Impact of new Walmart uncertain: Mayor Tsawwassen mall has at least three high profile tenants ❙ Adrian MacNair reporter adrian@southdeltaleader.com

The first Walmart in Delta will likely be going into one of Tsawwassen First Nation’s new mega malls, but its impact on existing retailers is still unknown.

Although news of the secured tenants for Tsawwassen Commons, a 53,000-square-metre retail centre, hasn’t been formally announced, the information is confirmed on a developer’s website.

LEAGUE Investment Services, which has partnered with Property Development Group to build Tsawwassen Commons, listed their biggest secured tenants as Walmart, Canadian Tire, and PetsMart. The mall is part of a larger 72-hectare, 167,000-square-metre retail/entertainment complex being developed by Ivanhoe Cambridge called Tsawwassen Mills, following the building plans of the mega malls Vaughan Mills near Toronto and Cross Iron Mills in Calgary.

A LEAGUE spokesperson declined to comment, but said the company would be making announcements shortly.

TFN’s director of public services, Tom McCarthy, also declined to comment, but said he wasn’t aware a Walmart is coming to Tsawwassen. He said TFN isn’t monitoring the prospective ten-

Delta Mayor Lois Jackson said Walmart has never tried to build in Delta because there isn’t the land base to accommodate their big box store needs.

“Without a huge piece of land it’s very difficult to contemplate one of these big stores,” she said, but added she doesn’t think anybody will be surprised about the news. “I think it is going to have an impact on all of us, of course, so we’ll have to just wait and see what is going to be contemplated.”

Jackson said TFN has its own government and Delta plans to meet with them on issues that could impact Delta, such as traffic flow. Plans for the malls call for upwards of 8,000 parking stalls.

“That’s a pretty substantial number of cars, as you can appreciate, so we’re continuing to monitor, and they’re trying to minimize the effects where they can,” she said.

McCarthy said TFN’s mall projects are underway and on schedule, despite their ongoing infrastructure problems, particularly with regards to sewerage capacity. Both Tsawwassen Commons and Tsawwassen Mills are scheduled to open sometime in 2015, while the Tsawwassen Shores housing development being undertaken by the Aquilini Development Group is building the first 52 homes.

According to the TFN’s approved neighbourhood plan, 1,500 single-detached homes and townhouses, and 280 apartment units will be built on 99-year leaseholds over the next decade.

Council relents on waterfront building heights ❙ Adrian MacNair reporter adrian@southdeltaleader.com

Delta Council relented to public concerns about the density of the proposed Ladner Waterfront plan, voting to cap building heights on the north side Chisholm street to 2.5 storeys at council meeting Monday night.

Councillors endorsed a motion by Ian Paton that would also restrict building heights to four storeys on the south side of Chisholm.

Two weeks ago a capacity crowd packed into a public hearing on the Official Community Plan (OCP) amendment for the Downtown Ladner Waterfront Area plan.

“I think [this will] help deal with some of the angst that was heard a few weeks ago from people about the height of buildings on Chisholm Street,” said Coun. Robert Campbell, adding this should provide relief to people who were “misled” into believing there would be a wall six storeys high across the Ladner waterfront. Coun. Bruce McDonald said that a flier had been handed out that superimposed a six-storey building in Richmond across Ladner’s waterfront and said he wasn’t surprised people were objecting to that.

“That’s not the case, nor does this allow carte blanche even to four storeys,” he said.

Although the OCP amendment allows properties on the south side of Chisholm Street to be a maximum of four storeys in height, staff confirmed that the zoning would require any proposal on building heights to come before council for consideration.

But Coun. Sylvia Bishop said she’s uncomfortable that the OCP amendment will create future problems as developers try and bring forward four-storey proposals.

“We can get some really ugly buildings and it will have a negative effect on the entire Ladner Village character,” she said, adding modern, industrial building proposal won’t fit with the heritage of the area.

Paton questioned whether there is any heritage to protect on Chisholm Street, and added the street has been “dead” since he was a high school student in Ladner.

“There’s really only one heritage building and that’s Massey’s marine store… the rest is a hodge podge of buildings that were built in the ‘60s and the ‘70s that certainly aren’t heritage,” he said.

Paton said they’re doing everything they can to encourage developers to come in and revitalize

the street but everybody keeps “raining on the parade.”

“Trust me, we don’t have 50 developers or 10 developers—I’m not even sure we have one developer lined up—that wants to do anything on Chisholm Street. But we’re trying our best to create some incentives to make development happen,” he said, adding with huge developments going on in other communities, this project will help Ladner survive.

Council has approved several recommendations from staff to encourage development on the waterfront, including the waiving of taxes and building fees on eligible projects, and approving sale of the Seven Seas property and adjacent lots on Chisholm Street.

An accompanying report to council said that although the Ladner Village waterfront has historically been the focus of Ladner, in recent years the commercial focus in Ladner has shifts to malls on Ladner Trunk Road. This has left the waterfront difficult for people to access physically and visually. The report says the waterfront is a unique place with great potential to become a public amenity providing a link to the harbour’s historic significance in both its fishing and farming roots.

Delta by-election avoided Newly elected Delta North MLA Scott Hamilton will take a leave of absence from Delta council, eliminating the need for a costly by-election.

Council endorsed a resolution Monday evening (June 10) to permit Hamilton to be absent from regular council meetings, as well as committee and other municipal meetings, from June 17 until Jan. 7, 2014. Coun.

Sylvia Bishop opposed the motion, arguing Delta is better served with a full council.

Hamilton narrowly defeated BC NDP candidate Sylvia Bishop by 203 votes in the May 14 provincial election.

In a previous interview with Hamilton on May 16, he said he wanted to avoid a by-election which could cost the municipality upwards of $200,000.

Because Hamilton’s official resignation from council will take place within a calendar year of the next general municipal election, set for the third Saturday in November 2014, according to the Local Government Act there’s no requirement for a by-election.

Hamilton will also waive his right to compensation, which would appear to address concerns from some that the MLA would be drawing two salaries at once.

Although he is also stepping down from his committee appointments, Hamilton may attend Delta Council meetings, committee meetings, and public hearings in person or by electronic means as necessary to ensure a quorum of council.

According to Delta’s bylaws, a quorum must be at least four members of the six councillors and one mayor that forms council.

Hamilton was originally elected to Delta council in 2002, and served as a Delta Parks commissioner prior to that.

Vicki Huntington blew the whistle on the new charge Thursday shortly after one of her Delta South constituents came into her office brandishing a notification letter from the health authority.

“It’s just beyond the pale,” Huntington said, demanding health officials scrap the plan to begin charging the wheelchair rental fee Sept. 1 in publicly funded care homes.

“To make you pay for what is an essen-

tial component of your health care in your latter years is absolutely outrageous,” she said.

“It’s like saying you have to rent your prosthetic leg from us on a monthly basis. It’s something that has to be reconsidered and reconsidered immediately.”

Fraser Health spokesperson Tasleem Juma called it a “nominal fee” for specialized custom wheelchairs that typically cost $1,000 to $3,500 and rent privately for $75 to $100.

TFN looking to access low-cost municipal loans ❙ Adrian MacNair reporter adrian@southdeltaleader.com

The Tsawwassen First Nation have some of the most ambitious residential and commercial projects slated for development in the country, but lack access to low-cost municipal government loans to create the necessary infrastructure for them.

There’s more than $1 billion worth of development slated for TFN land, including two mall projects valued at $650 million, but improvements to roads, street lighting, and even sewers will require access to loans currently unavailable.

“It requires some actions by the federal and provincial governments and it just has not got to their priority list and it’s starting to get quite frustrating for us,” said Tom McCarthy, TFN’s director of public services, adding they’ve been pushing the issue since becoming a Treaty First Nation in 2009.

When TFN signed the treaty they received a one-time cash payment of $33.6 million, annual self-governance payments of $2.9 million for first five years, and 724 hectares of land, of which about 290 hectares was Indian reserve land.

Unlike other municipal and regional governments, TFN doesn’t have access to low-cost loans from the Municipal Finance Authority (MFA). And because it’s no longer subject to the federal Indian Act, it can’t borrow from the First Nations Finance Authority (FNFA) either.

The FNFA was created in 1995 by the federal government to provide First Nations access to low-cost financing for public works, but requires federal and provincial approval to join. Membership into the MFA requires approval from both the province and members.

McCarthy said the developments will move ahead regardless, but it would be fairer if TFN was given access to either the FNFA or MFA for municipal infrastructure. If forced to borrow at prime rates through banks, TFN may need to borrow between $150 million to $200 million to develop infrastructure over the next decade to accommodate the buildout of their mega projects.

Typically, the MFA looks at members based on their property tax revenue in order to their assess borrowing room.

But because TFN won’t be able to access property tax revenue until it can build the infrastructure to accommodate de-

velopment, they find themselves in a paradoxical situation.

“So it is a little bit chicken and egg but when we put our financing package together and look at our revenue flows from our developments based on property tax it’s probably not a huge issue,” he said.

TFN isn’t alone in their fight.

The Tla’amin Nation ( formerly called Sliammon First Nation) near Powell River are working on ratifying a treaty for 2015, which will leave them without access to the FNFA. Tsawwassen, Tla’amin and five other First Nations groups on Vancouver Island, are lobbying the province to help resolve the situation.

McCarthy said there are unique aspects to being a Treaty First Nation and Tsawwassen has fought hard to preserve those.

“But the reality is we have all of the obligations and responsibilities in terms of the provision of services and the jurisdiction as a municipality does,” he said, adding they sometimes have provincial responsibilities as well.

As a result, McCarthy said they should have access to the same financing as a municipality, on similar terms.

Since signing their treaty in 2009, the province has helped TFN become a member in the Metro Vancouver regional district and the Greater Vancouver Water District. As well, TFN is seeking membership in the Greater Vancouver Sewerage and Drainage District, with the hopes of resolving their infrastructure needs on that end.

Currently, the Corporation of Delta says it has no sewerage capacity to meet the growth needs of TFN’s ambitious developments.

Membership into the MFA or FNFA is important because pooled borrowing provides municipalities and First Nations with the same shared leverage and risk, explained McCarthy.

“This ensures that if one municipality goes down because of some reason, everyone else can pick up the slack, it protects everyone,” he said, adding that TFN is looking for a similar arrangement.

McCarthy said this not only protects TFN but also other partner municipalities or First Nations in the pool.

“No one would want to cooperate with us if the next day we could change our law and not pay the borrowing back,” he said.

Marina Gardens heads to public hearing The final phase for Marina Garden Estates is headed to a public hearing following council approval of first and second readings Monday.

Over the past two decades the 87-hectare Marina Garden Estates has been built to include 619 housing units, a golf course, elementary school, marina, and a restaurant. The last phase has a conceptual plan from 1996 which called for 609 stacked townhouses, a 220-room hotel, 100 single family homes, commercial village, a marina, park, and a golf course.

The developer, Captain’s Cove Marina, now proposes 580 units of townhouses and 94 apartments and 1,500-square-metres of commercial space, while deleting the hotel as a planned use. A consultant for the developer concluded this would reduce traffic in the area by 17 per cent

from the original study.

The 1.52 hectare park block will have townhouses instead, and a 3.48 hectare linear waterfront park will be created instead.

Although the new proposal exceeds the permitted density for the area by 65 units, technically the total number of dwelling units permitted for all Marina Garden Estates would be reduced by 133 units.

The density increase remains a main bone of contention for those opposing the project.

A public hearing is now set for Tuesday, June 25 at municipal hall. Marina Garden Estates homeowners opposed to the proposal are planning their own public meeting at Neilson Grove Elementary on Thursday, June 20.

Cost of TransLink bus routes highest in South Delta ❙ Staff writer

“While transit services in the South Delta area are the lowest performing services in the system on all key performance metrics, those services have also seen significant improvement over the last four years,” states the review.

According to TransLink planner Peter Klitz, poorly performing routes like those in South Delta typically are in lower density areas where residents are more car-dependent and sometimes suffer from circuitous

routes or the lack of a strong anchor destination at each end.

There are already plans to make more changes to some of the underperformers in September or December, he said.

Should residents in car-dependent areas with underperforming bus routes expect further frequency reductions, making transit an even worse option?

Klitz said that could happen in some areas but the best solution is working harder to ensure local land-use planning supports transportation.

“We need to organize where we put people and jobs to maximize the effectiveness of the transit network.”

South Delta has Metro Vancouver’s worst bus service, according to TransLink’s own performance review.

Each passenger costs $2.67 in Ladner and Tsawwassen in a route performance chart that based the cost of operating the buses on a per passenger rate.

The most efficient service exists in Vancouver and the University of British Columbia, with a cost of just $1.08 per passenger.

In fact, most other regions serviced by TransLink, including Richmond, Burnaby, New Westminster, North Vancouver, North Delta, Surrey, Langley, and White Rock, are comparatively cheap, ranging from $1.58 to $1.87 per passenger.

Only Maple Ridge and Pitt Meadows comes close to South Delta, at $2.13 per passenger.

The news may reinforce Mayor Lois Jackson’s previous comments about TransLink being too costly for Delta. In February at a council meeting she said that Delta receives poor return for its investment. Using calculations based on property taxes and gas taxes, which are redirected to TransLink, Jackson estimated Delta residents pay $39 million a year for transit. The amount comes to $394.50 per capita.

Jackson said she is concerned the provincial government may be on a “fishing expedition,” searching for things to fix rather than looking at the bottom line.

“In my entire career, every au-

ditor has to come away finding something negative,” she said.

“That’s their job. Is that a good thing for the public? I don’t know.

Is that a good thing for our staff ?

Maybe. But I think we’ll have to wait and see, being the guinea pig of the exercise.”

However, she expressed that it is too soon to tell how the government will proceed with the audit and only “time is going to tell what this process will bring forward.”

Audit work is expected to begin soon and is expected to be completed and reported by March 31, 2014.

A ride to remember

Robert Lowe taking part in the annual Ride to Conquer Cancer in honour of the sister he never knew

W

hen Robert Lowe, owner of Stir Coffee House in Ladner Village, takes part in the fifth annual Ride to Conquer Cancer this weekend, he’ll be spurred on along the 200-km bike ride to Seattle by the memory of the sister he never knew.

Donna was just eight years old when she succumbed to leukemia. Lowe never got to meet his big sis, but her presence was always close by.

“I would hear about her all the time [when I was] growing up, so I knew a lot about her, but I never got to know her,” he says. “It’s in her memory that we’re doing this.”

Lowe and his older brother have taken part in the cancer fundraiser every year since it was founded in 2009.

Thousands are expected to make the 200-km bike trip south, which has helped to raise close to $40 million for cancer research in the past five years.

An estimated two out of five Canadians are expected to develop cancer during their lifetime, and like so many participating in the Ride to Conquer Cancer, Lowe’s family has been touched by cancer more than once.

Lowe’s father passed away in 2007 after surviving an earlier battle with cancer. Lowe thinks his father would have appreciated what he and his brother are doing.

“He wasn’t around to see us ride,” says Lowe. “Mom’s just happy we’re getting some exercise.”

Lowe says this year he’s been busy getting his business up and running, so he hasn’t had nearly as much time to train.

A

12-year-old boy was seriously injured while longboarding near his home in east Maple Ridge on Saturday.

According to police, he was riding down a steep hill, lying on his stomach, and rammed head-first into the side of a moving car.

He was wearing a helmet.

The boy is the fifth longboarder in Metro Vancouver in as many weeks to be seriously injured in such a collision.

Last week, three longboarders were injured in two separate collisions in West Vancouver and the Sunshine Coast. A week earlier, another longboarder in West Vancouver narrowly missed serious injured after he landed under a SUV. Another longboarder was lucky to escape catastrophe Tuesday in Victoria after catapulting over the hood of a car.

All this has neighbours and safety advocates calling for better traffic controls or new rules banning longboards on our streets.

Last year the District of North Vancouver joined White Rock, West Vancouver and the City of North Vancouver in banning longboarders on some streets, because they go too fast down hills with, essentially, no breaks. Now North Van district may ban longboarding on all streets.

Will that stop riders? Can such bylaws be effectively enforced? Will they reduce injuries, prevent deaths?

To outlaw this increasingly popular recreational activity would be a knee-jerk reaction, as is blaming parents for the recent collisions.

The latter can’t be standing on every street corner, hovering over their young. Kids need room to grow. Sometimes they make errors in judgement.

By the way, the longboarders injured in West Vancouver were 21 and 23 years old.

However, parents must teach their kids safety, just as they would for rollerblading, riding a bike or a standard skate board – stay to the right, obey traffic signs and signals. If you can, teach them how to fall properly. Teach them how to break, slalom or slide. Show them where it is safe to ride, or to employ spotters, to communicate with one another.

We doubt municipalities will designate a hill solely for longboarders, stacked with hay bails at the base, anytime soon. In the meantime, let the latest incidents serve as a lesson in awareness.

We need not ban longboarding any more than shopping cart races. But we need to be aware of our surroundings and potential dangers – such as moving vehicles, and cruising down hills at high speeds with no brakes – and take precautions (don’t buy a board).

Be smart, be safe.

Abuse of system sickening T

he federal government announced this week that it will overhaul the way public servants can take paid sick leave on taxpayer dime, which Treasury Board President Tony Clement called “unsustainable.”

Indeed. Although public servants are already free to call in sick to work just over once a month (or 15 days), with the ability to carry over unused sick days to the next year, Clement said the average workers uses 18.2 days of paid and unpaid leave per year.

Note the word “average” in that sentence. Your everyday common federal public employee isn’t at his or her desk for almost three weeks a year, on top of whatever regular vacation and statutory holidays they already get.

I don’t know if it’s because I come from a working class, blue collar back-

ground, but calling in sick to work more than 18 days a year boggles the mind. Actually, I have trouble imagining someone needing more than five days.

Before I got into journalism I used to work construction, both in the unionized and non-union sector. The rules were pretty basic. You work, you get paid. You don’t work, you don’t get paid.

Needless to say, everybody worked.

It’s not a great system to force people who are sick to work, but the flip side of the coin is the disgusting abuse heaped upon taxpayers by these public servants.

In the five years I worked construction, I think I was forced to miss work about four times. Over that time span, I got the sniffles or came down with a bug, but I toughed it out. I put my family and my obligations ahead of myself.

I’m not saying there aren’t any scenarios in which a worker could miss 18 days

over a calendar year. But the fact that the average worker is missing that many days screams abuse of the system.

Of the total 285,000 workers on the public pay cheque, at any given time there are more than 19,000 not working, according to Clement. A further 13,149 are on long-term disability with an average disability claim lasting 7.7 years.

Uh, give me a break.

Clearly there is a lack of oversight, aided and abetted by the powerful public sector unions, for those who are abusing the generosity of the system.

The reason we offer public workers generous sick leave is for the very reason I didn’t get paid when I got sick: it isn’t fair to ask a worker to choose between paying the rent and resting in bed. But it’s not an excuse to “bank” sick days like it’s cash, so you can take the kids to Disneyland on your second vacation.

Letters to the editor Reader questions port plan The the directors of Port Metro Vancouver: As a resident of Delta for over 75 years and a business man servicing the marine industry on the Fraser River for some 60 years I appeal to you to not export or establish a coal port at the Fraser Surrey Docks that is located in the Fraser River Estuary.

An estuary that has recently been recognized and designated at the Ramsar Convention, as a Wetland of International Significance, vital to the migratory birdlife and estuarine life.

The first question needs to be answered: Why must we accommodate US coal mines when their own people do not wish it to be transferred to any of their port facilities on their own west coast for health and environmental reasons?

The second one is: Why should you not be concerned with the health of the people and the environmental problems that will occur during the transportation of the coal through some of the finest residential communities of White Rock, Crescent beach, North Delta, Boundary Bay, and Burns Bog, then to the Fraser River Estuary all three of the latter are part of the Ramsar Designation?

Third: Why must you invade and endanger further the survival of the salmon migration to and from the salmon spawning grounds by allowing a commodity like coal to be exported further up the mouth of the Fraser River, along with the proposal for Terminal 11 that will

further desecrate salmon migration?

Fourth: You have proven that you are having trouble controlling coal dust and it’s invasion into the digestive system of the few crabs that still remain in the area, and the residential areas of Tsawwassen and Point Roberts.

How then would you prevent coal dust from permeating the marshlands and filling the salmon fingerlings as hey migrate to the sea?

How would you guarantee that the same problems would not occur in the residential areas close to the Fraser Surrey Dock?

Fifth: Why must we be so accommodating to export coal from another country so that another country can burn it and contribute to the global warming problem of the world?

The solution is really simple. Let’s use the $4,445,500 increase in the Delta Police budget (2010 vs 2013) to provide 14,818 wheelchairs for disabled people instead of hiring more cops. After all, population isn’t increasing significantly and the crime rate is actually going down.

he Fraser river is running high as snow melt pours off the mountains. We are close to the peak of freshet season. As the river water flows into the salty waters of the Georgia Strait, it forms an unusual ecosystem: the Fraser river plume. The plume is a cloud of turbid river water, full of sand and silt, which floats over the heavier salt water of the ocean. During an ebbing tide, the plume reaches as far as Galiano Island and the line of demarcation is easily seen from ferries crossing the Strait. As the tide floods in, the silty, yet light, river water and the clear, heavy, salt water become mixed.

This process, repeated twice daily, effectively creates two types of plume: one predominantly fresh water, the other, brackish remnants of earlier ebb tides. The salt wedge toe, nudging into the estuary at high tide, allows nutrients to be brought to the surface from the deep, cold ocean. This increases the density of phytoplankton, microscopic plant matter that drives the marine food chain. The tiny plankton are consumed by microscopic animals, such as copepods. Small fish and crustaceans prey on them, and are, in turn, eaten by larger fish, birds, and marine mammals. The edge of the plume is an excellent place to watch for wildlife, such as loons, grebes, porpoises and orcas.

The plume is a key part of the estuary, allowing life to thrive. The murkiness of the plume allows juvenile fish to take refuge from predators. By moving between river and estuarine plumes, salmon smolts can gradually adjust to increasing levels of salinity and temperature, before making their migration out to sea. In the late summer, the plume is less strong, allowing returning salmon to adjust before they head up river to spawn.

It is essential that coastal shores affected by the plume are maintained in a natural state, to allow the full functioning of the ecosystems. For example, the barriers presented by the major causeways on Roberts Bank are of considerable concern. They disrupt natural tidal flows and block salmon migration.

Strong consideration should be given to providing openings for wildlife corridors.

Expense cleanup must continue

A

s she unveiled her new cabinet, Premier Christy Clark promised a “line-by-line” review of government spending to deliver a balanced budget this year. Statements such as this would have more credibility if politicians subjected their own personal spending to the same scrutiny. That’s still not happening in B.C. Expense accountability has come a long way in the last year, thanks mainly to the work of now-departed Auditor General John Doyle, who swung the cobweb-covered door open on B.C.’s secretive Legislative Assembly Management Committee.

Chaired by the speaker and run by senior MLAs from both parties, the committee had been doing pretty much whatever it wanted with MLAs’ own expenses.

Doyle’s audit found that MLA credit card bills were being paid without receipts, part of a lax accounting system that included inaccurate bank records and inadequate management of the legislature gift shop and dining room. The operating budget of the legislature and constituencies runs to more than $60 million a year.

Now-retired speaker Bill Barisoff asked the auditor to give a pass to the $119,000 annual allowance for each of the 85 constituency offices. Transfer amounts and payroll expenses were verified, but constituency expenses were not, likely because these records weren’t kept either.

I’m not suggesting that there has been any misuse of public funds. The point is we don’t know, and the notion of an “honour system” for politicians’ expenses has become unacceptable.

A similar toxic tale has been unfolding in the Senate in Ottawa. It has its own secretive committee called the Board of Internal Economy, which was forced into the open after trying to sweep Senator Mike Duffy’s housing claims under the red rug of the Senate chamber.

Duffy has lived in Ottawa for decades, first as a TV host and then senator, but he decided the rules were loose enough that he could claim his summer place in Prince Edward Island as his principal residence. An audit has also found he was claiming living expenses in Ottawa while campaigning for the Conservatives back east. It turns out the key ingredient in an honour system is honour.

This mess goes back more than a century in B.C. and Canada, and has its roots in the British Parliament, where MPs and Lords had a system of claiming all sorts of expenses, including construction of a “duck house” and maintenance of the moat around an Honourable Member’s castle.

Many years ago, British MPs convinced themselves that they were underpaid, and rather than create a public fuss by giving themselves a big raise, they would be able to top it up by claiming up to 250 pounds at a time without receipts. Cheers!

You can imagine how well that worked out. As one observer put it, the system was not only open to abuse, it was actually designed for it.

Here in B.C., the next step is obvious. If you go to the website of Alberta Premier Alison Redford, you can easily find the link to her detailed expense reports, itemized for travel, meals, hotel rooms and so forth. Alberta cabinet ministers provide the same disclosure.

B.C. cabinet ministers’ travel expenses are now reported, but only as an occasional lump sum.

As a result of Doyle’s revelations last summer, B.C.’s Legislative Assembly Management Committee now meets in public, with transcripts of proceedings available. But MLA expenses are still not itemized.

Total expenditures are being reported on a quarterly basis, but with no detail to explain why some MLAs have much higher totals than others.

It’s time to sweep out the cobwebs.

Bread that will bowl you over A

lthough originally from Ireland, it wasn’t until a trip back across the pond that Tsawwassen’s Mary Hargreaves discovered a

love for lawn bowling.

While visiting her sister in England in 1992 she happened up the British Women’s Lawn Bowling Championships. A former tennis player, she was captivated by the game’s similarities and the spirit of the competitors.

“They dressed so formally, it was very impressive,” says Hargreaves. “Things are changing a little bit now.”

After the tournament she was introduced to the Canadian team—which she confesses did not do very well against the powerhouse British ladies—and learned two of the members were from Vancouver.

Intrigued by the sport, Hargreaves threw herself onto the green upon returning to South Delta, joining the Tsawwassen Lawn Bowling Club

and becoming well-known in local circles.

“In recent years the Chinese population have added to our numbers because this is a game which was popular in Hong Kong,” she says.

“They have certainly been a welcome addition to our games in Vancouver.”

She and her Tsawwassen A-team is currently competing in a Vancouver top-10 tournament and will play Richmond-B on June 27 in Tsawwassen.

But after decades of bowling she’s turned to nurturing the next generation. Hargreaves is now the junior lawn bowling coordinator for the Vancouver & District Lawn Bowling Association, and is helping organize this year’s provincial tournament in Kelowna.

“There’s a perception that lawn bowling is just for older people but it is not, because it is a technical, focused little game,” says Hargreaves over a cup of coffee and thick slices of Irish soda bread.

A recipe handed down by her mother while living in Ireland, Hargreaves makes a brown soda bread or a white soda bread with raisins.

She likes the heavier and thicker texture of a soda bread with a generous helping of butter and jelly on top.

“You know you’re having a piece of bread when you’re having it,” she says. “It’s not like white bread where it’s almost like a straw eating it.”

It’s the soda and buttermilk—which she used to drink as a wee one in Ireland—that creates the thickness.

Hargreaves uses a mixture of white and whole wheat in her recipe, but says it could be made entirely whole wheat if desired. Of course, that would make an already hefty bread even heavier.

That’s why it’s best to get some exercise after indulging in this Local Flavour.

“I am out and about getting this bowl on the road,” says Hargreaves, “or should I say the green.”

hile the brick walls of the KinVillage West Court Care Home betray little of what lies inside, a verdant paradise awaits. Beyond the fluorescent lights, pastel colours, automatic sliding doors, linoleum, and hand sanitizer that define the landscape of nearly every seniors’ care home, is KinVillage’s jewel, it’s courtyard garden.

The square measures smaller than a basketball court, but there is life here crammed into every corner. At its centre, a mighty magnolia tree rises above the roofline, sporting white blossoms the size of dinner plates. Beneath it grows barrels of herbs, rose bushes, and hellebores. A cedar arbor stands near its base, slowly being consumed by creeping shrubs.

Butterflies and bumblebees float lazily in the sunshine as birds chirp overhead in the laven-

der-scented air.

“I love it here,” says Diana Colquhoun as her frail hands sketch pictures in her notebook of the foliage that surrounds her. “I try to spend as much time as I can out here.”

The courtyard didn’t always look this way, of course. But after a year of hard work by dozens of volunteers and thanks to the many donations from the community, the KinVillage courtyard blooms once again.

For years the courtyard was disused, and barren. The magnolia, barely clinging to life.

Former Delta School District principal Della Henderson visited her mother at the Tsawwassen care home, and in her final days, her mother asked her to do something about the rather bleak concrete square.

“Before she passed, she told me she wanted the

garden fixed up so the residents here could be happy, and I promised I would,” says Henderson.

“You never cross your mom.”

So Henderson became one of the driving forces behind the creation of the therapeutic garden.

She and her husband Bob formed a committee to get the garden growing, and it wasn’t long before she found herself surrounded by others who shared her vision.

“I wanted to this to be a place for the residents to come and enjoy,” she says. “They are so happy when they are out here. It’s what my mom would wanted.”

The residential care facility is home to seniors up to 105 years in age. For many, this will be their final home, and Henderson hopes to make it a thing of beauty. Her passion for the project has proved infectious, and she has been able to en-

list a veritable army of volunteers to plant and prune. Donations from University Sprinklers, Harris Nursery, Sunnyside Nursery helped turn the concrete square into a living garden, while Bartlett Tree Services managed to resurrect the ailing magnolia tree.

When it came to enlist help for the garden, Henderson says she was surprised by how many people had a connection to KinVillage.

“I think almost everyone who has grown up [in Tsawwassen] has had at least one family member live here,” she says. “So everyone was willing to do whatever they could.”

The courtyard has already been installed with a sprinkler system and lights, and Henderson hopes to install outdoor heaters and tables with umbrellas, so residents can enjoy the garden year-round, regardless of the weather.

For the seniors who live at KinVillage, the garden is a fountain of youth, says KinVillage’s recreation therapist, Maryanne Innes.

“For many of them, they spent their whole lives gardening, so the garden is a big part of their life,” she says. “[The garden] brings them back to when they young… when you are trying to eliminate boredom, that’s a huge benefit.”

The space was designed by landscape artist Kathy Van Vliet, and features some distinct themes.

One section of the garden features species native to B.C., with yellow cedar, sword fern, and vine maple.

Another section sports an ever-growing collection of windmill palms, donated by local residents. On wall sports rose bushes and other flowering perennials.

Innes says the garden committee is planning on adding an edible section to the garden, which would feature vegetables, herbs, and tea plants.

“It’s multi-sensory,” says Innes of the garden. “You can see, smell, touch, taste and even hear the sounds of bees and birds around you.”

For those who can’t come down to the garden, Innes brings the garden to them. She takes seedlings and cuttings to the rooms of the seniors with mobility issues, so have a little piece of nature in their rooms.

“Their faces just light up,” she says. “Even the non-verbal ones, you can tell you’ve made a connection.”

On sunny days, nearly every window to every room

along the courtyard’s inner wall is open. Even if they can’t make it downstairs to the courtyard, they can still gaze out their window at the lush oasis below.

“Hopefully horticultural therapy can become a bigger part of care homes, as well as schools and communities,” says Innes. “I think we could all use more nature in our lives.”

Physiotherapy classes also use the courtyard, conducting exercise and daily laps, and the space is a popular meeting spot for when family comes to visit.

“It’s the centre of life here,” says Henderson.

And she wants it to remain that way.

Henderson says she’s hoping to find more volunteers interested in keeping the garden going in perpetuity.

“Sustainability is so important,” she says. “We want to make sure this garden is here for generations.”

To that end, many of the current residents have left legacy donations to the garden to ensure it keeps growing after they pass. Henderson’s own mother left some money to garden, which was used to install a water feature.

Innes says that given all that it provides to the residents at KinVillage, she hopes the garden will continue to grow.

“This isn’t just something to look at,” she says. “It’s something more.”

Janice Triffon offers an energizing, aerobic workout in which you’ll move to music and may even make a few friends.

Triffon is the instructor and franchise owner of Jazzercise Richmond and Ladner.

Years ago, after Triffon had her second son, she was unhappy with her weight and saw an ad for Jazzercise: “Dance your way to fitness,” it said.

She went to a class and immediately fell in love with it, particularly the friendly, welcoming and non-threatening atmosphere.

She creates the same environment in the classes she teaches today in Ladner and Richmond.

In Ladner, Triffon holds Jazzercise classes at the Ladner Fishermens Hall and Ladner Baptist Church, as well as the McKee Seniors Recreation Centre for the 50 and older set.

Participants often find themselves laughing and singing along to familiar songs, forgetting that they described themselves as “uncoordinated.”

Often participants start to come together outside of Jazzercise as well.

“Everyone sort of looks after one another. They get to know each other.

Some of the ladies, they all go for coffee after,” Triffon says. “It becomes really social – it’s not just a fitness class.”

Recently Triffon’s McKee participants created a McKee Jazzercise team for the Heart & Stroke Foundation’s Big Bike event, raising more than $3,900.

Triffon says she gets more out of teaching Jazzercise and volunteering in the community than she did working in her previous career for 20-plus years.

early discovery of oral cancer is key When we think of oral cancer, we typically think of older individuals with a history of tobacco use accompanied by consumption of alcohol. Though those factors still place us at a potentially higher risk, the incidence of oral cancer is rising at an alarming rate and the age of those developing it are considerably younger than before.

by Qualico in partnership with Chow & Li, will provide shopping, dining and high-quality living, all in one spot.

“We tried to make sure that there’s a floorplan for everyone,” says Diane Zarola, Sales and Marketing Manager for Qualico.

Willoughby Town Centre will soon be an integral part of Langley.

Thus far, confirmed tenants include Shoppers Drug Mart, Sassy Nail Salon, RBC, G&F Financial, Noma Sushi Restaurant, Rendevous Liquor Store and Loblaw’s: Your Independent Grocer, the first in the neighbourhood.

Sports and recreation are two important pillars of life in South Delta, and on Friday a number of local athletes, coaches, and volunteers were honoured for their contributions.

The Delta Sports Hall of Fame inducted a handful of new members, while honouring this year’s best athletic achievements at their annual banquet.

This year’s inductees include athletes Ron Clarke (softball) and Ravi Kahlon ( field hockey), builder Shirley Burr (lacrosse), coach Maurice Hamlin (ice hockey), pioneer Francis Raderecht (soccer), sponsor MK Delta Lands, and the 1973-1985 Ladner Beatty Babes soccer team.

“This year is the ninth year we’ve had the ban-

quet, and it never ceases to amaze me, the quality of the inductees,” said hall of fame chairman Don Sangster. “For such a small community, there’s so much great talent.”

Inductee Ron Clarke’s fastpitch playing career spanned 26 years and included two national titles and a bronze medal at the Pan American Games. As a lead-off hitter, Clarke helped popularize the slap hit, and finished with a lifetime batting average of .333.

After his playing career was over, Clarke coached for 15 years and his North Delta team finished second at the 1994 world championships.

Ravi Kahlon was a member of the Canadian national field hockey team for close to 10 years, amassing 132 international caps in that span. Kahlon rep-

for his 25 years of coaching ice hockey. His juvenile Richmond Blues, which feature players from South Delta and Richmond, have qualified for the provincial championships for the past eight years, and have won the title for the

past four years straight.

Ladner’s Francis Raderecht was honoured for being a sports pioneer by helping to popularize girls’ soccer. Raderecht was the founder and first president of the Ladner Girls Soccer Club.

Shirley Burr was in-

ducted in recognition of her work to help build the sport of lacrosse locally. Burr helped found the Ladner Pioneers Senior B lacrosse franchise and served as the team’s president for its first six years of existence. Burr also served as the president of the Westham Island Intermediate B and Delta Islanders Junior B teams, and served as Delta’s parks and rec commissioner from 1988 to 1994.

The Ladner Beatty Babes women’s soccer team was inducted in recognition of their 12 years of dominating play which saw them win a provincial championship, silver at the Western Canadian finals, and six league and district cup championships.

Also honoured at Friday’s banquet were the annual 2013 Sports Champions, who were recognized for their outstanding performances this past year.

“These could be the inductees of the future,” said Sangster.

This year’s Sports Champions included sisters Megan and Nicole McNamara, who at just 15 years of age, won the U-17 national beach volleyball title in 2012, as well as a AAAA provincial championship with their indoor volleyball team at South Delta Secondary School.

South Delta Minor Hockey Association product Brendan Gallagher was named the pro athlete of the year after making his NHL debut with the Montreal Canadiens in 2012, scoring 28 points in 44 games as a rookie this past season.

Paige Collings was named Athlete of the Year for 2013. The national women’s softball team member finished her college career off in style as she became the NCAA’s Drexel University Dragons all-time leading home run-hitter, and earned herself conference all-star honours as well as Drexel’s Female Athlete of the Year award.

The Daniels rink, made up of Seaquam Secondary students Megan Daniels, Sarah Daniels, Megan Bourassa, Heather Sinclair, and coach Ernie Daniels, was named the Team of the Year after they won provincial curling championships at the high school and juvenile level.

North Delta softball coach Bill Olexa was named Coach of the Year, while North Delta resident Cliff Lane was named Volunteer of the Year for his work with the North Delta Softball Association.

Nominees are already open for next year’s 10th anniversary class.

OBITUARIES

It is with great sadness we announce the sudden and unexpected passing of Dr. Don Burkett from heart failure on Saturday, June 1st, 2013. Don is survived by his loving family: wife, Barb, his son, Dan, his daughter, Josie, his mother, Rhoda, and two brothers, Barry and Dave (wife, Sylva). Don was predeceased by his father Robert Burkett in October, 2010.

Don and Barb met at University, were married on July 10, 1982 and have been partners in life for 40 years.

He was born in Flin Flon and lived his formative years in Lynn Lake, Manitoba. The family moved to Tsawwassen when Don was a young teenager. After graduating from DSS he attended Douglas College and UBC, eventually studying Chiropractic at CMCC in Toronto where he received Clinical Honors, graduating in May of 1982. Later that year he opened his practice and has served the community continuously in the same office ever since.

When he was not practicing, Dr. Burkett was involved in many community groups.

One of his greatest joys was his music. He was an accomplished jazz guitar and bass player, actively involved for many years with the Delta Community Music School. He performed regularly around the lower mainland with his best friend, saxophone player Bob Miller in the jazz ensemble, The Bossa Boys. He was a long time member and a Paul Harris Fellow with the Rotary Club of Ladner. Several years ago through Rotary he worked hard to restore the garden at the Mountain View Manor. In recent years, environmentalism has played a major role in his life. He volunteered with the Nicomekl Enhancement Society and more recently the Spartina Working Group of BC. He worked tirelessly to free the shores of Boundary Bay of the damaging reed grass Spartina angelica. Don’s beloved Norfolk terrier, Daisy, accompanied him wherever possible: into the office to help heal his patients and out on the mud flats to help save the planet. Don loved people. He brought together volunteers from every part of the community, from all walks of life for his various projects. He was known for his colorful Hawaiian shirts. He said he wore them to encourage the sun to shine but we know it wasn’t the shirt; it was the man inside the shirt that made the world a brighter place.

May he rest in peace and may the rest of you left behind know that our lives are a lot richer for having known Don. A good man. A loving and devoted husband and father. A talented and dedicated chiropractor. A silly man. A wild man. A joyful man. A compassionate man. A wonderful man. And a friend.

A Memorial Service will be held on Saturday, July 13, 2013 at 1:00 p.m. at the Unitarian Church of Vancouver, 49th and Oak. In lieu of flowers donations may be made to the Ladner Rotary Club Memorial Fund for Dr. Don Burkett. If you own a Hawaiian shirt please wear it. Don would like that.
