or two years in a row Lake Cowichan Secondary School is being hailed by the Fraser Institute as B.C.’s fastest-improving high school.

Although this year’s 5.9 ranking is a slight dip from last year’s 6.3, the school’s track record during the past five years was enough to land it in top spot. In 2008, it scored just a 3.2.

Fraser Institute spokesperson Peter Cowley indicated the school is a prime example there’s always room for improvement.

“This is a very important story for this school,” Cowley said Tuesday about results released Monday. “There’s actually some† UPFOR TO thing going on there.

“And what I normally find with schools that have seen and FINANCING MONTHS sustained improvement, is that they have strong leadership. Lake Cowichan has not given up on its bid to attract new doctors.

But it’s not going to put all its eggs in one basket either.

The Vancouver Island Health Authority has announced plans for an integrated primary and community care team for the Cowichan Lake area to find new ways to meet many of the its day-to-day health needs.

Valerie Nicol, executive director of the Cowichan Valley Division of Family Practice, said this team won’t address the doctor situation, but it will provide care options for people while the town is without a doctor.

“The idea is if and when a doctor is there, this team will support them,” she explained.

“I think it’s going to be great.

It’s going to be good even when there are no doctors.

But when there are doctors there, it will be great because they can support each other.”

Lake Cowichan’s two doctors are leaving at the end of September. VIHA director of Primary Health Care Victoria Power believes this collaborative, multidisciplinary team could help in recruitment.

“If we do get a really good, high-quality team to work with the practitioners, that will be an attractant,” she said.

Residents of Youbou are choking on dust, bureaucracy and having to pay $5,000 to help a private company keep their community clean.

Since 2006 they have been trying to get the Ministry of Transportation to do something about dust from logging trucks.

At a heated meeting of the CVRD Nature and Habitat Fund Advisory Committee, on June 13, residents again expressed their frustration at the lack of action.

The committee recommended kicking in $5,000 to TimberWest toward the construction of a truck wash, a decision that did not sit well with many in attendance.

“They don’t need our contributions, it’s their dust.

They’re making all the money,” said Youbou resident, Wayne Hughes. “I don’t think the people want anything to do with ownership of a truck wash, we shouldn’t have to.”

“TimberWest is just spearheading this for all the companies, and Highways is giving a portion in-kind to do with

fixing the road,” said Youbou Director Pat Weaver, who chaired the meeting. “The committee’s made a decision and so we’ll go forward and see what happens with the board.”

Former Youbou director Klaus Kuhn disputed Weaver’s claim that TimberWest had asked for a contribution from the community in the first place.

Others in the audience complained they are not getting compensation for the money they must spend on things such as power washing the outside of their homes and cleaning their carpets.

Others, such as Jeff Abbott, did not see why the CVRD is involved in the process in the first place.

“It should be highways...dealing with this,” said Abbott. “We’ve gone through four ministers of transportation. Is TimberWest just sitting back and kind of laughing, or what?”

George deLure, who sits on the committee, admitted the reason he decided to vote for the $5,000 contribution, is because he feels that if no contribution is made nothing will get done.

“I don’t think we’re going to get the truck wash in in the summer

by the process that it’s going to go through the CVRD,” says deLure.

“I care for this community and we’ve been at a stalemate for months, so I rolled over.”

Others had similar fears and wondered what would happen if a truck wash does not solve the problem.

In an email response to Don Beldessi, a Youbou resident, previous Minister of Transportation and Infrastructure Blair Lekstrom, stated the ministry is doing all it can.

“I recognize this is an ongoing concern for you,” states the email.

“Ministry staff have asked our local maintenance contractor, Mainroad South Island Contracting, to sweep the road, and ministry staff are also working with TimberWest to address this matter.”

The email goes on to state that Commercial Vehicle Safety and Enforcement branch staff have recently carried out inspections of logging trucks and though they did not observe mud and debris as an issue, the ministry is committed to closely monitoring logging trucks in the area and working with TimberWest to ensure this matter is resolved.

Premier Christy Clark now makes $193,500 a year.

But her annual pay still lags behind the $199,000 earned last year by Warren Jones, Cowichan Valley Regional District’s CAO. A CVRD financial statement released last week lists 43 CVRD executives earning more than $75,000 (23 at more than $100,000) plus expenses annually. The total for those 43 positions is more than $4.5 million in salaryies, plus $119,000 in expenses. Brass got the same 2.5% raise last year as its union staff, as per CVRD policy.

But some directors want to find a method by month’s end to fairly compare those top salaries with those in the private and public sectors.

“You need a systematic application of (job) criteria, like jobs elsewhere and the economy of that region — look at the

private sector and public areas in the region,” Shawnigan Lake Director Bruce Fraser said.

“The general concern I’ve experience at the board table is the CVRD’s wage structure should bear some relation to the general economy, and what everyone is capable of earning in the region.”

The CVRD has compared its wages to those paid to staff in other similar-size regions, like Comox. CVRD policy allows employee pay to sit “in the middle of the pack,” he said.

Sahtlam Director Lorne Duncan said the public has to send a message to the board about wage rates.

“A good portion of the board doesn’t believe there’s a problem, almost 100% of staff doesn’t think this is a problem, and 50% of the public doesn’t believe this is a problem. It depends on who you ask.”

And traditional arguments high wages attract the best person for a particular job “is one piece of the

puzzle,” Fraser said.

“You also have to look at logical levels set on duties, and what is reasonable to ask local taxpayers to bear.”

Earlier this year, the CVRD board rejected Fraser’s proposal to freeze the wages of staff with salaries above $100,000 at the 2012 level. Cowichan Lake South Director Ian Morrison was one of many to argue against the proposal, saying it was too late in the budget process.

CVRD directors passed a motion June 12 to have the CVRD’s top wage list from the past decade, also posted online so people can do their own comparison.

“People had different positions and titles, but that doesn’t necessarily mean your costs should go through the roof; we’ve also added a lot more staff in recent years,” Duncan said. “We’re a big happy family, but I’m not sure if were a big efficient family.”

The RCMP has named Lake Cowichan’s new detachment commander, but the community’s next top cop won’t arrive until later this summer.

Sgt. Wes Olsen has been named as the detachment’s new commander, explained Cpl. Warren Potter of the Lake Cowichan RCMP. Olsen — who replaces Sgt. Dave Voller — is expected to arrive the first week of August from the Comox Valley detachment, Potter added, and is in the process of procuring a home in Lake Cowichan.

Upon his arrival, Olsen will take command of the 11 officers currently posted to the detachment.

Lake Cowichan is staffed by two corporals, eight constables and one dedicated First Nations Policing officer tasked with policing Ditidaht territory.

Despite the lack of a commanding officer for the moment, there will be no

shortage of police patrols on the lake and river this summer.

The second largest lake on Vancouver Island, remains a very popular boating destination, Potter said. The police will be allocating their resources accordingly.

“We’ll be on the lake and river as much as possible again this summer to make sure it’s safe for everyone,” Potter added. “We’ll be doing boat patrols on the weekends, checking boats for regulation and compliance.”

Potter reminded lakeside and riverfront property owners that the RCMP will watch for people consuming alcohol on the lake and river.

Unsuspecting boaters indulging in frosty brewed beverages face possible fines or the loss of their liquor, Potter said.

“We’re going to be out there and we’re going to either seize their liquor and/or (place) charges,” Potter added.

“But our main goal is to make it safer for everyone that owns property along the river and the lake.”

“We might come up with something that could be very helpful to the community, like a respiratory therapist, people who aren’t typically on a primary care team.”

Power says the idea stems from the Cowichan Valley Division of Family Practice, which meets monthly to address health issues.

This committee, which includes members from the Ministry of Health, B.C. Medical Association and the Cowichan Communities Health Network, approached the physician recruitment team CHOOSE Cowichan Lake about moving forward.

“They’re working really closely with us as well, and we approached

them and said ‘instead of us prescribing what this would look like, we want to engage with the community in identifying their needs,’” she said.

During the coming months, the working group will focus on assessing local health care needs. As part of this assessment, the group will host a forum Wednesday, July 10 from 6 to 8 p.m. at Lake Cowichan Town Hall.

CHOOSE Cowichan Lake chairwoman Laurie Johnson is happy this step is being taken. She encourages people to provide input.

“It’s giving our community a voice,” she said. “I’m very excited. It’s one step closer to helping us get the health care back into Lake Cowichan that we need.”

The working group anticipates the model for an integrated health care team will be completed late this fall.

We need careful look at bang for buck Look, we don’t want anyone to misinterpret this as being about the people who work in a variety of important positions with the Cowichan Valley Regional District.

We deal with many of them on a regular basis, and most are professional, capable people. This is not a witch hunt against them, or the quality of their work on an indivdual level.

But we would applaud a decision by the CVRD’s elected officials to take a serious look at how much they pay their senior staff, and if that money is being well-spent.

We fully understand Warren Jones is the head of what amounts to a mid-size corporation; he has a difficult job requiring a lot of skill and experience.

We expect him to collect a large salary.

We’re just not convinced that it needs to be nearly $200,000 a year. How much worse off would the district be if its CAO made $175,000 instead?

We understand a CAO needs capable lieutenants in order to make the district function efficiently. We’re

just not sure it needs 23 of them, each making more than $100,000 annually, or 41 of them making more than $80,000 annually. Would we suffer if we had only 18 at $100,000, or 41 at just $72,000?

The CVRD pays more than $4.5 million to fill just 43 positions. Can you blame the public for wondering if that is the best use of the taxpayer’s investment?

Again this is not about the people: if someone offers you the money, you take it. And if you want to bring in quality people, you are going to have to pay to attract them.

We understand this is generally accepted as the “going rate.” We do not, however, know what we gain by paying the going rate and by paying it to that many people.

We need a cost-benefit analysis, an investment evaluation.

The question is simply: “should we be paying that much?”

Canadians aren’t happy with attack on the CBC

In my opinion: Conservatives need to back off on a bill neutering artists and journalists In Reporters Without Borders’ (RWB) latest Press Freedom Index, Canada has sadly fallen from 10th to 20th place. This report states that Canada is now behind Costa Rica, Namibia, Andorra and Liechtenstein. The RWB has blamed the Conservative government’s actions and their incessant attacks on the journalistic principle of anonymous sources for this slip in the rankings.

The NDP tabled a motion to split the Bill C-60 so this change to the CBC’s independence could be debated on its own.

The Conservatives refused.

And it isn’t only the CBC that the Conservative party wants to control. Three other Crown corporations, the Canada Council for the Arts, the International Development Research Centre and the National Arts Centre will all have their operating budgets approved by Cabinet.

Controlling the independence of arts, cultural and scientific organization is not the priority of Canadians, and you’ve certainly proved by your emails that it is not the priority of people in Lake Cowichan.

A town needs to nurture homegrown talent

or provincial politicians, holed up in capital cities, or traditional business leaders, who cluster close to international airports.

It therefore falls upon small town Ron McKenzie leaders to step up CLD Chamber Vice-President and encourage small business growth. Business makes things happen and affects every part of our society.

The idea of buying/shopping local encourages business growth and ensures the viability of and longevity of local business.

The population must look to the future of their community, and encourage local growth so their children are able to work and live where they were raised. This then provides for the need for larger businesses, as well as hospitals, doctors, schools and even small industry.

So a town needs its population just as the population needs its town. Only by working together can it succeed.

A town is only as good as its population.

That population is made up of its people, businesses, town council and volunteer organizations.

Most small towns don’t have industry to rely on to provide employment.

The best solution to rural economic development problems would be for local communities to forget about attracting industry, and focus on retaining people, especially creative, entrepreneurial types who don’t need to go to big cities to start companies.

By attracting and nurturing more entrepreneurs, small towns can avoid oblivion and become net contributors to the global economy.

Kenneth Coates, a public-policy professor at the University of Saskatchewan says “To withstand powerful economic forces that are compressing economic growth into leading mega-cities around the globe, business and political leaders in smaller communities will have to fight hard for them to prosper.”

Someone is going to have to stand up for the small-town way of life, and the advantages of rural living. Local leaders must talk up their communities and encourage people to stay for life, citing the lower cost of living in smaller centres and the stable, reliable workforce.

may interfere in the bargaining process of the CBC, a Crown corporation that has been independent for 80 years. It would be up to the Cabinet to approve salaries, working conditions and any collective agreement bargained between the CBC and its employees.

That means Cabinet will now be able to dictate the wage conditions of journalists whose job it is to monitor the government. And it will decide the working conditions for the creative team that puts together political satire like the Rick Mercer show.

As well Conservative Bill C-461, an act to amend the Access to Information Act and Privacy Act (disclosure of information), currently before Parliament, is a direct attack on the independence of the CBC and journalistic sources. It would require that all expenses incurred in the course of employment be disclosed if an access to information request was received.

Members of Parliament receive many emails from constituents.

But when the inbox fills up with over 700 emails in just two weeks on one topic, I know the issue is important to people in my riding.

When the government announced it wanted to control the Canadian Broadcasting Corporation’s (CBC) operating budget, determining how much money would be spent on investigative journalism, on programming and on wages, people started emailing right away, saying the government should leave the CBC alone.

I agree the CBC must remain an impartial and independent body.

The valedictorian Small school, small community become like a family

T

his year’s LCSS class valedictorian is Sydney Allan. You might just recognize the name because this young lady has spent the last year as First Princess to Lady of the Lake.

her peers to accept the honour of speaking for her classmates at this year’s graduation ceremony.

“I’ve had it written since probably April,” says Allan. “I knew that I wanted to do it, so I’ve had it prepared for a while.”

In her speech, Allan plans to reflect on the benefits of attending a small school like LCSS, growing up in a small community like Lake Cowichan and how teachers and friends have come to feel like family.

“Looking back on our high-school years it’ll be the best years of our lives, especially living in Lake Cowichan,” says Allan.

The journey is the reward, grads.

In the fall, Allan plans to move to Victoria and will attend Insignia College of Health and Business to become a veterinary assistant.

“I’ve always loved animals; I’ve known that I want to work with animals,” says Allan.

She says she will miss the teachers at LCSS the most.

“They’re amazing. I wouldn’t want to be in a big school.”

Allan plans to stay connected with the Lady of the Lake Society, but is also excited to see where the future takes her in terms of her career.

Firefighters hit another home run for muscular dystrophy Mesachie Skydome: Annual charity slo-pitch tourney raises nearly $40,000 Tyson Jones

Once again, the Mesachie Group Slo-pitch Tournament and Auction for Muscular Dystrophy was a smashing success.

“This is a magical event. It’s a multidepartment event, which is very rare — it’s completely unique,” said Alyssa Goad, manager of revenue development with Muscular Dystrophy Canada. “It’s an event you wouldn’t believe unless you saw it.”

The tournament took place June 14 to 16 at the Mesachie Lake Skydome.

This year, nine fire departments came together to raise almost $40,000 at the auction, slightly shy of what they achieved last year.

“I think it was a very successful year, as it always is,” said Sherry Sohye of the Mesachie Group. “There was lots of camaraderie and bonding.”

The Mesachie Group picked MDC as its charity of choice in 1979, making this the 35th-annual slo-pitch tournament. To date, the tournament and auction have raised close to $700,000, according to a Mesachie Group press release — and they show no signs of slowing down.

in the valley whose sons had Muscular Dystrophy, so we did not have to work hard to gain support,” said Dave Ferguson, a past Cowichan Bay fire chief, and current board member with MDC. “It looks like most people want to stay involved until a solution is found — it’s easy to see we’re making a difference.”

This year’s slo-pitch tournament saw seven teams competing against each other. The final game, which took place Sunday, June 16, saw Ladysmith take on

reigning champions Lake Cowichan. The game was high scoring, but in the end, Ladysmith took the win with a final score of 19-15.

Other awards given out were Most Sportsmanlike Team, which went to Cowichan Bay Fire and Rescue, and MVP, which went to Blair Windsor of Cowichan Bay Fire and Rescue.

Another award given out was MDC’s Mary-Ann Wickham Award, (volunteer of the year) to Cathy King.

The action was fast, furious and fun, as 120 players of all ages took part in the seventhannual Lake Days road hockey tournament Sunday, June 9.

With games taking place on six rinks on South Shore Road and at the Saywell Park parking lot, the tournament wrapped up at the end of Lake Days with five division finals.

The Lumberjacks won the Norris Division after a 5-4 victory over the Lake Cowichan Lightning. In the Smythe Division, the Victoria Warriors claimed the championship with a 3-2 win over the Lake Cowichan Red Necks.

The Mullet Mafia won the Patrick Division after beating the Spitting Mavericks 5-2 in the final. In the Adams division, Get Lucky beat the

Fuller Lake Flyers 3-2 claim the championship. The Half Cutz were victorious in the Lakers Division after a 5-1 win over

the Ryan Rai Leafs in the final.

Organizer Kelly Bergstrom says 20 teams took part in this year’s tournament, with 120

players ranging in age from six to adult, including many local Lake Cowichan players and players from farther afield.

“We were lucky we had teams from Nanaimo, the Chemainus area, Duncan and Victoria,” he said.

Each team played four 20-minute games over the course of the day.

A highlight game was the Adams division final, which went into sudden-death overtime. In this hotly-contested game, Get Lucky from Duncan came out on top, beating the Fuller Lake Flyers 3-2.

This was the seventh year for the tournament, and Bergstrom is happy with how it turned out.

“It was a huge success,” he said. “It gets bigger and better very year. The weather co-operated; it was overcast and not too hot. It was just the right weather for it.”

The inside back: A little of this and that ☞ Local businesses and services • On Sunday, June 23 you’ll find a plethora of deals as the third Cowichan Lake Chamber of Commerce’s popular Junk in the Trunk sale — selling your wares from the trunk of your car or back of your truck — takes place at Saywell Park from 10 a.m. to 2 p.m. There are still some stalls available if you have “stuff” to sell.

• Love living in Cowichan Lake? Like to meet new people? If you have a few hours per week to spare, please consider volunteering at the Lake Cowichan Visitor Centre.

Volunteers are needed from June through September. They are looking for people who are 15-years and older who love where they live, and who are keen to share everything the Cowichan Lake and area has to offer. Please call Katherine at 250-749-3244

This summer, kids can take to the skies, voyage through space, and follow authors to other worlds. Vancouver Island Regional Library invites kids of all ages to join the fun by participating in this year’s B.C. Summer Reading Club: Up, Up and Away!

Sign-up is free and can be done online visiting http://virl.bc.ca/kids/books-stories/summer-reading-club.

Kids receive a special kit to keep track of their reading.

When they complete their reading log they are awarded a collectible medal. Summer Reading Club helps to maintain,and can improve reading skills while school is out by motivating kids to read regularly (or be read to). It makes reading fun, too, by inviting kids to read what they want. The expert staff at the Cowichan Lake branch can help kids find just what they like, whether it’s a print book, audiobook, eBook, or magazine.
