The final buildout plan for Marina Garden Estates in Ladner has generated some heated opposition, but some current residents say the concerns are unfounded.

Heather Melidones, a former board member of the Marina Garden Homeowners Association, said she’s lived in Chesapeake Landing since it was built and the more recent addition of Woodward’s Landing had no ill effects on traffic or density.

“They keep going on about density but one of the things people tend to forget is when this proposal was made in 1996 Delta council okayed the density for this area and so all the infrastructure was put in with that density in mind,” she said, adding any new buyers are given a covenant to sign that alerts them to future development.

“So, they knew this was coming,” she said.

In 1996 the council of the day approved an Official Community Plan which called for 609 stacked townhouses, a 220-room hotel, 100 single family homes, commercial village, a marina, park, and a golf course.

Polygon Homes has designed the latest submission for Captain’s Cove Marina, the proponent behind the final buildout plan. Polygon’s president Neil Chrystal said the company has stayed in contact with Captain’s Cove in recent years in order to come up with a more contemporary approach to the original plan.

Chrystal said the new proposal offers a more diverse housing mix, making it more attractive to first-time buyers and empty-nesters looking to down-size.

“There are many people who would like to stay in the community but they don’t have anywhere to go,” said Chrystal.

Similarly, young people want to stay in the community in which they grew up, but are forced to look outside Delta for housing.

Chrystal said that during the medium den-

sity Sunstone development in North Delta, Polygon learned that many home buyers were leaving Delta because of a lack of housing developments over the past 25 years.

Because of that lack of development, Marina Garden Estates poses perhaps the last high density buildout opportunity in Ladner.

It’s fortunate that the council of the day had the foresight to designate the density of Marina Garden Estates in 1996, said Robin Glover, Polygon’s vice-president of development.

Glover said the five biggest concerns heard from residents have been parking, traffic, den-

sity, parkland, and building heights.

As a result, Polygon has increased park space to 3.48 hectares from 1.52 hectares, increased parking by 25 per cent above Delta’s required bylaws, reduced the number of apartment buildings to just one and lowered the height to four storeys, and a traffic study confirmed there will be a 17 per cent reduction in traffic flow with the removal of the hotel.

“No one’s happy about an increase in traffic but what we’re trying to get across is whether it’s our plan, the 1996 plan, or something else, traffic is going to increase,” said Glover.

“We live in a democratic society and people are free to express their views and the community has done a good job of expressing those views,” said Chrystal, adding many of the changes Polygon has made came about through public feedback.

Mary-Lynn Burke, a resident at South Point, the first area of Marina Garden Estates to be developed, said she’s disappointed that the rental units have been removed from the plan because it will make it more difficult for seniors and young families to find housing.

She’s concerned that opponents will convince council to deny the application and Polygon will walk away, leaving a new developer with an option to build under the 1996 plan.

“So, they could be shooting themselves in the foot here,” she said, adding that for some opponents nothing will be good enough.

“They’ll find all sorts of reasons to not allow this, but it’s really about Not In My Back Yard.”

Burke said she’s encouraging people who support the proposal to write to council and let them know.

A public hearing for Marina Garden Estates is set for Tuesday, June 25, at municipal hall.

Police seek public’s help locating sex assault suspect ❙ Staff writer newsroom@southdeltaleader.com

Delta Police are asking for the public’s assistance to help identify an unknown suspect responsible for a series of sexual assaults in Tsawwassen.

In all cases, the suspect has run up behind unknowing females and either grabbed their buttocks, or has bear-hugged them around their waist and their breasts. The suspect has then immediately fled the scene on foot.

The victims in these incidents range in age from their late teens to early thirties, and police believe all of the assaults were random in nature. In all cases the incidents

have occurred in the early evening.

The suspect is described as being a Caucasian Male, 15-18 years old, five-foot-10, with a slim build, short brown hair, hazel eyes and possible acne on his face.

The suspect has been seen wearing skateboard type shoes and always wears a hooded sweatshirt.

Delta’s municipal workers union is encouraging it’s members to be on the lookout for the suspect.

CUPE 454 members participate in a City Watch program which encourages members to spot and report suspicious activity in the community.

The program has been in place since 2006,

and is a joint initiative between the union and the Corporation of Delta.

“Our members work out in the public and they are in a unique position to be function as extra eyes and ears for the Delta Police,” said Darryl Robison, President of CUPE Local 454.

“We have an interest in ensuring our community is safe for all residents and visitors. We want the community to know that their public employees are there to assist them in situations like this.”

CUPE Local 454 represents over 900 lifeguards, water workers, civilian jail guards, museum workers, gardeners, inspectors, clerks, surveyors, police dispatchers and the many more professionals that work for the Corpora-

tion of Delta, Delta Police Board and the Delta Museum and Archives.

Delta Police have set up a tip line and encourage anyone with information regarding these sexual assaults to call the Delta Police at 604-946-4411 and refer to tip 13-11497 or Metro Vancouver Crime Stoppers at 1-800222-8477.

Police are also taking this opportunity to remind the public to always be familiar with your surroundings, walk in high visibility areas with sufficient lighting, carry your cell phone if possible, walk with a friend, and report incidents to police as soon as possible.

He hands a few potatoes around the classroom and says the skin keeps the spuds insulated so they can survive the winter. Once the skin is removed, however, they have to be cooked right away.

“I say eat them fast because they don’t last,” laughs Reynolds.

Farmers know the importance their crop plays for wildlife in Delta.

Reynolds says his farm provides habitat and food for migratory birds, while the barn owls are essential for rodent control in the barns.

The South Park students have planted their potatoes before spring break in five 60-litres nursery tubs. Each will yield between 30 and 40 potatoes, which they will cook and eat.

“When I was a boy we planted them just like you did,” says Reynolds as the class upends the tubs and spills dark rich soil on the ground, scrambling through it with their fingers to find the hidden nuggets.

One classroom to take part this year is Megan Andersen’s Grade 4-5 split at South Park Elementary, a teacher who has a special place in her heart for potatoes.

That’s because her father Hugh Reynolds is a Delta farmer who harvests about 450 kilograms of potatoes each year.

“I love to talk about potatoes, I could talk about them for three days,” he tells the class with a smile.

Reynolds says during the harvest he works from sunup to sundown to pull as many potatoes out of the ground as he is able.

“It’s a big race against the rain and when the rain comes whatever’s in the ground is lost,” he says, pointing to boxes of spuds from last autumn’s harvest.

Reynolds keeps the potatoes in the barn during the winter in cold storage so they “go to sleep” and don’t sprout. In the spring some of them will go to the market while others will find new life in the soil by being planted for

When Lindsay Babineau peeked in on a classroom eight years ago to see what children were learning about agriculture she was disappointed.

The executive director of the B.C. Agriculture in the Classroom Foundation discovered kids were still doing the “beans in a cup” experiment that she herself had done when she was a girl.

Babineau says the problem with “beans in a cup” is that students aren’t as engaged in understanding the purpose of the experiment, which is to plant, grow, and harvest a real crop.

Which is why in 2005 she started “spuds in a tub” instead.

“I had seven teachers, friends who tried it in classrooms around the Lower Mainland,” says Babineau, adding they use Warba potatoes because they can be harvested before the end of the school year.

“Let’s do something the kids can continue to grow, harvest, and eat afterwards.”

The program has been a smashing success. Although it can only accommodate 200

potatoes right now.”

Now that the agriculture industry is on board with the program, Babineau says farmers like Reynolds are helping to further

educate children about where their food comes from. It’s a far cry from the days when kids grew beans that would die and rot in a cup.

Garbage diversion program sees small improvement ❙ Adrian MacNair reporter adrian@southdeltaleader.com

The Corporation’s garbage diversion program is celebrating a small improvement in reducing overall waste headed for landfills, but a staff report to council Monday shows it has a long way to go.

Since starting the Green Can program last April there has been an eight per cent reduction in garbage and a 25 per cent increase in green waste, according to the report.

This amounts to an overall increase in residential waste diversion of five per cent.

On Nov. 8, 2010, Delta endorsed the Metro Vancouver target of increasing residential waste diversion by 65 per cent by 2015, which means the municipality has two more years to make up the rest to meet targets.

Staff will now undertake a door-to-door outreach in areas with poor participation rates. As well, the Corporation wants to introduce a Green Can workshop in Delta elementary schools.

To encourage mattress recycling, the Corporation is undertaking a Free Mattress

Voucher Recycling program which allows residents to take two mattresses to the landfill at no charge, a $30 value.

The Corporation has also been experimenting with food waste diversion with its employees. Since the Civic Facility Food Waste pilot project began at municipal hall, over 500 kilograms of food waste and food soiled paper has been diverted in the first four months of 2013.

Coun. Jeannie Kanakos suggested Delta would have better participation rates if they followed the example of other municipalities and provided all residents with green bins.

But engineering director Steven Lan said the Corporation provides residents with stickers that can make any waste bin a green can.

“So you can utilize an existing garbage can that you have, so it’s a means of reducing the amount of new cans that might be required so we can reuse what we have,” he said.

Lan said engineering will be doing a waste audit this year to identify exactly what is being left in the waste stream that could be better diverted.

“There are so many things to do and see here,” she says. “We love the climate, the beaches, the vastness of the horizon. It’s a wonderful place to live and we love to share it.”

One of the best ways to see all that South Delta has to offer is by bicycle.

Jackson’s vote for Best Place for a Bike Ride is either Boundary Bay Regional Park, which features a 14km cycling trail along the waterfront, while historic Arthur Drive offers cyclists a pastoral route between Tsawwassen and Ladner.

“Travelling the farm roads by bicycle is really a wonderful way to experience South Delta,” she says. The Corporation of Delta has hundreds of designated bike routes and the many sideroads that wind their way through the endless acres of farmland seem a world removed from the hustle and bustle of city life.

When it comes to the Best Place to Spot Wildlife, Jackson says Westham Island, home to the Alaksen National Wildlife Area and George C. Reifel

Migratory Bird Sanctuary is a popular destination.

While South Delta has many picturesque greenspaces vying for Best Park, for Jackson, there is little that can compete with the miles of sand and sun at Centennial Beach.

“In my opinion, Centennial Beach is the most wonderful place in the Lower Mainland,” she says.

Jackson herself is eligible for a Best of South Delta award this year, with a category this for Best Local Politician.

Walmart no good for local businesses With news that Walmart will likely be coming to South Delta, retailers in Ladner Village and Tsawwassen have a right to be concerned.

While many South Deltans struggling to make ends meet will see the discount retailer’s arrival as welcome news, it is a much different story for local business owners.

Across the US, the emergence of Walmart as a retail juggernaut has left Main Streets empty in town after town. Drawn by the promise of discount goods of every brand and variety available, consumers have abandoned the mom-and-pop stores in favour of the big box retailer.

The thought of our communities suffering a similar fate is troubling.

So what can be done to protect South Delta’s long-established commercial centres and ensure they too don’t become vacant ghost towns?

For starters, supporting locally-owned and operated businesses keeps your dollars here in South Delta.

But if the commercial centres of Tsawwassen and Ladner Village are to survive, they will need to densify. Having residential development so close to commercial services will offer residents a convenience they might not be so willing to give up.

Developments like Southlands, Marina Garden Estates, and the Ladner Village Waterfront plan will revitalize the communities of Tsawwassen and Ladner, injecting new blood and new money.

While the change these projects will bring will be dramatic, it is necessary if we want to see our communities thrive. There is little doubt among business owners the changes will be positive.

These developments, unlike the sprawling wasteful suburban developments of generations past, are not car-reliant, and are designed so residents will have shops and services at their doorstop, not a 10-minute drive away.

Should these developments be approved and built, the downtown areas of Tsawwassen and Ladner will see more young families, new shops and businesses, and better transit infrastructure.

They will be thriving communities.

With Walmart just around the corner, the alternative is an empty Main Street.

Who murdered Robert Dziekanski?

I

n a courtroom in Vancouver this week the scales of justice are gravely weighing the prior testimony of a man held to the highest standards of trust and integrity. RCMP Const. Bill Bentley, involved in the death of Polish immigrant Robert Dziekanski in October of 2007, isn’t on trial for murder.

He is accused of lying six times at a 2009 inquiry into the infamous Taser incident that was caught on tape by a cell phone held by a witness.

If not for the video clip, Bentley and his co-accused who are facing separate trials—Const. Kwesi Millington, Const.

Gerry Rundell, and former Cpl. Benjamin (Monty) Robinson—may never have been subjected to this level of public scrutiny.

We trust our sworn officers to serve and protect the public, not only from

those who would harm others, but those who would harm themselves.

Robert Dziekanski, an immigrant from Poland who didn’t speak any English, was to meet his mother at Vancouver International Airport on Oct. 14, 2007. Ten hours after arriving, the man was lost and confused in the airport, becoming irritable and agitated.

Bentley testified at the inquiry he was the first officer to speak to him.

“Hi, how are you, sir? How’s it going, bud?”

But Dziekanski didn’t speak English, and with evident fear and frustration etched on his face, turned away from the officers. When he turned to face them again, he was hit with a blast from a Taser.

The entire exchange took 25 seconds from the arrival of the officers to the moment the man hit the floor, writhing in agony and pain. The Taser was used four additional times on the ground, until Dziekanski stopped moving.

It was 15 minutes before paramedics arrived, during which time nobody administered CPR or checked for a pulse.

Dziekanski was left to die on the floor of the airport.

What followed this crime was even worse. Contradictory statements by the officers, inconsistent recounting of events, and the revelation of the video.

Now the disgraced officers face perjury charges for lying to the Braidwood Commission of Inquiry.

Nearly six years after Robert Dziekanski was murdered, no one has faced jail time for the crime. Perhaps that, more than anything else in this incident, has left this writer’s faith in law and order and the criminal justice system deeply shaken.

If these officers are found guilty of perjury, only the harshest possible sentence should be handed down to account for their disgraceful conduct.

But who murdered Robert Dziekanski?

We may never know.

Marina Gardens debate rages

There was a huge turnout to a so called “Emergency Meeting” [regarding the proposed Marina Gardens development] on June 17th. The school gym was chocka-block full.

What a great opportunity to have a debate of sorts, a back and forth between the naysayers and the developer. A chance for people to ask questions and get answers from either or both sides. But no, the rules were to hold questions to the end and listen to Ron Ogilvy’s biased presentation. That’s right, he even said he was biased but would “try” to present just the facts. He went on to critique the facts which ironically have evolved because of their own relentless opposition. Since the January plan the developer has eliminated three of the four condo buildings and added a lot more townhomes which will be three-storey walk-ups.

I am saddened by this change as it doesn’t serve downsizing seniors, empty-nesters or young single people starting out.

Traffic was another big complaint quoting from a variety of municipal reports which they felt were not credible but still quoted them.

Apparently traffic will increase by about 50 per cent over the 10-year construction period. That to me is reasonable and so gradual it will hardly be noticeable. They say only six per cent of the homes are accessible for people with mobility issues. That’s because the condos are virtually eliminated, thanks to all this opposition. The elephant in the room were the Polygon reps, who were not invited to participate until later when they were allowed

to confirm a few numbers. What a missed opportunity this was for a “real” information meeting. The sky is not falling, even though Stan Lawson and his followers would like you to believe that. Please, let’s not go any farther backwards on this plan than we already have.

It’s a quality development that needs to go ahead. It will benefit all Ladnerites, not just those who live there.

ML Burke Delta ••• The developer’s rational to increase the maximum allowable density from 42 units/Ha to 45.2 units/Ha in my opinion is flawed and morally wrong. In previous Marina Garden Estates development phases conscious business decisions were made to reduce densities. Now they are attempting to “transfer unused densities” to average out to maximum allowable densities for the overall neighbourhood. Now is NOT the time to make-up for previous business choices to increase profits.

Traffic increases cannot be avoided with any type of development, but I feel that the existing traffic study is flawed and traffic volumes have been significantly under-estimated. With only two ways in/out of Marina Garden Estates, upgrading of Ferry Road/River Road must be undertaken, including signalization. The proposed narrow townhouses with tandem parking will only compound on-site parking issues, especially without significant set-backs allowing enough depth for parking on driveway aprons. Council should also consider reviewing the existing Parking By-law in regards

to tandem parking and its effectiveness. Park areas for a development such as this geared to a ranging demographic from Young Families to Retirees require open Public passive areas.

Small restricted (strata controlled) use park and/or playground areas within townhouse pockets will not meet the requirements of the wide range of ages targeted. The proposed townhouse portion of the development, 388 with tandem parking and 192 with side-byside parking, is totally out of character with the existing neighbourhood, which ironically was established by the same developer. As previously stated, the lack of sufficient building set-backs to allow for driveway apron parking, will create undesirable canyon like areas.

The construction of the four-storey apartment building is totally out of character and would be better suited in the Ladner Town core. I am not anti-development, but pro-smart development which I do not feel this application is. When I moved to this neighbourhood from North Delta seven years ago, I was well aware of the future build-out, but I truly expected future development to complement the existing neighbourhood, which this proposal does not.

This proposal does have some merit and can be saved if the developer re-considered this application and worked with the neighbourhood.

The Marina Garden Estates neighbourhood is truly a gem of not only Delta, but of the Lower Mainland, and I hope you will do everything in your power to ensure that it remains so.

Empty buses due to poor service Re: Cost of TransLink bus routes highest in South Delta, South Delta Leader, June 14, 2013.

This ain’t exactly rocket science. Before the Canada Line was built in 2009 Translink ran 42 full size buses per day on routes 601 & 602 from Tsawwassen to downtown Vancouver. During rush hour they were mostly full.

After 2009 the frequency on these routes increased to 61 buses per day but now the buses only run from Tsawwassen to Bridgeport and they are never anywhere near full.

What ails the NDP? Plenty.

fter 34 NDP MLAs were sworn in to continue a stretch of opposition that will reach at least 16 years, leader Adrian Dix took a few questions about his future. The party’s provincial council will meet June 21 to set the terms of reference for a review of the party’s dismal election performance, Dix told reporters. He repeated that his performance won’t be spared, and ticked off some conventional wisdom about the NDP campaign.

Dix mentioned the alleged lack of “negative” ads, the local campaigns (read candidates), the decreasing reliability of polls and, when pressed, his surprise decision to come out against the proposed twinning of the TransMountain oil pipeline. Like last week’s hysteria over a tiny leak in that pipeline, these are great sound bites for the short attention spans of the modern media. But they don’t explain much. This all-powerful NDP provincial council is a case in point. A glimpse into its inner workings was provided by a summary of an NDP policy development workshop called “Imagine Our Future” that was leaked by the B.C. Liberals in the final days of the campaign.

The workshop took place in November 2010, coincidentally at the same provincial council meeting where the revolt against former leader Carole James tumbled into the open. While 13 caucus members were knifing their leader for reasons they still can’t or won’t articulate in public – a glaring problem in itself – the backroom policy brainstorm revealed a deeper malaise. Among the “dream tree” notions put forward in the workshop was “free” post-secondary tuition and public transit, along with raising wages and lowering fees for daycare. This isn’t a dream tree, it’s a money tree. Remember, this is the NDP’s ruling body, not a high school “social justice” class or an Occupy Vancouver squat. Showing a glimmer of adult supervision, the workshop table on “equitable tax policy” even identified the problem. Its first recommendation: “Increase our economic and financial literacy to gain credibility.”

The “public ownership” table really got radical. Scrap public-private partnerships, the basis of most government construction today. “Nationalize” independent power projects, in the Venezuelan style of state seizure of private assets. And perhaps most incredibly, tear up the trade agreement between Saskatchewan, Alberta and B.C. that harmonizes transport truck regulations and so forth. In the real world, the four western premiers met this week in Winnipeg. And the three-province project now called “New West Partnership” will continue to dismantle archaic inter-provincial barriers.

Why would the NDP be secretly against that? Because it’s also a “labour mobility” agreement.

This harkens back to a supposed golden age in Canada, when two corporate titans shared the beer business, producing identical bland lager from identical factories in identical stubby bottles. Inter-provincial trade in these stubbies was strictly forbidden, requiring each province to have a big unionized brewery to make uniformly bad beer for the proletariat. This is the power of a monopoly union. And because of it, this was how governments tried to “create jobs.” It’s a bygone era to which many core NDP supporters stubbornly cling. This explains the party’s revival of a “job protection commissioner” for forestry.

Which brings us to the proverbial root cause of the B.C. NDP’s woes. Its largest financial donor is the B.C. Government and Service Employees’ Union, which donated $1.4 million to the party in the past eight years, nosing out the Canadian Union of Public Employees and the Hospital Employees’ Union. Former HEU and BCGEU presidents now sit in the NDP caucus, critics for health and “green” jobs respectively.

A Tour de Delta cyclist offers his favourite pre-race meal recipe

he annual Tour de Delta bicycle race is just two weeks away and riders from around the world will soon be arriving to begin training and preparing for the big event.

One such rider hails all the way from Christchurch, New Zealand.

Ben Wortelboer, 18, is a member of Team H&R Block with five years racing experience already under his belt.

A member of the Men’s Under-19 Cycling Team down under in New Zealand, Wortelboer has finished in the top five in the national Under-19 road race event.

He also won the fourth stage of the Cycling Rotorua Inc. Tour, as well as the fourth stage of the Cuddon two day Schools Tour.

But no matter what he accomplishes from here on out, Wortelboer says nothing

will be as special as his first racing win, or his first bike, which was a Bauer Flite.

He lists his riding strengths as rolling terrain and climbing, and his favourite cyclist as Cadel Evans, an Australian who won the 2011 Tour de France.

Wortelboer takes inspiration from an old Japanese proverb: “Fall seven times, stand up eight.”

For this week’s Local Flavour, Wortelboer serves up a Puttanesca, an Italian tomato-based pasta.

“I like it because it’s easy as to make, a great carbo loader for the night before a race and tastes good, too, of course. It goes good with a side of garlic bread, too.”

Directions Heat garlic gently in oil in a big pan Add 2 tablespoons Italian tomato paste, capers, olives, fresh chopped oregano, ground pepper.

Add 75 grams of anchovies (optional).

Cook for around 30 minutes.

Bridging the gap Delta Farm and Wildlife Trust celebrates 20 years of uniting farmers and conservationists to protect agriculture and wildlife.

here was a time when Delta was like every other rural community in Canada, with farmers at odds with conservationists wanting to protect ecosystems and habitat.

But since the creation of the Delta Farmland and Wildlife Trust in 1993, farmers and conservationists have learned to work together in a way that is both unique and a shining example to the rest of the country.

“We had been wanting something like this in this area of Delta for a long time,” says John Hatfield, a retired biologist with Canadian Wildlife Service and a longstanding board member of the Trust.

He says it was a good idea to amalgamate a conservation group with agriculture in order to maintain food production whilst developing programs that protect, benefit, and

enhance wildlife habitat.

“Both see eye to eye,” says Hatfield.

“Instead of squawking at each other they understand each other a lot better now.”

The birth of the Delta Farmland and Wildlife Trust was formed after an expansion of the Vancouver International Airport displaced some of the old field habitat in the area.

Transport Canada provided $2.25 million to the newly formed Trust to be used for environmental stewardship programs in the Lower Fraser River delta.

From the beginning, the Trust was designed to act as a go-between the farmers and the conservationists in Delta.

“We have terrific cooperation now between the conservation community and the agricultural community,” says Hatfield, pointing to collaborative efforts such as the an-

Christine Terpsma, program coordinator for the Delta Farmland and Wildlife Trust, says their winter cover crop program is a perfect example, with an average of 15 farmers enrolled across 1,200 hectares in Delta.

or winter wheat after they harvest their crops in late summer in order to provide cover for the fields which are heavily inundated with rain during winter. These same cover crops also act as a critical winter food source for migrating waterfowl, which is essential in an area located on the Pacific Flyway that can expect upwards of 65,000 snow geese and other waterfowl in a given year.

With such large volumes of geese and ducks feeding on their fields each year, farmers are the sole bearers of the cost of grazing damage to the land. The Trust’s winter cover crop program establishes costshares with local farmers whereby they seed cereals to establish vegetative cover on their fields, in addition to acting as a potential lure crop to protect perennial forage fields in the area.

Delta Farmland & Wildlife Trust – 20 Years of Dedication Mayor Lois E. Jackson and Delta Council congratulate Delta Farmland & Wildlife Trust on their 20th Anniversary.

The Trust has played a crucial role in promoting the preservation of farmland and the promotion of wildlife habitat on Delta farms.

Other programs offered by the Delta Farmland and Wildlife Trust include the grass margin program, which features a strip of forage grass or clover along the edge of fields, and laser leveling, which can prevent pooling of water on fields and helps mitigate soil erosion.

Much of the research for these programs was established by biologists and agrologists over the initial 10 years of the Trust. More recently, post-secondary students and researchers from UBC, Kwantlen University, and BCIT, have carried out pilot and specific research projects. On top of her undergraduate degree, Terpsma has completed a year of schooling in Northern Wales for forestry and agriculture. Coming from a farming family in Delta, she understands the importance of keeping up to speed with the science of farming and conservation.

“The farming community is not static,” she says.

“At the Trust, we must work with farmers to accommodate new types of cover crops, and study them for benefits for the wildlife community as well as agriculture.”

The most popular event hosted by the Delta Farmland and Wildlife Trust is the annual Day at the Farm (this year on Sept. 7) held at the Westham Island Herb Farm to provide education to people about the benefits that farming provides the community.

“This is our primary outreach activity in the community,” says Terpsma. “Over 20 agricultural institutions attend in order to educate the public about agriculture and food production.”

In addition to educational displays, families can engage in milking, draft horse plowing, and livestock demonstrations.

Metro Vancouver’s board has dealt a blow to a proposed new coal export terminal in Surrey, voting 21-4 to oppose the project that has been under steady fire from both climate change activists and concerned neighbours.

The regional district has no real power to block the new coal terminal at Fraser Surrey Docks, which if built would increase coal train traffic rolling through Delta.

But critics hope the June 14 decision puts more pressure on Port Metro Vancouver to delay approving the project pending a health impact assessment demanded by medical health officers.

Burnaby Mayor Derek Corrigan said it makes no sense for Canada to accept extra risk to handle thermal coal from the U.S. that American port cities are rejecting.

“It is massively controversial,” he said. “If we roll over on this we’re

sending a very bad image to the rest of the world.”

The new $15-million terminal would reload U.S. coal from trains to barges and add 25 jobs both at Surrey and on Texada Island, where coal would be transferred again to ocean-going ships.

Metro’s board also passed motions supporting the call for a health impact assessment and requesting more information from Fraser Surrey Docks and North Vancouver’s Neptune Terminals, which recently got the green light to expand its coal exports.

The meeting was the closest thing so far to a formal public hearing, which Port Metro Vancouver has refused to hold itself.

More than 40 delegations were heard by Metro over six and a half hours.

Port, coal industry and union reps spoke in favour of the project and repeated assurances that coal dust from the terminal, trains

and barges can be suppressed and pose no health risk.

“This dust conversation is being blown way out of proportion,” said Mark Gordienko, president of the International Longshore and Warehouse Union.

Meanwhile, Fraser Health’s chief medical health officer says he could use his legal powers to force a proposed new coal terminal at Fraser Surrey Docks to keep its promises to protect residents from coal dust.

Dr. Paul Van Buynder wants Port Metro Vancouver – which could soon approve the new terminal – to first agree to a full health impact assessment he says may delay construction by six to 12 months.

“I can’t stop the approval,” Van Buynder said in an interview.

“But if I demonstrate that there is a health risk, then I have powers under the Public Health Act to force them to mitigate that.”

coal poses no health risk, he said, but that gives no comfort to the public.

“I don’t know if there is a health risk,” Van Buynder said. “What I’m saying is we want more information before we sign off.”

The new terminal would initially handle four million tonnes of coal a year, less than 10 per cent of the port’s current coal-handling capacity, but would be built to handle up to eight million tonnes.

Van Buynder acknowledged coal has been shipped through Metro Vancouver for four decades, but said it’s a first at Fraser Surrey Docks, which is closer to homes than Westshore Terminals at Deltaport.

project to include arts and movement, Steve and Anne believe they can get kids excited about learning different fields, inspiring the next generation of innovators in their own local community.

Steve and Anne were inspired to put their program to use when they saw what Jacob had accomplished at school. When asked to do a school project on his favourite animal, Jacob chose the tardigrade, a small, eightlegged critter that can survive the vacuum of space and live in temperatures up to 148C. When he was told he wasn’t allowed to just make up animals, Jacob went to the library to research the animal to prove his teacher wrong. Steve and Anne were inspired by their son’s dedication to his schoolwork and knew they needed to help encourage kids like Jacob to stay interested in their education.

Together, Steve and Anne have brought Digivations to over 1,600 kids in the US and Canada. Kids in the program conduct experiments, work in teams, and apply what they’ve learned in discussions of 21st century problems.

Steve and Anne also push kids in their programs to take risks and learn new skills by working alongside other kids that they may not normally hang out with. “When you get all these kids intermixing and working together, amazing things can happen,” says Anne.

Assistant Camp Director Mackenzie Switzer, a Tsawwassen local who just graduated with a major in psychology from Trinity Western University in Langley, believes that its important for kids to actively engage with what they are learning.

“Kids need to experience their education, not just download it,” she says.

Steve and Anne plan to open up the camp at the end of every week for a final festival so South Delta and Point Roberts residents can come out and watch the kids show off what they’ve learned.

The Bermans have received plenty of support for the camp from the local community in Point Roberts and South Delta.

Jacqueline Hamlin, the recreation programmer at the Tsawwassen Arts Centre saw the value of Camp Demigod for Lower Mainland kids and their community right away. In addition to opening up the TAC for the camp’s acting and robotics activities, she helped liaison with the Lower Mainland community to expand the program to other venues, including White Rock Gymnastics, Ladner Kin House, and Richmond Jewish Day School.

Although his parents have taken the reigns on putting the camp together, Jacob is still keeping busy coming up with new ideas to make the camp fun. He runs a blog on the Camp Demigod website where he and other kids talk about ways of making the camp just as exciting as the Camp Half-Blood from the books.

Camp Demigod is already receiving registration requests, not only from the local area, but from 26 countries all over the world.

From the July 5 to 7, Steve and Anne will be hosting a family camp weekend with a scholarship benefit for parents and kids to learn more about the camp.

Ladd and Thiel will be there for professional demonstrations and training. Proceeds from the weekend will go towards helping kids from across the continent come to camp.

“For some parents, paying for their kids to go to camp is already difficult,” says Anne, “and air fares are crazy expensive.”

Steve and Anne want to make sure that no kid who wants to attend Camp Demigod is left out.

An independent study credits B.C.’s controversial drinking and driving laws for a 40 per cent drop in fatal crashes related to alcohol.

Since September of 2010, police have handed out temporary driving bans and fines to many drivers caught with blood-alcohol levels over .05, including many who blow over the criminal threshold of .08 who would previously have been prosecuted for impaired driving.

The Centre for Addictions Research at the University of Victoria and UBC researchers studied crash statistics before and after the Immediate Roadside Prohibition program took effect and concluded there has also been a 23 per cent drop in injuries and 19.5 per cent less property damage stemming from alcohol-related crashes.

“The goals of improved road safety by the provincial government were achieved,” the report said, despite the “partial decriminalization” of impaired driving in B.C. that accompanied the change.

According to the study, 2,890 drivers were charged with impaired driving after the policy change, compared to 9,070 in the year prior to implementation – a 68 per cent drop.

It notes roadside penalties are enforced immediately and seen as more severe – particularly at the lower alcohol levels – while it’s a long, difficult and uncertain process to convicted drunk drivers in court.

Researchers said they can’t tell for certain if the new penalties themselves or the publicity about them are most responsible for the change in behaviour.

Criminal charges are still more likely with repeat offenders, according to the study.

It notes police can’t issue roadside penalties for crashes they didn’t witness, so criminal charges are the only option in those cases.

Provincial politicians have promoted the change as a life-saver, but they also acknowledge it has helped relieve some pressure on the congested justice system.

Officials at the Centre for Addictions Research said the findings suggest other provinces should follow B.C.’s lead.

B.C. Civil Liberties Association executive director Josh Patterson said the new approach runs counter to the presumption of innocence in our society.

“We don’t think that police should be in the position of giving out punishment,” he said. “We think that is the job of the courts.”

B.C.’s program was revised to require the right to two breath tests, with the lowest reading being used, and an appeal procedure is now in place.

Legal challenges that aim to overturn the system are still before the courts.

There are many things you need to check into when purchasing a condo or townhome and also things you must understand about strata ownership versus your single family home. If managed properly, strata ownership can be less worry for a retiree! Your typical condo or townhome is run in a way that if your roof leaks, or there is a “leaky-condo” style issue and rainscreening is needed, that this is the strata’s responsibility. Same with other issues that pertain to the building or property itself. However this doesn’t mean you are not responsible as an owner. It means that all owners in the complex are going to be responsible together to repair the building issue. If there is enough money in the contingency reserve fund they may use that, but if there is not, they will need to collect a special levy/assessment from all individual owners to pay for the work needed. So a few quick things you need to check into when purchasing a strata unit and a few key documents you need to make sure you review are: the strata meeting “minutes”, (the last 2 years are typical), the strata financial statements, the Budget for the strata, any special or extraordinary meeting minutes, Annual General Meeting minutes, a review of the Engineers Report or Building Analysis Report and Depreciation Report if any are available. It is also a must to review the building rules and regulations and the BYLAWS of the complex, so that you can see what you can and cannot do in this specific complex! There will be rules you are NOT used to in your single family home ie: making sure Fido the dog can come along with you, etc. Once you have spent time reviewing all of these important documents you can get a feel for how the complex is run, any upcoming issues, etc. You can also have an inspection conducted on the property. If there are any concerns from all your research, you may get some helpful answers by contacting some of the strata members on council, or the building property manager. I have a wood-burning fireplace and wish to switch to the convenience of gas. What should I know before I choose a new gas insert?

Great question. Firstly, your wood-burning fireplace should be in good working condition and have a safe chimney. The easiest way to determine if your fireplace and chimney are ready to switch to gas, is to have a certified Chimney Sweep clean all soot and debris from the flue and firebox. During this process they can note if any deficiencies are present. If so, they need to be corrected.

At this time, when an owner lists specific parking-stall numbers on an agreement for sale, it is difficult to determine if that information is accurate without reliable documentation.

I was not at fault. Do I file a claim with ICBC or WCB?

You should file a claim with both ICBC and WCB as a precaution. Whether you advance the ICBC or the WCB claim will depend on the circumstances. If the at-fault person was also working at the time of the accident, you can only pursue the WCB claim. If the at-fault person was not working at the time of the accident, you can choose which claim to pursue.

It is usually in your best interest to pursue an ICBC claim instead of a WCB claim. There are some types of compensation that you can get through ICBC that you cannot get through WCB. For example, ICBC will compensate you for pain and suffering, future loss of capacity, and the full amount of your wage loss. However, when you elect to pursue an ICBC claim instead of a WCB claim, you will not be able to receive coverage for medical care or income loss in advance of settlement. You should speak to a lawyer to help determine which option is best for you.

Warning: ICBC will try to make you take your claim to WCB. They may tell you that you do not have a choice. They may also write to WCB with arguments about why the at-fault person should be deemed as working at the time of the accident. Don’t let ICBC get the best of you. The Delta Islanders Junior A lacrosse team beat up on the visiting Burnaby Lakers Saturday night at Ladner Arena, cruising to a 19-8 victory.

The Lakers opened the scoring just 37 seconds into the opening frame, but their lead would be fleeting.

B.C. Junior A Lacrosse League’s point leader, Cody Nass, put the Islanders on the board a minute later. The Lakers scored to pull ahead 2-1, only to have Islander Evan Messenger score 18 seconds later to tie things up at two-apiece.

The score stayed knotted at 2-2 until the midway mark of the period, when the Lakers scored to once again take the lead.

Eli McLaughlin, the BCJALL’s top goal scorer tied the game at 3-3 in the 13th minute, and helped to spark the Islanders offence.

Delta went on to score five unanswered goals in the latter half of the period before the Lakers

scored in the dying seconds.

Up 7-4 going into the second period, the Islanders opted to pull goalie David Mather in favour Hayden Bowering. The home team wasted no time building on their lead, with two quick goals in the first two minutes of play.

However, the Lakers were able to match the Islanders goal-for-goal in the middle frame, and outshot the home team 19-9. With the score 10-7 heading into the third, it was still anyone’s game.

That quickly changed, however, as the Islanders utterly dominated the Lakers in the final period, scoring nine goals on 23 shots.

At the other end of the rink, the Lakers were only able to muster a single goal from just five shots.

Both Nass and Messenger finished with five goals each, while McLaughlin had four goals of his own. Jonathan Phillips had a trio of

The Tsawwassen-based Delta Falcons U-14 Thunder girls’ field lacrosse team is tops in the Greater Vancouver Junior Field Hockey League’s Tier 1 division.

The team has racked up an impressive record of six wins, one loss, and two ties, while outscoring their opponents by 13 goals this season.

This past Saturday the Thunder beat their club rivals, the Tier 2 Delta Falcon Blaze by a score of 3-0, for their third win in a row.

The team sees their next action at the India Club Tournament in Surrey.

Islanders picked for Team BC Two members of the Delta Lacrosse association have been picked to represent B.C. on the 2013 provincial bantam team. Goalies Justin Smith and Brody Harris were both picked for Team B.C., meaning an Islander will backstop the provincial team in every game.

Smith is a member of the Islanders midget A team, while Harris plays bantam A. This year the national tournament runs Aug. 2-8 in Winnipeg.

Appia Developments to release second phase at SOLO District

Living among the clouds at Altus Appia Developments’ SOLO District will add another gem to the neighbourhood when it launches sales of its newest phase on June 22. The PNE Prize Home has been around since 1934 and is an integral part of the annual summer event. Now, the 2013 home is showcasing exactly why everyone loves this lottery.

“We’re really excited about this year’s home,” says PNE spokesperson Laura Ballance. “This is the most affordable home lottery in British Columbia and there’s a lot of anticipation around it.”

For the second year in a row, the home is being decorated by interior designer Jillian Harris. She has starred on Extreme Makeover: Home Edition, hosted Canada’s Handyman Challenge and is currently co-hosting Love It or List It Vancouver.

“Jillian did a fantastic job last year,” Ballance says. “It’s (wonderful) to have her back.”

This year’s home is over 3,000 square feet, designed and built by Britco. After someone wins it, it will be relocated to Sun Peaks Resort.

“It’s a fun project for us,” says Tom Faliszewski, manager of special projects for Britco. “The Fair at the PNE is an iconic event in Vancouver, and the Prize Home is a historic tradtion synonymous with The Fair.”

The home is built in an open-plan style, with a large greatroom and French doors to the exterior decks.

“It’s perfect for entertaining,” Faliszewski says. “It has a very spacious feel to it and feels much larger than it is.”

He’s not exaggerating. With its 10-foot ceilings on the main floor and nine-foot ceilings on the upper floor, the home feels incredibly open and airy.

Once relocated, the home will be right next door to last year’s PNE Prize Home, also built by Britco. The location is truly one of the best parts of the home, since it will feature stunning views over the ski and snowboard trails, surrounding mountains and valley.

“We try to do something different every year,” Faliszewski says. This year, Britco decided to put the master bedroom on the main floor, and include a huge upper deck on the second floor with a hot tub and a covered area that Faliszewski says is almost like a completely separate

Canada Safeway stores in B.C. have a new owner.

Nova Scotia-based supermarket firm Sobeys, itself owned by Empire Company, is buying the Safeway chain’s 213 Canadian stores for $5.8 billion.

The deal with Safeway Inc. also includes numerous in-store pharmacies, gas stations, liquor stores and other distribution or manufacturing facilities across western Canada.

Sobeys hasn’t yet decided if it will keep the Safeway name or reflag the stores under one of its brands.

Sobeys already has a presence in B.C. through its IGA and Thrifty Foods brands.

Adding Safeway’s 75 B.C. stores will give Sobeys 107 outlets in this province. That compares to 101 for Overwaitea Food Group, 84 for Loblaws, 25 Walmarts and 14 Costcos.

The change of ownership may also mean changing product lines for customers who continue to frequent the stores, as well as possibly different loyalty card systems.

Big supermarket chains face growing competition as other retailers add groceries to their shelves.

“This is a significant and historic event for Sobeys, which has been proudly serving Canadian food shoppers for 106 years,” Empire president Paul Sobey said.

He called the acquisition an “excellent strategic fit” that strengthens the chain presence in Western Canada, and leverages its existing assets to better compete.

Empire officials intend to sell off Safeway stores’ real estate holdings and lease the properties back.

The planned purchase is subject to Competition Bureau approval.

Not everyone’s likes the deal.

Some shoppers posting on Canada Safeway’s Facebook page were critical of Sobeys, while others on Twitter doubt the takeout of a major grocery player will benefit consumers.

A jump in natural gas rates in the Lower Mainland means most households using gas will pay about $61 more each year.

The B.C. Utilities Commission approved the rate increase by FortisBC effective July 1.

Fortis officials say natural gas prices have rebounded from low levels in 2012 after increased demand, a colder winter and a slowdown of growth in gas production.

Commodity rates today are still about half

of what they were in 2006, according to the company.

Fortis charges no markup on the commodity cost of the gas, it makes a profit only through its delivery charges to transmit it.

While the commodity cost is going up by $0.936 per gigajoule (GJ), the delivery charge is actually dropping by $0.294/GJ, so the net increase is $0.642.

The average home uses about 95 GJ per year.

Customers who buy their gas on a fixedprice contract from a different supplier delivered through Fortis will pay about $28 less because of the reduced delivery charge.

The rate changes apply in the Lower Mainland, Interior, Kootenays and northern B.C.
