Public hearing for North Delta land plan Proposal seeks to redesignate 36 hectares of land near Burns Bog

to send the MK Delta Lands development proposal back to the Corporation of Delta for a public hearing prior to determining its land use designation under the Regional Growth Strategy.

The North Delta application came before a Metro board meeting last Friday (July 26) and led to a heated discussion about whether the regional government should designate the land use question Lois Jackson before residents of the municipality have had the opportunity to weigh in at a public hearing.

The application is to re-designate 36 hectares of land east of Highway 91 and south of 72 Avenue in North Delta to “general urban” from “conservation and recreation.” Metro’s current designation is reserved for lands intended to “protect significant ecological assets.”

Woman, 64, jailed for theft Surrey bookkeeper stole millions of dollars from engineering firm

by Sheila Reynolds A WOMAN who admitted to stealing millions from a Surrey engineering firm was sentenced to four-and-a-half years in jail last month.

Ellen Norris pleaded guilty in March to theft over $5,000 and was handed the prison term in

New Westminster Supreme Court at the end of June. The reasons for sentence were just posted online this week.

Norris, who had worked as a bookkeeper at Megatech Engineering Ltd. since 1986, was accused of stealing $2.9 million from the company between May 2000 and September 2005.

The theft was discovered by happenstance, when a WorkSafe BC audit was conducted and the assessment officer noticed Norris’ income for 2004 was said to be $78,524, but the company’s payroll ledger showed it at $195,141.

Norris: Must pay back $2.3M From page 1 A subsequent investigation showed Norris had, over the years, signed 577 cheques totalling more than $2.6 million that benefited her.

There were payments to American Express of $1.2 million, to CIBC Visa of $532,000, to Diners Club of $371,000, and to two different MasterCards of $174,000 and $76,000. There were also other “miscellaneous” cheques totalling about $238,000.

The bills, according to court documents, showed thousands of dollars were spent on expensive clothing and jewelry on multiple occasions.

Norris also wrote cheques for her own salary of $589,665 over those years. At a salary of roughly $60,000, the Crown noted she overpaid herself by approximately $265,000.

When confronted by one of the company managers, Norris, who is now 64, confessed immediately and was fired in 2005.

A civil suit was launched against her and the company’s external accountant and criminal proceedings were pursued 2010.

The proposal by MK Delta Lands would develop 993 residential units and 36,000-square-metres of commercial space on land which borders the ecologically sensitive area of Burns Bog. (Some environmentalist organizations such as the Burns Bog Conservation Society argue the development plan is within that sensitive area).

At the Metro meeting, Richmond Coun. Harold Steves argued the proposal should be brought to Delta council first. But Delta Mayor Lois Jackson said it was unclear how the municipality could proceed without first determining the land use question.

In a back and forth with Chair Greg Moore, she argued that she wasn’t receiving a clear message on what the impact of a public hearing in Delta would do if another one would be held in Vancouver.

Metro board members then debated whether applications should be brought to Metro before or after a local municipality has had a public hearing.

MK Delta Lands intends to develop 55 per cent of the 36-hectare plot, saving the rest for green space and conservation. The company has also agreed to contribute $10 million toward highway improvements and a roundabout near 64 Avenue. It also plans to donate 78 hectares of land west of Highway 91 to

Delta so that it can be absorbed into the contiguous Burns Bog Conservation Area.

Municipally, the land is currently zoned I3 Extraction Industrial, and has historically been used for peat extraction operations. A legal opinion provided to Delta indicated the municipality would have little recourse to prohibit the owner from using for the land for its permitted use should the application be denied.

An online petition against the application started by the Burns Bog Conservation Society last May has garnered 1,600 signatures.

According to the Save the Bose Forest Facebook group, those against the proposed residential development will meet at 7 p.m. Aug. 1 at the A.J. McLellan Elementary parking lot and walk over to the 3.69-hectare (9.1-acre) property at 16420 64 Ave. with signs to bring attention to their campaign.

A representative for the developer has said the plan has undergone significant changes since last year in order to keep as many trees as possible. In July of last year, the developer planned to remove 339 trees in a forested area on the site.

In recognition of the heritage component of the property, the developer has agreed to preserve the Henry Bose farmhouse, milk cooling shed, and calf barn.

This ALR application is the latest hurdle in the residents’ battle to keep the land their homes overlook as farmland.

Keep West Cloverdale ALR’s campaign began in 2010 against an earlier proposal by the same consortium of land owners to rezone the properties to pave way for an industrial business park.

At the time, they said negative impacts of the proposed business park would harm the environment, damage fish habitat, reduce property values and boost noise, while further reducing farmland in Surrey.

The owners’ previous rezoning application with the City of Surrey has been closed. The owners have not indicated what their plans are for the property should the ALR exclusion be approved.

We try to eliminate bullying, but it seems if it is done by a Crown corporation, it is quite all right, with the government’s backing.

It seems to me that energy minister Bill Bennett has taken a cue from organized crime. If you want to keep your old BC Hydro meter, you pay them $20 a month of protection money until it has to be replaced due to old age. This is just like blackmail, extortion and intimidation. The cost of reading meters was always included in your bill.

I believed we elected a democratic government that was supposed to protect us from such practices. This is more like a dictatorship than a democracy.

There will always be Luddites in our society.

I believe B.C. energy minister Bill Bennett is being extremely generous in allowing 60,000 households, or four per cent of B.C.’s population, to opt out of smart meters by hiring extra staff to read the obsolete analogue meters manually, with an extra cost for Hydro users.

Fortunately for letter writer C.A. Archibald, I am not the energy minister. The choices would be smart meter or no meter – and no Hydro power.

A few weekends ago, on the weekend of the Fusion Festival, I was trying to get to Langley for a party and stood among 20 people passed up by a full 502 bus at King George Station on Saturday evening at 9:30 p.m. I didn’t stay around that long after missing it, but I can imagine that the next bus – after 30 minutes – was also full.

After I got home, I checked the

TransLink website and didn’t see any alerts for extra service in Surrey.

I did see other upcoming alerts for Vancouver and North Vancouver, two cities that often get extra transit service arranged for events (the Caribbean Days festival in North Vancouver warranted 10-minute frequencies on the SeaBus – better than at rush hour) The City of Surrey should have

a responsibility to request and ensure that extra transit is there for major events. The Fusion Festival is arranged and expected to accommodate more than 100,000 people, so I’m astounded that our council and city staff could not ensure the extra transit service to accommodate that sheer volume.

I read with dismay that Linda Evans cannot afford to fly to see her mother after a 50-year absence.

Wouldn’t it be wonderful if an airline were able to donate a free ticket for Linda to go fairly soon? WestJet, Air Canada and Air North are the three airlines that offer flights from Vancouver to Whitehorse. The return ticket prices range from $380 to over $1,000.

If anyone knows someone in any of these airlines that would be willing to go to bat for Linda to get a free flight that would be great.

The airline could help Linda in this “feel good” story and it would be excellent “free” advertising for the company.

If an airline doesn’t help, then we could pool together donations for Linda. I, for one, would chip in.

RecentLY i read a letter about violence against immigrant women in Canada. There are so many cultures that fall prey to such actions, but Indo-Canadian women appear to be the biggest victims.

I am so sick and tired of the preponderance of violence against women in the Indo-Canadian community, whether they are immigrants or Canadian-born. There have been countless incidents where women have lost their lives.

Every time I feel that violence against women is decreasing, I hear another tragic, heart-breaking story.

It’s become a cultural practice now, known as honour crimes.

The most common practices include son preference, female abortion, exchange of dowry, forced marriage, and honour-based violence.

This violence can manifest itself through physical, emotional, mental, or financial abuses that attempt to reduce the status of women within their household and societies. These cultural “practices” have no place in our current society.

In April 2013, Rona Ambrose, federal Minister of Public Works and Government Services and the minister responsible for the status of women, announced support for the Indo-Canadian Women’s Association to address the issue of violence against women and girls committed in the name of so-called “honour.”

There are resources available that are dedicated to ending violence against women such as the IndoCanadian Women’s Association, West Coast LEAF, the Women’s Advisory Committee, and so many more. But it should start within us as well. We should be willing to create change and step up; to be a voice for the voiceless.

Violence against women is an issue that cannot wait. And we know that when we work to eradicate violence against women, we empower our greatest resource for development; mothers raising children, lawmakers in Parliament, chief executives, negotiators, teachers, doctors, policewomen, and more (re-stated from Secretary General of the United Nations).

Help stop this injustice because injustice anywhere is a threat to justice everywhere.

the City of Surrey grow its arts industry and hope a project they plan to launch this month – dubbed Creative Surrey

– will help residents get involved.

Kashif Pasta, a student in the School of Communication, and

Shyam Valera, biology major, are high school friends who grew up in Surrey and started a film production

company called Dunya Media.

Their goal is to create video stories that “uplift viewers” with

The pair attended Surrey’s recent Creative Economy event to hear more about the economic benefits of a broader and more effervescent arts industry, and Surrey’s growing potential as an “edge city.” Both were encouraged by presentations from a panel that included SFU professors Catherine Murray and Rowland Lorimer.

“Surrey has a huge potential to be an arts hub, and as students and young people in the creative field we are asking questions like, ‘how can we work to sustain jobs in the arts, draw talent in and also retain what we have here?’ ” says Pasta, who also attended the city’s first community summit in April.

Their goal with Creative Surrey is to provide a physical space to facilitate connections between business, artists, schools and government that would help raise awareness of the potential and resources available in

“The vision is still forming, but it will initially involve meet-ups and events to motivate and promote action in and around Surrey’s creative industries,” Pasta explains.

Over time they expect the meet-ups will be complemented by an online directory of artists, entrepreneurs and resources, member discounts for services like printing and equipment rentals, community outreach on behalf of the creative industries and more.

“Surrey is a great place to grow up and a great place to raise a family – we’d like to play a part in addressing the in-between stage where young, talented people would benefit from a strong focus on the arts,” adds Valera.

“It’s about coming of age in a city that’s not built for it. About being ‘from’ one culture and born/raised in another. And it’s really, really funny,” Pasta insists.

Tunnel replacement a tough sell Not all Metro mayors back new Highway 99 crossing

Jackson faces an uphill battle convincing other regional politicians of the need to replace the George Massey Tunnel.

Jackson last year persuaded the province to start studying options for a new crossing of the Fraser River to relieve congestion on Highway 99 through Delta.

But several other members of Metro Vancouver’s transportation committee questioned the justification for the project July 23.

“You can’t build your way out of congestion,” said Richmond Mayor Malcolm Brodie, who instead supports more investment in transit buses along Highway 99.

“The real answer is to take vehicles off that corridor.”

Brodie is concerned traffic jams will merely move into Richmond if a new six-lane bridge is built to replace the tunnel. He also favours longer hours of operation at Port Metro Vancouver terminals so that trucks can haul cargo at night when there’s little traffic on the roads.

Jackson supports that aim but insists the 55-year-old tunnel desperately needs to be replaced.

“I am disappointed to hear those statements,” she said, adding Delta has watched while the Golden Ears and Port Mann bridges were built, the Canada Line was completed and Evergreen Line work started.

“I don’t know where the fairness is there,” Jackson said. “We’re going to have to go out and sell our message again.”

Jackson said she’s willing to accept tolls on a Massey tunnel replacement but said they should be “far less” than the $3 for the Port Mann, suggesting $1 or $1.50 would be appropriate.

She said tolls on a new Deas crossing would have to also apply on the Alex Fraser and Pattullo Bridges to avoid overwhelming congestion at those bridges if they were left as the only remaining free crossings of the Fraser River within Metro.

“We’ve seen what’s happened on the Alex Fraser because of the two other toll bridges,” Jackson said. “We’re getting the overflow from the other areas where people don’t want to pay tolls.”

Watts said a rejection of more transit means more reliance on driving cars and more congestion that will cause the region’s economy to “grind to a screaming halt.”

Surrey’s Vedic Hindu Temple’s windows smashed in June

are renewing a call for the public’s help in identifying two suspects who allegedly vandalized a local temple last month.

At about midnight on June 23, Mounties responded to a mischief call at the Vedic Hindu Temple near 83 Avenue and 140 Street. Once there, they saw that the entrance windows had been smashed and a baseball bat was left at the scene.

Surveillance video shows two males, both carrying bats or batons, walking out of a treed area toward the temple. One man is wearing a hoodie with the hood up and shorts, while the other is wearing a lightcoloured baseball cap.

“At this point in our investigation, we do not have any evidence to suggest that this is anything more than an act of public mischief,” said Surrey RCMP Cpl. Bert Paquet.

“That being said we certainly understand and appreciate the concerns of the community and are not ruling out any possibilities until our investigation is complete.”

Anyone with information about the incident is asked to call the Surrey RCMP at 604-599-0502 or Crime Stoppers at 1-800-222-TIPS to remain anonymous.

Teen accused of selling brass knuckles on SkyTrain A 17-yeAr-old Surrey man is facing a pair of weapons charges for allegedly selling brass knuckles on SkyTrain.

The teen was arrested by Transit Police last week after members of the Crime Reduction Unit fol-

lowed up on a Crime Stoppers tip that he was listing the brass knuckles on the free classifieds service, Craigslist, and selling them along the SkyTrain route in Surrey.

An undercover operation netted three sets of knuckles when the teen attempted to sell them. A fourth set was found at his home.

Brass knuckles are a prohibited weapon in Canada.

The youth has been charged with possession of a prohibited weapon and trafficking in a prohibited weapon.

Police say the teen, who cannot be named because he is a minor, is well-known to them.

Anne Janzen found herself drawn into the organic farm market scene in L.A. and decided to bring back the feeling to the local community.

She found the right place at North Delta’s Firehall Centre for the Arts.

She searched for a location in the area for months, and one day in February, Janzen drove by an old red building on 84 Avenue in North Delta.

She had a “wow” moment.

The Firehall Centre for the Arts had character, space for vendors, and parking at the North Delta Recreation Centre.

All that was left to do was use her limitless energy throughout the spring to get things rolling.

On June 30, the Firehall Farmers’ Market opened for the first time, and now runs every second Sunday until Sept. 15.

By the second Sunday, the market was bustling, with lots of foot traffic and more than 20 vendors and artisans.

She’s done her best to bring in only farmers who are passionate about their organic products, and has taken tours of the farms to make sure things fit the nature of the market.

There are no wholesalers.

“If you’re selling it, you’re the one growing it,” she declares, adding she’s taken lessons to heart from the Surrey Urban Farmers’ Market, which she headed last year. (That market runs each Wednesday from June 12 to Oct. 9 from 1-6 p.m. at the North Surrey Recreation Centre).

“I can honestly stand behind everything that’s sold at the (Delta) market, and that feels good.”

Cheung is studying Criminology at Simon Fraser University, planning for a career in uniformed policing, either in the Canadian Armed Forces or the RCMP. This summer is Cheung’s final summer with the Cadet Program as a cadet – she will turn 19 in October.

However, she plans to enrol in the Cadet Instructor Cadre and return to Vernon as an officer.

“I stayed home one summer and I cried almost every day,” she said. “I can’t imagine a summer that I’m not at camp.”

North Delta Blue Jays was named the winner of the B.C. Premier Baseball League’s Golden Glove award.

Award winners in the 18-and-under elite league were announced Monday, and Antchak was one of four local players honoured.

The Sands Secondary student played in all 48 games for the Blue Jays and had a perfect 1.000 fielding percentage.

Antchak was also named a second-team all-star at first base, after hitting .331 with 19 runs scored and 19 RBIs. Connor Chorpita of the Whalley Chiefs was also a second-team all-star in the outfield. Chorpita is also a Sands Secondary student who hit .331. He also had 23 RBIs and 18 runs scored.

Two Surrey residents playing with the Langley Blaze were named firstteam all-stars in the outfield.

Shoma Sasaki led the league in on-base percentage (.514) and runs scored (65), and was also third in the league batting race with a .373 average. He was fourth in hits with 53.

Cloverdale’s Mitch Robinson had the most hits with 55, was second in the PBL with 16 doubles, and was fifth in the league batting race with a .369 average.

Little League Canadian Championship, Whalley had two chances to win one game.

They didn’t need the second chance, clinching the provincial title last Thursday (July 25) with an 11-4 win that eliminated Mt. Seymour from the double-knockout playoff.

Whalley is at the national championship tournament this week in Lethbridge, Alberta.
