Group to form following deaths

They’ve had enough and they’re doing something about it.

Following the deaths of four people in Seymour Arm this summer, four medically trained volunteers are in the process of forming a nonprofit first responders group.

firefighter and now member of the Shuswap unit of Royal Canadian Marine Search And Rescue (RCMSAR), Christa Meyer, a member of the Sicamous Volunteer Fire Department, Stan Devlaming, a Vancouver doctor who summers in Seymour Arm and Mitch Yurchak, a firefighter with Alberta’s Rocky View Fire Department, are hoping to gain government and commu-

nity support for improved access to medical care – including raising $15,000 to buy a fully-equipped ambulance.

In the process of launching a boat in Seymour Arm recently, Hedmark stopped to help perform CPR on a man in cardiac distress.

“We kept doing it for the next 90 minutes until the chopper arrived from Kamloops, but he was gone,”

said Hedmark, noting that while help usually arrives on land from Kamloops or via the marine search and rescue vehicle, there can be huge communication issues.

“Either way it’s way over an hour.”

First responder plan supported Emergency Health Services, the umbrella organization that oversees the BC Ambulance Service and BC the Patient Transfer Network, says remote Seymour Arm is exactly the kind of location that would benefit from a first responders unit.

“I have a bit of seed money to get them started,” he said. “We’ll get together and I’ll explain the act and regulations and the first responder program and the options we have to move forward in the area.”

Extricating people to a safe staging area for B.C. Ambulance is something first responders would be permitted to do, so calling the vehicle a first responders truck could be the appropriate action.

An enthusiastic Yurchak says the group is very lucky to have found a “mobile treatment centre” truck in Quesnel and that $15,000 would make it Seymour Arm’s own.

“We’d like more resources and have a little more self-sufficient program,” he says, noting that the hour to 90-minute wait for help is doubled in transporting a patient back to the appropriate medical facility.

“Basically what happens here is ditch medicine because we’re limited by our resources…”

And Meyer points out, many calls for help go out every year from nearby Albas Falls, a site accessible only by boat or ambulance.

Devlaming says because he’s a doctor, people run to his home in case of “catastrophic” medical emergencies and everyone improvises, making do with what they have, be it a fractured limb or cardiac event.

Getting people to the wharf or helicopter landing site is another issue.

“We end up using whatever’s available, the back of a boat, a quad, a van, whatever,” he says, emphasizing the importance of administering care to a person in the critical “golden hour” following an event. “In Seymour Arm, it’s more like a golden three hours.”

Devlaming says that perhaps in certain critical cases, “we’ll use the ambulance to take them to meet the other ambulance half way, cutting off an hour to 90 minutes and maybe saving a life.”

But while he is “100 per cent supportive,” Randy Shaw, director of First Responders Services BC, says ambulance service in B.C. is highly regulated and only B.C. Ambulance personnel are permitted to drive ambulances.

CSRD staff have advised Morgan of their discussions with the members of the wouldbe group and, while he doesn’t know when or what will be requested, he suspects a grant application will be made.

“With regards to Seymour Arm, it would likely require a grant in aid to start, but I would hope we could set something up similar to North Shuswap,” Morgan says. “I certainly understand their situation and the need for first responders and I am supportive of that.”

Minister says docks stay

The Ministry of Forests, Lands and Resource Operations is trying to quell the increasing wave of opposition over the issue of docks in the Shuswap.

Formed following a July 3 meeting at Quaaout Lodge, which was held to discuss removal of semiwaterfront docks and attended by some 300 Shuswap residents, a group calling themselves P.R.E.S.S. (Preservation of the Recreational Economics of the Shuswap Society) is fighting to be able to have docks when and where they want them.

In their attempt to fight back against what they deem to be heavyhanded provincial regulation, the group purchased an ad with Black Press last week, declaring their position and advertising a meeting to be held Aug. 12 at Quaaout Lodge.

The ad contends the provincial government is taking action that will have negative implications on property values

and riparian habitat, and will result in marina and boat-launch congestion and redistribution of the tax base.

It is the ad that prompted Steve Thomson, Minister of Forests, Lands and Natural Resource Operations to write a letter to the editor of the Salmon Arm Observer.

Thomson maintains his ministry has no intention of removing docks “today, tomorrow or anytime soon.”

He reiterates that there are more than 1,500 unauthorized docks on Shuswap Lake – most of which will be eligible for a long-term tenure or licence.

Thomson says his ministry is creating more streamlined processes that will make tenure and licence application easier.

In the matter of who may have a dock, Thomson is clear – under long-existing legislation, only true waterfront property owners may, while those whose properties are separated from the water by a road or railway may not.

“The initial impetus was to save semi-waterfront docks from being removed, but the thinking was that it is just too narrow of an issue and there are a bunch of other things that are indicative of trends that are not looking at a balance between business and the environment,” says North Shuswap Chamber of Commerce president Dave Cunliffe.

In a July 25 email to Launch Ltd. owner Brad Long, who says

his North Shuswap business has already experienced a downturn, Cunliffe wrote, “It (P.R.E.S.S.) also wants to provide a voice for families who enjoy all aspects of the Shuswap lifestyle.”

Cunliffe says there is growing fear tourism around the lake will be diminished.

But Thomson has another message: residents and cabin owners should “enjoy the summer with the comfort of knowing their docks will remain in place.”

Lake health: Monitoring shows river, creeks pollute.

So far, not so bad – but vigilance is required.

Results from a Shuswap Lake Integrated Planning Process (SLIPP) water quality monitoring program reveal that while most water samples taken over a two-year period met government safety guidelines for drinking water, swimming, irrigation, livestock, fish and wildlife, there are issues of concern.

High concentrations of phosphorus, nitrogen and fecal coliform bacteria were found in certain lake sites, rivers and streams.

“We are pleased to report the data from samples collected in 2011 and 2012 show that the overall quality of the water is still good,” said Paul Demenok, SLIPP steering committee chair and Columbia Shuswap Regional District Electoral Area C director. “We did, however, see some signs of early changes in specific locations that suggest we should start taking actions to help prevent further deterioration in water quality.”

Monitoring revealed high nutrient or fecal coliform concen-

trations at some sampling sites.

Salmon River and Canoe, Tappen and White creeks had relatively high phosphorus levels. The Salmon River drains a large area and contributes a large volume into Salmon Arm Bay; therefore, the phosphorus inputs are significant.

Shuswap River had considerably lower phosphorus concentrations than the Salmon River but, since it has a higher volume, it is the largest source of total phosphorus delivered to Shuswap Lake.

Salmon Arm Bay had some elevated concentrations of phosphorus and nitrogen near the discharge site of the wastewater treatment facility, but the effects are local.

Elevated concentrations at another sampling location reflect there are multiple sources of nutrients to this part of the lake.

White, Canoe, Tappen and Newsome creeks had high levels of fecal coliform, measured at their outlets into the Shuswap Lake.

These have localized effects, but since the watersheds are small, the contribution to the overall lake water quality is negligible.

Swimming in these creeks may not be recommended.

All swimming beaches monitored on Shuswap Lake had very low levels of fecal coliform, below the recommended guidelines for recreation, with one exception of short duration in 2012 at Blind Bay. “Water samples taken to assess the effect of greywater discharge were taken at Nielsen Beach, one of the most popular houseboating beaches on Shuswap Lake. Bacterial counts at the site have decreased over the years and were well below swimming guidelines by 2011.

Nutrient levels were similar to the control sites without boats, notes the report.

“This may show the voluntary wastewater measures taken by houseboat companies are having a positive effect,” says a SLIPP press release.

Police request help

RCMP in Alberta are asking for the public’s assistance in locating a Salmon Arm man who was working in Alberta when he went missing.

Valentine (Val) Degenhardt, 45, was last seen in Barrhead, Alta. at 5:30 p.m. on July 17.

He was last seen driving a 2000 dark grey Jeep Grand Cherokee bearing Alberta license plate BJS 0889. The vehicle had a SportRack which was positioned on the passenger’s side roof.

The RCMP are now trying to locate a burned out SUV which was observed on a flatdeck, heavy-duty truck on July 30 at approximately 7:30 a.m.

The truck was headed south on Highway 2, just north of St. Albert, Alta.

The family is concerned for Degenhardt’s safety, describ-

ing his disappearance as out of character.

RCMP say nothing at this time indicates that foul play is involved.

Degenhardt and his wife Robyn SchmitkeDegenhardt live in Salmon Arm but own a house in Morinville because Val is often

An emotional Schmitke is overly grateful for the public’s assistance with the search.

She last spoke to Val on the phone from Salmon Arm on July 17, but made her way to Alberta after losing contact with him.

Volunteers have or-

ganized two search parties in the area, in addition to volunteer pilots who have conducted air searches.

“We did it for quite a few days,” family friend Laurie-Ann Sankey said of the organized searches.

“The support from the community has been tremendous.”

The family is offering up to a $5,000 reward for information of Degenhardt’s whereabouts.

Degenhardt is Caucasian, stands fivefoot, eight inches, and weighs 198 lbs. He has brown/greying hair, with a grey goatee and green eyes.

Anyone who may have spoken with Degenhardt, or who may have information about his whereabouts, or the whereabouts of the burned SUV, is asked to call Morinville RCMP at 780939-4520 or Crime stoppers at 1-800-2228477.

Beware of thunder, hail this weekend Visitors and residents alike are wished a happy B.C. Day long weekend. We hope it’s happy – and safe. Special emphasis on the safe.

After a month-long dry spell, meteorologists report the weather pattern across southern B.C. is about to change.

The persistent ridge of high pressure that has steered all weak summer storms northward into the Gulf Of Alaska will be replaced by a weak low pressure system that will eventually bring showers and thundershowers.

There are many large public events scheduled for the BC day long weekend. Event organizers should be especially aware that lightning, downpours, gusty winds and hail often accompany thunderstorms. Campers, boaters and hikers noticing a darkening sky or sudden increases in the wind, should seek shelter immediately when thunderstorms are in the forecast.

The public is advised to monitor future forecasts and warnings as warnings may be required or extended.

And, the lightning may add to the danger of wild fires.

Then there are the Shuswap’s many beautiful lakes and rivers. This July, there has been a spike in the number of drowning deaths around B.C. An analysis by the B.C. Coroners Service found that from 2008 to 2012, half of all drowning victims were involved in recreational activities.

The B.C. Interior had the largest proportion of drowning deaths, 35.5 per cent.

So, while it’s important to have fun this long weekend, please have fun responsibly – for your sake and the sake of the beautiful Shuswap.

Avoid dangers of dehydration It’s a beautiful warm summer day, the sun is shining, the sky is blue, you are out at the lake and you feel like going for a walk with your dog.

Experience tells you that in the summer, when out in the sun, you will to need to take along plenty of liquids for both you and your dog in order to stay hydrated. How much water you bring along and how much you and your dog drink should be based on the terrain, the distance both there and back and, of course, the fact that as the day progresses the heat intensifies.

Dehydration is a lack of water in the body and can cause serious complications for both people and dogs.

Water is essential to all living beings dependant on fluid intake to maintain appropriate body temperature, proper circulation, digestion and waste removal.

The best way to avoid dehydration is to pay attention to your (and your dog’s) body signals when taking part in an outdoor activity such a extended walks or hiking. Drink plenty of flu-

Being properly hydrated in the outdoors is important for your well being, not to mention enjoyment and, in some instances, your survival.

If you drink enough fluids, you will feel better; if you don’t, you may experience symptoms of dehydration including a dry or sticky mouth, low and/or dark urine output, low blood pressure, lethargy and, in more severe cases, dizziness and confusion.

Proper hydration is essential, so remember, it is always better to bring along

more water/fluids than you think you might need. Give your dog water at regular intervals as well.

The most common symptom of dehydration in dogs is the loss of elasticity in the skin. If you pull lightly on the skin and it does not readily come back to its original place, your dog is becoming dehydrated.

Another more alarming symptom is a condition known as xerostomia where the dog’s gums lose moistness and become dry and sticky and the saliva becomes thick.

If your dog appears to be suffering from severe dehydration, seek immediate medical attention. A veterinarian will be able to administer intravenous fluids to avoid further dehydration and replace body fluids.

When away from home, it’s a good idea to take along one of those commercially made, collapsable dog dishes that folds up and is easy to carry along in your pocket or pack with the water. (Do not fill your dog’s dish with lake or stream water as the major-

ity of our lakes and streams are polluted to some degree and may contain nasty microscopic vermin that neither you nor your dog should ingest.)

While on the subject of water, if you decide to cool off after your walk with your dog by going boating, canoeing, kayaking or fishing out on the lake, the same basic rules apply to activities on the water as on land.

It is important to take into consideration that not only are you exposed to the heat of the sun directly, but also from the sun reflected from the surface of the water.

Also, in small watercraft such as a canoe or 12-foot aluminum fishing boat, there are few places for a dog to escape the heat, so it is absolutely imperative to have cool, fresh water onboard.

One thing that I did was adapted a fly from an old tent and rigged it up in the bow of the boat to provide sone shade for my old dog when we went fishing.

However, when it got really hot outside, we usually just stayed indoors and slept.

South ShuSwap Hydro seeks cash A Kamloops man is being sued by the British Columbia Hydro and Power Authority after it was discovered that his theft of power resulted in substantial drug-related financial gain.

Just months after receiving an eight-month sentence for multiple drug- related charges, Robin Manual Mernickle was back in Vancouver Supreme Court on July 22.

This time, however, it is at the request of BC Hydro, who wants Mernickle to refund them for the damages incurred as well as money lost as a result of his marijuana growing operation.

When Chase RCMP raided a home at 2694 McKenzie Rd. in Sorrento on Dec. 1 2011, they discovered more than 465 marijuana plants and associated equipment along with tampering with hydro service.

BC Hydro is accusing Mernickle of diverting electricity which, they speculate, was done so the corporation would not be able to measure the grow-op’s energy use.

Court was told the wire tampering had resulted in surrounding homes losing power, which increased the amount of money lost by the company.

Mernickle is one of three being

sued in relation to the event, with Hydro claiming that he had signed the contract for service.

In their court documents, Hydro said that as a customer of BC Hydro, Mernickle was bound by the terms and conditions of the electric tariff approved by BC Hydro of the British Columbia Utilities Commission.

While an exact date is unknown, BC Hydro claims that sometime before Dec. 1 2011, Mernickle tampered with electrical wiring as well as lines on the property, bypassing the electric meter so that it did not measure all of the electricity used at the property.

Hydro also states in court documents that the stolen electricity was then used to power a commercial marijuana growing operation.

This power, Hydro said, was a key component of the grow op and was used to profit Mernickle, who’s financial gain was substantially more than the value of the electricity stolen.

Hydro alleges that all assets owned by Mernickle were a direct result of his electrical theft.

Court documents filed on behalf of BC Hydro said that Mernickle has been ‘enriched’ by the theft, while they have suffered loss and damage as a result of his actions.

CSRD bylaw officers kept busy Bylaw enforcement is one of the fundamental responsibilities of local government and may be its most controversial. In the Columbia Shuswap Regional District (CSRD), bylaw enforcement actions are initiated by written complaints.

A written complaint assists in confirming and validating a person’s concerns, minimizes potential for frivolous complaints, and gives the bylaw officer a more detailed account of the issue at hand as compared to a verbal report.

A written complaintbased system not only supports staff in handling contraventions of CSRD bylaws, but also eliminates the need for a patrol-based system which would be very costly and ineffective in an area the size of the CSRD. All written complaints received are collected under the authority of the Local Government Act and the Community Charter, and are subject to Freedom of Information and Protection of Privacy Acts. This means that all com-

plaints are kept confidential, unless they become required as part of the proceedings in a court of law.

When a written complaint is received, a file is opened and delegated to a bylaw enforcement officer for follow-up. Handling of a complaint may include follow-up emails or phone calls to confirm details. A response time to follow-up on the concern is then determined by priority, and is followed by an inspection of the property involved to determine if a bylaw infraction has occurred.

Depending upon the violation, further investigation and collection of information may occur with neighbours, CSRD staff and provincial/federal authorities. Acquiring

history on the subject property may also be required.

People who are the subject of a bylaw complaint are often surprised when a bylaw enforcement officer visits their property. If a violation is found, bylaw staff initiate resolution of the issue through education and sharing of applicable provincial/ federal regulation.

The ultimate goal is to seek voluntary compliance to resolve bylaw infractions. If voluntary compliance cannot be obtained, other options available include ticketing or court injunction.

At the July electoral area directors meeting, CSRD bylaw enforcement officers Leanne Robertson and Tammy Jones presented an overview of their enforcement activities.

Descriptions were provided on 303 files, of which a majority (184) were related to building site issues. By category and numbers the other files were as follows: lakes zoningdocks and buoys (76), signage (15), unsightly premises (6), illegal dumping (4), fire and

life safety (4), general (4), aircraft and navigation (3), weeds (3), composting/soil removal and deposit (2).

There was also an unknown number of files opened that related to a wide variety of other issues including: animal control, burning, environmental concerns, fireworks, grow ops, parks, traffic, noise and other incidents involving various government agencies.

There clearly is a lot of variety in the life of a bylaw enforcement officer. I truly admire the patience, perseverance and calming manner of our bylaw staff as they deal with the public on such sensitive issues.

Further analysis was provided on the building site enforcement files and are summarized as follows: In Electoral Area A, two building files out of three were preventable by building inspection. In Area B, it was four out of nine and, in Area C South Shuswap, 30 of 83 total building files were preventable by inspection.

In Area D Falkland/

Silver Creek/Ranchero, 13 out of 25 building files were preventable by building inspection and in Area E Rural Sicamous eight of 17 were in the preventable category.

In Area F, North Shuswap, four out of 47 building files were preventable by inspection.

It should be noted that Area F has a building inspection function in place, which explains why the numbers are quite different in that area. If we excluded Area F from these figures, there would be a total of 137 files, with 57, or 42 per cent preventable with a building inspection function in place.

Building inspection has also been a very controversial subject in the CSRD, but these figures suggest that we should critically evaluate the potential costs and benefits.

“Canada produces incredible talent,” says Rampen. “Trans-Canada Harmony visits three performers from uniquely diverse Canadian communities to investigate how community and geography can influence an artist.”

Fatoumata Diawara, Butterscotch and Selah Sue look at the music industry through the perspective of three exceptionally talented female artists in “She’s got the Power.”

Also at the shade stage are Crooked Brothers, Cam Penner and Sallie Ford, who will look at when a song is “cooked” to perfection without over cooking it, and La Dolce Voce with Horse Feathers, Watasun and Belle Game – a serenade of unique vocal talent from the West Coast.

When Rampen crafted “Every Voice Can Tell a Story,” for the blues stage, he combined the talents of

Fatoumata Diawara, Shakura S’Aida and Rita Chiarelli with a very informal, fun and collaborative workshop in mind.

Rampen says Shakura asked specifically to do a workshop with the other two women, telling him they had talked about it for years.

“When I asked ‘what do you want it to be about?’ she said, ‘I don’t know, throw anything at us.’” he adds, noting the women’s music will take festivalgoers to African communities, prisons and the world stage.

Turn up the heat with “Out of the Fryin’ Pan and Into the Fire,” another blues stage workshop, with Tommy Castor and Mississippi Heat and a real blues jam – “Teasin’ da Keys,” with Kelly Hunt and Ben Waters.

Rampen describes this Sunday afternoon session as a “playful, keyboard-driven jam.”

Join Mighty Mo Rodgers and Steve Strongman at the blues stage mid-afternoon Sunday to learn how they use the power of the blues to chronicle social history.

Rampen has also created four focus workshops.

Music from across the globe will entertain festivalgoers, adding hot sounds to the sultry summer.

“I think this is probably one of our most dynamic lineups ever; several of the artists I’ve been chasing for many years – and that includes City and Colour and Daniel Lanois,” says Rampen enthusiastically.

As artists begin signing on to the festival in February, Rampen is already exploring how they would sound jamming with other artists in workshops that take place throughout the three-day musical cornucopia.

The result of the lengthy process – one that requires a listening and discerning ear, putting together artists who have often never met, let alone played together – is often magical.

One workshop that stands out in Rampen’s mind this year is “All Tribes No Boundaries,” a collaboration between Berlinski Beat, A Tribe Called Red and Felix Zenger that will take place at the Barn Stage at 1:15 p.m. Saturday, Aug. 17.

“An imaginary gathering of the clans, All Tribes No Boundaries is a no-holds-barred music jam of global proportions, where First Nations meets electronica, while shaking the hands of urban European collaborators and a Nordic beat-boxer,” says Rampen.

Shuswap’s valley of the gods ShuSwap paSSion Jim Cooperman It is a landscape so unique and fragile that the public is forbidden to enter.

The 178-hectare Mara Meadows Ecological Reserve, located in a hidden valley below the Larch Hills ski trails, protects a unique calcareous fen wetland ecosystem that is home to the richest diversity of orchids in the province and many other rare species. We recently had the opportunity to accompany the voluntary warden for the reserve, biologist Jeremy Ayotte, on his bi-monthly visit to measure the water levels.

We were advised to wear an old pair of running shoes as we would be walking in the water, and rubber boots would be too hot and uncomfortable.

After a short hike through the trees we entered the end of the valley, where a long beaver dam contains the water which has killed numerous cedar trees. Jeremy took the first measurement while standing almost up to his waist in water.

The three of us hiked along the edge of a vast marshland until we reached the mudflats that would be dangerous to enter due to the risk of being swallowed up in the quicksand-like mud.

One of our goals was to see one of the resident Greater Sandhill

Cranes that nest in the meadows. And sure enough, we heard their loud clicking calls and with scopes we were able to view a pair of the majestic, large grey birds with bright red heads at the far end of the meadow.

We were also on the lookout for the unusual, carnivorous Sun Dews and soon we found a patch of the tiny, red leaved plants on a dry knoll. Tentacles surround each leaf, each with a drop of sticky sap that sticks to the unwary insect that lands on the plants.

The tentacles actually close around the insect to digest it.

On our return, Jeremy took a few more measurements at the small wooden dams that barely block the flow in the old ditch that flows through a portion of the meadows.

He is carrying on the practice begun more than 15 years ago by the previous reserve warden, famed outdoor enthusiast John Coffey who passed on last year. Stable water levels are key to the health of the reserve and previous concerns about the potential for reduced flows have been replaced with concern about rising levels due to the work of the beavers. BC Parks is now planning to install a permanent measurement instrument.

Up until the late 1960s, the meadows were considered a useless area to be avoided.

When an agricultural lease was filed, the applicant attempted to drain the meadows first with heavy equipment and when that failed, with explosives.

n The Mara Meadows Ecological Reserve is home to a rich diversity of orchids as well as the Greater Sandhill Cranes. It is so fragile the public is forbidden to enter. ralists took an interest in the valley and, in 1969, a proposal was submitted to the government for its protection. In 1972, the meadows were made a reserve, which was further enlarged two years later.

The naturalists built the small wooden weirs and dams in the ditch to slow the drainage and help maintain the water level in the bogs.

However, much of the water in the meadows is not surface water from the two creeks that flow through it, but is carbonate-rich spring water emanating from nearby limestone bedrock. The combination of the alkaline water and the alkaline and acidic soils contribute to the rich plant diversity of the meadows.

Another amazing feature of the unique valley are the three drumlins, two of which are in the reserve.

Drumlins are small, elongated hills that look like half-buried eggs and are composed of glacial till that remained after the glacial ice retreated. The drumlin we saw was covered with trees, but

its dome-like shape was still discernible.

During the Okanagan Shuswap Land and Resource Management Planning process (LRMP), local conservationists advocated the protection of Violet Creek, which runs through the meadows, as well as an adjacent portion of forested land.

They were successful, and the 124-hectare Upper Violet Creek Park protects the strip of riparian vegetation on both sides of the creek above the meadows, while still allowing recreational use for Nordic skiing. An adjacent area to the meadows was also protected, but it has yet to become a legislated park.

(Note: There are two other camps in the Shuswap that I learned about after writing the column on summer camps published in the July 19 Shuswap Market News. The Sorrento Centre operates a summer camp as one of its programs, and the Elks Association runs a free summer camp on two acres in Canoe near the public beach.)

MLA learning the ropes It’s been a whirlwind of activity the past few months. After wrapping up a busy provincial election campaign, we launched right into a five-week summer legislative session in Victoria. For new MLAs like myself, it’s been a crash course in how government gets the people’s work done.

It’s been a tremendous learning opportunity, as we worked through our fiscallyresponsible budget and set the direction of government. We’re going to continue our focus on growing the economy and creating jobs to benefit B.C. families. That’s why I was thrilled to be

time was quite the experience – there were a few jitters, but mostly I was just proud to be able to stand up and bring a taste of the Shuswap to Victoria. I delivered a statement on the Salmon Arm Roots & Blues Festival, noting its contributions to our community and our local economy.

Locally, I was pleased to be able to announce some great initiatives to benefit the Shuswap area. The government awarded more than $54,000 in Community Gaming Grants to the Bill Miner Society for Cultural Advancement in Armstrong, the Shuswap Pony Club

in Sorrento, the Larch Hills Nordic Society in Salmon Arm and Canada Day festivities in Blind Bay. Local projects throughout the Shuswap also benefitted from nearly $777,000 from the government’s Strategic Community Investment Fund, which helps municipalities with day-to-day operations and infrastructure needs.

You have the transmission serviced about every two years, because you’d like to avoid having to spend money on a rebuild.

The service writer asks, “Would you like a complete fluid exchange service at the same time?” You smile. You know that’s a scam. If it weren’t, it’d be recommended in your owners manual.

They’re just looking for a way to charge you more money, right?

Not even close. A transmission fluid exchange is more than just a real service: It’s a worthwhile addition to your regular maintenance routine. Here’s why: During the more familiar transmission service, the technician removes the pan and replaces the filter.

Then he reinstalls the pan and refills the transmission.

That type of service is valuable and worthwhile, but it only replaces part of the transmission fluid. In some cases, less than half of the fluid is replaced. The rest of the old, worn out fluid remains in the transmission. That’s important, because transmission fluid does more than just lubricate the transmission parts.

It also cools the transmission, and even provides the connection between the engine and the wheels.

When automatic transmission fluid is squeezed between the clutch plates in the transmission, the fluid takes on a new characteristic. It acts like little “Velcro” hooks, to help the clutches grab onto one another. That holding characteristic is critical for the transmission to operate properly.

Klassen guilty on drug charges

An alleged drug dealer was convicted of multiple drug-related charges as a result of an undercover operation that took place in November.

On July 25, B.C. Supreme Court Justice John Steeves found 60-year-old Chase resident Ernest Klassen guilty of two counts of trafficking cocaine, as well as one count of possession of cocaine for the purpose of trafficking and possession

of a controlled substance.

Steeves deemed that Klassen, who was representing himself, was not guilty of possessing marijuana with the purpose of trafficking, explaining that there was no concrete evidence the drug was intended to be sold.

However, Klassen was found guilty of possession.

These charges stem from an undercover RCMP operation in November, 2012.

Cpl. Marnie Kovacs testified how, on two

separate occasions in the course of the investigation, officers were able to purchase $250 worth of crack cocaine from Klassen.

On Nov. 25, police raided his Trans-Canada Highway apartment near Chase and found about $2,000 worth of cocaine and $5,000 worth of marijuana.

Six men and two women in the Chase, Lee Creek and Scotch Creek areas were arrested in total during the operation. Police said they found a significant amount of powder

cocaine, crack cocaine, cannabis and the precursors for manufacturing methamphetamine.

Along with the drugs, five rifles, a sawed-off shotgun and two pellet guns made to look like handguns were also confiscated.

Klassen, who was arrested by Chase RCMP, was believed to have been a part of a diala-dope operation. His girlfriend, who was also arrested, was later released without charges.

Klassen will be back in court on Sept. 6 for sentencing.

Distracted driver causes collision As the roads get busier with summer traffic, so do the Chase RCMP. On July 22, a Ford F350 pickup truck was heading down Thompson Hill in Scotch Creek when the driver became distracted.

Cpl. Mark Skotnicki said the vehicle veered over the double solid yellow lines and into the path of another pickup truck towing a boat.

The oncoming vehicle’s driver was able to swerve out of the way, missing the Ford, but was unable to pull the trailer and boat out of harm’s way.

As the Ford hit the trailer and boat, a motorcyclist who was following closely behind the oncoming truck

rCmp report also collided with the trailer and boat.

The motorcycle rider was thrown from his bike and was later taken to the Royal Inland Hospital in Kamloops for treatment of injuries, including possible broken bones.

The driver of the Ford was charged with failing to keep left of a double solid line.

Chase in Chase

On July 23, close to midnight, a Ford Explorer ran through a police check stop, nearly striking an officer.

By the time police

were able to get in their vehicle to pursue the suspects, the truck had already gone down the straight stretch and made a hairpin turn before striking a pole at Ash Drive.

Both the driver and passenger of the vehicle fled on foot with police in pursuit.

Skotnicki said the officers chased the driver through three yards and over fences before catching him in a backyard.

The driver was then arrested for failing to stop for police.

Suspecting alcohol had been a factor, officers requested the suspect take a breathalyzer. The driver blew a fail, Skotnicki said.

The passenger of the vehicle was not found at the scene but was turned in the next day.

Both the driver of the vehicle and passenger are 24-year-old men from Kamloops.

Neither men were injured in the accident.

The driver has since been released and will be appearing in court in August.

Four-laning projects continue First Nations: Local bands collaborate in archaeological studies.

Construction on two projects that will improve safety on the Trans-Canada Highway east of Kamloops kicked off on Tuesday, July 29.

The two Highway 1 projects include Phase 2 of the Monte Creek to Pritchard project, and Phase 1 of the Pritchard to Hoffman’s Bluff project. The governments of Canada and British Columbia are investing $110.6 million to improve Highway 1 between Monte Creek and Hoffman’s Bluff, with the Government of Canada contributing a maximum of $43.6 million through the Building Canada Fund.

Last fall, Phase 1 of the Monte Creek to Pritchard project was completed, expanding a three-kilometre section of the TransCanada Highway from

two lanes to four lanes between the Monte Creek Interchange to east of Bostock Road.

Phase 2 of the project will widen a further 7.5-kilometre section of Highway 1 to four lanes, and includes a grade-separated interchange at Pritchard.

The total cost of this project is $49 million.

The federal government committed $16.7 million to the project through the Building Canada Fund. Completion is scheduled for the summer of 2015.

The Pritchard to Hoffman’s Bluff project is the second TransCanada Highway project now underway. This will widen a 5.8-kilometre section to four lanes, and construct a new, safer intersection at Stoney Flats Road.

The Pritchard to Hoffman’s Bluff project will be completed in two phases. Phase 1 will widen a 2.8-kilometre section to four lanes, and is valued

at $19.3 million, with completion scheduled for 2014.

Phase 2 of the project will realign and widen the remaining three-kilometre segment of the Trans-Canada Highway through Hoffman’s Bluff. It is anticipated this next phase will go to tender in 2014.

ted to making sure our roads are safe, modern and efficient,” states McLeod in a Ministry of Transportation and Infrastructure (MOTI) press release. “By investing in these projects, we are helping to improve safety and ease traffic congestion for residents and travellers along these heavily-used stretches of Highway 1.”

Stone said the projects are part of the province’s commitment to continue upgrading the Trans-Canada Highway to four lanes between Kamloops and Alberta, improving safety for all highway users.

MOTI and local First Nations communities worked collaboratively during the archaeological investigation and mitigation phases of these projects, and will continue to work together, minimizing impacts and preserving culturally significant sites during construction.

CornStock ready to rock As Aug. 10 draws nearer, the Chase CornStock Committee is busy preparing the final details for this year’s CornStock event at Chase Memorial Beach.

The day’s festivities will start at noon with the opening of the Corn Field Market, which will host a variety of fresh foods, local products and delicious corn on the cob.

The Interior Savings Little Kernels Zone also opens at noon, and will be filled with a variety of activities for young festivalgoers to

enjoy, including crafts, face painting, games and a bouncy castle.

The opportunity to make cornhusk dolls is a CornStock tradition, and volunteers will be happy to assist all the little kernels in making their own to take home.

Treble Spots Jam, a member of the Roxy Roth Clown Clan, will also be joining in on the fun with her interactive musical setup.

Treble first appeared at the Salmon Arm Roots and Blues festival last year and is excited to be making her first CornStock appearance

Nutritional concerns and solutions for the elderly In our work with the Elderly, we have noted a few nutritional issues that are leaving seniors to suffer unnecessarily. And while solutions may seem simple, it does take effort to ensure good health. Personal nutritional neglect can result for a number of reasons: • Eating alone. Dining is a very social activity. Preparing, sharing and consuming food with others is part of our culture. We communicate during meals and we enjoy each others company. • The loss of a loved one. After years of preparing meals for others, cooking for oneself may seem foreign and even purposeless.

• Financial hardship. The cost of cooking for one person can be inefficient. Small portions cost more per unit. Bulk “Family Packs” are also costly and take up too much space. To save money, many seniors will sacrifice healthy food choices for cheaper, “filler” foods.

• Memory loss. Unfortunately, some seniors begin to experience memory loss that can go undetected far too long. In the mean-time, meals are forgotten and malnutrition can result. Memory loss can also cause some elderly to forget when food was prepared resulting in the consumption of rotten food or throwing food away before the maximum expiration date.

• Side effects from medication.

Honesty Makes a Difference

CHRISTINA MARIA FRANCESCA VERNONWOOD (NEE CATENAZZI) January 15, 1927 - June 17, 2013 Born January 15, 1927 in Ascona, Switzerland.

Chris passed away on June 17, 2013 Predeceased by her husband of 50 years Bill; her daughter Sandra and her great grandson Jonas. She is survived by her daughter Sonja; son Dean: grandchildren Niels, Kirsten, Paola, Lars, Shawn and Deanna; Great grandchildren Leo, Tegan, La Wren, Jack, Jessa, Josh, Sequin and Sunora. Chris came to Canada in the summer of 1947 with her mother and two younger sisters who were emigrating. Chris’ plan was to return to Switzerland but a cowboy stole her heart and she married in 1948 and raised her children in Canada. After Bill rejoined the Air Force they left the Kootenays and lived in Cold Lake AB; Zweibruken, Germany (during which time holidays were spent with her father’s family in Switzerland); Trenton, ON; Cudworth, SK; Williams Lake, BC; Kamloops, BC and Salmon Arm, BC. In retirement, they moved to Grindrod, BC first to the place on the river and then up on the hill. Chris worked as the assistant postmistresses in Grindrod for seven years. Nonie (as she is known to her grandchildren and their friends) was involved in all aspects of her grandchildren’s lives. If they were doing something Nonie would be there cheering them on. After Bill died Chris took great comfort in her friends, much time was spent with Joey and Audrey playing cards and talking. Chris was a member of the Grindrod Gospel Church. She was a voracious reader and if you wanted to know what to read next you only had to ask her and she had many good suggestions. Chris, Choukie, Nonie, Mom will be missed and eternally loved by many.

A tea in celebration of her life will take place at the Grindrod Hall on September 1, 2013 at 12:15pm.

All are welcome. In leiu of flowers please make donations to the Grindrod Hall fund.

HUGH CLAYTON KELLY It is with great sorrow that we announce the passing of Hugh Kelly on July 18 at his residence in Kamloops.

The oldest son of Jack and Pep Kelly, Hugh was born in Shamrock Saskatchewan, March 5, 1931, and grew up in Canoe.

Pre-deceased by his beloved wife Carol (nee Loring), his daughter Daryl and his son Dale, Hugh leaves behind his daughters, Lynn and Coleen, and his son Laverne, as well as eight grandchildren, two great-grandchildren, and a large extended family.

Hugh spent most of his life in Salmon Arm. He worked for many years in the logging industry, driving truck and repairing machinery before he retired to the farm. He could fix anything mechanical, it seemed, and his shop was always a popular spot for repairs or just for conversation. He and Carol loved to camp, and travelled throughout BC and into Alaska in search of the perfect campsite and fishing spot.

He will be sadly missed by all who knew him, particularly when it is time to back up the trailer.

The passing of a loved one, combined with the burden of making the right decisions often leaves a family feeling overwhelmed. We are committed to quality funeral arrangements, peace of mind, dignity and understanding to those we serve through our staff and facilities.

SYMBORSKI, PATRICK JAMES August 17, 1962 – July 25, 2013 Patrick Symborski passed away suddenly of a heart attack in North Shuswap, BC. Pat is survived by his brother Bruce Symborski of Calgary AB, his two sisters, Kathy (Bryon) Hilland of Calgary AB, and Kerri (Wade) Trainor of Dartmouth NS. He leaves behind 9 nieces and nephews who loved him dearly. Leanne, Jamie & Shannon Hilland; Alana & Kayla Symborski; Brendan, Dennis, Tanis & Justin Trainor. His beloved cat and constant companion Keesha will be well cared for by family members.

Pat was born in Regina, Sask and was raised in Calgary AB before settling in BC where he lived with, and cared for, his parents (Marnie & Peter) before their untimely deaths in April and October of 2010.

As a youngster Pat was an avid athlete; excelling both in hockey and baseball. However, his greatest love of all was fishing. He was happiest on the water and was always avidly willing to share his tips, tricks and stories of his fishing expeditions. His smoked fish was renowned in both BC & AB and was a treat and a delight to receive.

Throughout his life Pat learned many skills while working as a surveyor helper, pipeline labourer, meat cutter and being a fishing guide on Great Bear Lake in NWT. He became a volunteer firefighter for the Celista Fire Dept. in 2005 and also worked for the Provincial Park clearing paths and hiking trails.

Some of Pat’s happiest moments were spending time on the Shuswap Lake with his nieces and nephews. He always brought along his special tackle box that was filled with candies and treats to share while he taught them all the art of fishing.

Pat touched the hearts of anyone he knew.

He had a heart of gold and was always willing to help those in need, even when he had little to give himself. Although he will be dearly missed, he will live on in the hearts of his family & friends with their many happy memories.

A Memorial will take place in the fall in Calgary AB. In lieu of flowers the family requests that donations be made in Pat’s name to the Heart & Stroke Foundation or the Canadian Diabetes Association.

A26 www.saobserver.net A26 www.saobserver.net WILLIAM (BILL) ERNEST BATES It is with great sadness that we mark the passing of William (Bill) Ernest Bates, born February 28, 1929 in West Ham, London, England.

He passed away peacefully on Friday, July 26 with his daughter-in-law and her sister singing at his bedside.

William was born into a large, poor family, in a row house in the east end of London. He was ten years old when World War II broke out and eleven when the Blitz started, initially targeting the dock areas of East London where he lived.

After a few bombing raids, he was evacuated along with most children to boarding schools in the countryside outside London. His mother and siblings were sent in different directions and he hardly saw them again until after the war was over.

His father stayed behind to work in the docks and lost three houses through the course of the war.

His Dad died of a heart attack in 1942. The stress of living through the worst of the London Blitz had broken his heart and spirit.

Billy did well at school and teachers took note of his intelligence. Upon graduation (Grade 8) at 14 years old, he finished top of the school. The school board offered him a scholarship to attend a technical college. Even with the scholarship, his family couldn’t afford to not have him earning money and he didn’t go. His mother didn’t tell him about the scholarship until years later. After his Dad died, the union sympathetically gave him a job in the docks where he was probably expected to spend the rest his working life. Fate intervened in 1947 at age 18 when he was drafted into the British army.

The army did some aptitude tests and they too realized that this cockney boy from the East End was pretty sharp. Code breaking during the war had spurred the development of early computers.

At the end of his basic training, he was selected to go on a course in London concerning ‘Data Processing’, something unheard of in those days.

He completed the course, had two week’s leave with his family and was then shipped off to Egypt.

He spent 15 months near the Port Fayid on the Suez Canal working at ‘GHQ’ operating a punched card machine.

Bill often said ‘In the land of the blind, the oneeyed man is king’. Upon demobilization from the army, he had some skills and knowledge that put him at the forefront of the data processing revolution as early as 1948. He was quickly snapped up by a ‘tech’ company in London and his real lifetime career took flight. While installing a new data processing system in Watford in 1954, he met Peggy who was working as a keypunch operator. They fell in love and planned to get married.

Having been independent for most of his life and used to being away from his family, Bill decided that Canada might be a nice place to go and live for a while. So the very day after their wedding, Bill and Peggy jumped on a ship to Canada and started their new life together. For the next 58 years were rarely apart.

After landing in Montreal, they eventually settled in Toronto. Bill became the ‘Director of Data Processing’ for City of North York and worked there until he retired in 1986 with a good pension. They moved to a little waterfront property on the Trent River and enjoyed a busy retirement of gardening and travel. The poor boy from the East End of London had done very well for himself. In 2004, both at age 75, they sold their property and moved to Salmon Arm to be closer to their grandchildren.

Bill will be remembered for his quick wit, sense of humour, thriftiness and love for his family. He was a great Dad and an even better Granddad.

He is survived by his loving wife Peggy, his sons, Stephen and Alan, Alan’s wife Debbie and their children Hannah, Rachel and Teslyn. He is also survived by his dear sister Bess in England. He will be missed by all of his relatives scattered between England and Australia. We are sad to see you go Dad. Apart from that everything is okay.

Much appreciation goes out to the medical staff at Shuswap Lake General Hospital and the staff at Bastion Extended Care Facility for their work, compassion and care for Bill. The Columbia Shuswap Regional District (CSRD) has partnered with the Regional District of Okanagan Similkameen (RDOS) and the Regional District of North Okanagan (RDNO) to issue this Request for Proposals from qualified Proponents for the collection, transportation and processing of recyclable gypsum. The CSRD will act as the lead agency for this RFP process and all inquiries must be directed as outlined in the RFP document.

Proposals clearly marked “REQUEST FOR PROPOSALS – GYPSUM RECYCLING” will be accepted until 2:00 PM local time on Thursday, August 15, 2013, at the office of the Columbia Shuswap Regional District located at 781 Marine Park Drive NE, PO Box 978, Salmon Arm, BC V1E 4P1.
