Delta Mayor Lois Jackson faces an uphill battle convincing other regional politicians of the need to replace the George Massey Tunnel.

Jackson last year persuaded the province to start studying options for a new crossing of the Fraser River to relieve congestion on Highway 99 through Delta. But several other members of Metro Vancouver’s transportation committee questioned the justification for the project July 23.

“You can’t build your way out of congestion,” said Richmond Mayor Malcolm Brodie, who instead supports more investment in transit buses along Highway 99.

“The real answer is to take vehicles off that corridor.”

Brodie is concerned traffic jams will merely move into Richmond if a new six-lane bridge is built to replace the tunnel. He also favours longer hours of operation at Port Metro Vancouver terminals so that trucks can haul cargo at night when there’s little traffic on the roads.

Jackson supports that aim but insists the 55-year-old tunnel desperately needs to be replaced.

“I am disappointed to hear those statements,” she said, adding Delta has watched while the Golden Ears and Port Mann bridges were built, the Canada Line was completed and Evergreen Line work started.

“I don’t know where the fairness is there,” Jackson said. “We’re going to have to go out and sell our message again.”

Jackson said she’s willing to accept tolls on a Massey tunnel replacement but said they should be “far less” than the $3 for the Port Mann, suggesting $1 or $1.50 would be appropriate.

She said tolls on a new Deas crossing would have to also apply on the Alex Fraser and Pattullo Bridges to avoid overwhelming congestion at those

bridges if they were left as the only remaining free crossings of the Fraser River within Metro.

“We’ve seen what’s happened on the Alex Fraser because of the two other toll bridges,” Jackson said. “We’re getting the overflow from the other areas where people don’t want to pay tolls.”

Nor would she stop there.

“I think they should all be tolled, whether it’s the Lions Gate or Second Narrows or whatever,” she added.

Richard Walton, chair of the regional mayors’ council, said he prefers distance-based road pricing, adding tolling specific bridges isn’t a fair way to raise money.

He said the provincial government’s

TransLink has received $676 million in federal gas taxes between 2005 and 2012, using the money to replace, refurbish or purchase new vehicles, renovate Skytrains, upgrade the Expo Line, implement smartcard bus equipment and build the Hamilton Transit Centre in Richmond.

Council isn’t sure it’s getting a good transit return for its tax investment.

Delta has calculated its annual contribution to TransLink based on property

taxes and provincial and federal gas taxes at $39.4 million, or $394.50 per capita based on census population.

Mayor Lois Jackson has raised the concern that Metro will be using some of that infrastructure money for projects outside Delta.

“What I keep hearing in the hall at Metro—and it’s a bit of a heads up for us—is that there is some consideration to possibly moving some of that TransLink money to pay for Lulu Island and Lion’s Gate [treatment plant] upgrades,” she said. “This is the beginning

“There’s a limited amount of money in the Lower Mainland to pay for major infrastructure projects,” Walton said.

He was asked if a promised referendum on transit funding might also include the replacement of the tunnel and Pattullo Bridge so motorists who don’t use transit might have more reason to vote for a package triggering higher taxes or tolls.

“Going in that direction may make sense,” Walton said.

He said residents in various suburbs won’t vote ‘Yes’ in a referendum unless they see a local benefit.

“If you’re going to go the referendum route, you want a basket of goods, where there’s clearly something in it for the people who are going to continue to drive in cars.”

Surrey Mayor Dianne Watts said the Massey Tunnel may need seismic upgrades for now while bolstered transit may help reduce the number of cars using Highway 99 through Delta and Richmond.

Watts said a rejection of more transit means more reliance on driving cars and more congestion that will cause the region’s economy to “grind to a screaming halt.”

Delta will seek a new funding model for the Gas Tax Agreement in 2015 which governs the federal transfer of monies collected at the gasoline pump to municipalities.

The federal Gas Tax Fund transfers $2 billion of federal funding annually to local governments for infrastructure projects, allocating the money based on census population.

But in Delta, which is part of Metro

of the question, because many of us know that the Annacis Island treatment plant capital was paid for by the people south of the river. But it seems that now it may be that we in the south side of the river may be paying for capital works for the two other treatment plants.

“I think we have to be very careful about the amount of money Delta is contributing on a yearly basis to a TransLink system that may now be— through the Metro mayors—using some of that money in addition to the sewage treatment plants.”

Electrical fire causes Ladner power outage And you thought Monday mornings couldn’t get any worse.

At least seven public buildings in Ladner were left without power for several hours on July 22 after an electrical fire in an underground kiosk caused significant havoc in the area. Deputy fire chief Ken Sim said a cable malfunction led to a fire in the vicinity of the Ladner Bus Exchange on Clarence Taylor Way, causing buildings to lose power for more than four hours.

“Delta Fire, in conjunction with BC Hydro, extinguished it and there was damage to the system,” he said.

“Power outage was significant in the area because it affected a lot of municipal buildings.”

Although the police station and Delta Hospital were unaffected because they were running on back-up generators, the power outage prompted the evacuation of the Ladner Leisure Centre, while Delta Gymnastics was left in the dark.

“It’s fortunate that a lot of these places have emergency power and they honestly go unaffected,” he said.

Fire Hall No. 1, municipal hall, the Delta School District, and the hospice also lost power, but continued to operate with the help of generators.

“What the exact problem was I couldn’t say, but it was fixed fairly quickly,” said Sim. “That power was back on by 2:30 in the afternoon.”

No estimate on the cost of the damage was available.

The Southlands development proposal is slated to come before council for first and second reading on Monday, July 29, just as public correspondence on the project indicates a significant swing in support.

According to the Corporation of Delta, correspondence received on the project between Nov. 17, 2012 and June 14, 2013 shows 51 per cent of people are in favour, while 41 per cent are still opposed.

This is in sharp contrast to correspondence prior to Nov. 17, which showed fewer than 20 per cent expressed support for the project, while 77 per cent expressed opposition.

Brad Semke, project manager for Southlands, attributes the change to the cottage show home that was built at the Tsawwassen Town Centre Mall last summer for giving residents a better understanding of what’s actually being proposed.

“The vast majority of the people that have come into the cottage have been highly supportive,” he said, adding the display home has been an information tool for the developer Century Group.

“More importantly, when you come to the cottage courtyard you get to see how the pocket neighbourhoods would orientate around a strategic feature and how it would look out and integrate agriculture,” he said.

The application from Century Group was first submitted Oct. 3, 2011, for 950 residential units on 20 per cent of the land in various forms and densities, including single-family homes, townhomes, apartments, and live-work units. The rest of the land (172 hectares) will be transferred to Delta for public use and farming.

hearing, the dates are set for Oct. 28 and 29 at the South Delta Recreation Centre in Tsawwassen. If council approves the application for third reading following the public hearing, it would then be referred to Metro Vancouver for approval within the Regional Growth Strategy.

This is Century Group’s second attempt to get the project approved, after the first application involving 1,900 homes stalled in early 2011 at a public hearing to get Southlands back into the Agricultural Land Reserve. The impasse led to the creation of the Mayor’s Summit, during which time Century Group decided to come back with a different application.

The new application also proposes to create the Delta Community Based Farm District, which would establish a governing body and infrastructure on 20.2 ha of land adjacent to the western edge of the proposed Southlands neighbourhood.

There would also be $9 million in agricultural improvements such as drainage, irrigation, hedgerows, and the construction of new support buildings for a Market Square.

Century Group is proposing to transfer ownership of the Alexander/Gunn House and the Red Barn to Delta to be used in the Market Square area. The Earthwise Gardens, including its barn and community

gardens, would be allowed to continue operating nearby.

At the end of a 10-year period the work and infrastructure would revert to Delta and the remaining 68.8 ha would be given to the Corporation to support more conventional agricultural operations.

According to a municipal report on irrigation and drainage, the property has a soil quality that would require as much as a $13 million investment to get it up to agricultural grade, which Semke said would probably preclude most farmers from developing it on their own.

“If we support what the Southlands is, we can afford to put in the infrastructure that will improve the farmland as well,” he said.

The entire Southlands site is currently zoned A1 Agriculture, which permits all farming uses and allows a wide range of accessory uses, including agricultural liquid and solid waste storage facilities, agri-tourism, farm retail sales, migrant farm worker housing, on-farm composting and on-farm processing.

If council denies the application, three separate legal opinions provided last October indicated the municipality would have no power to prevent the owner from those permitted uses, including the construction of greenhouses.

Concerns from those residents included a lack of privacy and security because of the proximity and the fact the townhouse roof garden will be a half storey taller than the condos, theoretically allowing residents to see into the closest balconies.

But only Coun. Bruce McDonald spoke about the building height indirectly, by pointing out under the current zoning the property could have a three storey warehouse right up to the lot line just by applying for a building permit.

“I think it’s an interesting and novel way to rejuvenate that area,” he said.

Trenant Street townhouses approved Council has approved third reading for a “laneway” lot in Ladner that would see an eight-unit three-storey townhouse development built off Trenant Street.

Coun. Ian Paton said the street was in need of revitalization, adding the laneway lot has been sitting empty for 40 years and he is glad to see something developed on it.

“For many years this lot has basically been vacant with an old run-down boat that’s been there in storage,” he said. “There’s been an old steel container back there. It really has been an eyesore.”

Nobody from council addressed the opposition from the condominium owners abutting the development, which will be built to the lot line to form an “L” shape to the two buildings.

There will be one parking space per unit, but the building owner will contribute $3,200 per visitor parking space to the Delta Off-Street Parking Reserve Fund in-lieu of providing two visitor parking spaces on-site.

Ladner ‘gingerbread house’ faces demolition Ladner United Church proposing to build 15 townhouse units on the land ❙ Adrian MacNair reporter adrian@southdeltaleader.com

Another piece of Ladner history may soon disappear should a townhouse development proceed at an upcoming public hearing.

The Umiker family home, located at 47A Avenue and Garry Street, was owned by a prominent Ladner family since the 1930s, but was never placed on the Delta Heritage Inventory and will be torn down if an application by the Ladner United Church is approved.

“I’m sad to see it go in that I think it’s a little bit of a Ladner landmark,” said Alison Moody-Stuart, the sole tenant of the house since the church began renting it out 11 years ago.

She said the house is recognizable

for its distinctive mock thatch roof which suggests an English cottage style of architecture, while inside there are just as many unique features with beautiful wooden floors.

“It really is a centrepiece, I mean everyone thinks of it as the gingerbread house,” said Moody-Stuart. “I have so many people that walk by and just love it because it’s got the little turrets at the front.”

The age of the house is a mystery, although church records indicate the land was sold sometime in the 1930s to an American, Walter Emerson Umiker, for just $325.

According to an online family website, “Walt” moved to Alberta from Washington State in 1919 and then to B.C. where he married Vancouver woman Edna Boughen in 1929. Ladner became their home in the 1930s where they raised a family and ran a well-known business.

Gwen Szychter’s book Beyond Ladner’s Landing (1996) states that Walt was the owner and operator of the

Ferry Service Garage on the corner of 48th Avenue and Delta Street, across from the current site of the Post Office. The garage later became Bishop Motors and then Pashleigh Motors before being torn down in 1964 and replaced by a Royal Bank.

The Delta Museum and Archives has some artifacts from Walt’s Garage, including a 1930s pencil with black lettering that reads: “Ferry Service Garage, Walt Umiker, Phone 160 Ladner, B.C., Tell Your Motor Troubles to Walt”.

Walt was an active member of the Delta Board of trade and early member of the Ladner Businessmen’s Association while he ran the garage.

He was also a member of the Ladner Lions’ Club, a past president of Delta Parks Board, a past president of the Kinsmen Club of Ladner and a member of Delta Lodge, Independent Order of Odd Fellows.

fore selling it back to the church.

The church now owns a city block of land from 48th Avenue to 47a Avenue and Garry Street to Laidlaw Street. It is proposing to subdivide the southern properties, including the Umiker home, into a 15-unit three-storey townhouse development. A community garden is proposed to the north

for use by the townhouse residents and the church. A public walkway is also proposed on the church property and over a portion of the unopened laneway that would connect Garry Street to Laidlaw Street.

Moody-Stuart has said neighbours have told her they’ll be sad to see the house torn down. Although she doesn’t want to move out, the house would need significant repairs because of its age.

This is the second home of a wellknown Ladner family to face demolition in the past month. The George Massey family home at 47A Avenue and 47A Street, including a 110-yearold sycamore tree, was torn down July 22 to make way for a new development.

A public hearing is slated for Monday, July 29, at 3:30 p.m. Council has asked the applicant, prior to demolition, to provide the appropriate historical documentation, including any photographs of the residence, to the Delta Museum and Archives.

Most young people can expect their first job to be in the fast food industry, but one local company wants to change that.

Udo Jahn, general manager at Modern Engineering in Tilbury, said that means companies like McDonald’s and Burger King get the first crack at the best and brightest of the next generation of workers.

That’s usually because they can’t get a job anywhere else.

“If a young person can’t get a job because they don’t have experience, who’s going to give them that experience?” said Jahn, adding he has four children and they all have trouble finding jobs because of a lack of connections.

Modern Engineering, established in 1939 and present in Delta since 1984, is a family-run business with 51 employees. They provide machining solutions for industries such as marine, aerospace, and oil and gas.

Jahn said he was talking to human resources about a way to get young, enthusiastic employees before they get stuck in a “McJob.” That’s when the suggestion of calling the Delta School District came up.

“We decided to give it a try because it actually sounded right,” he said, adding students have an enthusiasm and energy employers are looking for.

they can’t change.

Jahn said young people have a perspective that’s fresh and different, trying new things that aren’t routine. That often leads to innovation and greater success than some older workers who are already set in their ways.

Pogue said he gets a good feeling from accomplishing something that’s difficult. Early in his time at Modern Engineering he was working with a huge pump that uses coolant when there was a leak and he got soaked. The experience didn’t dampen his enthusiasm one bit.

“I thought it’s a good story I can tell my friends,” he said laughing, adding that was the moment he knew he liked the job.

Schmunk said his dream is to take his machining experience and use it for computer and numerical control machines in health care applications.

“You can make anything from teeth to bone structure,” he said. “I just think it would be cool to integrate man and machine.”

De Pieri said students like Schmunk are “thinking outside the box” and realizing the trades aren’t the end of a career but just the beginning.

De Pieri, who is now 52, received his bachelor’s degree in education at 30 and his master’s degree in educational technology at 48.

“I keep telling kids, don’t think that you cannot go back to post secondary,” he said. “They’ll take you in at any age.”

He said he’s seen former Delta Secondary students go from electrician to electrical engineer or carpenter to civil engineer. De Pieri said those students then have real world experience to buttress their post-secondary education, which is more valuable experience than “flipping pancakes.”

“It’s a whole awareness of what the trades are all about,” he said. “There’s still a huge misconception that tradespeople are the knuckle-draggers and they come home tired and dirty.”

That isn’t the case. De Pieri said many tradespeople enjoy working at the cutting edge of technology while earning an income that is comparable—and sometimes much better— than a post-secondary graduate.

When Charlie Schmunk, 17, took a tour of Modern Engineering with De Pieri and 18 other Delta Secondary students last year, he was enthralled. He talked to De Pieri about the possibility of working there and landed a summer job.

After showing good work ethic, Schmunk was kept on during the school year and his friend and classmate Rory Pogue, 18, was brought on as well. The two have since graduated high school and are excited to enter the Red Seal Machinist apprenticeship program through BCIT. A machinist is a person who uses machine tools to make, modify, or replicate parts, usually with metal.

For two kids who loved metal shop in high school, it’s an ideal career.

Jahn said students like Schmunk and Pogue who are in the Grade 10 to 12 range get tired of school and want to try things in the real world.

Some of them drop out of school because they can’t see the real-world practical applications for their education. An apprenticeship gives students the opportunity to get into a field without a post-secondary degree or prerequisite qualifications.

“It’s a win-win scenario for business and employees,” said Jahn, who added companies need to go out and grab these young workers before they get sucked into a situation

F

ew people know the vast urban wilderness that is the Burns Bog better than Delta’s own Dr. Sarah Howie.

Howie is the Corporation of Delta’s urban environmental designer, and a specialist in bog hydrology. She recently completed her PhD at UBC, focusing her research on Burns Bog’s “lagg” zone, which is the area that surrounds the bog.

Burns Bog is the largest raised peat bog in western North America and functions as “the Lungs of the Lower Mainland.” It is also a vital stopover for migratory birds, with more than 100 species having been spotted there.

At 3,000 ha, it is the largest undeveloped urban wilderness in North America, and is home to rare and endangered species like the southern red-backed vole, and the greater sandhill crane.

But little research has been done to understand how the lagg zone works, which is why Howie wanted to study it. “[Researchers] either focus on the middle of the bog, and the regular bog plants, or they’ll focus on some other ecosystem, like a forest,” she says. “But the lagg zone is an interesting transition zone between the bog and the forest.”

The main reason it’s important is that it helps to maintain the bog’s water table, which is essential to the life of the bog.

Historically, farming and industry has encroached on the lagg zone of Burns Bog, but Howie is looking at ways to repair some of the damage that has been done.

the bog, Howie hopes to slow that water down and keep it in the bog.

The Corporation’s engineering staff has already created 190 dams in and around the bog in the past eight years to help stop the flow of water away from the bog.

Howie’s efforts have also been aided by Mother Nature itself.

“Beavers are our friends,” she says. “The dams they build obstruct water flow… so they are doing our job for us.”

So far the combined efforts are working. Earlier this year, Delta’s engineering department determined the hydrology of Burns Bog is in stable condition. Howie hopes to see it improve further.

“It’s a really rare ecosystem in our own backyard,” she says. “It’s pretty amazing. Everyone should come down here and see it for themselves.”

The best way to see the Burns Bog and the lagg zone that surrounds it, is along the Delta Nature Reserve boardwalk.

This Sunday, July 28, the Burns Bog Conservation Society will be holding its annual Jog for the Bog in celebration of International Bog Day. Funds raised from the event will go towards the repair and expansion of the wooden boardwalk network in the park.

This year’s event features a 5-km walk or 10-km run through the Delta Nature Reserve Park, next to the Burns Bog Conservation Area. Registration on event day opens at 8 a.m., with a warm-up at 8:45 a.m. The run starts at 9 a.m., with a pancake breakfast following for runners. Event parking at 10388 Nordel Court.

Smart development will breathe new life into South Delta

D

elta council’s recent decision to approve third reading on Polygon Homes’ Marina Garden Estates development should come as welcome news to the residents of Ladner, although it certainly won’t for some.

The 674 residential units will be built out over more than a decade, and feature a community centre, a redeveloped marina, a waterfront park, and commercial space that will likely include a restaurant and pub.

Meanwhile, the proposed Southlands development is once again coming before council this month.

That project, which has nearly been cut in half to ease density and traffic concerns, will see 172 hectares of land donated to the Corporation of Delta. Should Century Group’s proposal be denied, they would have every right to build a feedlot or sprawling greenhouse complex on the currently agriculturally-zoned land.

Both of these development will help breathe new life into South Delta and revitalize the community.

Not everyone sees it that way, however.

Unfortunately, there is a large and vocal group that exists here in South Delta that is consistently vehemently opposed to any and all development. They are able to pack the public hearings because many are retired, and have the luxury to be able to be involved in civic matters.

But they are the vocal minority.

The young families and professionals that feel otherwise, who support positive change, are often too busy picking their kids up from school or working late to participate.

But democracy is not about whoever shouts the loudest getting their way. The silent majority represents the future of South Delta, and their needs have to be considered.

Thankfully Delta council has done just that by approving the Marina Gardens development. Hopefully they take the same approach to Southlands.

But let’s be clear. The Marina Garden Estates proposal wasn’t a mat-

ter of taking land out of the Agricultural Land Reserve, or chopping down old-growth rainforests.

This was about adding slightly more residential units and density to a proposal approved nearly 20 years ago, while doing away with a 220-room hotel.

Given the ridiculous rhetoric that was been spewed during the public process, one would think the sky was falling.

As one opponent melodramatically proclaimed prior to the public hearings, “There will be blood in the streets!”

Not likely.

But what there will be in the streets, is people. Young families.

Children.

Ladner’s new residents will pay taxes here, and they will shop in local stores.

While there has been much talk about how this development will harm Ladner’s unique character, just the opposite is true: It will enhance it.

What makes Ladner unique is the density that exists in Ladner Village, the narrow streets, the shops, the apartments close by, and the proximity to the water.

Look at the Marina Garden Estates development and you’ll find all of those things.

The Southlands proposal in Tsawwassen, meanwhile, retains the rustic rural atmosphere of the area, creating a bucolic community with a small environmental footprint.

But it would seem the anti-development cabal want to see South Delta rust and decay. For with no development, no growth, no change, there is only stagnation.

Delta council made the right decision for the future of Ladner. If any of the project’s opponents are still here when Marina Garden Estates is finished in 10 years time, they will witness that fact for themselves.

Let’s hope Delta council makes the right choice for Tsawwassen, and proceeds with the Southlands development.

Charities picking up government slack

I

f you were asked whether poverty in Canada was increasing or decreasing, the conventional wisdom might be to answer in the former.

After all, anecdotal evidence would suggest people are farther behind due to the recession. Jobs were lost, savings were spent, credit was piled up, all while the rich got richer and the poor got poorer. Right?

That’s how the Leonard Cohen song goes, anyway. But in truth, we’re not so bad off as we may think.

According to a report on the 2011 income of Canadians by Statistics Canada released on June 27, while median after-tax income for families of two or more people was virtually unchanged for the fourth consecutive year, the percentage of low income Canadians is at its lowest level in 10 years.

The percentage of persons in low income households represents three million Canadians, or 8.8 per cent of the popula-

tion. The figures are calculated by determining the after-tax low income cut-off (LICO) of a family of four living in an urban community with a population between 30,000 and 99,999 as expressed in current dollars, adjusted for inflation from a base index established in 1992.

Statistics Canada used the Consumer Price Index to revise the cost of living and cross-references this with after-tax income. In 2010, this LICO number was $29,623.

At 8.8 per cent of the population living at or below LICO, it represents a 2.8 per cent drop from 2003. More interesting still is the demographic breakdowns.

Twenty three per cent of single mothers are living in poverty, down from 43 per cent in 2002.

As well, 8.5 per cent of children live in poverty, down from 13 per cent in 2004.

So what does all of this mean?

It’s difficult to say. Poverty groups are painting a different picture than the one indicated

by Statistics Canada.

According to the 2012 “Hungercount” report by Food Banks Canada, 31 per cent more Canadians are using food banks than they did in 2008, before the recession began. In B.C. that represents a 6.6 per cent increase from 2011 to 2012.

As well, a recent Child and Family Poverty report released to council by the Canadian Federation of University Women South Delta found “significant hidden family poverty” in Ladner and Tsawwassen. These families are relying on organizations like Deltassist in greater numbers than ever before, with the organization’s Christmas Hamper program helping 50 per cent more people in 2012 than in 2007.

It may be that although poverty is declining by the measurement of income and price inflation, charitable organizations are providing a social safety net that are skewing those numbers.

Several years of careful planning by the Southlands Community Planning Team, working closely with Sean Hodgins, have produced an excellent agricultural and community based plan that will become the envy of planners throughout North America.

All areas of Tsawwassen including Centennial Tides, Monterra, Forest By the Bay, Imperial Village, Stahaken and Tsawwassen Springs have welcomed new residents, known as “Newbies,” to

enjoy the benefits of the Tsawwassen life style.

However, once some of these Newbies have settled in to enjoy their new homes they mysteriously become “bar the door, I’m in” – NIMBYs (Not In My Back Yard).

The selfishness of this attitude is appalling!

We all enjoy the shopping advantages at 12th Avenue and 56th Street that were built to meet the needs of the growth in our population.

Without growth and the arrival of new and vigorous, young families moving in to areas like Southlands, more schools could close and the tax base could decline at a time when infra-

structure upgrades are needed throughout Delta.

Communities must continue to evolve and grow or they will die like Detroit, Michigan.

Mayor Lois Jackson and Council are to be commended on their stewardship of Delta and their realization that communities like Southlands will contribute substantially to the positive growth of Tsawwassen and Delta as a whole.

Mayor Jackson has wisely stated that “council must base its decisions to create a good community based on good plans and common sense.”

Nanoparticles: Tiny, scary, and unregulated

W

hen first introduced, nanotechnology was supposed to make people healthier, produce clean energy and change the world.

Has this happened or does anyone even know?

Nano-materials (tiny particles as little as 1/100,000 the width of a human hair) which are used in so many products including baby bottles, medicines (i.e. antibiotics), skin creams, toothpaste, and shampoos are largely unregulated in Canada and the U.S. Titanium-dioxide nanoparticles are used as whiteners and brighteners in cheese and sauces, but are not labelled. Of concern also is the use of titanium dioxide and zinc oxide in sunscreen.

These nanoparticles allow sunscreen to absorb on skin but may have the potential to pollute the body.

Television talk show host Dr. Mehmet Oz wrote on this topic in his syndicated newspaper column last month, saying, “We’ll keep you informed as data emerges.”

Something so tiny that is unregulated is scary, don’t you think?

What I also find scary is the possibility of Metro Vancouver allowing a waste to energy plant to be

built in Delta, or on Tsawwassen First Nation land (we would have no say on the latter location) or across the water at Duke Point on industrial land.

Why should we be concerned? Because frying garbage (and especially plastic) at high temperatures creates super-tiny smog particles not seen by the human eye. According to Dr. Ian McKendry, professor and air pollution expert, today’s incinerator filters would allow these nano-sized particles to pass through filters and into the air, thereby entering one’s lungs and bloodstream. Disposal of toxic bottom ash would also still be required. I recommend a perusal of McKendry’s research.

Surely better recycling practices, coupled with a strong education program, is the best way to reduce waste and thereby possibly avoid the need for a $500 million incinerator.

Recently, Cache Creek Mayor John Ranta said that offering up Cache Creek as a potential waste to energy site for Metro Vancouver would go against his philosophy on waste reduction.

“Nothing would please us more than if Metro Vancouver, through initiatives of waste reduction and recycling, would tell us, ‘We have no more waste to landfill’”

Delta mayor and council need to work with MLA Huntington In their many years of service to Delta, Mayor Jackson and councillor MacDonald have done many good things but their vendetta against Vikki Huntingdon is in my humble opinion very destructive.

She was elected by the people of Delta South and is our official representative in the legislature.

To treat her with disrespect is to treat us with disrespect. To ignore

her is to ignore us.

She has taken on a very important job and is keeping her constituents informed very well. The mayor and council would do well to meet with her and listen to her.

She has a unique position in the legislature and they would do well to take advantage of it.

By all means they should talk and deal with the other MLA, as

he represents North Delta. As far as him having the ear of the government is concerned, past experience has taught me to question that belief.

Delta would be better served if there was co-operation in place of the confrontation the mayor and councilor are attempting.

Allegiance should be to fellow Canadians, not the Queen Not only is it perhaps time, as ‘Uncommon Sense’ columnist Adrian MacNair suggested (South Delta Leader, July 19, 2013), to revisit the hereditary requirement for aspiring new citizens to swear allegiance to the Queen, but equally importantly for new Canadians to fully understand and embrace what it means to become a citizen of Canada.

Indeed, citizenship ceremonies are solemn occasions, not empty media gestures, and a meaningful and inspired “oath of citizenship” would reflect a nation that unapologetically knows its own worth, granting the immigrant a favour in accepting him, as it did me as an immigrant some 56 years ago, and asking its new citizens to express their unequivocal loyalty to their new country, foregoing the “conve-

nience” of dual citizenship.

Sadly, this is the land where the precipitous reduction of residency requirements to qualify for Canadian citizenship from five years to a bare minimum of three years has cheapened the sales-priced value of citizenship to the very bottom of the bargain basement.

The all-party political practice to use newcomers as ethno-electoral cannon fodder, rush-qualifying them for citizenship, has to stop.

The only way for citizenship to mean a real and lasting commitment to Canada is for new arrivals to be required to develop deeper roots by way of longer naturalization residency requirements. At the very least, we should re-institute the previous five-year citizenship qualification wait period.

hey say you never forget your first time, and for Sgt. Sébastien Tremblay, it was a mixture of fear and excitement.

“I had butterflies, and my stomach was all twisted up,” he recalls. “But I remembered my training, reviewed the drills in my head, and I knew I was going to be fine.”

Tremblay is a member of the elite SkyHawks, the Canadian Forces’ parachute demonstration team, who will be performing at this year’s Boundary Bay Air Show this Saturday, July 27.

But despite having served in the infantry since 1998 and being posted overseas to both Bosnia and Afghanistan, his first time jumping from an airplane rates among the most memorable of his experiences in the military.

“You don’t really realize what you’re getting into until you’re up there,” says Tremblay.

“But then the jumpmaster starts yelling, the door opens, the green light goes on, and holy crap, you freak out a little bit.”

But the countless hours of training soon take over.

“I looked at the green light, I looked at [the jumpmaster], and that was it,” he says.

The exhilaration of jumping from an aircraft with only a sheet of nylon to slow your fall can quite literally take your breath away.

After four seconds, Tremblay deployed his parachute, and as he looked back to see it inflated behind him, he finally took a breath, and floated peacefully to earth.

“In the plane, there was such a racket, and

you’re thinking of a million things,” he says.

“But once you’re out, it’s so peaceful and quiet.”

In the 10 years since his first plunge, Tremblay has logged thousands of jumps, first as a paratrooper, then as an instructor, and now as a member of the SkyHawks.

Tremblay joined the SkyHawks in 2011 and this will be his last year jumping with the team.

“It’s still amazing for me,” he says. “It’s exciting every time.”

The demonstration team performs all over North America, and overseas as well. With the team based out of CFB Trenton in Ontario, Tremblay says it is always a treat to come out west.

The Skyhawks’ 20-minute routine features a variety of close formations, as the parachutists connect in midair to “stack” their signature Canadian flag parachutes.

The dangerous maneuvers are performed with great precision, as one wrong move could lead to the collapse of a parachute, and certain death.

But that’s just another day at the office for the Skyhawks, who are made up of the best of the best of Canada’s paratroopers.

“We train so much, that the risks we take are at a minimum,” says Tremblay. “But that doesn’t mean it isn’t dangerous.”

Since the team was founded 1971, the SkyHawks have performed for more than 75 million spectators.

Unlike other parachute demon- demonstrations featuring Cold stration teams such as the Red Devils (UK) and the Golden Knights (US), the SkyHawks choose to jump much closer to the ground. Team members jump at 6,000 feet (1,800 metres) and instead of an extended freefall, they deploy their parachutes almost immediately.

“It’s much more fun for the crowd,” says Tremblay. “They get a better view of the plane so they can see everything from deployment to landing.”

Three teams will jump during the show, and each pass includes different aerial formations, some of which include smoke canisters and giant flags.

For the Boundary Bay Air Show, the SkyHawks have secured the use of a C-130 Hercules cargo plane, one of the largest planes used by the Canadian Forces. he SkyHawks are just one of the many aerial performers appearing at the 2013 Boundary Bay Air Show.

In the air, the Granley Family Airshow and Gary Ward Aerobatics will be returning to Boundary Bay with their barnstorming antics.

“It’s pretty exciting to see how close to the ground they get,” says airport manager Susan McLaren.

There will also be aeronautic

War-era fighter jets and an air race featuring Second World War-era T-6 Harvards.

There’s plenty of action on the ground as well, as the Canadian Museum of Flight in Langley will also be flying in a number of its vintage warplanes from the First and Second World War for a static display. Alongside the aircraft of Canada’s past will be an assortment of modern military planes and helicopters as well.

Boundary Bay Airport is one of the busiest airports in Canada for takeoffs and landings, and more than 12,000 people are expected to take in the show this weekend. The airport is home to close to 400 resident planes, many of which will be on display for the air show.

The Corporation of Delta will once again be sponsoring the kids play area, and for the adults, the Tsawwassen Rotary Club will putting on a beer garden and a pancake breakfast for the pilots.

Dozens of food vendors will also be on hand to feed the masses.

“It’s a really family friendly event,” says McLaren.

Best of all, admission is free, as is parking.

Gates open at 11 a.m. and the Show gets underway at 1 p.m., running to 5 p.m.

They say it’s always sunny in Tsawwassen, and you can usually count on August Long Weekend to be the sunniest stretch all summer. That’s why for South Deltans, the long weekend means one thing: The Tsawwassen Sun Festival.

The annual three-day-long party returns to the Tsawwassen Town Centre Aug. 3 to 5, with free activities to keep the whole family entertained.

“This is our 41st year, so it’s some-

thing people look forward to all year,” says festival coordinator Elaine Campbell. “People who grew up here are taking their kids now, so it’s become a family tradition.”

Close to 15,000 people are expected to take part this year.

The three days of events feature live music, a children’s midway, an antique fair, marketplace, slow pitch tournament, BMX air show, bingo, main stage entertainment, fireworks, food vendors, and of course, the annual SunFest parade. ❙ Continued on P.16

Parade expected to be biggest ever

With more than 75 groups contributing floats to this year’s parade, parade organizer Brian Coe of the Tsawwassen Rotary Club said this year’s event will be the biggest ever.

“The response has been great this year,” says Coe. The parade kicks off at 11 a.m., and Coe hinted there could be a local celebrity acting as the parade’s grand marshal this year. But if you want to find out who the secret celeb is, you’ll have to come down to the parade, because Coe isn’t dropping any hints.

“Nothing is ever 100 per cent confirmed, but we’re 99 per cent sure [they’ll] be able to make it,” he said.

“But we won’t know until the day of.”

Parade runs along the west side of 56th Street from 16th Avenue until 12th Avenue. While it can get a little crowded along the parade route at times, Coe wants to remind people to stay off the boulevard medians.

“And don’t forget to bring sunscreen and a chair,” he said.

Live Music At 12:30 p.m. after the parade finishes up, the attention turns to the festival mainstage, where live entertainment will close out the afternoon. Things kick off with a ceremony recognizing the Delta Fire Department’s 50th anniversary and the Delta Police Department’s 125th anniversary, with MP Kerry-Lynne Findlay, MLA Vicki Huntington, and Mayor Lois Jackson in attendance.

Local dance studios will be putting on a performance before the annual pie-eating contest gets started.

At 2p.m., cover band Time Machine will hit the stage to entertain the crowds with classic tunes.

“As long as the weatherman, cooperates, and he always does, it should be a great weekend,” says organizer Bob Tate.

The Tsawwassen Lions Club will be hosting a beer garden for those thirsty for some adult beverages.

Unlike years past, children will not be allowed in the beer garden. However, there will be a children’s play area set up next to the beer garden so parents will be able to watch over “There’s tables right next to the play area for parents,” says Tate.

“The play area will be supervised, but obviously the parent is respon-

sible for their child at all times.”

Slo-Pitch Tournament Volunteer Judy Kirk is organizing the annual slo-pitch tournament, which features co-ed teams from across B.C. and Washington State.

The 20-team tournament features four divisions ranging from the highly skilled and competitive to casual beer-leaguers.

“Divsions 1 and 2 take it pretty seriously, they’re playing for a trophy, so that’s a big deal” says Kirk. “Division 3 and 4 are playing for beer. We had one team play in their pajamas once!”

The action takes place all weekend long at Winskill Park with playoffs on Monday. The championship game for Division 1 and 2 takes place at 3:30 p.m.

Blueberry coffee cake at Emma Lea Farms has gained a reputation

W

hen Joanne and Kevin Husband began a U-Pick fruit stand 35 years ago, it consisted of a single table in the middle of their strawberry patch on Westham Island.

Although today their business, Emma Lea Farms, is more popular than ever, not much has changed. People can still come and pick strawberries in early June, raspberries and blueberries until August, and then blackberries in the fall.

“We see a lot of families, parents with their kids who used to come with their parents,” says Joanne.

It’s a popular place to come for moms who bring their children and “make a day of it” at the farm.

There’s a decorative blue tractor that is quite popular for visitors, young and old alike.

Joanne says she sometimes sees older people climb into the seat and close their eyes, as though they’re remembering simpler times.

“That makes you feel good,” she says.

Their efforts have garnered them a We Heart Local nomination for the best local source for food on the BC Association of Farmers Markets website.

Kevin says buying local minimizes the carbon footprint and in turn supports local farmers so food doesn’t have to be imported.

Joanne says people often talk about saving farmland, and the best way to do that is to support farmers.

Everyone who works at Emma Lea Farms is local as well, hiring high school or university students over the summer.

“They work hard, too,” says Kevin. “The work is demanding and they put their heart into it.”

Kevin is a fourth generation farmer on the

MAMU is coming This summer MAMU could be coming to your neighbourhood. In fact, there’ll be two Mobile Air Monitoring Units (MAMUs) in the South Delta/ Point Roberts area to assist with on-going measurements of air quality.

Westshore has had the MAMUs built on a trailer chassis so they can be easily relocated. Each has built-in solar panels that generate 700 watts of electricity so they can operate on a stand-alone basis; or they can be plugged into a local power supply.

Previous spot testing has often concluded that the culprit is not coal dust; however, this new initiative will provide continuous monitoring over a period of time to produce more detailed information.

To do their job thoroughly, the units may need to stay in one location for several months in order to get a good cross section of any variations of air quality.

The program will be under the direction of qualified Levelton air quality technicians who will receive readings via a wireless modem so they can analyze the data and report on the results.

❙ Photo of the Month: Red-Winged Blackbird by David Frederich What inspired the photographer? The red-winged blackbird is a commonly seen songbird in the marshes and wetlands of this area during spring and summer. The male bird is known for its pleasing song, which for some people signals the beginning of spring. During the mating and nesting season, the male often displays its spectacular iridescent red markings on its wings, both to attract mates (the red-winged blackbird can have several mates, like a “harem”), and to defend its territory. I like this photo because it captures the serenity of the marsh in the background and shows off the blackbird’s beautiful red feathers against its black plumage.

How was it done? This photo was captured using a Nikon D3S digital SLR camera and 600 mm f4 lens. The lens is very big and heavy with a long reach, which for this photo was extended even further with a 2X teleconverter.

The whole system was mounted on a tripod for support, and the image shot at ISO 4500, an aperture opening of f8 (in order to get the blurred background effect), and a shutter speed of 1/1600th of a second.

The Corporation of Delta is looking into idle farms that have gone to fallow either because of foreign ownership or inactive farming, but local Delta farmers say the issue may be overblown.

“We can’t get our hands on enough land around here,” said Peter Guichon, whose family operation has exhausted every piece of farmable land it can find in Ladner.

A recent survey by Metro Van-

couver found that up to 28 per cent of regional land deemed suitable is not being farmed, but that has Guichon skeptical. He said the ministry of agriculture came out with a similar report on Delta’s farming recently and half the fields identified as fallow are not, including five fields of his own.

Guichon said the ministry may be mixing up farms in the Delta Farmland and Wildlife Trust Grassland Set-aside stewardship program, which deliberately lets fields go to fallow for up to four years, with

fields that are actually in disuse.

“There’s probably some parts of the Lower Mainland that are like that but I sure don’t know any around here, otherwise I’d be hunting them down and trying to get a lease on them,” he said.

Those fallow farms that do exist are generally small plots of land, hobby farms and ranches, that wouldn’t be suitable for commercial farming operations anyway, said Robert Butler of the Delta Farmers’ Institute.

‘Bona fide farmers always looking for more land’ ❙ From P.19

He isn’t sure how many fallow fields are owned by foreign interests, but said he’s seen active farming increase as farmers gobble up any leased land they can.

“There are some things which are changing but it’s slow to happen, and not all of those offshore interests are interested in farming of any kind,” he said. “They just simply want to hold on to the land hoping [somebody] taps them on the shoulder and says we want to buy it.”

Although municipalities can charge higher tax rates for idle farms, Butler said if the land is being held by speculators it’s just seen as a cost of business. There are some municipalities in the Lower Mainland that want to seek provincial approval from the B.C. Assessment Authority to crack down on farmland engaging in non-farming activities or simply allowing the farm go to fallow. But Butler said the latter could be problematic because the landowner could simply offer a lease at a price farmers can’t afford.

“They can always say, well, we tried,” he said. “And how do you control that kind of stuff without having the state buy the land and lease it back?”

East Delta farmer and Coun. Ian Paton said foreign owners at one time invested their money through real estate brokers in B.C. because farmland was so cheap. But since the Agricultural Land Reserve came along in 1973 many of those investors have since cashed out.

“There was way more of that going on in the ‘50s and the ‘60s,” he said.

“I mean, you wouldn’t believe how

many farms, even out where I live.”

Those foreign buyers who are gobbling up land in Delta today are the ones who are farming it. Paton said businessmen from India are finding success in blueberry farming. There are 53 hectares of blueberries being put into production in East Delta between 72nd Street and 80th Street.

“The bona fide farmers out there are always looking for more land and that’s a big problem,” he said.

“It’s frustrating if a guy’s got a 40 acre farm and he’s just letting it grow in thistles and blackberries, that’s what we don’t want to see.”

BC Ferries replacing Gulf Islands ferries ❙ Staff writer

❙ The Queen of Nanaimo currently operates on the Tsawwassen-Gulf Islands route and will be replaced by 2016. BC Ferries photo smaller ferry will be used to augment peak and shoulder season service on the Southern Gulf Islands route, and provide relief for the other two new ships on the route while they are refitted.

BC Ferries CEO Mike Corrigan said the focus is on cost savings and standardization of vessels, many of which now have different deck heights and dock requirements.

“A key objective is to achieve capital and operating cost savings and efficiencies,” he said. “[We expect] lower crew training

costs with standardized bridge, engine room and accommodation layouts, and lower maintenance costs with standardization of parts and equipment.”

Corrigan said BC Ferries will examine whether new ships can be run on liquefied natural gas instead of diesel. That increases the construction cost, but fuel savings are projected to pay for themselves in as little as eight years.

BC Ferries expects to award a contract for the project in January 2014, with the first of the ferries entering service by 2016.

BC Ferries was given the goahead on Tuesday to build three new vessels to replace its aging ships.

The BC Ferries Commissioner approved BC Ferries’ application to construct the new intermediate class vessels, two of which will operate between Tsawwassen and the Gulf Islands.

One of the new vessels will replace the 49-year old Queen of Nanaimo, which currently operates on the Gulf Island route and is scheduled for retirement in 2016.

The Queen of Nanaimo was involved in two hard landings in 2010 and 2011, both of which caused damage to the vessel.

The replacement ship will be much smaller than the Queen of Nanaimo, capable of carrying 145 vehicles and up to 600 passengers and crew, down from 190 vehicles and 1,150 vehicles.

The other vessel planned for the Tsawwassen-Gulf Islands route will be even smaller, with a capacity of 125 vehicles and 600 passengers and crew.

Former Delta-South Richmond MP John Cummins stepped down as leader of the B.C. Conservative Party last week following the party’s dismal showing in the May provincial election.

Last Thursday evening ( July 18), Cummins delivered his letter of resignation as party leader to the BC Conservative Party executive, and stepped away from a position he has held for just over two years.

Cummins first served on the Reform Party’s executive in 1989. In 1993, he was elected Reform MP for Delta, as the party swept the Progressive Conservatives and NDP out of many B.C. seats, and the country turned to the Liberals under Jean Chretien. He remained Delta MP until the last federal election in 2011, and served as a reform, Canadian Alliance and then Conservative MP. For the past two years, he was busy rebuilding the BC Conservatives who, for a period last year, were registering at about 20 per cent in opinion polls.

However, by the time election day rolled around, the party ended up with just under five per cent of the vote total. Cummins came third in his Langley riding, won by Liberal MLA Mary Polak.

“The last two years have been pretty intense,” he said. “There has been a lot of travel, and everything else came second (to politics).

“I enjoyed the challenge, and it was something that was worth doing. I still think there is a place for the BC Conservatives, despite the election result. The Liberals did not so much win the election, as the NDP lost it.

“I don’t think there’s any public confidence in the Liberals. Over the next year, there will be revelation after revelation, and as time goes by there will be a lot of unhappiness with them.

“The NDP took a beating and lost a lot of their own supporters. They walked away from the working guy.”

Cummins would like to see the Conservatives follow the role model laid down by longtime premier W.A.C. Bennett, whose vision was to build the province’s economy without kowtowing to big business or labour interests.

A leadership convention will be held April 11, 2014, to replace Cummins.

The B.C. government finished the last fiscal year with a deficit of $1.15 billion, according to the audited public accounts released Tuesday.

That’s up from $968 million that was projected as the deficit last year, an indication of the difficult task facing the government to balance the budget in the current year.

Finance Minister Mike de Jong said the government reduced its spending $668 million in the fiscal year ended March, compared to what was budgeted. But resource revenues, mostly natural gas, were down $1.1 billion from the 2012 budget.

Health care spending was up $585 million, education spending rose $300 million and social services spending went up $50 million compared to 2011-12. Total program spending increase 2.6 per cent, higher than the target of two per cent de Jong has set for this year.

Deficits and continued spending on capital projects pushed the province’s total debt up $5.6 billion to $55.8 billion.

“We’ve seen the largest debt increase in the history of British Columbia,” NDP finance critic Mike Farnworth said. “And this is a government that ran around during the election campaign saying it’s going to be debt-free B.C.”

Hundreds descend on South Delta for bantam lacrosse provincials

Thirty lacrosse teams from across the province descended on South Delta last weekend for the B.C. Bantam Lacrosse Provincial Championships. While the host Delta Islanders didn’t make it on the podium, there was plenty of local representation on the bantam division allstar teams.

In the elite Bantam A1 division, the Ridge Meadows Burrards took home the gold medal, defeating the Coquitlam Adanacs 11-4 in the final. The New Westminster Salmonbellies beat Langley 11-1 to grab the bronze medal.

William Clayton of the Burrards was named the tournament MVP, while Delta Islander Dean Kishiuchi was the winner of the Warrior Fair Play Award.

Michael Calvert of the Islanders was named to the tournament all-star team.

In Bantam A2, Campbell River

won the gold medal, defeating Richmond 9-6 in the final. Burnaby took the bronze following a 7-6 win over Kelowna.

North Delta narrowly missed out on a bronze medal in the Bantam B division, as they lost 7-4 to Langley, who would take third place. Vancouver won the Bantam B title with a 7-6 win over the Comox Valley. William Matwichyna of the Delta Islanders was named to the Bantam B all-star team, while James Greig won the Warrior Fair Play Award.

Islanders coach Les Wolanski was the recipient of the Fair Play Coach Award.

In Bantam C, Penticton topped the podium with an 8-4 win over Quesnel, West Kootenay beat Abbotsford 11-2 to take the bronze.

Liam Harris of the Delta Islanders was named a division all-star and was also given the Warrior Fair Play Award.

The annual Jog for the Bog takes place this Sunday, July 28, celebrating International Bog Day. This year’s event features a five-km walk or 10-km run through the Delta Nature Reserve Park, next to the Burns Bog Conservation Area.

The event is organized by the Burns Bog Conservation Society, a non-profit society that promotes ecological conservation of Burns Bog and other peatlands.

Burns Bog is the largest raised peat bog in western North America and functions as “the Lungs of the Lower Mainland.” It is also a vital stopover for migratory birds, with more than 100 species having been spotted there.

At 3,000 hectares, it is the largest undeveloped urban wilderness in North America, and is home to rare and endangered species like the southern red-backed vole, and the greater sandhill crane.

Proceeds from Jog for the Bog and International Bog Day will help to maintain the boardwalk through the Delta Nature Reserve and fund the Society’s educational programs.

Each year, more than 50,000 people visit the Delta Nature Reserve. The Burns Bog Conservation Society also takes over 2,500 students, ranging from kindergarten to university on educational tours of Burns Bog. To help celebrate International Bog Day, which recognizes of bogs the world over, there will be free entertainment at the event, including live music, a variety of performances, interactive exhibits, displays and vendors.

Registration on event day opens at 8 a.m., with a warm-up at 8:45 a.m.

The run starts at 9 a.m., with a pancake breakfast following for runners. Event parking at 10388 Nordel Court.

After living in Los Angles for 12 years, Anne Janzen wanted to continue a Sunday morning ritual once she returned home to the Lower Mainland.

The Vancouver native and current Surrey resident fell in love with the California organic farmers’ market culture while working as a chef, caterer and event planner.

She loved the taste of organic produce, talking to farmers, olive oil, fresh oven-baked bread, and the communal Sunday dinners

that resulted – even though she was away from her family at the time.

Back in the Lower Mainland, she wanted more.

“What I wanted was somewhere to shop and get to know the neighbours,” she says.

Not just a place to buy food, but to browse, enjoy the smells of fresh-made fare, and mingle – and to really get a feel of what the farmers thought about what they were selling.

She searched for a location in the area for months, and one day in February, Janzen drove by an old red building on 84 Avenue in

The Firehall Centre for the Arts had character, space for vendors, and parking at the North Delta Recreation Centre.

All that was left to do was use her limitless energy throughout the spring to get things rolling.

On June 30, the Firehall Farmers’ Market opened up for the first time, and runs every second Sunday until Sept. 15.

Six-year-old Muskaan Grewal has walked a tightrope between life and death ❙ Adrian MacNair

When six-year-old Muskaan Grewal received her Delta Rotary Youth “Golden Heart” Award, she was so excited she began screaming and jumping around the house.

That might sound typical for most little girls, but Muskaan isn’t most little girls.

The award was in recognition of the inner strength she showed while enduring countless surgeries and medical procedures. Born with a heart defect in her left ventricle, Muskaan has walked a narrow tightrope between life and death since the day she was born.

As a result, she’s spent more time in a hospital than she has in school.

“She’s truly a miraculous child,” says Ragini Kapil, the principal of Jarvis Elementary in North Delta who nominated Muskaan for the award.

Muskaan’s condition has been plagued her since birth, but when she turned four, she asked her parents if she could go to school with all the other kids.

Kapil says the school knew it was getting a student with significant health issues and were prepared to meet the challenge. What they were unprepared for, however, was the little girl’s way of making everybody she meets smile.

“In comes this little angel and in a very strange quirk of fate, her name Muskaan means a smile [in Punjabi],” says Kapil.

Unfortunately, Muskaan was so weak when she came to school that she had to have an adult with her at all times and wasn’t allowed to play. For a bright-eyed and cheerful little girl it was difficult to bear.

One day she couldn’t restrain herself. She put one foot on the playground and prepared to take a step up. She collapsed, unconscious.

As it turned out, Muskaan’s ventricle wasn’t able to pump enough blood to her heart to maintain even modest exertions. It seemed as though she’d never be able to play like other children.

By December 2011, Muskaan had to be hospitalized. At first she could lay in bed and watch videos on her iPad and Kapil would visit and the two would talk and laugh. But before long she had to be placed on a feeding tube because she was too weak even to eat.

Over the course of the next six months she was put on a waiting list for a heart transplant at BC Children’s Hospital. But doctors feared she wasn’t strong enough to survive the surgery even if a heart did become available.

That summer her heart stopped and her father performed cardio pulmonary resuscitation to revive her. The decision was made to fly her to Stollery Children’s Hospital in Edmonton in the hope for a transplant.

By October of last year, Muskaan’s health continued to deteriorate to the point where doctors suggested an experimental surgery that had never been performed on a child.

The procedure involved the installment of an adult-sized Ventricular Assist Device (VAD) to mechanically pump blood to the heart. Muskaan’s parents decided it was the only way to give her a quality of life.

During surgery, Muskaan’s heart stopped.

Surgeons continued to manually pump blood to the heart using CPR until the device was successfully installed.

The South Delta Artists’ Guild has added a new colour to its palette for the Guild’s 2013 “Oil and Water” competition.

In a first-ever collaboration with the Federation of Canadian Artists, the Guild has attracted a record-breaking number of entries from 133 artists on the Lower Mainland and Vancouver Island.

“Oil and Water” was the brain-child of artist and former Guild president Faith Love-Robertson, who founded the juried art show in 2004.

The annual competition, open to

any visual artist, has consistently presented outstanding art for public viewing and purchase, since every painting hung must be for sale.

This year marks the 10th edition of the annual competition, and like its predecessors, will be shown by the South Delta Artists Guild in the Tsawwassen Longhouse Gallery of the Kiwanis Longhouse, which has been the home of the Guild since 1999.

The exhibition and sale of art will run through to Saturday, Aug. 24. The Tsawwassen Longhouse Gallery is open Tuesday to Sunday, from 11 a.m. to 4 p.m., with a late opening Thursdays to 8 p.m.

she was trying to walk again, dragging her left leg behind her.

“She’s never sad, she never cries,” he says. “She wants to walk and run again.”

After her stroke the family flew back to Edmonton and await a heart donor. On July 16 at 10 p.m. the family learned a heart had become available and 16 hours later Muskaan went under the knife for the transplant procedure. Before she went under general anesthetic she was laughing and joking and singing with the surgeon, says Harman.

“It’s like she knew she was going to come back again,” he says.

After 10 hours of surgery, doctors declared the transplant successful.

Muskaan had a new heart. It’s a little big for her tiny body, but she’ll grow into it.

Kapil says it’s not just the story of Muskaan that’s amazing, but her irrepressible optimism.

“It’s the courage of her and her whole family to keep going and keep that attitude of looking forward and not giving up.”

Harman says his daughter will be able to return to Delta in two weeks and begin her new life as normal sixyear-old girl.

“We always look at our daughter and her smile and we totally forget about everything, including the pain.”

Thanks to the pump, Muskaan’s strength grew and soon she was riding her tricycle around the hospital and visiting other patients. One woman whom Muskaan enjoyed visiting became so weak that she couldn’t speak anymore.

Muskaan told her not to worry, “I’ll talk and you smile.”

When Muskaan returned to Jarvis Elementary, she was able to play with the other children on the playground for the first time.

“The biggest problem we had was keeping her down, because we’re used to being so careful with her, and now she’s running everywhere and skipping,” says Kapil.

Muskaan’s mother Sukhdeep was used to being her 24-hour nurse, and would even go to school with her. Kapil says she remembers one day Muskaan was in her office and she turned to Sukhdeep and said, “it’s OK, mom, you can go, I’m fine here.”

Although her health was substantially better than before the operation, Muskaan continued to battle infections and other health issues. In June she suffered a stroke while in BC Children’s Hospital, affecting the left side of her body.

Ladner Elementary garden blooms with new life ❙ Adrian MacNair

When the Corporation of Delta announced it was saving the Harris Barn from demolition and moving it to Kirkland House on Arthur Drive in Ladner it was devastating news to local gardeners.

That’s because the new barn would require the addition of four parking spots on the property and the only place to put them was where a community garden was planted. Worse still, the garden was part of a Ladner Elementary School program that had been ongoing for over two decades.

“We were really upset because we weren’t really told it was coming,” recalls Donna Boydston, a former Grade one teacher at the school for 17 years.

It was she who began the whole process 22 years ago with gardener Jan Storer, whose child was in Boydston’s class. She had been talking about giving her pupils the experience of planting vegetables and harvesting them to help them better understand food production.

Storer offered up her garden for the experiment, and

for the many years that followed children from Ladner Elementary took class trips to plant and harvest carrots, zucchinis, and other vegetables.

Boydston says the experience was especially rewarding for children who were not “academically oriented” but more the “hands on” types. She says there are still former students who are now adults who come up and thank her for the trips to the garden.

“They’ll say, ‘Hey, Mrs. B., remember when we did this?”

The program was funded in part by the Ladner Elementary parent advisory committee, which contributed $100 each year. But the work of community volunteers made a big difference, too.

About eight years ago, however, Storer determined her garden was too shady for harvesting the sort of variety of vegetables they’d like and the search for a new home took place. Word of mouth spread and soon the volunteers of the Kirkland House offered to host their garden.

“That was a whole new ballgame at Kirkland House and the garden just thrived there,” says Storer, adding the

program became even more popular at that time.

Boydston retired from teaching the following year and Grade one teacher Kathy Van Allen took over and continued to champion the program at Ladner Elementary.

“I feel very grateful to the Kirkland volunteers for giving us a chance to develop the garden,” says Storer. “It was an important part of

our journey.”

Although the garden flourished at Kirkland House the news it would have to be removed to make way for parking spaces was a dark cloud on the horizon. It was Ladner Elementary vice principal Jim Hope, who had come to last year’s harvest and been greatly impressed, who represented the silver lining.

He proposed the garden be

moved to school grounds.

The garden received a $300 cash injection from Vancity in Tsawwassen, and a further $2,000 from the Toyota Evergreen Foundation. Delta Secondary woodworking students created the enclosures for their fruit and vegetable beds. Volunteers built the tool shed and splendid archway.

ny on June 14 celebrated the official opening of a garden 22 years in the making. The moment was nostalgic for Boydston, who has seen this process come full circle.

She says the garden is a popular spot for children to come and sit during recess or lunch. So popular, in fact, that more benches will need to be built.

There are now 10 teachers in the school who have involved their classes in the garden. Storer says things have worked out wonderfully in hindsight.

“It really excites the kids,” she says. “They love touching dirt and plants and worms.”

And the eating of the vegetables after the harvest is such a crucial part of it, she adds. The kids will cut up the vegetables and make soup.

Today the garden blooms forth in colourful glory, with a variety of flowers that are bee-friendly to encourage pollination. There’s even a local apiarist who wants to make a mason bee “condo” on top of the tool shed. It’s just another way the garden continues to grow.

“We didn’t know what we were getting into 22 years ago,” says Storer, laughing.

A Seaquam student Trevor Basran recently placed second in Canada in the national Begbie Canadian History Contest.

More than 1,300 students from across Canada took part in the Canadian history exam.

Basran received a score of 97 per cent, and was one of six students to win the $1,000 prize.

The contest was founded in 1993 when a group of active and retired B.C. social studies teachers worked together to produce

the first Begbie Canadian History Contest.

The idea for a contest grew out of their desire to raise the profile of social studies and Canadian history in secondary schools. The contest was designed to allow senior level students to use their knowledge of Canadian history and critical thinking skills and was offered in both English and French to encourage Francophone and French Immersion students to participate.

Contest questions are based on major events in Canadian history from 1850 to the pres-

ent. The emphasis is on critical thinking skills using primary sources such as political cartoons, paintings, posters, graphs, maps, statistics, songs, speeches, diaries, letters, newspaper articles and memoirs.

The contest is two hours in length and is normally written in the candidate’s school under the supervision of a classroom teacher.

All entrants received a certificate of participation, and the top entrant in each school who achieves a score of 80 per cent or more receives a Begbie Contest medallion.

Janzen can hardly contain her excitement about the feel of the place.

“It feeds my soul.”

She’s done her best to bring in only farmers who are passionate about their organic products, and has taken tours of the farms to make sure things would fit the nature of the market.

There are no wholesalers.

“If you’re selling it, you’re the one growing it,” she declares, adding she’s taken lessons to heart from the Surrey Urban Farmers’ Market, which she headed last year. (That market runs each Wednesday from June 12 to Oct. 9 from 1-6 p.m. at the North Surrey Recreation Centre).

“I can honestly stand behind everything that’s sold at the (Delta) market, and that feels good.”
