Maple Ridge likely caught breach in time Abbotsford system also hacked

The probe could have come from Russia, China or North Korea, where many hacks originate, says the assistant professor with SFU’s School of Criminology.

“To compliment them, they’re very talented,” he said of the hackers. “We have easy targets and lots of money – compared to them.”

A man who molested young children in his wife’s Maple Ridge daycare was sentenced Thursday to four years in prison.

Latif Hamad Tata will serve his sentence in a federal penitentiary, but was credited for 218 days he has already spent in custody.

– four counts each of sexual interference of a person under 16, invitation to sexual touching and sexual assault – but pleaded guilty to two counts of sexual assault.

He admitted to sexually touching two girls, between ages two to four, while they were being cared for at Shining Stars Daycare.

Crown prosecutor Wendy Wakabayashi confirmed Tata admitted to molesting the girls on more than one occasion.

He was also charged with sexually assaulting two other young children, but those charges will be stayed.

“Some of the charges had to be dropped because the kids were too young to talk,” said a woman who knows the affected families.

The allegations against Tata surfaced after one of the young girls refused to go to the daycare, Judge David Stone said during sentencing.

“I don’t like Latif,” the girl told her mother.

When questioned further, the four-year-old revealed Tata had touched her private parts, forced her to perform oral sex and engaged in other sexual touching while his wife was picking up old-

er children from school.

The young girl told her mom that Tata urged her to hurry up before his wife returned.

Ridge Meadows RCMP was contacted and the young girl was interviewed by investigators on Dec. 13, 2012. Tata was arrested later that day.

He admitted the assaults to police, but claimed they had only been happening for a month.

The second victim revealed the assaults to her parents, who recorded her testimony on a cell phone.

aple Ridge’s new community gaming centre isn’t intended to be a glitzy showpiece, with no expense spared on how building green can save the world.

What it does, though, is make better use of what was a vacant lot at 227th Street and Lougheed Highway, the site of a former cement plant.

“It’s really what’s classified as a brownfield site,” explained Terrance Doyle, vice-president of planning and construction with Great Canadian Gaming Corp.

“These brown-field sites are really difficult to work with. When you can get one and make it work, it’s a benefit to everybody.”

Doyle said after the cement plant left, the site became a dumping ground, contaminating soil and requiring the removal of about 20,000 cubic metres of dirt. In return, another 100,000 cubic metres were brought back on to the site.

“We came up with a plan … to remediate the site and remove all the bad fill.”

“It was quite a civil engineering exercise.”

Once the Ministry of Environment and Fisheries and Oceans Canada gave the OK (the project includes burying one non-fishbearing stream and replacing it with a more viable creek elsewhere on the site), construction started

Now the 28,000-sq.-ft building is a few months away from opening, with interior finishings being installed, security being wired in, ready for 175 slot machines and 200 bingo tables.

While the gaming centre will bring in a lot green, it should also be green in many ways.

A green roof, at about a $100,000 cost, will cover parts of the building. That entails building a drainage system and creating a space where 20 centimetres of top soil can be dumped, in which to grow native shrubs and grasses.

The soil and plants above will serve as insulation, much like a sod home from the old days, and reduce heating and cooling costs.

Doyle admits the gaming centre’s green roof is partly for decorative purposes. Such features are more valuable in dense downtown areas covered in asphalt, compared to leafy Maple Ridge. But the sections that are covered by the soil and plants will help with energy costs.

Covering the entire building, with its large open spaces below, would have been too expensive, Doyle explains.

“We’re trying to show other developers and the district, they can do this in a responsible way and still hit your targets, from a cost point of view, and still do it in an environmentally responsible manner.”

Low-flow toilets and water fixtures minimize water use in the building, while energy-efficient

window glass will reduce heating and cooling costs, with strategically placed shades and louvres cutting down on summer heat, but allowing sunshine during the winter. An automated heating-ventilation and air-conditioning system that senses carbon dioxide and temperatures will turn on systems only when needed, while a “thermal break” provides a gap between the interior wall and the insulated concrete exterior wall, further reducing costs.

The features should produce overall energy savings of 10 per cent.

As energy prices climb, the payback and money saved will only grow over the years.

Although it hasn’t filed a Leadership in Energy and Environmental Design certification application because of time limits, Great Canadian figures the building would meet the silver standard for the rating system.

“We’re just trying to use a common sense approach and do what’s right,” Doyle said.

Site and soil conditions aren’t suitable for geothermal, he added.

The eco approach continues outside, where several features minimize the amount of water that will rush into the storm sewer system during Maple Ridge’s ‘10-monthlong’ rainy season.

Water from the roof and the 220-stall parking lot will be diverted into rain gardens, where it can percolate into the soil before flowing into the storm sewer system.

“It’s a much more controlled way of getting water into the storm system.”

Doyle figures such steps will soon be incorporated into most city by-

laws and points out they’re not expensive or difficult.

Just some early coordination between the engineer and landscape architect is required.

“There’s really no additional cost.”

Project manager Andy LaCroix said Great Canadian wants the centre to be a community place, where people can stop in for a meal, a drink or to hear local entertainment in the 130-seat restaurant/bar.

“It’s certainly something we think will be a nice addition to the community.

“We want it to be a hub of activity.”

A board room and meeting room are included on the second storey of the building.

Overall, the building cost should ring in at $10 million, with another $3-million for site work and remediation.

The requirement by the district for Great Canadian to build the road, extending 227th Street to Lougheed Highway, added another $4 million to the cost.

“There was quite a bit of work done from a biodiversity point of view,” said Maple Ridge public works manager Frank Quinn.

Construction of 227th Street will fit in with the district’s renovation of the Lougheed Highway streetscape from 226th to 228th Street. That work will see a facelift applied to the downtown thoroughfare so that it resembles what was done a few years ago along 224th Street.

“I think it’s going to look super by the time it’s all finished, considering what was there before,” Quinn said.

“We’re pretty excited about it.”

Fraser River sockeye run looks promising

It seems the local news media has picked up on the recent spate of young males street drag racing their souped up cars and they won’t let go! Always on the lookout for new stories and new angles on those same stories, we are bombarded with the pictures and the gory details that accompany them.

What they fail to mention is that this street drag racing has been around as long as cars have. This is by no means anything new. The fact there are more people involved in this illegal street activity is directly related to the increase in population, combined with their ability to spend the money necessary to play this game.

Thirty years ago, give or take a year, for those of us that souped up our hot rods there were two rural places we would drag race our cars in Maple Ridge. When we tired of the local talent we could go to Langley, Delta, Richmond and other communities and there to we would find designated areas in rural or industrial sections where we would race.

These were not sanctioned by the local law enforcement but there was no doubt that they knew where and what was going on. They would allow us a few hours of activities and then swoop in and swiftly extend the long arm of the law and that would be it. It was then off to cruise the main drag in town and then retire to a local drive-in to brag about our ride and its recent exploits.

I have talked to many a retired customer over the years and I have heard similar stories of souped up hot rods, the guys that drove them and the places where they raced, extending all the way back to the late 1940’s.

This is not a new “problem” but rather a long and storied activity which has been around a very long time. What is new is that people are dying, including innocent victims and it’s happening at an alarming frequency.

It seems that the rural areas are full of houses and the industrial areas are no longer suitable for this activity. So this new generation is forced to carry out this activity when and wherever they can. The police are busy dealing with more crime than they had last week and with fewer resources(ie: money). They cannot even hope to keep up with road racing. What should we do? The answer to this problem is so blatantly obvious.

It escapes me why I haven’t heard of any of our so-called media experts discussing it. As long as you have young men, and a few gals, with disposable cash and cars, you’re going to have the group that loves the smell of burning rubber and the rush of acceleration as your head is pushed back into the seat. Your not going to stop them, so what do we do?

It’s always just a numbers game whether Maple Ridge and Pitt Meadows residents can enjoy some shiny sockeye salmon, fresh from the Fraser River, this summer.

Early returns are looking good, but the jury is still out on the main summer run of sockeye, says Fisheries and Oceans Canada.

“The two components of the early runs are looking pretty

reasonable,” said Jennifer Nener, director of salmon for the Pacific region with Fisheries and Oceans Canada.

Sockeye runs go in four-year breeding cycles. The astronomical run of 2010, when 30 million sockeye went up the Fraser River, means their descendents are due to return from the Pacific Ocean in 2014.

This year, though, moderation is the key.

“So right now, were coming off 2009 and that particular yearclass was extremely low,” when only 1.5 million sockeye went

up the river.

The low returns that year sparked the Cohen Commission Inquiry into the Decline of Sockeye Salmon in the Fraser River.

This year, that cycle returns, but the forecast is 4.7 million for the year-class.

Nener said the forecast for the first of four runs of sockeye this year, the early Stuart run, is for 211,000 sockeye.

The actual number, though, should be closer to 180,000 – still more than double what came back in 2009.

As for the early summer run,

the early forecast is for 253,000 sockeye.

“We’re probably looking more in the ball park of 400,000.”

The summer run is the largest part of the Fraser River sockeye run and that’s predicted to be 3.7 million. But, “It’s too early to tell where we’re at with them. You can never tell. We’re tracking and we’ll see what the data says over the next couple weeks.”

“I’d say its kind of a moderate year. We’ll see how it plays out.”

The main summer run will be followed by the late summer run which is predicted to be 583,000.

Past victim of ID fraud finds district breach ‘unsettling’ Hacking from front

An outside information technology specialist alerted the district on July 19.

The district says it appears that personal data wasn’t accessed.

Frank says it’s possible no data left the system, although it depends how vulnerable the district’s servers are. Municipal IT departments often don’t have the staff that big companies can devote to computer security, he said.

Maple Ridge has told residents who use the “My Maple Ridge” service to pay their bills online that they should change their security question and password, just in case.

It also said those who pay their taxes online through monthly pre-authorized withdrawals from their bank account, may have had that information stolen and that they should contact their banks.

It points out the information would amount to no more than what’s on a personal cheque – name, address, bank and account number.

Frank said the hacking software is called an IP scanner, or a port scanner. “Essentially, it looks to see if anything is responding on a computer.”

Frank said it would be a good idea to change passwords anyways, but if the data left the system, such as that from a personal cheque, it could be enough to contact somebody’s bank and get access to an account.

The district says most of its credit card payments are done via a third party and information such as credit or debit card, driver’s licence, social insurance numbers weren’t at risk because they’re not in the system.

There are two types of attacks, by manually attacking an Internet program or circuitously by accessing servers or websites to get other information, such as financial details.

Frank said an IP scanner will go from one Internet protocol address to another, looking for vulnerabilities. Once it finds a vulnerable system, it’s added to the list for future probes.

“The software essentially will act like a filter. Rather than a person looking at 16 billion computers manually, the software will filter it down to a set that have some vulnerability.”

But it all depends where on that list Maple Ridge’s system was and whether the hacker got that far on the list.

“So it’s possible that they will never get to it.”

Frank pointed out there has been some software that has been on servers for years without being discovered.

He pointed out one hack of T. J. Maxx department store in the U.S. in 2010, had 45 million credit cards stolen. Those cards could have been sold online for $5.

“It’s possible that no data left their [the district’s] system. The original hackers just haven’t had a chance to get any of it.”

And measures by the district to shut down its systems should take care of the problem.

“It depends how bad the computers were vulnerable.

“It depends, there are a lot of different variations.”

After checking the district’s software, Frank found its systems to be up to date.

If it’s automatic and the goal is financial

information it’s likely it wasn’t targeted at Maple Ridge.

Maple Ridge web developer Jon Peters, though, said that when a site is probed, it’s always done with the intent of breaking into a site.

“The initial probe uses automated software to test for vulnerabilities. That probe then typically sends the notification to the would-be hacker that a site is vulnerable,” said Peters, who’s business partner is Maple Ridge Coun. Corisa Bell.

He said the next step if a system is vulnerable is to install software to run commands.

“It wouldn’t make sense for a hacker to install software that does not do so. The extent of the breach would have been to the extent of the software installed and the environment in which it was installed.”

In his opinion, “a hacker would have had access to no more information than what’s available on the server.

Peters said he used the online system to submit his homeowners grant and had to input various pieces of personal information to do so. “As someone who has been a victim of identity fraud in the past, due to a mailbox break-in, I find these events unsettling.”

He wanted to know if the district will reveal the type of software installed once its completes its security review. He also wondered if it was safe for people to log on and change their passwords if the review was still underway.

Frank, though, said Maple Ridge seems to be doing the right thing.

“It seems like they’re responding properly.

At least they’re being open about it.”

Conditional sentence for child luring

A Maple Ridge man who sent sexually explicit messages to a young girl will serves his sentence in the community.

Chad Kelly Galagan received an eight-month conditional sentence Friday after pleading guilty to one count of communicating via a computer to lure child under 16.

According to Ridge Meadows RCMP, Galagan sent several sexually explicit messages via a smartphone to a 13-year-old girl. Those messages were discovered by her parents and police were contacted.

Galagan, 36, was charged with the crime in August 2012, after an investigation.

As part of his sentence, Galagan will have to abide by strict conditions for the next eight months. They include keeping the peace and being of good behaviour, abstaining from alcohol and illegal drugs, remaining in B.C. and having no contact with the victim. He will also have to complete a sex offender treatment program and go to counselling. Galagan also has to write a letter of apology to the victim and her mother

by Sept. 30.

If Galagan fails to abide by the conditions of his sentence, he will serve the remainder of the sentence in jail.

The eight month conditional sentence will be followed by a year-long probation order.

A fire in an exhaust fan at a Maple Ridge prison was quickly doused Monday.

The Maple Ridge Fire Department was called around 10:30 a.m. after sparks from equipment in the prison’s metal shop sparked a small fire in the exhaust.

Assistant fire chief Mark Smitton said the fire was contained to the shop area and did little damage.

Dual role Doug Bing, Liberal MLA for Maple Ridge-Pitt Meadows and still a Pitt Meadows councillor, has hired Maple Ridge Coun. Cheryl Ashlie to be his part-time constituency assistant.

Ashlie was his campaign manager during the May provincial election.

She will share the new role with Gay Conn, who ran for Pitt Meadows council in 2011, but was not elected.

Ashlie’s hiring by Bing has drawn some criticism, given her duties on Maple Ridge council.

Both are taxpayer roles, and some see that as double-dipping in the public purse.

Keep in mind, though, that being a municipal councillor, which pays her $42,762 a year, is considered part-time work. Most other councillors in both communities have other full-time jobs. Bing was a dentist before retiring after being elected to the Legislature in Victoria.

And Bing is forgoing his municipal salary while remaining on Pitt council, he claims, to avoid a byelection, which would cost $15,000.

Concerns have been raised regarding potential conflicts that could arise having Bing in both roles, such as grant funding or agricultural land reserve decisions.

The same is now being said about Ashlie.

No doubt there could be some conflicts, and maybe Ashlie will excuse herself from municipal votes concerning such matters.

The difference between her and Bing and their new jobs is that being constituency assistant is not an elected position. It does not require her to be in Victoria or to miss council meetings. Being constituency assistant only requires her to work in the riding.

She has shown, while on school board and council, to be an effective politician, and Bing’s choices reflect that.

Despite the ongoing controversy concerning Coun. Corisa Bell, during which Ashlie has been outspoken, she has earned enough respect and trust to show that she can perform both duties, fairly and well.

If she believes the two positions compliment one another and that her new experiences will benefit both the riding and district – or her own career path – she deserves a chance to prove that.

Politicians come in many stripes. Constituency assistant or not, Ashlie’s will not change, nor should they.

I told this fellow I ride a bike when practical, keep old cars as long as I can (Parker), shop locally to reduce my carbon footprint, and try to buy only as much of anything as I think I can use.

“I hear what you’re saying,” he replied. “A lot of guys tell me the same thing, but we just don’t cut it. No choice. Smallest amount is the 100 foot roll. That’s how it comes to us, and that’s how we sell it.”

“Would I get the same answer if I asked the store manager?” I asked.

“Don’t waste your time,” he said.

Darren Windsor is a manager at Rona. He’s a friendly young man who maintains eye contact when he talks to you. I told him he reminded me of Mark, a manager at Canadian Tire, who also has good listening skills, and treats customers like neighbours.

Darren noted my reasons for not wanting extra vapor seal as he led me purposely back into the supply yard.

“You know,” he mused as we neared the vapor seal shelf, “I had a little wall covering job in my basement. Didn’t need the whole roll. I’m pretty sure most of it’s still down there somewhere.”

It sounded like an offer I couldn’t refuse.

“I’d be happy to pay what it cost. Just don’t want extra plastic lying around, or going to recycling.”

“Tell you what,” said Darren, “If the seal’s still there, you can have it. No charge. Check with me tomorrow.”

Rona’s manager had been thinking as we spoke. “I’ve got a staff meeting tomorrow,” he told me. “It’s a head office decision, but I’ll suggest putting plastic seal on a roll so people with small jobs can buy what they need.”

I thanked him.

“Well, it’s not a bad idea,” Darren added. “I might also suggest we do that with laminate underlay. It’s the other thing that people sometimes want just a little of.”

Laminate underlay’s sold in 50-foot lengths, twice what I’d need for most rooms in my house.

“You should be able to buy only what you need of anything,” says Kim Day, at the local recycling depot. “You can do that at any sewing materials store. Building stores measure wood out for you. There’s no reason they can’t do that for vapor seal, and underlay.”

Conservation is humanity caring for the future, says Nancy Newel. When we reuse, recycle, and reduce waste, we prove we care for the environment enough to make changes in the way we buy things, and what we discard.

Building supply stores can show they care, too, by allowing customers to purchase only what they need. It would take willingness to make a paradigm shift, but doing so might change a problem into an opportunity, and I’d really have a story to tell Steinbeck when we meet on the other side.

The News/letters Taxpayers footing bill for both positions Editor, The News: Re: Councillor hires councillor (The News, July 31).

When an MLA openly hires his campaign manager to work for him, and the campaign manager continues to draw a salary as councilor for the district, and taxpayers are footing the bill for both positions, and neither side sees anything wrong with that, that is disgusting.

When I was young and my father was involved in municipal politics, he always used to tell me not to bother even submitting my resumé for a job, as even the appearance of nepotism or conflict reflected poorly on the town.

Apparently that’s not an issue for Coun. Cheryl Ashlie or MLA Doug Bing.

For shame.

Right now, Maple Ridge is at a very important point in our development.

We need councillors whose sole focus is our local government and who are able to push hard against the province when necessary. Being employed by the province necessarily compromises one’s objectivity.

During the HST debacle, Coun. Cheryl Ashlie told me personally that municipal politicians should definitely not have any involvement in provincial politics. What a performance Editor, The News: During the past two weeks, performances were held by the Emerald Pig Theatrical Society in Maple Ridge and Pitt Meadows. Attendees were asked to bring canned goods or cash donations as an entry fee to this event – Macbeth – A Midsummer’s Nightmare.

During the performances in Pitt Meadows on July 1821, cash donations received were $642 and food donations weighed in at 725 pounds.

The Maple Ridge production ran from July 25-28 and raised an additional $588 and 505 pounds.

The total for both productions was: $1,230 and 1,230 pounds of food. How strange is that?

Thank you, Sandy Macdougall, for your very thoughtful statement on the effectiveness, or lack of it, of our elected civic politicians.

We have been gouged to such extremes in Maple Ridge that it is shameful how our residents just keep quiet and turn the other cheek.

Take a good look at our gasoline prices and compare them with those of Port Coquitlam. There always seems to be a difference of a few cents.

Has our mayor ever questioned this imbalance?

As you had stated in your article, all of the discrepancies that had been passed with the blessings of our elected mayor had gone through without discussion with the Maple Ridge citizens who have to pay for his inability to carry out his duties for the betterment of the Maple Ridge.

Have you ever noticed the increase of traffic on the Haney Bypass via the Lougheed Highway into Vancouver these days after tolling the Port Mann?

New name for taxes Editor, The News: Re: TransLink the biggest rip-off of all (Sidewinder, July 26).

As I will be retiring shorty after 30 years in health care, I am in agreement with Sandy Macdougall’s comment: “For most senior citizen’s and anyone living on a fixed income, that rainy day is here and now.”

Yes, he’s right, that more and more of the tax burden is being off-loaded on to our municipalities.

But, to put the blame on our mayor is not quite fair.

It is our federal and provincial governments who are the real culprits.

They are slowly cutting back on transfer funds to our cities for all the things we need, like transit and sewage treatment.

People need to understand how the federal government is off-loading these responsibilities onto the provinces, who then off-load them onto the

municipalities.

It is an insidious tactic and we, the citizens, are left with paying the bills, in the form of fees – the new name for taxes.

When I hear these lying politicians boast about our paying less taxes, I cringe with disbelief that people actually believe this crap. You are being duped, big-time.

Folks, you’ve got to wake-up, get your calculators out and tally up how much you are forking out on raising fees, on gas, bridges, Hydro, gas for heating, MSP premiums, and the list goes on and on.

There is a reason that Canadians are now the highest in personal debt than ever in our history. Because the debt load is being dumped onto us, the average citizen.

So, don’t be so quick to blame the mayor, when the real culprit is our federal government, with all of the cuts to our provinces.

MR council needs more people like Bell Editor, The News: Re: Councillors ‘ambush’ rookie Bell (The News, July 26).

I was one of the purple “league” who turned out in support of Coun. Corisa Bell at the July 9 Maple Ridge council meeting.

And I can assure Couns. Cheryl Ashlie and Judy Dueck that Coun. Bell had nothing to do with organizing this event.

Furthermore, I am writing this entirely of my own volition.

Coun. Dueck may be able to “have individuals write letters of support” on her behalf, but she has based her charge that Coun. Bell is doing so entirely on conjecture.

As for criticisms and comments directed at and about Coun. Bell by Couns. Ashlie and Dueck, it would be difficult to imagine more “toxic” verbal attacks than those that were reported.

Coun. Ashlie likened the council chambers to an “arena” (in this case, perhaps, it is an apt comparison) and she states that a participant in this ven-

ue must have “intelligence and skill, but most importantly, respect for the opinions of others and the conclusions of the majority.”

We are left to infer that Ms. Bell probably lacks the abilities and characteristics of the “majority” of council.

And, unbelievably, Coun. Ashlie sees nothing disrespectful in the comments and criticisms she has made regarding Coun. Bell and her supporters.

Those of us who support Coun. Bell have admired her attention to democratic idealism and community issues such as hospital parking fees and the Albion fire hall and development proposals.

At the July 9 council meeting, I was impressed by a request she made that council adapt the public hearing process so that council could ask questions back to the public to ensure that the public has a clear understanding of the issues involved.

It seems obvious to me that Coun.

Bell is attempting to involve the public in the decision-making process, and in so doing creating a more open and ac-

countable council.

We need people like Coun. Bell – young, community-minded people with new ideas and vitality.

She deserves our support.

I read your editorial in disbelief.

The actions and behaviour of Maple Ridge council toward Coun. Corisa Bell are a disgrace, and childish beyond belief.

If this were private enterprise, the whole works would be fired.

The responsibility of getting his constituents, his council and himself out of a deep, deep self-dug hole lies with Mayor Ernie Daykin.

In light of what has gone before, I’m not hopeful.

be missed by many – Mr. Stewart, Mike de Jong, Mike Macdonald, and Premier Christy Clark.

Tata told report author he’s ‘normal’ Daycare from front

The court heard the young girl was visibly upset in the video, screaming and crying on the floor.

When police tried to interview the young girl, she did not disclose the molestation because she was too scared.

Tata, however, admitted to sexually assaulting the young girl, including oral sex and sexual touching.

Dressed in a prison-issued red T-shirt and track pants, Tata had no emotional reaction as the judge detailed his crimes. He sat hunched and occasionally looked at the court room where his family and friends were seated.

“The impact of a sexual assault on a child’s life cannot be understated,” Judge Stone said before handing Tata his sentence in Port Coquitlam Provincial Court.

Stone took into account Tata’s guilty plea, but noted a pre-sentence report did not paint the 39-year-old father of three young girls in a positive light.

The pre-sentence report noted Tata is unwilling to participate in sex offender rehabilitation program and lacks insight into his crimes. He also did not take responsibility for his behaviour.

Tata told the author of the report that he was “normal” and would not benefit from treatment.

Due to his lack of empathy, the report noted that it is likely Tata will require intensive, long-term

intervention to reduce the risk of reoffending.

Tata’s lawyer, John Cheevers, clarified the characterization of his client in the pre-sentence report by explaining there were cultural issues at play and that Tata misunderstood the questions posed to him by the author of the report.

Cheevers told the court that he has discussed sex offender treatment programs with Tata and his client has expressed a desire to enroll in them.

Originally from Afghanistan, Tata was born in Kabul and came to Canada in 1994 with his father, mother and brother after they spent several years as refugees in Pakistan.

He has a Grade 6 education, a lazy eye and has suffered from poor eyesight his entire life.

Since his arrival in Canada, his primary means of income has been a disability pension. The family mostly depended on his wife’s income from operating the daycare. Tata has been married to his wife for 10 years.

Judge Stone read excerpts from victim impact statements, noting they eloquently described the ordeal the families have gone through.

“The parents had put their trust into Mr. Tata and his wife and that trust was betrayed,” said Stone.

“The parents feel anguish over the pain of their children and anticipate, with regret, the dif-

ficulties their daughters may experience as they mature. These crimes will affect the lives of both families forever.”

Outside court, Tata’s wife refused to comment on her husband’s sentence.

She ran Shining Stars Daycare on 122nd Avenue until the allegations against her husband surfaced.

The business should not be confused with Shining Stars Montessori Daycare and Preschool in east Maple Ridge.

The daycare has since closed and the house has been sold, but the family still resides in Maple Ridge.

With a dealership at the edge of Spencer Creek nestled near a luscious green belt, the staff at Maple Ridge Hyundai are used to wildlife wandering through their car lot.

“We see bears, deer, beavers, coyotes,” says owner Dave Wyant, who has another funny animal story to add following a power outage caused by a beaver Tuesday.

A tree chewed by a beaver, building a dam in the nearby creek, toppled onto power lines, knocking out power to a large swath of east Maple Ridge.

More than 2,800 customers were affected at the height of the outage, according to B.C. Hydro, including Wyant’s Hyundai dealership.

The outage triggered open the dealership’s main garage door.

While the door was open, a black bear wandered in, followed some-

to stumble upon a big, black bear seated between two cars and the service department.

“The bear got scared of by Dave, and Dave got scared off by him,” said Wyant, adding the security guard “Dave” took refuge indoors and called police.

Police arrived and checked the dealership, but did not find the thief or any other bruins.

Wyant’s glad he has an assortment of wildlife ambling through his dealership.

“The bear was a great backup security device,” he added.

Deceased ATV rider from Maple Ridge The B.C. Coroners Service has confirmed the identity of a Maple Ridge man who died following an ATV incident near Savona last week.

Paul Nicholas Eror, 69, was operating a quad ATV on a dirt road northwest of Kamloops.

About 11:45 a.m. he struck a boulder in the road, lost control and went over an embankment. Others in the party and passersby tried to help Eror and called

911 immediately, but he died at the scene.

The B.C. Coroners Service and RCMP continue to investigate his death.

Speeding A 40-year-old Maple Ridge man will be walking for the next week after he was clocked by police driving 80 kilometres over the speed limit.

No ‘showdown’ with teachers: minister Education is still ‘underfunded’

The B.C. government is pressing ahead with its goal of a 10-year agreement with B.C. teachers, appointing a “public administrator” to replace school trustees on the board of their provincial bargaining agency.

Education Minister Peter Fassbender said the change is temporary, and the B.C. Public School Employers’ Association will continue to play an important role in talks with teachers and support staff. BCPSEA will be under the direction of Michael Marchbank, CEO of the Hospital Employers’ Association, when talks with the B.C. Teachers’ Federation resume in September.

Fassbender’s announcement surprised school trustees around the province. He said he spoke to or left messages for trustees on the BCPSEA executive before making the announcement Wednesday in Vancouver.

The move is to meet a demand of the B.C. Teachers’ Federation to bargain directly with the

B.C. government, Fassbender said. The government also intends to eliminate essential services rules that keep schools open with minimum staff during strikes.

Fassbender denied the suggestion he is setting up a “showdown” with teachers that would shut down schools and turn the public against unions.

The structural change is needed to achieve the stability for students and parents promised by Premier Christy Clark, he said.

“It’s not about pitting them against us,” Fassbender said. “It’s about finding a new road map where we can achieve that goal.”

George Serra, president of the Maple Ridge Teacher’s Association, said the change doesn’t address the fact that the education system has been under funded since the Liberals came into power.

“I’ve always felt bad for the BCPSEA,” said Serra.

“They’ve been asked to negotiate a contract but haven’t been given the funding to do it. Their hands have always been tied and, yet, they always get blamed for not getting a deal done.”

“That’s been their downfall. There can’t be labour peace when they’re still dictating the terms.”

The MRTF president said he was skeptical about the government’s latest offer of the right to strike. The B.C. government stripped teacher’s of that right shortly after the Liberals came to power in 2001.

Serra said examination of the B.C. government’s white paper on teacher’s bargaining that was released in January of 2013 still imposes restrictions to when the teacher’s would be allowed to take a strike vote and actually set up picket lines.

“What they are proposing doesn’t sound like full bargaining rights.

You would have to actually read the whole white paper to fully understand the limits, but you won’t see any of that in a government press release.”

He said the government’s insistence on an unprecedented 10-year contract will also continue to be a major stumbling block for getting

a new deal done. Serra said if the government is serious about labour peace then it has to restore teachers full right to strike, as well as address class sizes, and at the very least, bring teacher’s salaries up to the national average.

“There can be a lot of changes in 10 years.

We’re not sure how they will determine salaries and funding over the course of the next decade,” he said.

A two-year contract extension and wage freeze imposed by the government on teachers expired at the end of June.

The BCTF is returning to court this fall to seek restoration of bargaining for class size and special needs support.

School support staff represented by the Canadian Union of Public Employees are to resume negotiations for a new contract this month, after walking away last spring because their negotiators didn’t believe BCPSEA had an adequate mandate to get a settlement.

CUPE employees have not had a raise in four years.

Sharply rising costs to upgrade Metro Vancouver’s sewer and water system will translate into steadily rising utility fees for the region’s residents.

A new five-year forecast tabled by the regional district shows overall regional levies are expected to climb 23 per cent by 2018, costing the average household nearly $100 more than today.

The average $725,000 home that paid $418 for regional utilities this year will see that rise to $430 next year – a 2.9

per cent increase – and a projected $516 by 2018.

“It’s a little bit disturbing,” White Rock Mayor Wayne Baldwin said of the nearly 25 per cent increase in utility fees over five years, adding that’s far more than the rate of increase of property taxes from most local cities.

“We would be crucified at our end if we were to throw out those numbers,” Baldwin said at a recent meeting of Metro’s finance committee.

Regional water servicing costs are slated to rise from $147 per average household now to $152 in 2014 and reach $189 by 2018, reflect-

ing increases of around eight per cent in the next four years.

Cost drivers include the new Seymour-Capilano Filtration Project, adding ultraviolet drinking water disinfection to the Coquitlam source and building new tunnels beneath the Fraser River to carry drinking water to Surrey.

The sewage system – where rising federal standards are forcing Metro to rebuild two treatment plants – is pushing sewer levy hikes from $171 now to $216 by 2018.

The sewage cost projection is considered tentative because regional district officials don’t yet know how much of the $1.7-billion-plus price tag for new treatment plants

And the regional board is also contemplating changing the formula that apportions sewage upgrade costs across the region – as a result the actual household impact could vary wildly depending on each city’s share.

Although Metro Vancouver has forecast soaring garbage tipping fees – rising from $107 per tonne now to $150 and beyond in the coming years as it builds a new waste-to-energy plant – that’s not expected to bite as deeply at the household level.

The solid waste levy is projected to translate into an increase from $60 per household now to $66 by 2018.

That’s because organic waste collection and other recycling gains are expected to mean households generally will produce less garbage that incurs tipping fees in the years ahead.

The levy for the main regional district budget – which mostly goes to run Metro regional parks and to pay for planning and administration costs – is projected to rise slightly from $40 per household to $45 by 2018.

Some Metro Vancouver directors want the region to look at increasing regional development cost charges, which haven’t changed in several years, as one way of generating more revenue.

And Delta Mayor Lois Jackson questioned why Metro Vancouver still owns the Ashcroft ranch – which it once intended to turn into a new landfill until it was blocked by the province and opposing First Nations.

Metro officials said the ranch continues to run and is covering its operating costs.

They said the region had been holding off on trying to sell the land due to low real estate prices but will review the decision this fall.

Celebrating the midsummer harvest

I

recently paid a visit to my favourite community garden down on South Bonson Road in Pitt Meadows, with John Blackman being kind enough to give a tour and update me on the goings on.

There were certainly a lot more flowers than I remembered – with dahlias, gladioli, sunflowers and marigolds taking center stage in this July heat wave.

Right at the front of garden was a glorious cardoon (Cynara cardunculus), with its huge purple blooms looking like Scotch thistle on steroids. While often grown as an ornamental, the blanched stems of this massive perennial (averaging two metres high) are occasionally steamed and seasoned as a gourmet treat that is very closely related to artichoke.

Even the vegetables proper can be beautiful in their own right, with mixed plantings of glossy mahogany and green-leaved lettuce, bright yellow banana peppers and towering scarlet runner beans catching the eye as frequently as the nearby blooms.

Blackman mentioned that the community garden was encouraging its members to plant flowers along the fence line to beautify and attract pollinators. As well, a living fence of raspberries is being created along the south side to free up more space in the smaller plots.

Pollination was another topic we touched on when Blackman remarked that members were just building-up their local hives, as the bees had abandoned them the previous season.

This community garden does not allow the use of chemical pesticides, so there was a little powdery mildew on the cucumbers and squash, few cabbage looper holes in the cole crops, a smattering of trellis rust on the ‘Bartlett’ pear.

That said, everything seemed to be producing just fine.

More importantly, as gardeners we really need to get over the use of pesticides for purely cosmetic purposes, because we can still grow perfectly good fruits and vegetables on less than pristine-looking plants, and the gardens here are a real testament to that fact.

Our favourite vegetable (technically a fruit) is well represented here, with many of the cherry types (especially ‘Sungold’) already ripening.

There were even some Italian heirloom and ‘fantastic’ tomatoes reddening up in the heat –

although those of you looking to grow slicing tomatoes and still beat the late blight may also want to try ‘Oregon spring’ (determinate/75-80 days) or ‘Early girl’ (indeterminate/75 days) next year, because we may not get another dry July like this one again.

Many of the gardeners here have erected small, portable greenhouses (with roll-up sides) to sheer the rain off, as keeping the foliage dry will also prevent late blight infection, provided the air circulation is good and the humidity kept down.

Wrestling with success, aiming for gold Trio of Maple Ridge athletes look to grapple their way to glory at Canada Games

Q

ualify for the Canada Games is an accomplishment all on its own. Coming home with gold is something completely different.

Three Maple Ridge wrestlers are pinning their hopes on their continued rise in the sport to come home with the top prize as competition gets underway on in Sherbrooke, Que. on Saturday, Aug. 3.

The Canada Summer Games will feature 4,200 athletes competing in 20 sports over 16 days.

Maple Ridge’s Payten Smith has to be a heavy favourite to strike gold.

The 16-year-old Maple Ridge secondary student is the reigning national champion in the 90-kilogram class and has gone just more than three years without a defeat. The straight-A student hasn’t lost a match since early in Grade 9.

Her success? She attributes much of it to her father. Payten has the good fortune of being able to learn the ropes from Bill Smith, a former professional wrestler under the name ‘The Hangman’ and ‘Black Jack,’ with both All-Star and Stampede wrestling.

With a background in martial arts, Bill said he has been able to pass on some of the insights he’s gained over the years. But he said his daughter’s sheer will to win is what separates her from the competition.

“Her will to win, to never give up, and her desire to constantly get better is what makes her so successful,” said her father. “She hasn’t lost a match in three years.”

Payten said as she approaches her senior year at high school, she’s looking to secure a scholarship close to home. She plans to use her experience at the summer games as motivation for her next national goal.

“I would love to go on and compete for Canada at the Olympics, that’s my goal,” said Payten.

Travelling with Payten to Quebec will be fellow MRSS student Cameron Hicks and Westview secondary’s Cody Osborn.

With a background in Jiu Jitsu starting in Grade 6, Osborn converted to wrestling once he joined high school. A two-time provincial bronze medallist who will be fighting in the 63-kg class, Osborn said the ability to determine his own fate in the ring is what drives him to fight.

“Whether you win on lose, it’s all

about you,” explains Osborn. “No one can take the credit. I like to be able to take the responsibility, win or lose.”

He says he relies as much on his will to win as he does on technique, .

“I think a lot of the wrestlers I face can’t deal with my determination in the ring. It frustrates them,” said Osborne.

The Westview student sees himself returning to Jiu Jitsu once high school ends, with hopes of becoming a professional mixed martial arts fighter.

national championships in April in Saskatoon, says he feels he can improve on that showing at the Canada Summer Games. Like Osborn, the wiry Hicks likes the challenge of individual sports over team competition.

“I just like not having to rely on someone else for my own success,” he stresses. “I want to be the best and wrestling lets me do that.”

Wrestling in the 43-kg division, Hicks also has his father to thank for his love of the sport. Hicks says his dad, a former wrestler, has always supported his passion, whether its the long drives to meets or shuttling

him back and forth from practice.

It’s a theme both Payten and Osborn also note.

Payten’s charity work with Job’s Daughters has, in turn, meant the Mason’s group has reciprocated with donations to help pay for her trip to the games.

Osborn had his travel expenses paid by a local contracting company.

All three acknowledge a long list of coaches and teachers who have helped them along the way. All three are looking forward to the competition.

“I’m excited to get the chance to go and prove myself,” said Hicks.

The Burrards finished the season in first place with a 15-3 record and will be joined at the finals by The Richmond Roadrunners, The Victoria Shamrocks and the Coquitlam Adanacs.

Connor David leads the Burrards into the weekend boasting the league’s top save percentage at 84.15. The team allowed the fewest goals with 131 while replying with 212, third most in the league for players 16 to 18 years old.

“Our offence is deadly strong and our opponents have known this all year long,” said McQuarrie. “Our defense consists of a group of elite athletes that play our systems very well. Plus we have two of the very best goalkeepers in the league that can steal games at any time.”

The head coach said the team has stressed conditioning throughout the season, hiring a full time trainer. He said everything from running the Grouse Grind to extensive dryland training contributed to the team’s strong play this year.

He said training camp started with more than 60 players vying for a spot on the roster.

He was born May 18th, 1935 in Padstow, Alberta. Lyall grew up in the Queen Charlottes, New Westminster and Maple Ridge. After serving in the RCAF Lyall obtained a degree in electrical engineering from UBC. He then went on to a successful career with BC Hydro. He was an avid outdoorsman who possessed a unique love for life. Lyall was also a proud member of AA for over 32 years. He enjoyed many pastimes with his family such as camping, fishing, woodworking, playing cards and bird watching. He had a great sense of humor and was always up to another adventure.

The purpose is to make an accurate assessment of the number of hours and minutes students are physically active.
