Communities in Bloom judges Robert Ivison and Alain Cappelle arrived at West Kootenay Regional Airport Tuesday, July 16 and were welcomed by Communities in Bloom chair, Darlene Kalawsky and Coun.

Gordon Turner. Ivison and Cappelle are judging Castlegar in the International Challenge for medium and large cities.

“We’re quite pleased with the interest,” said Ivison.

“With entries from Japan, Singapore, Korea, etc., our message is getting out there.”

Their global tour of communities started in June and by August, the men will have found their way across the Atlantic to England. They arrived in Canada Saturday, July 13 to begin the Canadian leg of their judging journey.

Cappelle has more than 25 years of experience as a Landscape Architect winning several international awards.

His expertise covers all aspects of landscape architecture from parks and rec-

reation grounds, city planning and urban design, to pesticide friendly concepts and harmonious park and green management.

Ivison started his horticultural career as an apprentice with The Royal Parks, London, and after more than 20 years at a senior management level, he retired in 2005 to form his own company providing strategic and operational management support to Parks Services and other agencies across the United Kingdom.

He advises on Green Space Strategy development and best practices for the better management of parks and open spaces.

The judges weregiven a comprehensive tour of Castlegar on Wednesday, July 17 before leaving for Trail the next day.

This year, Castlegar has undertaken a new peony demonstration garden at the Heritage Station Museum and has begun the planning for a children’s sculptural garden and learning facility at Millennium Park.

Kalawsky said that is part of a larger fiveyear-plan involving numerous volunteers and partnerships.

Coroner confirms identity of recovered body as Trail man submitted

The BC Coroners Service has confirmed the identity of a man whose body was recovered from Little Wilson Lake near New Denver on July 9, 2013.

He is Michael Lorne Guthrie, aged 32, from Trail.

Mr. Guthrie had

been camping with friends at Little Wilson Lake, a remote area about 38 kilometres north of New Denver.

On the morning of May 25, 2013, he and a friend went fishing from a canoe on the lake.

The canoe had apparently tipped over, and Mr. Guthrie was unable to reach shore.

A search conducted immediately after the incident could not locate him.

Mr. Guthrie was located by other campers at the lake on July 9 and a positive identification confirmed.

The BC Coroners Service and the RCMP are continuing to investigate this death.

News Search ongoing for Castlegar man STAFF WRITER Castlegar News Reporter

Castlegar RCMP are investigating a report of a missing person. 25-year-old Lyle Lamont was last seen on Sunday, July 14 at approximately 5:30 a.m.

He left the family home stating he was going for a walk and has not been seen since.

Friends and family have been out searching, as well as Castlegar Search and Rescue but as of this time no sightings or contact have been had with him.

Lamont was last seen wearing: a blue striped hoodie and blue jeans.

He is about 6 feet tall and weighs approximately 180

pounds. He has blond hair that is cut very short and blue eyes.

RCMP have no reason at this point to believe foul play is involved in Lamont’s disappearance.

“Search and rescue were out Sunday, Monday and Tuesday and the helicopter was out Tuesday,” said Sgt. Laurel Mathew of the Castlegar RCMP on Wednesday, July 17. “They are suspending the search until Sunday (July 21) and then will regroup with other rescue groups to see if there is more they can do.”

This notice is published pursuant to section 4 of the Recall and Initiative Act. Approval in principle has been granted on an application for an initiative petition. The petition will be issued to proponent Dana Larsen on Monday, September 9, 2013 and signature sheets must be submitted to the Chief Electoral Officer by Monday, December 9, 2013.

The Title of the Initiative is: An initiative to amend the Police Act. Summary of Initiative: The initiative draft Bill entitled, “Sensible Policing Act” proposes to amend the Police Act to no longer use provincial police resources on the enforcement of current laws in relation to simple possession and use of cannabis by adults. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

News City of Castlegar council discusses hospice, radon and more marvin beatty Castlegar News Reporter

Castlegar Hospice Society executive director, Suzanne Lehbauer, and Roger Simmons, consultant, presented a report to council July 15 regarding a plan to build and operate a regional hospice in Castlegar. The facility would care for those with life-threatening illnesses. The organization is seeking property from the city on which to build. After evaluating four sites, the property the society felt was best suited for a ten-unit hospice is located on 6th Avenue adjoining the fire hall. Site development, construction, equipment and furnishings have been estimated at over $3.5 million. The proposal has the support of the Castlegar & District Hospital Foundation, the Greater Trail Hospice Society and Salmo and District Hospice. Some concerns were raised by councillors regard-

ing possible future expansion needs of other nearby facilities. Simmons said he wanted to be clear they will sit down with any city committee or group to discuss options. The report will be sent to the Planning and Development Committee for consideration.

Finance and Corporate Services Committee: sending letter re: a grant application from the Castlegar Pride Group for assistance with hosting the “Cirque de SoGay” event at Element Club Bar and Grill on August 30, informing them the 2013 grants budget has been depleted.

Planning and Development Committee: reported similar numbers in June for both business licenses and building permits over the same period last year. Year-to-date new licences are at 590 versus 628 at this time in 2012. Permits were 67 year-to-date versus 71 in 2012.

The committee also recommended draft operating guidelines for Mobile Food Vendors be received for information and implementation. The guidelines suggested an amendment to the Business License Bylaw reflecting (among other requirements) a $250 business license fee for Mobile Food Vendors, as well as not being able to operate within 50 metres of non-mobile food vendors (restaurants) except where the mobile vendor has the written agreement of the non-mobile vendor.

Emergency services monthly report in June noted an almost identical number in total incidents, with 74 in June 2012 and 73 in June 2013.

Public Works cleared sight lines around 24th Street and 11th Avenue in response to concerns raised about excessive vehicle speeds. They also trimmed trees, ensured 30 km/h signs were in place

and painted SLOW, SCHOOL and 30 km on roadways. Speed watch groups and the RCMP are also monitoring the area.

Cobra Climb: Coun. Chernoff reported completion of the work at the Cobra Climb. Coun. Turner said the facility had seen increased usage and positive comments were being received since improvements were made.

Citizens for a Pesticide-Free Castlegar: were represented

by Antoinette Halberstadt during question period, who wanted to know what happens next in the process of Public Works providing a full report to council re: pesticide use.

Coun. McIntosh replied communications lines would remain open between the city public works department and the public; more informtion would be available in August, September at the latest.

Building Bylaw 950 was amended re-

garding radon gas to read: “21.4 All residential buildings within the City of Castlegar shall be provided with a radon extraction

system connected to the rough in for the subfloor depressurization system required by Article 9.13.4.3 of British Columbia Building Code

2012. The mechanical exhausting devices shall discharge directly outdoors.” The next meeting is scheduled for Monday, Aug. 12 at 7 p.m.

Driver given failing grade submitted

A man in control of an approximately 8,000 kg piece of machinery in the area near Roseberry got himself in a bit of a scrape when Slocan Lake RCMP curbed his ride.

Police, according to a press release by Cst. A. Van Hussen, responded just after noon last Wednesday to a complaint of a road grader driving erratically on Wilson Creek Forest Road.

There were concerns that the man driving the big machine, a Castlegar area resident, was either having medical issues, or was intoxicated.

The 51-year-old operator was apprehended by police and it was determined that he had been consuming alcohol.

He failed to provide a breath sample and was issued an immediate driving prohibition.

His drivers license

was also suspended for 90 days and the grader impounded for 30 days.

Wakefield Vintage Boutique and Handmade Goods has come together far more smoothly than owner Tammy Hickling and her fiancé Ken Laluk ever anticipated.

One of the hardest-working people you’re likely to meet, Hickling said it was amazing how often things have just worked out, starting with the purchase itself.

“There was a bidding war and we got the house by $500,” she laughed.

From there, new flooring almost fell into place, a “vintage jewelry” sign Hickling had fit into a window frame without any modification and cabinets Hickling had from her 15 years of working in the construction business fit exactly where they were needed.

Laluk was doing a renovation at his other job and came across a set of old windows that he snapped a photo of and sent to Hickling.

She thought they looked great and would work well as

the main display case and counter for the new shop.

“Later in the day he called me and said, ‘You’re never going to believe this,’” said Hickling. “The lady asked him to install this air conditioner and he recognized the note that was on it.”

Lo and behold, it was the air condi-

tioning unit that used to be in the shop; it turns out the new display case windows are from the home of the granddaughter of the previous owner.

These types of fortuitous happenings have both believing that moving ahead with the new shop was meant to be.

Featuring vintage glass, china, pottery,

art, jewelry and other handmade goods, the shop is located in a beautifully renovated 1950s era home at 1486 Columbia Avenue in Castlegar (right across from Tim Horton’s).

“I fell in love with vintage a long time ago,” said Hickling.

“It was probably 30 years ago that I started collecting.

“We bought the house in March; I’ve always said I wanted to own my own shop.”

With massive corner windows, the store is bright and cheery. Crown mouldings, fresh paint, new floors and the removal of a few walls have transformed the former home into a pleasant shopping experience.

“I have a huge collection of Carnival Glass,” said Hickling.

“That’s kind of my specialty. It was produced from the late 1800s to the early 1940s. It’s still being produced now but not by the same manufacturing process because they were using silver nitrate to get the colour.”

Hickling owns a home in Robson and is an avid gardener; twice she’s had her gardens in the Castlegar Garden Tour.

Fresh flowers were available in the shop and the whole property has been brought

up to an almost parklike setting.

At one point she toyed with the idea of making her Robson home a bed and breakfast but decided she prefers her privacy and off-hours more.

But the work ethic she and Laluk have in common just won’t be satiated.

“We’ve probably had four or five days off since April,” said Laluk.

“It’s been a lot of work but it’s amazing how well things came together.”

The store is open 10 a.m. - 5 p.m. from Wednesday to Saturday and there is ample parking at the back of the store.

the first to be held in Castlegar.

Each year a worthy recipient is chosen to be supported by the tournament; this year it was the Castlegar and District Hospital Foundation, which received $3,500.

The no-vacancy sign is once again hanging outside our “boilerplate” – that’s what they call the strip with all the faces at the bottom of this page.

There were a couple of issues lately where it was getting downright lonesome, but it’s great to once again have a full complement on the Castlegar News team.

Black Press veterans Chuck and Karen Bennett are no strangers to running newspapers and their influence is already making noticeable impact. The publisher and director of sales, respectively, are proof positive that experience and sound judgement will always have a place in a business environment.

Christine Esovoloff comes to the Castlegar News from just down the street, figuratively, at least, and she’s the answer to some aggressive and persistent recruiting. The Castlegar native has a far-reaching local network to go along with her capable and energetic demeanor. She’s happy to be on the roster and everyone else is glad to have her.

Dealing with being locked out Recently, I was waiting in my vehicle for my wife who was shopping in Safeway, and I saw four people walk over to a vehicle. They stood around it, giving one of the guys the gears. It seems he locked his keys in the vehicle.

Locking your keys in your vehicle is not a problem if you carry a spare set. It’s also not a problem if you have an extra set of keys at home and you have a friend nearby who can drive you home to get them.

Unfortunately, in this situation, neither of the above scenarios applied. So the owner went to look for a coat hanger to put down the inside of his truck window. Because one of the windows had been left an inch or two open, the girls with their slender arms tried to reach in far enough to turn the window further down. No luck!

Having been in similar situations many times myself, I went over to help them. As an exercise in sympathy, I gave them a string of rope and a long piece of rubber with a hook on the end. I couldn’t get my arm through the gap in the window, so Cindy Amaral Production Manager

I let the girls work at it. Soon after that, I had to leave.

I don’t know how long it took them to get into the vehicle. With the window partway down, it probably didn’t take too long. However, this situation does point out a basic necessity— carry a second set of keys.

The set doesn’t have to have all your keys on it—just a simple vehicle door-key that can fit into your wallet, handbag, or pocket.

An old trick that a lot of owners used to do was to purchase a magnetic key holder, insert the extra key, and place it under the vehicle in a place fairly easy to get at. That way if you locked your first set of keys in your car, you simply needed to crawl under the chassis and grab the extra key.

Nowadays, I carry an extra set of keys in my pocket—just in case. I wish I had done so in the past. I guess I left my keys in the ignition or on the car seat at least a dozen times over the years. Many times I had my family with me, and because in those times we weren’t rolling in money, I always tried to get into the vehicle

Most of those times, I did get into the vehicle to retrieve my keys.

Sometimes it took an hour or so working that coat hanger up and down inside the window. Often the seal around the window would be damaged and the paint on the door might be scraped a bit. The task was extremely frustrating and time-consuming.

It’s interesting that when you’re in the locked out dilemma, a crowd usually gathers to watch. In some instances, one or two guys insist on helping. They often work at the window from a different angle. Many of them had stories to tell about times they were locked out and how difficult it was. Their stories passed the time while we were probing and prying to get inside the vehicle.

Perhaps the best way to ensure you are not stuck for too long with your keys locked inside the vehicle is to become a member of BCAA, an organization that is set up to bring help your way quickly. Don’t, however, leave your cell phone in the vehicle, too. That would be double lock out.

In this case, an individual had experienced a medical issue not related to any assault or “suspicious occurrence,” and therefore the police were not dispatched, hence the reason they didn’t attend.

I hope this clears things up and as requested in the letter to the editor, the issue of whether the appropriate first responders attended, was looked into.

In response to a letter to the editor dated June 13, regarding the dispatching of first responders to a medical emergency call, it was stated that “911 was called several times with no response, and that the RCMP were called to no avail.”

I would like to clear up any misconceptions.

The date of this occurrence was May 24, and 911 was called at 15:54 hours – 3:54 p.m.

Upon receipt, the call was immediately directed to the ambulance dispatch.

When someone calls 911, the call taker in the 911 centre asks the caller if they need police, fire or ambulance.

If the caller says “ambulance”, then the call is routed directly to the ambu-

lance dispatch centre. If the caller starts telling the dispatcher what he/she is calling for, as in this case a male that was having medical issues at Tim Hortons, the call would be put through to the ambulance.

Record-holder ready for BC Seniors Games MARVIN BEATTY Castlegar News Reporter

The BC Seniors Games are edging closer and athletes in the Kootenays are gearing up to be part of the thousands who will arrive in Kamloops August 20 - 24.

Athletes from Castlegar, Grand Forks, Greenwood, Kaslo, Nakusp, Nelson, Rossland, Salmo and Trail will represent the West Kootenay Boundary (Zone 6), during the games.

One of those competing is Castlegar’s Cheryl Closkey, owner of B.C. and Canadian records in both hammer and weight throws, at 25.5 metres and 10.7 metres, respectively.

She also competes in javelin and discus events.

Closkey is heading for the 2013 Canadian Masters Out-

door Track and Field Championships in Regina from July 26 to 28 before going on to compete in Kamloops.

A life-long athlete who now prefers discus, javelin, hammer and weight throwing over basketball (in part because of seven knee surgeries), Closkey was training hard at Hayley Field near Trail on Monday, July 15.

“I start off [training] easy to reinforce what I’m doing,” said Closkey.

Jack, her husband and coach, also keeps a close eye on her training, providing constant feedback in her body position and technique.

There will be 26 events spread out across the city, from darts at Desert Gardens Seniors Complex to swimming and track and field at the Tournament

Capital Centre and many more.

Mary Strandt, registration results and communications person for the games, said so far 3,563 athletes are participating in events; this does not include the hundreds of officials, volunteers and sponsors needed for such a large undertaking.

“It’s the second largest in the last 26 years and we’re only a hundred under that number,” said Strandt. “It’s going to be incredible. If you know Riverside Park, we’ve got the dragon boating, lawn bowling and tennis and it is also our headquarters. The park is going to be hopping.”

After opening ceremonies that include a torch lighting event and parade of athletes, the participants will have entertainment, banquets and dances to keep them

This month Wendy Toyer, executive director of the ALS Society of BC is travelling across the province to personally thank each golfer who participated in the PGA of BC Golfathon for ALS. In Castlegar it was Florio Vassilakakis who swung the clubs for the cause. This was his second such effort in as many years.

Florio completed 270 holes of golf in the one day session, generating more than

$1,500 for the ALS research.

When all was said and done his average score was 83 per round.

“It’s funny because when you play golf and you’re on a pace of about four and a half hours per round, you do have time to think about every shot,” said Vassilakakis, “and you do overthink sometimes.

Sometimes it’s better to just go up there and hit the ball.”

He said a cool, wet day lessened fatigue and also allowed him to speed through rela-

tively few players.

“Two hundred and seventy holes is phenomenal,” said Toyer on the July 11 occasion of Florio getting his certificate of appreciation. “Even more so when you think that he was out there by himself.”

Tabulations were still ongoing on the day Toyer was in town, but she was able to say that well over a hundred thousand dollars had been raised in the Golfathon drive for this year.

A July 12 press release from The Community Foundation of Castlegar and District boldly announces the group’s official charitable status as confirmed on July 1st by the Canada Revenue Agency. “We are very pleased that the lengthy process to achieve this status has been successful�, states Board President Bob Jackson. “This means the Foundation can now receive funds and issue tax receipts to donors. We can now begin the process that includes providing information to the community, receiving applications for funding and determining the recipients�.

Community Foundations pool the charitable gifts of many donors into permanent, income-earning endowment funds that benefit the local community. Grants are approved from the earnings of these funds to support a wide range of local initiatives.

now and forever. Our mission is improving the quality of life in Castlegar and District by developing permanent endowment, making responsible grants and inspiring leadership. We are now planning an official community launch of the Foundation later this year.�

Gospel music event good to go Submitted

Everyone’s invited to the gospel music event this Saturday July 20, at 6:30 p.m.

The location is the Pass Creek Exhibition Grounds at the bandshell. The music will be a mix of at least 50 per cent traditional hymns with the remainder being newer gospel songs. All the music will be live. There will be three to four groups of very talented local singers and musicians, a very talented group from Southern Alberta called the Fehr Family who is touring Eastern Canada and U.S.A. and also audience singing. For those not familiar with the local musical talent you may be pleasantly surprised by the abundance of excellent singers and musicians. There will be a prayer team available to pray for/with anyone who would like prayer for any reason. This is a non-denominational event. If you

like good live music you will enjoy this event. You can expect to hear music that varies from bluegrass type music to more traditional gospel music to southern gospel and to the more modern “light rock” gospel music of today. We have hired a local company that is well known for providing quality sound to handle the sound system so that aspect is in good hands. This is the first time anything like this has happened in our area that we know of and if the response is good we will consider making this an annual event and possibly expanding to three days with concerts on Friday evening, several on

Saturday and also on Sunday, with food and vendors and other activities. The Truthbearers Christian Motorcycle Club is handling parking and security in the parking area while the concert is on.

Please bring your lawn chairs or a blanket as the wooden benches and/or chairs may not be the most comfortable.

We also need more volunteers for this year and if we decide to proceed with a three day event next year we will need a lot more people involved. As there will be no concession bring your own water or other non alcoholic beverages.

There is no admission but an offering will be taken. What could be a nicer way to spend a summer evening than sitting outdoors listening to excellent live music?

Local quilters stitch together Debra McCracken is an active member of the local quilting scene. When widespread flooding occurred recently in Southern Alberta it did not take long before local quilters sprang into action, joining a widespread effort to show support for out neighbours to the east. “All it took was one facebook post and one email,” said McCracken about the haul of more than 30 quilts created by a group of talented locals. McCracken said on July 15 she was delivering the shipment in person, leaving for Alberta in a matter of days.

Country-rock sensation Lisa Nicole is one busy lady; not only is she in the midst of planning to film a music video but she’s also touring across Canada over the summer and will be making stops in the Kootenays.

The music video is set for filming on August 18 at a western movie set in Langley and she’s putting the word out for anyone who may want a role.

“I’m filming a music video for my latest single, ‘It Got Ugly.’

It will be going to country radio in August,” said Nicole.

“If anyone wants to help out, western cowgirls, cowboys and outlaws are welcome. I will also be doing an Indiegogo [crowd funding] campaign to raise some funds for the release.”

In September she is off to Edmonton for a showcase at the Canadian Country Music Association before embarking on a tour that will take her across the country with longtime fellow artist, Jason Thomas (who is from Trail).

“We will be on the road for over five weeks; all the way to Nova Scotia,” she

said. “I love it and wouldn’t trade what I do for anything.”

Nicole’s exhausting tour lineup will also see her rocking the big stage at Rockin’ River Musicfest in Mission, B.C. August 17.

“I’ll be on the main stage, the same stage Brad Paisley is headlining. It’s going to pretty cool,” she said.

“I know I have a pretty good following in Castlegar,” said Nicole. “I really appreciate the support of my home town.”

Bio: My first goal after retiring from some 30 years in the workforce was to take art classes. I began with watercolour classes at the Artist Co-op in Prince George, where I lived at the time. These classes covered basics in watercolour, the colour wheel, values and specifics, painting clouds or rocks, etc.

My teacher, Sharon Antonenko, was a well-known Prince George artist. After living there

others, but painting has always been my favourite since high school. I love to paint things from nature: flowers, birds and animals. I have painted a number of people’s pets and also landscapes. Simple things appeal to me. I like my paintings to be bright, cheerful and hopefully bring a smile to people.

Castlegar Aquanauts rule the rinse submitted

The Castlegar Aquanauts hosted their annual swim meet last weekend, with 59 Castlegar swimmers racing in their home pool.

Four swimmers broke at least one meet record, and 21 placed in the top three for their age group.

Overall, the Castlegar Aquanauts placed first with 865 points.

A total of 15 med-

als were awarded in Colville two weeks ago.

Four swimmers, along with a relay team, broke records in Colville.

A 400 m IM teamvrs-team race called “Guts n’ Glory” saw Sera Welychko place fourth. The whole team cheered for her in the exciting swim as Sera represented the Aquanauts exceptionally.
