A chill on Maple Ridge council First-term councillor files complaint against staffer

A video of a Maple Ridge council committee meeting was not posted to the district website, as it would be normally, and was reviewed by lawyers, while Coun. Corisa Bell has filed a complaint against a senior staff member.

During that meeting, Bell questioned staff about the 2013 municipal budget.

She has publicly been in disagreement with other members of council in recent weeks on issues from pay parking at the local hospital to construction of a new fire hall in Albion.

And now Bell, first elected in 2011, feels the rest of council no longer wants her to be a part of it.

“The way it feels, they don’t even want me there,” she said.

“They wish I was never elected, that’s how it feels.”

The video of the committee meeting, on June 17, was never posted on the district’s website and Bell was told it was sent to district lawyers to review for possible defamatory comments.

“I didn’t know what I could potentially do to put me in more trouble,” said Bell. “I never imagined in a million years this would be happening.” Daykin Bell had been questioning the budget and said that at the June 17 meeting she felt misinformed or misled about the process.

“It was totally a general statement.

It wasn’t prefaced to anyone in par-

ticular, but they took offence to it.”

She didn’t mention any names and wasn’t directing comments to anyone in particular.

“No one can even tell me what I’ve done wrong. If I made a mistake, why is nobody advising me on this?” Bell asked.

“If anyone was to take offence, I think it should be council.”

Bell, fearing legal action could be taken against her, wants her own copy of the video from the June 17 meeting. However, she’s been told she can only view it at municipal hall.

All-boys K class not so different There were a lot of questions about how it would work

A

s they graduate their first year of public school tomorrow, local educators can look back on the anomaly of an all-boys kindergarten class.

In a demographic glitch, there were only eight girls among the 40 kindergarten students who registered for school at Davie Jones elementary in September.

So, 16 boys were placed in an allmale kindergarten class, and eight girls were put into a traditional coed class.

There were a lot of questions about how an all-boys kindergarten class would function, said principal Stuart Richardson.

Would the boys be too loud? Super active? Would it be best to engage them outdoors as often as possible?

“They surprised us, almost from the very beginning,” said Richardson. “It wasn’t what we expected – they ended up being calmer.”

He said the boys group would get an extra “run around” outside each day, and the group was indeed generally glad to be out there, in almost any weather.

But they were also attentive and happy indoors, playing with Lego and construction toys, drawing, doing literacy activities and other play-based learning uses in early grades.

“They loved it [school], and they were exactly like your typical kindergarten class.”

Richardson presented it as a simple observation, and said one teacher speculated it was perhaps a more popular play area “because they didn’t feel they had to share it with the girls.”

The boys also took part in a program called Roots of Empathy, where a newborn is brought into the classroom to visit with the students. The interactions are repeated as the baby develops, so the boys were able to visit with Baby Mitchell over about seven months, and watch him grow.

Richardson said the boys were keenly interested, wanting to hold Mitchell.

“In fact, they [teachers] were very surprised with how demonstrative these boys were with their emotions,”

said Richardson.

While physical contact is common with young boys, the class did not engage in a lot of hitting or horseplay, but were “physically demonstrative in a positive way.”

Teacher Lisa Burkett taught two days per week with the all-boys kindergarten class, and also worked three days a week with a Grade 1 mixed-gender class at another school. Burkett found she could take essentially the same approach with each.

“It wasn’t that different,” she said.

“You try to get outside more often.”

Richardson said he will sometimes have to become involved with even kindergarten-age students for violent or inappropriate behaviour, but there

Childcare centre bus vandalized

Kids at the Start Smart Childcare Centre will be bound indoors this week, the first of summer, as their vandalized bus is repaired.

On Tuesday, staff arrived at the preschool and daycare in downtown Maple Ridge at 6 a.m. to find that the bus had been extensively damaged overnight.

The doors had been kicked in, the seats damaged to the point where most of them will have to be replaced. The arm rests on the seat were bent, so they stick into the aisle, and the seats and interior walls of the bus were written on with permanent marker.

Both side mirrors were smashed, and the first-aid kit was torn apart.

“The staff members were really upset, and they were shocked,” said staff member Kelsey Fraser. “It’s a kid’s bus that we use every day.”

Damage was in the thousands of dollars.

The bus will be repaired by ICBC for the $500 deductible, but in the meantime, the school is without transportation for approximately two weeks.

“By any measure we can apply, these boys are right where they should be,” said the principal.

“These boys had a great year, and learned as well as the heterogenous class next door.”

Doing research on the topic, the principal looked at an all-boys kindergarten class in Michigan State.

“It also turned out to be a lot of nothing,” he said.

The gender imbalance will follow the group into Grade 1, but rather than having the all-boys class continue, Richardson said his plan is to have split Grade 1/2 or kindergarten Grade 1 classes, so there will be girls in each class.

trips, weekly gymnastics classes as well as school dropoffs and pickups. Its regulars include toddlers as young as two, up to kids in Grade 4.

Two field trips have been cancelled this week alone, and the situation has staff scrambling to arrange rides for a toddler trip next week.

“These field trips are very important to the children and it is very hard for them to understand why they can’t go,” said Fraser.

There are no suspects, but Fraser does not thing young children could have done the damage.

“They had to be pretty strong to pull the armrests out the way they did,” she said.

If cancelled field trips aren’t enough of a headache for the staff, summer camp starts in just over a week.

Two weekly field trips are planned. There is no guarantee the bus will be fixed in time.

Fraser said the $500 that would have gone toward refurbishing the outdoor play area is instead going to the deductible. The centre has been doing fundraisers for that project, which has been set back.

Not only are the staff and parents devastated, but so are the children.

“Some of the older kids just couldn’t understand why anyone would do that.”

‘He was busy’ Flood from front

A Facebook photo, snapped by one of his neighbours, shows Versfelt wading through a rippling current going around his house. The water is higher than waist deep, and Versfelt is carrying a suitcase in one hand, and held high out of the water is his RCMP uniform, the traditional yellow stripes on his pants clearly visible.

The current was so strong it almost swept him away, Versfelt later told his mother, Jackie, who still lives in Maple Ridge.

Versfelt had just come off night shift on Thursday morning, June 20. His wife Brenda went to work and he went to sleep, expecting to do his shift the following night. He was woken up by a phone call a few hours later, and looked outside and saw water rushing by.

He quickly went down to their finished basement and brought upstairs as much of the young couple’s possessions as he could, hoping to keep them dry.

Then the High River RCMP detachment called him in to do emergency rescue. He quickly threw some dry clothes in a suitcase, grabbed his uniform, and made his way through the water.

He got out of the water, into uniform, then worked a triple shift, going door to door, helping evacuate people whose homes have been flooded.

“We were worried at first, because he wasn’t contacting us, but he was really busy,” Jackie said.

She has been speaking to her son almost every day during this time.

Jackie was compelled to watch the coverage of the flooding, and the work that her son was doing.

She wasn’t thinking of anything else, and has probably seen every popular video of the flooding that has been published.

“I’d go to bed at night, and see water rushing past my eyes,” she said.

With the worst of the disaster over, officers who have been directly affected by the flooding, like the flooded-out Versfelts, have been given time off to deal with their own situations.

The last time Versfelt waded back to his house, he looked in the basement and saw a floating coffee table and candle set.

“But he feels lucky, because there were a lot of people worse off than them,” said Jackie.

She has spent time visiting in High River, enjoyed the rustic and artsy town, and that makes the flooding more real for her.

“It’s hard when you’ve been there, and know what it’s supposed to look like, to see it under water.”

New fish money ‘too little too late’

The Conservative government’s announcement of $10 million over two years to fish or conservation groups has a local society wondering how or if it’ll get any of it, and an NDP MP suspicious.

Cohen said changes the Conservatives made in 2012 to the Fisheries Act that removed habitat protection were “troubling.”

The report found no single cause to the declining sockeye stocks, which plunged in 2009, triggering the formation of the report.

“There hasn’t been one single public announcement on one of those recommendations,” Donnelly said.

Fisheries parliamentary secretary and local MP Randy Kamp announced the Recreational Fisheries Conservation Partnerships Program last week.

The program allots $10 million over two years to local groups that take on fisheries restoration projects.

“Local people, on the ground can protect and conserve fisheries and habitat better and more efficiently than any government,” Kamp said.

“These are people who know what needs to be done and who have the will and drive to do it.”

Donnelly said the government is cutting millions from enforcement and removed habitat

protection from the Fisheries Act. Now it’s asking volunteer groups to pitch in and fix the damage caused to the environment.

The habitat protection office is “crippled to the bone,” he added.

Donnelly said it’s good to find efficiencies in government, but that the government has already cut $100 million from the department in the past six years and has plans to do more.

“When you’re cutting that deep, you’re cutting into services.” Habitat protection offices no longer can do their job, staff morale is low as they try not to speak out.

“They’re really struggling.”

He said over the next three years, Fisheries and Oceans Canada will take even more cuts making it one of the most hardest hit ministries, because the government sees the Fisheries Act as an impediment to getting oil tankers off B.C.’s coast.

Pacific Salmon Foundation CEO Brian Riddell “commended” the government for the program.

“Our community partners have now under-

taken over 2,000 projects and demonstrated a highly successful business plan where every dollar from the foundation is leveraged several times.

“Their success in these partnerships enabled us to return 100 per cent of the Recreational Conservation stamp to B.C. in the 2013 federal budget and now provides a model for the new federal funds.”

The foundation’s mission is to restore salmon runs, “stream by stream through the strategic use of resources where local communities are mobilized.”

Four million will be allocated in the first year and $6 million in the second.

There’s a long shot that the money could help the Alouette River Management Society with its major project of the decade.

“We’re reviewing that to see if it will fit for the fish ladder,” said society president Geoff Clayton.

ARMS is trying to make case to have a fishway built beside the Alouette dam so that salmon and trout can reach their historical spawning grounds in Alouette Lake.

“They should just give me a copy of that tape,” she said.

“I cannot believe, I’m a city councillor and I have to file an FOI [freedom of information request] to get public property. “What is going on?”

Mayor Ernie Daykin said that Bell can look at the video at district hall, but she can’t have a copy because that would mean losing control of the video.

He wouldn’t comment further.

Coun. Bob Masse said the video was removed from the website to protect the district against possible legal action.

“I understand that it was taken down and that the reason for that was that the district needed to protect itself in case the comments were found to be defamatory.”

According to B.C. Laws website broadcasting of public meetings or media reports of them, are “privileged” or protected from legal action.

Bell’s since sought advice and was told it’s ludicrous to remove the videos and keep that from her and the public.

“I don’t know why this involves me and I don’t have access to the same thing the district has access to.

“Why would the district go to the trouble of removing the video and having it reviewed by a lawyer? Why do they do that?”

Bell has also filed a separate complaint with the District of Maple Ridge human resources department

against chief administrative officer Jim Rule, following a conversation after the June 10 council workshop.

She also wrote to the mayor on Monday, asking that Rule be suspended while the complaint is investigated.

Rule, in response, said he has private conversations with individual councillors on district matters, but doesn’t want to discuss those private conversations.

“The mayor is aware of the issue and I have every confidence he will deal with it appropriately.”

At recent meetings, Bell has questioned council decisions on pay parking at Ridge Meadows Hospital, development outside the urban boundary, and a bylaw extending authority to borrow $6 million to build Fire Hall No. 4 on 112th Avenue in Albion.

Council OK’d the bylaw, which allows borrowing the $6 million for the hall, if of when council decides to build it. The hall has been in the budget and fire master plan for several years.

Bells says if had she known the 2013 budget included the fire hall, she wouldn’t have supported the budget earlier this year. She did so on the assumption that items could be discussed later. When she wanted to discuss the items, such as fire hall spending, she was told it’s too late.

Council can change any item in the budget at anytime, however.

To get her thoughts on record, Bell asked at the June 17 commit-

tee meeting if she could file a written statement saying she opposed the budget and that she was getting inconsistent information.

She says not enough time is spent discussing the budget, which is a five-year plan that’s adjusted and approved yearly.

“I think we should be spending days discussing this.”

Even though past councils OK’d the fire hall, it still deserves a fresh look, pointing out she didn’t get any background.

The borrowing bylaw was presented to council at the June 10 committee of whole meeting and comprised only two pages, stating the fire hall project has been in the financial plan since 2008. It

points out the project has been delayed previously and that fire department budget limits were one of the reasons for the delay.

Bell first looked at the borrowing bylaw that day, then was expected to approve it the next.

She scrambled to get up to date on the background on the fire hall.

She also says she’s been told she asks too many questions and that she should just sit and listen and earn her stripes as a rookie councillor.

“That is something has been made clear to me almost from the beginning,” Bell said. “I don’t understand why they are taking it so personally. It’s nothing to do with anybody, it’s a professional environment.”

Bell admits she’s still learning as a councillor and that’s why she asks a lot of questions.

Holiday relief The Canadian dollar is sinking. Gas prices have been going up for the past month. Banks are making noise about raising mortgage rates. The housing market is cooling. The weather seems changeable on the hour.

It must be summer.

This coming Canada Day holiday weekend is the traditional start of vacation season. Time to get away from it all.

And with the ever-increasing gloom and doom that seems to drain our optimism and energy at a quickening pace, it’s never been more imperative to tune out and step back. At least for a stretch.

Getting away from the workplace, turning down the busyness of our lives is an important change to routine. It reduces anxiety and stress, allows us a chance to recharge, maybe even refocus.

Holidays make for happier, more motivated employees.

But Canadian holiday entitlements lag behind those enjoyed by workers in many other countries. We get a minimum of 10 working days off, depending on the province and tenure of employment. That’s supplemented by five-10 public statutory holidays, like Canada Day. Australian workers get 20 working days off, plus 10 paid public holidays. Brazilians enjoy 22 working days off, plus a 33 percent premium on top of their regular pay. Workers in Denmark get 25 work days off plus an additional nine public holidays.

German workers get four weeks off plus nine-13 public holidays. In Finland, the minimum mandated holiday time is 30 days.

Even workers in developing countries like India are granted 12 work days a year for holiday.

But in the United States there’s absolutely no legal provision for mandated holiday time. Employees are completely at the mercy of their employer.

Canadians may not feel we get enough holiday, but at least we get something.

Cabinet rookies handed hot files VICTORIA – There are nine new faces in Premier Christy Clark’s cabinet, seven of them elected to the B.C. legislature for the first time on May 14.

They have been handed some of the hottest problems, and Clark’s marching orders in “mandate letters” for each min- B.C. Views Tom Fletcher istry.

And this is the start of a four-year term, when unpopular reforms are attempted.

Take Amrik Virk, the former RCMP inspector from Surrey who’s suddenly in charge of advanced education. His mandate includes: “Review the student loan program to make recommendations for improvement to ensure the loan program is meeting the needs of today’s students.”

Virk must also set targets to “match the skills we need with the skills we are graduating” and require post-secondary schools to “ensure student seats are being filled.”

B.C. can’t afford to keep cranking out university grads with $50,000 in debt and no job prospects in a system that’s subsidized 65 per cent.

Virk will be working closely with Education Minister Peter Fassbender, who must “ensure seamless transitions” from high school to the workforce for post-secondary trades and apprenticeships.

In his spare time, Fassbender is to overhaul the school district bargaining agency and achieve a 10-year peace with the teachers’ union.

Justice Minister Suzanne Anton has

worked as a Crown prosecutor, so she’ll have some insight into the system that still grapples with Stanley Cup rioters from two summers ago.

Her orders are to get traffic tickets and other administrative penalties out of the courts, keep working on integrating police fiefdoms and generally treat the constipation that afflicts law enforcement today.

Oh, and get that new Okanagan prison built, to relieve a system that has inmates living in tents. And examine whether to spin off the Liquor Distribution Branch into a Crown corporation, a possible prelude to selling it.

Transportation Minister Todd Stone’s first test was a grilling by the Vancouver media. Yup, this Kamloops hayseed has been to the Big Smoke a few times, ridden that fancy SkyTrain and taken the odd ferry, too.

Now he has to impose the ferry route reductions that have been worked on by two previous ministers, and push Metro Vancouver through a referendum on ways to fund its own transit. If more tolls or taxes are going to be implemented, now is the time.

Coralee Oakes has made a political leap from Quesnel city hall to the Ministry of Community, Sport and Cultural Development. One of her key tasks is to invent a framework for a “rural dividend” from liquefied natural gas development in northwestern B.C. Oakes has to figure out how to “better provide provincial support” to sport and cultural organizations, but do it with no new money. All ministers have strict instructions to balance their lean budgets and take part in the latest “core review” to identify government functions that can be

sold, delegated or shut down.

New Minister of International Trade, Richmond’s Teresa Wat has to find a way to continue the growth of lumber and other exports to China, India and elsewhere on the Pacific Rim. On top of that, the always-delicate softwood lumber agreement with the U.S. expires in three years. The last major eruption on that front was in 2009, when B.C. cut stumpage rates for remote coastal areas to give communities much-needed employment. The Americans were livid, just as they were with our beetle-kill harvesting efforts.

And, of course, the U.S.-directed environmental movement continues to target Canadian industries.

Editor, The News: Re: Unbelievable Al (News Views, June 19).

A retired realtor once wrote a letter to the editor of one of the local papers, saying when he was working in the field, the code of ethics for realtors barred him from running for council.

Why did that change?

We should not have anyone on council tied to the real estate development industry. It is a total conflict with the good of the community as a whole.

The last time I attended a council meeting, twice a council member had to excuse themselves from voting due to conflicts.

And they wonder why voter turn out is so low.

It is a rigged game.

I totally agree with Ms. Appleton, the dikes are nowhere near enclosed enough to be an off-leash area. I have watched unleashed dogs harass a herd of cows, with the owner completely unable to call back or control the dogs. As a cyclist, I have been chased by unleashed dogs. My fear is that, rather than being available for the use of all, the dikes will only be usable to a small percentage of the population.

Game plan needed for park Editor, The News: Re: Pitt dike trail gone to the dogs (The News, June 21).

As a frequent visitor to Allco Park, I was aware of some vandalism and know people who have had flats from nails after being there.

But until your article, I was not aware as to the extent of this problem.

Allco Park is popular with families and during the

summer months.

ARMS holds educational programs for young children adjacent to the park, with road access to ARMS through it.

Also, I have seen horses being unloaded in the parking lot of the park.

Since your article was printed, more acts of feces being smeared on picnic tables and garbage containers

have been reported.

To think of a horse stepping on one of those upright nails, throwing its rider off or a car filled with children finding out that the tire is punctured once reaching highway speeds, both instances with potentially catastrophic results, is very troubling.

I hope that now that this story has been published

for the benefit of the general public who use this park that the municipality and local police force have some game plan to apprehend this obviously deeply disturbed individual and get him or her some needed help before such vandalism escalates to further levels, with potential loss of life.

No ambulance coverage increase since 1974 Editor, The News: Re: Paramedics hanging around hospital ER longer (The News, June 21).

More inconvenient truths about Maple Ridge’s ambulance service, or lack thereof.

Another place paramedics can be seen hanging around is the Pitt bridge area.

Ask them why and they will likely tell you they were covering the area from Burnaby/Port Moody through to east Maple Ridge.

This occurs for many hours every day, because all

other ambulances are busy doing calls elsewhere, or, as your article states, waiting with patients at the hospital.

I would argue that if it was somehow necessary for a fire truck to sit there, covering that distance due to such a shocking lack of resources, surely someone would rightly be fired by the end of the day.

When asked, my MLA agreed with me.

Another fact mentioned in the story is that Maple Ridge has two ambulances stationed here.

The shocking part is that

it’s true.

Maple Ridge had two ambulances in 1974 and still does. That’s correct. No increase in actual ambulance coverage in 39 years.

Think about that.

While senior government and health officials scramble in secret for hefty salary increases for themselves, vulnerable sick and injured taxpayers get the shaft.

By comparison, since 1974, in the interest of public safety, policing has increased to 112 members, the fire department has gone from a small volunteer

squad with a few trucks to a full-time force of more than 60, with 50 additional paidon-call.

In the article, the ambulance service also states the average response time is 11 minutes.

Being an average, this means for every two-minute response, there would be a corresponding 20 minute response from who knows where.

In my view, it is a dismal and dangerous situation for patients, the motoring public, and paramedics alike.

I would like to take this opportunity to set the record straight regarding the Canada Job Grant.

The Canada Job Grant is a program designed to help Canadians acquire the skills

needed to improve their job prospects, as well as to help employers fill available jobs with Canadians who want to work.

In Economic Action Plan 2013, our Government announced that implementation of the Canada Job Grant is expected for 2014 – 2015.

Our Government is committed to working with the provinces and to consult with the public to work out the design details of the Canada Job Grant.

Upon implementation of

this program, it is estimated that nearly 130,000 Canadians each year will have access to the training they need.

The advertisements for the Canada Job Grant are meant to communicate to Ca- Kamp nadians about this program and to encourage input from the public on the design details of the Canada Job Grant.

This process is impor-

tant as we believe training should be taken out of the hands of government and placed in the hands of employers and available workers.

I encourage all Canadians to read more about the Canada Job Grant, and the other initiatives included in Economic Action Plan 2013.

Canada Day: music and more The bonus of living in best country in the world is that for it’s 146 birthday, it’s giving us a long weekend.

Canada Day celebrations in Pitt Meadows and Maple Ridge will finish off the first long weekend of summer, Monday, July 1, with a host of activities in both communities.

In Maple Ridge, festivities run from 10 a.m. to 4 p.m. at Memorial Peace Park, 11995 Haney Place. The stage will feature musical acts like Tequila Cowboy, The Roadrunners, the James Thorhaug Band, and the Johnson Brothers. Other activities include a Zumba demonstration with the help of the Ridge Meadows Chamber Orchestra, salsa dancing, and skateboarding demonstrations.

Campaign for free parking at Ridge hospital continues

Another activist has joined the fight for free hospital parking at Ridge Meadows Hospital.

Grover Telford, a former candidate for Maple Ridge council, said he wants to support Coun.

Corisa Bell as she tries to find a way to remove the charges from the parking lot after Russ Curnew and other members of his band were ticketed while giving a charity concert in Baillie House last December.

Telford is forming a group to push the cause.

“It will take a bit of time, but I’m not going to quit. I’m not a lawyer, but I want to research this, unlike council,” he said.

Telford would prefer to have free parking, but even some reductions in fees and fines would be an improvement.

Members of a local group, the Rx Rockers, were slapped with $60 fines after doing a charity Christmas concert at Baillie House. They were ticketed despite having parking passes issued by the Fraser Health facility.

Bell wanted more research done to see if Maple Ridge could pass a bylaw prohibiting pay parking and wanted council to meet with senior politicians and Fraser Health.

But she was voted down at a recent meeting.

Coun. Cheryl Ashlie will first raise the topic at Fraser Health’s next municipal government advisory council meeting.

Ridge’s future population downsized

Maple Ridge’s population isn’t growing as fast as expected, with the population to only reach 118,000 by 2041.

Previous projections pegged the population by 132,000 by then.

That’s a difference of 14,000, council heard last week as it ensured its long-term plan fit with Metro Vancouver’s.

The new numbers are based on statistics from the 2011 census, the first to be done using the short-form, voluntary requirements approved by the federal government the year before.

District planning director Christine Carter told council that some cities in Metro Vancouver will exceed projections, while others, such as Maple Ridge, will not.

Coun. Bob Masse is worried that some agencies, such as post secondary institutes, may see the lower numbers as disincentives for investing in Maple Ridge.

The numbers are considered guidelines only for planning purposes for both the district and Metro Vancouver.

That census has been criticized by dozens of organizations because of questions about accuracy.

Maple Ridge is tweaking its plan to accord with Metro Vancouver’s new Regional Growth Strategy.

That has to be done by the end of July.

Health officer seeks probe of coal dust, train impacts Port CEO says no evidence presented of health risk

Fraser Health’s chief medical health officer says he’s “concerned” about potential health impacts from a proposed new coal export terminal in Surrey.

In a statement issued May 30, Dr. Paul Van Buynder recommended a comprehensive health impact assessment be undertaken for the project examining the risks from the potential inhalation of coal dust as well as other impacts.

He said the assessment should also examine potential contamination of air and land – including the food production impacts and possible shellfish contamination – as well as likely impacts from excessive noise and whether increased rail traffic will reduce access to emergency care for some residents.

“At this point, I am neither in favour nor opposed to the project,” Van Buynder said.

“I am simply asking that we put on a health lens and ensure steps are taken to safeguard the people who live along the proposed route and our communities in general.”

The Fraser Health and Vancouver Coastal medical health officers had last December

called for a formal voice in Port Metro Vancouver expansion plans in response to concerns about coal exports.

But Van Buynder’s latest statement goes further than the earlier one, saying “meaningful community consultation will be a critical component of the acceptability of the health impact assessment.”

Port Metro Vancouver CEO Robin Silvester did not directly answer when asked if the port will support a health impact assessment.

“What we want to do is set up the right sort of dialogue, separate from the project process, because those are broader questions, to have a conversation with the health officers about how to best answer those questions,” Silvester said.

He said he has met with both chief medical health officers to discuss their concerns.

Silvester said they were unable to provide him any evidence that existing coal shipments pose any significant health risk to residents, nor has such evidence been heard through the review process.

Port authority officials have previously said environmental reviews conducted as part of the proposal already address health concerns.

Coal trains already roll through various rail lines in the region.

Some also take the BNSF rail line to Westshore Terminals open-air coal terminal at Deltaport, where more than 23 million tonnes was handled last year.

Coal is also hauled to North Vancouver to Neptune Terminals, which the port authority recently approved an expansion.

Smaller amounts of coal have also been shipped for Teck Resources out of Port Moody’s Pacific Coast Terminals over the past two years.

Lynda Cranston has resigned as president and CEO of the Provincial Health Services Authority after management pay raises were approved without the board’s consent or knowledge.

The three per cent wage hikes for 118 managers at PHSA in late May contravened a provincial government order last fall to freeze public sector management salaries.

The PHSA runs B.C. Children’s Hospital, B.C. Women’s Hospital, the B.C. Cancer Agency and various other specialty or provincial services, such as the B.C. Ambulance Service, B.C. Transplant, the B.C. Centre for Disease Control, and B.C. Mental Health and Addiction Services.

Carl Roy has been named acting president and CEO. Cranston will stay on to oversee transition projects until her July 31 retirement, upon which she will get no severance pay.

Eco-conscious ways to tend to your lawn Many homeowners are on the lookout for ways to make their homes more environmentally friendly. Such a pursuit is both noble because it helps the environment and practical because it often saves money.

While there are many eco-friendly improvements homeowners make inside their homes, it’s important to note that there are several ways to be more environmentally conscious outside.

The following are just a few of the many ways homeowners can adopt more eco-friendly practices when tending to their lawns.

• Be conscientious when watering. Overwatering a lawn is pretty common, especially during the dog days of summer, when homeowners try to overcompensate for hot days with excessive watering. The growth of moss on sidewalks or the driveway is a telltale sign that you’re watering too much, as is

a standing pool of water on the grass.

• Turn back the clock on your tools. Before gas mowers became the standard, man-powered push mowers were used to cut the grass.

Such mowers still exist, and they require no fuel, making them a more eco-friendly option than their gas-powered counterparts.

• Along those same lines, leaf blowers are a far less friendly way to rake leaves in the fall or clean the yard after a long winter. While there’s no denying their effectiveness, leaf blowers need gas to operate, while a rake just requires some elbow grease and a little extra time out in the yard.

• Stay local. If you need to plant new grass or you’re beginning a garden, then stick with local plants, flowers and grasses rather than more exotic options that are not native to your area. Plants, flowers and grasses that aren’t native to your region will require more maintenance and often more watering. That added maintenance might prove to be a headache, and that excessive watering will not be beneficial to the environment. Native plants, flowers and grasses have already adapted to your climate, and they can be provide just as much aesthetic appeal as more exotic alternatives.

A push mower that does not rely on gas to work is one way homeowners can take a more eco-friendly approach to lawn care.

• Avoid pesticides whenever possible. Many homeowners treat their lawns with pesticides, which can make a lawn look beautiful. But that beauty typically comes at a steep price, impacting local wildlife and perhaps even the local water supply. When pesticides are applied to a lawn, the chemicals within may run off into your local water supply. If you can’t avoid pesticides entirely, then do your best to minimize how often you use them.

• Don’t let rain water go to waste. Rain barrels are a great way to make good use of rain. Rain barrels can be placed beneath a gutter’s downspout, where they will collect water that can be reused throughout your property to water the lawn and garden.

There’s nothing better than letting the outdoor light in.

A home without ample lighting can be uncomfortable. Dark rooms can exacerbate feelings of depression and make a home feel less inviting to guests.

Especially in the summer, there’s nothing better than letting the outdoor light in.

There are different strategies to let in more light.

• When purchasing a new home, be conscious of window placement and also the direction in which a home faces. Apartments and homes that face north will be dark most of the day. Rather, those that face south will have ample sunlight. In addition, look at how many trees are on the property. Even a home that faces south can have compromised sunlight if it is hampered by many trees.

• Clean the windows. Dirt and grime that accumulates on windows can affect how much sunlight filters through.

• When planning a home renovation project, consider adding a window on a wall where there currently is none or think about the inclusion of skylights to let in more light from above. Innovations in skylight technology enable small ones to be placed in rooms and connected through interior tubes that reflect the light. French doors also can bring in a lot of light.

Separate a dark room from a bright room with a set of French doors to spread even more light throughout the home.

• Paint walls with lighter colours that reflect light more effectively. Dark-coloured floors and walls tend to absorb light, enhancing a cave-like atmosphere.

• Purchase light fixtures that allow for a higher wattage of light bulb, which will be brighter. You may find higher wattages even in energy-conserving compact fluorescent bulbs and LED bulbs.

• Stagger lights at varying heights to cast equal light throughout rooms. Task lighting, overhead lighting and decorative ambient lighting can combine to achieve a warm, inviting atmosphere.

• Use solar lights outdoors to add extra illumination outside, which can make your home more welcoming when arriving home at night.

• Clear rooms of clutter as such items can interrupt the flow of light.

Plant a self-sustaining garden Backyard gardens provide beauty and aesthetic appeal to a landscape, and they can be a source of homegrown food.

A self-sustaining garden can be an efficient addition to any home, but gardens require upkeep and dedication.

A self-sufficient garden is one that sustains itself through proper planning and execution. Such gardens can almost take care of themselves so long as the soil is healthy, the seeds

Award-winning Maple Ridge actor Ben Odberg is taking his talents to White Rock.

Odberg plays the lead role in the upcoming Canadian Premiere of The Game’s Afoot, written by

acclaimed American playwright Ken Ludwig.

Presented by Peninsula Productions and directed by Wendy Bollard, the play is set in 1936 in the extravagant Connecticut castle of Odberg’s character, Broadway star William Gillette.

The play builds on the best traditions of ‘whodunits’ by Agatha Christie and Sir Arthur Conan Doyle, and is laced with the rapier-like wit of an English drawingroom.

Known for his years of work with the Maple Ridge Players, as well as his roles on many TV shows, including Smallville and

This summer, Alexa McKinnon will be pirouetting a little closer to that goal.

“I’m kind of nervous,” says the 11-year-old, who just left Maple Ridge to spend a summer studying with the Royal Winnipeg Ballet School’s Professional Division.

Landing a spot to learn from some of Canada’s best up-and-coming dancers and teachers was not an easy task.

Alexa auditioned for her spot, beating out dancers from across the world to snag one of 60 seats.

Not an easy task considering the prestige Royal Winnipeg Ballet carries. It was founded in 1939 by Gweneth Lloyd and Betty Farrally and has gone on to perform for Queen Elizabeth II, win gold medals at the Paris International Dance Competition and feature the debut of Mikhail Baryshnikov after his defection in 1973. It’s a company steeped in history that recruits only the finest dancers.

The summer session is the second phase of RWB’s audition process. The next step is an audition for the full-time professional division.

Being a ballerina is a bit like being an athlete – you spot them young and mould their strength and flexibility. The summer session accepts students as young as 10.

Alexa knows dancing with the Royal Winnipeg Ballet, even if it’s just for a summer, is a big commitment.

But when it comes to youth orchestras locally, the Tri-Cities has gone without. Until now.

Reg Quiring – a Coquitlam resident, music teacher and a violist with the Vancouver Symphony Orchestra is auditioning talent for young classical musicians wanting to be part of a larger sound.

The new Coquitlam Youth Orchestra (CYO) will start in mid-September and, should there be enough successful candidates, will be split into two: the juniors — made up of musicians aged 10 to 13 with a minimum Royal Conservatory of Music (RCM) Level 3 — and the seniors — composed of musicians aged 14 to 18 with at least RCM Level 5.

Initial auditions have already taken place but some spots still remain.

Quiring said he has heard from many frustrated parents and music teachers who are forced to travel outside of the region to have their child or student in a youth orchestra.

“It’s a long distance, not to mention an expense, for them every week,” he said, adding, “I’ve been thinking about forming a youth orchestra for many years and I think Coquitlam is ripe for something like this.”

Growing up, Quiring played viola with the Calgary Youth Orchestra.

Today, he talks about the benefits for youth to be part of musical organization, where peers can practice and socialize. “It’s a great atmosphere from the moment you step in the room,” he remembered. “It really inspires kids.”

Quiring went on to have a successful career in music after high school.

He founded and headed up the Suzuki viola program at the Vancouver Academy of Music, played at festivals and, with his wife, pianist Rosemary O’Connor, established the Quiring

VSO’s Reg Quiring is looking for musicians in hopes of launching the Coquitlam Youth Orchestra in September.

Chamber Music School, which runs a summer camp in Vancouver.

Their Quiring Chamber Players — along with prominent guest artists — have become a New Year’s Eve fixture at the Evergreen Cultural Centre. As a principal violist, Quiring has performed with the VSO, the Vancouver Opera and the Quebec Symphony.

The father-of-three, who has conducted for a short term with the Vancouver Academy Orchestra and a UBC string ensemble, said he envisions the first year with the CYO to be a little bumpy given that it’s a new experience for him and the players.

Still, “we will work out the kinks....

It’s a big task and I think it’s going to be great. I think it’s going to be fun.”

Quiring said once CYO gets grounded, Quiring hopes to host public performances.

“It would be really great to imitate the VSO but at a younger level,” Quiring said. “I think it’s something the Tri-City audience would love.”

Burrards win in last second Dickson’s goal beats first-place Victoria Shamrocks

Superman arrived in the nick of time.

Actually, 0.4 of a nick.

That was the time left on the clock Sunday night after Curtis “Superman” Dickson tucked the game-winning goal into the top corner of the Victoria Shamrock’s goal. It gave the Maple Ridge Burrards a 10-9 win over the top team in the Western Lacrosse Association.

Sunday night’s game was a clash of two teams with everything to prove.

The Shamrocks came into the game leading the league with a 7-2 record, and needing to win the season series against the Burrards to ensure home advantage in the playoffs.

The Burrards entered the game 5-4, and having lost three of their past four games.

The game was tied 6-6 after two periods, and Victoria scored 25 seconds into the third period to take the lead.

The Burrards had glorious scoring opportunities that went unconverted in the third. Brandon Bertoia was set up in front, and put a shot off the crossbar. Jonathan Munk and Garrett McIntosh broke in two-onone, and Munk’s shot was stopped. Colton Porter was in alone on goal, but couldn’t beat the Shamrock’s netminder.

To say they were playing a tough goaltender would be an understatement. Victoria’s Matt Vinc was the best goaltender in the National Lacrosse League last season. The Rochester Knighthawk keeper led the circuit in goals Carol Skanks has been honoured for her decades of volunteer service to the Maple Ridge Boxing Club.

Finally Ridge tied it when Dickson drove to the net, then kicked a pass back to Jarrett Davis for a clean look at the goal, and his perfectly placed shot beat Vinc.

Dickson gave the Burrards an 8-7 lead with a shifty one-on-one move to beat a defender and a well-placed shot, but Victoria tied it 8-8 with six minutes to play.

Rookie Ben McIntosh made it 9-8 for the Burrards, finishing off some slick passing and scoring his third goal of the

game. There was 4:01 left to play.

Ben’s big brother Garrett McIntosh also produced one of the game’s memorable moments.

Vinc came out to the side boards to play a loose ball, and the meaner McIntosh steamed into the goaltender for a jolting bodycheck.

Unfortunately he was penalized for interference, in a call that was protested by the home team. Fifteen seconds later, the Shamrock power play clicked and it was 9-9.

The game went back and forth, and appeared headed for overtime.

The Burrards got the ball back in their own end with seven seconds left,

and moved it to Dickson, and he streaked toward the goal.

“I was going to take a shot if it was open, or look cross-crease,” said Dickson after the game.

He buried it just above Vinc’s left shoulder, with less than a second left.

“That was cutting it pretty close,” he said.

“Superman flew, and we won the game,” summarized coach Daren Fridge.

Dickson finished the game with four goals and four assists, and leads the WLA with 70 points in 10 games – 20 points ahead of second place.

“The guy’s a machine,” observed Bertoia. “It’s a big win.”

The Shamrocks are still in first place at 7-3, but the second-place Burrards, at 6-4, won the season series against them two games to one.

Bertoia said the difference between this weekend’s win and last Friday night’s loss in Victoria was fundamentals.

“It’s getting back to the basics on offence and on defence,” he said. “It’s just a couple of breaks here and there.”

Coach/GM Daren Fridge liked his team’s composure, in a game that had a playoff atmosphere.

“We didn’t get rattled or lose our discipline.

We stayed focussed,” he said. “That’s what a playoff game looks like – a

tight battle.”

It was a hard-checking game with a vicious edge.

But Dickson, who got a lot of extra attention from the Shamrocks, had no complaints.

“That’s the game of lacrosse – you know you’re going to get it, and you give it back,” he said.

“And you shove it down their throats at the end.”

The Burrards will have a chance to take a firm hold on second place at the Langley Rec Centre on July 3 in a 7:45 p.m. game. The third-place Thunder are just a point back of the Burrards, with a game in hand.

Then Sunday, July 7 will bring the Thunder to Planet Ice for a rematch at 6:45 p.m.

Boxing volunteer honoured Carol Skanks was chosen as the first winner of the Outstanding Volunteer of the Year in B.C. boxing.

She and her husband John got involved with the Maple Ridge Boxing Club in 1980, and have

been contributors to the sport for more than 30 years since then.

Former Boxing Canada president John O’Shea was glad to see her recognized, calling Skanks “an unsung hero,” and a “true volunteer.”

He said the club produced national champions and medallists with John at the helm, and Carol in a supporting role.

Even now, after John has suffered a stroke and is in hospital, Carol has

continued helping to run the club, often up until late at night with her obligations to it.

The trophy she received is the Jim Gallagher Memorial, named for a boxing official with more than 40 years service.

elite women tee off in Pitt Pitt Meadows Golf Club is hosting the most talented female golfers in the province this week, June 25-28, for the 2013 B.C. Golf Women’s Amateur and Mid-Amateur Championships.

Pitt Meadows Golf Club will be tested by an incredibly strong field of female golfers, all vying for their chance to be crowned the Flumerfelt Cup recipient as Amateur champion.

This year’s Women’s Amateur Championship features one of the strongest fields in recent years, with a number of legitimate title favourites prior to the beginning of play.

Team Canada National Squad member and recent San Diego State University graduate Christine Wong of Richmond will arrive at Pitt Meadows GC with the intention of defending her record-setting 2012 title.

Fellow Team Canada member Jisoo Keel of Coquitlam is playing great golf in 2013 and is preparing to head to Stanford University to play on the women’s golf team in the fall.

Team Canada also has a number of Development Squad members in the field including Taylor Kim of Surrey, Naomi Ko of Victoria and Langley’s Kathy Lim who would all love to add their name to the illustrious list of past competitors who have won the Women’s Amateur Championship.

Wailuku, Hawaii’s Cassy Isagawa jumped out to a single-stroke lead in pouring rain on Tuesday.

The top-3 competitors from the British Columbia Women’s Amateur Championship will be selected to represent Team BC at the 2013 Canadian Women’s Amateur Championship being hosted by the Club de golf Beloeil from July 23-26 in Beloeil, Que. Spectator are welcomed and encouraged to attend.

Scenic 8K run on Canada Day in Pitt The Athletes in Kind will be hosting its 15th annual Canada Day fun run this Canada Day Monday.

The 8K run starts and finishes at Spirit Square in Pitt Meadows, which will be the hub of the community’s Canada Day festivities. It runs through Osprey Village, along River Path, and is designed as a scenic jog.

“It’s just a nice place to walk or run – it’s a showcase of Pitt Meadows,” said organizer Eric Muller of Osprey Village.

But there is also a competitive element to

the run, and many elite-level cross-country runners have been inquiring about who their competition will be this year.

Nathan Wadhwani, one of the top high school runners in the country, is the reigning champion in a time of 27:58.

The course record is held by Jeremiah Johnston, a Mission runner who races for the University of Idaho. He set an extremely fast mark of 25:28.

“It’s a family fun run, and a lot of people will walk with their families,” said Muller.

Last year the event drew about 200 people and another 74 children in the kids run.

Runners should arrive no later than 8 a.m.

The kids run goes at 8:30 a.m., and the main run at 9 a.m.

Everyone receives an AIK gear bag with swag, and finishers medal. Register for $40 at athletesinkind.com or on the day for $50.

Proceeds benefit parents with children battling cancer at Children’s Hospital.

Her laughter, her smile and her companionship will be greatly missed but never forgotten.
