Burnaby council has agreed to allow Shaw Communications to install Wi-Fi at civic facilities after the company agreed to provide the service free to the general public. The company originally proposed installing the wireless networks throughout Burnaby and paying city hall a user fee to do so. But it turns out, Shaw only planned to make the Wi-Fi accessible to its own customers, part of its national initiative to provide the service outside customers’ home and business connections, according to a city staff report. So Burnaby put out a call to all telecommunications companies to submit their own Wi-Fi proposals, but there were no takers as they didn’t see it as being their core business, Coun. Dan Johnston told council Monday. Months later, Shaw offered a new option—in exchange for a reduced fee paid to the city, it would provide access to all, with Shaw customers receiving enhanced service. Please see shaW, a4

Project aims to welcome The World in Burnaby $500K aimed to raise awareness of benefits of immigration Wanda Chow

wchow@burnabynewsleader.com

Burnaby is a city filled with new immigrants and refugees and that’s a good thing. That’s the message of a yearlong campaign dubbed The World in Burnaby that aims to make the city a more welcoming place to be for newcomers. “We want Burnaby to be the most welcoming and inclusive city in Canada because we know the value of diversity,” said Jeanne Fike, co-chair of the Burnaby Intercultural Planning Table which has launched the campaign. “The population has just exploded over the last couple of decades and now more than 50 per cent of the residents are foreign-born and speak a different

language other than English,” Fike said. The campaign aims to raise awareness of the skills, talents and cultural richness that immigrants bring to the city. Operating with $500,000 in provincial and federal funding, The World in Burnaby will be bringing its 20-foot-high globe to public events in the city until October, including the Symphony in the Park concert at Deer Lake Park on Sunday evening. People will be encouraged to discuss ways to be more welcoming to newcomers, and even fill out postcards with welcoming messages which will be given out at local English-asa-second-language classes or by settlement services organizations, said Jody Johnson, the project’s coordinator. The education campaign will highlight the need for immigrants to fill the need for skilled labour

and to help address Canada’s low birthrate, which was 1.61 children per woman in 2011, according to Statistics Canada. Internationally, Canada is

ranked 186th out of 221 countries for birthrate, says the CIA World Factbook. “We’re lower than countries you would never imagine we

would be lower than,” Johnson said. The project’s initiatives will include helping community leaders understand the issues refugees face, helping businesses understand the contributions newcomers can make to their work forces, and training new immigrants to tell their stories. As for making Burnaby more welcoming, Johnson said she hopes to help people become more conscious of that person who perhaps has an accent, looks new or even lost. People need to know they have a role to play in helping make the city a more inclusive community. “One of the things that everyone will say, who’s new, is Canadians are really nice and they’re really polite, and superficially they’re really friendly, but often it doesn’t go beyond kind of a hello … What do we do beyond that?”

Dangerous goods have been transported for decades: Lord ⫸

from frOnt page

That represents just under 12 per cent of the 55,000 barrels the refinery processes each day. For about a year, Chevron has also been receiving another 1,000 barrels a day by tanker truck, he added. The crude is transported to Langley by rail before completing the trip to Burnaby by road. “We certainly feel that pipelines represent the safest, most cost-effective way to get crude oil to the refinery,” added Lord,

noting there are extra costs associated with transporting crude by rail or truck. As for its new rail facility, Lord said it’s located adjacent to the CP Rail right-of-way, the mainline that runs along the Burrard Inlet foreshore, down the hill and away from residential areas. Full cars come from the east and are dropped off, then empty cars are taken away to be refilled back in Alberta. Chevron has crews on site 24/7, as the

refinery operates nonstop, he said. And the rail facility, like any other operating area within the refinery, is equipped with modern safety systems, including containment and firefighting systems, foam application systems to deal with petroleum fires and an onsite fire brigade. “Dangerous goods have been transported safely throughout North America for decades and it’s a matter of the materials being handled safely

with all the necessary risk mitigations put in place and emergency response procedures that are also established,” Lord said. “We think it can be done safely.” Meanwhile, in response to the Quebec incident, Burnaby council has asked city staff to report back on rail

tank cars carrying oil and other hazardous goods through the city as well as city hall’s relationship with the railways. Coun. Nick Volkow noted city hall generally hits roadblocks when trying to liaise with railway companies who operate in the city, despite many rail lines

running close to some residential areas. Due to the Canadian Railway Act, “railways basically operate like the old feudal kings and we in municipalities are treated like serfs and peasants,” Volkow said. “That’s gotta change.” In a four-year period there has been a 28,000 per cent increase in the volume of crude oil transported by rail tank cars, he said. Yet, the city doesn’t have any say on the railways’ operations. During the recent

heavy flooding in Calgary, that city’s Mayor Naheed Nenshi pointed out he had no say when a railway decided to move dangerous cargo over a bridge, during which the bridge collapsed, Volkow said. He asked the city staff report look into whether Burnaby city hall is notified in advance when dangerous cargo is going through the city because “it would be our fire department that responds, not the CPR fire department.”

Non-customers would be required to log in and provide data such as an email address, mailing address and phone number. “Convenient access to news, mail and social media is expected by the general public at large,” said the staff report. “Free Wi-Fi in government spaces is now expected, with customers switching from paid cellular services to free Wi-Fi

where possible.” Burnaby’s city Wi-Fi program has so far installed access at 14 city sites, including city hall, libraries, community centres and sports facilities, with another 13 sites planned for installation this year, the report said. The ultimate goal is to provide free access to the general public at all major civic facilities. Coun. Sav Dhaliwal was

uncomfortable with potentially giving Shaw an unfair advantage through the deal. City manager Bob Moncur said Burnaby is open to proposals from other providers but so far none have been interested. There is no exclusivity agreement with Shaw, Moncur said. “If someone else came along and said ‘me too,’ we’d facilitate their entry as well.” twitter.com/WandaChow

The facility is expected to be occupied in September by a partnership of Burnaby Community Connections, Burnaby Meals on Wheels, the YMCA of Greater Vancouver, and MOSAIC. The lease grant was given because the organizations serve exclusively or mostly Burnaby residents.

The second phase of the SOLO District development will add just under $6.7 million in density bonus funds to Burnaby’s coffers after council agreed Monday to take it in cash. Of that, 80 per cent will go into the fund reserved for future amenities in the Brentwood town centre area, which currently sits at $8.2 million, and 20 per cent will be deposited into the city-wide affordable or special-needs housing fund. When the four phases of the SOLO project, by Appia Developments, is completed at the southwest corner of

Willingdon Avenue and Lougheed Highway, it will have contributed a total of almost $31.7 million in cash and amenities, according to a city staff report. The developer’s contribution for the first phase was an on-site, 4,570-square-foot community office and multi-use space fronting Rosser Avenue, which will be built as part of Phase 3. The space is valued at $2 million, while the remaining contribution for Phase 1, $6.8 million, was accepted as cashin-lieu. Meanwhile, council approved a 50 per cent lease grant for the tenants of the new Brentwood Community Resource Centre at

ADRIAN RAESIDE:

QUESTION OF THE WEEK:

Authorities did their job Two people were charged last week in one of the most disturbing terrorist plots to be hatched on Canadian soil. John Stewart Nuttall and Amanda Marie Korody were arrested July 1 on terrorismrelated charges after the planting of disabled pressure cooker bombs outside the Victoria legislature. Just days later, civil libertarians called for more detail on how police investigated the Canada Day plot, to see if officers came too close to entrapping the accused Surrey couple. Doubts have grown in some minds about the pair’s ability to carry out an act of terrorism as more information emerged about their life, living on social assistance without a vehicle and getting methadone treatment. Police say they became “selfradicalized” to support the Al-Qaeda ideology and posed a serious threat. Micheal Vonn, policy director for the B.C. Civil Liberties Association, said the concern is that undercover officers may have interacted with the suspects to further the plot and provide assistance. Authorities apparently knew of the plan for five months, and were closely monitoring the couple. It is hard to imagine two people voluntarily agreeing to be involved in a plan to kill and wound hundreds of Canada Day revellers. And if police did engage with the suspects to determine how far they’d go, or if others were involved, it simply shows there are confused or “radicalized” or unbalanced individuals out there vulnerable to suggestions that such evil violence is justified. Kudos to the Canadian secret service and the RCMP for doing their jobs – the protection of innocent people.

A digital call to ‘be funny’ Email is a funny thing. You can have conversations with people anywhere in the world, and develop a social relationship without ever seeing their faces or hearing their voices. Carol is such a person. I’ve known her in the digital communication sense for quite some time. She sent an email the other day, advising me that she had read my latest column and it did not make her laugh. I explained that sometimes, there is serious stuff going on that requires editorial comment, like politics and homelessness and such, which can suck the humour out of a drunk circus clown. She was unimpressed. She wanted to laugh, and suggested I ought to get to work on reconnecting with my inner mirth the following week. I explained that I was actually going to be away on a fishing trip with a buddy. She emailed back that she hoped something funny would

Andrew Holota happen, and I could write about that. (Carol can be a bit of a taskmaster.) So I said I’d be sure to tell my fishing partner, although I imagined it could develop into a peculiar conversation: Hey Roger… Yeah? Carol wants you to do something “funny.” Who’s Carol? A lady I chat with online. She likes to laugh. Chat with online … like a dating site? No, no. Email. Well, how did you meet her? Actually, I never have met her. Umm… isn’t that a little weird?

I don’t know, you’d have to ask Carol. But my wife has met her. Oh dude, now that is weird. So what does she do? Who, my wife? No, this Carol! She sends me legal stuff for work, and we kibbitz back and forth by email. She has a good sense of humour. How long has this been going on? A couple of years now. A couple of years??! Does your wife know about this? Oh yeah. And how does she feel about it? I’ve never asked her. But I’m sure she’s OK with it. Do you ever intend to meet this person? Who, my wife? I’ve met her. Oh fer ... no! Carol! Yes. I really should. Her office is not far from mine. So why haven’t you? That’s a good question. You know how you can be emailing with someone you’ve never met, but after awhile it just seems

Art gallery a great idea According to Burnaby city council, it is too expensive to build a new art gallery. Here’s a question to them: How much has Burnaby spent on sport facilities? How much does it cost to run those facilities and how much revenue is generated from those facilities? I just visited the new Bainbridge Island Museum of Art in Washington State last week. That beautiful building cost $12.5 million. The admission is free as it is manned by volunteers. It cost $40 million just to build Edmonds Community Centre, for people in that area. Why not an art gallery, not just

for all Burnaby residents but to attract visitors too? We are not looking for a fancy art gallery like that Bainbridge Island one, but a decent one so that we can attract works from good artists. Mia Wong Burnaby

Cats shouldn’t be outside Re: Cat saved from the jaws of a coyote (NewsLeader, July 10) I am not happy about the fact this person is not aware of the area in which she lives. Burnaby is a wildlife haven for coyotes, raccoons, bears, cougar sightings... So by saying be aware, something should be done

about the wildlife is silly. Something should be done about the pet owners who neglect their pets and leave them outside. Cats are not outside pets. That owner should take responsibility for her neglect. And the vet bills being covered? Really? Diana Bourassa Burnaby

MLAs spar over planned vote on TransLink taxes Only referendum can solve endless funding dispute: Hunt Jeff Nagel Black Press

million had already been spent preparing property assessments. Hunt said both premiers argued they were listening to the public while TransLink wasn’t. A referendum is the only way to end the perpetual conflict between provincial and regional interests, he added. “I believe the taxpayers are the only ones that can actually settle this so that we can get on with building transit and transportation in the Lower Mainland.” TransLink officials estimate $23 billion is needed over 30 years to both maintain the existing system and add new rapid transit lines. Metro mayors have suggested funding options including a vehicle levy, road pricing and a regional sales tax. New Liberal MLA Scott Hamilton in Delta North predicted voters will agree spending more money for proper transit “is the right thing to do.” George Heyman, the NDP’s new critic for TransLink, said the province should cancel the referendum and instead hand

A promised referendum on new TransLink taxes or tolls was the topic of debate among MLAs in the B.C. Legislature Monday. It came as a private member’s motion was tabled to reinforce the BC Liberals’ election campaign promise to put any new TransLink revenue sources to a vote at the same time as the November 2014 municipal election. Opposition New Democrats continue to oppose the idea, saying it threatens to keep Metro Vancouver transit stuck in neutral for years to come while the region keeps growing and congestion worsens. “It’s a referendum that assures us that nothing much gets done till 2015, at least,” said NDP MLA Shane Simpson (Vancouver-Hastings). He said the Liberals have failed to solve TransLink’s financial bind nearly three years after a September 2010 agreement with Metro Vancouver mayors to hammer out new Term Deposit funding sources. Simpson said the † paralysis at TransLink extends back to 2007, when thenTransportation Minister CASH Kevin Falcon “had a BONUS¹ snit” over the elected board’s deliberations about building the Canada Line and replaced them with appointees. But New Democrats weren’t the only ones critical of the government’s record. Newly elected Liberal MLA Marvin Hunt (Surrey-Panorama), who sat on the old TransLink board as a Surrey city councillor, told the Legislature past premiers Glen Clark and Gordon Campbell both share blame for TransLink’s failure to secure needed funding over the years. Clark’s NDP got cold feet on implementing a $75 per year vehicle levy for TransLink in 2001, Hunt noted, and then the Campbell Liberals BRENTWOOD VANCOUVER 1801 Willingdon Ave 115-370 E Broadway likewise cancelled a new 604 298 3344 604 875 8590 parking stall tax after $5

authority back to locally elected mayors and councillors. “To let the future of the transportation system in the region hang on a vote in a referendum, I think is dangerous,” Heyman said in an interview. He said the Liberals never held a referendum on Port Mann Bridge tolls or BC Hydro projects, and aren’t likely to do so on the promised replacement of the George Massey Tunnel either. Heyman noted TransLink faces significant cuts in service hours between 2013 and 2015 because expected new funding sources will not have arrived in time. TransLink also risks losing $100 million a year in federal matching funds because it won’t be able to stump up its share, he said. Transportation Minister Todd Stone, who wasn’t present for the debate, has yet to give a clear indication of what the referendum question might look like. He’s pledged to consult closely with Metro mayors. twitter.com/jeffnagel

Many addicted to smartphones: Poll Jeff Nagel Black Press

If you own a smartphone and find it hard to put the device down, you’re not alone. A new poll by Insights West found 64 per cent of B.C. adults own one, they use it an average of 1.7 hours a day and have an average of 27 apps installed on it. The survey found 18 per cent of B.C. smartphone owners consider themselves strongly addicted to the device – most of those say it’s manageable – and an additional 43 per cent call it “very important” to their lives. Sixty two per cent of smartphone owners check it at least hourly and a compulsive six per cent check it more often than every 10 minutes. Self-described

addicts spend an average 2.5 hours a day actively using their phones, the poll found. Insights West president Steve Mossop said the heavy usage shows how profoundly the devices have transformed daily life and quickly become pervasive. “Look at kids and how glued they are to their devices and some of us adults as well,” Mossop said. “It has implications all around, from driving while you’re texting, to social relationships, to impacts on other things you do with your time, like exercise, TV watching and newspaper readership.” According to the poll, more than three-quarters of smartphone owners said that if they left home for the day without their device they’d return home to retrieve it. Alleged bomb plotters in court Sheila Reynolds Black Press

Two Surrey residents accused of plotting to plant pressure cooker bombs outside the B.C. legislature on Canada Day appeared in Surrey Provincial Court Tuesday morning. John Stewart Nuttall, tall and thin, sported longish hair, a scraggly beard, and tattoos on his right arm. He carried a copy of the Qur’an – the Muslim holy book – into court and appeared at ease, sometimes smiling. His wife, Amanda Korody appeared meek and nervous with shoulder-length brown hair. She smiled only upon seeing Nuttall. The two sat in separate plexiglass prisoner’s boxes during the brief appearance (depicted below, by court artist Felicity Don), where the court heard that the case will be transferred directly to B.C. Supreme Court. The couple was due to appear in court in Vancouver Wednesday. Nuttall, 38 and Korody, 29, are charged with making or possessing an explosive device, conspiracy to commit

an indictable offence, and knowingly facilitating terrorist activity. B.C. RCMP arrested Nuttall and Korody in Abbotsford on July 1 after a five-month investigation that began in February. Outside court, Nuttall’s lawyer, Tom Morino, said he has recommended Korody get her own legal counsel. He said the two have been kept in segregation while in jail – reportedly for their own security – only being allowed out of their cells for an hour a day. Nuttall, Morino said, is being held in Surrey, while Korody is at a Alouette women’s jail in Maple Ridge. Morino explained that while such a case would normally wind its way through B.C. Provincial Court and eventually end up in B.C. Supreme Court, the Crown has chosen to proceed with direct indictment at the higher court level. “It doesn’t really change a lot other than it changes the venue,” said Morino. Morino planned to request that the case be adjourned for a couple of months so he can obtain the anticipated “masses” of evidence.

He guessed there will likely be several thousand pages of materials. He said though he hasn’t seen much of the evidence, his understanding is that U.S. authorities were also involved and that there was some sort of “Mr. Big” component, wherein undercover agents pose as criminals to befriend and draw confessions from suspected criminals. Morino said the pair

would not be entering a plea in Vancouver court Wednesday, but said when they do, it will likely be a notguilty plea. The alleged homegrown terror plot is similar to that of the Boston Marathon bombers, who used pressure cooker bombs to send shrapnel through the crowd near the race’s finish line on April 15. RCMP seized what they called three “improvised explosive devices”

that were made from pressure cookers that contained nails, bolts, nuts and washers and were placed on the legislative assembly grounds. The alleged motive of the two accused is not clear. The legislative lawn and inner harbour were crowded with an estimated 40,000 revelers for the July 1 Canada Day concert and fireworks.

Make Your Home Safe for Independent Living Are you a low-income senior or a person with a disability who wants to live safely and independently in the comfort of your home? Do you have difficulty performing day-to-day activities? Does your home need to be adapted to meet your changing needs? If so, you may be eligible for financial assistance under the Home Adaptations for Independence (HAFI) program. Find out today if you are eligible and if you meet all of the requirements as a low-income homeowner or as a landlord applying on behalf of an eligible tenant.

To apply or learn more, visit www.bchousing.org/HAFI You can also contact BC Housing: Phone: 604-646-7055 Toll-free: 1-800-407-7757 (ext. 7055)

Brenda has always been an active woman. However, recent health issues including osteoarthritis in her left knee and losing kidney function have slowed her down. Her mobility is limited and she is now on dialysis three days a week. To adjust to her changed circumstances, Brenda sought help with her daily living activities. Part of that help came from the Home Adaptations for Independence (HAFI) program offered through BC Housing. Launched in January 2012, the HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently. Brenda applied for a new walk-in bathtub because she couldn’t safely get out of the tub on her own. Walk-in tubs include additional safety measures such as anti-slip floors, grab bars, and a very low step in. Home adaptations may also include handrails in halls or stairs, ramps for

As well, with the new software, “a lot of people thought we shot that [with cameras] then animated on top of that but it was completely virtual.” For Monsters U. — a prequel to Monsters Inc. that features the voices of Billy Crystal (Mike) and John Goodman (Sullivan) — Rayani said the sophisticated technology makes the look “very, very different” from the original flick. He worked with the tech team for almost two years to bring the Global Illumination software up to speed then teach it to the Pixar crew. Currently, Rayani is working on a 30-minute movie special called Toy Story of Terror that includes the same characters as Toy Story (Woody, Buzz Lightyear, etc.) but has an independent narrative. Rayani said his Hollywood success is because of his early teachers. “I knew what I wanted to do even at elementary school,” he said, crediting his teachers who piqued his interest in the arts.

Brenda is a strong advocate for the program and has even shared HAFI brochures with nurses in the renal unit where she undergoes dialysis. If you or someone you know is having difficulty performing day-to-day activities safely and independently – the HAFI program may be able to help. Since the program began, more than 300 households completed renovations with HAFI financial assistance, making it possible for seniors and people with disabilities to continue to live in the safety and comfort of their home.

Vacationing in style at The Cottages at Osoyoos Lake The hot summer weather has finally arrived, and it’s officially time to get away on a long-awaited vacation. What better place to relax with the family than at your own lakeside cottage in sunny Osoyoos? “You might get only an inch of rain a month here,” says Eric Van Maren, partner of Van Maren Construction Group. The company is currently selling the Cottages at Osoyoos Lake, a gorgeous waterfront property with 284 cottages, tons of amenities and a close proximity to everything Osoyoos has to

offer. A wide range of people have been interested, but Van Maren notes that something did surprise him. “Many of our buyers are retired or planning to be retired,” Van Maren says, chalking that up to “Osoyoos is a more relaxed pace of life.” Many of these buyers are looking to live in their cottage fulltime, a serious possibility when the homes range from 1,281 to over 3,000 square feet with two to four bedrooms. With 14

different floorplans to choose from, it won’t be hard to find the perfect space. “I think the number of retired buyers speaks to the amenities that are available here,” Van Maren says. “These are detached homes for the price of condos.” You’ll also get access to two swimming pools, a 7,000-square-foot clubhouse and 20 acres of lawn, on top of the 1,500 feet of waterfront and 500 feet of beach. Buyers with families are also a big demographic at the cottages. Van Maren says the project is perfect for children, who can play on the beach or on the lawn and make friends with other cottage-goers. The location is definitely the biggest draw for those who want a taste of waterfront living without a high price point. “This is the warmest lake in British Columbia,” says Van Maren, adding that Osoyoos is also the wine capital of B.C. and has several golf course within 10 to 15 kilometres of the project. For more information about the Cottages at Osoyoos, visit www.osoyooscottages.com or call 1-855-742-5555.

includes multiple workout areas, a large outdoor deck, a games area with billiards tables, foosball tables and a big-screen TV and, best of all, a huge indoor atrium soaring 32 feet high with trees and a park-like feel. The atrium will also include plenty of greenery and places to sit and relax. Other amenities at The Summit Club include a lounge with a chef ’s kitchen, a baby grand piano and plenty of space to entertain, and a children’s play area on the fifth floor. MThree is located in the thriving neighbourhood of Coquitlam Town Centre, meaning you can easily walk to shopping, restaurants, schools and leisure activities. You’ll also find the upcoming Evergreen Line and the West Coast Express easily accessible, so your commute doesn’t need to include a car. Homes at MThree start in the low to mid-$200,000s for a one-bedroom and the low-$300,000s for a two-bedroom. For more information, visit www.liveatmthree.com, call 604-472-9555 or visit the presentation centre at 2992 Glen Drive, Coquitlam, open every day except Friday between 12 and 5 p.m.

The homes at Cressey’s MThree include overheight ceilings, spacious open floorplans and the renowned CresseyKitchen, with its integrated European appliances, wood-grained laminate cabinetry and quartz composite countertops.

MThree hits a summit in Coquitlam By Kerry Vital

Cressey is rising above the rest with MThree, Coquitlam’s tallest tower at 48 storeys and the final phase in their very popular Metropolitan Series. “The response has been phenomenal,” says Cressey Senior Development Manager Jason Turcotte. “We have a variety of homes to choose from, and people are loving the amenities and the finishings.”

MThree joins MOne and MTwo, which raised the bar for condominiums in the neighbourhood. “Each project has added pieces to the puzzle,” Turcotte says. “The feedback has been great, and I think it’s really helped buyers to physically see what we’re offering here.” Like all Cressey projects, one of the most amazing features at MThree is also one of the main gathering areas in the home. “We take a lot of pride in our CresseyKitchens,” Turcotte says. “The kitchen design at the presentation centre is in virtually every home in the project. People love being able to touch and feel the kitchen they will actually have in their home.” The kitchens at MThree include woodgrained laminate cabinetry, modern undercabinet lighting and sleek quartz composite countertops, complemented by a glass tile backsplash and integrated European

Moving into the bathrooms, you’ll find a luxurious rain shower head perfect for washing away the day’s stresses, in-floor heating (in the main bathroom in the onebedroom homes and in the ensuite in the two-bedroom homes) and large handset tile flooring. The ensuite bathroom also includes a limestone countertop, while the main bathroom features marble countertops. There are a variety of floorplans available, ranging from over 600 square feet to more than 1,000 square feet in the penthouse homes. Every home is built in an open-plan layout to maximize your square footage, and the overheight ceilings add to the sense of space. The best part of MThree could be The Summit Club, located on the top two levels. With over 9,000 square feet of space, the amenities are spectacular. The clubhouse
