City of Rossland strikes meaningful international accord

The signing of the Friendship Agreement on May 17—Norway’s National Day—with Surnadal, Norway, was an historic event for the City of Rossland.

According to the friendship agreement, the document (signied in Norway was “in recognition of our shared history through Olaus

Jeldness. He ties the bonds from Surnadal to Rossland with his skiing exploits and his passion for life, sports and community.

The agreement states that in “the future our two communities could consider working together on an exchange, possibly a student exchange program, a program for cultural exchange or coordinated sports

events.” Both communities will always have their doors open to anyone in these communities who would like to come for a visit.

Nelson and Mayor hit national sweet spot Nelson Staff West Kootenay Advertiser

Mayor re-elected to represent BC at Federation of Canadian Municipalities’ table; City has earned over $1.6M from FCM supported Gas Tax since ‘08.

There is another feather in Nelson’s cap and a strengthened local tie with Ottawa following last week’s Federation of Canadian Municipalities (FCM) Annual Conference and Tradeshow, held in Vancouver.

Nelson Mayor John Dooley has been re-elected to the nation-wide organization’s board, as chair of the BC Caucus, for a second year.

“Being elected by

fellow BC mayors, councillors and regional district representatives is an even greater honour the second time ‘round, for both the City and myself, ” says Dooley.

“It’s a great advantage to the people of Nelson and the citizens of British Columbia, because I’m that much more familiar with the FCM’s processes and systems.

In his role as chair, Dooley will represent 181 BC local governments, including villages, cities and regional districts.

Last week, an Angus Reid survey found that 71 per cent of Canadians are satisfied with their local

government services — that’s a higher percentage of satisfaction than any other level of government.

Municipalities provide the lion’s share of front-line services to Canadians, while collecting just eight cents of every tax dollar.

“While local governments strive to continue improving all of the essential services they provide to Canadians,” says FCM president Claude Dauphin.

Since the age of four, Scott Woods has been playing the fiddle.

Inspired by his father and mother, Woods carried on the family business of performing by sharing his love for all things music.

Last Tuesday (June 11) the Scott Woods Band stopped by the Grand Forks Secondary School auditorium to play its Swinging Fiddles concert.

The show is different every year with new additions to the group and different themes of music. This particular performance showcased the swinging sounds of the 1920s, 1930s and 1940s.

One piece of advice that Scott has for budding musicians is one they may have heard before: ‘Practice, practice... practice.’

Along with the band itself – that encompasses Scott’s mother, nephew, and other various family members – young talented musicians and dancers are invited to perform with the show as it travels across the country playing 150 concerts.

Step dancing was done in logging camps many years ago.

In the evenings and weekends the workers would play fiddles and button accordions and have dances.

This was their entertainment sans alcohol.

There were no women around to dance with at these gatherings, so the men would have to find a way to dance by themselves.

The workers would

dance by tapping their feet while playing and others would step dance over a plank of wood or the top of a tree stump.

Fiddling is a trade in the Woods family that has been passed down six generations to Scott.

The Fergus, Ont. native went on to compete in and win the Canadian Open Fiddle Contest twice, and is also a two-time winner of the Canadian Grand Masters Fiddle Championship.

Scott has performed and competed around not only Canada, but the United States and Europe as well.

One piece of advice that Scott has to budding musicians is one that many may have heard before: “Practice, practice, practice.”

Scott also stresses the importance of the relationship between business and performing.

Scott says that performing is “the easy part,” but coming from a business background he says it is very important to look at that side of his craft as well to create a sure fire way to succeed.

Welcome to our regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk. ing showroom in Langley fulltime. She creates exquisite studies of grizzlies, and other animals too, in marble, serpentine, and bronze.

‘Heads Up, Grizzly’ (bronze) The daughter of noted sculptor Fran Jenkins, British Columbia native Cathy Jenkins learned the joy of creating artistic works at an early age. Born in Williams Lake and raised in Revelstoke, the wilderness of her Selkirk Mountain surroundings and her mother’s studio together have instilled a love of nature and its residents, particularly grizzly bears. So her first appearance at Sculpturewalk Castlegar is a homecoming of sorts, with an impressive bronze rendition of her favourite subject as an appropriate entry.

“I am following in my mother’s footsteps,” she says with an easy laugh. “Her animal pieces certainly inspired me to study and ultimately sculpt them, as she continues to do. Our interpretations and styles differ of course, but we share a common love of wildlife. Growing up in Revelstoke, well, grizzly bears are a part of the essence of the town. It’s understandable they are one of my favourite subjects.”

She worked sanding and polishing her mother’s sculptures as a teenager - absorbing knowledge on technique and material while doing so - and sold her first sculpture at the age of 19. Years of practice and learning, coupled with ongoing sales and increased recognition plus a two year course in animal studies at the Northern Alberta Institute of Technology in Edmonton, convinced Jenkins that sculpting would be her livelihood. She hasn’t looked back since.

The only Canadian - and often awarded - member of the American Women Artists (AWA) collective, Jenkins bronze is one of a number of animal studies she is currently working on. ‘Heads Up, Grizzly’ portrays the undisputed king of B.C.’s mountains in a classic, favoured pose. A lot more excellent acrylics have followed, but the raison d’etre for her first time entrant status at Sculpturewalk started with a trip to the sunny south.

erect, one massive paw resting on the outcropping of rock. Jenkins’ sculpture captures the sheer power and bulk of the animal - the massive haunches, roiling shoulders, attentive face and distinctive hump are all wonderfully defined as he surveys his surroundings warily.

“I chose to cast ‘Heads Up, Grizzly’ in bronze for the Castlegar event as it’s a medium I’m exploring more and more,” she says. “Usually I work in marble or serpentine.

Both of them are such a beautiful stone in their finished state, full of muted shades, colours and granular diversity. Whichever it is, I truly believe the stone I’m working with guides my artistic instincts to an extent.”

Just back from an inspiring threeday workshop on patinas in Loveland, Colorado, Jenkins is not yet certain what the finished hues of her sculpture will be. ‘Still mulling that final decision over,” she says with a ready smile. Without a doubt, the chosen patina will compliment her sculpture well.

With ‘Heads Up, Grizzly’ Jenkins impressively captures the regal magnificence and undeniable presence of her favourite subject for us to enjoy.

Cedar Mueller ‘Rusty’ (metal) Artistically, Nelson artist Cedar Mueller is almost exclusive in her chosen portrayals. Both figure strongly in her everyday life too: horses and grizzly bears.

Raised in the Tatlayoko Valley in the Chilcotin region of central British Columbia, Mueller grew up riding and spending most of her waking free hours with her horse Minx.

She studied to be a wildlife biologist and after several stops around the province studying grizzly bears – adding a husband and two children along the way – she is now settled in Nelson where she is focusing on developing her career as an artist.

“We were travelling in the Dominican Republic a couple of years ago and were really taken with some metal horse sculptures there. Of course, shipping them back was prohibitively expensive, so I though to myself, ‘I’ll see about making my own once we’re home!’” She did, and ‘Rusty’ was created.

Mueller talked with a welder friend, invested in a unit, and then went scrounging for material from family, neighbours and friends. “It took some time, but for a first effort I’m pretty pleased,” she says with a laugh. “He seemed to build himself, almost.”

Having finished her second metal horse sculpture – salvaged from an old truck abandoned in the Chilcotin – affectionately named Chevy, Mueller is ready to tackle her other artistic love in reclaimed metal.

“Next up is a grizzly bear, definitely,” she says with enthusiasm. “My grizzly paintings are all about using bold strokes to depict the wildness and majesty they possess. Of course, painting and sculpting are different, but the general intent is to create a pleasing work, whether with acrylics or salvaged metal bits and pieces.”

With ‘Rusty’, the relatively neophyte sculptor impresses. Cleverly composed, imposing and stylish, Mueller’s initial offering will please viewers of all ages, horse lovers or not.

Hellman Canoe and Kayak / Nelson BC Canoeing and Kayaking have been a passion of mine for most of my life. I remember as a small child being fascinated by canoes and kayaks. I taught myself how to paddle from books and films and was soon going on little adventures on the streams and lakes of Manitoba. Tip of the Week: Happy Solstice! This is a special moment in time each year worthy of our recognition and celebration. And this is a special time in history to be alive. We are in the early minutes of a whole new day in human history. The Birth of the internet as public domain in 1993, the beginning of a New Millennium in 2000, the conjunction of the Winter Solstice Sun with the Galactic Center… each serves as a signpost. There are many reasons to feel grateful to be here. Yes, humanity also has many challenges to overcome. Thanks to modern technology and the communications aspect of it especially, more people are more aware of the problems we face than ever before. Modern science and technology have brought us so much to be able to collectively rise above survival. Yet, ironically both are also major contributors to bringing us to the very brink where our very survival is at stake. This includes all species of life on our precious planet. Although the majority of humanity has lost touch with the natural rhythms and cycles of nature, they have not lost touch with humanity. The Sun’s cycle is deeply woven into our individual and collective psyche. How could it be otherwise? This direct relationship with the Sun’s light is the basis of photosynthesis and there is strong evidence to support that the principle upon which this process rests is not solely linked to planet growth. The same can be said of the Moon’s cycle. The influences of the Sun and Moon are the foundation and all the other planets play key archetypal roles as well. Solstice is a reminder not only of our intimate relationship with nature, both that which we experience on earth, but also that with cosmic nature. In other words, we live on a planet which is part of a larger cosmic reality beginning with the Sun, Moon and Earth and extending to the solar system. Incidentally, the Full Moon in Capricorn occurs on June 23 at 4:32 am PDT. Due to its close approach to earth in its elliptical cycle it has been dubbed a ‘Super Moon’. The other reason it is a Super Moon is because it will form aspects to all of the far planets from Jupiter out over the course of the day. Expect an emotional ride before the day is done.

Also, how you interpret ‘stronger’ is a key element. Often entering new territory does not produce confidence. This one should but you will need to be clear and sharp to meet the challenges implied.

A fertile and creative cycle has begun. The initiation will occur in stages and will be complete by mid to late July. Mercury retrograde is the twist that will require added flexibility. Everyone will be dealing with it. For you it includes the need to deliberately concentrate and follow through on your goals, plans and dreams. Get organized, do the work but know that completion will take a while anyway.

Faster Internet service on the way Faster Internet service and a first time look at Optik TV is coming down the wire for residents in the City of Trail.

Telus announced a $6 million investment in Trail in 2013 to improve its communications infrastructure to 95 per cent of city.

“Ultimately, what this means is that residents and businesses in Trail will soon be linked to the most advanced communications infrastructure offering the best speeds and Internet-based services available,” said Lisa Sauve, Telus media relations.

Sauve said that current service rates

will not change as a result of the upgrades, though customers will notice faster service, and access to new technology as it evolves.

“The last major upgrade was completed in 2009,” said Sauve.

The other communications giant in the area, Shaw Cable, isn’t being left in the dust, because in May the company issued a promise to expand its service to Trail in a letter addressed to city council.

A two-year long fibre connection project from Alberta to the West Kootenay was recently completed and upgrades to its hub site in Castlegar are underway.

What this means to area residents is the addition of television channels, in particular Spokane stations; increased Internet speed; and ‘potentially’ home phone service available in the late fall.

“These enhancements are the result of $4 million work of investment Shaw has made,” said Jeff Bray, manager BC Shaw communications.

News Victim of plane crash identified submitted Government of BC

KELOWNA - The BC Coroners Service has confirmed the identity of a man who died following an airplane crash near Crawford Bay on June 12, 2013.

He was Anthony Arnold (Tony) Quibell, aged 53, of Nelson.

Mr. Quibell was the pilot and sole occupant of a Cessna

Skymaster 337 which took off from Nelson airport at about 1:30 p.m. on June 12 for a flight to Saskatchewan.

The plane was reported missing later that evening when it had failed to arrive at its destination.

Early the next morning, the wreckage of the plane was spotted in a heavily treed area at the 6,500-foot level of a mountain near

Crawford Bay. Mr. Quibell was deceased at the scene.

The BC Coroners Service and the Transportation Safety Board continue to investigate this death.

The family of Mr. Quibell has been notified of his death.

On behalf of family members, the BC Coroners Service asks that the media respect their privacy at this difficult time.

wood and Boundary Falls merchant, didn’t seem to have much to do with his namesake town, as he was more concerned with promoting the fledgling railway point of Eholt, where he was also postmaster.

For two years, Beaverton and Rendell were bitter rivals (and warring factions within Beaverton disputed pre-emption rights) until they finally gave up and teamed up.

The Phoenix Pioneer of August 10, 1901 announced: “The owners of the two townsites of Beaverton and Rendell, adjoining each other on the west fork of the Kettle River, have decided wisely to combine their interests, the amalgamated place to be hereafter known as Beaverdell — a combination of both the former names.”

Oddly, the Beaverton post office, which

opened November 1, 1900, wasn’t renamed Beaverdell until May 1, 1905.

Billings There are two candidates for namesake of Billings, a Boundary whistle-stop just west of Cascade.

The more likely is John Gordon Billings (1877-1963), secretary of the Yale Columbia Lumber Co., which established a sawmill there about 1903. Billings came to B.C. from Ontario and worked with the Genelle family, West Kootenay’s leading lumber barons (we’ll get to the place named for them later in this series).

It’s unclear when the area actually became known as Billings, but the earliest mention yet discovered in the Grand Forks Gazette of October 21, 1909 referred to “the huge

Yale-Columbia sawmill at Billings.” The mill operated until 1924.

A less likely namesake, suggested by Grand Forks pioneer Ernest Spraggett, is Frederic Billings (1868-1915), a partner in the Vernon law firm of Billings and Cochrane and solicitor for the Kettle Valley Railway.

On an episode of Gold Trails & Ghost Towns about the Columbia and Western Railway, host Bill Barlee suggested the area was named for Billings, Montana — in turn named after Northern Pacific Railway president Frederick H. Billings (182390) — but this seems less likely still.

The name survives in Billings Road.

There’s also a Billings Road at Brouse, south of Nakusp, where the Yale Columbia Co. had another mill.

Community Maple Leaf Band kick-off Derek J. Kaye Castlegar News Reporter

Castlegar’s Concerts in the Park summer season opened with Trail’s Maple Leaf Band on Wednesday, June 12.

After the singing of O Canada, the Band stepped into lively marching tunes with influences from English and French traditions. After that, the band arrived at the beginning of Canadiana with full-out blown traditional Canadian folk songs.

With interesting musical history lessons spiced into introductions of each tune, band leader Joe Fouco (pictured in bottom photo at right) explained the musical tradition or journey that songs had traveled before arriving in the beautiful surroundings of Kinnaird Park to be played by 25 smartly uniformed, adept musicians.

With full brass section, upright bass and rockin’ Ludwig drums, exciting renditions of sheet music were bound to jump right off the music stands. The audience was not disappointed, nor, it seemed, the players from a couple of baseball games being played in the park just next door, that a live marching band was their entertainment as well.

With the sun setting between the trees perfectly lighting the park, dog walkers and their handlers, the dogs, suddenly appeared everywhere guiding their companions to the heart of the entertainment, seeming not wanting to miss out that beautiful almost summer night.

Organizers hope to see you there every Wednesday this summer at 7 p.m. It would be a shame to miss out.

Grizzly Cubs return to the Kootenay’s via B.C. pilot project International Fund For Animal Welfare (Marketwired June 17, 2013) - Two male Grizzly bear cubs named Blair and Terry, who were orphaned in British Columbia’s Kootenay’s in the fall of 2012, are on the road back to freedom.

The cubs were orphaned in October when they were eight months old after their mother came into conflict with humans and was killed. They were rescued and raised in captivity and are now ready to be released close to their home range.

The bears have spent the last seven months at the Northern Lights Wildlife Society (NLWS www.wildlifeshelter. com) rehabilitation centre where they were raised in large enclosures with very limited human contact until they were old enough, strong enough and had the

skills to be released back to the wild.

They will travel by road from Smithers to an area outside of Castlegar inside individual culvert traps on a flatbed truck.

Each will be fitted with a satellite collar and released on June 18, 2013 into a remote area away from human activity and monitored for 18 months.

The rescue, transport and release of the Grizzlies is part of a unique cooperative pilot project between the International Fund for Animal Welfare (IFAW www.ifaw.org), the Northern Lights Wildlife Society (NLWS - www.wildlifeshetler.com) and the British Columbia Ministries of Environment, and Forests, Lands and Natural Resource Operations.

“So far, eight grizzly cubs have been re-introduced to the wild as part of this pilot project,” said Angelika Langen of NLWS. “It’s our hope that this work will help to save even more grizzlies.”

“Tracking the movements of the grizzlies using satellite collars is providing vital information on the movements of the bears,” said John Beecham, bear specialist with IFAW. “It’s a key part of the project that helps us to scientifically validate whether what we’re doing is working.”

Elephant Mountain Festival gains support SUBMITTED

Nelson’s second annual Elephant Mountain Literary Festival, July 11 to 14, was recently awarded major project support from the Columbia Kootenay Cultural Alliance, along with financial assistance from the Youth Grants Program of the Columbia Basin Trust.

“With the Festival only three weeks away, we were very pleased to receive these votes of confidence in our programming,” said Lynn Krauss, Festival Director.

The CKCA approved a $10,000 major projects grant in support of overall Festival activities, while the CBT Youth Grant will help cover costs for the Festival’s youth-led writing workshop on Saturday, July 13, focusing

on spoken word poetry.

Among the authors and publishers appearing at next month’s festival are novelist M.G. Vassanji, twice winner of the Giller Prize, Camilla Gibb, whose novels include the Trillium Award-winning Sweetness in the Belly, and Terry Fallis, whose novel The Best Laid Plans won the Stephen Leacock Medal for humor and the 2011 CBC Canada Reads competition.

Meanwhile, Selkirk College last week announced the instructor for their introductory creative writing credit course in Nelson which will take place the week prior to and the week following the Festival. All three of B.C.’s Interior mountain colleges will be offering at Selkirk’s Tenth

St. campus in Nelson two-week intensive credit courses in conjunction with the Festival. Besides Selkirk’s writing course July 8 to 19, Okanagan College will offer during the same period a course in professional editing. College of the Rockies will present a course in creative nonfiction, with an online portion June 26 to July 5, and a classroom portion July 8 to 12.

Instructing for Selkirk next month will be Natalie Morrill, a UBC creative writing grad student who has published both fiction and poetry in a range of literary magazines, as well as winning the Alberta Magazine Publishers’ Association 2013 Showcase Award for Fiction.

Other authors to appear at the literary festival include Ver-

non poet, fiction writer and musician John Lent, and Quebecois graphic novelist Pascal Girard.

Take steps to avoid mosquito bites and West Nile virus SUBMITTED Interior Health Authority

Summer is here and so are the mosquitoes. Mosquitoes are more than a nuisance; some carry West Nile virus, a disease that is spread from infected birds to humans through mosquito bites.

Any activity that prevents mosquitoes from biting or breeding can help to reduce the risk of becoming infected with West Nile virus.

The West Nile virus (WNv) was first detected in B.C. in the South Okanagan during the summer of 2009.

To date there have been three human cases of WNv acquired in our province - all of which have been in the Okanagan.

Last year, several parts of the Canada and the U.S. saw significant increases in West Nile virus activity.

“We would like to remind residents to take steps both here at home and when travelling to avoid mosquito bites this summer,” said Jennifer Jeyes, Communicable Disease Specialist with Interior Health.

“While the risk of becoming seriously ill from WNv infection is low for many people, it is higher for some such as the elderly and those with compromised immune systems.

It is important to remember there are preventative steps that everyone can take in order to reduce the risk of infection.”

Jeyes offers following tips:

• Use mosquito repellent. Apply mosquito repellent to areas of exposed skin.

Check the product label for instructions on proper use.

Repellents containing DEET are safe for those over six months of age when used according to the directions on the label. DEET-free products are available, but may not provide long-lasting protection. View the HealthLinkBCFile on DEET (link below) for guidelines on how frequently to apply repellent.

• Wear protective clothing. If you are in an area with lots of mosquitoes, wear loose fitting, light coloured, full-length pants and a longsleeved shirt. Avoid perfumes, soaps, hair care products, and lotions with floral fragrances.

• Avoid outdoor activities at dusk and dawn. This is the time of day that the mosquito species that can carry WNv are most active.

• Install screens on windows. Screens will help prevent mosquitoes from coming indoors.

• Prevent mosquito breeding around your home.

It doesn’t take much time or water for mosquitoes to develop from eggs into adults.

Anything that can

hold water can be a mosquito breeding area. Identify and remove potential breeding areas on your property empty saucers under flowerpots; change water in bird baths twice a week; unclog rain gutters; drain tarps, tires, and other debris where rain water may collect; and install a pump in ornamental ponds or stock them with fish.

Stagnant backyard pools can be a big source of mosquitoes and should be maintained regularly to prevent mosquito growth.

B.C. and Interior Health are on the watch for West Nile virus. Surveillance programs include reporting dead birds from the corvid family (crows, ravens, magpies, and jays).

These birds are more likely than others to die from West Nile virus.

Members of the public are encouraged to report dead corvid birds using the BC Centre for Disease Control Dead Bird Reporting page: http://westnile. bccdc.org/.

Interior Health will also continue to collect mosquitoes for testing at 14 sites across the Southern Interior and will work with local governments to control mosquito populations and coordinate planning.
