Families were having a great time last Saturday as the Trans Canada Trail Committee of the Kettle River Museum hosted the 14th annual Kettle River Family Fun Day at the gazebo of Frank Carpenter Memorial Park.

The weather was hot and a large crowd came out for the day-long event. Water was liberally applied to the kids to their great delight.

The kids enjoyed a bike-decorating contest immediately followed by a bike rally. T hen it was time for some games pitting one team against the other.

After lunch the Midway Volunteer Fire Department set up their slip and slide. Master of Ceremonies Steve Stewart also organized a crew to help mount a penny carnival, followed by boat building.

West Boundary Highway Rescue members were on hand all day to give demonstrations to the kids too.

Winners of the Horseshoe Pitch for 2013 were Darren Swanson and Donna Boltz. They also won in 2010, and Boltz has her name on the trophy four of the 12 years it has been given out. The final inning had three ringers!

Gordon Jones won the 50/50 barrel derby.

His guess was only two minutes over the time of 3 hours 17 minutes 27 seconds it took the barrel to float from Ingram Bridge to Midway this year.

Cougar attacks foal CRAIG LINDSAY Grand Forks Gazette

A Greenwood resident believes her livestock was attacked by a cougar and is concerned that children and other animals could be next.

The cougar in question went onto the Mathison property on July 4 and attacked a foal. The young horse survived but owner Ingrid Mathison said all the horses on the property are scared to venture too far away from the house.

“My husband went out to feed the horses that morning and he noticed a scratch on one side (of the foal),” she said. “When my husband came in to the house, he mentioned it to me so I went outside and saw not only the scratch but three fairly deep wounds on the other side of the foal.”

Mathison said she immediately contacted the conservation officer (Dave Webster) and a veterinarian (Ruth Simms) to check on the foal.

“The vet came out and put nine stitches in and gave (the foal) some antibiotics,” she said. “The conservation officer came out and took pictures.”

He got back to me later and told me it was probably a cougar attack, said Mathison. The foal is recovering well, she added, and is fortunate to be alive. There were no other attacks on her 16 horses.

Mathison said cougars like to prey on the youngest and weakest yearlings. “Somewhere on our 160 acres (70 hectares), the cougar was probably hiding in the grass

because it was so hot and jumped up and took advantage of the opportunity to attack,” she said.

Mathison said she’s worried about more cougar attacks. Her property is near Crown land and she said there are many kids on ATVs and bikes as well as lots of hikers. It could be a child next, she said, adding that she sees how nervous the horses are around the property.

“They’ve got 160 acres to roam around on with lots of water and a creek running through it,” she said. “Usually they go out and drink fresh water from the creek, but now they’re not even going out that far, which isn’t that far from our house, without us going out there. They’re staying really close. So now they’re basically on 40 acres.”

Webster told the Gazette on Monday that he checked out the foal and that it was definitely attacked by a wild animal, though he could not confirm it was a cougar. “It looked like a brief encounter,” he said. “The animal, for whatever reason, let go after attacking the foal. Maybe it was chased off by the mother.”

Webster said he has no plans to investigate further unless he sees evidence of other attacks.

“It’s a large area in the wild where the horses are turned out,” he said. “There are bound to be wildlife encounters. The horses there are roaming out on 170 acres of land. It’s not fenced in. This is an area where wildlife such as cougars and bears are.”

Simms, a veterinarian with the Kettle River veterinarian clinic in Grand Forks, agreed from the foal’s deep wounds that it was likely a cougar. “I figured it was a cougar, but it’s hard to say for sure,” she said.

Thieves target golf club

Damage and theft was extensive at the Kettle Valley Golf Club as thieves broke in and stole everything from alcohol and food to the cash register.

Cpl. Kevin Christensen of the Midway RCMP reported that on July 17, police responded to a break and enter at the club in Rock Creek. According to Christensen, during the previous night unknown suspect(s) disabled the alarm and broke into the clubhouse causing substantial damage. The thieves stole alcohol, food, cash register, golf balls, and other items.

Club manager Merry English told the Times the robbery was discovered at 6:15 a.m.

“Because they took the cash register we had to hire extra staff just to have one staff person handling the cash and hand-writing all the receipts,”

said English, who added that the club does have insurance.

English said the links were not down for long, though. “It had rained hard that morning and as soon as it let up the golfers were allowed to go out on the course – but we were unable to accommodate men’s night on Wednesday. We did host the women’s night on Thursday however.”

English said Friday was very busy and on Saturday they hosted the third annual LisowekGilsenen Memorial Golf Tournament, which is held in memory of three pedestrians who died in a tragic accident while walking home to the Kettle River RV Park from the golf course in June of 2009.

Police ask that if you have any information regarding this break in to contact the Midway RCMP or Crimestoppers.

Motorcycle hits ditch KARL YU

A motorcycle hit a ditch on July 19 in the Eholt area at about 1 p.m., say Grand Forks RCMP. “Police were called to single-vehicle motorcycle accident on Highway 3 by Eholt,” Grand Forks RCMP’s Cpl. Richard Lanz said. “The motorcycle

was towing a small trailer behind it and it appears that, possibly, the trailer went off the paved portion of the road, which caused the motorcycle to lose control and go off the road into the ditch, striking a rock.”

Lanz said injuries were sustained but were not life-threatening and added that there wasn’t any additional information currently available.

Senior empowerment funded by grant

Kettle River Seniors Branch #102 are using a grant from New Horizons for Seniors to help locals develop the skills and confidence that will allow them to stay active and involved in community life.

“Socializing and learning are two of the main ingredients in maintaining health,” said an early draft of the program proposal.

“Health is essential to being able to maintain independent living.”

The $25,000 grant is funding EOS – a year-long program called Empowerment of Seniors.

Rock Creek resident Peri Best, a licensed energy kinesiology practitioner, said the purpose is to introduce people to the study of muscles and how they work.

“How to test muscles. How muscles are tied together with the meridians – so it is a tying together of western medicine and oriental medicine models.”

While many have studied touch for health and some of the beginning levels of kinesiology, few have gone to the higher levels – Best is one of only 15 trained to her level in North America. She explained that more kinesiologists are found in New Zealand and Australia where the treatments are supported by the medical system.

Deb Tilgstra practices kinesiology techniques she has learned at EOS workshops on fellow participant Jenny Bennett.

Best has developed what she calls the Holy Grail Protocol as a means of working with the pineal gland. “This amazing gland is sensitive to many levels of light frequencies and other external electromagnetic pulsations and cycles,” she explains. “It mediates the functions of other key parts of the brain and body to optimize our response to our environment. The pineal is also key to our connection to our higher guidance systems and functions to integrate that information to optimize our emotional, mental and physical well-being.”

“What I am doing here is trying to make kinesiology much more accessible,” said

Best. “I think every school kid should know how to test muscles and activate them using acupoints. It is just so simple.”

She has prepared a workbook that is organized in a way that she would have liked to have been taught.

Branch #102 sponsored a four-day kinesiology workshop earlier this year, held practice sessions every Wednesday since, and they are busy planning more events.

The workshop is designed to introduce the beginning kinesiology practitioner to the higher functions of the pineal gland as well as to muscle monitoring, meridians, and activating acupoints.

As part of the EOS program they held a one-day session on pain techniques on June 10 at the Rock Creek Medical Centre.

Speaking of the worth of the workshops, Vivien Browne said, “I don’t think people realize what they have here. They may think that because the workshops are being held in Rock Creek or that the workshop is free, that it is not valuable. The cost for this program would be substantial if held in Calgary or Vancouver.”

While the exact date is yet to be confirmed, an August workshop on herbs will bring in author Evelyn Mulders. The group is planning to repeat the introduction to kinesiology workshops in September, host sessions on computers in October and cover nutrition and exercise in November.

While the sessions are free they are asking people to make a deposit when registering so that they can get a reliable idea of the number of participants to plan for.

THE APPLICATION

On July 5, 2013, FortisBC Inc. (FortisBC) applied to the British Columbia Utilities Commission for approval of a proposed multi-year Performance Based Ratemaking (PBR) plan for the years 2014 through 2018, and for approval of permanent rates effective January 1, 2014 (Application), pursuant to sections 59 to 61 of the Utilities Commission Act (Act).

Among other things, FBC seeks approval of the following: • Approval to make the existing interim rates as permanent effective January 1, 2013, and to increase the permanent rates for all customers by 3.3 percent, effective January 1, 2014.

• Approval of a rate stabilization deferral mechanism to mitigate rate variability for the years 2014 – 2018, as set out in the Application.

• Approval to flow through, during 2014, any increases or decreases arising from a decision in the Generic Cost of Capital Stage 2 Proceeding that is currently before the Commission.

• Certain accounting treatment and financing of deferral accounts.

• Discontinuation, modification and creation of certain deferral accounts, and the amortization and disposition of balances in deferral accounts; • Acceptance of certain Demand Side Management expenditures, pursuant to section 44.2 of the Act. • Changes to certain accounting policies to be used in the determination of rates for FortisBC.

THE REGULATORY PROCESS

British Columbia Utilities Commission (Commission) Order G-109-13 has established a Workshop, Procedural Conference and Preliminary Regulatory Timetable for the regulatory review of the Application.

The detailed Regulatory Timetable can be reviewed on the Commission’s website at bcuc.com under Current Applications.

FortisBC will hold a Workshop to review the Application on Thursday, July 25, 2013, commencing at 10:00 a.m. at the Holiday Inn Express, 2429 Highway 97 North, Kelowna, BC in the Aberdeen/Pandosy Room.

The Commission will hold a Procedural Conference regarding the further regulatory process for the review of the Application on Friday, October 11, 2013 commencing at 9:00 a.m. in Kelowna.

REGISTERING TO PARTICIPATE

Persons who wish to actively participate in this proceeding should register as Interveners with the Commission in writing by Wednesday, July 24, 2013, identifying the issues that they intend to pursue as well as the nature and extent of their anticipated involvement in the review process, and indicating whether they plan to attend the Procedural Conference. Interveners will receive email notice of all correspondence and filed documents. An e-mail address should be provided if available.

Persons not expecting to actively participate, but who have an interest in the proceeding, should register as Interested Parties with the Commission in writing by Wednesday, July 24, 2013 identifying their interest in the Application. Interested Parties will receive a copy of the Commission’s Decision when issued.

Be cool – be safe Hot weather always makes the lake or the river look really attractive. It’s a great way to cool down and enjoy a summer day with friends and family.

Whether water skiing, tubing or just taking a dip at the local public beach – getting on or in the water when the temperature goes up makes a lot of sense.

But it also makes sense to be aware of the risks that water can have for us. Doing what you can to mitigate those risks is important to making sure your day of relaxation doesn’t turn to tragedy.

If you don’t know how to swim then get to a pool and learn both how to swim and water safety skills.

According to the Canadian Red Cross young children ages 1 to 4 and men ages 15 to 44 are at the greatest risk of drowning; and drowning is one of the leading causes of death for Canadian children ages one to four.

Keep small children in sight at all times. All non-swimmers should wear a lifejacket.

Avoid diving headfirst into water at the beach unless you are properly trained and have made sure that the water is deep enough.

Avoid diving in home pools and always enter the water feet-first.

Adults should restrict their alcohol consumption to times away from the water.

It is both illegal and risky to drink on the water. The Canadian Safe Boating Council says that alcohol was a factor in nearly 40 per cent of boating related deaths.

Enjoying the outdoors beside a lake or river is a great way to beat the heat. Just do it wisely – be careful and be safe on the water.

Midway ready to celebrate The Midway Community Club (MCC) was casting about for a summertime event they could sponsor and they came up with an old fashioned picnic to celebrate Midway’s 120th year.

The community gathering will happen on Saturday, Aug.10 at 3 p.m.

It will be a family event with games and races for the whole family.

A magician has been hired who will perform a show as well as doing tricks while moving through the crowd.

According to Cat Kappes, there are several competitions planned that will give the picnic an old-fashioned flavour: potato sack and threelegged races, a balloon toss, longest potato peel and a tug-o-war.

There will be an outdoor jam session. “Bring your instruments and let’s make music,” said Kappes. She said singing is both allowed and encouraged.

The group will be providing free hot dogs, cake, watermelon and lemonade or ice tea and people should pack their own picnic basket to complement those items.

The event is sponsored by the Midway Community Club with a donation from the Village of Midway.

Kappes said the MCC is in need of volunteers and people with new ideas. They currently have only five members. They meet on the first Sunday of each month at 3 p.m. at Midway Community Hall.

Lake residents lose power

It was an unplugged afternoon for many Jewel Lake residents as power was cut to about 53 customers at about 2:30 p.m. last Thursday, July 18.

The Greenwood Volunteer Fire Department arrived on the scene when smoke was reported rising from a power line, said Michael Allison, corporate communications advisor for FortisBC

The branch was removed and power was restored to customers at 6:33 p.m.

On the previous day winds in the area had caused an outage for 47 customers due to tree branches on the line.

Jewel Lake resident Mal Logan said the wind on Wednesday had been accompanied by hail 3 millimetres in diameter.

The fire department ensured the area was safe and FortisBC arrived on the scene shortly after to begin assessment and repairs. The cause of the outage was determined to be a tree branch that had fallen across the wires due to winds in the area.

The tree branch began smoking; however, there was no fire.

Each Friday the staff of Heritage Credit Union and HG Insurance Agencies Ltd, Castlegar, Slocan Park and West Boundary donates a dollar to the charity of choice for the privilege of wearing jeans to work. One Book vote deadline looms!

The popular Kootenay-wide book club One Book, One Kootenay has kept regional readers busy trying to decide which of the three shortlisted books should get the nod. Each year, booklovers read, discuss, and vote on the book they think all Kootenay folk should read.

The deadline for voting for the 2013 One Book, One Kootenay selection is Aug. 2.

This year’s shortlist is comprised of Never Going Back by Antonia Banyard, Confined Space by Deryn Collier and The Dolphin’s Tooth: a Decade in Search of Adventure by Bruce Kirkby.

Mr. Fudge coming to GEM

Get ready for some thought-provoking film as The Inspirational Film Society brings a 2012 Worldfest-Houston International Film Festival platinum awards winner to the GEM Theatre in Grand Forks later this month.

In the words of scriptwriter Donald Davenport, Hell and Mr. Fudge tells the story of Edward Fudge, an evangelical scholar from Alabama who discovers (and still maintains to this day) that everyone has gotten the concept of Hell wrong.

His work on Hell and the hereafter has aroused fierce controversy.

Fudges’ 1982 book, The Fire that Consumes, examines and challenges the doctrines of Hell, from both Old and New Testament references, as well as the historical development of the doctrine of Hell as eternal, conscious torment.

He is either a hero or a heretic, depending on whom you ask, says the PR package that came announcing the movie. “Both friend and foe can appreciate the

movie’s authentic revelation of his character.”

Today Edward Fudge is an author, lecturer and theologian and The Fire that Consumes continues to be the subject of debate.

Run in memory of John

There were over 70 runners out on Saturday for the fourth annual JLB Memorial Kettle River Run, which raises money for the BC Cancer Foundation of the Southern Interior.

Chantelle Funk from the BC Cancer Foundation ran this year and Rose Boltz, the matriarch of the Boltz family and a Red Hatter, was also present to see the race and cheer everyone on.

“This run is about the family trying to do something for the people that we have seen at the BC Cancer Foundation that need help,” said Stephanie Boltz, director of the Midway Public Library. “Like the woman who was there getting her chemo and could only afford to have Carnation instant breakfast because she couldn’t afford anything else and get treatment.

“It is about us trying to give something back to the people of the Boundary who are getting their treatment at the BC Cancer Foundation of the Southern Interior.

We are hoping that people will use this run as a memorial for their loved ones and continue to keep this run going long after I am here,” said Boltz, who had started the run four years ago in honour of her husband who lost his battle with cancer in 2009.

“I want to thank the Credit Union for their participation and donations as well as all the donations from all of the other donors,” she said.

In past years the run has used only the riverside portion of the Midway Hiking and Biking Trails. This year the mountain trail network was incorporated into the 21K route – adding a new dimension to the run, which organizers hope will attract dedicated athletes in future years.

The best time in the 21K was under two hours on the grueling hill run in the heat.

In the week preceding the run, Trails Society volunteers Ross Elliott, John Greaves, Ken Essery and Paul Fromme looked after grooming the mountain trails

and carried water up the hill to help keep the runners hydrated on run day. The village works crew prepped the riverside portions.

Many members of the Boltz family come to Midway each year to help organize the event. They are joined by many volunteers who help on run day including John and Jan Kohlhauser, Thinh Atkinson, Lynda Anderson-Thibault, Brenda Wilkinson (from Kelowna), Pam Balzer, Jean Carpenter, Don Mallech, Tony Pearce, Gary Maletta, Harry Stoochnoff, Ian March, Teresa Coburn, Nica Ponenteau and Naleen Barchuk.

Boltz also thanks the organizers of the Kettle River Day for their support, along with the many locals who participate in the event to support the library and the cause. Midway’s new doctor, Marilize Naude, was on standby in the event medical help was needed. “As in the previous three years we had generous donors; however, this year we need to especially recognize Doug McMynn, Heritage Credit Union and employees, the Bored Room Bistro, South Beach Style Studio, Allisen and Wayne Sargent and the Kelowna Running Club.”

Boltz said that next year would be the fifth anniversary for the run. “The people who benefit are the people who need help with emergency funds or new drugs right here in our area,” she said.

“This was a very inspirational event for me, because of the people who have returned to support the event, the new ones who came this year and, especially, for the participant who ran the 21K – a victim himself of cancer and thought that it was important!”

“We didn’t meet our goal of $12,000 in pledges but we raised about $8,000 – maybe next year for our fifth anniversary!”
