Sex offender arrested in Hope A sex offender who was released last Thursday had breached his probation by the following night.

Graham James Lackey, 46, was found breaching his probation order and immediately arrested in Hope, at 9:18 p.m. Friday.

Lackey was held in custody for a court appearance in Chilliwack Provincial court on Monday, July 21st. Lackey has been charged with three counts of breach probation order, contrary to section 733.

1(1) of the Criminal Code. Lackey has been remanded into custody

until his next court appearance on July 29.

A public warning was issued upon his release from Ford Mountain Institution, informing the public that Lackey would be living in the Chilliwack or Hope area. He was also immediately placed under surveillance by plain clothed RCMP officers from the Upper Fraser Valley Regional District.

“Our plain clothes officers were very diligent and worked long hours in conducting surveillance and monitoring Lackey’s behav-

iour. The safety of the community was our paramount concern.

When notification was made of Lackey’s release we acted swiftly to put this surveillance plan in place,” said Cpl. Len vanNieuwenhuizen.

Lackey has a significant criminal history including indecent exposure, possession of child pornography, uttering threats, theft under $5,000, and breach of probation.

Lackey was under 13 courtordered conditions as part of his probation order.

Correctional staff at Mountain Institution intercepted a package containing drugs Tuesday morning.

While they did not specify what type of

drugs were seized, or how much, they provided an estimate of $15,000, institutional value.

A press release from the Assistant Warden Management

Services states that the Correctional Service of Canada is using a number of tools to try to control the flow of drugs into prisons, including an ion scanner and drug

dogs.

It did not specify how the drugs were found.

Last Thursday, the provincial Communities in Bloom judges arrived in Agassiz to learn what the community is doing to grow, and also be more sustainable. The day included tours of the area, along with presentations during a picnic lunch in Pioneer Park.

Matt Connelly, the environmental and engineering services coordinator for the District of Kent, spoke to the judges and the gathered crowd about the drainage issues facing the municipality.

Challenges here include the existence of the Oregon Spotted Frog in some ditches, comprising most of the known population of the amphibian in the province.

“We have to salvage the species,” he said, counting and measuring them and releasing them outside the work area, as they hand clean their habitat.

“We don’t have a lot of fish to deal with, but we do have a lot of amphibians,” he said. Because of the delicate nature of amphibians, he said, t’s a sign that the area is healthy, and that not a lot of pollutants are running into the waterways.

There used to be plenty of salmon in the waters, too, he said, and the planned flood box with screw pumps will allow fish to travel through the local waterways more freely.

Coun. Lorne Fisher also spoke to the crowd, urging everyone to

take part in this Saturday’s open houses at UBC and the Ag-Canada Research Station. The station recently lost a quarter of its scientists, and now more than ever, Fisher said, the public needs to connect with the station and learn what’s going on there.

“We have to start promoting the value of the Research Station and its programs as a benefit to our community,” he said.

The judges this year were Rea Smith and Trisha McCarthy.

The results will be made public in October during the annual CIB convention. The District of Kent has been active with the program since 2002, taking only one year off in 11 years. news@ahobserver.com

Idaho couple attempted to find missing camper Jessica Peters THE OBSERVER

The experts hired to search for a man believed to have drowned in Harrison Lake have had to call off their search.

Gene and Sandy Ralston traveled from Idaho to try using their sidescan sonar in the remote area where police believe Raymond Salmen drowned. They have a high success rate in finding bodies, helping to lay to rest more than 80 drowning victims in the past 11 years.

However, the conditions of the lake water did not make for a successful search.

“After spending two days searching the highest-probability area, the Ralstons have left Harrison Hot Springs

and are returning to a search on Francois Lake,” said Kent Harrison Search and Rescue President Marv Anderson. “Gene and Sandy Ralston used their side-scan sonar and ROV under very challenging conditions, but were unable to locate Mr. Salmen.”

Kent Harrison SAR members and RCMP assisted the Ralstons over the two-day search and helped them prepare for their departure Sunday afternoon. Before they left for Francois Lake, Anderson presented Gene Ralston with a donation toward their expenses.

“This was a valuable learning experience that will be extremely useful in guiding the team’s decisions in how to improve our underwater searching capabilities,” said Anderson.

Tips for female entrepreneurs Starting a business is no small task. But as the 21st century progresses, more and more female entrepreneurs are embracing the challenge of starting their own businesses.

Though each entrepreneur has his or her own motivation for starting a business, the chance to be your own boss and turn an idea into a successful business is a driving force for both male and female entrepreneurs.

And though male and female entrepreneurs face similar hurdles when starting a business, many female entrepreneurs might be more hesitant to set out on their own, fearing that old stigmas about women in the workplace might affect their chances at success by making potential investors or financial institutions wary of women setting out on their own. Though such concerns unfortunately are legitimate, women should not assume that such stigmas prevail. The continued success of female entrepreneurs has shed new light on just how successful female entrepreneurs can be. The following are a few tips for women looking to start their own business. * Seek out a mentor. Many female entrepreneurs have blazed the trail you are about to embark on, and such women can prove an invaluable resource as you begin your journey.

Find a female business owner you can connect with and ask her for any advice she can offer. She might not be able to help you with any specifics regarding your business, but she can very well share stories of what you can expect as a woman setting out to start her own business. * Have an airtight business plan. As unjust as it is, a stigma about women in the workplace still exists in the minds of some professionals.

This means women must be especially diligent and detailed when creating their business plan.

One helpful hint is to act as if you are pitching yourself. Look at your business plan and ask if you would invest in yourself. Ask yourself the questions you would ask a fellow entrepreneur if he or she approached you with the same business plan you just developed. There’s no harm to be done by using every resource at your disposal, especially your own business savvy and experience. * Don’t expect to finance the business entirely on your own. Unless your business is going to be especially small, you’re going to need capital to start your business. If you think you can finance the business on your own, you might want to reconsider. A business loan or investors can help you plan for the unexpected.

If you attempt to go it alone, open your business and then find you need a business loan, the lending institution might find your brand has already been damaged and is less likely to succeed. That can make it harder to secure a business loan. Though it’s possible to finance your business entirely out of your own pocket, it never hurts to partner up with a bank or a handful of investors. * Rely on your support system.

Many women with business experience might feel they need to prove something to themselves when starting their own business and need to do so entirely on their own. While that’s great motivation, underestimating the value of your support system, including your spouse, children and even your mentor, is a mistake. Rely on these people who all want you to succeed, and turn their support into extra motivation.

Flood protection: Pay now, or pay later One of the stark realities of living in Chilliwack is the fact most of us live on a flood plain.

Our history is already punctuated by two momentous floods, one in 1894 and another in 1948.

Since then an extensive flood mitigation system has evolved around the city. That system has helped us dodge smaller (but nonetheless significant) flooding events that could have damaged property and endangered lives.

Just last year property outside the city’s dike network was under water as the Fraser River breached its banks.

And few will forget the sandbagged utilities and packed public meetings in 2007 when the waters inched toward the top of the city’s dikes.

This year, the Fraser has remained relatively tame.

But as a group of former mayors said in a meeting recently, it’s not a matter of if the Fraser will once again threaten, but when.

They are not being alarmist; they are simply voicing a reality made all the more clear by the devastation seen in so many parts of southern Alberta.

city’s damaged infrastructure is expected to top $265 million. The towns of High River, Canmore, Bragg Creek and the Siksika First Nation are all facing proportionate costs as they rebuild.

But the financial impact isn’t in reconstruction alone. Indeed, banking and insurance firms estimate the total economic damage could be $3 billion to $5 billion, with a wounded GDP for June and July and $2 billion in lost output for the entire Canadian economy.

History suggests the Fraser River poses an even greater risk. Although much has been done to lessen that risk, a diking system is only as strong as its weakest point.

That’s why the regional approach to flood risk mitigation must be pressed.

It’s been talked about for years, but there remain obstacles and cross-jurisdictional challenges that have slowed progress.

As the former mayors pointed out recently, it’s time to get on with it.

The threat of another major flooding event only grows with time. And as they reminded us this week, either we pay now, or pay later.

VIEWS Tom Fletcher After climate scientist-turnedGreen Party MLA Andrew Weaver had a taste of debate in the B.C. legislature, I asked him for his impressions on that and other issues. Excerpts from that discussion: TF: You did a study comparing burning all the world’s coal reserves and all oil reserves, showing how big coal really is. The federal government says that when you add up what’s actually being used in North America, carbon emissions from coal are about 30 times more than from oil.

Now we have a symbolic coal export ban in Vancouver, which doesn’t apply to Port Moody or Point Roberts or Prince Rupert. Do you think there’s any

significance to this?

AW: There is no question that the biggest issue around is coal, because coal use is on the rise world-wide. Not in the United States, because they’re converting [power production] to natural gas. This is why American producers are saying, let’s ship it to Asia. California says no, Oregon says no, Washington says no. Vancouver says no, British Columbia, not sure.

It’s pushing us to start thinking about what I think is going to be the greatest industrial revolution the world has ever seen, which is transformation of energy systems away from our combustion approach, which is essentially what we’ve been doing since we were in caves. We’ve gone from burning wood to now fossil wood, and fossil plants and fossil algae, to a much more modern era of production of energy through natural means, solar,

wind, geothermal etc.

TF: Liquified natural gas. The NDP says they are absolutely in favour of that now.

AW: I have questioned the economics of it from day one. There’s a market differential

back up and running again, but you’re seeing a similar thing here?

AW: Yes. And if we start shipping natural gas to Asia … the Asian price comes down, the North American price goes up. British Columbians haven’t been told that.

TF: How has the legislature session been for you?

AW: I sit there and watch the two parties. Rhetorical question, condescending answer. Rhetorical question, condescending answer. And I hope more British Columbians watch this, because this needs to change. And I think it can change.

TF: The NDP opposition decides when you and Delta South Independent Vicki Huntington get your occasional moments in question period?

AW: Yes, and if I’ve asked it’s been no problem.

TF: Grudgingly no doubt. If the NDP had their way, the closest Green Party member would be in OFFICE HOURS Tues.-Fri. 9 a.m. - 5 p.m.

AW: [Laughs] Yes. Certainly not in North America. There’s this sense of entitlement within the NDP to the ‘green’ vote. And I sense that the B.C. Liberals very much like our existence, as being not NDP. The reality is, we take as many Liberal votes, if not more. It’s because what it means to be ‘green’ has moved out of what the NDP view as green, which is a tree hugger. It’s kids going to school, talking about conservation, and going home to talk to their parents. That's where our votes are coming from.

TF: Are you going to be found standing in front of a coal train any time soon?

AW: No, never. They asked me to, and I said no, because I don’t believe in civil disobedience.

Mailbag Making the best of a tragic moment in time Today is a very special day for me.

But forget sending the obligatory sweets, wine and flowers — it's not my birthday. No, It's much better than that.

July 26 is my "second chance" birthday — an annual celebration of the worst and best day of my life.

For the last 21 years, I have spent this day being mindfully thankful for each breath I take, while marveling at both the sunshine and the raindrops, and while feeling the ground below my feet. It's a day when I give thanks for the body in which I live, while honouring the scars that mark it.

It's a day which I almost did not survive.

A day full of screaming ambulances, horrible phone calls, and wailing parents, siblings and friends. A day of fear and sadness. A day with so much emotion attached to it that it's still hard to put into words on paper, even for a writer.

But for this anniversary, I will try.

It started off like any fabulous summer day.

Bears are just hungry, not bad

Is the bear in your July 19 report a “rogue mother bear” or just a hungry one with three cubs to feed? In the nineteen fifties my mother kept chickens. Every night just before dusk she went down to the chicken coop to lock the hens inside a sturdy wood hen house. This way the bears, that were numerous in those days, could not get the chickens.

The yard where the chickens spent the day was protected by wire on the top as well as the sides. When the chickens were allowed to run free one of us kids (with the dog) watched over them. Why is it that in

the 21st century stockowners are no longer this vigilant?

Must every wild animal be shot or relocated because it is helping itself to an easy meal? Current relocation research suggests that adult bears return to their former range within a month. Foodsource removal is a proactive deterrent.

I can't remember most of that day, and certainly don't remember the accident. I remember thinking many times that if I waited long enough, some of the memories would come back.

As the physical injuries healed through the years, I realized the memories don't even exist.

And that's a wonderful gift. I'm so thankful.

So, today I'll be doing anything of my choosing, to celebrate and to make good memories. I may read all day, or indulge in a day of art. I may spend it cleaning all the cupboards in my house, or jumping into the lake with my family. I may sleep on the grass. I may hike a tall mountain.

Whatever I choose, I will do it as safely as possible. And thankfully.

Rock band next up in Twilight series Awake O Sleeper to perform country rock

As a band, Awake O Sleeper is fresh on the local music scene. They got together about a year and a half ago, and released their debut album just two months ago.

But their roots go deep, both as musicians and as friends.

"We've all been good buddies for years," said Brad Fry. "We've played together in churches and for different bands."

Since their debut album, a full length, 10-track, self-titled offering of various rock country offerings, they've been busy booking gigs.

Tonight, they'll hit the stage at 7:30 p.m. for Chilliwack's Party in the Park. And next Thursday, they'll be right here in Agassiz, performing in the Twilight Concert Series in Pioneer Park at 6:30 p.m.

July 25, 1963 50 years ago • The School Board was seeking suggestions for a name for the new elementary school in Agassiz and was planning to offer a prize for the person who comes up with the winning name. The same system was followed with success in naming the new school on Hardy Road, McCaffrey School, honoring a beloved doctor who served the community for many years. In similar news, the addition to Harrison Hot Springs School was about 40 per cent complete.

• Citizens were reminded that a musical treat was to be held on Saturday night when the Elgar Choir, conducted

by Mr. C. Findlater, performs. The Elgar Choir had just completed a successful tour of several towns in the Interior including Smithers, Vanderhoof, Kamloops, and Kelowna. There had been excellent audiences for the concerts, the largest

being in Kelowna, which was held in the Civic Centre, with an attendance of 800. An Agassiz girl, Janis Green, was a member of the choir again that year.

Proceeds would go towards the Agassiz Church Choir, who were sponsoring the concert.

• Thursday evening the Kent Hotel Softball team won a close game at the correctional camp by a score of 8-7 in 10 innings. The local team came from behind to tie the score 7-7 when they scored three runs in the bottom of the ninth. Arnold Bennewith drove in the winning run. On Tuesday evening at the Fair Grounds, the Agassiz team defeated the Spencer’s B’s in another close game with a score of 11-8.

In the eighth inning, Kent scored six runs, including timely hits by Jerry Pickard, Ted Westlin and Ron Bennewith.

At Saturday’s Christmas in July event at Agassiz Speedway, a bountiful collection of food was donated to the Food Bank. In total,

about $600 in food and cash was collected.

The night was sponsored by the Springs RV Resort at Harrison Hot Springs, who also

helped sell tickets then donated the profit to the Food Bank. Their efforts earned $190 toward the total fundraising effort.

Please take a moment to read this notice about the filming of scenes for the television series “Wayward Pines” in your town. WWP Productions Ltd has received approval from the City Council of the District of Kent to proceed with plans to use the 7000/7100 Block of Pioneer Avenue as a recurring location for our production. “Wayward Pines” is a ten episode series that will film between August 19, 2013 and February 28, 2014 throughout the Lower Mainland and Fraser Valley. We anticipate that there will only be a few days of actual filming per month during this time, with our first visit expected to be in early September.

In order to transform Pioneer Avenue into downtown Wayward Pines we need to do a significant amount of construction and set dressing during the next six weeks. This work will include construction of a number of façades on the north side of the street to give the appearance that there are businesses on both sides of the block. We will also be talking to each of the individual businesses on the south side about the possibility of doing some cosmetic changes to their storefronts.

We’d like to provide you with some information to help you prepare for our arrival and anticipate how our activity might affect your daily routine. The following is an approximate schedule of our initial preparations leading up to our first filming visit: Thursday, July 25th & Friday, July 26th · The supporting poles for the façades will be put in place in Pioneer Park Monday, July 29th to Friday, August 2nd

This will occasionally include a closure of the westbound lane of Pioneer Avenue between Evergreen Drive and Park Street during our prep, and a full closure of Pioneer Avenue on our shoot days. We also appreciate that losing a portion of the parking in the area for a prolonged period of time is a concern to some of the local businesses and we are working with the District to come up with a solution to this issue. We believe that the overall long-term benefits from our presence in your area will far outweight the short term inconveniences.
