Business confidence remains positive British Columbia small business owners have maintained a steady optimism which translated into a 64.9 Business Barometer Index (BBI) for July, according to a report from the Canadian Federation of Independent Business (CFIB).

Short-term full-time hiring plans are more positive than usual with 25 per cent of respondents expecting to add staff and only seven per cent looking to trim down. Tax and regulatory costs remain the top constraint on businesses with 67 per cent being concerned over it – the highest level in

the country.

“B.C. is holding steady with no change from June in small business confidence,” says Mike Klassen, CFIB’s B.C. director of provincial affairs.

“The concern over B.C.’s tax competitiveness supports our view that making the Provincial Sales Tax a more business-friendly tax can really help our economy.”

Nationally, in a big turnaround from a downbeat June, small business confidence rose sharply in July.

CFIB’s BBI, currently at 64.2, rose almost five points this month, making up almost all the

B.C. home sales continue on upward trend The British Columbia Real Estate Association (BCREA) reports that a total of 7,196 residential sales were recorded by the Multiple Listing Service® (MLS) in B.C. in June, up 5.6 per cent from June of 2012.

Total sales dollar volume was 11.9 per cent higher at $3.84 billion. The average MLS residential price in the province was $533,219, up six per cent from a year ago.

“BC home sales rose 6.7 per cent from May, on a seasonally adjusted basis, with June being the fourth consecutive month of increasing sales activity,” said Cameron Muir, BCREA chief economist.

“Since February, home sales across the province have climbed by 23 per cent, on a seasonally adjusted basis.”

On a quarterly basis, MLS residential sales climbed 15 per cent in the second quarter, while the inventory of homes for sale has moved down five per cent over the last two quarters, creating improved market conditions in many regions of the province.

Year-to-date, B.C. residential sales dollar volume was down 8.2 per cent to $18.8 billion, compared to the same period last year. Residential unit sales were down 7.8 per cent to 35,336 units, while the average MLS residential price was down 0.4 per cent at $531,401.

Measured on a scale between zero and 100, an index level above 50 means owners expecting their business’ performance to be stronger in the next year outnumber those expecting weaker performance. An index level of between 65 and 70 means the economy is growing at its potential.

July 2013 findings are based on 1,135 responses, collected from a stratified random sample of CFIB members, to a controlled-access web survey. Findings are statistically accurate to +/- 2.9 per cent 19 times in 20.

dens can be dropped off at Loaves and Fishes on Wednesdays and Cariboo Family Enrichment Centre on Thursdays, or at the Agri-Culture Enterprise Centre (call all ahead for hours).

Local families will greatly appreciate having the fruit and vegetables to help provide for healthy meals and snacks, she adds.

Rail crossing closures Interior Roads Ltd. (IR) has issued an advisory that two rail crossings, located on Chasm Road and 83 Mile Road, will be closed for maintenance next week.

Canadian National Railway (CN) will be performing maintenance on both crossings during these closures.

IR quality manager Phil Doddridge says the planned upgrades are similar to what was performed by CN and government a couple of years ago at three rail crossings at Lone Butte.

“It’s something that is being done all across

the province. They are using these concrete pads and they are setting them to grade with the railway. They really make for a much smoother crossing, and it is really a great improvement for our area, for sure.”

Chasm Road’s north crossing will be closed 6 a.m.-6 p.m. on August 7. The sole rail crossing on 83 Mile Road will be closed 6 a.m.-6 p.m. on August 8.

Premier Christy Clark is pitching British Columbia’s carbon tax to her fellow premiers, bolstered by a study that shows it is reducing fossil fuel use compared to other provinces.

As premiers gathered on July 25 in Niagaraon-the-Lake, Ont. for a Council of the Federation meeting, Environment Minister Mary Polak said B.C. needs other provinces and United States to get on board before moving further on carbon pricing.

Introduced in 2008, B.C.’s carbon tax now adds about seven cents

to the cost of a litre of gasoline, with comparable taxes on coal, fuel oil, propane and other fuels. Legislation requires carbon tax revenue be offset by reductions in business and personal income tax, so it encourages fuel efficiency.

The B.C. Liberals campaigned in the May election to freeze the rate for five years. Polak said results so far show it is reducing per-capita fuel consumption without depressing the overall economy, but the province has gone as far as it can on its own.

Campfire ban now in effect A ban on campfires within all areas of the Cariboo Fire Centre (CFC) will take effect at noon on Aug. 1.

The fire danger rating is currently high throughout the region, with scattered pockets of extreme.

Fire information officer Greig Bethel says this step is being taken to help prevent human-caused wildfires and to protect the public.

He explains with the current trend of warm and dry weather, there is potential

for wildfires in the CFC to display aggressive behaviour and require additional fire suppression resources.Humancaused fires divert critical resources and crews from responding to naturally occurring wildfires, Bethel adds.

Open burning continues to be prohibited throughout the Cariboo Fire Centre.

This ban applies to open fires of any size, industrial or backyard burning, fireworks,

tiki torches, sky lanterns and burning barrels.

These prohibitions do not apply to cooking stoves that use gas, propane or briquettes, or to portable campfire apparatus with a CSA or ULC rating that uses briquettes, liquid or gaseous fuel, as long as the height of the

One Cariboo court record showed that James McMillan testified in court that he knew Eliza Ord in California 15 years earlier by another name, Mrs. Christian.

Similarly David William testified that he knew Mary and Samuel Nathan in Australia in 1852.

Wright pointed out that at least 20 Barkervillians had been in the Australian gold fields, and half a dozen men who found themselves in the Cariboo around the same time, had been in the Royal Engineers together.

Another half-dozen had been in the Crimean War and a few had been in India together.

A miner’s notoriety tended to follow him as well. Liverpool Jack was banned from California in 1854 by the Committee of Vigilance and banished to New York, but he returned to the west and ended up in Barkerville where

he was widely known as an outlaw and petty criminal.

Outlaw Boon Helm who murdered three merchants near Quesnel Forks, and others in Idaho and Montana,

was eventually hanged and buried in Virginia City, Montana.

One of the rumours that Wright’s new edition helps dispel is the number of miners who actually worked the goldfields of Barkerville at the same time.

“There were maybe 6,000 people working the North Slope mines but certainly not 20,000 people that some histo-

rians have reported.”

Wright bases his information on the number of mining licenses issued. “The population decreased by ten-fold in the winter.”

Other facts peg the average age of the miner at 33 years old, slightly higher than some earlier estimates, and certainly not the army of 19-yearolds that some people have carelessly tossed out there. In one census only 17 were under the age of 20, and 17 were over the age of 50.

The average goldfield death age was 56, mostly due to mining accidents. The average age of death in British Columbia outside the goldfield at that time was 66-years-old.

The miners had an interesting array of nicknames like Black Jack, Wildgoose Bill, Flapjack Johnny, Wakeup Jake, Cotton-vest Bill, Six-toed Pete, and Bill “Two-man” Brown.

For the most part knotweed is no longer sold in nurseries, but is still spread through people sharing garden plants, contaminated soil and root fragments drifting downstream in water. knotweed has been found throughout the Cariboo-Chilcotin, mostly in gardens, but recently many new plant sites have been found in unauthorized garden waste dump sites.

To keep this species from causing widespread impacts in the region, it is important to prevent its establishment in the first place.

Do not purchase, trade or grow knotweed as there are better alternatives available including native plant species.

If you have knotweed growing in your garden it is important to care for it in a manner that is not going to cause further spread. Be sure to bag any plant material in a heavy plastic bag and dispose the bag in the designated invasive plant bin at the Williams Lake, 100 Mile House or Quesnel landfill sites.

In the coming weeks, knotweed plants that have spread their roots and stems over the last few months will begin producing delicate white flowers throughout the region. Be sure to know how to identify the knotweed varieties in our area to help stop the spread of these invasive plants.

Though Japanese knotweed is the most dominant variety of knotweed infesting British Columbia; Himalayan, Bohemian and Giant knotweeds also exist.

These bamboo-like plants, especially the Japanese variety have become one of the most prolific invasive plants in the world with serious infestations in the United Kingdom, United States and even here in Canada. In fact, stiff regulations and policies have been developed within the United Kingdom to help address their Japanese knotweed issue.

Within the Cariboo Regional District (CRD), knotweed is a regulated plant species under the BC Weed Control Act and the CRD’s Invasive Plant Management Regulation Bylaw.

Knotweed has the ability to spread very quickly because of its extensive root system which can reach 15–20 metres in length.

Growth of new shoots can emerge up to 20 metres away from the parent plant and when a plant is disturbed, a hormone in the plant is released stimulating the growth of new shoots.

Knotweed spreads vegetatively through its creeping root system; it rarely, if ever, spreads by seed. It can grow anywhere from one to five metres tall and crowds out native plants and habitat.

Young shoots generally begin to emerge in May and growth rates of eight centimetres per day have been recorded. Knotweed has been observed to grow in environments without sunlight, through building foundations

Impaired boaters face threat of 9-1-1 calls

MADD Canada is taking its Call 911 message to the waterways, supported by the B.C. Liberal government, to highlight the dangers of impaired boating and encourage the boating community to help prevent it.

“By working together with MADD Canada and the RCMP, we hope all British Columbians take a moment to think about the things they can do to keep themselves safe on land and water,” says Environment Minister Mary Polak.

“We strive to provide a safe environment for

our park visitors. Now 42 of BC Parks’ most popular boat launches have new signs installed e n c ou r a g i ng the public to report impaired boaters.”

Boating tragedies occur every year because operators are impaired.

MADD Canada reminds the public that impaired boating is not only dangerous, it’s a crime that should be reported to police for the protection and safety of everyone who uses our waterways.

With alcohol being a factor in more than 40 per cent of recreational boating fatalities, there is a great need to educate boaters about the dangers of operating their vessels while impaired.

Thirty-seven per cent of boaters in Canada admit to consuming alcohol every time they boat, and nearly two-thirds admit to consuming alcohol sometimes when boating.

“Alcohol consumption affects judgement, reduces motor skills and balance and slows reaction times, and the effects of sun and waves can heighten those effects,” says Tracy Crawford, MADD Canada Chapter

Model air show takes flight

All eyes were on the sky at the FunFly Air Show, held at the South Cariboo Regional Airport at Mile 108 Ranch, July 27-28.

The 100 Mile Model Flyers Society hosted the event which featured acrobatics by model helicopters and planes – some with wingspans in excess of eight feet (2.4 metres).

Flyers came from the local club and from others in Mission, Kelowna, Kamloops and Quesnel.

Spectator attendance was up over last year, says Flyers club treasurer John Code.

“I think the crowd was pleased with what they saw,” he notes. “It was fun to watch.”

He says a big hit was a round of air combat between three model planes which left only one flying in the end.

Canim Lake Band plans wellness fair

Canim Lake Band is hosting its 2013 Outdoor Wellness Fair, the Healing Journey on Aug. 8-9.

Activities take place in the Canim Lake gymnasium and Eliza Archie Memorial School grounds.

The event runs from 9 a.m. to 5 p.m. both days.

It will feature First Nations keynote speakers, traditional medicine, energy healers, tea leaf readings, traditional art, traditional drum booths, food fair and an array of vendors.

The fair is open to the general public.

Another eye-catcher was a number of planes which left smoke trails.

The club took in approximately $800 in cash donations at the gate which will be used to make improvements to its flying field at the 100 Mile Snowmobile Club facility.
