Village seeks to secure its water source BY SHERI REGNIER Times Staff

Potential water problems remain afloat in the Village of Montrose. The village’s drinking water woes were resolved this year with the drilling of new well, construction of a new pump house, and installation of a water chlorination system. However, the Montrose aquifer and its wells are outside village limits and council wants to address this concern by insuring protection of its water source. “The village is looking to take in our own wells which are not in village boundaries,” explained Kevin Chartres, Montrose chief administrative officer. Located in Area A at the confluence of the Columbia River and Beaver Creek, is the village’s aquifer, an underground layer of waterbearing permeable rock and unconsolidated materials (gravel, sand, and silt) from which groundwater is extracted using water wells. With further development in that area, Montrose’s water could be jeopardized by pollutants such as construction runoff and leaking toxic materials, seeping into the water supply. “This is something we have been addressing for a long time,” said Montrose Mayor Joe Danchuk at council last Monday. “We don’t want any further industrial development on top of the aquifer.” Currently, a Fortis switch station is located on the land, and the village has been in talks with the company to install a containment bed to protect the aquifer from substances such as leaking oil. “In case of a leak, Fortis has agreed to put in a rubberized bed underneath the station,” said Danchuk. At one time, the village explored various options to protect the water source, which included pursuing a boundary expansion. However the option was struck down when residents living on aquifer land said, ‘no’ to a proposed expansion which would encompass their land. Other options council identified was to seek Regional District of Kootenay Boundary’s (RDKB)consent for the village to use its own planning authority and create a development permit or classify the aquifer a “unique” zone of the lands. In March, council sent a letter to the regional district, stating that “the village has no governance options for its (aquifer) protection.” See AQUIFER, Page 3

Liberal leader Justin Trudeau shook hands with 97-year-old Betty Olafson of Trail and signed her daughter Sandra Doell's Trudeau book, “Memoirs,” which captured his father's influence in Canadian politics.

Big crowd greets Trudeau in Trail BY VALERIE ROSSI Times Staff

The paparazzi was out in full force Monday afternoon when Justin Trudeau and his family pulled up in their RV to meet Greater Trail residents. Nearly 150 people at Gyro Park swarmed Justin for signatures and photos as soon as his family stepped out of their RV and into the sunshine and spotlight. The Liberal leader's visit touched him closer than he imagined when, among the throngs of people, he met a second cousin for the first time who also knew his brother Michel before his tragic death.

Trudeau's cross-Canada trip brought him through the province to connect with extended family like Warfield's Maureen Milne and her children, but it was also an opportunity to visit his brother's resting place. “I met his brother many times when he was living in Rossland, he was at the house for supper and I used to see him on the ski hill all the time,” said Milne, a second cousin of the Trudeaus. “He was a gentle soul, a typical teenager, a ski bum. “He loved his skiing and really when you look at it, he died doing what he loved best.” On Nov. 13, 1998 Michel, who was Financial • KSCU ATM • Scotiabank Restaurants / Food Court • Colander Express • Eastern Wok • Sushiyo • Tim Horton’s

Michel drowned in the lake and despite an extensive search, his body was never recovered. Justin has been back to the Kootenays on several occasions and was a big part of the campaign to build a new cabin in Kokanee Glacier Provincial Park. He has been to the lake many times over the years, but has never brought his family — wife Sophie Gregoire, son Xavier, 6, and daughter Ella-Grace, 4, — until Monday prior to arriving in Trail. A series of small wildfires were sparked by a Burlington Northern (BNSF) train in Fruitvale on Friday afternoon. The train had just left Atco Wood Products headed toward Trail when sparks created six small grass fires, said Kootenay Boundary Fire Rescue regional fire chief Terry Martin. Nine firefighters were called out to extinguish the fires, which began by the Petro Canada station on Main Street and spread sporadically for about one kilometre toward Trail, he said. All fires were extinguished in under two hours, and no

structures were threatened. However, the BC Ambulance service was called to treat one firefighter at the scene for heat exhaustion. Martin said that once the firefighter was cooled down, he was released back to the crews and assisted further with the clean up. Although sparks from the brake systems on a train are not uncommon, the cause of Friday’s incident is under investigation by BNSF. “This was a rare occurrence and something we don’t expect to see again,” explained Martin. “Members of the railway were on site to check and run the line all the way down to Columbia Gardens

to ensure that no more fires were started. At this point, we don’t know why the fires were started but it is being investigated by the railway.” The plume of smoke from the grass fire sparked 10-year-old Zack Cure and his friend Nathan Doherty into action. The boys were playing by the Petro Canada station when the train went by. “I didn’t see the fire part but I saw all the smoke,” said Cure. The fast thinking Grade 5 boys ran to the gas station and alerted the attendants to call 911 to report a fire. Although Cure didn’t stick around to watch the firefighters extinguish the

flames, he was rewarded by the Petro Canada ladies with a treat later in the day. “They called me a hero and gave me a free Slurpee,” he said. Although there are no current fires in the Boundary zone, Jordan Turner, fire information officer for the Southeast Fire Centre, said that the fire danger rating is moderate to high across southeast B.C., with several pockets of extreme rating near Creston, Cranbrook, Nakusp and Revelstoke. To report a wildfire or unattended campfire call 1-800-663-5555 or *5555 from a cell phone. For more information on wildfire activity, visit bcwildfire.ca.

Though the road trip was more of a family affair, Justin also used it as an opportunity to perhaps gain some more supporters. “We are Canadians, we built this extraordinary project of a country by rolling up our sleeves and dreaming big and nowhere do you see that more than in extraordinary places like here in the

Interior, in Trail,” he added. “The people who built this country are the kinds of people who still live here in this town and that approach is one that I feel extremely close to.” S e v e n t e e n - y e a rold Jesse Bartsoff said Justin is a voice that the younger generation can relate to. “For younger people a lot of us don’t care and that’s why I want to care about politics because in the near future it will be our decision, not

the older generation anymore,” he said. “If there is an election called after next year, after my 18th birthday, I’ll definitely be rushing to the polls.” Justin and his family were presented “Trudeau” Smoke Eaters’ jerseys from Cal Hockley, the captain of the 1961 Trail Smoke Eaters’ World Championship team. Italian baking and other Trail musts were also handed off to the family, who was headed to Kelowna for their next stop.

Coroner confirms identity of body recovered from river By Times Staff The body of Andrew Evans was discovered in the Columbia River last Thursday, the BC Coroners Service confirmed. He was listed as missing but presumed drowned until his body was located in the river by boaters near the Waneta Dam expansion project. The 28-year-old Fruitvale resident entered the river July 10 to avoid the Kootenay Boundary Regional Detachment Crime Reduction Unit and members from the Trail and Greater District RCMP, who attended a home in Glenmerry to arrest Evans for several unendorsed arrest warrants. From the shoreline, officers watched as Evans swam back toward the shore, where he remained in the water holding onto a tree branch while he spoke to officers at the river's edge. The fire rescue boat was immediately dispatched but it was too late as Evans eventually let go of the branch and floated downstream until he reached a set of rapids where he disappeared from sight. The BC Coroners Service and the RCMP continue to investigate his death.

Aquifer a big concern

FROM PAGE 1 The letter requested RDKB’s assistance to investigate policy and regulatory measures to adequately protect the aquifer from potential and future development and activity in that area. In April, the village received a response from Donna Dean, planner for the RDKB, which described the rural land over the Montrose aquifer as a four hectare (10 acre) parcel size. She recommended protection measures for the RDKB board to consider, which included a further increase of parcel sizes above the aquifer that would not allow additional parcels to be created; and to consider establishing a new development permit to the area. Dean further advised that the RDKB planning and development department staff be directed to work with the Village of Montrose and the Electoral Area A Advisory Planning Commission to explore policy and regulatory measures to protect the aquifer. Since then, a twist was thrown into the mix when Trail announced its intent to expand city boundaries, to include land around the aquifer. “This is hard to address because Trail hasn’t formally applied yet,” said Danchuk. “The aquifer is a big concern but we can only move so far in front of the issue,” he said. Danchuk said a letter has been addressed to Minister Bill Bennett requesting discussion of the issue at the September conference of the Union of British Columbia Municipalities (UBCM) in Vancouver. “Our letter to the ministry states that we need to work together to protect our water source.”

Help free up timber, industry group asks By Greg Nesteroff Nelson Star

A group of local forest companies say their economic viability is threatened as it becomes harder and harder to find enough wood to operate their mills. The Interior L u m b e r Manufacturers Association is hoping for a high-level meeting with the provincial government to press its call for a timber supply review in the Kootenays. “If you go back 15 years all the mills were running with two or three shifts. Now fewer mills are running, and most of us are on one shift,” said Ken Kalesnikoff of Kalesnikoff Lumber in Thrums. “Today it’s a very competitive market and there’s less and less timber available to us.” Speaking to the Regional District of Central Kootenay board last week, the association presented data showing the annual sawlog harvest in this region declined from 2005 to 2009 as US housing markets fell, then began to rebound last year. However, supply is expected to drop from 5.6 million cubic meters to 4.9 cubic meters in the next decade. Sawmill consumption, meanwhile, fell from 5.5 million cubic meters in 2005 to 3.1 million cubic meters in 2009 resulting in closures and production cuts. Demand is expected to remain steady for the next several years at 6.4 million cubic meters, assuming markets stay strong and mills run at capacity. The net result is a log supply shortfall of 1.5 million cubic meters. “We believe it’s because of restric-

It’s becoming very hard to deal with. “I think we need to revisit plans that are in place, look at them as a society and decide are the restrictions necessary? Are they balanced?” Kalesnikoff added the remaining land tends to be near communities, often resulting in conflict. “We’re forced to harvest in areas allocated to us, which are generally closer to people’s watersheds and homes. That’s really putting us in a difficult situation. We try really hard to work with people, but we’re never going to satisfy everybody.” The associa-

request a “comprehensive review” of the Kootenay timber supply. The resolution states the goal is to increase the annual allowable cut or hold it steady “while maintaining important environmental services.” “I think it set everybody back that these guys are in dire straits,” said chair John Kettle. “They’re not crying wolf. They’re part of the communities and if they go away, what do we have left for jobs? I think [the presentation] had a huge impact and they’re going to get a lot of support from us.” Nelson Mayor John Dooley called the presentation “an eyeopener.” “We’re hearing a group of local businesspeople who want to be proactive in finding solutions to

You’ve heard of the three legs of the stool: economic, social, and environmental. For us, the economic leg is starting to crumble.” “We believe the inventory of mature fibre is here,” added Mark Semeniuk of Fruitvale’s Atco Lumber. “It’s just the imbalance that has been created over a number of years that doesn’t allow us to access it.” In response to the presentation, RDCK directors resolved to schedule a meeting with the premier and forests minister at the Union of BC Municipalities convention this fall and

some of their challenges. I think it’s important for us to also be proactive.” Pointing to oftheard concerns about slope stability in logged watersheds, rural Nelson director Ron Mickel told the association trust and transparency are key: “If you get public trust, there will be more timber available.” The Interior L u m b e r Manufacturers Association has 14 members, of whom 10 operate in the Kootenays. In addition to Kalesnikoff Lumber and Atco, they include Zellstoff Celgar in Castlegar, Interfor in Castlegar and Grand Forks, Wynndel Box and Lumber, J.H. Huscroft in Creston, and Porcupine Wood Products of Salmo, plus several East Kootenay companies.

Provincial Woman receives almost $800,000 for car accident injuries By Gary McKenna The Tri-City News

A Coquitlam woman was awarded $787,500 by a B.C. Supreme Court jury for injuries she sustained in three separate motor vehicle accidents. The amount was awarded to Katerina Kalvinou and is the largest ever for an injury known as visual vestibular mismatch, a condition that results in dizziness and can affect a person’s motion. “This has taken a lot of weight off of my shoulders,” Kalvinou said of last week’s judgement. “This will help me to try to get my life back without having to be a burden to anyone.” The first accident occurred on Sept. 20, 2008, when Kalvinou was stopped at a red light on Barnet Highway at Lansdowne Drive and was hit from behind by a car traveling at 50 km/h. She took six weeks off from

work at the Centre for Molecular Medicine and Therapeutics, a research laboratory affiliated with the University of British Columbia. While recovering, she was struck again in another rearend collision that occurred in Vancouver on March 9, 2009; the third accident happened in Burnaby on Jan. 5, 2010. In each of the accidents, the other drivers admitted they were at fault. The additional collisions reaggravated her injuries and the 60-year-old Kalvinou was eventually forced to stop working in early 2012. Todd Brown of the Port Moody firm Maryn and Associations, said the award is significant considering Kalvinou’s age. The judgment recognizes that people are not necessarily retiring at age 65 anymore, he said.

Vacation rentals no holiday for officials By Joe Fries

Penticton Western News

New rules to regulate vacation rentals in rural areas of the South Okanagan have yet to win over local politicians and the public. Planning staff at the Regional District of OkanaganSimilkameen have worked since January 2012 on a set of bylaws to help crack down on nuisance properties. Those bylaws received preliminary approval at Thursday’s RDOS board meeting and will now be sent to public hearings. At the core of the new rules is a requirement for homeowners to obtain a temporaryuse permit from the

board, but not everyone is convinced the permits will solve the problem. “I’ve been asked, ‘If we can’t enforce our zoning bylaws as they currently exist, then how is it we’re going to be more empowered to enforce offences of zoning under the TUP permit?” said Tom Siddon, the director for Okanagan FallsKaleden. “If we can’t enforce, we can’t enforce, and people who don’t choose to pay or apply for a TUP can still do as they please.” Naramata Director Karla Kozakevich acknowledged that shortcoming, but said the permits will provide “a much stronger

tool” if the RDOS takes a wayward homeowner to court. She also suggested permits offer a relatively easy way for homeowners to make their rentals legal. At one “ongoing problem” house in Naramata, “they teach their renters to say that they’re just friends and family and it goes on that way.” Kozakevich said. “My goal would be… to approach that individual, because his understanding of this is it’s illegal, to now say, ‘Look, you can come into compliance by doing a TUP,’ and get him to get on board with that and better understanding how he’s impacting the neighbours.”

The $750 cost of a new permit was also criticized. “That isn’t engaging anyone to come in and register. It should almost be for nothing if you really want to find out where these vacation rentals are,” said Bruce Hallquist, a director for Summerland. Penticton Director John Vassilaki said it’s more than the “excessive fee” that will dissuade some people from getting a permit: “It’s the tax problem they’re going to have once they’re registered, because now they’ll have to claim what they make on their income taxes, and that’s another big stumbling block to this coming forward.”

National Alberta Ruling expected on credit Politician caught in card company practices prostitution sting won’t step down

The Canadian Press FORT MCMURRAY, Alta.– An Alberta politician charged in Minnesota with paying for prostitutes says he will not resign as a member of the legislature. Mike Allen, elected in 2012 for the governing Progressive Conservatives, was arrested last week in a prostitution sting while on a government trip in St. Paul. Allen, 51, said Monday that he needs to explore whether he can rebuild the trust of constituents before he decides whether to stay on as a member of the legislature. “I will be saying sorry to a lot of people for a long time. I have already faced my parents, my children and many of my friends, and now it is my responsibility to face my community,” he said at a news conference in his constituency office. “I will be taking time to reflect on the personal circumstances in my life that led me to make the decision I made, and I will determine what I need to do to ensure I am never in a place personally where I will make this kind of mistake ever again.” Right now Allen continues to sit as the member for Fort McMurray-Wood Buffalo as an Independent. He stepped down from the Tory caucus last Tuesday, the morning after his arrest. He also paid back the $2,000 expense tab for the trip. “Personal accountability means facing my responsibilities as a father, a son, a friends, a community member and as the MLA for this community ... Fort McMurray is my home, I love this community and I won’t decline to face it in a moment of personal crisis”

THE CANADIAN PRESS OTTAWA - A ruling expected this week on a complaint against Visa and MasterCard could significantly change how consumers use credit cards in Canada. The federal Competition Tribunal is set to issue a decision today on whether rules imposed on merchants by the credit card giants are too restrictive. Striking down the rules could allow merchants to either reject certain cards that offer incentive points, or charge consumers more for using them. C a n a d a ’ s Commissioner of Competition filed a formal complaint with the tribunal in May 2012, accusing Visa and MasterCard of engaging in anti-competitive behaviour. Consumers have been forced to pay an estimated $5 billion worth of hidden fees each year as a result, the complaint says. “Without changes to the rules, merchants will continue to face high costs for accepting credit cards,

and all consumers, even those who use lower-cost methods of payment like debit or cash, will continue to pay higher prices,” commissioner Melanie Aitken said in a statement at the start of hearings. The rules allow Visa and MasterCard to charge ever-increasing interchange fees to merchants who accept their cards without allowing them the choice of rejecting those card that carry higher fees, says the Retail Council of Canada. Interchange fees are charged by the banks and credit card companies on every credit or debit card transaction. Credit card interchange fees range from a low of 1.54 per cent for accepting a basic card to as high as 2.65 per cent for so-called “premium” cards that offer cardholders travel points or other incentives. Debit transactions, meanwhile, are based on a flat fee per transaction. If the requirements

‘Action plan’ ads inspire inaction

Tories marketing blitz fails to attract citizens

THE CANADIAN PRESS OTTAWA - Slick television ads this year for the Harper government’s “economic action plan” appear to be inspiring a lot of, well, inaction. A key measure of the ads’ impact is whether viewers check out actionplan.gc.ca, the web portal created in 2009 to promote the catch-all brand. But a survey of 2,003 adult Canadians completed in April identified just three people who actually visited the website. The Harris-Decima poll for the Finance Department also delivered some of the worst results among nine viewerreaction surveys commissioned since the action plan ads were launched for the pivotal 2009 budget. Just six per cent of those who said they recalled the TV ads that began running in February this year reported doing anything as a result. That’s the worst result for follow-up action of any survey. The best was an August 2009 survey that found 25 per cent of respondents saying they took advantage of a temporary home renovation subsidy. And among the few people

who took action, nine said all they did was complain or “express displeasure” about the 30-second TV spots, dismissed by critics as thinly veiled Conservative propaganda. The poll - mandatory under federal advertising rules - did not report anyone who called the toll-free number shown on screen, 1-800-O-Canada, another explicit goal of the ad campaign. Harris-Decima also asked: “How would you rate the overall performance of the Government of Canada,” the same question asked in the other eight surveys. Previous results from 2009 to 2012 showed an average of 43 per cent of respondents rating the government from good to excellent. The latest survey found only 38 per cent giving a positive endorsement, a trough hit only once before, in 2010. Other questions about providing information or communicating effectively also produced relatively poor grades. The telephone survey was conducted between March 19 and April 3, with the margin of error at plus or minus 2.2 percentage points, 19 times out of 20. The Canadian Press obtained

the $29,000 poll under the Access to Information Act. Other surveys have found Canadians increasingly bored and annoyed by the action plan branding on TV, radio, newspapers and online, to say nothing of the ubiquitous signage at federally supported building sites across the country. The government has already spent about $113 million on action plan promotion in the last four years, and in May issued a tender for more such ads over the next year, and perhaps running to 2016. Finance Department action plan polling has so far cost taxpayers $330,000. The 30-second TV spots that appeared February-to-April showed workers building a plane, a car and a ship while a narrator refers to apprenticeship grants, student loans and innovative research. They were a rerun of ads from last fall. “Total partisan bunk,” said Liberal MP Scott Brison, the party’s chief critic of the ads, some of which he said cost nearly $100,000 for 30 seconds of airtime during this year’s NHL playoffs. “This has been a gross failure in terms of value for tax dollars,” Brison said in an interview from Cheverie, N.S.

are struck down, consumers could soon face retailer surcharges for using premium cards, or at the very least confusion at the cash register, warns the Canadian Bankers Association. “If merchants were allowed to surcharge add an extra cost - that would be a very bad consumer experience,” said CBA president Terry Campbell. Merchants don’t want to impose surcharges because that wouldn’t address the root cause of the problem, said New Democrat consumer critic Glen Thibeault, who launched a summer-long public consultation on the issue. But they do want the power to decide whether to reject certain cards that carry higher interchange fees, he added. “They’re not going to (impose a surcharge) because they’re saying their customers will go somewhere else.”

Green MLA on coal and controversy After climate scientist-turned-Green Party MLA Andrew Weaver had a taste of debate in the B.C. legislature, I asked him for his impressions on that and other issues. Excerpts from that discussion: TF: You did a study comparing burning all the world’s coal reserves and all oil reserves, showing how big coal really is. The federal government says that when you add up what’s actually being used in North America, carbon emissions from coal are about 30 times more than from oil. Now we have a symbolic coal export ban in Vancouver, which doesn’t apply to Port Moody or Point Roberts or Prince Rupert. Do you think there’s any significance to this? AW: There is no question that the biggest issue around is coal, because coal use is on the rise

world-wide. Not in the United States, because they’re converting [power production] to natural gas. This is why American producers are saying, let’s ship it to Asia. California says no, Oregon says no, Washington says no. Vancouver says no, British Columbia, not sure. It’s pushing us to start thinking about what I think is going to be the greatest industrial revolution the world has ever seen, which is transformation of energy systems away from our combustion approach, which is essentially what we’ve been doing since we were in caves. We’ve gone from burning wood to now fossil wood, and fossil plants and fossil algae, to a much more modern era of production of energy through natural means, solar, wind, geothermal etc. TF: Liquified natural gas. The NDP says they are absolutely in favour of

TOM

FLETCHER B.C. Views

that now. AW: I have questioned the economics of it from day one. There’s a market differential that exists now. There’s that small window because Japan is moving from nuclear to natural gas. But we’re way behind everyone else. TF: Thirty years ago, Japan played Australia and B.C. off for metallurgical coal. Those northeast B.C. coal mines are back up and running again, but you’re seeing a similar thing here? AW: Yes. And if we start

shipping natural gas to Asia … the Asian price comes down, the North American price goes up. British Columbians haven’t been told that. TF: How has the legislature session been for you? AW: I sit there and watch the two parties. Rhetorical question, condescending answer. Rhetorical question, condescending answer. And I hope more British Columbians watch this, because this needs to change. And I think it can change. TF: The NDP opposition decides when you and Delta South Independent Vicki Huntington get your occasional moments in question period? AW: Yes, and if I’ve asked it’s been no problem. TF: Grudgingly no doubt. If the NDP had their way, the closest Green Party member would be in Holland.

AW: [Laughs] Yes. Certainly not in North America. There’s this sense of entitlement within the NDP to the ‘green’ vote. And I sense that the B.C. Liberals very much like our existence, as being not NDP. The reality is, we take as many Liberal votes, if not more. It’s because what it means to be ‘green’ has moved out of what the NDP view as green, which is a tree hugger. It’s kids going to school, talking about conservation, and going home to talk to their parents. That’s where our votes are coming from. TF: Are you going to be found standing in front of a coal train any time soon? AW: No, never. They asked me to, and I said no, because I don’t believe in civil disobedience. Emmy nod for composer

The Canadian Press TORONTO - Toronto composer Mychael Danna’s year just keeps getting better. Just months after winning an Oscar for his work on Ang Lee’s 3D stunner “Life of Pi,” he now has an Emmy Award nomination for his music composition on the ReelzChannel historical miniseries “World Without End.” “It is pretty thrilling,” Danna said from his Toronto home just shortly after learning of his Emmy nod. “I will never get tired of this. It’s something that you don’t expect and you definitely don’t get used to this.” The Emmys will air Sept. 22.

Letters & Opinion Letters to the editor

When is a park not a park? Very recently, I noticed that now up at the end of Glover Road, around the curve at the top, there is some newly created thing called Glover Road Park. In my eyes, this was a poor idea in wasting still more of the city’s annual operational budget that truly could have been used more wisely elsewhere within the city itself. It may look nice to those who thought it’d be a wonderful addition, but these same people strike me as just wanting to boost their self-important egos (with also purchasing massive amounts of “flowers” and the like), when much of Trail’s existing infrastructure needs more attention than this pathetic attempt at a “park” (and of course, really unneeded ‘Flower’ saturation especially when the Old Bridge has not required any annual maintenance funding allotment for some time which they now seem to spend on excessive flora and the now ratty “Exploit Their Trail” banners surrounding empty lots that the city

doesn’t even own, but want to cover up and hide due to the lost business continuing to bail from the downtown core). At this new “park,” there’s not even a proper retaining wall to hold the “special” white gravel in place. I’m no architect or engineer, but tacky is tacky and the cost factor, plus labor hours, to throw this together and actually call it a park has to be a joke (and a cruel one at that for City of Trail taxpayers). How about completely restoring and/or replacing a much more needed sidewalk and quite noticeable crumbling railing posts on Glover Road itself? But, noooooo... their priorities seem to be located where the sun don’t shine (if you catch my implication), and where the sun does shine, it’s more important for them to install a very, very, very ultratiny “park”? No Frisbie playing allowed. Why? Because it’s so small that one could traverse the whole area it in only a few strides. It’s so small (how small is it?)

that if one was to lay out a picnic blanket on the non-existent grass, there’d be no room for anyone or anything else. Don’t bother trying to walk a dog here unless you own a Chihuahua or some other toy breed; and even at that no more than one dog and dog walker at one time as the “park” is too miniscule to withstand any more congestion. It’s not a “park”. On a very, very, very small corner lot, it’s some concrete, a bench, some expensively made signage, some shrubs, and pricey white gravel, that without any retaining wall will in a few years be mostly over and down a steep bank due to snow, settling, and gravity. Thank you very much city hall and all persons responsible at city works. I haven’t had such a good laugh in quite some time (since the Palm Trees wastage), though it’s too bad (and quite sad) this laugh again costs more than what it was worth overall. Don Ball Trail

‘Enemies list’ a reason to worry An editorial from the Toronto Star At the risk of being added to the Harper government’s recently discovered “enemies list,” let’s consider why the existence of such a document should give us all pause. As Susan Delacourt and Bruce Campion Smith reported this week , the Prime Minister’s Office is providing newly shuffled Conservative ministers with a rather unusual transition document. The binders reportedly include not only standard details such as “What to expect soon” and “Who to appoint,” but also “Who to engage or avoid: friend and enemy stakeholders” and “What to avoid: pet bureaucratic projects.” And originally, but later rescinded, staff were asked to enumerate “bureaucrats that can’t take no (or yes) for an answer.” In short, the PMO instructed ministerial aides to compile a list of enemies. Incoming ministers clearly need to be briefed on their new portfolios, including the pushback and obstacles they’re likely to face. But the PMO’s derisive and adversarial tone is rightly ringing alarm bells. Brent Rathgeber, the independent MP who resigned from the Conservative caucus in June, called the language “very, very troubling,” adding: “We can have respectful discussions and disagree with each other without resorting to name-calling or vilification.” Even former environment minister Peter Kent, a long-

time Harper toady, was unsettled by the “juvenile” with-usor-against-us frame . “That was the nomenclature used by 1/8 former U.S. president Richard 3/8 Nixon,” he said. “His political horizon was divided very starkly into friends and enemies. The use of the word `enemies list,’ for those of us of a certain generation, it evokes nothing less than thoughts of Nixon and Watergate.” The comparison to Nixon is unsettling. The disgraced former president was thought to view dissenters as adversaries to be destroyed rather than debated. The enemies list is just the latest piece of evidence that Prime Minister Stephen Harper has a tendency to think the same way. Those on the list have reason to worry. Much has been made of this government’s habit of defunding NGOs when they become critical of Conservative policies. The same has been done to independent government agencies, such as the National Roundtable on the Economy and the Environment, which recommended a carbon tax despite the government’s opposition and was then killed. Were these long-respected bodies “enemy stakeholders”? Does the same fate await the people and organizations on the government’s enemies list as did these NGOs and agencies? A government doesn’t keep an enemies list for no reason. And what about when, as so often happens, public servants come to the government with

advice, based on the best science and evidence, that it doesn’t want to hear? Will the widely ignored evidence-based counsel in Justice, Environment Canada or Fisheries and Oceans be dismissed as “pet bureaucratic projects” to be avoided? And will parliamentarians who ask the tough questions they are intended to ask be added to the list? During a week in which Harper likely hoped for headlines about his government’s reinvigorated, fresh-faced new cabinet, the shuffle was instead overshadowed by yet more evidence of some of the very political vulnerabilities it was meant to address : the government’s paranoia, secretiveness and bullying. Those qualities have often served the government well politically. But the fact that Harper was unable to suppress them even when it would have been politically expedient to do so suggests just how deep-seated they are. That bodes badly. It’s precisely that black-and-white, loyalists-and-traitors worldview that has made enemies not just of particular public servants and parliamentarians, but also of public service and Parliament in general - of evidence and debate. The government’s enemies list is the consequence of the same attitude that led Nixon and so many leaders before him to transgress and then fall. If democracy itself had an enemies list, that attitude would be on it.

DENNIS FARINA

Cop-turned-actor starred in ‘Law & Order’ THE ASSOCIATED PRESS NEW YORK – Dennis Farina, a onetime Chicago cop who as a popular actor played a cop on “Law & Order,’’ has died. Farina died Monday morning in a Scottsdale, Ariz., hospital after suffering a blood clot in his lung, according to his publicist, Lori De Waal. He was 69. For three decades, Farina was a character actor who displayed remarkable dexterity, charm and, when called for, toughness, making effective use of his craggy face, steel-grey hair, ivory smile and ample moustache. Farina appeared in films including “Get Shorty,” “Saving Private Ryan,” “Midnight Run” and “Out Of Sight.” Among his many TV portrayals was Detective Joe Fontana on “Law & Order” during the 200406 seasons. He starred in the 1980s cult favourite “Crime Story” and was a regular in the 201112 HBO drama “Luck.” He recently completed shooting a comedy, “Lucky Stiff.” A veteran of the Chicago theatre, Farina appeared in Joseph Mantegna’s “Bleacher Bums” and “Streamers,” directed by Terry Kinney, among other productions. Born Feb. 29, 1944, in Chicago, he was a city detective before he found his way into the acting profession as he neared his forties. His first film was the 1981 action drama “Thief,” directed by Michael Mann, whom he had met through a mutual friend while still working for the Chicago Police Department.

The Kootenay 4-H club, Kootenay Cinch 'n Saddle, recently participated in a horse clinic at the Slocan riding grounds with Jo Buckland as their riding instructor. There they learned the techniques of Tellington TTouch and Centered Riding. Tellington TTouch helped boost the horse and rider's confidence and let the riders experience the horse's point of view so they could be aware of the relationship they wanted to have between their horse and them. Centered Riding focused more on posture and helped the horse and rider be more comfortable and balanced while riding.

Baby boy added to royal family THE ASSOCIATED PRESS LONDON – It’s a boy! Prince William’s wife, Kate, has given birth to a prince who is now third in line to the British throne. The child was born Monday, after many Britons woke up to the news that Kate, also known as the Duchess of Cambridge, had gone into labour with the couple’s first child. The birth announcement, via a press release from Kensington Palace, said the boy was born at 4:24 p.m. weighing 8 pounds, 6 ounces. William was present for the birth, the statement said. The announcement did not include a name for the future monarch, though one is expected to be announced in the next few days. “Her Royal Highness and her child are both doing well and will remain in hospital overnight,” it said. “Members of both families have been informed and are delighted with the news.” Cries of joy erupted from the waiting crowd amassed near Buckingham Palace as the news came through, and hundreds of onlookers – some of whom had camped outside for hours – crushed against the palace’s fences to catch a glimpse of the bulletin formally announcing the birth placed outside the palace’s forecourt. William’s father, Charles, and his wife, Camilla, spoke of their joy and pride in becoming grandparents for the

first time. “It is an incredibly special moment for William and Catherine and we are so thrilled for them on the birth of their baby boy,” Prince Charles said in a statement. “Grandparenthood is a unique moment in anyone’s life, as countless kind people have told me in recent months, so I am enormously proud and happy to be a grandfather for the first time and we are eagerly looking forward to seeing the baby in the near future.” The royal birth recalled that of the baby’s father, William, in 1982, at the same central London hospital. Many remember the moment when he was carried out in his mother Princess Diana’s arms with proud father Prince Charles at their side. William and Kate’s son is expected to follow Charles and William to the throne. No one can tell what political and personal changes the intervening years will bring, but the baby can be expected to become the head of state of 16 countries, including Britain, Australia and Canada. The child will also eventually become Supreme Governor of the Church of England. The little prince represents a living link to Britain’s imperial history _ the infant is the great-great-great-greatgreat-grandchild of Queen Victoria, who ruled at the peak of British power. Many Britons had hoped that William and Kate would start a family shortly

after their gala 2011 wedding, which drew a global television audience in the hundreds of millions. The couple waited, however, until William was nearly finished with his military work as a search and rescue helicopter pilot based at an air base in a remote island off the coast of Wales. That allowed Kate to ease into royal life, and to become more comfortable in the spotlight, before becoming a parent. It also allowed her to play a supporting role during Queen Elizabeth II’s Diamond Jubilee celebrations last summer. The first months of her pregnancy were not easy, and she was hospitalized in early December with acute morning sickness that left her weak and dehydrated. She seemed to recover her stamina fairly quickly and made a series of public appearances until the final weeks before giving birth, drawing praise for her poise and good cheer. The royal couple and their newborn are expected to spend much of their time in the coming years in renovated quarters at Kensington Palace, where William and Harry also spent much of their childhood. Royal officials say Kate and William will try to give their child as normal an upbringing as possible. That may be challenging in an age when the British royals are treated as major world celebrities.

Diamondbacks fall one game short By Jim Bailey

Times Sports Editor

Despite a ‘unique’ tournament format, the West Kootenay Diamondbacks almost defied the odds, coming within one game of making it to the state championship at the Washington State American Legion AA district tournament on the weekend. After eliminating Cheney 10-0 to open the tournament, the Dbacks who finished first in the Federal division, had to play the number one ranked team in the American division, Mt. Spokane. While Colville the second ranked team in Federal played the number two team from the American division. “We think the set up of that tournament was kind of a joke actually,” said Dbacks co-coach Wayne McIntyre. “Colville ends up qualifying, getting a berth to State, and we beat them all year. They had an easier draw than us actually.” Colville lost to American second seed Gonzaga 16-2, then beat National division number three seed Mead 6-2, before winning a spot in state by beating the fourth seed in the American division, West Valley 6-3. “They had an easier draw. We probably should have finished second (in the regular season) look-

ing back on it,” said McIntyre. In their game against Mt. Spokane, the Dbacks took a 1-0 lead into the seventh but a dramatic walk off three-run home run with two outs in the bottom of the seventh inning gave Spokane a 3-1 victory. “That one was a heartbreaker, if we had of won that one it would have been an easier route, we probably could have won the top.” But WKD would battle back, defeating Ferris 9-6 with Joe Ferraro getting the victory. One more win would send the Dbacks to the B final guaranteeing them a spot in the State championship. But they came up against a tough Gonzaga Prep team on Saturday and fell in a close 7-5 match. The damage came in the third when Gonzaga counted six runs, taking a lead they would not relinquish. “I think we were probably the second best team there, but we blew that one inning, committed a few errors and that was it,” said McIntyre. In American Legion single-A action the West Kootenay Phillies bowed out early losing its opening game 13-4 to Mt. Spokane before succumbing 7-6 to Deer Park on Friday.

All Stars drop first two

By Times Staff The Trail Major Little League All Stars got off to a tough start at the Little League provincial championship in Kerrisdale on the weekend facing two of the toughest teams right off the bat. The All Stars opened the tournament on Saturday with a game against last year’s Canadian Little League champion, Hastings, losing 14-2. Wyatt Schnorr hit a two-run home run in the top of the first inning to make it 3-0, as the Hastings team pounded out 14 hits on their way to victory. Trail would cut the lead to 3-2 in the bottom half of the inning when Brenden Vulcano singled to score Bradley Ross, and scored himself on a Donovan Anderson hit. Hastings added five more in the second to put it out of reach for the Trail team. Vulcano was 2-for-2 in the game. In the second

match, Trail played last year’s provincial runner up in White Rock and would suffer the same fate, as the Rock crushed the All Stars 14-1. Trail took a 1-0 lead thanks to another RBI from Vulcano, yet White Rock would erupt for eight runs in the second inning on their way to victory. The All Stars are a young team comprised of seven 11-year-old, and three 12-year-old players, and despite the lopsided games, coach D.J. Ashman knew it would be a good experience to play against older kids, and in building for next year. “We don’t have the numbers like these communities,” said Ashman. “They have all 10-year-old teams, 11-year-old teams, and 12-year-old teams that play against each other. So you’ve got to be a pretty good 11-year-old to make it to the provincials.” In other games White Rock blasted

Dunbar 16-1 Monday, while on Sunday Forest Hills beat Kerrisdale 16-6, and Dunbar nipped Beacon Hill 10-9. Saturday’s games saw Hastings pummel Kerrisdale 33-3 and Forest Hills got by Dunbar 8-3. The All Stars played host Kerrisdale Monday evening but scores were unavailable at press time. Trail plays Dunbar today at 3 p.m. and Beacon Hill at noon on Wednesday. Brady Glover tries to break up the double play but not even he could stop the Thurston County Senators blitz of the Trail AM Ford Orioles on the weekend, as the Sens swept the three-game series at Butler Park.

Senators ground Orioles By Jim Bailey

Times Sports Editor

It was a tough weekend for the Trail AM Ford Orioles as the Thurston County Senators swept the three-game series at Butler Park. The first match was a closer contest than the 9-3 score revealed and more indicative of the way the Orioles have played over the past eight games, but uncharateristic errors and subpar pitching sunk the O’s in games two and three by scores of 15-1 and 14-4 respectively. “We just played terribly,” said the Orioles’ Jim Maniago. “There’s no way around it. We were bad and they were good, and we probably made them look better than what they are.” The Senators jumped out into a 2-0 lead in the first inning thanks to its speed on the base paths. J.J. Nazzaro singled then stole second and Sho Nakahama drove him in with a base hit then stole second and went to third on a passed ball. Bo Pearson would promptly score Nakahama with a sac fly to left field. Pitcher Kyle Paulson settled down and threw well, eventually getting some run support in the third when Scott Davidson walked and Dallas Calvin stepped up and bombed one out of the park to tie it 2-2. But in the top of six an error put the second runner on base, and with two out Nazzaro came up and drove the second pitch over the wall in left for a three-run dinger that put the Sens up 5-2. The Senators scored four more in the seventh to put it out of reach. Paulson suffered the loss going six innings and giving up five runs on four hits and three walks, while Calvin went 2-for-3 with a home run. In the second match, Nazzaro struck again.

“Before Coming To OK Tire, I Thought A ‘Rigid Sidewall’ held Up A Roof.”

The lead-off batter homered in the first at bat to set the tone for the rest of the game as the Senators pounded the Orioles. “We’ve got a young team so its the ups and downs of having a young team and we’re missing guys, there’s a wedding some injuries, work, the usual stuff – but really, we just didn’t play well.” The script for the final match wasn’t much better, as Calvin took the mound and by the end of the fourth inning it was 7-4 Thurston County with six of the seven runs unearned. “We made way too many errors so that just compounded everything,” said Maniago. “Now your pitchers a bit tired when he wouldn’t have been . . . We didn’t hit well, we didn’t pitch well, defensively we weren’t very good, it was just everything.” Brady Glover and Jaret Conway went 2-for-3 in the game. The Senators, a travel team of college players chosen from a six-team league in Pugeot Sound, beat the Pacific International League champion Seattle Studs last week to take their season series 4-3. The Orioles now get ready to play Cranbrook Bandits in the best of three series this weekend at Butler Park to determine who goes to the provincials in Victoria Aug. 2-5. “We got to show up and play, or it doesn’t matter who you play it’s not going to go well,” said Maniago. “We’ll practice this week, get back on board, and start over this weekend. Cranbrook’s a new team . . . they’re coming over here hungry, this is their world series, they’re coming over here to beat us so if we’re not sharp we’re not going to win.” The Orioles play Cranbrook Saturday at Butler Park at 4 and 6 p.m. and at 10 a.m. Sunday.

Brewers’ Braun suspended

THE ASSOCIATED PRESS NEW YORK _ Former National League MVP Ryan Braun was suspended without pay for the rest of the season and the post-season Monday in the first penalty following Major League Baseball’s investigation of the Florida clinic accused of distributing performance-enhancing drugs. Braun accepted the penalty. “I am not perfect. I realize now that I have made some mistakes. I am willing to accept the consequences of those actions,’’ he said in a statement. MBL attempted to suspend Braun for a positive drug test following the 2011 season, but an

martial arts medalists

arbitrator overturned the penalty because the Milwaukee star’s urine sample was not handled as specified by baseball’s drug agreement. Braun and more than a dozen players were targeted by MLB following a report by Miami New Times in January that they had been connected with Biogenesis of America, a now-closed anti-aging clinic. MLB Commissioner Bud Selig announced the penalty Monday, citing Braun for multiple unspecified “violations’’ of baseball’s drug program and labour contract. Braun will miss the Milwaukee Brewers’ final 65 games without pay, costing him about $3 million of his $8.5 million salary.

Jacques Lemaire. Babcock coached the Detroit Red Wings to a Stanley Cup in 2008 and also led Team Canada to gold at the world championships in 2004. He was behind the bench as Canada

defeated the United States in overtime to win gold in Vancouver. The announcement by Hockey Canada came days after an agreement was reached to have NHL players participate at the Sochi Games.

THE CANADIAN PRESS OTTAWA - Sending letters now comes with some rock-and-roll flare after Canada Post launched its stamp series depicting legendary Canadian bands. Four bands - Rush, The Guess Who, The Tragically Hip and Beau Dommage - are honoured in the series, which went on sale last week. The bands have collectively sold millions of records worldwide and tout large fan bases sustained over decades. It’s the first time in the Canadian Recording Artist stamp collection that whole bands are shown instead of individual artists. Drummer Garry Peterson of The Guess Who said the band members had a role in designing their stamp - the band name in white emblazoned over a red maple leaf with a black background. Peterson said they opted for a logo instead of a group photo, which is the case for the stamps of The Tragically Hip and Beau Dommage.

Box office

‘The Conjuring’ scares up big profits THE ASSOCIATED PRESS SAN DIEGO - Moviegoers were ready for a fright this weekend, sending “The Conjuring” into first place at the box office. According to studio estimates Sunday, the Warner Bros. haunted-house horror debuted with $41.5 million in domestic ticket sales, unseating the two-week champ, “Despicable Me 2.” The Universal film dropped to second place with $25 million. Fox’s new animated offering, “Turbo,” opened with $21.5 million, good for third place. The Sony comedy “Grown Ups 2” held onto fourth place in its second week of release, earning $20 million. Summit Entertainment’s “Red 2,” which stars Bruce Willis and Helen Mirren as retired CIA operatives, debuted in fifth place with $18.5 million. The weekend’s other new big release, the Jeff Bridges-Ryan Reynolds caper “R.I.P.D.,” opened with a disappointing $12.76 million.

Try to accept daughter’s fiancé-to-be Annie’s

Mailbox

Marcy Sugar & Kathy Mitchell

of friends who apparently make up for what she doesn’t get from Rip Van Winkle. This lopsided relationship is not what I had hoped for her. She deserves so much more. She and I have had many discussions about this, and at one point it negatively affected our relationship. Since then, I’ve tried to keep my thoughts to myself. She recently told me that Rip expects to inherit some money from an aunt who recently died. He claims he will use the money to buy an engagement ring and pay for online college classes. Frankly, I would prefer she never

marry him. How do I prepare myself to react to a possible engagement? -- Sleepyhead’s Mother-In-Law-To-Be Dear SMILTB: Sleep disorders can be serious, but the fact that Rip Van Winkle has no interest in seeing a doctor means he would rather maintain the status quo. You already know your daughter isn’t inclined to listen to your opinions about this guy. So practice smiling in front of the mirror, because there isn’t much else you can do. We hope Rip Van Winkle has some redeeming qualities to make up for his lack of ambition, and one of them may be that he loves your daughter a great deal. Please try to focus on those good qualities and accept her decision with grace and fortitude. Dear Annie: I recently asked a good friend to accompany me to a store where I needed to make a return. I wasn’t sure

the manager would be cooperative and wanted my friend for support. She declined. I was hurt and now wonder whether she is as good of a friend as I thought. I would have done it for her had she asked. Am I making too much of this? -- What Are Friends For? Dear What: Yes. Your friend may have her own issues about returning items, and this particular request may have made her terribly uncomfortable. Our friends cannot be all things to us. If she is otherwise good to you, please let her off the hook for this type of activity. Dear Annie: I had to respond to “Frustrated Cook,” who admonished children who were picky eaters. My son was like that. Rather than create tension, I decided to cook what he would eat, even if it meant cooking a different dish. I remember my relatives giving me “the look”

because they thought I was enabling him and that it was my fault he had such a limited palate. As an adult, he is still picky, but now he can explain it to me. He says the texture of certain foods has always been a huge issue for

him. He will now try different foods within limits. But he has expressed his gratitude to me for not forcing him to eat or go without. To my relatives and others out there, don’t judge unless you know the whole story. -- Happy Mom and Son

Dear Annie: My daughter has been dating the same guy for 11 years. Three years ago, she purchased a townhouse, and he moved in. He has terrible sleep habits. He claims his “internal sleep clock” is not in sync with the rest of the world. He stays up most nights playing on his computer and has a difficult time waking in the morning. He then spends his weekends trying to catch up on his sleep, staying in bed until late afternoon. He claims this is why he has yet to complete his college degree. He has a dead-end job because they tolerate his hours. My daughter has done research on sleep disorders and offered him names of doctors and clinics in the area that specialize in helping people, but he refuses to go. My daughter has a fantastic job. She is intelligent, beautiful, outgoing and fun, and has a wide circle

YourByhoroscope Francis Drake For Wednesday, July 24, 2013 ARIES (March 21 to April 19) If you’re not sure what to do about something today, do nothing. Many people feel indecisive and unsure about things. TAURUS (April 20 to May 20) When relating to others, especially in a group, you might feel confused. Or you might feel that others are confused. This is a hot tip to refrain from making important decisions. GEMINI (May 21 to June 20) If you’re not clear what bosses and authority figures expect from you, tell them. Conversely, make sure they are clear about your expectations. It’s easy to be confused today. CANCER (June 21 to July 22) Be careful you don’t fall for clever rhetoric related to politics, religion or any other issue. If you think someone

is stringing you a line, he or she probably is. Trust your gut instincts. LEO (July 23 to Aug. 22) This is a poor day to make important decisions about how to share inheritances, divide shared property or deal with mortgages and loans. Things are too fuzzy. VIRGO (Aug. 23 to Sept. 22) In discussion with partners and close friends, you might not know what others expect from you. And probably, they are equally confused. Be aware of this. LIBRA (Sept. 23 to Oct. 22) At work today, be clear in all your communications with others. Assume nothing. If you think something is fuzzy or people are unsure, go back and clarify things again. You might want to postpone important decisions. SCORPIO (Oct. 23 to Nov. 21) Although things are vague and confusing today, you

might be in touch with your inner muse and full of creative ideas! Your powers of visualization are good. SAGITTARIUS (Nov. 22 to Dec. 21) This is a poor day for important family discussions, because nothing will be truly settled. However it’s easy to sympathize with someone else’s problems. CAPRICORN (Dec. 22 to Jan. 19) You might spend a lot of

time daydreaming today or otherwise being lost in fantasy. Just accept this and go with it. It is what it is. AQUARIUS (Jan. 20 to Feb. 18) This is a poor day to make important financial decisions, because you might not have all the facts or you might have erroneous facts. In fact, confusion is rampant today. PISCES (Feb. 19 to March 20) You might second-guess

yourself and feel indecisive today. Don’t worry; a lot of people feel like that today. Tomorrow is a strong day for important decisions and decisive actions. YOU BORN TODAY You are daring and courageous, in part, because you want life to be exciting! To create a stimulating life, you will risk a lot. Everything is dramatic. Inexplicably, you magnetize others to you. (And you are aware of the image you create
