Young people plead for Polygon plan Support for project split by generations

The younger generations of Delta crowded into an overflowing municipal hall Tuesday evening (June 25) to plead with council to support a proposal for the final buildout of Marina Garden Estates.

Speakers ranging in age from their early twenties to late thirties stepped to the podium and talked about their love for Ladner, their family who live here, and the agonizing choice between finding affordable home ownership outside the community and staying in Ladner where prices are prohibitively high.

Shawna Nichol said she had to move to Cloverdale because of a lack of housing in Delta.

“I love this community,” she said, adding she grew up in South Delta and her parents live here. “I see Marina Gardens as a really viable option for coming back here.”

Wes Levesque, a 28-year-old local chef, said he misses friends who have had to move away like Nichol, and wondered aloud if he’ll be next as he looks to home ownership.

“The proposed plan gives our community a chance to be intentional about making decisions that will shape our future,” said Barry Hartman, a 25-year-old co-owner of the Tsawwassen-based business 505-Junk.

“Our generation is, however, the future of Delta. My hope is that we are given

Mark Sakai, former executive director of the Delta Museum and Archives, said council has a simple choice of providing housing where people need it or else accept people will go where they can get it.

“There are places where building sizes never change,” he said. “They’re called ghost towns.”

Although roughly two-thirds of the 35 speakers Tuesday expressed support for the plan, a fair number of people were in opposition, most of them retired residents currently living in older phases of Marina Gardens.

“The density is a travesty,” said Peter Mould of Woodward’s Landing.

Paraphrasing remarks made previously by Coun. Ian Paton, he added, “this development feels like 100 pounds of potatoes being stuffed into

a 25-pound sack.”

Bill Wheeler said the 16-foot-wide townhouses are too narrow and said the high density plans for the neighbourhood may as well be called “Marina Garden Ghetto.”

Neil McLean said the comments made by young people who moved away from Delta because of housing costs shouldn’t be considered as outside members of the community.

“I have a brother in Toronto who used to live in a townhouse in Ladner,” he said. “Maybe I should have called him to come here to speak.”

Some older residents spoke in favour of the need for seniors housing, as well as a place for their own children to live without having to move away. Others said the mix of housing will attract people from all walks of life, offering a diverse and vibrant community.

“This is a neighbourhood with many young families,” said Michelle Jaye. “It’s not just a retirement community.”

There were 35 more speakers scheduled to address council on Wednesday evening (after the Leader’s press deadline), after which council will decide whether to vote on third reading at the next council meeting (July 15) or call a special meeting for that purpose.

The application, forwarded by Captain’s Cove Marina and designed by Polygon Homes, would add 674 dwelling units in the form of townhomes and apartments to the existing 619 housing units in Woodward’s Landing, Chesapeake Landing, and South Point.

The B.C. Teachers’ Federation is holding a member vote this week, seeking a mandate to reject “government interference” in province-wide bargaining.

Outgoing BCTF president Susan Lambert notified 40,000 public school teachers of the vote in a letter sent out Monday, a copy of which was obtained

by Black Press. Teachers have until Friday, June 28, to vote.

“We need to send a strong message to government that teachers will not accept a 10-year scheme to lock in another decade of deteriorating conditions,” Lambert wrote. “The ballot will read: ‘Do you support our bargaining team and their efforts to achieve a negotiated settlement, and oppose any government interference in the bargaining process? Yes or No’.”

The vote signals a reversal of the BCTF position on bargaining. In a submission to the government in December 2012, the union called for “provin-

cial bargaining between the BCTF and government regarding salary, benefits, hours of work, paid leaves, class size, class composition, and staffing levels for specialist teachers,” and “local bargaining of all other items.”

The province-wide vote follows Monday’s announcement by Education Minister Peter Fassbender that he has asked for a “pause” in bargaining, to appoint a direct government negotiator for province-wide issues with a goal of reaching a 10-year deal.

due to expire June 30, negotiators for the BCTF and the B.C. Public School Employers’ Association, representing school districts, have been ongoing since February.

“We are not walking away from the table, we are walking toward it,” Fassbender said. “The work that has been done to date will not be lost. In fact, we want to build on it.”

In its December submission, the BCTF described BCPSEA as “an intermediary with no vested interest in the outcome.”

Bike thefts on rise in Ladner Delta Police are warning Ladner residents to protect their bicycles against thieves after a recent spike in bike thefts over the past few weeks.

The majority of the thefts have taken place along Ladner Trunk Road, according to Delta Police spokesperson Ciaran Feenan, particularly from bicycle racks around local malls.

There have also been bicycles stolen from residential garages and sheds. In some cases owners are leaving their bikes unlocked to run some errands, and when they return their bicycle has been stolen.

Delta Police’s patrol division and volunteers from Ladner Community Policing Station (CoPS) will continue to patrol the areas that have been targeted over the past few weeks.

Anyone with information related to the recent increase in bike thefts should call Delta Police at 604-946-4411 or Metro Vancouver Crime-Stoppers at 1-800-222-8477.

Delta Police are also reminding bicycle owners to protect their property by securing their bikes with quality locks at all times, and writing down the serial number of their bikes.

Engraving information on the bike can also help identify the property as being their own. Anyone interested in engraving their property can visit the CoPS office, which have engraving machines on hand for loan to the public.

GP shortage looms in South Delta ❙ Robert Mangelsdorf editor editor@southdeltaleader.com

Choosing a family doctor is an important decision for many young families, but for those moving to South Delta, there are few options available.

That’s because Ladner and Tsawwassen, like many communities across the province, are facing a shortage of general practitioners, according to Dr. Martin Ray, head of the Delta Division of Family Practice.

The grassroots physician advocacy group is made up of close to 60 local primary care doctors concerned about improving medical care here in Delta.

Day says there is an immediate need for an additional “five or six” family doctors in South Delta. However, he expects that need will only increase unless more doctors can be found to replace the current crop of aging family doctors.

With residential development plans slated for Ladner, Tsawwassen, and Tsawwassen First Nation, the influx of new residents will only create more demand for family doctors.

The Delta Division of Family Practice recently conducted a survey of its members, and found that the average family doctor in Delta has been practicing medicine for more than 20 years and is more than 50 years in age.

While the final figures aren’t in yet,

Ray said as many as a third of local family doctors plan to reduce their workload or retire altogether in the next three years.

In the past three years, four family doctors have retired and closed their practice in Tsawwassen alone, said Ray. Having a family doctor is important because they are better able to follow-up with patients than clinics, he said. They also have a better understanding of a patient’s needs.

“A GP is going to provide continuity of care, they are going to develop a personal relationship with you and your family,” said Ray. “That’s especially important when dealing with chronic illness, such as [chronic obstructive pulmonary disease] or diabetes.

“The outcomes are much better with a family doctor.”

Without a family doctor, sick people will often end up visiting an emergency room for care, which puts a strain on the healthcare system.

“ERs are very busy places, and a lot of [illnesses] are better off dealt with outside the ER,” said Ray. The provincial government estimates close to 100,000 British Columbians are without a family doctor. The Ministry of Health has tried to address the problem by increasing medical school seats by more than double in the past 10 years, as well as launching the $133-million “A GP For Me” program earlier this year. The

Robert Mangelsdorf photo program aims to find a family doctor for every British Colombian by establishing more clinics, recruiting doctors, and reducing workloads.

Ray said those steps are having a positive impact, but Delta has an immediate need for doctors, and that need grows greater every day.

That’s why the Delta Division of Family Practice has recently teamed up with doctors in Surrey and Langley to launch a recruitment campaign aimed at finding suitable family doctors to work in the community.

“We are trying to be proactive,” said Ray. “We don’t want to wait until we have a problem, we want

to get ahead of it.”

Jennifer Scrubb is a consultant specializing in the recruitment of physicians, and is helping coordinate the local effort to find more family doctors for Delta.

By pooling resources with nearby communities, Scrubb said Delta has a better chance of finding and retaining new doctors.

“Each community is very distinct and has different needs,” she said.

The recruitment campaign will be looking outside of the province and outside of Canada to bring family doctors to Delta, and has even produced a promotional vid-

eo titled, “Join us in Delta.”

“We’re looking for people who want to practice in full service primary care… and who want to establish a life in this community,” Scrubb said.

“Delta has a lot to offer.”

South Delta’s small town feel, despite being close to an urban centre, is one selling point, as are the good local schools and natural setting.

“We’re not only recruiting doctors, we’re recruiting their families,” said Scrubb. “We don’t want doctors coming here and leaving after two years because they aren’t happy.”

The recruitment strategy, which is funded by the provincial government, also includes targeting new doctors and medical students, and easing them into family practice by having them to do fill-in work for family doctors who want time off.

But while the number of medical students has increased in recent years, many young doctors are hesitant to make the commitment to family practice right out of medical school.

“It’s a huge commitment,” said Scrubb. Starting a family practice usually means the doctor will be staying put for the rest of their working life.

“Today’s new doctors are looking for a work-life balance, they want more flexibility.”

‘Historic’ Massey family home facing demolition House will make way for three new homes ❙ Adrian MacNair reporter adrian@southdeltaleader.com

Bev Jaworski stares at the massive, overgrown maple tree, the lower boughs cradling wooden swings that seem to move in the breathless air.

“There’s something very emotional about those swings, almost like spirits or ghosts,” she says wistfully.

There is a sadness in her voice, one echoed by many in the community, for this large tree and the adjacent house will soon be little more than a memory.

The Massey family lived on this corner lot of 47A Avenue and 47A Street from 1942 until the death of George Massey in 1964, and his children played under the shade of this tree. Both house and tree will be removed to make way for three single family homes with coach houses along the rear lane following Delta council’s approval of final adoption on Monday.

Though the home, which was built some time in the 1920s or 1930s, was not listed on the Corporation’s heritage inventory, the Massey family is well-known in Delta. George Massey was a former Delta MLA who pioneered efforts to replace the ferry with a permanent Fraser River crossing.

A rumour persists in the community that a tenant recently found some of the original drawings of the Deas Island Tunnel in the attic.

Although Jaworski, a neighbour, says she talked to a dozen people in the neighbourhood who will be sad to see the house go, few realized it had already been before council.

“There was talk about getting a petition going and posting it on the tree but I think we found out about it too late,” she says, adding she spoke to the planning department about saving the tree, but was told it would usually need to be on a heritage designated home to be preserved.

Douglas Massey, George Massey’s son, and now 79, wrote in his 2010 book, The Journey & Life of George Massey & Family: “While my father was busy building and working to earn a living he also was determined to own his own home so my mother Lila and my sister Doreen and I were able to feel secure.”

George Massey bought the house from Captain William Cowley in 1942 on 47A Avenue, which at the time was called Stanley Street.

Doug wrote that “life was centered” from that home. In the winter the children would go skating on nearby farmer’s fields that had frozen over. In the fall there was a harvest festival, and one year Doreen was designated Harvest Princess.

Adrian MacNair photo Doreen Kushnir, Doug’s older sister, is now 81. She lived in the house as a child until she got married and moved out in 1952.

She remembers the maple tree well and estimates it could be 100 years old.

“It’s absolutely gorgeous,” she says. “I remember when we were kids and my mom always wanted us to rake up the leaves in the fall and put it in the compost, well those darn things didn’t break down in the compost, they were

there for years.”

Doreen says when her father acquired the home it was just a bungalow and was converted to two storeys afterward.

“It didn’t have a basement underneath it, and my mom and dad dug it out by hand,” she says, adding former fire chief Walter Husband’s construction company handled the upper renovations.

A basement is a notoriously tricky prospect in Ladner with its high water table, and that was no

exception 70 years ago.

“Every time the high tide came we got water in the basement on the front half and seep up through the cement floor,” she says, adding they didn’t have a water pump in those days.

The Massey children lived on the upper floor with a small corridor separating their rooms and a window just below the peaked roof.

“That was the only bedroom window that we had,” she says, laughing as she remembers.

At the time the Masseys lived there, Ladner’s homes were few and far between. Kushnir remembers her neighbours being the Morehouse family, known for their Stage Lines coach service in New Westminster. She used to play with the Morehouse children, Denis and Meredith. Their house—like the Massey family’s soon will be— is now gone.

Doreen lived in Tsawwassen for 46 years until her husband passed away three years ago. Perhaps through a twist of fate, she ended up in a condominium kitty corner from her childhood home.

Now she wants to take one last tour of her former home with her brother before it’s torn down and hopes a commemorative plaque of some kind can be placed. Though she’s sad to see it go, Doreen has accepted it.

“But that’s time, that what’s happens.”

A Tsawwassen man wants to bring a bike share program to Delta, and he has the technology and experience to back it up.

Derrick Moennick, director of business development for SandVault Group in Richmond, said there are already between 400 and 500 bike share programs operating in various municipalities worldwide, several of them provided by his company.

“If somebody says to me—which they did three years ago—bike share will never work, I say, why not? It works everywhere else,” he said.

Bike sharing operations is the fastest growing transportation business in the world right now, with cities scrambling to find solutions to traffic and parking congestion.

SandVault provides those “solutions” for fees based on the level of municipal or corporation involvement.

“What we’re proposing in Tsawwassen depends on how many businesses get involved,” said Moennick. “If many businesses get involved it could be a free solution.”

In Tulsa, OK, St. Francis Hospital sponsored the entire bike share program installed by SandVault, allowing people to ride for free.

Michelle Laviolette, branch manager for Tsawwassen Vancity Credit Union and treasurer of the Tsawwassen Business Improvement Association, said a bike share program would address some of the traffic that will increase with development.

The credit union was the first to experiment with such a program in 2007 when Vancity purchased 45 bicycles and turned them loose in the City of Vancouver.

Riders were asked to keep the bike for a maximum of three weeks, and then write about their experiences online. Any bikes that needed repairs could be brought in to any Vancity branch for a tuneup.

Although the program ended with only three bikes remaining, Laviolette doesn’t consider the experiment a failure.

“The point was, can you raise awareness for the value of bicycles, particularly in a high density area,” she said, adding that the program proved a demand for cycling.

Around the same time Vancity was trying their experiment, SandVault Implemented their first solution in Tulsa. Operations rapidly expanded to Oklahoma City, Miami Beach, Boston Harbor Islands, and Long Beach, NY, the latter of which ended when Hurricane Sandy destroyed the boardwalk there.

They’ve recently won contracts in Phoenix, Tampa Bay, and St. Petersburg, Fla, and the company now has a partner in Sydney, Australia, to provide bike sharing in hotels, complete with helmet dispensing.

The bikes being developed and deployed today, come with a chainless drive shaft, allowing people to ride without clothing being caught in the machinery. And the airless tires ensure the wheels won’t go flat, making them maintenance free.

New heights for CZBB manager

❙ Boundary Bay Airport’s new manager, Susan McLaren, has big plans for CZBB. The airport is already one of the busiest in Canada and McLaren hopes expand the airport’s commercial tenants. The airport will be hosting the annual Boundary Bay Air Show on Saturday, July 27.

usan McLaren has spent much of her working life behind the controls of an aircraft.

While today she has traded the cockpit for a desk, the new manager of the Boundary Bay Airport is still a pilot at heart.

“My father was a pilot, so I grew up around planes,” she says as a Cessna takes off behind her outside her office window. “It’s in my blood.”

McLaren started flying at 17 years old, and soon had her commercial pilots license and her instructor rating.

After four years as a flight instructor in Langley, she decided to get her air transport license, leading her to work in the mining industry doing aerial survey work in the wilderness of Northern Ontario.

“We were flying in and out of gravel strips in the middle of nowhere,” she said. “It was really interesting work. I would definitely go back if I didn’t have a family here.”

The birth of her daughter four and half years ago brought McLaren and her husband back to the Lower Mainland, and in 2010 she came to the Boundary Bay Airport as a customer service representative.

port’s operations manager, and in April of this year, she took over the top spot at CZBB. The airport is currently home to more than 400 airplanes, the majority of which are owned by private pilots for weekend joyrides.

But thanks to the five flight training schools based out of Boundary Bay, the airport is consistently one of the top 10 busiest airports in Canada with close to 200,000 takeoffs and landings annually.

The airport was built as a training ground for bomber pilots during the Second World War and was mothballed until the early 1980s, when it was reopened as a civil airport.

In 1997, Transport Canada transferred ownership of the airport to the Corporation of Delta.

The past five years have seen the airport reborn, with a new 15,000-squarefoot terminal, new runway extension, new fuel farm, and new hangars being built.

While there are currently no scheduled commercial flights from the airport, that is something McLaren would like to see change in the future.

The airport’s runways can handle aircraft as large as a Boeing 737, however the 78-passenger turboprop Bombardier Q400 would be a better fit, says McLaren.

As airport manager, McLaren is tasked with seeing the airport’s mas-

ter plan to fruition, which has potential to make Boundary Bay an even bigger economic driver for Delta and the Lower Mainland.

That plan includes attracting more commercial tenants looking to take advantage of the airport’s prime location in between Vancouver and Surrey.

“We cater to both markets… but we do see ourselves as the gateway to Surrey and the Fraser Valley,” says McLaren. “We’re open for business and we’re always looking at new ways of developing the airport and making it successful.”

The airport’s anchor tenant, Heli One, has a state-of-the-art facility employing close to 350 people.

“We’re still about 15 to 20 years to build out,” says McLaren.

In the short term, however, McLaren’s first order of business has been to help plan the annual Boundary Bay Air Show, set for Saturday, July 27. The event draws more than 12,000 spectators annually, and is free to the public.

This year features aeronautic displays, historic aircraft, and even a performance by the Skyhawks, the Royal Canadian Air Force’s parachute team.

his weekend Canadians coast to coast will be celebrating the 146th anniversary of our great nation’s founding.

There is much to celebrate. Earlier this year, Canada was ranked the third best country in the world to live by the Organization for Economic Cooperation (OECD), and we are consistently ranked high in the United Nations’ Human Development Index.

By any metric you choose to measure, Canadians enjoy a standard of life far above that of the rest of the world.

However, sometimes it seems we Canadians don’t realize how good we have it.

For the majority of Canadians, our claim to citizenship is merely by an accident of birth - we are the lucky few who started life in a society so prosperous - one that values peace, education, and public welfare.

Few of us have ever gone without. Canada offers its citizens the chance to attain our own personal versions of success, and protects those who might suffer misfortune along the way.

But if you ever want to truly understand just how good we have it here, talk one of the 7 million Canadians who immigrated here from elsewhere in the world. For Canada’s immigrants, being a part of this great nation was a choice, one that likely brought with it not only great hardship, but great reward.

No one has a greater appreciation for what Canada has to offer than new Canadians.

Of course, Canada has always been an immigrant nation.

The first people to settle in what we now know as Canada came not on a boat, but via the Bering Sea land bridge more than 20,000 years ago.

The French and English were the first European immigrants to arrive on our shores in the 1500s, and by the late 1800s, Eastern Europeans from Ukraine and Russia were recruited to help expand Canada westward across the prairies. As B.C. established Canada’s presence on the Pacific Rim, so too has it opened its doors to Asian immigration.

It hasn’t always been an easy transition, however.

In the past, when cultures clashed in Canada, what resulted was unjust and often violent.

But just as it is important to celebrate the great achievements of our forefathers on Canada Day, it is equally important to remember the many the dark chapters in our collective history, so that we might learn from them and ensure they are never repeated. Episodes such as the Japanese internment, the Komagata Maru incident, the Chinese head tax, and the residential school system still resound today. Those who forget history are doomed to repeat it, which is why we as Canadians must remain ever vigilant to ensure such injustices don’t occur in the future.

Today, as always, Canada is a nation of immigrants. It is what makes us unique, and it is what makes us great. Each culture that has come to Canada has brought with it its own customs and traditions, and in so doing, has added to Canadian society and to the Canadian identity.

And we are all the better for it.

A

s of Sunday I will officially become a resident of South Delta, when I move with my family into Tsawwassen’s Beach Grove area.

No longer will I have to commute from Vancouver and through the torture contraption known as the George Massey Tunnel. If there is hellfire waiting for me below, I am more than prepared for its flames.

This cannot be overstated enough as a motive for my decision to move here. The tunnel represents a decline in the quality of life for all who are forced through its dank, dark depths.

If it seems strange that I’m only moving to Delta now, it’s actually not uncommon for reporters to live outside of the community in which they report. It can even be advantageous

to be an outsider as a reporter, since it is in keeping with the principles of impartiality. It’s difficult to be biased about events that don’t actually affect you.

Having said that, there’s a distinct disconnect that I feel from Delta each time I clock out from my job and drive home. As an outsider to the community, I miss out on the “feel” or the “mood” of residents that one can only get from living here.

It’s also considerably inconvenient to be in Vancouver when something important is going on in Delta (and vice versa when my family needs me).

With the aforementioned Massey Tunnel, zipping to either location can be problematic, if not impossible.

Then there’s the reduction of my commute from 30 lung-choking kilometres of automobile smog to a four block jaunt to the office. I’m no Eco Warrior, but even David Suzuki

would have to concede a smile with that switch up.

Beyond just the commute change, I’m genuinely looking forward to immersing into South Delta’s community. That means buying produce from local farmers, enrolling my children in local schools, and riding my bicycle along the many trails.

As this week’s issue of the South Delta Leader takes account of all the best South Delta has to offer, I look forward to trying these myself and sharing in those places our readers enjoy.

When I first laid eyes upon South Delta’s rows of green fields stretching out to multi-coloured house boats gently floating under spacious blue skies, I told myself that, truly, this is God’s country out here.

It’s not difficult to understand why residents here treasure what they have, and strive to protect it.

Proposed developments attract big box retailers

At Tsawwassen First Nation, we have one answer to the accountability crisis wrought by the Indian Act: Invest in self-governance. For too many years, the oppression of Indian Act governance crippled Tsawwassen First Nation’s ability to be responsive to the needs of our community. Since we reclaimed self-governance in 2009, accountability has formed the core of each and every decision made by our government. Tsawwassen First Nation government’s accountability mechanisms are first and foremost to our members.

The Tsawwassen constitution established an advisory council of members who must be consulted prior to the creation or amendment of Tsawwassen laws.

Our annual budget is subject to a rigorous vetting process by both elected officials and community advisory groups.

Our strategic plan, service plans, and annual reports are to our members, not to some far-away Ottawa bureaucrats. Every action of our government is defined by the priorities of our membership.

To Tsawwassen, self-governance was critical. Only once we shed the shackles of the Indian Act, were we finally able to realize our goal of responsive, transparent and accountable governance.

Re: “Walmart no good for local business,” June 21, 2013.

Your editorial in the June 21 edition alleged that large proposed developments on the Southlands and Marina Garden Estates would not be car-reliant, and assist local merchants in competing with Walmart. I note that both proposed developments are not near existing commercial centers and neither includes a significant commercial component. Both developments will be car-reliant for purchases above a convenience store or coffee shop level.

When working on a project in Powell River in 1995 the mayor told me that local merchants were concerned that several franchises had opened in town about the same time, when before there had been none. We discovered that the franchise decisions had been triggered by census results indicating the population had exceeded 10,000.

The local merchants had been displaced from their economic niches by population growth. Similarly, a Walmart store requires a sufficiently large pool of relatively poor people to be viable.

As all the proposed developments cited in the editorial are high density, their approval would appear to

enhance the likelihood that Walmart would establish a store in South Delta, rather than diminish it. Further, every Walmart I’ve been to is 100 per cent car access.

Hamilton not serving Delta Re: “Delta council by-election avoided,” June 21, 2013.

I read in that Scott Hamilton is taking a leave of absence eliminating the need for a $200 000 by-election in Delta. I am concerned that what I read doesn’t tell the other side of this story.

Scott Hamilton has been granted a leave from Delta Council now until January 2014. Technically though, he is still on Delta Council, but will not attend all meetings that councillors are expected to attend.

That’s not good news for Delta!

We are short one councillor to do the work that a civil servant is supposed to be doing for the next 16 months.

But I also hear that he can still vote on local municipal issues. He will not be here to serve Delta fully, but I am sure Mr. Hamilton will be present to vote for those key issues dear to his heart.

RCMP criticism unwarranted Re: “Who murdered Robert Dziekanski?” June 21, 2013.

Sadly, with the dubious benefit of 20/20 hindsight and accompanied by breathless news media feeding frenzy, the Braidwood Inquiry into the circumstances surrounding the Taser death of Robert Dziekanski at YVR had assumed all the qualities of a kangaroo court with a preordained outcome.

The Kennedy Report judged the testimony of the four RCMP officers as “not credible”, declaring that “almost every action they took was inappropriate, from their failure to de-escalate the situation to their failure to provide adequate medical treatment ... with their actions falling far short of their obligations, and resulting in the tragic and avoidable death of an innocent man.”

Busily stoking the fires of RCMP purgatory, the South Delta Leader on its Viewpoint page laments the absence of criminal charges against the officers for murder and calls for the “harshest possible sentence to be handed down,” if these officers are found guilty of perjury... which for “Uncommon Sense” writer Adrian MacNair seems to be a foregone conclusion.

Confronted, at the time, by a six-foot-nine tall, visibly agitated and out-of-control individual, later described by his mother (but certainly unbeknownst to the attending RCMP officers) as a “gentle giant,” the media have persisted in calling the killing of Robert Dziekanski a summary execution, barely stopping short of calling it premeditated murder.

Nothing seemed to satisfy the media-generated public bloodlust against the RCMP, as evidenced by the testimony elicited from browbeaten officers on the witness stand at the time of the original Braidwood Inquiry, with derisive laughter from the assembled audience whenever the officers failed to completely cave in to cross-examination.

Uncomfortable echoes here of OPP Sgt. Kenneth Deane who in 1995, responding to a violent Indian protest at Ipperwash in Ontario, shot and killed Dudley George whom he believed to be carrying a rifle.

The government of Ontario shamefully allowed him to be tried and convicted for criminal negligence causing death.

Should we not be concerned perhaps, that the virtually systemic abuse being heaped on the RCMP - and the police in general - as a result of persistently inflammatory media coverage, might cause the police to become less vigorous and therefore less able to defend and protect the general public?

ife is pretty darn good out here in South Delta, and at the risk of letting our secret slip, I think it’s fair to say we have it better than anywhere in the Lower Mainland.

So let’s celebrate the best that South Delta has to offer!

From fine dining restaurants, to funky coffee houses, to live music, the South Delta Leader’s Best of South Delta contest covers all the bases. More than 500 people cast their votes this year, a sure sign our readers are passionate about what makes this place so fantastic.

Of course, we all have our own personal favorites. Here are a few of mine:

Best place to read a book The park benches at the top of Fred Gingell Stairs offer an amazing view across the Georgia Strait. On a sunny day, the gentle, salty breeze rolling in from Tsawwassen Beach reminds me of the summers I spent as a child

on Vancouver Island. The wedding parties who come to the park to have their photos taken are always a welcome distraction.

Best take out meal John Meier Jr. of Myrtle’s Famous Hot Dogs makes authentic Chicago dogs that are some of the best street food anywhere in the Lower Mainland.

When the sun’s out, it’s not uncommon to see half of South Delta lined up in front of his stand at the Tsawwassen Town Centre Mall for one of his top-notch tube steaks.

Best Park When the sun is out and the weather gets hot, there’s no where I’d rather be than Centennial Beach at Boundary Bay Regional Park. The miles of sand and warm water make it hard to believe you are in Canada sometimes. My dog Moogie is an especially big fan of the sand and seaweed. Thankfully the park is equipped with an outdoor shower so I can rinse her off before she hops back in the car.

Best Local Band

My pick didn’t make the list this year, but I highly recommend Indian Wars.

John and Dan McMartin grew up in Tsawwassen, and the band’s first rehearsal space was here in their grandmother’s basement.

Their latest album Songs From the North is an alt-country masterpiece, paying homage to the greats, like Gram Parsons-era The Byrds and early Beatles, but holds its own alongside contemporary acts like Ryan Adams and Wilco.

The band is currently on tour in the US, and is no doubt poised for worldwide domination. indianwars. bandcamp.com

Best place to go jogging My knees aren’t what they used to be, so the Boundary Bay dike trail is perfect. In addition to being completely flat, I find the gravel trail to be a little more forgiving than the hard pavement. The offshore breeze offers a welcome relief when I’m pouring sweat, which is pretty much always.

The Delta South MLA beat the odds to become the first independent candidate to run for re-election and win, despite a strong campaign from seven-term Delta councillor Bruce McDonald.

In the end Huntington picked up more than 48 per cent of the popular vote in the May 14 provincial election, with McDonald taking 38 per cent and NDP candidate Nic Slater taking 15 per cent.

The longtime volunteer coach for South Delta Secondary School’s football program won his second provincial title as the Sun Devils defeated the Mission Roadrunners 31-14 in the B.C. AA championship in December. Moon was also recognized at the B.C. Lions Orange Helmet Awards as the Scholastic Coach of the Year. A former prison guard, Moon has been at the helm of the Sun Devils program for the past 12 years. In his playing days, Moon was defensive end and tackle for the Vancouver College Fighting Irish before landing a football scholarship at Simon Fraser University in 1975. Moon’s dedication to his team is unquestionable: At the height of the football season he will often put in 60 hours a week to make sure his team is prepared when they take to the field.

What inspired the photographer? I have a barbershop in Ladner and every morning during the summer my daughter would run across the street to Stillwater Sports to take the owner Brian Mymko’s dog for a walk. After every walk she would bring him to the barbershop for a visit. His name is Seamus and he would just run into the shop, jump up on the bench and sit waiting like everyone else.

How was it done? I have been mostly a street photographer for 23 years, shooting professionally film and television stills, fashion and portraits. This image was taken with a simple Panasonic Lumix LX-5 point and shoot camera. Recommended by several ‘on set’ film still photographers…since I bought this camera a barely use my SLR. Business tax gap grows: CFIB ❙ Staff writer newsroom@southdeltaleader.com

A small business lobby group says the gap between business and residential property tax rates charged by B.C. municipalities is narrowing, but remains too wide.

The Canadian Federation of Independent Business released a report card showing small businesses paid on average 2.7 times as much in tax as residential taxpayers for property of the same value in 2012, down slightly from 2.78 in 2011.

It’s the fourth straight year that gap has narrowed.

“We still have a long way to go,”

said CFIB provincial affairs director Mike Klassen, who praised cities for reining in business tax rates. “There is a clear trend emerging.”

The CFIB report lists North Saanich, Coquitlam, Revelstoke, Vancouver and Metchosin as having the highest business-residential tax rate ratio, ranging from 5.6 to 4.35 times residential rates.

The gap actually increased significantly in Terrace, Burnaby, West Vancouver and Kitimat.

Housing starts to edge up A small increase in new home construction is being forecast for 2014 in Metro Vancouver.

The Canada Mortgage and Housing Corp. projects 18,200 homes will be started in the region this year and 18,700 in 2014, an increase next year of 2.7 per cent.

Senior CMHC analyst Lance Jakubec said new construction will essentially hold steady this year, but rental apartment construction will take a larger share of multi-family housing starts.

Existing home sales in Metro Vancouver are projected to be roughly the same this year as in 2012, and then grow about 10 per cent in 2014.

The CMHC projects about a seven per cent increase in Fraser Valley home starts next year.

The brightest point in Michael Duncan’s day is driving over to see his dog Ellie and taking her for a long walk.

The animal lover was forced to give up the Australian Cattle Dog to a veterinarian friend in 2008 after he sold his condo and learned his new rental suite doesn’t allow pets.

Though he can’t live with Ellie, the dog means the world to him. When his wife of 45 years, Odette, passed away 12 years ago, Duncan was plunged into an abyss of deep depression. He tried to deal with it over the course of three years but felt his life slipping away. It was then he was introduced to Ellie by his veterinarian friend Kevin Harris.

Ellie had been found nearly frozen in the wilds just outside Prince George, eight puppies lying motionless beside her.

If it hadn’t been for a passing hunter taking pity on her, she would never have met Duncan. She had been abused, however, beaten so badly her backbone was cracked near the tail. As Ellie restored Duncan’s zest for life, the writer and author decided to do something to help abandoned and abused animals.

In 2009 Duncan started the organization Artists Helping Abused Animals (AHAA), and raised $10,000 by selling pen and ink drawings of Delta heritage sites. Now that his best friend’s health is fading, he wants to leave something to Ellie’s legacy.

“I will probably lose her soon and I thought, what can I do to honour

you,” said Duncan. An author and illustrator of 22 books, including three about Delta, the community in which he’s lived for 46 years, Duncan has worked as an art teacher, and is past-president of the Delta Arts Council.

His artwork has sold for as much as $10,000, but he is offering these 15-by-20inch works for $200 each,

the proceeds of which will go to the AHAA. “Every cent goes to the animals,” said Duncan, adding he hopes to raise $5,000 more by selling his drawings.

Duncan’s charitable work with animals also extends to the Orphaned Wildlife Rehabilitation Society and the Delta Homeless Animal Fund,

Another passionate animal lover, Harris flew down to New Orleans during Hurricane Katrina to rescue dogs displaced by the disaster.

New mosque celebrates Canada Day Delta’s newest mosque in Tilbury Industrial Park is inviting all British Columbians to join them for Canada Day. The Ahmadiyya Muslim Jama’at of British Columbia will be holding a fun-filled day of celebrations in honor of Canada Day from 11 a.m. to 4 p.m.

The opening program will begin at 2:30 p.m. with a prayer, the singing of ‘O Canada’ and remarks by dignitaries.

The celebrations will continue with a flag raising ceremony and “special prayers for the safety and peace of this great nation.” The rest of the day will consist of various fun-filled programs for the entire family.

Secret Ridge brings paired homes to Coquitlam

Erhart gets Giants job

❙ Delta’s Matt Erhart behind the bench for the Surrey Eagles. Erhart was named the Vancouver Giants assistant coach this week.

The Vancouver Giants will have a new face behind the bench this season with the addition of Delta’s own Matt Erhart as the Giants’ new assistant coach.

Erhart was the head coach of the Surrey Eagles of the British Columbia Hockey League for the past three seasons leaves the Junior A team after his most successful season behind the bench. He guided the team to a BCHL championship, a Western Canada Cup championship and an appearance at the Royal Bank Cup national championship tournament in P.E.I., becoming

the only person to participate as both a player and coach. Erhart played for the Eagles in the 1997-’98 season, when the team won the Royal Bank Cup. “It’s a bittersweet day when you have to leave a program that you’ve been a part of as a player and a coach,” Erhart said. “The Eagles gave me a great opportunity to be a head coach and general manager in the BCHL, and I’ll always be thankful for that.”

Erhart was the head coach of the Greater Vancouver Canadians of the B.C. Major Midget League prior to joining the Surrey Eagles. In his playing career, Erhart won the 1998 Royal Bank Cup National Junior A Championship with the Surrey Eagles. Erhart also earned a NCAA Division 1 Scholarship to Quinnipiac University where he was awarded the Senior Scholar Athlete of the Year.

Rumoured for several months as a candidate for the assistant-coach position with the Giants, it was made official Monday.

“I am very excited and honoured to be joining a first class organization like the Vancouver Giants,” said Erhart. “I am really looking forward to working alongside and learning from (head coach) Don Hay and the staff.”

While the Giants are coming off of their worst performance since their inaugural season in 2001-02, Hay is confident Erhart will help return the team to its former glory.

“I’m looking forward to working with Matt as he joins our coaching staff,” said Hay. “Matt is a young and exciting new coach who will bring fresh ideas to the table for the Vancouver Giants.”

Tsawwassen’s Brent Seabrook got to live every Canadian kid’s dream for the second time on Monday, as he hoisted the Stanley Cup once again following his Chicago Blackhawk’s thrilling Game 6 defeat of the Boston Bruins.

For Seabrook, it capped a playoff ride that may have vaulted him back into the NHL’s elite defensive club. The defensive defender had two overtime goals for the Hawks when it mattered most these playoffs – Game 7 against Detroit and Game 4 against Boston, the latter com-

ing just last Wednesday.

Seabrook played his first games in the NHL in the 2005-06 season, making a splash immediately after the lockout and setting the foundation for a Hawks team that would later add Jonathan Toews and Patrick Kane, and then win two Stanley Cups in four seasons.

The 2013 season will go down in history for the Blackhawks.

Not only did they win the NHL’s top prize, they set a handful of records during their 24-game streak to start the shortened season, which saw them undefeated in regulation in that span.

Monday’s Game 6 featured a thrilling finale that saw Chicago

rip off two goals in 17 seconds with a minute remaining and stun the Bruins and their faithful fans.

The situation – the surprise – wasn’t lost on Seabrook, who said Chicago was prepared for a furious effort from Boston.

“We knew they were going to come out hard, we knew that they were flying, and we just wanted to come out and establish our game in the second period,” he told NHL.com. “We were lucky to get out of the first period 1-0; they could have had a couple more. We just kept believing in ourselves, and believing in our team game, and it was awesome.”

Rookie Evan Messenger led the Delta Islanders with 11 points Saturday night at home, but it wasn’t enough to lift the local Junior A lacrosse club over the visiting Victoria Shamrocks, as they lost 17-16 in overtime.

The teams traded goals for much of the game. The Shamrocks opened up a 3-1 lead early in the first period, resulting in starting goalie Matt King getting the hook after allowing three goals on four shots on net.

Delta soon got back on track, and tied the game 5-5 by the first intermission.

Victoria took a three-goal lead in the second period, only to have the Islanders rally with four goals in three-and-a-half-minute span to give the home side their first lead of the game.

With the score 15-14 for Victoria late in the third period, Eli McLaughlin scored with less than a minute to go to send the game to overtime.

McLaughlin scored again a minute into the extra frame, but the Shamrocks scored a pair to come from behind and win 1716.

Messenger finished with five

goals and six assists to lead all players in points, while Cody Nass had one goal and nine assists for 10 points.

McLaughlin potted five goals of his own, along with two assists.

Randy Jones had three goals, including one shorthanded, and went 15-for-36 in the faceoff circle (42 per cent).

The Islanders struggled on the penalty kill, allowing eight power play goals, while registering five of their own.

The Islanders’ next home game is Saturday, July 6, against the Coquitlam Adanacs. Game time is 7:30 p.m. at the Ladner Arena.

Unique challenges for local firefighters Firefighters in Delta face some of the most hazardous terrains and unstoppable fires in the Lower Mainland. One of the most dangerously flammable areas in the Lower Mainland is Burns Bog. Between 1994 and 1996 there were five major fires in Burns Bog, many of which lasted for weeks. One fire in 1996 covered Metro Vancouver in smoke and ash for two days straight.

According to Fire Chief Dan Copeland, bog fires burn both above and below ground, making them very dangerous and unpredictable.

“It’s a served meal, not a buffet line,” says Hodgins, the Community Dinners program coordinator who daylights as a teacher with the Delta School District.

A few numbers for the logistically inclined: The prep involves 36 pounds of chicken, 12 cabbages, 38 green onions, 40 cups of bean sprouts, and 12.5 cups of sugar for the dessert.

The vision for the Community Dinners program began as Crossroads evolved from an amalgamation of Royal Heights United Church and St. John’s Strawberry Hill United Church a few years ago.

“As part of that (amalgamation) process, we did a visioning process about what we’re called to do in our community,” explains Hodgins. “A big thing people identified was energy and a feeling… a call... to serve the wider neighbourhood.

“Food is definitely a part of it, but it’s the tip of the iceberg. The big thing we’re trying to do is create a space where everyone that comes feels welcome and comfortable.”

And they have come: Lower-income families with children, seniors and recent immigrants.

The first meals served about 45 guests in early 2012, and the numbers have grown to a steady 100 or so.

Crossroads Community Church is located at 7655 120 St. Community dinners take place the fourth Saturday of each month.

Doors open at 4:30 p.m. and dinner is served at 5 p.m. Remaining dinners in 2013 will be held on July 27, Aug. 24, Sept. 28, Oct. 26, Nov. 23 and Dec. 28.

Volunteers Minda Dobres and Alma Dulona don’t yet know what they’re making as they gather ingredients from a storage room and fridge in the kitchen of Crossroads United Church.

The pair, part of a team which will grow throughout this Saturday afternoon, begins with dessert.

The pile on their wheel cart grows: Evaporated milk, eggs, sugar, coconut milk, vanilla extract and an exotic-looking box of Mochiko-brand sweet rice flour.

“I’ve never made one of these crazy recipes before,” says Jason Hodgins as he hands out sheets to the first volunteers of the day.

They learn the dessert is a Hawaiian treat called butter mochi, which will be the finishing touch of a threecourse meal offered for the needy at the North Delta church – a monthly event for more than a year now.

Hodgins, tinkering with the church’s new gas stoves provided by the congregation, the Scottsdale Lions and the North Delta Rotary Club, says the 100 meals are put together and served by team of 30 to 40 rotating volunteers, who help with food purchase, advanced prep, chopping, cooking, greeting, serving and cleaning up.

Dobres, a church member for three years and self-described doorkeeper for the Sunday School, says it’s the first time she and her niece Dulona have volunteered with the dinner program.

There’s lots of work ahead of them.

Today, it’ll be chicken teriyaki on a bed of cabbage and carrots, with bean sprouts, and a salad – with optional tofu for vegetarians.

There was serious karma surrounding this particular casino table – petty crime, bad luck, and finally a sense of redemption.

Barry Parker, putting together a display for a wood carving competition, suddenly needed a cigarette.

Coming from a non-smoking family, he and wife Joanne conspired to sneak into a pub to steal a discarded cigarette butt just to see what it looked like up close.

The reason: Detail, part of a master plan to carve out a win with wood-only carvings of everyday items. The results were so realistic, that on the day of the event in Seattle, two events chipped away at his chances.

First, someone tried to swipe the realistic-looking wooden cigarettes.

Then the judges disqualified the entry because they thought the wine bottle was made of plastic.

But the man walked away with a best-in-show ribbon.

Parker is not an easy man to pin down – not only from the fact that

the long-time-ago North Deltan is back after decades in Steveston, New Westminster and Princeton, but because he doesn’t focus on a particular genre of carving.

“It all depends on how I feel,” says the 70-year-old.

Back “home” since the end of April, he’s building a 350-squarefoot backyard shed for carving, and his house is already a museum dedicated to a 30-year hobby.

Parker and his wife are happy to talk like curators.

He’s got aboriginal totems from his recent native art phase, a pair of non-matching boots that were a request from Joanne, a series of wooden “pictures” of labouring 19th-century Chinese peasants (the idea came from a book), a sprung hobby horse small enough for a child’s hands, a sprung hobby horse big enough to hold a 225-pound man, a detailed hooded merganser, a walking stick resembling the neck of a sandhill crane, and a realistic cooper’s hawk with glass eyes that came from Denmark – like most of his birds.

been part of the picture, ever since his first attempt at carving an abortive wooden decoy of a female mallard, where he learned that poorly measured proportions made for distorted birds.

He must still often draw and measure things properly, but admits “I can see something in a block of wood right away without much trouble.”

His tools are sharp enough to shave with.

His three favourite working materials are bass wood ( from the U.S. Deep South, just slightly heavier than balsa), pine and red cedar.

On occasion, he’ll goes on a hikes in search of his canvas, finding the odd treasure in the woods or abandoned industrial buildings. Some years ago, he picked up what were said to be 100-year-old grape vine roots that were sold from the back of a truck on the side of the road.

Parker, a former pressman, is now semi-retired. He’s not averse to the idea of a part-time job, but is content to keep busy whittling away.

Delta Fire Department celebrates 50 years The communities of Ladner, Tsawwassen, and North Delta have changed over the past half century, and so too has the Delta Fire Department ❙ Clayton Andres

ver a hundred years ago, Ladner was just a small fishing village settled on the banks of the Fraser River. The river not only provided the town with rich waters for fishing, but fertile soil for farming as well.

By the turn of the century, Ladner had expanded to a thriving agricultural town with a small wharf for farmers ship their goods to Victoria and Va n c o u v e r .

The waterfront became a commercial hub and the population quickly grew to over 800 people.

As the population grew, so did the risk of fires. The farmers and fishermen fought fires by bucket brigade, using water gathered from the nearby wells and drainage ditches. The brigades weren’t fast enough and as a result,

many homes and barns burned down before the water was even collected.

The first water hydrants in the area were employed by the Ladner municipality in 1911. Local residents concerned for the town’s safety contributed their own money to purchase a fire hose and several 40 gallon chemical extinguishers. However, it wasn’t until four years later that the first Fire Brigade was assembled by brave volunteers from the local community.

The first volunteer firefighters met in a municipal barn at the north end of Elliot Street. They used a crude alarm system set up by the B.C. Telephone Company, with a large fire bell placed on top of the United Church so the alarm could be heard

Although the men in the brigade were willing and able, they still didn’t have the manpower or resources to keep

up with the ever-growing population. It wasn’t until 1929, when a fire along the riverfront burned down half of Ladner’s Chinatown, that

the municipality decided it needed an official fire department to combat the increasing fire risks. The local government passed the Delta

Fire Bylaw and the fledgling fire department, led by Cecil Lambert and Chief of Police S.C. Fenton, was born.

The fire department received its first major upgrades during the First World War, when the Canadian Air Raid Patrol took control of the fire hall, bringing in modern equipment and communication technology.

After the war ended, the municipality was able to purchase the leftover equipment in addition to a Ford Chassis which was converted into the town’s first firetruck.

By 1948, Beach Grove, then populated by several small residential areas and a few gravel roads, was given a grant to build a small fire hall and purchase their own firetruck. Since most of employment was only available outside the town, there were no men around to occupy the fire hall during the daytime.

Thankfully, six Beach Grove women selflessly volunteered to cover the day shifts of the firemen while they went off at work every day.

Shortly after, North Delta had its own fire hall built by community volunteers on 120 Street, with local resident Joe Love purchasing a used firetruck from Vancouver with money from his own pocket.

Over the next few decades, the completion of the George Massey Tunnel and the Tsawwassen Ferry Terminal brought in massive population and economic growth to the Lower Mainland.

“After the tunnel was built,” says former Fire Chief Walter Husband.

“Everything exploded.”

Most of the gravel roads were paved over and a shopping centre popped up in Tsawwassen. The economic boom allowed the fire department to buy a chicken barn on the Butler Property for the fourth fire hall.

The East Delta hall was the first to be built by professional builders in-

stead of volunteers. Gordon Huff was chief there from 1960 to 1988, the longest serving volunteer fire chief in Delta.

Eventually, the municipality was able to afford to hire several full-time career firemen in 1963, when the modern fire department was founded. ❙ Continued on P.7

The first four paid staff members of the fire department included Husband and his fellow firemen Kenneth Campbell, L.A. Davidson, and John Tapio, with Cliff Cory serving as the fire coordinator.

The career firefighters worked alongside the volunteers, although there was some confusion over who was officially in charge.

John Tapio, who later became fire chief, noted that all the paid firefighters were over 30 years old, but still had to take orders from the younger volunteers while on the job.

The confusion was finally ended when Cory was promoted to be the first paid fire chief over all the fire halls in Delta.

The career firefighters had no official working agreement, however. Wanting to become unionized, the four firefighters joined the Richmond Local 1286 in 1964, not having the minimum seven members to form their own union.

“It was a great thing to join with [Richmond], but we had to build ourselves up,” says Tapio.

Four years later, the Delta fire department had enough employees to form the Local 1763.

By 1973, the population in Delta had grown so much that the fire halls were needed to be kept open 24 hours a day.

However, the firefighters were not given a two-platoon system to keep up with the demands of the full-day schedule and a year later the fire department sued the municipality.

Although they were successful, the Delta department joined Richmond, Coquitlam, and North Vancouver for a two-day strike one year later. The strike led to the creation of the Provincial Services Act, which made it so fire departments and other essential services in B.C. had to keep running basic duties while in labour dispute.

“There’s been a lot of changes over the years, thousands of them,” says Tapio. One of the biggest changes he remembers was the completion of the Alex Fraser Bridge in 1986, giving the fire department easy access to Annacis Island. Since Annacis was virtually unreachable from Delta, firefighting duties on the island had to be contracted out to the City of New Westminster for around

“The bridge made it much simpler to get over there,” says Tapio, noting how much money was saved after it was finished.

And the changes kept on coming. “In my ca-

reer, our equipment has evolved dramatically,” says Delta Firefighters Association President Brad Wilson. Firefighters in Delta now carry self-contained breathing apparatuses and drive trucks equipped with

state-of-the-art communications systems. Delta firefighters can also access key information on persons and locations while already en route to emergencies using Project Fires. ❙ Continued on P.8

Since the fire department is called in for hazardous material emergencies on an almost regular basis, firefighters must carry special hazmat equipment, which Wilson notes is “second to none.”

With the designated hazmat hall built in Tilbury and plans for another hall near the Boundar y Bay airport and 80 street overpass, Delta Fire and Emergency Services is still expanding to keep fighting fires in North Delta, Ladner, and Tsawwassen.

Only a few years ago, Delta opened up a centralized office for training in special scenarios in the old fire hall in east Delta.

Fire Hall No. 4 was the last fully volunteer-run fire hall in Delta and closed down in 2010 due to a lack of available firefighters. Wilson welcomes the new training centre, seeing it as necessary “to keep up with all the diverse training the is required for our members to hone their skills in preparation for the next call.”

Even though the closing of this hall marked the end of the volunteer firefighters in Delta, the fire department, just like Delta itself, didn’t show any signs of slowing down.

On June 14, the Delta Fire and Emergency Services celebrated their 50th anniversary with a event at the Kirkland House. The event honoured fire department staff past and present who have provided firefighting, safety, and medical service to residents of the Lower Mainland.

Present at the anniversary celebration were some of the Delta Fire Departments most senior members, including Tapio and Husband. Mayor Lois Jackson, MLA Vicki Huntington, and Councillor Scott Hamilton were also in attendance.

The Delta fire department has been fueled by some of the most dedicated men and women in the area, and every firefighter in Delta has at least one favourite memory of working in Delta.

For Wilson, it was delivering a baby girl while on duty in 2001. For Chief Dan Copeland, it’s impossible to decide.

“What can I say? This is the best career in the world.

You know the quote about when you find a job you love, you never have to work another day in your life. It’s cliche but it’s so true in this case. I take great pride in serving others and that’s what we as firefighters do best.”

Firefighters in Delta face some of the most hazardous terrains and unstoppable fires in the Lower Mainland.

In 1999, a State of Emergency was declared in Delta when the Shake and Shingle Landfill in Tilbury erupted in flames. The landfill owner attempted to put out the flames alone, but only accelerated the spread of the flames Nearly 230,000 cubic meters of disposed construction material caught fire and continued burning rapidly for the next weeks, covering Vancouver in a thick haze. At its strongest point, the landfill fire covered over a hectare of land and burned 20 meters deep.

This fire was particularly dangerous as it was located nearby a natural gas line and a high voltage power line. The Delta firefighters closed off a 200 meter burn zone and removed and doused larger parts of the burning material to slow down the spread of the flames. The fire cost over $4 million and took 6 months to extinguish.

But one of the most dangerously flammable areas in the Lower Mainland is Burns Bog. Between 1994 and 1996 there were 5 major fires in Burns Bog, many of which lasted for weeks.

According to Fire Chief Dan Copeland, Bog fires burn both above and below ground, making them very dangerous and unpredictable.

“You can be putting out one part of the fire and have flames creeping up behind you out of the ground,” says Copeland.

The wind plays a significant role as it can rapidly accelerate the spread of the flames at a moment’s notice. The topography of the bog is also a factor, as firefighters have to continually watch that they don’t fall into sinkholes.

It wasn’t until the Bog was declared an ecological reserve in 2004 that the Delta fire department was

able to get the help it needed to fight the bog fires from the Provincial government. When another bog fire erupted in 2005, the fire department partnered with BC Forestry Fire Services, using top of line water bombers and the world’s largest air tankers to douse the flames.

According to Copeland, one of the reasons the Bog keeps catching fire is because the old peat harvesters dug deep channels which lowered the water table and allowed nonlocal vegetation to enter in, providing more dried fodder for the flames.

Only recently have people started to dam up the channels again to help the water table rise back to its normal levels.

Former fire chiefs Walter Husband and John Tapio were born and raised in the Delta area, so when they were asked to join the volunteer fire department in the 1950s, they both jumped at the chance to help their community.

Tapio was a commercial fisherman when he was asked to join the volunteer force in 1959, while Husband had a successful construction business.

Husband joined in 1953, and like Tapio, had to work to put bread on the table in between fighting fires.

While Husband’s job as a construction worker came in handy for helping to build additional fire halls in Delta, Tapio was often too busy fishing to attend regular training practices.

After the ferry terminal and the George Massey tunnel were completed, Husband’s building company benefited immensely from the sudden population and the industry boom. But he and Tapio left

their work behind when they were offered full-time paid positions in the fire department.

Husband and Tapio performed the same duties they had when they were volunteers, although it was very different working as paid firefighters alongside the other volunteers .

“Now I won’t go into it, but there were a few wrinkles starting out,” says Husband. “But it went smooth in a way. We had our problems but it all turned out OK.” Tapio had it a bit easier in North Delta. “We had a good hall,” says Tapio, “and we were born there, so they accepted us. The guys were pretty dedicated to the work, but it was a transition no question.”

At first, the career fighters were called ‘custodians.’ Husband suspects that the reason they were called that was so the municipality didn’t have to pay them full fireman’s wages.

Since there was no official working agreement for the career firefighters, wages

were as low as $320 a month.

“All we had was a set of coveralls and a broom,” Tapio says.

“Our wages,” says Husband, “let’s just say they weren’t the tops.”

In 1964, the Delta firefighters decided they needed better bargaining rights and joined the Richmond Local 1286, since they didn’t have enough staff to form their own Local. Four years lat-

er, the Delta Local 1763 was created and Tapio served as both Vice President and President on the Local executive, helping gain parity wages for officers in Greater Vancouver, Richmond, and Delta.

In a few short years, Husband was given the role of assistant chief over the whole department, however he still had to provide his own vehicle.

“I drove a half-ton truck which had a fire radio they put in it for me,” says Husband. When Dougal Morrison became mayor, he was shocked to find out the heads of the fire department were driving their own cars.

When Fire Chief Cliff Cory retired in 1969, Husband was asked to take his place until a full-time replacement could be found.

“I was told I was going to be a ‘standstill fire chief,’” says Husband, “and I was told to carry on as it was before.” He only served as fire chief for 8 months, but returned to his regular firefighting duties after stepping down.

Tapio was later promoted to Assistant Fire Chief in 1977 and then Fire Chief the very next year.

“I was commanded to be Fire Chief and away it went,” says Tapio. “It was bigger surprise for all the men at the fire hall than it was to me.”

Tapio has given much of himself to fighting fires all over Delta and Burns Bog, but he still feels that the honours belong to the unsung heroes of the fire department.

Speaking of former volunteer Fire Chief Gordon Huff, “He was a great help. Volunteers like him supported us right through.”

“The Fire Service is much more than any one person,” Tapio shares. “[We] all work together to accomplish the task at hand it’s this team effort where everything counts.”

Husband retired in 1985, while Tapio retired from his role as Chief in 1991, both providing over 30 years of service to the Delta fire department.

Delta firefighters give back ❙ Clayton Andres

Delta firefighters give back to their community every day of their working life. But their concern for their community extends far beyond the job.

The Delta Firefighters Charitable Society was created in 1994 by members of the fire department who wanted to raise and distribute funds for charities in Delta and across the country.

The DFCS puts on events in Delta to fundraise for charities and causes chosen by the firefighters themselves. Delta Firefighters Association President Brad Wilson says the firefighters choose charities that are near and dear to them and personally help raise funds for “charities and programs within our community and our province.”

Just this year, the fire department will allow firefighters to donate out of their own pockets through a voluntary payroll deduction. According to Wilson, 93 per cent of the department’s members voluntarily signed up for the initiative, guaranteeing a

whopping $30,000 donation annually.

Some of the charities supported by the Delta fire department are Muscular Dystrophy Canada, B.C. Professional Firefighter’s Burn Fund, Delta Hospital Foundation, B.C. Guide Dogs, and many other development and children’s programs.

The fire department’s annual Muscular Dystrophy Boot Drive continues to be a huge success. Local firefighters were recently recognized for donating more money to the cause than any other fire department in the province for several years straight.

Just this year, Delta Firefighters Association members committed $100,000 toward the first B.C. Firefighters Association Burn Building.

The building will be located on Main Street in Vancouver and will provide free housing for the families of burn victims, cancer patients, and others with serious illnesses.

“I am very proud of what we do in our community,” says Wilson.
