liquor Distribution Branch of the provincial government asked for input from the community on the branch’s request to “establish a rural agency store (RAS) at the New Aiyansh Gas Bar/Convenience Store...to give people...better, more convenient access” to alcohol, the notice said. Investigators conducted a detailed line search of the front lawn of the home on July 25, where four officers stood in a line, took a step, crouched to look for evidence and then took another step to ensure every inch of the lawn was examined.

According to an officer at the scene, the long grass made this task especially challenging.

Although the cause of death remains unknown, police have reported that the victim suffered “significant trauma.”

NWCC joins the Green Marine program The Northern connector

PRINCE RUPERT - Northwest Community College (NWCC) has become the only education institution on the west coast of North America to become a member of the Green Marine program.

“As NWCC serves the coastal communities on Haida Gwaii and mainland Northwest B.C., we continue to develop and deliver innovative programs that reflect the resource needs and environmental reali-

ties of our region,” said Denise Henning, president and CEO of NWCC. The college offers the unique marine program, Applied Coastal Ecology (ACE). In the program students gain technical skills and applied science experience to pursue specialized high-level careers in coastal natural resource management, coastal ecosystems restoration and environmental monitoring.

“NWCC’s membership in Green Marine will be

very beneficial to our students. They will have better access to marine industry information that will be incorporated pro-actively into and across curricula, particularly relating to applied coastal ecology,” said Henning.

NWCC will support Green Marine by showing environmental leadership in post-secondary education and by helping to set high standards of excellence for marine and coastal education and training in courses.

“The uniqueness of our environmental program is the way it welcomes all the stakeholders at the same table: ports, terminals and shipowners shape the program side by side with representatives from environmental groups, academic and legislative sectors,” said David Bolduc, Green Marine executive director.

The Green Marine program is a voluntary marine industry initiative that aims to exceed regulatory environmental requirements.

A&W pushes Rupert open date to 2014

PRINCE RUPERT - A&W Food Services of Canada still plans to open a restaurant in Prince Rupert, but the process has been delayed by at least one year.

The restaurant is expected to bring about 20 permanent full- and parttime jobs, plus up to 20 additional seasonal positions.

A&W spokesperson Patti Parente said the best-case scenario would see a late-2013 opening date, but in all likelihood it will be sometime in 2014 once permitting and location scouting is factored into the process.

Patti Parente Earlier reports stated the restaurant chain was looking at a location in the Prince Rupert Square Mall, but the franchisee is now considering other options.

“Everyone is committed, both corporate and our franchisee, and hopefully we’ll have some news soon on a location,” says Parente. “We’ve got a

The Prince Rupert restaurant was awarded to a franchisee already in the A&W system. This will be the second time A&W opened a restaurant in Prince Rupert. The company demolished the old location years ago as part of a business decision to do away with drive-in style restaurants that made the chain famous.

“We chose not to rebuild [in Prince Rupert] as with many other markets,” Parente said. “Now we’re very confident with the market the way it is today, but there’s also lots of interesting news about Prince Rupert and the opportunities from a business perspective.”

Activities include a tour of the police station, fire department and court house; mock crime scene at Ferry Island complete with a “murderer”; the youths can participate in the Physical Abilities Requirement Evaluation (P.A.R.E.) relay, used to assess ability to perform the physical demands of police work; and games.

New this year is a presentation from Child and Youth Mental Health and “brain yoga” – some training in breathing techniques and awareness taught by a local yoga instructor. Youths will be given ID books at the start and there is a wrap-up barbecue lunch on the last day for all participants and their families. Lunches and snacks provided during the week. TERRACE - Built for the 2010 Winter Olympics, the provincial health authorities’ Mobile Medical Unit (MMU) stopped by Terrace last week on its travel to all the health authorities in the province to show what it can do.

The MMU semi tractor-trailer has 11 bays for patients, plus a full operating room, an x-ray machine and ultrasound in its 1,100 square feet of space, according to Robin Gardner, manager of logistics and deployment for the MMU..

Both sides of the trailer open out when in use and fold up into each other when it’s not in use and on the road.The operating room is considered a multi-purpose room

and has been used for mothers giving birth.

While here, people could learn about it and see it, and there were small simulation classes for doctors, nurses and other medical staff.

Renovations are being proposed to the Kitimat hospital and if they happen, the MMU will be used for emergencies for the seven months the hospital’s emergency is closed for renovations, said Gardner.

Gardner travels on it along with two doctors and two drivers – the second driver drives the other semi tractor-trailer that can carry equipment for the mobile clinic.

It has four bunks, a shower, washroom, food preparation area, TV, and a weather station.

It also has satellite uplinks letting medical staff contact Vancouver General Hospital so a radiologist can read an x-ray taken on the MMU. Both semis are 28 feet long, 15 feet high, fold out eight feet on each side and weigh 80,000 lbs each.

The MMU cost about $5 million to build and was part of the Whistler medical clinic at the winter games in Vancouver.

All the health authorities in the province pay for its operation, which costs about $850,000.

This is its 21st time out and around the province in 17 months.

City launches program to get more downtown tenants

PRINCE RUPERT - The City of Prince Rupert hopes a new business-facade improvement program will help attract and retain new tenants in the floundering downtown core.

The Prince Rupert Business Façade Improvement Program, financed by the Northern Development Initiative Trust, offers a 25 per cent reimbursement grant of up to $5,000 for exterior improvement projects.

The launch of the program comes as yet more businesses are closing down with no one in line to buy them out, nor fill the space with a new enterprise. Prince Rupert Mayor Jack Mussallem now expects the business community will embrace the new program and help kickstart occupancy in these and the many other vacant shops.

“This incentive is a tremendous opportunity for business owners to improve the appearance of the buildings on their property,” Mussallem said.

“These improvements will help attract and retain tenants and enhance the quality of life residents, workers and visitors enjoy.”

The latest businesses to announce closures include McLean and Rudderham, Manson’s Jewlers, Little Big Horse Studio, The Chad’s Smoke Shop, Envy and Anna’s Couture, which is mov-

Inside Stingers shine for Team BC

TERRACE - Two northwest female volleyball players have just returned from training and competing for Team BC – a month long selection process that proved northwest players have the chops to compete with the best in the country.

“This is huge,” said Terrace Stingers’ 16U coach Carmen Didier, who coaches both players. “Northwest volleyball is coming on strong.”

Terrace’s Cassidy Kitchen was one of just 14 athletes to make the 17U team, which ultimately took second against teams from across Canada at the National Team Challenge Cup in Winnipeg, Manitoba July 16-21.

“It was really fun,” said Kitchen.

“I learned so, so much.” The team trained in Kamloops for an intense six hours a day in the weeks leading up to the tournament, and Kitchen says she’s returning to the Stingers with a lot to pass on to her fellow players.

And Smithers’ Morgan Monkman was one of 24 players to make the 16U Western Elites, who competed in a championship tournament in Saskatchewan July 19-21 against teams from western Canada. The 24 BC players were split into two equal teams and ended up playing each other in the quarter finals.

“It was super intense,” she said of that game. “Went to the full five sets and the other team ended up winning.”

That team went onto win first place, and Monkman’s team placed the highest that they could after losing in the quarter finals, which was

fifth, and the only two teams they lost to were the two teams that ended up in the finals.

“The actual competition was super neat and a really cool experience to get to play against players from all across Western Canada, and just to experience a high level of play,” she said.

“But the part I especially enjoyed was training with the team in Kamloops, that was super fun.”

The team trained four hours a day, and spent the rest of the time together doing goal setting and team building exercises and learning ways to grow as an athlete. The experience only solidified her drive to play volleyball at a higher level when she graduates from high school.

“I’ve always loved volleyball, and I’ve always had it in my mind that it would be cool to play postsecondary or take it somewhere bigger but after this experience now my passion for it is definitely stronger,” said Monkman, who is going into Grade 11. “During the tryout part in Kamloops we had college recruitment sessions, so the coaches and ex-BC team players would talk to us about the process of college recruitment and what sort of things you should be trying to do. So I have a good picture in my mind.”

The experience will open doors for both girls, with the exposure gained by playing at this level – something not always easy when you’re from the more remote areas of B.C. “When I said I was from Smithers no one knew where that was!” she said of her teammates. “It was funny. Me and Cassidy were definitely representing the north well.”

KITIMAT - The Kitimat Marlins had five swimmers who qualified and attended the AAA Provincial Long Course (50 meter pool) swim championships over the weekend of July 13.

The Marlins swimmers competed as part of Points North swim association, an association made up of swimmers from Prince Rupert, Kitimat, Terrace and Smithers.

The AAA Provincials is the highest Provincial level swim meet with the best swimmers aged 10 through until their midtwenties in attendance.

This year’s championship was held at UBC and was the largest swim meet in BC history with over 690 swimmers in attendance.

Brander Pacheco (14) joined forces with Tanner and Bailey Espersen from Smithers and Trey Kish from Prince Rupert to take a Silver medal for Points North in the 13-14 boys 4 X 100 meter Medley Relay.

All swimmers on the team were well below their personal best times and narrowly out touched the bronze medal team Canadian Dolphins from Vancouver by a mere 2/100ths of a second.

Pacheco also finished fourth in the 14 year old boy 400 meter Individual medley, eight in the 100 butterfly and 200 backstroke.

Kleanza Cathers (13) had her best result in the 13 year old girls 800 meter freestyle placing fifth.

Her time was her third qualifying time for the Far Western Championships, USA’s biggest age group

PRINCE RUPERT - Three Prince Rupert drivers didn’t live up to their expectations earlier this month, during competition against racers from all over the north in the Houston Drag Races.

Prince Rupert driver Terry Frizzell earned only 30 points toward the season standings in the Super Pro Class after being knocked out in the second round, while Ed Evans in the Pro Class was also knocked out in second round. Houston’s Dieca Cooke raced her way to first in the Pro Class with 95 points followed by fellow Houston racer Ken Kapelari with 74. Speeding his way into the third

position with 63 points was Smithers’ Ed Hildebrandt.

Eight racers competed for the top spots in the Junior Dragster Class at the Houston Drag Races, with Kitimat’s Tanner Daum earning himself the first-place prize, followed by Kitimat’s Delany Ribeiro and Lou Ribeiro in second and third.

About 45 racers from around the Northwest competed at the Houston Drag Races.

While Prince Rupert’s racers didn’t find any success at the drag races, drivers will test their luck again at the upcoming Hot August Nites Drag Races in Terrace this weekend.

Hot and dry weather prompts warning from fire centre

TERRACE - With the mercury in Terrace passing 30 degrees this week, the Northwest Fire Centre is urging everyone to exercise extreme caution to prevent wildfires.

“The fire danger is increasing,” Suzanne Pearce, fire information officer, said in regards to the rising temperatures that are expected to continue all week.

Pearce said the gust-

ing wind that we are seeing is also a big concern for the fire centre, as it could spark a wildfire.

“Extinguish fires if it’s windy,” Pearce explained. She also advises people to not light a fire in the first place in windy conditions.

Although the fire rating is currently moderate to high, Pearce said no restrictions on forest recreation use have been put in place. “We haven’t been considering a campfire ban.”

In order for the fire

centre to take this step, Pearce said these hot conditions must be sustained for a prolonged period of time in our region.

Homeowners should also take a proactive step, and take a look around their homes to see what measures they could take to reduce the effect of a wildfire if one were to come near their neighbourhood in these hot and dry conditions.

This is especially a concern as more homes are being built in urban interfaces (on the edge

of forests), such as the cabins at Lakelse Lake, Pearce said.

Although, the rating in Terrace may only be moderate-high, Pearce encourages those travelling to the backcountry to look at the fire rating map, as pockets around our urban centre are seeing a fire rating of highextreme.

“The Lakes District is seeing high to extreme,” she added.

Stop littering on Ferry Island: city

TERRACE - New “no littering” signage is being put up at the Ferry Island parking lot in response to a complaint submitted to the city, but there is indecision over who should enforce littering laws along the shoreline.

“This is the first official complaint we have received on this matter, but we do recognize it is a problem at this site as well as many other sites along the river,” director of leisure services Carmen Didier said in an email. “The city does not have the jurisdiction, nor do we have the resources to be doing litter collection on the shorelines of Ferry Island.”

Didier went on to say that it is the responsibility of anglers to pack out what they pack in, and that the new signs will make that clear. The ini-

tial draft of the two signs read “Be a Steward of the Skeena/Dispose your litter in the garbage cans provided” and “It’s your shoreline/Keep it clean.”

At the regular council meeting July 22 there was discussion over who could enforce the rule, and if threat of fines should be included on the signs.

An official from the department of Fisheries and Oceans said afterwards that it is not one of the DFO’s current functions to enforce littering laws on shorelines.

B.C. Conservation officers have that power, but there are only a few of them working in the area.

Mayor David Pernarowski brought up the littering issue during the new business section of the meeting, and initiated a discussion about solutions.

“There needs to be some education or some signs and maybe more

garbage cans,” he said.

There are already Hid-A-Bins located at the end of the Ferry Island parking lot, and councillor Bruce Bidgood said that putting new bins closer to the water didn’t make logistical sense.

“The whole notion of putting a garbage can proximate to the shoreline is not a good idea because of the changing water level,” he said, adding that any rotting fish offal left in the garbage can could become a smell issue.

“Essentially a sign that says ‘you will be fined’ for leaving garbage down there would be the most appropriate strategy,” Bidgood said.

“It should say ‘pack out what you pack in’, Christiansen said of the signs, and suggested educational postings on the bulletin board about how to dispose of fishing-related garbage.

Councillor Marylin Davies had another sort of suggestion.

“Why don’t we talk to the tourism group to see if they can come up with an idea,” she said.

“The reality is that there are only a small number of people who are making the mess and it is the good Samaritans and stewards of the shoreline who are picking up behind them,” Didier said.

Tahltan Band Council Chief Rick McLean accepted the award on Adsit’s behalf in Vancouver at the Recognition Awards gala July 25.
